PROTECT Act of 2025

United States · United States Congress · 5 June 2025

Protection for Reservation Occupants against Trafficking and Evasive Communications Today Act of 2025 or the PROTECT Act of 2025 This bill expands special tribal criminal jurisdiction (STCJ) to include certain controlled substance-related offenses and firearms offenses. It also allows tribal courts to execute warrants for electronic material. STCJ allows participating tribes to investigate, prosecute, convict, and sentence both Indian and non-Indian offenders who commit covered crimes in Indian country against Indian victims. Covered crimes currently include assault of tribal justice personnel, child violence, dating violence, domestic violence, obstruction of justice, sexual violence, sex trafficking, stalking, and a violation of a protection order. The bill expands STCJ to allow participating tribes to prosecute individuals for controlled substance-related offenses (i.e., drug trafficking, unlawful drug possession, or unlawful possession of drug paraphernalia) and firearms offenses (i.e., use or possession of a firearm in furtherance of a covered crime or by a person who has been convicted of domestic violence). Additionally, the bill allows participating tribes to exercise STCJ over a controlled substance-related offense or a firearms offense if neither the defendant nor the alleged victim is an Indian. (Currently, this exception only applies in cases of obstruction of justice or assault of tribal justice personnel.) The bill allows offenders convicted pursuant to STCJ to be incarcerated through the Bureau of Prisons Tribal Prisoner Program. The bill gives tribal courts the same authority as state courts to compel service providers to disclose stored electronic communication information through court-issued warrants, court orders, or administrative subpoenas.

Supporting Healthy Mothers and Infants Act of 2025 This bill modifies the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) to add requirements for supporting individuals impacted by a substance use disorder. Specifically, the bill requires the Department of Agriculture to collaborate with the Department of Health and Human Services (HHS) to develop and disseminate nutrition education materials for individuals impacted by a substance use disorder, including materials for infants impacted by prenatal substance exposure and neonatal abstinence syndrome; conduct outreach to individuals who are potentially eligible for the WIC program and who are impacted by such a disorder; and make available to states through an online clearinghouse any nutrition education and training materials related to nutrition for individuals impacted by a substance use disorder or neonatal abstinence syndrome. In addition, the nutrition education materials developed in collaboration with HHS must be included in (1) Center for Substance Abuse Prevention-developed education materials, and (2) HHS guidance on improving care for infants with neonatal abstinence syndrome and their families. Under current law, the WIC program includes certain education related to drug abuse. This bill replaces references to drug abuse with substance use disorder.

VET PFAS Act

United States · United States Congress · 29 May 2025

Veterans Exposed to Toxic PFAS Act or the VET PFAS Act This bill provides eligibility for Department of Veterans Affairs (VA) hospital care and medical services to veterans and their family members (including those in utero) who have specified conditions and resided at a military installation where individuals were exposed to perfluoroalkyl and polyfluoroalkyl substances, commonly known as PFAS. PFAS are man-made and may have adverse human health effects. Hospital care and medical services may not be furnished for a condition that is found to have resulted from a cause other than the exposure to PFAS at a military installation. The VA may provide reimbursement for hospital care or medical services provided to a family member only after the family member or provider has exhausted all claims and remedies otherwise available for payment of such care. For disability compensation purposes, the bill establishes a presumption of service-connection for specified conditions in veterans who served at a military installation at which individuals were exposed to PFAS. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

Interactive Federal Review Act

United States · United States Congress · 29 May 2025

Interactive Federal Review Act This bill revises the environmental review process for federal-aid highway projects to encourage the use of certain digital platforms and models. Specifically, the Department of Transportation (DOT) must encourage recipients of federal highway funding who are carrying out environmental reviews under the National Environmental Policy Act of 1969 (NEPA) to utilize (1) interactive, digital, cloud-based platforms; and (2) high fidelity, three-dimensional digital models of infrastructure project elements, such as digital twins.  DOT must also select at least 10 federal-aid highway projects to demonstrate the use of these platforms and models in carrying out the environmental impact analysis and community engagement processes required under NEPA. Further, DOT must publish technology-neutral best practice guidance to encourage sponsors of projects that receive federal funds from DOT to use these platforms and models in carrying out the environmental impact analysis and community engagement processes required under NEPA.
