Reproductive Health Travel Fund Act of 2023 This bill authorizes a grant program to provide assistance with travel-related expenses for those seeking an abortion. Specifically, the Department of Treasury may award grants to nonprofit or community-based organizations to provide assistance to those seeking abortions with round-trip travel, lodging, meals, and other travel-related expenses. Priority must be given to organizations that serve individuals who are in jurisdictions that have banned or severely restricted abortion access or who travel to another jurisdiction for an abortion, or organizations that have or plan to have programs in place that help individuals access abortion services. In order to qualify for a grant, organizations must assist individuals seeking abortions through unbiased and medically and factually accurate programs, services, or activities. Organizations may not discourage individuals from seeking abortions. Additionally, federal entities that implement the grant program may not participate in any state, tribal, or local antiabortion proceedings (e.g., prosecutions) in connection with grant services.

Equality Act This bill prohibits discrimination based on sex, sexual orientation, or gender identity with respect to businesses, employment, housing, federally funded programs, and other settings. Specifically, the bill expands Title II and Title VI of the Civil Rights Act of 1964 to prohibit public accommodations and federally funded programs, respectively, from discriminating based on sex, sexual orientation, or gender identity. It also includes stores, transit services, recreational facilities, and establishments that provide health care, accounting, or legal services as public accommodations under Title II. The bill also expands Title IV (desegregation of public schools) and Title VII (employment discrimination) to specifically include sexual orientation and gender identity. (The Supreme Court held in Bostock v. Clayton County that Title VII's prohibition of employment discrimination based on sex also prohibits employment discrimination based on sexual orientation or gender identity.) The bill similarly expands the Fair Housing Act (discrimination in public and private housing) to include sexual orientation and gender identity. It also prohibits discrimination based on sexual orientation or gender identity by creditors and with respect to jury selection. The bill defines sex for purposes of the aforementioned provisions to include sex stereotypes, pregnancy, childbirth, sexual orientation, gender identity, and sex characteristics.

Multiple Firearm Sales Reporting Modernization Act of 2023 This bill expands reporting requirements with respect to sales or dispositions of multiple firearms. Currently, a federal firearms licensee (e.g., a gun dealer) must report multiple sales or dispositions of pistols or revolvers to the same person within five business days. This bill requires a federal firearms licensee to report multiple sales or dispositions of any firearms to the same person within five business days.

Reproductive Health Care Training Act of 2023 This bill establishes a grant program that supports training for providers of abortion care. Specifically, the Health Resources and Services Administration must award grants to health professional schools, academic health centers, or other nonprofit health care safety net providers to support training in abortion care, if such training is authorized in the state in which they are located. Funds may be used to train students, residents, and advanced practice clinicians in abortion care and to connect them to appropriate entities to provide such care, among other activities.

Hate Crimes Commission Act of 2023 This bill establishes the United States Commission on Hate Crimes. The commission must investigate and report on whether hate crimes have increased; factors that contributed to an increase in hate crimes, if one is determined to exist; policies or actions that law enforcement agencies might adopt to reduce the commission of hate crimes; the impact of underreporting on hate crimes statistics and prevention; ways to improve hate crimes reporting and ensure full and complete participation in the National Incident-Based Reporting System by local law enforcement agencies; bias prevention efforts and responses to hate crimes that are successful and possible through coordination with nonprofit organizations, local education agencies, and government entities; and the prevalence and rise of online hate crime incidents.

Equal Access to Justice for Victims of Gun Violence Act of 2023 This bill removes limitations on the civil liability of gun manufacturers and the disclosure of gun trace data in civil actions. Specifically, the bill repeals the Protection of Lawful Commerce in Arms Act, which prohibits civil actions against a firearm or ammunition manufacturer, seller, importer, dealer, or trade association for damages resulting from the criminal or unlawful misuse of a firearm. Additionally, the bill states that firearms trace data maintained by the Bureau of Alcohol, Tobacco, Firearms and Explosives is not immune from legal process. Such data is subject to discovery; is admissible as evidence; and may be used, relied on, or disclosed in a civil action or administrative proceeding.

Computer Science for All Act of 2023 This bill establishes a program through which the Department of Education must award grants to states, local educational agencies, and eligible tribal schools to serve as models for national replication of computer science education expansion efforts. Grant recipients must use these funds for certain activities, including training teachers to teach computer science and expanding access to high-quality learning materials and online options.

American Dream and Promise Act of 2023 This bill provides certain non-U.S. nationals ( aliens under federal law) with a path to receive permanent resident status and contains other immigration-related provisions. The Department of Homeland Security (DHS) or the Department of Justice (DOJ) shall provide conditional permanent resident status for 10 years to a qualifying individual who entered the United States as a minor and (1) is deportable or inadmissible, (2) has deferred enforced departure (DED) status or temporary protected status (TPS), or (3) is the child of certain classes of nonimmigrants. The bill imposes various qualifying requirements, such as the individual being continuously physically present in the United States since January 1, 2021, passing a background check, and being enrolled in or having completed certain educational programs. DHS shall remove the conditions placed on permanent resident status granted under this bill if the alien applies and meets certain requirements, such as completing certain programs at an educational institution, serving in the military, or being employed. Furthermore, DHS and DOJ shall provide lawful permanent resident status to certain individuals who had TPS, were eligible for TPS, or were eligible for DED status on certain dates. Such individuals must meet certain requirements and apply for such status within three years of this bill's enactment. DHS may not use information from applications filed under this bill or for Deferred Action for Childhood Arrivals status for immigration enforcement purposes. This bill also repeals a restriction that bars a state from providing higher education benefits to undocumented individuals unless those benefits are available to all U.S. nationals without regard to residency in the state.

Right to Contraception Act This bill sets out statutory protections for an individual's right to access and a health care provider's right to provide contraception and related information. Contraception refers to an action taken to prevent pregnancy, including the use of contraceptives (i.e., a device or medication used to prevent pregnancy), fertility-awareness based methods, and sterilization procedures. Generally, the bill prohibits measures that single out and impede access to contraception and related information. However, a party may defend against a claim that a measure violates the bill's prohibitions by demonstrating, through clear and convincing evidence, that the measure significantly advances the safety of contraception and cannot be achieved through less restrictive means. The bill also specifies that the prohibition preempts inconsistent state and local laws and applies in spite of other federal laws, including the Religious Freedom Restoration Act of 1993. The Department of Justice, individuals, or health care providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations.

Fair and Open Skies Act This bill amends the policy considerations the Department of Transportation (DOT) must take into account when issuing a foreign air carrier permit. (This allows foreign air carriers to operate in U.S. air space.) DOT must consider preventing the undermining of labor standards when determining whether the foreign air transportation will be in the public interest. Further, the bill amends the requirements for the Department of State and DOT in formulating U.S. international air transportation policy. Under current law, the State Department and DOT must develop a negotiating policy emphasizing the greatest degree of competition compatible with a well-functioning international air transportation system and include specific considerations; this is amended to also include preventing the undermining of labor standards.

Resources for Victims of Gun Violence Act of 2023 This bill establishes the Advisory Council to Support Victims of Gun Violence. Among other things, the advisory council must assess the needs of victims of gun violence and disseminate information about helpful resources.

LGBTQ I+ Data Inclusion Act This bill addresses federal data collection of voluntary, self-disclosed information on sexual orientation, gender identity, and variations in sex characteristics. Specifically, the bill requires federal agencies that collect information through a survey for statistical purposes that includes demographic data (where subjects self-report information or a proxy provides information about the subject or responds for all persons in a household) to review existing data sets to determine which data sets do not include information about sexual orientation, gender identity, and variations in sex characteristics. Such agencies must assess needed changes in survey methods related to asking questions on such matters. Agencies that publish reports relying on survey demographic data must include information on sexual orientation, gender identity, and variations in sex characteristics. Agencies may waive this publication requirement on a case-by-case basis if the confidentiality of the information cannot be maintained or if adding such information to the survey would impair the agency's ability to preserve the utility, accuracy, or objectivity of the survey while also generating relevant evidence about the LGBTQI+ community. The Government Accountability Office must report to Congress on the implementation of this bill's requirements by agencies.

Debt Ceiling Reform Act This bill replaces the existing federal debt limit with procedures that allow the Department of the Treasury to continue issuing additional debt unless a joint resolution of disapproval regarding the additional debt is enacted into law. The bill also requires Congress to consider the joint resolution using specified expedited legislative procedures.

Pride in Mental Health Act of 2023 This bill establishes grants and reporting requirements concerning the mental and behavioral health of youth who are lesbian, gay, bisexual, queer or questioning, nonbinary, intersex, or Two Spirit (gender-variant members of indigenous communities). Specifically, the Substance Abuse and Mental Health Services Administration (SAMHSA) must award grants to assess and improve mental health and substance abuse outcomes for those youth. Recipients may use grants for providing mental and behavioral health resources for such youth (including training for caregivers and school-based interventions) and collecting data. Recipients may not use grants for any practice or treatment that seeks to change another individual's sexual orientation or gender (i.e., conversion therapy). Additionally, the Department of Health and Human Services (HHS) must (1) conduct a survey to measure issues related to mental health and health care among such youth; and (2) report about the mental health and related care of such youth who are in foster care and otherwise participate in federal social services programs. HHS must also review existing publications on SAMHSA's website that focus on lesbian, gay, bisexual, transgender, queer or questioning, nonbinary, intersex, and Two Spirit individuals and update or commission new publications to fill information gaps related to the mental and behavioral health of those individuals.

Disease X Act of 2023 This bill expands the priorities of the Biomedical Advanced Research and Development Authority (BARDA) to specifically include viral threats that have the potential to cause a pandemic. In particular, the bill expands the scope of innovation grants and contracts that may be awarded by BARDA to specifically include those that support research and development of certain manufacturing technology for medical countermeasures against viruses, including respiratory viruses, with pandemic potential. It also expands BARDA's authorized strategic initiatives to include advanced research, development, and procurement of countermeasures and products to address viruses with pandemic potential.

Mental Health Services for Students Act of 2023 This bill provides specific statutory authority for the Project AWARE (Advancing Wellness and Resiliency in Education) State Educational Agency Grant Program that is administered by the Substance Abuse and Mental Health Services Administration. The program supports school-based mental health services, including screening, treatment, and outreach programs.

Financing Our Energy Future Act This bill expands the types of partnerships that qualify for treatment as publicly traded partnerships instead of as corporations for tax purposes. Under current law, partnerships that meet certain gross income requirements (i.e., at least 90% of the partnership's gross income in a taxable year consists of qualifying income) are excepted from being treated as a corporation for tax purposes. This bill expands the sources of income that are considered qualifying income and make a partnership eligible for such an exception. Specifically, the bill provides that income derived from the generation of specified alternative energy, alternative fuel projects, or the associated property, storage, or transportation for such projects (e.g., the conversion of renewable biomass into renewable fuel or the storage or transportation of such fuel) is considered qualifying income.

Promoting Access to Treatments and Increasing Extremely Needed Transparency Act of 2023 or the PATIENT Act of 2023 This bill expands hospital price transparency requirements and establishes additional reporting requirements with respect to prescription drugs and pharmacy benefit managers (PBMs). The bill also extends funding for various programs such as the Teaching Health Center Graduate Medical Education program, Community Health Center program, and National Health Service Corps. Specifically, the bill provides statutory authority for the requirement that hospitals publish an annual list of shoppable services they provide, including specified pricing information. Beginning in 2025, a hospital may not use an internet-based price estimator tool to meet the publication requirement for shoppable services. The bill also modifies the health insurance plan disclosure requirements to include the rates for certain in-network services and prescription drug payment information. The bill further requires providers of diagnostic laboratory tests under Medicare to publish online certain price information. Medicare Advantage (MA) organizations must report information about payments made to providers in which the MA organization has an ownership interest. Medicare prescription drug plan sponsors must report certain price information for covered drugs. Additionally, the bill requires health insurance plan issuers (or the PBM providing services on behalf of the plan) to report to the plan sponsor specified information about prescription drugs dispensed under the plan. This includes rebates, fees, alternative discounts, or other remuneration the plan receives from drug manufacturers. Finally, the bill requires pass-through pricing models, and prohibits spread-pricing, for payment arrangements with PBMs under Medicaid.

Real Education and Access for Healthy Youth Act of 2023 This bill requires the Department of Health and Human Services (HHS) to establish grants to support sex education and sexual health services for young people (ages 10 through 29) and repeals requirements that apply to certain federally funded sex education programs. HHS must award grants, in coordination with the Department of Education, to (1) provide sex education to young people; and (2) train education professionals to effectively teach, and otherwise support, sex education. Sex education refers to high quality teaching and learning that follows, to the maximum extent practicable, specified educational standards; covers a variety of topics concerning sex and sexuality; explores values and beliefs about those topics; and helps young people gain skills to navigate relationships and manage sexual health. Additionally, HHS must award grants to youth-serving organizations and health care entities that are eligible to receive covered outpatient drugs at reduced prices through the 340B drug discount program for providing sexual health services to marginalized youth. Recipients of any of these grants must comply with certain nondiscrimination requirements. In addition, they may not use funds for sex education programs or sexual health services that provide incomplete or inaccurate medical information or fail to address specified issues. The bill also eliminates prohibitions regarding the content of specified federally funded sexual health education and information programs and repeals the Abstinence Only Until Marriage program.

Hot Foods Act of 2023 This bill expands the Supplemental Nutrition Assistance Program (SNAP) to permit the use of SNAP benefits to purchase hot foods or hot food products ready for immediate consumption.

Save America's Forgotten Equines Act of 2023 or the SAFE Act of 2023 This bill permanently prohibits the slaughter of equines (e.g., horses and mules) for human consumption. (Current law prohibits the slaughter of dogs and cats for human consumption. This bill extends the prohibition to equines.) Specifically, this bill prohibits a person from knowingly slaughtering an equine for human consumption; or shipping, transporting, possessing, purchasing, selling, or donating an equine to be slaughtered for human consumption or equine parts for human consumption. The bill subjects a violator to a fine. The bill applies to conduct in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States. However, it does not apply to an activity carried out by an Indian for a religious ceremony. In recent years, appropriations acts have prohibited the Department of Agriculture (USDA) from using federal funds to inspect horses before they are slaughtered for human consumption. Therefore, there are currently no USDA-inspected horse slaughter facilities in the United States.

Doxing Threat Assessment Act This bill requires the Office of Intelligence and Analysis (I&A) of the Department of Homeland Security (DHS) to develop and disseminate a threat assessment regarding the use of cyber harassment, including doxing, by terrorists and foreign malicious actors. Doxing means knowingly publishing the personally identifiable information of another individual, without the individual's consent and with intent to threaten, intimidate, harass, or stalk any person; facilitate another to threaten, intimidate, harass, or stalk any person; incite or facilitate the commission of a crime of violence against any person; or place any person in reasonable fear of death or serious bodily injury. The threat assessment (1) shall be developed in coordination with the DHS Privacy Office and the DHS Office for Civil Rights and Civil Liberties, and (2) may be informed by existing products. I&A shall, consistent with the protection of classified and confidential unclassified information (1) disseminate the threat assessment with state, local, and tribal law enforcement officials; and (2) ensure that a version of the assessment is published on the DHS website within 30 days of dissemination to Congress.

Give Kids a Chance Act of 2023 This bill authorizes certain targeted clinical trials involving combinations of drugs to treat pediatric cancer. Specifically, the bill modifies requirements relating to molecularly targeted pediatric cancer investigations so as to authorize investigations of new drugs that are used in combination with active ingredients that have already been approved and that (1) have been determined to be the standard of care for treating a pediatric cancer, or (2) have been approved to treat an adult cancer and are directed at molecular targets for pediatric cancer. The Food and Drug Administration must issue guidance and report on the bill's implementation. The Government Accountability Office must report on the effectiveness of the bill's changes with respect to the development of pediatric cancer drugs.

Strength in Diversity Act of 2023 This bill establishes a program through which the Department of Education may award planning and implementation grants to specified educational agencies (e.g., local educational agencies) to improve diversity and reduce or eliminate racial or socioeconomic isolation in publicly funded early childhood education programs, public elementary schools, or public secondary schools.

This bill repeals provisions terminating the First Responder Network Authority (FirstNet) and the Government Accountability Office reporting requirement for such termination. The FirstNet mission is to deploy, operate, maintain, and improve the first high-speed, nationwide wireless broadband network for first responders.

Wise Investment in Children Act of 2023 or the WIC Act of 2023 This bill expands eligibility for children to receive benefits under the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). Specifically, the bill extends eligibility for the program until the period that ends on the earlier of the sixth birthday of a child or when the child enters kindergarten; extends the certification period under the program for infants to up to two years, instead of the current one year; and increases the certification time under the program for postpartum women to a period of up to two years. The bill also authorizes the Department of Agriculture to grant a waiver to a state, on request, that waives certification deadline requirements for the eligibility extensions if such state demonstrates there are unusual technological barriers to implementation, operational costs are not affordable within the nutrition services and administration grant of the state, or it is in the best interest of the program.

Enhancing COPS Hiring Program Grants for Local Law Enforcement Act This bill allows funds under the Community Oriented Policing Services grant program to be used to provide bonuses for the recruitment and retention of law enforcement officers or career law enforcement officers.

Historic Preservation Fund Reauthorization Act This bill extends through FY2033 and increases funding for the National Park Service's Historic Preservation Fund. The funding is provided from revenues from Outer Continental Shelf oil and gas leases, and awards from the fund are made to states and other entities, including tribes and nonprofits.

Black Maternal Health Momnibus Act This bill directs multi-agency efforts to improve maternal health with a particular focus on racial and ethnic minority groups, veterans, and other vulnerable populations. The Department of Health and Human Services (HHS) must address the social determinants of maternal health (i.e., child care, housing, and other nonmedical factors that affect health outcomes). HHS and other departments must also carry out other actions to increase access to maternal health care and otherwise improve maternal health, such as growing and diversifying the maternal health workforce; establishing various grants and other programs, including ones related to maternal health disparities and maternal behavioral health; testing alternative payment models for perinatal care in Medicaid and the Children's Health Insurance Program (CHIP); addressing maternal health during public health emergencies; and supporting training, technology, and telehealth initiatives. The bill further provides for extended postpartum and breastfeeding eligibility for the Special Supplemental Nutrition Program for Women, Infants, and Children; increased research and data collection on maternal health indicators; activities to mitigate adverse maternal health outcomes associated with climate change; and expanded public education to improve maternal vaccination rates. The bill also addresses maternal health for incarcerated populations. For example, it (1) requires the Bureau of Prisons and the Department of Justice to establish programs to improve maternity care; and (2) reduces grants for criminal justice activities unless the recipient state or territory has a law to limit the use of restraints during pregnancy for incarcerated populations.

Sanction Russian Nuclear Safety Violators Act of 2023 This bill requires the President to impose sanctions on foreign persons who endanger the integrity, safety, or undermine Ukrainian operational control of the Zaporzhzhia nuclear power plant in southeastern Ukraine. The sanctions include (1) asset blocking; (2) visas, admission, or parole into the United States; and (3) revocation of current visas. The bill limits such sanctions as they apply to international obligations, to humanitarian assistance, or to those seeking to reestablish Ukrainian operational control of the Zaporzhzhia nuclear power plant.

PREEMIE Reauthorization Act of 2023 This bill reauthorizes through FY2028 and otherwise modifies research and education programs for preventing premature births. In particular, the bill expands the scope of education programs for health care providers and the public to address the importance of screening for and treatment of chronic conditions as part of preconception and prenatal care. Additionally, the bill requires the Department of Health and Human Services (HHS) to establish an interagency working group to improve the coordination of programs and activities to prevent preterm birth, infant mortality, and related adverse effects. (Current law permits HHS to establish such a working group.) The bill also requires HHS to support a study carried out by the National Academies of Sciences, Engineering, and Medicine on matters related to premature births, such as the financial costs and factors that affect preterm birth rates.

Respect, Advancement, and Increasing Support for Educators Act of 2023 or the RAISE Act of 2023 This bill allows eligible educators (i.e., any elementary or secondary teacher and any early childhood educator) a refundable tax credit of $1,000 plus an additional amount (based upon a specified student poverty ratio) for eligible educators employed at a qualifying school (i.e., a public elementary or secondary school that is eligible for certain federal assistance or is funded by the Bureau of Indian Education), or an early childhood education program for children receiving certain federal assistance. The bill also increases the amount of the tax deduction for the expenses of elementary and secondary school teachers and expands such credit to include early childhood educators. The bill provides additional funding to local educational agencies that maintain or increase the salaries of their teachers.

Affordable Housing Credit Improvement Act of 2023 This bill revises provisions of the low-income housing tax credit and renames it as the affordable housing tax credit . The bill increases the per capita dollar amount of the credit and its minimum ceiling amount beginning in 2023 and extends the inflation adjustment for such amounts. The bill modifies tenant income eligibility requirements and the average income formula for determining such income. It also revises rules for student occupancy of rental units and tenant voucher payments, and prohibits any refusal to rent to victims of domestic abuse. The bill further modifies the credit to increase state allocations of the credit; repeal the qualified census tract population cap; prohibit consideration of local approval and local government contribution requirements for housing projects; increase the credit for certain projects designated to serve extremely low-income households; increase the credit for certain bond-financed projects designated by state agencies; eliminate the basis reduction for properties that receive certain energy-related tax benefits; and increase the population cap for difficult development areas (i.e., areas with high construction, land, and utility costs relative to area median gross income). The bill also includes Indian and rural areas as difficult development areas and modifies other requirements relating to casualty losses, tax-exempt bond financing, and foreclosures.

U.S. Citizenship Act This bill establishes a path to citizenship for certain undocumented individuals. The bill also replaces the term alien with noncitizen in the immigration statutes and addresses other related issues. Specifically, the bill establishes a new status of lawful prospective immigrant . This status shall be available to an applying noncitizen who meets certain requirements, including being continually present in the United States from January 1, 2023, and passing background checks. After at least five years with this status, an eligible noncitizen may apply for and receive lawful permanent resident status. The bill also provides permanent resident status to certain applying noncitizens, specifically for eligible noncitizens who (1) entered the United States as a minor, (2) were eligible for temporary protected status or deferred enforced departure on January 1, 2017, or (3) worked a certain amount of agricultural labor in the five years before applying. Among other things, the bill also redefines for immigration purposes the term conviction to exclude convictions that have been expunged or vacated, requires the Department of State to implement a strategy to advance reforms in Central America and address key factors contributing to migration from the region to the United States, requires the State Department to establish refugee processing centers in Central America, requires U.S. Customs and Border Protection sectors and stations to have a certain number of employees with certain qualifications such as paramedic training, generally prohibits religious discrimination in granting or denying immigration benefits, and establishes grant programs for providing training and services to immigrants.

Enhance Access To SNAP Act of 2023 or the EATS Act of 2023 This bill expands eligibility for the Supplemental Nutrition Assistance Program (SNAP) for certain students. Specifically, the bill removes the restriction on SNAP eligibility for students to allow otherwise eligible students who are attending institutions of higher education (IHEs) at least half time to participate in SNAP. Under current law, students 18-49 years old are restricted, with exceptions, from participating in SNAP. The Consolidated Appropriations Act, 2021 temporarily exempted some students from certain SNAP eligibility requirements; these temporary student exemptions are currently scheduled to expire after the end of the COVID-19 public health emergency on May 11, 2023. Further, the bill provides that students enrolled at least half time in a recognized school, training program, or IHE constitute individual households (not residents of institutions ) and may be eligible for SNAP benefits. (Participation in SNAP is limited to households.)
