Pipeline Safety Pilot Program Act This bill directs the Department of Transportation (DOT) to establish and carry out pilot safety-enhancing testing programs through FY2026 to evaluate innovative technologies and operational practices testing the safe operation of natural gas or hazardous liquid pipeline facilities. Such programs (1) may not exceed 5% of the total pipeline mileage of all hazardous liquid or natural gas pipelines in the United States; (2) are prohibited from being conducted in high population areas, high consequence areas, or unusually sensitive areas; and (3) are limited to a duration of four years. DOT may select up to five owners or operators of pipeline facilities to carry out a testing program under a single application. The bill allows states to opt-out of the testing programs.

Save our Stages Act or the SOS Act This bill authorizes the Small Business Administration (SBA) to make grants to eligible live venue operators, producers, promoters, or talent representatives to address the economic effects of the COVID-19 (i.e., coronavirus disease 2019) pandemic on certain live venues. Specifically, the SBA may make (1) an initial grant of up to $12 million dollars to an eligible operator, promoter, producer, or talent representative; and (2) a supplemental grant that is equal to 50% of the initial grant. An initial grant must be used for costs incurred between March 1, 2020, and December 31, 2020, but a supplemental grant may be used for expenses incurred through June 30, 2021. Such grants shall be used for specified expenses such as payroll costs, rent, utilities, and personal protective equipment.

Coronavirus Economic Relief for Transportation Services Act This bill requires the Department of the Treasury to provide grants and other forms of emergency assistance to certain providers of transportation services that have experienced a significant revenue loss as a direct or indirect result of COVID-19 (i.e., coronavirus disease 2019). Treasury must ensure equal access to the assistance for small, minority-owned, and women-owned businesses. As a condition of receipt of assistance, Treasury must require that a provider of transportation services agree to (1) use the funds, on a priority basis, to maintain through December 31, 2020, pay, paid administrative leave, and benefits to all employees after making any adjustments required for retirement or voluntary employee separation; and (2) recall or rehire any employee laid off, furloughed, or terminated because of reduced service as a result of COVID-19, to the extent warranted by increased service levels.

The proposed rule establishes new reporting requirements for states with respect to supplemental payments and upper payment limits under Medicaid and generally modifies requirements relating to state Medicaid financing. The bill prohibits the CMS from finalizing or otherwise implementing the proposed rule without congressional authorization. Additionally, the Government Accountability Office must report on the fiscal impact of the proposed rule on health care facilities and state and local governments.

COVID Preparedness, Response, and Effective Planning for Advanced Requirements by the Executive Branch Act or the COVID PREPARE Act This bill requires federal agencies to submit to Congress plans for responding to any resurgence of COVID-19 (i.e., coronavirus disease 2019). Specifically, each agency shall submit (1) an initial report detailing an action plan, informed by research and best practices learned from the onset of COVID-19 and previous presidentially declared emergencies, for addressing the needs and mitigating and eliminating the risks and challenges associated with any resurgence in COVID-19 cases; and (2) subsequent reports, on a quarterly basis until the President ends the declared emergency, that update the details submitted in the plan. The initial report shall include agency priorities for preparing for and responding to any resurgence; measurable goals specific to priorities and a time line for addressing each priority; anticipated challenges to addressing priorities and how the agency will address such challenges; how the agency will consult with Congress, the public, state and municipal governments, and relevant stakeholders while working remotely; and how the agency plans to issue relevant guidance to entities under the jurisdiction of the agency.

RESTART Act

Reviving the Economy Sustainably Towards A Recovery in Twenty-twenty Act or the RESTART Act This bill establishes a loan program whereby the Small Business Administration (SBA) shall guarantee loan amounts to certain businesses affected by COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill requires the SBA to guarantee 100% of program loan amounts made to certain small businesses that have not more than than 5,000 full-time employees. The terms for such loans shall include (1) a maximum duration of not more than seven years; (2) an amount that is not greater than 45% of 2019 gross receipts, up to $12 million; and (3) no payment on principal for the first two years of the loan. A lender that is otherwise approved to make paycheck protection loans may make and approve loans established by the bill, and a recipient may use loan funds for specified allowable expenses including payroll costs, rent, utilities, and personal protective equipment. Such loans may be forgiven up to the amount of total losses incurred by the recipient in the taxable year 2020.

Federal PFAS Research Evaluation Act

Federal PFAS Research Evaluation Act This bill requires various studies and reports on the exposure, hazards, and management of perfluoroalkyl and polyfluoroalkyl substances, commonly referred to as PFAS. These substances are man-made and may have adverse human health effects. A variety of products contain the compounds, such as nonstick cookware or weatherproof clothing. Specifically, the bill requires the Environmental Protection Agency (EPA) to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine (NASEM) to conduct a two-phase study and report on the research and development needed to advance human exposure estimation and toxicity hazard estimation of individual or total PFAS. The bill also requires the EPA to jointly enter into an agreement with NASEM to conduct a study and submit a report on the research and development needed to advance the understanding of the extent and implications of environmental contamination by PFAS, how to manage and treat such contamination, and the development of safe alternatives. Finally, the White House Office of Science and Technology Policy must submit an implementation plan for federal PFAS research, development, and demonstration activities, taking into account the recommendations of the NASEM reports.

RISE Act

Research Investment to Spark the Economy Act or the RISE Act This bill authorizes the Departments of Agriculture, Commerce, Defense, Education, Energy, the Interior, and Health and Human Services and the National Aeronautics and Space Administration (NASA), National Science Foundation, and Environmental Protection Agency to provide support for research regarding COVID-19 (i.e., coronavirus disease 2019) or research disrupted by the COVID-19 pandemic. Support under this bill shall be provided through federal science agencies with at least $50 million in basic and applied research obligations in FY2020. Support may be used to provide supplemental funding to extend the duration of a grant to a research institution or national laboratory that was awarded prior to the enactment of this bill, or to expand the purposes of such a grant as specified; provide supplemental funding through existing competitively awarded cooperative agreements and contracts to cover the increased costs of construction of scientific facilities and equipment that have been delayed because of COVID-19; and award grants and cooperative agreements to institutions of higher education to conduct research on the behavioral, social, or economic effects of COVID-19 and the responses to the disease or on the effectiveness of such responses. Agencies must provide the support as rapidly as possible. Provided funds shall remain available for expenditure for up to two years.

P4 Act

Prioritized Paycheck Protection Program Act or the P4 Act This bill authorizes new lending under the Paycheck Protection Program, established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019), for specified small businesses that have experienced a significant loss in revenue. Specifically, the bill authorizes one supplemental paycheck protection loan for a small business that (1) has no more than 100 employees, (2) operates under a sole proprietorship or as an independent contractor, or (3) is self-employed. To be eligible for a supplemental paycheck protection loan, such small business must demonstrate a loss of revenue of 50% or more and have either already expended an initial paycheck protection loan or be on pace to exhaust such loan prior to disbursal of the supplemental loan. The bill also extends the application deadline for an initial paycheck protection loan to December 31, 2020, and it authorizes loan recipients to apply for forgiveness as early as eight weeks after the loan's disbursal. The Small Business Administration must (1) issue guidance instructing lenders of paycheck protection loans to prioritize loan processing for and disbursement to underserved businesses, (2) update the loan application for paycheck protection loans to collect borrowers' demographic information, and (3) publish specified program information on its website.

The amount of such a grant shall be reduced by the amount of (1) any emergency grant received for an economic injury disaster loan, or (2) any paycheck protection loan amount forgiven under the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019). For the grant program's initial period, Treasury must (1) prioritize awarding grants to marginalized and underrepresented communities, and (2) only award grants to eligible food and beverage purveyors with annual revenues of less than $1.5 million.

Justice in Policing Act of 2020 This bill addresses a wide range of policies and issues regarding policing practices and law enforcement accountability. It includes measures to increase accountability for law enforcement misconduct, to enhance transparency and data collection, and to eliminate discriminatory policing practices. The bill facilitates federal enforcement of constitutional violations (e.g., excessive use of force) by state and local law enforcement. Among other things, it does the following: lowers the criminal intent standard—from willful to knowing or reckless—to convict a law enforcement officer for misconduct in a federal prosecution, limits qualified immunity as a defense to liability in a private civil action against a law enforcement officer or state correctional officer, and authorizes the Department of Justice to issue subpoenas in investigations of police departments for a pattern or practice of discrimination. The bill also creates a national registry—the National Police Misconduct Registry—to compile data on complaints and records of police misconduct. It establishes a framework to prohibit racial profiling at the federal, state, and local levels. The bill establishes new requirements for law enforcement officers and agencies, including to report data on use-of-force incidents, to obtain training on implicit bias and racial profiling, and to wear body cameras.

Great American Outdoors Act

Great American Outdoors Act This bill establishes the National Parks and Public Land Legacy Restoration Fund to support deferred maintenance projects on federal lands. For FY2021-FY2025, there shall be deposited into the fund an amount equal to 50% of all federal revenues from the development of oil, gas, coal, or alternative or renewable energy on federal lands and waters. Deposited amounts must not exceed $1.9 billion for any fiscal year. The fund must be used for priority deferred maintenance projects in specified systems that are administered by the National Park Service, the Forest Service, the U.S. Fish and Wildlife Service, the Bureau of Land Management, and the Bureau of Indian Education. The Government Accountability Office must report on the effect of the fund in reducing the backlog of priority deferred maintenance projects for the specified agencies. Additionally, the bill makes funding for the Land and Water Conservation Fund (LWCF) permanent. The President shall annually report to Congress specified details regarding the allocation of funds to the LWCF. Congress may provide for alternate allocations using specified procedures.

George Floyd Law Enforcement Trust and Integrity Act of 2020 This bill requires the Department of Justice (DOJ) to take specified steps to address accreditation standards, management operations, and misconduct of law enforcement. Specifically, it requires DOJ to develop uniform accreditation standards for law enforcement agencies and adopt policies and procedures to encourage law enforcement agencies to pursue accreditation. It authorizes DOJ to make grants to law enforcement agencies to obtain accreditation from certified organizations. The bill authorizes DOJ to make grants for studying law enforcement agency management and operations standards and developing pilot programs to address law enforcement misconduct. DOJ must study the prevalence and effect of any law, rule, or procedure that allows a law enforcement officer to delay the investigation and prosecution of complaints of law enforcement misconduct. The bill also establishes the Task Force on Law Enforcement Oversight to coordinate the detection and referral of complaints of alleged law enforcement misconduct. Law enforcement agencies must report data regarding practices on traffic violation stops, pedestrian stops, frisk and body searches, and use of deadly force. Finally, DOJ must create a medallion for survivors of each law enforcement officer killed in the line of duty and memorialized on the wall of the National Law Enforcement Officers Memorial.

PPP Deadline Extension Adjustment for Loans Act or the PPP DEAL Act This bill modifies the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019) by (1) extending from 8 weeks to 16 weeks the period during which a loan recipient must use their paycheck protection loan to be eligible for forgiveness; and (2) allowing a recipient 16 weeks from the date of the loan to eliminate a reduction in workforce, salary, or wages that would otherwise reduce their forgivable amount.

The bill also narrows the definition of payroll costs under the program to exclude any compensation of an employee who is a registered lobbyist from the calculation for loan amounts or for allowable uses of funds provided under the program.

Such LEAs must also include registered dietitians and licensed mental health professionals in the development, implementation, and periodic review of such policies. The bill also requires the Department of Agriculture to provide information and technical assistance to LEAs, school food authorities, school health professionals, and state educational agencies for use in establishing healthy school environments. Such technical assistance must promote eating disorder prevention and encourage screening for such disorders.

Medical Supply Transparency and Delivery Act This bill provides for the procurement and distribution of equipment and supplies needed to combat COVID-19 (i.e., coronavirus disease 2019). The bill sets forth responsibilities for the National Response Coordination Center (NRCC) of the Federal Emergency Management Agency, including that the NRCC must (1) direct the national production and distribution of critical medical equipment and supplies; (2) communicate with states, local governments, and Native American tribes regarding the availability and delivery schedule of equipment and supplies; and (3) make specified information publicly available. The Department of Defense may detail members of the Armed Forces on active duty or civilian employees to support the NRCC. The President, using authorities provided under the Defense Production Act of 1950, must establish a fair and reasonable price for and procure needed equipment and supplies. The Government Accountability Office must annually submit a report to Congress assessing the Strategic National Stockpile. The Council of the Inspectors General on Integrity and Efficiency shall designate an inspector general to oversee this bill's implementation.

Undertaking National Initiatives to Tackle Epidemic Act of 2020 or the UNITE Act of 2020 This bill responds to the COVID-19 (i.e., coronavirus disease 2019) public health emergency by increasing volunteer opportunities within AmeriCorps and employment opportunities at the Federal Emergency Management Agency (FEMA), and requiring the re-enrollment of Peace Corps volunteers whose service ended involuntarily on March 15, 2020, or earlier for volunteers who were serving in China and Mongolia. Among other things, the bill reauthorizes through FY2022 Americorps programs; increases recruitment levels of its volunteers to 500,000 in FY2020-FY2022; sets the minimum compensation for Americorps volunteers, beginning in FY2020, at 200% of the poverty line applicable to a family of one; and requires FEMA to appoint, administer, and expedite the training of an additional 10,000 Cadre of On-Call Response/Recovery Employees above the level of such employees in FY2019 to address the COVID-19 emergency.
