LNG Coordination Act of 2024 This bill establishes a process to coordinate the authorities of the Pipeline and Hazardous Materials Safety Administration, the Federal Energy Regulatory Commission, the Department of Energy, the Occupational Safety and Health Administration, and the Coast Guard with respect to liquefied natural gas (LNG) facilities, other than peak shaving facilities (e.g., facilities that reduce LNG demand spikes). First, the bill directs the Department of Transportation to establish and convene a Liquefied Natural Gas Regulatory Safety Working Group through the National Center of Excellence for Liquefied Natural Gas Safety. The working group must evaluate the authorities of each entity pertaining to the siting and design, construction, operation and maintenance, and operational and process safety regulations of LNG facilities. Next, the working group must negotiate an agreement between the entities to establish procedures for (1) applying their respective authorities in a manner that ensures that LNG facilities are safe and in the public interest; (2) resolving conflicts concerning overlapping jurisdiction; and (3) avoiding conflicting or duplicative regulation, inspection protocols, and reporting obligations. Within two years, the entities must enter into agreements with respect to best practices and individual agency safety oversight and enforcement responsibilities regarding LNG facilities, other than peak shaving facilities.

FIFA World Cup 2026 Commemorative Coin Act This bill directs the Department of the Treasury to mint coins in commemoration of the FIFA World Cup 2026 to be held in the United States, Mexico, and Canada. All surcharges received by Treasury from the sale of the coins shall be promptly paid by Treasury to FWC2026 US, Inc. (the U.S.-incorporated FIFA subsidiary operating the FIFA Men's World Cup 2026) for the purpose of aiding soccer programs and activities in the United States.

Access to Family Building Act This bill provides a statutory right to access assisted reproductive technology (e.g., in vitro fertilization). Specifically, under the bill, individuals have the right to access assisted reproductive technology, and to retain all rights with respect to the use or disposition of reproductive genetic materials (e.g., eggs or sperm), without prohibitions or unreasonable restrictions. Health care providers and insurers also have the right to provide and cover these services, respectively. The bill does not affect state or local health and safety regulations that achieve their purpose in the least restrictive manner possible. The Department of Justice may bring civil actions against states, localities, or government officials or entities that enact or enforce limitations or requirements that violate this bill. Individuals and health care providers who are affected by violations may also bring civil actions for relief.

This resolution condemns acts of rape and sexual violence as weapons of war, including those acts committed by Hamas on and since October 7, 2023. The resolution also calls on all nations to criminalize rape and sexual assault and hold accountable all perpetrators of sexual violence, including state and non-state armed groups.

Affordable Connectivity Program Extension Act of 2024 This bill extends and provides FY2024 funding for the Affordable Connectivity Program, which provides a monthly benefit that allows eligible low-income households to receive discounted internet service. The program also provides a one-time discount that may be used to purchase a connected device, such as a computer.

Roberto Clemente Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue coins in recognition of the life of Roberto Clemente, baseball player and human rights activist. All sales of coins issued under this bill must include a surcharge to be paid to the Roberto Clemente Foundation.

LGBTQI Business Equal Credit Enforcement and Investment Act This bill requires financial institutions to report certain credit application data to the Consumer Financial Protection Bureau for the purposes of enforcing fair lending laws. Specifically, financial institutions must report this data regarding lesbian-, gay-, bisexual-, transgender-, queer-, or intersex-owned businesses. Currently, this data is reported regarding women-owned, minority-owned, and small businesses.

Promoting Resilient Supply Chains Act of 2023 This bill requires the Industry and Analysis office of the International Trade Administration of the Department of Commerce to monitor and respond to disruptions in critical industries and supply chains. Specifically, the office must establish a supply chain resiliency program to (1) map, monitor, and model critical supply chains; (2) identify high-priority supply chain gaps and vulnerabilities in critical industries; (3) identify and evaluate the effect of potential supply chain disruptions on U.S. economic security; and (4) collaborate with other governmental bodies and key international partners to identify opportunities to reduce supply chain gaps and vulnerabilities. The office also must establish a unified coordination group to oversee the interagency response to supply chain shocks and the office must designate critical industries, critical supply chains, and critical goods. Additionally, the office must develop voluntary standards and best practices to reduce the risk of critical supply chain disruption. The bill includes various program evaluation and reporting requirements.

Semiquincentennial Congressional Time Capsule Act This bill requires the Architect of the Capitol to create a congressional time capsule in honor of the 250 th anniversary of the Declaration of Independence to be buried on the west lawn of the Capitol on or before July 4, 2026. Congressional leadership will determine the contents of the time capsule, and the time capsule shall be sealed until July 4, 2276.

Adding Coccidioidomycosis to the FDA Priority Review Voucher Program Act of 2023 This bill expands the priority-review voucher program for tropical diseases to include coccidioidomycosis (also known as Valley fever). A voucher entitles the holder to have a future new drug or biological product application acted upon by the Food and Drug Administration within six months.

Farmers Feeding America Act of 2023 This bill reauthorizes The Emergency Food Assistance Program (TEFAP), increases funding for the program, and provides additional delivery options for geographically isolated states (i.e., Hawaii, Alaska, Puerto Rico, the Northern Mariana Islands, the U.S. Virgin Islands, and Guam). TEFAP is a federal program that helps supplement the diets of people with low income by providing them with emergency food assistance at no cost. Through TEFAP, the Department of Agriculture (USDA) purchases a variety of commodities and makes those food products (e.g., canned, frozen, dried, and fresh fruits and vegetables, eggs, meat, dairy, and whole-grain and enriched grain products) available to state distributing agencies. The bill increases funding for purchasing commodities under the program. Further, the bill directs USDA to coordinate with geographically isolated states to (1) establish alternative delivery options for allocated commodities, and (2) allow for the states to order commodities through the USDA Department of Defense Fresh Fruit and Vegetable Program. USDA may also provide geographically isolated states the ability to directly purchase domestically grown food in lieu of receiving a portion of the commodities. Under this option, USDA may distribute as cash to the state up to 20% of the cash value of the commodities that are allocated to the state under TEFAP. Further, USDA may consider additional factors beyond lowest price in determining winning bids for contracts for fresh produce packages (including product variety and transportation distance).

Providing Realistic Opportunity To Equal and Comparable Treatment for Rare Act or the PROTECT Rare Act This bill provides for coverage under the Medicare prescription drug benefit, Medicaid, and private health insurance of certain drugs that are used to treat rare diseases or conditions (i.e., diseases or conditions that affect 200,000 or fewer individuals). Such drugs must be supported by peer-reviewed research or medical experts and must not have been reviewed unfavorably in specified compendia or used in a way that conflicts with approved labels.

Safe Schools Improvement Act This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, sex (including sexual orientation and gender identity), sex characteristics (including intersex traits), disability, or religion. Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

'Operation Swords of Iron' Iron Dome Supplemental Appropriations Act This bill provides $2 billion in appropriations for the Department of Defense to provide to the government of Israel for the procurement of the Iron Dome defense system to counter short-range rocket threats. The funds must be provided to address emergent requirements in support of Operation Swords of Iron.

Technology for Energy Security Act of 2023 This bill extends the energy investment tax credit for qualified fuel cell property for eight years. Under current law, an energy investment tax credit of up to 30% of the cost of qualified fuel cell property is available provided construction of the qualified fuel cell property begins on or before December 31, 2024. This bill extends the energy investment tax credit to include qualified fuel cell property where construction begins on or before December 31, 2032.

Supporting Armenians Against Azerbaijani Aggression Act of 2023 This bill directs and authorizes certain actions aimed at supporting Armenia in its conflict with Azerbaijan. For example, the bill repeals presidential waiver authority that allows for certain foreign assistance to Azerbaijan; authorizes foreign military financing grants to Armenia for FY2024; requires the Department of State to submit a detailed strategy to Congress to ensure the durable security for the people of Nagorno-Karabakh and a detailed report on alleged Azerbaijani atrocities in its attacks on Armenia and Nagorno-Karabakh in 2022 and 2023; authorizes the State Department and USAID to implement activities related to development of Armenia's energy sector; requires the State Department to seek opportunities for partnership between U.S. and Armenian entities on science and technology; and requires the President to impose sanctions on certain Azerbaijani officials determined to have directed (1) operations instigating the 2020 Nagorno-Karabakh war, (2) attacks on Armenia in September 2022, (3) the blockade of the Lachin corridor beginning in December 2022, or (4) attacks on Nagorno-Karabakh in September 2023.
