Agricultural Solar Energy Research, Development, and Demonstration Act

Agricultural Solar Energy Research, Development, and Demonstration Act - Title I: Existing Programs - Amends the Bankhead-Jones Act of 1935 to direct the Secretary of Agriculture to conduct and to stimulate research and development relating to uses of solar energy with respect to farm buildings, farm homes and farm machinery. Authorizes the appropriation of $25,000,000 each fiscal year to carry out such research and development. Includes the agricultural uses of solar energy in the agricultural extension programs. Directs that loans, under the Consolidated Farm and Rural Development Act, be made for the purchase of farm equipment which utilizes solar energy and for the acquisition and installation of any qualified solar energy thermal conversion system in any residential structure located on a family farm. Title II: Solar Demonstration Farms - Establishes within the Department of Agriculture the Research and Demonstration Planning Committee which shall be responsible for compiling a list of solar energy research projects and for meeting with regional representatives of the State departments of agriculture to determine which projects will be useful and beneficial to the several States. Requires each State department of agriculture to establish one large model farm and within one year to establish not less than ten demonstrations of solar energy research projects using the most efficient or practicable research projects demonstrated on such model farm. Stipulates the terms of any agreement entered into between selected farmowners and the State departments of agriculture for the establishment of such demonstration projects. Authorizes the appropriation of $20,000,000 for the purposes of this title, of which 80 percent is to be used by State departments of agriculture for the model farm and demonstration projects.

Amends the Federal Nonnuclear Energy Research and Development Act of 1974 to direct the Administrator of the Energy Research and Development Administration to assist less developed countries in the development and utilization of unconventional, nonnuclear energy technologies. Authorizes the Administrator, in cooperation with the Agency for International Development, to conduct studies on the energy needs, uses, and resources in other countries. Stipulates that such studies should be designed to result in the establishment of an information system permitting transfers of unconventional, nonnuclear energy technologies to impoverished areas of the world. Requires that results of such studies and recommendations for cooperative projects be reported to Congress by July 1, 1978. Authorizes the appropriation of $5,000,000 to the Energy Research and Development Administration for fiscal year 1978 for such purposes.

Solar and Energy Conservation Commercialization Act - Amends the National Housing Act to specify additional types of Solar energy systems eligible for financial assistance under such Act. Stipulates that such systems shall include solar heating and cooling and hot water systems, geothermal and wind energy systems, and other energy conservation measures and equipment such as insulation, heat pumps and devices to improve furnace efficiency. Authorizes the Secretary of Housing and Urban Development to make grants and loans to individuals and families to assist in the purchase of solar, renewable source, and energy conservation measures and equipment. Authorizes grants and loans for similar purposes to neighborhood, community, or nonprofit groups. Amends the Small Business Act to authorize the Administrator of the Small Business Administration to make loans to small businesses to assist in the purchase and installation of solar, renewable source, and energy conservation improvements and equipment. Directs the Secretary of Housing and Urban Development, the Administrator of the Small Business Administration, and the Federal Energy Administrator to cooperate in carrying out the provisions of this Act and to jointly submit an annual report to the President and the Congress on activities carried out under this Act. Authorizes appropriations for fiscal years 1978 through 1981.

Electric Utility Act

Electric Utility Act Title I: Improving Efficiency of, and Preserving Competition in, Generation and Transmission of Electricity - Amends the Federal Power Act to authorize the Federal Power Commission to take additional action to increase the transmission capacity of electric generating facilities. Requires the use of central dispatch generating systems in all areas where technologically and economically feasible. Directs the Commission to require utilities to report anticipated shortages of electric energy and to accommodate such shortages in a manner designed to insure continuity of service to retail and wholesale customers. Establishes preliminary proceedings on proposed new utility rate schedules to allow the Commission to authorize such schedules on an interim basis. Prohibits utilities from proposing rate increases while the Commission has pending before it a schedule filed by the same utility, except under extraordinary circumstances. Prohibits increases or automatic adjustments resulting in increases in rate schedules without consideration of such increases in an evidentiary hearing. Requires review of legitimate automatic adjustment clauses by the Commission at least every two years. Authorizes the Commission to issue orders prohibiting unfair methods of competition by public utilities. Authorizes the Commission to review plans for operation of bulk power facilities and to require that such facilities be constructed in a manner consistent with antitrust laws. Directs the Commission to prescribe standards of electric utility reliability. Directs the Commission to prescribe rules encouraging the cogeneration of electric energy with other forms of energy. Revises the prohibition against interlocking directorates contained in such Act to include additional occupations which may not be held by officers or directors of public utilities without approval by the Commission. Title II: Coordination of Planning of Bulk Power Facilities - Requires that electric utilities which control bulk power facilities prepare an annual long-range plan for the use of each such facility. Establishes areawide planning councils to review such plans and submit area plans for bulk power facilities to the Commission. Title III: Improving Efficiency of Use of Electricity - Limits the applicability of the provisions of this title to sales of electric energy by electric utilities for purposes other than resale. Establishes national minimum standards for State-regulated electric utility rates. Stipulates that such rates shall reflect actual costs of providing electric service to each consumer class. Authorizes lower rates for electric energy for essential needs of residential electric consumers, as defined by the State regulatory authority. Stipulates that promotional, political, or institutional advertising costs incurred by public utilities, with specified exceptions, shall not be chargeable to electric consumers. Authorizes electric utilities to recover reasonable costs incurred for pollution control facilities from electric consumers. Prohibits increases or automatic adjustments resulting in increases in State-regulated electric utility rates without consideration of such increases in an evidentiary hearing. Stipulates that automatic adjustment clauses shall be subject to review by the State regulatory authority at least every two years. Requires State regulated electric utilities to promptly implement alternative load management techniques which have been determined to be practicable and cost-effective. Requires such utilities to inform electric consumers of existing rate schedules on and annual basis. Requires notification within 30 days of any proposed changes in rate schedules. Requires such utilities to furnish data on amount of actual electric energy consumption upon request by a specific consumer. Imposes minimum procedures upon such utilities to be followed prior to termination of electric service. Stipulates that nonregulated utilities shall be subject to the same requirements imposed by this title upon State-regulated utilities. Prohibits any rate increases by electric utilities except in accordance with such requirements. Establishes procedures for administration and enforcement of the provisions of this title. Authorizes State regulatory agencies or electric consumers to intervene in any proceeding under this title. Title IV: Consumer Representation and Assistance to State Agencies - Amends the Energy Conservation and Production Act to authorize the Federal Energy Administrator to make grants to State utility regulatory commissions to: (1) improve staffing; (2) encourage the development of innovative rate structures; and (3) to provide for programs to meet requirements with respect to participation in proceedings. Authorizes the appropriation of $40,000,000 per fiscal year for improved staffing. Authorizes the appropriation of $5,000,000 per fiscal year for each of the remaining purposes of this title. Establishes procedures for equitable allotment of sums appropriated under this title among the States in accordance with prescribed guidelines. Amends the Federal Power Act to establish an independent Office of Public Counsel in the Federal Power Commission to represent consumer interests in proceeding before the Commission. Authorizes the appropriation of the following sums to the Office: $500,000 for fiscal year 1978; $2,000,000 for fiscal year 1979; $2,200,000 for fiscal year 1980; and $2,400,000 for fiscal year 1981. Authorizes compensation of other parties in Commission proceedings whose views might not otherwise be adequately represented without such assistance. Stipulates that the total amount of such assistance shall not exceed $2,000,000 to all persons in any fiscal year.

Industrial Energy Conservation Act - Directs the Administrator of Energy Research and Development to establish and maintain a comprehensive program for research, development, and demonstration of industrial energy conserving technologies. Specifies criteria that the Administrator is required to apply in reaching decisions regarding the directions, priorities, activities, and operations of the industrial energy conservation program. Authorizes the Administrator to make loans and loan guarantees for the purchase, construction, operation, or maintenance of energy-efficient equipment or facilities. Directs the Administrator to give special priority to loan recipients in depressed industrial areas. Establishes limits on the amount of outstanding indebtedness to be guaranteed under this Act. Stipulates that no guarantee or commitment to guarantee shall be undertaken after September 30, 1977. Details procedures in the event of a default on guaranteed obligations. Authorizes the appropriation of the following amounts for research and development programs authorized by this Act: (1) $55,000,000 for the fiscal year ending June 30, 1976; (2) $20,000,000 for the transitional quarter ending September 30, 1976; and (3) $100,000,000 for fiscal year 1977. Authorizes the appropriation of the following amounts for the purpose of making loans under this Act: (1) $22,500,000 for fiscal year 1975; (2) $45,000,000 for the fiscal year ending June 30, 1976; (3) $22,500,000 for the transitional quarter; and (4) $45,000,000 for fiscal year 1977. Authorizes the appropriation of up to $500,000,000 to be paid in the event of a default on obligations guaranteed under this Act.

Ocean Dumping Amendments Act -- Amends the Marine Protection, Research, and Sanctuaries Act of 1972 to authorize the issuance of interim permits through December 31, 1981, for ocean dumping without regard to preexisting criteria. Limits such interim authorizations to persons already engaged in dumping of similar materials prior to the enactment of the Act, and where such person has no feasible alternative for disposal other than ocean dumping. Stipulates that such interim permits shall be reviewable on an annual basis. Requires that holders of interim permits expend adequate funds for research into alternate methods of material disposal, subject to conditions specified by the Administrator of the Environmental Protections Agency. Requires applicants for permits to pay a processing fee for administrative costs directly incurred in the processing of permits. Directs the Administrator to conduct studies to reduce or eliminate the dumping of radiological, chemical, or biological warfare agents or high-level radioactive wastes into ocean waters. Repeals various authorities of the Secretary of Commerce with respect to evaluation of substantive programs of other agencies.

Directs the Federal Energy Administrator to establish methods of determining the life cycle cost effectiveness for buildings, considering the life cycle fuel and energy requirements for such buildings. Requires that all Federal buildings be life cycle cost effective and that such determination serve as a basis for the awarding of contracts in the procurement and leasing of new Federal buildings. Directs the Administrator to promote the use of life cycle cost effective methods in all buildings. Directs the Administrator to establish energy performance targets for existing buildings which are compatible with new building performance standards developed by the Secretary of Housing and Urban Development. Requires all Federal agencies to conduct an energy audit of existing buildings within their jurisdiction. Requires that a specified percentage of the gross square footage of building space be selected by each agency for retrofitting with appropriate energy conservation measures. Authorizes the appropriation of $500,000 to the Administrator to perform the functions as authorized or required under this Act. Authorizes the appropriation of additional sums as necessary to carry out this Act.

Solar Energy Government Building Act

Solar Energy Government Building Act - Title I: Solar Hot Water and Space Heating Program for Federal Buildings - Directs the Administrator of General Services to establish a solar hot water and space heating program designed to place solar hot water and space heating devices in 15,000 federally owned buildings within six fiscal years following the date of enactment of this Act. Directs the Administrator to annually survey Federal buildings to determine those most suitable for the installation of solar hot water and space heating devices considering geographic distribution and life-cycle cost evaluations in making such determination. Directs the Administrator to report annually to Congress on the status of the Program, including recommendations for future funding levels necessary to fully implement the six-year target set forth in this Act. Establishes an advisory Committee on the Solar Energy Government Building Program of specified Government executives to assist the Administrator in the establishment and conduct of the Program. Authorizes the appropriation of $100,000 for each of fiscal years 1978 through 1983 for the purpose of this title. Title II: Federal Photovoltaic Utilization Program - Establishes a Federal Photovoltaic Utilization Program for the annual acquisition and use of photovoltaic solar electric systems, primarily for use by the Department of Defense. Directs the Administrator of General Services to administer the program, with the assistance of the Secretary of Defense. Directs the Administrator of the Energy Research and Development Administration of establish a photovoltaic system evaluation and purchase program to insure that such systems reflect the most advanced, low-cost technology. Authorizes the appropriation of $25,000,000 for each of fiscal years 1978 through 1982 for design and engineering aspects of the program. Authorizes the appropriation of $100,000,000 for photovoltaic system acquisition in fiscal year 1978.

Title I: Survey and Certification, Rate-Setting and Audit, and General Regulation of Long Term Care Facilities Under Medicaid Programs - Directs that State plans under Title XIX (Medicaid) of the Social Security Act must provide that no skilled nursing facility may receive payments under such plan unless and until it is approved to receive payments under Title XVIII (Medicare) of the Social Security Act. Requires the State plan to give the State agency the power to terminate reimbursement to a skilled nursing or intermediate care facility which such agency has found has violated its provider agreement. States that payment of the skilled nursing facility and intermediate care facility services shall be based upon a prospective cost based method of computation in which the audited costs of rendering service in such facilities in a prior year is updated through the use of economic indices to the year in which payment is made. Requires that any skilled nursing facility or intermediate care facility receiving payments under such plan be required to maintain with the State agency a bond in such amount, under such terms, and in such form as the State agency may direct. Title II: Medical, Psychological, and Social Assessment of Patients In Need of Long Term Care under Medicare and Medicaid Programs - Directs that payments for services furnished an individual may be made only to eligible providers of services and only if a physician certifies that such services are necessary, based on such patient assessment criteria as the Secretary may require.

Provides that a lien may be imposed by the State against the estate of a deceased individual after the death of his surviving spouse, on account of medical assistance paid or to be paid on his behalf under Title XIX.

Long-Term Care Services Act - Amends Title XI (General Provisions) of the Social Security Act to authorize the establishment of an experimental program to provide in-home care for elderly individuals. Authorizes the Secretary of Health, Education, and Welfare to subsidize families who agree to care for their dependents who are 65 years of age or older and who would otherwise require, because of physical or mental infirmities, the services of a skilled nursing facility or intermediate care facility, in their own homes. Amends Title XVIII (Medicare) of the Social Security Act to provide payment for elderly day care center services under the supplementary medical insurance program. Directs the Secretary to institute a program under which qualified organizations, public and private, will submit plans for the development of carefully conceived and innovative projects to meet the special health care, housing, and related needs of elderly persons in a campus-type setting. Authorizes the Secretary to make interest subsidy payments to holders of mortgages covering such projects. Amends the National Housing Act to authorize the Secretary of Housing and Urban Development to insure mortgages secured by properties in projects built pursuant to this Act. Amends Title XVIII to provide payment for extended and intermediate care services under the supplementary medical insurance program. Amends Title XVIII to provide for the creation of an alternative reimbursement formula which will allow participating hospitals with less than 100 beds and less than 60 percent average occupancy to provide long-term care without applying proportional allocation of overhead costs to all patients in such facilities.

Amends Title XVIII (Medicare) of the Social Security Act to provide payment under the supplementary medical insurance program for one comprehensive physical examination a year, dental care including dentures, eye examinations including eyeglasses, hearing aids including examination, treatment of foot conditions. Directs the Secretary of Health, Education, and Welfare to take steps to eliminate unnecessary or excessive medical appliance expenditures under the Medicare program by implementing appliance leasing, auditing of medical appliance manufacturers and providers, and by cross-referencing prevailing medical appliance rates. Includes under the term "medical appliance" hearing aids, eyeglasses, dentures, and similar health aids. States that the Federal Trade Commission should continue and increase scrutiny of the medical appliance industries in the interest of consumer protection. States that the Secretary of Health, Education, and Welfare should provide increased assistance to encourage the continuing education and training of hearing specialists, clinical audiologists, and physicians to improve the quality of hearing care, and to encourage the provision by State local governments of more and better hearing care for the elderly, including a network of examination and treatment sites.

Geriatric Health Personnel Training Act - Amends the Public Health Service Act (Health Research and Teaching Facilities and Training of Professional Health Personnel) to authorize the Secretary of Health, Education, and Welfare to grant $500,000 for each of six schools of medicine to assist in the establishment and operation of departments of geriatrics. Authorizes the Secretary to make grants to assist schools of medicine in the establishment and operation of continuing education programs in geriatrics for physicians. Authorizes the appropriation of $2,500,000 for fiscal year 1978, and $5,000,000 for each of the next three fiscal years to enable the Secretary to make grants to schools of medicine to assist in developing and conducting training programs designed to prepare armed forces veterans, with appropriate experience as paramedical personnel, to serve as medical assistants in long-term health care facilities. Authorizes the Secretary to make grants and enter into contracts with public or nonprofit colleges and universities for the development of graduate programs for nurses in geriatrics and gerontology. Amends the National Labor Relations Act to make it an unfair labor practice for an employer to discharge or otherwise discriminate against an employee who has testified before any congressional committee or any governmental agency or department.

Amends the Health Revenue Sharing and Health Services Act to permit the Secretary of Health, Education, and Welfare to make grants and loans for the initial costs of establishing and operating home health agencies and for expansion of their services. Permits the Secretary to make grants to educational institutions and other public and nonprofit private entities for programs for the training of guidance counselors, social workers, nurses, geriatric specialists, and other home health services personnel. Authorizes the appropriation of specified amounts for fiscal year 1977 for the purpose of making such grants. Amends title XIX (Medicaid) of the Social Security Act to include within its medical coverage: (1) preventive health care, including an annual comprehensive physical examination of older individuals, and diagnostic services; (2) hearing aids, foot care, dental care, and vision aids (including hearing and vision examinations for older individuals); (3) care and services provided by outpatient clinics for the elderly; (4) nutritional counseling; (5) professional guidance and counseling for aged and disabled individuals living alone at home; (6) periodic chore services; and (7) hospital outreach services. Revises such Act to require State comprehensive medical plans to include provisions for intermediate care facility services. Charges the Professional Standards Review Organization with the same responsibility for review of health care services in the case of skilled nursing homes, intermediate care facilities, and other long-term care providers as now required with respect to hospitals. Permits the Secretary to make grants to States to assist them in funding specified demonstration and pilot projects to determine the effectiveness of various home health and supportive services. Permits the Secretary to make grants to political subdivisions of States to enable them to conduct annual health fairs through which individuals over age 60 would be provided free medical checkups. Authorizes the Secretary to make demonstration grants to help meet the cost of establishing and operating private nonprofit entities to provide community care to persons over age 65. Nursing Home Reform Act

Nursing Home Reform Act - Amends the Internal Revenue Code to authorize a deduction for amounts paid during the taxable year by the taxpayer for nursing home expenses for an individual if such individual is a dependent of the taxpayer in all respects except the receipt of at least half of his support from such taxpayer. Permits the payment of supplemental security income to residents in nonmedical shelter care facilities in any State if such State certifies that the residents are ambulatory, needing only minimum supervision, and that the amount of State supplementation is not less than $100 per resident per month. Amends Title XVIII (Medicare) of the Social Security Act to redefine the term "skilled nursing facility" to require that such facilities, in order to qualify under Title XVIII, provide the services set forth in this Act. Requires the Secretary of Health, Education, and Welfare to conduct a review of State plans approved under Title XIX (Medicaid) of the Social Security Act at least once a year to determine each State's compliance with and the quality of the administration of its plan. Directs the Secretary to establish a rating system for nursing homes participating in the programs under titles XVIII and XIX of the Social Security Act. States that whoever shall offer, solicit, receive, or accept any consideration as compensation or inducement for referring patients, clients, or customers to any person for purposes of Titles XVIII and XIX shall be guilty of a misdemeanor. Requires nursing facilities to provide a program to insure the integrity of patients' accounts, moneys, or valuables and to insure that they are not mingled with those belonging to the facility. Specifies that the Secretary shall pay to the States an amount equal to 100 percent of the sums expended in the enactment of, conversion to, and enforcement of, new enforcement tools short of nursing home licensure revocation. Allows beneficiaries to bring suit for specific performance in any Federal district court without reference to the $10,000 jurisdictional amount. Authorizes the Secretary to make loans to any nonprofit organization, church, or association of churches to meet all or a part of the cost of construction or rehabilitation of a home which will be owned and operated by such church, organization, or association. Authorizes the Secretary to make interest reduction payments under specified circumstances with respect to a mortgage covering repair or rehabilitation of a nursing home in order to correct physical deficiencies and comply with Federal minimum standards. Establishes a program of grants to any church, association of churches, or other nonprofit organization to meet all or part of the cost of planning, developing, constructing, or rehabilitating a nursing home owned by such entity in black and other minority areas where there is a demonstrated shortage of nursing home beds. Expresses the sense of the Congress that the President submit to the Congress an action plan which would provide a suitable multiagency plan for dealing with nursing home abuses. Authorizes the President to call a White House Conference on Long-Term Care in 1978, in order to develop recommendations for action in establishing a national policy with respect to the needs of disabled Americans with primary emphasis on the physically and mentally impaired aged.

Medicare Long-Term Care Act - Repeals existing provisions for post-hospital home health services under Title XVIII (Medicare) of the Social Security Act. Establishes, within the hospital insurance program of such Title, a program of long-term care benefits to be provided for aged and disabled individuals including all recipients of supplemental security income benefits and to be financed without additional cost to such individuals, through the Federal Hospital Insurance Trust Fund, from funds appropriated by the Federal Government. States that the benefits provided to an individual by such program shall consist of: (1) home health services; (2) homemaker services; (3) nutrition services; (4) long-term institutional care services; (5) day care and foster home services; and (6) community mental health center outpatient services. Requires that, to the maximum extent possible, such benefits shall be provided by or through community long-term care centers, as defined in this Act; and, in any case where a State has an agency which performs the functions of planning and developing such centers and overseeing their operation the Secretary of Health, Education, and Welfare shall make grants to the State or State agency to reimburse it for expenses incurred in the performance of such functions. Directs the Secretary to pay 75 percent of the amount expended by a State for the operation of a State long-term care agency. Enumerates the functions of such an agency. Declares that a community long-term care center shall: (1) provide the items and services listed in this Act to each individual (i) who is eligible for benefits under this part, (ii) who resides in the area served by such center and (iii) who is certified as requiring such services; (2) evaluate and certify the long-term care needs of an individual for whom such care may be required in order to maintain such individual in an independent living arrangement which is reasonable given such individual's state of health and other circumstances (but not including such individual's economic circumstances); (3) maintain a continuous relationship with (and periodically evaluate not less than annually) each individual who is receiving any of the items and services listed in this Act; (4) provide full opportunity for such individual and his family to participate in the determinations and functions under this Act; (5) provide an organized system for making its existence and location known to all individuals in its service area who are eligible for benefits under this part, and for making known to such individuals the method or methods by which they may most efficiently obtain and use the services which it makes available; and (6) perform such other functions as the Secretary of Health, Education, and Welfare may by regulation prescribe in order to have such center most effectively carry out the purposes of this Act. Defines terms used in this Act, including the services to be provided by community long-term care centers. Directs the Secretary to develop and promulgate to community long-term care centers one or more methods of obtaining payment for the benefits covered under this Act. Requires the Secretary to prescribe regulations setting forth the standards of care for homemaker and nutritional services. Establishes the Federal Advisory Council on Long-Term Care. Sets forth the qualifications of the five members of such Council. States that it shall be the duty and function of the Council to provide advice and recommendations for the consideration of the Secretary on regulations under this Act and on matters of general policy with respect to this Act. States that no regulations of the Secretary under this Act shall become effective unless they have first been approved by the Council. States that the determination of whether an individual is entitled to benefits under this shall be made by the Secretary in accordance with regulations prescribed by him. Authorizes the appropriation to the Federal Hospital Insurance Trust Fund of such sums as the Secretary considers necessary for any fiscal year for the purposes of the program created by this Act. Authorizes the Secretary to make grants and enter into contracts with institutions to meet the cost of training programs in the techniques and methods of providing long-term health care.

Authorizes the appropriation to such Fund of such sums, in addition to collected revenues, as are necessary to make the income of the Fund not less than $900,000,000 in fiscal year 1978 and each year thereafter through fiscal year 1989. Credits to a special account within the Fund the additional income to be produced by the Fund in fiscal years 1978 and 1979 in accordance with the amendments made by this Act. States that the special account shall remain available until appropriated for the acquisition of national or federally administered lands. Provides that appropriations allotted for the acquisition of land or waters for Recreation Areas of the National Park System and the National Forest System be available notwithstanding any statutory ceiling on such appropriations contained in any other provision of law enacted prior to the convening of the 95th Congress, except that such expenditures may not exceed such ceiling by a specified excess amount. Permits the Secretary of the Interior, following notice to specified committees in Congress, to modify boundaries of an area of the national park system and acquire land, waters or interests adjacent to such area. Directs the Secretary of the Interior and the Secretary of Agriculture to issue free lifetime admission permits to designated units of the National Park System to persons 60 years of age or older and to specified blind or disabled persons.

Campaign Financing Act -- Title I: Public Financing of Congressional General Election Campaigns - Entitles to payments under this Act Congressional candidates who agree to certain reporting and recordkeeping procedures and who certify that (1) he and his authorized committees will not incur campaign expenses in excess of certain limitations, (2) he has qualified to have his name placed on the election ballot in an election for Congressional office, and (3) he has received contributions in excess of a certain sum and no person has given more than $100 toward the amount so certified. Sets the amount of payments to an eligible candidate at the amount of contributions received up to a specified maximum. Stipulates that sums given by any one contributor totalling over $100 shall be disregarded for purposes of matching grants. Restricts use of funds forwarded under this Act to defraying campaign expenses either directly or through repayment of campaign loans. Specifies a limit on the amount of personal funds which a candidate may spend in connection with a Congressional campaign and remain eligible to matching grants. Amends the Federal Election Campaign Act of 1971 to specify spending limits for candidates receiving payments under this Act. Waives such limits for candidates whose opponents are not receiving matching payments and have spent sums in excess of the limit imposed for candidates receiving payments. Directs the Secretary of the Treasury to establish a separate Congressional General Election Payment Account in the Presidential Election Campaign Fund and to deposit certain sums in such account in accordance with specified guidelines. Requires repayment of excess payments and unexpended payments. Penalizes use of funds for other than campaign purposes. Authorizes the Federal Election Commission to institute repayment actions in district courts. Specifies the administrative authority of the Commission in carrying out this Act. Title II: Public Financing of Presidential General Election Campaigns - Raises the general election spending limit for Presidential candidates who are eligible to receive public funds under either the Presidential Election Campaign Fund Act or the Presidential Primary Matching Payment Account Act. Sets limits on the amount which a State party committee may spend in connection with the general election campaign of its Presidential candidate. Provides an alternative method for determining the amount of money to which candidates are entitled under the Presidential Election Campaign Fund Act based upon amount of contributions received after the final primary. Specifies conditions for candidates electing such method. Permits Presidential candidates eligible to receive payment under the Presidential Election Campaign Fund Act to receive additional small contributions from individual contributors up to a specified limit. Title III: Miscellaneous Provisions - Amends the Federal Election Campaign Act of 1971 to reduce the maximum amount which a multicandidate committee may contribute to any candidate or his committees. Specifies the effective date of the provisions of this Act and guidelines with respect to deposit in the Congressional General Election Campaign Fund during 1977.

Authorizes the Administrator of the National Credit Union Administration to make insured loans to eligible students. Changes the definition of eligible institution for the purpose of student assistant programs to mean a school of medicine, osteopathy, dentistry, optometry, pharmacy, podiatry, veterinary medicine, or public health within the United States that received a grant, or that the Secretary determines met the requirements for a grant for the preceding fiscal year. Extends to all educational loans obtained by an individual for costs at a school of medicine, osteopathy, dentistry, veterinary medicine, optometry, pharmacy, or podiatry the program of loan forgiveness by the Secretary of Health, Education, and Welfare under specific employment agreements. Includes tuition and fees in traineeship awards made to students in schools of public health. Requires a school of medicine to reserve positions in the school year for students transferring from foreign schools of medicine. Directs the Secretary to identify those students who were enrolled either in foreign medical schools or in schools in the United States which prepare a student for entrance into the third year of medical school in the United States, and who passed part I of the National Board of Medical Examiners' examination. Directs the Secretary to apportion positions among schools of medicine in the United States to accommodate such students. Requires each area health center to provide a medical residency training program in general internal medicine, family medicine, or general pediatrics. Directs that grants for training in emergency medicine include the cost of graduate medical education traineeships for individuals who intend to specialize in the practice of emergency medicine. Directs that grants be made and contracts entered into for the improvement of programs of recruitment, training, and retraining of allied health personnel. Includes all public or nonprofit private entities capable of carrying out allied health special projects in the definition of entities eligible for grants for such projects. Establishes an Indian Health Scholarship Program under the national Health Service Corps Scholarship program. Directs the Secretary to make computations for certain nursing school programs based on the school year during which grants were applied. Amends the Community Mental Health Centers Act to extend through fiscal year 1978 appropriations for: (1) planning and operation of community health centers; and (2) the National Center for Prevention and control of Rape. Increases from two to three the number of grants that a community mental health center is authorized to receive under sections of law in effect prior to the 1975 amendments to this Act without meeting the new requirements of this Act. Amends the Social Security Act to authorize appropriations for maternal and child health and crippled children's services for fiscal year 1978, and for each fiscal year thereafter. Amends the Social Security Amendments of 1972 to extend, through fiscal year 1980, the authority of the Secretary to pay States under the Medicaid program for the compensation or training of inspectors of long term care facilities. Authorizes appropriations for home health services and home health services training under the Social Security Act for fiscal year 1978. Amends the Comprehensive Alcohol Abuse and Alcoholism Prevention, Treatment, and Rehabilitation Act of 1970 to authorize State plans required to be submitted under that Act to contain provisions relating to drug abuse or mental health. Amends the Drug Abuse Office and Treatment Act of 1972 to require that the Director of the Office of Drug Abuse Policy not be an employee of any department or agency of the United States engaged in any drug traffic prevention function. Amends the Health Professions Educational Assistance Act of 1976 to permit individuals who received scholarships under the Public Health and National Health Service Corps Scholarship Program before September 30,1977, to use periods of residency or internship served in a facility of the Public Health Service to satisfy obligations incurred under that Program.

Extends to September 30, 1977, the authorizations of appropriations for grants to health maintenance organizations. Authorizes assistance to public entities desiring to be designated as health systems agencies. Amends the Public Health Service Act to establish, within the National Institutes of Health, the Center for the Evaluation of Medical Practice. Directs the Secretary of Health, Education, and Welfare to use the Center to conduct and support research on the evaluation of the effectiveness of medical practice; including (1) diagnostic and casefinding techniques; (2) therapeutic procedures; and (3) the appropriate use of facilities, equipment and technology. Establishes an advisory council to advise the Secretary with respect to the administration of this Act.
