Congratulates the Navy and the many crews of the U.S.S. Enterprise (CVN 65) (Enterprise) on having provided the United States an incalculable service in international relations and engagement and in the prevention and winning of armed conflicts over the 51-year period of its service. Honors the service and memory of: (1) the 121 sailors who made the ultimate sacrifice for their country while serving onboard the Enterprise, including the 30 that were killed in action during the Vietnam War; and (2) the 20 Enterprise sailors who were held as prisoners of war during the Vietnam War, the 3 who died while in captivity, and the 5 still listed as missing-in-action. Congratulates the nearly 100,000 current and former sailors who have served on the Enterprise and thanks them for their selfless sacrifice in service to the United States.

Equitable Access to Care and Health Act or the EACH Act - Amends the Internal Revenue Code, with respect to minimum essential health care coverage requirements added by the Patient Protection and Affordable Care Act, to allow an additional religious exemption from such requirements for individuals whose sincerely held religious beliefs would cause them to object to medical health care provided under such coverage. Defines "medical health care" to mean voluntary health treatment by or supervised by a medical doctor that would be covered under minimum essential coverage that: (1) includes voluntary acute care treatment at hospital emergency rooms, walk-in clinics, or similar facilities; and (2) excludes treatment not administered or supervised by a medical doctor, physical examinations or treatment required by law or third parties, and vaccinations.

Expresses the sense of the House of Representatives that: (1) the President should not sign the Arms Trade Treaty and, if he transmits the Treaty with his signature to the Senate, the Senate should not ratify it; and (2) until the Treaty has been signed by the President, received the advice and consent of the Senate, and has been the subject of implementing legislation by Congress, no federal funds should be appropriated or authorized to implement Treaty, or any similar agreement, or to conduct activities relevant to the Treaty or any similar agreement.

Directs the President to report to Congress on: (1) the September 11, 2012, attack on the U.S. Consulate in Benghazi, Libya; (2) the attacks on the U.S. Embassy in Cairo, Egypt, that began on September 11, 2012; (3) the September 13, 2012, attack on the U.S. Embassy in Sana'a, Yemen; and (4) the state of security at U.S. diplomatic missions globally.

Medicare DMEPOS Market Pricing Program Act of 2012 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services (HHS) to establish a market pricing program for durable medical equipment (DME), prosthetics, orthotics, and supplies (DMEPOS) as a replacement for the competitive acquisition program for DMEPOS, which is hereby terminated. Directs the Secretary to: (1) conduct annual market-priced auctions from among entities supplying market priced items and services in an eligible market area selected in the auction design, (2) establish a lead product for each of specified product categories, and (3) award a contract to any entity in an eligible market area in which an auction is conducted whose bid is below a clearing price equal to the highest cost bid that will meet capacity targets in the market area. Requires the Secretary to contract with an auction expert to assist in, and a market monitor to monitor, the design, development, and functioning of the auction. Adjusts the covered DME item update for 2012 through 2014 and each subsequent year.

Recognizes, in light of the upheaval brought by the Arab Spring, that religious freedom is critical to democratization, so that: (1) all people can freely associate, speak, and peacefully participate equally in the political process; and (2) religious minorities are protected during the time of transition in the region. Calls upon the Arab League and the Organization of Islamic Cooperation to press all member nations to protect the rights of religious minorities within their borders and to treat such minorities as equal citizens. Calls for the prosecution of any crimes against such minorities. Urges the U.S. government to lead an international effort to support legal and political reforms for the equal protection of religious freedom as a foundation for a stable, peaceful, and lasting democracy in the region by: (1) making legal protection for the freedom of religion and for all who peacefully practice their faith a top priority in all meetings with senior foreign officials; (2) supporting and directing U.S. officials with international programs in the Middle East to work with officials, civil society actors, and ethno-religious communities to educate all sectors of society that religious freedom provides a foundation for democratic freedoms; (3) supporting Internet freedom throughout the region to provide access to information and the free exchange of ideas; and (4) encouraging the protection of places of worship and historic religious and cultural sites against terrorist attacks. Encourages the Supreme Council of the Armed Forces and the newly elected Egyptian President to ensure that the constituent assembly will draft a new constitution representing all parts of Egyptian society, including religious minorities. Calls on the Egyptian government and the local and federal governments of Iraq to prosecute acts of violence against Christians and to make the protection of religious minorities a priority.

Religious Freedom Tax Repeal Act of 2012 - Amends the Internal Revenue Code to exempt an employer opposed by reason of adherence to a religious belief or moral conviction from the tax penalty imposed for failure of a group health plan to cover required women's preventive care and screenings. Amends the Employee Retirement Income Security Act of 1974 (ERISA) to prohibit the Secretary of Labor from bringing an action against a plan to enforce any requirement to provide such coverage to which an employer is opposed by reason of adherence to a religious belief or moral conviction. Exempts group health plans from penalties under state and federal enforcement provisions of the Public Health Service Act for failure to meet such women's health requirements insofar as they concern coverage to which an employer is opposed on the basis of religious belief or moral conviction.

Child Protection Act of 2012 - Amends the federal criminal code to impose a fine and/or prison term of up to 20 years for transporting, receiving, distributing, selling, or possessing pornographic images of a child under the age of 12. Requires a U.S. district court to issue a protective order prohibiting harassment or intimidation of a minor victim or witness if the court finds evidence that the conduct at issue is reasonably likely to adversely affect the willingness of the minor witness or victim to testify or otherwise participate in a federal criminal case or investigation. Directs the U.S. Sentencing Commission to review and amend the federal sentencing guidelines and policy statements to ensure that such guidelines provide an additional penalty for sex trafficking of children and other child abuse crimes. Allows the Director of the U.S. Marshals Service to issue an administrative subpoena for the investigation of unregistered sex offenders by the U.S. Marshals Service. Amends the PROTECT Our Children Act of 2008 to: (1) double the amount that the Attorney General may award a non-law enforcement agency entity annually to establish and conduct training courses for National Internet Crimes Against Children Task Force Program task force members and other law enforcement officials, (2) require the Attorney General to designate a senior official at the Department of Justice (DOJ) with experience in investigating or prosecuting child exploitation cases as the National Coordinator for Child Exploitation Prevention and Interdiction to be responsible for coordinating the development of the National Strategy for Child Exploitation Prevention and Interdiction, (3) authorize appropriations for carrying out such strategy for FY2014-FY2018, (4) delete a requirement that the National Internet Crimes Against Children Data System identify high-priority suspects based on the volume of suspected criminal activity, and (5) require the Attorney General to report within 90 days after enactment of this Act on the status of the establishment of such System.

Healthcare Tax Relief and Mandate Repeal Act - Amends the Internal Revenue Code to: (1) terminate the requirement, added by the Patient Protection and Affordable Care Act (PPACA), that individuals maintain minimum essential health insurance coverage for themselves and dependents; and (2) repeal provisions added by PPACA requiring certain employers who have a workforce of 50 or more full-time employees to provide health insurance coverage for their employees.

Constitutional Amendment - States that the liberty of parents to direct the upbringing, education, and care of their children is a fundamental right. States that neither the United States nor any state shall infringe upon this right without demonstrating that its governmental interest, as applied to the person, is of the highest order and not otherwise served. Prohibits this article from being construed to apply to a parental action or decision that would end life. Declares that no treaty may be adopted nor shall any source of international law be employed to supersede, modify, interpret, or apply to the rights guaranteed by this amendment.

Sequestration Transparency Act of 2012 - Requires the President on July 9, 2012, to submit to Congress a detailed report on the implementation of certain discretionary reductions (in security and nonsecurity categories) and nonexempt direct spending reductions in the sequestration ordered by the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) for FY2013 on January 2, 2013. (The Gramm-Rudman-Hollings Act was amended by the Budget Control Act of 2011 to revise the discretionary spending limits and reduce the discretionary appropriations and direct spending specified in the Gramm-Rudman-Hollings Act unless a joint committee bill achieving an amount greater than $1.2 trillion in deficit reduction would be enacted by January 15, 2012.)

Boko Haram Terrorist Designation Act of 2012 - Directs the Secretary of State to report to Congress on whether the Nigerian organization People Committed to the Propagation of the Prophet's Teachings and Jihad (Boko Haram) meets the criteria for designation as a foreign terrorist organization. States that nothing in this Act may be construed to infringe upon Nigeria's sovereignty to combat militant or terrorist groups operating inside its boundaries.

Justice for the American Diplomats Held Hostage in Tehran Act - Directs the Secretary of the Treasury to establish a common fund to be administered by the class representatives and agents for the former American hostages in Iran and their survivors (case number 1:08-CV-00487 (EGS) of the U.S. District Court for the District of Columbia) in order to pay claims to the American hostages and to family members identified as class members. Finances the fund from: (1) fines and penalties for violations of activities with respect to any government or person by reason of a connection with Iran, and (2) seized or frozen Iranian assets or assets from persons or entities subject to Iran-related sanctions. Sets forth payment priority and amount provisions. States that the United States shall be fully subrogated with respect to payments to all rights of each individual paid under this Act against the government of Iran or the Iranian Revolutionary Guard Corps (IRGC).

Recognizes school boards as deliberative public bodies that should be free to engage in prayer at the beginning of meetings consistent with the prayer practice upheld in Marsh v. Chambers . Expresses support for the voluntary practice of prayer at the beginning of meetings of legislative bodies and other deliberative public bodies, including school board meetings.

Telemedicine Safety Act - Prohibits: (1) knowingly providing a telemedicine abortion across state lines; (2) the use of any funds made available under a telemedicine law for telemedicine abortions or for assistance to facilities that offer telemedicine abortions; or (3) the use of any equipment, infrastructure, or other items purchased using funds made available under a telemedicine law for telemedicine abortions. Defines a "telemedicine abortion" as the use by a health professional of telemedicine services to provide any instrument, medicine, drug, or method to terminate the life of an unborn child or to terminate a pregnancy, without conducting an in-person medical examination of the woman during her pregnancy, with an intention other than: (1) to produce a live birth and preserve the life and health of the child after live birth; or (2) to remove an ectopic pregnancy or to remove an unborn child who died as the result of a spontaneous abortion, accidental trauma, or a criminal assault on the pregnant female or such child.

Credible Military Option to Counter Iran Act - States that it shall be the policy of the United States to take all necessary measures, including military action if required, to prevent Iran from threatening the United States, its allies, or Iran's neighbors with a nuclear weapon. Expresses the sense of Congress that: (1) U.S. military exercises in the Persian Gulf emphasize U.S. resolve in support of the above policy; and (2) the President should require the U.S. military to develop a comprehensive plan to augment the presence of the U.S. Fifth Fleet in the Middle East and to conduct military deployments, exercises, or other military readiness activities to underscore such policy. Directs the Secretary of Defense to prepare and submit to the congressional defense committees such a plan. Authorizes appropriations to the Department of Defense (DOD) for FY2012-FY2013 to enhance U.S. military capabilities in the Central Command Area of responsibility (Middle East), including for procurement, research and development, and operation and maintenance. Expresses the sense of Congress in support of specified action to assist in the defense of Israel, including joint missile defense systems, defense articles, intelligence, defense services, and additional weaponry and munitions for the forward-deployed U.S. stockpile in Israel. Directs the President to report to Congress on the status of Israel's qualitative military edge in light of current trends and instability in the region. Directs the Secretary to develop and submit to Congress: (1) a plan to enhance the military capabilities of Persian Gulf allies to bolster their posture in relation to Iran, and (2) a plan to increase the strategic partnership with regional allies to provide U.S. Armed Forces with the broadest set of geographic approaches to militarily access Iran.

Expresses the sense of the House of Representatives that U.S. policy toward China should be guided by the following strategic objectives to: (1) deploy defense and intelligence capabilities to resist any force or coercion that would jeopardize the peace of the Asia-Pacific region and the security of U.S. friends and allies; (2) treat Taiwan in strict accordance with the Taiwan Relations Act, the three United States-People's Republic of China Joint Communiques, and the Six Assurances; (3) pursue a diversified U.S. economy as the surest means of providing for leverage in interactions with China; (4) deploy counterintelligence capabilities to protect U.S. national security in the face of significant Chinese espionage efforts; (5) prevent the transfer of technology, intellectual property, or equipment that would substantially contribute to Chinese military or space capabilities; (6) encourage China to utilize its economic, political, and military power to contribute to the international system; (7) encourage China to support political reform and religious freedom; (8) encourage the peaceful resolution of maritime territorial disputes in the South China Sea and East China Sea; and (9) convey to China that responsible behavior will create the possibility for a genuine U.S. partnership on matters of mutual interest, while unacceptable behavior will incur costs that would outweigh any gains.

Accountability in Grants Act of 2012 - Amends the Clean Air Act to prohibit the Administrator of the Environmental Protection Agency (EPA) from awarding grants, contracts, cooperative agreements, or other financial assistance under the national research and development program for the prevention and control of air pollution for any program, project, or activity to occur outside the United States and its territories and possessions.

Restoring Essential Safeguards for a Transparent, Open, and Reliable Executive under FOIA Act - Amends the Freedom of Information Act to deny an exemption from disclosure requirements to any instrumentality of the federal government engaging in any transaction: (1) that results in the United States owning, subscribing to, or otherwise having any interest in the stock or equity of any company, association, or corporation, except for any investments through pension funds; or (2) in which the instrumentality or its employees or agents execute authority with respect to the federal government's ownership interest in any such company, association, or corporation.

Iron Dome Support Act - Authorizes the President to provide assistance to the government of Israel for the procurement, maintenance, and sustainment of the Iron Dome anti-missile defense system for purposes of intercepting short-range missiles launched against Israel.

Contaminated Drywall Safety Act of 2012 - Expresses the sense of Congress that the Secretary of State should insist that: (1) China, which has ownership interests in the companies that manufactured and exported contaminated drywall to the United States, have the companies meet with U.S. government representatives about remedying affected homeowners; and (2) such companies comply with any related U.S. court decisions. Treats such contaminated drywall as a banned hazardous substance under the Federal Hazardous Substances Act and as an imminent hazard under the Consumer Product Safety Act. Directs the Consumer Product Safety Commission to promulgate rules for: (1) the exemption of certain drywall determined to be non-hazardous, and (2) the identification and disposal of contaminated drywall. Subjects a person who fails to comply with the requirements of this Act to specified penalties under the Federal Hazardous Substances Act.

Servicemember Family Protection Act - Amends the Servicemembers Civil Relief Act to provide that if a court renders a temporary order for custodial responsibility for a child based solely on a deployment or anticipated deployment of a parent-servicemember, then the court shall require that upon the return of that servicemember from deployment the custody order that was in effect preceding such deployment shall be reinstated, unless the court finds that reinstatement in not in the child's best interest. Prohibits a servicemember's deployment or possible deployment from being considered in the determination of a child's best interest in a motion seeking a permanent order to modify custody. Provides that under a temporary custody order, if a state law provides a higher standard of protection to the deploying parent-servicemember, then the appropriate court shall apply the higher standard.

Maintaining the President's Commitment to Our Nuclear Deterrent and National Security Act of 2012 - Expresses the sense of Congress that the United States is committed to: (1) ensuring the safety, security, reliability, and credibility of its nuclear forces; (2) proceeding with a robust stockpile stewardship program and maintaining and modernizing nuclear weapons production capabilities and capacities; (3) reinvigorating and sustaining its nuclear security laboratories and preserving their core nuclear weapons competencies; and (4) providing the resources needed to achieve these objectives. Amends the National Defense Authorization Act for Fiscal Year 2012 to direct the President, upon determining that an appropriations Act fails to meet the resource levels needed to carry out the President's 10-year nuclear resources modernization plan, to submit to Congress a plan to remedy the shortfall, together with related information. Prohibits any reduction in the number of deployed nuclear warheads until 120 days after the President certifies that the identified shortfall has been addressed. Provides warhead reduction exceptions. Prohibits, during FY2012-FY2021, any funds appropriated to the Department of Defense (DOD) from being used to carry out decisions made pursuant to the 2010 Nuclear Posture Review Implementation Study until the President certifies, among other things, inclusion in that year's budget of necessary resources to carry out such implementation, and that the resources have been provided in an appropriations Act. Directs the President to annually certify to Congress whether plans to modernize or replace strategic delivery systems are fully resourced and being executed at planned levels. Requires the President, during any year in which the President recommends to reduce by more than 1% the number of nuclear weapons in the active and inactive U.S. stockpiles, to certify to Congress whether such reduction will cause the number of such weapons to be fewer than the number of such weapons in the active and inactive stockpiles of the Russian Federation. Prohibits, for FY2012 and thereafter, DOD or National Nuclear Security Administration (NNSA) funds from being used to carry out any reductions in nuclear forces unless the President includes in a report covering each country with nuclear weapons consideration of the expansion of the nuclear forces of any such country. Requires the President, beginning with FY2013, to annually certify whether: (1) construction of both the Chemistry and Metallurgy Research Replacement building and the Uranium Processing Facility with be completed by no later than 2021, and (2) both facilities will be fully operational by no later than 2024. Prohibits the use of DOD or NNSA funds for FY2012 or thereafter to reduce to only one the number of nuclear warheads contained on an intercontinental ballistic missile (ICBM) unless the President certifies that the Russian Federation and China are both carrying out a similar reduction. Provides an exception. Expresses U.S. policy on the reduction of Russian nonstrategic nuclear weapons and the U.S. extended deterrence commitment to Europe. Provides a limitation, for FY2012 and thereafter, on the reduction, consolidation, or withdrawal of U.S. nuclear forces based in Europe.

Congressional Hope for Uniform Recognition of Christian Heritage (CHURCH) Act of 2012 - Requires the Architect of the Capitol (AOC) to enter into an agreement with a private entity for the design and fabrication of a historical plaque to be permanently displayed in National Statuary Hall recognizing the seven decades of Christian church services being held in the Capitol from 1800 to 1868. Authorizes the AOC to use National Statuary Hall for a presentation ceremony for the plaque. Requires the AOC upon receiving such plaque to display it permanently in a place of prominence in National Statuary Hall. Requires that any obligations or expenditures by the AOC to carry out this Act be derived from pre-existing funds available to the AOC as of the date of enactment of this Act.

United States-Israel Enhanced Security Cooperation Act of 2012 - States that it is U.S. policy to: (1) reaffirm the commitment to Israel's security as a Jewish state, (2) provide Israel with the military capabilities to defend itself and help preserve its qualitative military edge, (3) expand military and civilian cooperation, (4) assist in a negotiated settlement of the Israeli-Palestinian conflict that results in two states living side by side in peace and security, and (5) encourage Israel's neighbors to recognize Israel's right to exist as a Jewish state. Expresses the sense of Congress that the United States should take specified actions to assist in Israel's defense.

Protecting U.S. Missile Defense Information Act of 2012 - Prohibits Department of Defense (DOD) funds for FY2012-FY2013 from being used to provide the Russian Federation with access to: (1) U.S. missile defense technology, including hit-to-kill technology; or (2) data that supports U.S. missile defense capabilities. Prohibits such funds from being used to provide the Russian Federation with access to U.S. missile defense technology or data other than that described above unless, at least 30 days in advance, the President describes to Congress the data to be provided, along with a certification relating to the use of, and third-party access to, such data. Expresses the sense of Congress that an agreement regarding missile defense cooperation between the United States and the Russian Federation that is negotiated through the North Atlantic Treaty Organization (NATO) or a provision to amend the charter of the NATO-Russia Council shall not be legally or politically binding unless it is either specifically approved with the advice and consent of the Senate, or specifically authorized by an Act of Congress. Provides that no agreement with any country or international organization or amendment to the New START Treaty concerning limitations on U.S. missile defense capabilities shall be binding on the United States unless such agreement or amendment is either approved or authorized as above. Directs the President, beginning in 2013, to provide annual notification to Congress as to whether: (1) the Russian Federation has recognized the sovereign right of the United States to pursue improvements in missile defense capabilities; and (2) any Russian Federation representative has suggested that a treaty or other international agreement include provisions restricting U.S. missile defense capabilities or reducing the number of non-strategic nuclear weapons deployed in Europe. Prohibits DOD funds for FY2012 and thereafter from being used to implement a defense technology cooperation agreement between the United States and the Russian Federation until 60 days after the President transmits such agreement to Congress. Prohibits the use of any FY2012-FY2013 DOD or Department of State funds for travel expenses related to missile defense matters with the Russian Federation until 30 days after the President transmits to Congress the draft agreement discussed at Deauville, France, in May 2011.

Affirms that it is a vital national interest of the United States to prevent Iran from acquiring a nuclear weapons capability and warns that time is limited to prevent that from happening. Urges increasing economic and diplomatic pressure on Iran to secure an agreement that includes: (1) suspension of all uranium enrichment-related and reprocessing activities, (2) complete cooperation with the International Atomic Energy Agency (IAEA) regarding Iran's nuclear activities, and (3) a permanent agreement that verifiably assures that Iran's nuclear program is entirely peaceful. Supports: (1) the universal rights and democratic aspirations of the Iranian people, and (2) U.S. policy to prevent Iran from acquiring nuclear weapons capability. Rejects any U.S. policy that would rely on efforts to contain a nuclear weapons-capable Iran. Urges the President to reaffirm the unacceptability of an Iran with nuclear-weapons capability and oppose any policy that would rely on containment as an option in response to the Iranian nuclear threat.

Pro Football Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5-gold coins, 400,000 $1-silver coins, and 750,000 half-dollar coins emblematic of the game of professional football. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the Pro Football Hall of Fame to help finance the construction of a new building and the renovation of existing Pro Football Hall of Fame facilities.

Preserving Access to Cape Hatteras National Seashore Recreational Area Act - Requires the Cape Hatteras National Seashore Recreational Area in North Carolina to be managed in accordance with the Interim Protected Species Management Strategy/Environmental Assessment issued by the National Park Service (NPS) on June 13, 2007, for the Recreational Area until the Secretary of the Interior issues a new final rule that meets the additional restrictions specified below. Bars the imposition of any additional restrictions on pedestrian or motorized vehicular access to any part of the Recreation Area for species protection beyond those in the Interim Management Strategy, other than as specifically authorized pursuant to this Act. Allows the Secretary if, based on peer-reviewed science and after public comment, it is determined that additional restrictions on access to a part of the Recreation Area are necessary to protect endangered species, to only restrict pedestrian and vehicular access for recreational activities for the shortest possible time and on the smallest possible portions of such area. Prohibits the final rule titled "Special Regulations, Areas of the National Park System, Cape Hatteras National Seashore--Off-Road Vehicle Management" from having any force or effect. Invalidates the April 30, 2008, consent decree filed in the United States District Court for the Eastern District of North Carolina regarding off-road vehicle use at the Seashore.

Regulatory Freeze for Jobs Act of 2012 - Prohibits any federal agency from taking any significant regulatory action until the Bureau of Labor Statistics (BLS) reports a monthly unemployment rate equal to or less than 6.0%. Defines as "significant" any regulatory action that is likely to: (1) have an annual cost to the economy of $100 million or more or adversely affect the economy, productivity, competition, jobs, the environment, public health or safety, small entities, or state, local, or tribal governments or communities; (2) create a serious inconsistency or otherwise interfere with another agency's action; (3) materially alter the budgetary impact of entitlements, grants, user fees, or loan programs or the rights and obligations of recipients thereof; or (4) raise novel legal or policy issues. Permits an agency to take a significant regulatory action if the President determines that such regulatory action is: (1) necessary because of an imminent threat to health or safety or other emergency, for the enforcement of criminal laws, or for U.S. national security; or (2) issued to implement an international trade agreement. Allows judicial review of challenged agency actions and of determinations by the President under this Act.

Condemns Iran for its state-sponsored persecution of religious minorities and its continued violation of the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights. Calls for Iran to release Youcef Nadarkhani and all other individuals held or charged on account of their religion. Recognizes that religious freedom is a universal human right and a fundamental individual freedom.

States that the property interest of Iran in: (1) a blocked asset shall include an interest in property of any nature whatsoever, including any direct or indirect interest in securities or other financial assets immobilized or in any other manner held in book entry form and credited to a securities account in the United States, or in any funds transfers held in a U.S. financial institution; (2) securities or other financial assets immobilized or in any other manner held in book entry form and credited to a securities account in the United States shall be deemed to exist at every tier of securities intermediary necessary to hold an interest in any such securities or other financial assets; and (3) a funds transfer shall exist at any intermediary bank necessary to complete such funds transfer. States that property of Iran shall be deemed to be property in the United States of Iran if that property is: (1) an interest, held for Iran's benefit or for the benefit of any securities intermediary that directly or indirectly holds the interest for Iran's benefit, in securities or other financial assets that are represented by certificates or are in other physical form and are immobilized, custodized, or held for safekeeping or any other reason in the United States; or (2) an interest in securities or other financial assets held in book entry form or otherwise, and credited to a securities account in the United States by any securities intermediary directly or indirectly for Iran's benefit or for the benefit of any other securities intermediary that directly or indirectly holds the interest for Iran's benefit. States that: (1) an interest in securities or other financial assets is held and credited to a securities account in the United States by a securities intermediary if the securities intermediary is located in the United States; and (2) ownership by Iran, or its central bank or monetary authority, of any property shall be deemed to be commercial activity in the United States and that property, including any interest in that property, shall be deemed not to be held for the central bank's or monetary authority's own account. Revises provisions regarding exceptions to the immunity from attachment or execution of a foreign state's property in the United States.

Provides that, as of October 1, 2011, changes made to the program guidance relating to the award of Post-Deployment/Mobilization Respite Absence administrative absence days to members of the reserves under a specified Department of Defense (DOD) instruction shall not apply to reservists whose qualified mobilization commenced before October 1, 2011, and continued until the termination of the mobilization.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to make arrangements for the presentation of a congressional gold medal to Jack Nicklaus in recognition of his service to the nation in promoting excellence and good sportsmanship. Directs the Secretary of the Treasury to strike such gold medal and to strike and sell duplicate bronze medals at a price sufficient to cover the costs of the gold and bronze medals.

Schoolchildren's Health Protection Act - Amends the General Education Provisions Act to prohibit the provision of federal education funding to state or local educational agencies that: (1) provide, or permit the provision of, postcoital emergency contraception or prescriptions for such contraception on the premises of elementary or secondary schools; or (2) contract with a school-based health center to provide students with health services, unless the center agrees to deny students postcoital emergency contraception or prescriptions for such contraception pursuant to the contract.

Military Religious Freedom Protection Act - Requires the sincerely held religious or moral beliefs of a member of the Armed Forces concerning the appropriate and inappropriate expression of human sexuality to be accommodated and not the basis of any adverse personnel action, discrimination, or denial of promotion, schooling, training, or assignment (adverse actions). Prohibits a military chaplain from being directed, ordered, or required to perform any duty, rite, ritual, ceremony, service, or function (ceremony) that is contrary to the conscience, moral principles, or religious beliefs (beliefs) of the chaplain or the chaplain's faith group. Prohibits the refusal of a chaplain to perform a ceremony that is contrary to such beliefs from being the basis of any adverse actions. Requires the Secretary of Defense to issue regulations setting forth guidance to implement such requirements and prohibitions. Prohibits a military installation or other property owned, rented, or otherwise under the jurisdiction or control of the Department of Defense (DOD) from being used to officiate, solemnize, or perform a marriage or marriage-like ceremony involving anything other than the union of one man with one woman.

Extends gratitude to the more than 1.5 million members of the U.S. Armed Forces, from both the regular and reserve components of the Army, Navy, Air Force, Marine Corps, Coast Guard, and Merchant Marine, who served in Operations Iraqi Freedom and New Dawn. Recognizes their success in operations against a dangerous and determined enemy. Recognizes the tremendous personal sacrifice of those who served in such Operations, many of whom were committed to multiple deployments, and the contributions of military families on the home front. Pays tribute to the 4,486 members who lost their lives in such Operations, and commits to honoring their memory for their courage and sacrifice.
