Protection of Lawful Commerce in Arms Act - Amends the Organic Act to direct the Secretary of Commerce to establish and maintain a list of each person that notifies the Secretary that it is a manufacturer or seller that is: (1) licensed to engage in interstate or foreign commerce of a firearm or ammunition product; or (2) is a trade association representing such manufacturers or sellers. Declares that any lawful conduct carried out by a manufacturer or seller in interstate or foreign commerce of a firearm or ammunition product, or lawful conduct carried out by a trade association in the course of representing such manufacturers or sellers, shall not be the basis for imposing a restriction on such commerce (the award of civil damages, equitable relief, or any other specified limitation) as a result of harm caused by the criminal or other unlawful misuse of such firearm or ammunition product by any other person.

Safe Havens Support Act of 2001 - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to allow a State to use a TANF grant to support an infant safe haven program.

Social Security Number Privacy and Identity Theft Prevention Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) specify restrictions on the sale and public display of social security account numbers (SSNs) (or any derivatives) by Federal, State, and local governments and bankruptcy case trustees; (2) prohibit the display of SSNs on checks issued for payment by such governments, or on driver's licenses or motor vehicle registrations issued by a State or local government; (3) prohibit the Federal, State, or local government display of SSNs (or any derivatives) on employee identification cards or tags (IDs); (4) prohibit access to the SSNs of other individuals by prisoners employed by Federal, State, or local governments; (5) require States to require independent verification of birth records provided in support of applications for SSNs; and (6) prohibit the selling, purchasing, or displaying of SSNs and the obtaining or using of any individual's SSN to locate or identify such individual with the intent to physically injure or harm such individual or to use the ID of such individual for any illegal purpose by any person, with specified exceptions. Establishes civil and criminal penalties for violations of this Act, including judicial orders of restitution. Provides that any person who refuses to do business with an individual because the individual will not consent to that person's receipt of his or her SSN shall be considered to have committed an unfair or deceptive act or practice in violation of the Federal Trade Commission Act, except in certain cases required under Federal law. Subjects to the Fair Credit Reporting Act information regarding a consumer's SSN (and any derivative) (credit header information).

International Civil Rights Center and Museum Study Act of 2001 - Directs the Secretary of the Interior to study and report to specified congressional committees on the suitability and feasibility of designating the International Civil Rights Center and Museum located in Greensboro, North Carolina, as a National Park System unit.

Minor Use and Minor Species Animal Health Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to define: "minor species" as animals other than cattle, horses, swine, chickens, turkeys, dogs, and cats; and (2) "minor use" as use on minor species or on other species for a disease or condition that occurs infrequently or in limited geographic areas. Provides for: (1) designation of new animal drugs for minor use; and (2) three-year approval exclusivity. Provides for establishment of an index of unapproved new animal drugs for minor species, and allows marketing of such drugs that evidence no human food safety concern. Authorizes: (1) designation of new animal drugs for minor use or minor species; and (2) grants or contracts for development (and exclusivity) of designated new animal drugs. Modifies new animal drug approval requirements. Amends the Internal Revenue Code to allow a business research tax credit (not applicable to grant or contract funds) for minor use qualified safety and effectiveness testing expenses. Directs the Secretary of Health and Human Services to establish within the Food and Drug Administration an Office of Minor Use and Minor Species Animal Drug Development.

Korea Defense Service Medal Act - Directs the Secretary of the military department concerned to issue a campaign medal, to be known as the Korea Defense Service Medal, to each member who served in the Republic of Korea or its adjacent waters after July 27, 1954.

Good Samaritan Volunteer Firefighter Assistance Act of 2001 - Provides that neither a person (including any other entity) who donates re-certified fire control or fire rescue equipment, nor a State or local agency that administers the distribution of such equipment, shall be liable for personal injuries, property damage, or death proximately caused after the donation by a defect in such equipment. Waives such liability protection if: (1) the person's or agency's act or omission causing the injury, damage, or loss constitutes malice, gross negligence, recklessness, or intentional misconduct; or (2) the person or agency is the manufacturer of such equipment.

Law Enforcement Officers Equity Act - Redefines the term "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) Federal employees not otherwise covered by such term whose duties include the investigation or apprehension of suspected or convicted individuals and who are authorized to carry a firearm; and (2) such employees of the Internal Revenue Service whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns. Requires that such service which is performed by an incumbent law enforcement officer be treated: (1) on or after the enactment date of this Act, for all purposes, as service performed as a law enforcement officer, irrespective of how such service is treated under the following; and (2) before, on, or after such date, for purposes of CSRS and FERS, as service performed as such an officer, but only if an appropriate written election is submitted to the Office of Personnel Management five years after such date or before separation from Government service, whichever is earlier. Provides that nothing under current law respecting mandatory separation from Government service under CSRS or FERS shall cause the involuntary separation of an officer before the end of the three-year period beginning on such date.

Black Farmer Fairness Act of 2001 - Amends the Internal Revenue Code to provide in the case of any person who is certified to be a member of the plaintiff class in the settlement of the consolidated actions entitled "Pigford, et al. v. Glickman," No. 97-1978 (D.D.C.) (PLF), and "Brewington, et al. v. Glickman" No. 98-1693 (D.D.C.) (PLF) (concerning relief from Federal tax liability arising from the settlement of claims brought by African American farmers against the Department of Agriculture for discrimination in farm credit and benefit programs) amounts received from the settlement of claims shall: (1) be excluded from taxation; and (2) not considered as income or resources when determining eligibility for any federally funded program.

Middle East Peace Commitments Act of 2001 - Imposes specified sanctions with respect to the Palestine Liberation Organization (PLO) or the Palestinian Authority if the President determines that such entities have not complied with certain commitments made with Israel. Authorizes the President to waive such sanctions in the U.S. national security interest.

Social Security Earnings Limit Repeal Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal the limitation on the amount of outside income which beneficiaries who have attained age 62 may earn (earnings test) without incurring a reduction in benefits.

National Museum of African American History and Culture Act of 2001 - Establishes within the Smithsonian Institution the National Museum of African American History and Culture to be operated as a center for scholarship and a location for museum training, public education, exhibits, and collection and study of items and materials relating to the life, art, history, and culture of African Americans form slavery and the era of reconstruction to the Harlem renaissance, the civil rights movement, and beyond. Establishes the National Museum of African American History and Culture Council. Requires the Council to appoint a Director to manage the Museum. Authorizes the Council to plan, design, reconstruct, renovate, and expand the Arts and Industries Building to house the Museum.

Rewarding Performance in Compensation Act - Amends the Fair Labor Standards Act of 1938 to provide that an employee's regular pay rate, for purposes of calculating overtime compensation, will not be affected by additional payments to reward an employee or group of employees for meeting or exceeding productivity, quality, efficiency, or sales goals under a gain sharing, incentive bonus, commission, or performance contingent bonus plan.

Amends title XVIII (Medicare) of the Social Security Act to provide for the treatment of certified diabetes educators recognized by the National Certification Board of Diabetes Educators as certified providers for purposes of outpatient diabetes education services under part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act.

Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) mandate a single national average standardized payment amount for inpatient hospital services furnished, regardless of whether in an urban or non-urban area, under the Medicare prospective payment system (PPS) for discharges occurring in FY 2002 and thereafter; and (2) establish a minimum factor of .925 as a floor for area wage adjustment factors used under the PPS for inpatient and outpatient hospital services.

Amends the Internal Revenue Code to suspend, for purposes of determining exclusion of gain from the sale of a principal residence, the five-year determination period for: (1) members of the uniformed services or the Foreign Service serving on qualified extended duty (at least 50 miles from such residence or residing in Government quarters); or (2) an employee serving for more than 90 days on assignment abroad.

Federal Prison Industries Competition in Contracting Act of 2001 - Amends the Federal criminal code to replace provisions regarding the purchase of prison-made products by Federal departments with provisions establishing a Government-wide procurement policy relating to purchases from Federal Prison Industries (FPI) which shall generally require the use of competitive procedures. Requires FPI to comply with Federal occupational, health, and safety standards regarding its industrial operations. Requires that an analysis of the probable impact of a proposed expansion of inmate-work activities by FPI on private sector firms and their non-inmate workers be made whenever FPI proposes to authorize the sale of a new specific product or service or to expand production of a current product or service. Provides for inmate wages and deductions. Amends the Federal judicial code regarding the Department of Justice Assets Forfeiture Fund to authorize payments to the Bureau of Prisons exclusively for the purpose of providing additional vocational and remedial educational training for inmates. Amends the Federal criminal code to require that not less than 20 percent of the gross profits of the corporation at the end of each fiscal year be allocated to fund vocational training for inmates. Requires the Director of the Bureau to afford to inmates opportunities to participate in programs and activities designed to help prepare such inmates to obtain employment upon release. Authorizes FPI to: (1) locate more than one workshop at a Federal correctional facility; and (2) operate a workshop outside of a correctional facility if all of participating inmates are minimum security inmates.

American Hospital Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by Federal law commonly referred to as the (Medicare, Medicaid, and SCHIP) Benefits Improvement and Protection Act, to: (1) increase (restore the full) market basket update for inpatient prospective payment services hospitals; and (2) maintain the indirect medical education adjustment percentage at 6.5 percent.

Medicare and Medicaid Nursing Services Quality Improvement Act of 2001 - Directs the Secretary of Health and Human Services to conduct a demonstration project under which a resident assistant who lacks certain nurse aide training requirements may perform feeding and hydration for a resident of a skilled nursing facility under the Medicare program under title XVII of the Social Security Act (SSA), or a nursing facility under the Medicaid program under SSA title XIX, in the States of Wisconsin, North Dakota, and not more than six other select States. Directs the Secretary to convene an advisory panel to submit recommendations on the use or improvement of resident assistants in such nursing facilities. Amends SSA titles XVIII and XIX, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to authorize the use of resident assistants to perform feeding and hydration that would otherwise be performed by a nurse aide for residents of nursing facilities receiving payments under the Medicare or Medicaid program.

Military Personnel Recruitment and Retention Enhancement Act of 2001 - Amends the Internal Revenue Code to exclude from the gross income of members of the Armed Forces any "qualified bonus." Defines the term "qualified bonus" to mean an enlistment, accession, reenlistment, retention, or other bonus paid to a member of the Armed Forces of the United States in exchange for the agreement of the member to accept a commission as an officer, extend an active service commitment as an officer, enlist, reenlist, or extend an enlistment as an enlisted member in an active or reserve component, or enter into a reserve affiliation agreement.

Military Overseas Voter Empowerment Act of 2001 - Amends the Soldiers' and Sailors' Civil Relief Act of 1940 to provide that, for purposes of voting for a Federal or State office, a person who is absent from a State in compliance with military or naval orders shall not, solely by reason of that absence be deemed to have: (1) lost a residence or domicile in that State, without regard to whether or not the person intends to return to that State; (2) acquired a residence or domicile in any other State; or (3) become a resident in or a resident of any other State. Amends the Uniformed and Overseas Citizens Absentee Voting Act to provide for: (1) extension of registration and balloting rights for absent uniformed services voters to State and local elections; (2) treatment of applications and absentee ballots submitted by absent uniformed services voters; and (3) coverage of recently separated uniformed services voters as absent uniformed services voters. Directs the Secretary of Defense to carry out a demonstration project under which absent uniformed services voters are permitted to cast ballots in the regularly scheduled general election for Federal office for November 2002 through an electronic voting system.

Fair Care for the Uninsured Act of 2001- Amends the Internal Revenue Code to allow an individual a tax credit in an amount equal to the amount paid for qualified health insurance, subject to stated limitations. Directs the Secretary of the Treasury to make payments to the provider of an individual's qualified health insurance equal to such individual's qualified health insurance credit advance amount (the Secretary's estimate of the amount of credit allowable) with respect to such provider. Requires each health insurer, health maintenance organization, and health service organization to participate in a health insurance safety net which shall assure the availability of health insurance to uninsurable individuals. Funds such safety nets through assessments against such insurers and organizations. Permits such insurers and organizations to add the costs of such assessments to the costs of its insurance or coverage. Amends the Public Health Service Act to allow health benefits coverage through individual membership associations (IMAs). Sets forth IMA requirements, including that the IMA be an organization operated under the direction of an association and that IMA health benefits coverage only be provided through contracts with health insurance issuers. Requires IMAs to include a minimum of two health insurance coverage options.

Motor Vehicle Franchise Contract Arbitration Fairness Act of 2001 - Provides that whenever a motor vehicle franchise contract provides for the use of arbitration to resolve a controversy arising out of or relating to the contract, arbitration may be used to settle the controversy only if both parties consent in writing after such controversy arises. Requires the arbitrator to provide the parties with a written explanation of the factual and legal basis for the award.

Justice for United States Prisoners of War Act of 2001 - Requires any Federal court in which an action is brought against a Japanese national by a member of the U.S. armed forces seeking compensation for mistreatment or failure to pay wages in connection with labor performed in Japan for such national as a prisoner of war during World War II to: (1) apply the applicable statute of limitations of the State in which the action is pending; and (2) not construe a specified provision of the Treaty of Peace With Japan as a waiver by the United States of such claims. States that it is U.S. policy to ensure that any war claims settlement terms between Japan and any other country that are more beneficial than terms extended to the United States under the above Treaty are extended to the United States with respect to claims under this Act. Authorizes the Secretary of Veterans Affairs to secure information relating to chemical or biological tests conducted by Japan on members of the U.S. armed forces held as prisoners of war during World War II.

Constitutional Amendment - Requires that any bill, resolution, or other legislative measure changing the internal revenue laws shall require for final adoption in each House the concurrence of two-thirds of the Members of that House voting and present, unless the bill is determined at the time of adoption, in a reasonable manner prescribed by law, not to increase the internal revenue by more than a de minimis amount. States that for purposes of determining any increase, there shall be excluded any increase resulting from the lowering of an effective rate of any tax. Requires journal entry of any vote. Permits the waiver of such requirement, for up to two years, if there is a declaration of war or if the United States is engaged in a military conflict which causes an imminent and serious threat to national security and is so declared by a joint resolution which becomes law.

National Right-to-Work Act - Amends the National Labor Relations Act and the Railway Labor Act to repeal those provisions that permit employers, pursuant to a collective bargaining agreement that is a union security agreement, to require employees to join a union as a condition of employment (including provisions permitting railroad carriers to require, pursuant to such an agreement, payroll deduction of union dues or fees as a condition of employment).

Access to Innovation for Medicare Patients Act of 2001- Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to provide for Medicare coverage of self-injected biologicals approved by the Food and Drug Administration that are prescribed as a complete replacement for a drug or biological that otherwise cannot be self-administered.

Liberty Bill Act - Amends Federal law to require that the design of the reverse side of all Federal reserve notes incorporate: (1) the preamble to the Constitution; (2) a list describing the Articles of the Constitution; and (3) a list describing the Articles of Amendment. Prescribes the design format. States that such requirements do not limit the authority of the Secretary of the Treasury to: (1) include other inscriptions or material on the reverse side of such notes; or (2) adopt other design features to deter counterfeiting of currency.

Home Health Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to: (1) eliminate a specified 15 percent reduction in cost and per beneficiary limits with respect to payment rates for home health services under the Medicare prospective payment system for such services; and (2) provide for a permanent payment increase for such services furnished in a rural area. Makes this Act effective as if included in the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000.

Housing Bond and Credit Modernization and Fairness Act of 2001 - Amends the Internal Revenue Code to: (1) repeal the required use of certain principal repayments on mortgage subsidy bond financings to redeem bonds; (2) modify the purchase price limitation under mortgage subsidy bond rules based on median family income; and (3) define the term "area median gross income" for low-income housing credit projects.

ADA Notification Act - Amends the Americans with Disabilities Act of 1990 to deny a court jurisdiction over a civil action with respect to a place of public accommodation or a commercial facility unless: (1) before filing the complaint, the plaintiff provided to the defendant notice of the alleged violation (by registered mail or in person); (2) the notice identified the specific facts that constitute the alleged violation, including identification of the location at which, and the date on which, the violation occurred; (3) at least 90 days have elapsed after the date on which the notice was so provided; (4) the notice informed the defendant that the civil action could not be commenced until the expiration of such 90-day period; and (5) the complaint states that, as of the date on which the complaint is filed, the defendant has not corrected the alleged violation. Directs that, with respect to a civil action that does not meet the criteria: (1) the court shall impose an appropriate sanction upon the attorneys involved; and (2) if the criteria are subsequently met and the civil action proceeds, the court may not allow the plaintiff attorneys' fees or costs.

Medicaid Safety Net Hospital Continued Preservation Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act to repeal specified reductions after FY 2000 and thereby extend certain modifications to disproportionate share hospital (DSH) allotments provided under the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000. Increases the Medicaid DSH allotment for the District of Columbia.

Social Security Guarantee Act of 2001 - Directs the Secretary of the Treasury to issue a benefit guarantee certificate to each individual determined by the Commissioner of Social Security to be entitled to benefits under title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act. States that any certificate issued under the authority of this Act constitutes budget authority in advance of appropriations Acts and represents the obligation of the Federal Government to provide for the payment to the individual to whom the certificate is issued OASDI benefits in the amounts set forth in the certificate and subsequently adjusted.

Long-Term Care and Retirement Security Act of 2001 - Amends the Internal Revenue Code to allow: (1) a deduction (based on years of continuous coverage) for eligible long-term care insurance premiums for a taxpayer, spouse, and dependents, including accelerated deduction percentages for persons who are 55 years old; and (2) long-term care insurance to be offered under cafeteria plans and flexible spending arrangements. Allows an income-adjusted (limited) credit for eligible individuals with long-term care needs. Sets forth specified requirements for qualifying long-term care insurance contracts.
