International Megan's Law of 2010 - Requires registered sex offenders to notify appropriate jurisdictions of their intent to travel not later than 30 days before their departure from or arrival in the United States. Imposes a fine and/or prison term of up to 10 years for failure to report such travel. Requires notice to registered sex offenders of their duty to report international travel. Requires diplomatic or consular missions in each foreign country to establish and maintain a countrywide, nonpublic, sex offender registry for sex offenders from the United States who temporarily or permanently reside in such country. Specifies the information required to be included in such registry, including passport and visa type, social security or alien registration number, addresses, and the purpose for the sex offender's residence in the country. Allows access to the registry by the general public. Directs the President to establish the International Sex Offender Travel Center to monitor the travel of high interest registered sex offenders (offenders who pose a high risk of committing a sex offense against a minor). Requires the Center to issue guidelines for the assessment of sex offenders who report travel from the United States to another country or whose travel is reported by law enforcement agencies. Authorizes the Secretary of State to revoke the passport of individuals convicted of a sex offense in a foreign country and limit to one year the validity of a passport issued to a high interest registered sex offender. Expresses the sense of Congress that the President should negotiate agreements with foreign governments to further the purposes of this Act. Amends the Trafficking Victims Protection Act of 2000 to include in the annual report of the Secretary of State on the status of severe forms of human trafficking efforts of foreign countries to identify and provide notice of international travel by sex offenders. Encourages the President to use authorities under the Foreign Assistance Act of 1961 to assist foreign countries in identifying and providing notice of sex offenders traveling to the United States and other countries. Sets forth reporting requirements relating to the travel of international sex offenders.

Requires any qualified health benefit plan offered through an Exchange that includes coverage for abortions to also offer a qualified health benefit plan through the Exchange that is identical in every respect except that it does not cover abortions.

Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Security Council resolutions, and all international, multilateral, and bilateral agreements, including the 2005 Protocol to the Convention for the Suppression of Unlawful Acts Against the Safety of Maritime Navigation to interdict the import into or export from Iran of materials, equipment, goods and technology useful to any nuclear, biological, chemical, missile, or conventional arms program; and (2) negotiate and utilize ship boarding and other interdiction agreements with countries determined to interdict the import or export of such items. Requires the President to report periodically to Congress on: (1) the identity of all known countries (including Iran), entities, and persons that have engaged in the import into or export from Iran of items useful to any nuclear, biological, chemical, missile, or conventional arms program; (2) any countries, entities, and persons that have violated U.S. laws, U.N. Security Council resolutions, international treaties, conventions, and other agreements prohibiting the import into or export from Iran of such items; (3) measures taken by the United States, or in cooperation with other countries or international organizations, to hold violators accountable; and (4) the interdiction assistance actions taken by foreign governments during the preceding 120-day period.

Authorizes the Secretary to establish the Embassy Science Fellows Program to: (1) pay for the costs of federal scientists to serve for up to three years in the Department of State; and (2) enhance scientists' role in U.S. diplomatic efforts. Authorizes the Secretary to establish the Jefferson Science Fellows Program to: (1) provide an opportunity for tenured research-active scientists and engineers from the U.S academic community to serve in the Department of State for one year; and (2) enhance the availability at the Department of up-to-date scientific knowledge relevant to foreign policy and international relations. Directs the Secretary to establish the Scientific Envoys Program under which the Secretary shall appoint scientists and engineers to serve as envoys on behalf of the United States to: (1) represent the U.S. commitment to promote, in collaboration with other countries, the advancement of science and technology; and (2) facilitate partnerships with eligible countries. Expresses the sense of Congress that: (1) the Office of the Science and Technology Advisor should be further integrated into Department activities; and (2) relevant federal agencies should work to improve the visa process to ensure that the United States remains a central destination for scientific conferences and programs.

Prohibits the Secretary of State from issuing a visa to any such alien or the Secretary of Homeland Security (DHS) from admitting into the United States, or granting any type of immigration status to, any such alien. Amends the Immigration and Nationality Act to prohibit the Secretary of Homeland Security from paroling (i.e., admitting for a temporary period) any such alien into the United States.

Designates as a national discovery trail the 6,000-mile American Discovery Trail which shall extend from Cape Henlopen State Park in Delaware to Point Reyes National Seashore in California, traveling northern and southern routes from Cincinnati, Ohio, to Denver, Colorado. Sets forth requirements for designation as a national discovery trail. Requires the appropriate Secretary for each national discovery trail to: (1) administer the trail in cooperation with a competent trailwide volunteer-based organization; and (2) submit a comprehensive plan for the protection, management, development, and use of such trail.

Requires the costs of purchases of mortgages, and mortgage-backed securities issued, by Fannie Mae and Freddie Mac to be calculated by adjusting a specified discount rate for market risks under the Credit Reform Act of 1990. Subjects to the statutory public debt limit the face amount of obligations issued by Fannie Mae and Freddie Mac and outstanding at one time.

Requires a two-thirds recorded vote of Members in the House and a roll call vote of at least two-thirds of the Members of the Senate before legislation increasing the statutory limit on the public debt may be considered as passed or agreed to in either chamber. Permits a successful appeal from the ruling of the Chair in the Senate on such prohibition, but only by an affirmative roll call vote of two-thirds of its Members. Repeals Rule XXVIII (Statutory Limit on Public Debt) of the Rules of the House, and known as the "Gephardt Rule," providing for mandatory adjustment of the statutory limit on the public debt to conform to a budget resolution.

Estate Tax Relief Act of 2009 - Repeals provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 (EGTRRA) eliminating the tax on estates and generation-skipping transfers and the step-up in basis provisions for property acquired from a decedent for estates of decedents dying after 2009. Declares that the sunset provision (general terminating date of December 10, 2010) of EGTRRA shall not apply to title V of such Act (Estate, Gift, and Generation-Skipping Transfer Tax Provisions). Amends the Internal Revenue Code to: (1) allow annual increases in the estate tax exclusion amount until it reaches $5 million in 2019 and inflation adjustments to such amount after 2019; and (2) phase in annual reductions in the estate tax rate between 2009 and 2019 (45% to 35% in 2019 and thereafter) and eliminate the deduction for state estate, inheritance, legacy, or succession taxes over the same period.

Requires the matrix to consist of easily measurable, demonstrable, clinical factors for: (1) achieving the recommended body mass index (or alternatively, an individual's recommended waist circumference); (2) achieving recommended lipid profile levels that make up a full lipid panel (or alternatively, the recommended ratio of high density lipoprotein [HDL] to low density lipoprotein [LDL]); (3) achieving the recommended blood pressure level; (4) completing all cancer screenings for age and gender, based on guidelines of the U.S. Preventive Services Task Force; (5) achieving nonsmoking status; and (6) achieving the recommended fasting blood sugar level (or if diabetic, the recommended hemoglobin A1c level).

Regulations From the Executive in Need of Scrutiny Act of 2009 - Rewrites provisions regarding congressional review of agency rulemaking to require congressional approval of major rules of the executive branch before they may take effect (currently, major rules take effect unless Congress passes and the President signs a joint resolution disapproving them). Provides that if a joint resolution of approval of a major rule is not enacted by the end of 90 session days or legislative days after such resolution is introduced, the rule shall be deemed not to be approved and shall not take effect. Permits a major rule to take effect for 90 calendar days without such approval if the President determines such rule is necessary because of an imminent threat to health or safety or other emergency, for the enforcement of criminal laws, for national security, or to implement an international trade agreement. Sets forth procedures of the House of Representatives and the Senate for joint resolutions: (1) approving major rules; and (2) disapproving nonmajor rules.
