Amends the Internal Revenue Code to permanently extend: (1) the increased standard deduction for married taxpayers filing joint returns or for surviving spouses (twice the deduction for single taxpayers); and (2) the increase in the taxable income level for qualifying married taxpayers filing joint returns or surviving spouses for the 15-percent tax bracket. Provides that the general terminating date under the Economic Growth and Tax Relief Reconciliation Act of 2001 (December 31, 2010) shall not apply to the extensions provided by this Act.

Alternative Minimum Tax Repeal Act of 2004 - Amends the Internal Revenue Code to increase the alternative minimum tax exemption amount for individual taxpayers in taxable years 2006 through 2013. Repeals the alternative minimum tax on individual taxpayers for taxable years beginning after 2013.

Assistance to Firefighters Grant Reauthorization Act of 2004 - Amends the Federal Fire Prevention and Control Act of 1974 to modify provisions regarding firefighter assistance to make the Administrator of the United States Fire Administration (currently, the Director of the Federal Emergency Management Agency) responsible for such assistance. Authorizes the Administrator to make grants to volunteer emergency medical service squads and to provide assistance for firefighter safety research and development. Includes within authorized uses of grants the funding of such squads that are not affiliated with a fire department, hospital, or for-profit entity. Makes specified funds available for research to improve firefighter health and life safety. Grants priority for certain earmarked funds to organizations that focus on prevention of injuries to high risk groups from fire, as well as research programs that demonstrate the potential to improve firefighter safety. Allows the Administrator to provide assistance only if the applicant agrees to match with an equal amount of non-Federal funds 20 (currently 30) percent of the assistance received for any fiscal year. Modifies grant recipient limitations. Directs the Administrator to: (1) convene an annual meeting of non-Federal fire service experts to recommend criteria for awarding grants and necessary administrative changes; (2) publish each year in the Federal Register guidelines that describe the grant application process and award criteria; (3) appoint fire service personnel to conduct peer review of applications; and (4) re-conduct a study to define the current role and activities associated with fire services.

September 11th Heroes Memorial Park Act - Establishes a national memorial at the Staten Island, New York, recovery site where the debris created by the September 11, 2001 terrorist attacks on the World Trade Center was deposited. Creates the September 11th Heroes Memorial Park Advisory Commission to: (1) submit to the Secretary of the Interior and Congress a report with recommendations for the planning, design, construction, and management of a permanent memorial at the site; (2) advise the Secretary on memorial site boundaries; (3) advise the Secretary in the development of a management plan for the memorial; (4) consult and coordinate with specified entities; (5) address Federal funding for operation and maintenance of the memorial; (6) provide significant opportunities for public participation in the planning and design of the memorial; and (7) officially name the memorial. Authorizes the Secretary to: (1) assist the Commission with specified tasks and staffing; (2) participate in the planning, design, and construction of the memorial; (3) acquire land for the memorial site from willing sellers; and (4) administer the memorial as a unit of the National Park Service.

Designation of Foreign Terrorist Organizations Reform Act - Amends the Immigration and Nationality Act (INA) to revise requirements authorizing the Secretary to designate an organization as a foreign terrorist organization. Makes designations effective until revoked or set aside (currently effective for two years, subject to revocation). Sets forth procedures requiring the Secretary to review the designation of a foreign terrorist organization upon the organization's filing a petition for revocation within two years after such designation. Requires the Secretary to review a designation if no review has taken place within a four-year period. Authorizes the Secretary to amend a designation. Amends the Foreign Relations Authorization Act, Fiscal Years 1988 and 1989 to require the inclusion in the State Department's Country Reports on Terrorism of: (1) information concerning specified terrorist groups that are known to have obtained or developed weapons of mass destruction (WMDs) or that are designated as foreign terrorist organizations under the INA; and (2) to the extent feasible, information concerning countries that have assisted terrorists in obtaining or developing WMDs.

Pancreatic Islet Cell Transplantation Act of 2004 - Amends the Public Health Service Act to: (1) allow pancreata procured for use in islet cell transplantation or research to be counted for certification purposes for qualified organ procurement organization grants; and (2) require the Diabetes Mellitus Interagency Coordinating Committee to include in its annual report an assessment of the Federal activities and programs related to pancreatic islet cell transplantation.

Tax Relief Guarantee Act of 2004 - Repeals the current termination date (December 31, 2010) of the Economic Growth and Tax Relief Reconciliation Act of 2001. Amends the Internal Revenue Code to repeal: (1) the reductions in the amount of the child income tax credit scheduled for taxable years 2005 through 2009 and to set the amount of such credit at $1,000 for all taxable years after 2004; (2) the reductions in the basic standard deduction percentage for married couples filing joint tax returns scheduled for taxable years 2005 through 2008; (3) the reductions in the percentage applicable to the maximum taxable income in the 15 percent tax bracket for married couples filing joint tax returns scheduled for taxable years 2005 through 2007; and (4) the reduction in the income threshold amount for ten percent income tax rate eligibility scheduled for taxable years 2005 through 2007. Repeals the current termination date (December 31, 2008) of provisions in the Jobs and Growth Tax Relief Reconciliation Act of 2003 reducing capital gains tax rates and allowing the taxation of dividends at capital gain tax rates. Amends the Internal Revenue Code to: (1) set the dollar limitation for the expense deduction for depreciable business assets at $100,000 for all taxable years after 2004 and to permanently increase to $400,000 the threshold amount for determining reductions in the dollar limitation of such deduction; (2) increase the percentage of the additional depreciation allowance for property acquired after May 5, 2003, from 30 to 50 percent.

Stroke Treatment and Ongoing Prevention Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to: (1) carry out a national education and information campaign to promote stroke prevention and increase the number of stroke patients who seek immediate treatment; and (2) maintain the Paul Coverdell National Acute Stroke Registry and Clearinghouse by collecting specific data points and benchmarks for stroke care analysis, and compiling and disseminating information on State, local, and private care system achievements and problems. Defines "stroke" as an attack in which blood flow to the brain is interrupted, or in which a blood vessel or aneurysm in the brain breaks or ruptures. Includes stroke and traumatic injury prevention, diagnosis, and treatment within the grant program for emergency medicine residency training. Authorizes the Secretary, through the Administrator of the Health Resources and Services Administration, to make grants to qualified entities for health care professionals education programs in the use of diagnostic approaches, technologies, and therapies for stroke and traumatic injury prevention, diagnosis, treatment, and rehabilitation. Gives preference to areas with a significant incidence of stroke or traumatic injuries. Authorizes the Secretary, through the Office for the Advancement of Telehealth, to make up to seven grants to States and to consortia of public and private entities in any non-grantee State to conduct a five-year pilot project (not to extend beyond FY 2009) to improve and coordinate stroke-related health care through telehealth networks.

Stock Option Accounting Reform Act - Amends the Securities Exchange Act of 1934 to require an issuer of registered securities to show as an expense in its mandatory annual report the fair value of all stock purchase options granted to certain of its senior executive officers after December 31, 2004. Exempts small business issuers from such requirement. Amends the Securities Act of 1933 to require reporting of: (1) stock option expenses as a reduction of the total expense in the fiscal year in which they expire or are forfeited; and (2) as income any excess by which such reduction exceeds total option expenses for any fiscal year. Requires any accounting principle recognized as "generally accepted" by the Securities and Exchange Commission (SEC) regarding the expensing of stock purchase options to comply with this Act. Denies recognition to any such accounting principle until the Secretaries of Commerce and of Labor complete a joint study on the economic impact of mandatory expensing of all employee stock options.

Children's Access to Vision Act of 2003 - Authorizes the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, to make grants to States for: (1) comprehensive eye examinations for children needing such services, with priority for children under nine years old; (2) subsequent vision treatment or services; and (3) educational materials on recognizing signs of visual impairment in children. Directs the Secretary to coordinate the grant program with appropriate Federal and State child services programs. Requires an annual State program evaluation.

Deplores the development by Iran of a nuclear weapons program and the failure of the Government of Iran to report material, facilities, and activities to the International Atomic Energy Agency (IAEA) in contravention of its obligations under the safeguards convention it signed in connection with the Nuclear Non-Proliferation Treaty (Treaty). Concurs with the conclusion of the Department of State that Iran is pursuing a program to develop nuclear weapons. Calls on the President to use all appropriate means to prevent Iran from acquiring nuclear weapons, with particular attention to the needs of the IAEA for information and access, including information concerning gas centrifuges and the conduct of uranium conversion experiments. Calls on Russia to suspend all nuclear cooperation with Iran until Iran fully complies with a specified IAEA resolution, with particular attention to spent fuel. Calls on the IAEA to declare Iran in violation of the Treaty. Calls on the United Nations Security Council to consider immediately the passage of a Security Council resolution or the taking of other actions that may be necessary to impose diplomatic and economic sanctions against Iran if it fails to meet its obligations to the IAEA. Calls on the Government of Iran to cease all efforts to acquire nuclear fuel cycle capabilities and to end the enrichment and processing of uranium until it is able to provide specific, verifiable assurances that it is not engaged in a clandestine nuclear weapons program.

Nuclear Waste Financing Act of 2003 - Requires that, beginning in FY 2005, and through the end of FY 2010, the receipts, proceeds, and recoveries realized by the Secretary of Energy relating to contracts for transportation and disposal of high-level radioactive waste and spent nuclear fuel shall be credited to the Nuclear Waste Fund as offsetting collections. Prescribes implementation procedures, including adjustments to the levels of budgetary resources from offsetting collections and preservation of the corpus of the Fund.

No Financial Aid for Sex Offenders Act - Amends the Higher Education Act of 1965 to prohibit the award of Pell grants and student loans to individuals subject to an involuntary civil commitment upon completion of a period of incarceration for a sexual offense.

Public Safety Interoperability Implementation Act - Amends the National Telecommunications and Information Administration Organization Act to establish in the Treasury the Public Safety Communications Trust Fund, to be funded through authorizations of appropriations and proceeds from the sale of certain bands of Government-owned broadcast spectrum. Requires the Administrator of the National Telecommunications and Information Administration to administer the Fund. Authorizes the Administrator to make grants to implement interoperability and modernization for the communications needs of public safety, fire, emergency, law enforcement, and crisis management by State and local government agencies and instrumentalities and nonprofit organizations.

Faster and Smarter Funding for First Responders Act of 2003 - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security to establish a State and Regional First Responder Grant Program under which the Secretary may make grants to States and eligible regional entities on the basis of the threat to a State or region's population and critical infrastructure, as determined by the Under Secretary for Information Analysis and Infrastructure Protection. Requires the Secretary, acting through the Under Secretary, to evaluate and prioritize grant applications, considering factors such as threats to the population, specific economic sectors, major communications nodes and transportation systems, specific elements of the food supply, the water and energy supplies, civic infrastructure and emergency response capabilities, and specific structures of symbolic national importance. Bars the use of grant funds to supplant State or local funds that would otherwise be available for homeland security or first responder projects. Directs the Secretary to: (1) establish the Advisory Council on First Responders, which shall report to the Secretary through the head of the Office of State and Local Government Coordination; and (2) revise the Homeland Security Advisory System to require that any designation of a threat level or other warning be accompanied by a designation of the geographic regions and economic sectors to which it applies. Directs the Under Secretary for Science and Technology to conduct a study of whether there is a need to assign additional bands of frequencies of electromagnetic spectrum to assist first responders.

Tax Reform Action Commission Act of 2003 - Establishes in the legislative branch a Tax Reform Action Commission to make specific recommendations to Congress for the reform of the internal revenue laws in a manner that produces a system that is: (1) simple, transparent, and efficient; (2) fair and equitable to all Americans; and (3) neutral between different activities and between current consumption and future consumption.

Benjamin Franklin Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue one dollar coins emblematic of the life and legacy of Benjamin Franklin (not more than 250,000 bearing his image as a young statesman and not more than 250,000 with his image as an older numismatist). Directs that all sales include a $10 per coin surcharge, which shall be paid by the Secretary to the Benjamin Franklin Tercentenary Commission, to be used to educate people about Franklin's legacy.

Health and Education Access for Students with Diabetes Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to prohibit a State or public or private entity from receiving funds under ESEA title IV part A, also known as the Safe and Drug-Free Schools and Communities Act, unless it has a policy in effect against hindering or restricting a student from engaging in diabetes treatment prescribed or recommended by a physician.

Declares that the Federal Trade Commission is authorized under the Telemarketing and Consumer Fraud and Abuse Prevention Act to implement and enforce a national do-not-call registry. Ratifies the do-not-call registry provision of the Telemarketing Sales Rule which was promulgated by the Federal Trade Commission, effective March 31, 2003.

Pediatric Palliative Care Act of 2003 - Amends the Public Health Service Act to provide grants to: (1) provide training in pediatric palliative care and related services; (2) implement or expand pediatric palliative care programs for children with life-threatening conditions; (3) expand the number of physicians, nurses, mental health professionals, and appropriate allied health professionals and specialists with pediatric palliative clinical training and research experience; (4) enhance pediatric palliative care and care for children with life-threatening conditions in general pediatric or family practice residency training programs through the development of model programs; and (5) fund research in pediatric pain and symptom management that will utilize existing facilities of the National Institutes of Health. Provides for Medicare and private sector pediatric palliative care demonstration projects.

Federal Law Enforcement Officers Retirement Relief Act - Amends Federal civil service law relating to the Civil Service Retirement System (CSRS) and the Federal Employees Retirement System (FERS) to: (1) consider a law enforcement officer, firefighter, or member of the Capitol Police eligible for an annuity computed under CSRS or FERS (whichever applies) whether or not such officer, firefighter, or member meets certain age and service requirements for retirement; (2) prohibit the 5-year or 18-month (as applicable) minimum creditable service requirement from applying with respect to a law enforcement officer, firefighter, or member who becomes disabled from an injury sustained in the performance of duty; and (3) change the age requirement for periodic medical examinations and certain other related requirements from 60 to 50 years of age with respect to a law enforcement officer, firefighter, or member who is receiving a disability retirement annuity.

Prohibits a State or unit of local government from using Federal funds to assist prosecutors unless the State or local unit: (1) provides information on convicted individuals to the Department of Homeland Security sufficient to permit determination of immigration status; and (2) transfers illegal individuals to the Department. Amends the Immigration and Nationality Act to: (1) include within the categories of criminal aliens who shall be taken into detention individuals who have been convicted of any Federal or State offense and deportable on any ground; and (2) apply expedited removal provisions to aliens convicted of crimes (currently applies to convictions of aggravated felonies).

Requires the University, to be eligible for such grant, to designate the global affairs institute within the Maxwell School of Citizenship and Public Affairs as the Daniel Patrick Moynihan Global Affairs Institute.

Terrorist Penalties Enhancement Act of 2003 - Amends the Federal criminal code to require any person who, in the course of committing a terrorist offense, engages in conduct that results in the death of a person, to be punished by death or imprisoned for any term of years or life. Includes "terrorist offenses resulting in death" among the aggravating factors for homicide which are used in determining whether a death sentence is justified. Denies Federal benefits to any individual who is convicted of a Federal crime of terrorism, for any term of years or for life.

State and Local Law Enforcement Discipline, Accountability, and Due Process Act of 2003 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to set forth the due process rights, including procedures, that shall be afforded a law enforcement officer (officer) who is the subject of an investigation or disciplinary hearing. Declares that an officer shall not be: (1) prohibited from engaging in political activity or be denied the right to refrain from engaging in such activity, except when on duty or acting in an official capacity; and (2) prohibited from being a candidate for an elective office or from serving in such elective office solely because of the officer's status as an officer, with exceptions. Requires that: (1) each agency adopt and thereafter comply with a written complaint procedure that meets specified requirements; and (2) an investigation based on a complaint from outside the agency commence not later than 15 days after receipt of the complaint by the agency employing the officer against whom the complaint has been made, or any other agency charged with investigating such complaint. Directs that any officer who is the subject of an investigation be notified of the investigation 24 hours before the commencement of questioning. Establishes rights of officers before and during questioning, including the right to counsel. Requires questioning to be conducted at reasonable hours. Prohibits an officer from being compelled to submit to the use of a lie detector.

Financial Aid Simplification Act - Amends the Higher Education Act of 1965 to direct the Advisory Committee on Student Financial Assistance to study and report to specified congressional committees on the feasibility of simplifying the need analysis methodology for all Federal student financial assistance programs and the process of applying for such assistance through the Free Application for Federal Student Aid (FAFSA). Requires the Secretary of Education within one year after the report's submission to initiate a redesign of the FAFSA Revises eligibility requirements for filing of a simplified FAFSA to allow, as an alternative to not being required to file an income tax return, that the student's parents or the student (and the student's wife, if any) received benefits under a means-tested Federal benefit program. Directs the Secretary to make special efforts, in conjunction with State efforts, to: (1) notify students and their parents who qualify for a free lunch under the Richard B. Russell National School Lunch Act, the Food Stamps program, or other such programs of their potential eligibility for a maximum Pell Grant; and (2) disseminate such informational materials as necessary.

Chemical Facility Security Act of 2003 - Requires owners or operators of selected chemical storage facilities to develop and implement a site security plan that addresses the facility's vulnerability to a terrorist release. Directs the Secretary of Homeland Security to promulgate regulations specifying: (1) which facilities should be selected based on the likelihood of terrorist attack, the nature of the substances stored, the potential harm if released, cost, and technical feasibility; (2) a timetable for the completion of a vulnerability assessment and site security plan; (3) the contents of the plan; (4) plan certification and availability requirements; and (5) limits on the disclosure of sensitive information. Requires the Secretary to provide owners or operators with relevant threat information to the extent practicable. Grants the Secretary access to the premises, security plans, and other records, as necessary, for any selected facility. Permits chemical sources required to prepare a facility vulnerability assessment and a facility security plan or an emergency response plan under other acts to be excluded from the requirements of this Act. Requires the Administrator of the Environmental Protection Agency (EPA) to provide the Secretary, upon request, with any vulnerability assessment or emergency response plan received by the Administrator under the terrorist and other intentional acts provision of the Safe Drinking Water Act.

Calls for an expedited resolution, including through arbitration, of all existing child custody cases in which Saudi Arabian subjects are holding U.S. citizens who are minors in the Kingdom of Saudi Arabia without regard for U.S. law. Urges the U.S. Government to seek to enter into a permanent treaty or other agreement with the Kingdom of Saudi Arabia to govern future child custody disputes between the two countries.
