Access to Thermal Imaging Cameras Act - Authorizes the Director of the Federal Emergency Management Agency (FEMA) to make competitive grants to fire departments for the purpose of acquiring thermal imaging cameras. Requires the non-Federal share of acquisition costs to be 33 percent. Declares the sense of Congress that any funds appropriated to FEMA for this purpose should be offset with corresponding reductions in funds appropriated to carry out other Federal programs.

Amends the Internal Revenue Code to set forth provisions for: (1) a small employer (100 or fewer employees) retirement plan; (2) a credit for the expenses of establishing such a plan; and (3) a model small employer retirement plan.

Duchenne Muscular Dystrophy Childhood Assistance, Research and Education Amendments of 2001, or the DMD CARE Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health to: (1) expand and intensify programs of the National Institute of Neurological Disorders and Stroke, National Institute of Arthritis and Musculoskeletal and Skin Diseases, and the National Institute of Child Health and Human Development (the National Institutes) with respect to research and related activities concerning Duchenne muscular dystrophy (DMD); (2) award grants or contracts to public or nonprofit entities for at least three DMD research centers of excellence; and (3) provide for donation, collection, and preservation of tissues and genetic materials for such research. Directs the Secretary of Health and Human Services to establish a Muscular Dystrophy Coordinating Committee to coordinate all Federal DMD health programs and activities. Authorizes the Secretary, through the Centers for Disease Control and Prevention (CDC), to award grants and cooperative agreements for the collection, analysis, and reporting of DMD data. Requires the establishment through the CDC of at least three regional centers of excellence in DMD epidemiology. Directs the Secretary to establish a DMD education and information program.

Unsolicited Commercial Electronic Mail Act of 2001 - Amends the Federal criminal code to provide criminal penalties for intentionally initiating the transmission of any unsolicited commercial electronic mail message (message) to a protected computer in the United States with the knowledge that any domain name or other initiator identifying information contained in or accompanying such message is false or inaccurate. Prohibits any person from sending such a message unless the message contains a valid e-mail address, conspicuously displayed, to which a recipient may send notice of a desire not to receive further messages. Prohibits a person from sending other unsolicited commercial e-mail messages after a reasonable period of time following such notice. Requires any such message to include information that: (1) identifies the message as unsolicited commercial e-mail; and (2) contains notice of the opportunity for the recipient to request to not receive further messages. Makes it unlawful for a person to initiate the transmission of such a message in violation of a policy regarding unsolicited commercial e-mail messages that complies with specified requirements. Directs the Federal Trade Commission (FTC) to notify violators under this Act, to prohibit further initiation of such messages, and to require the initiator to delete the names and e-mail addresses of the recipients and providers from all mailing lists. Requires the names and e-mail addresses of any children of the recipient to be included in such notification.

Veterans Comprehensive Hepatitis C Health Care Act - Directs the Secretary of Veterans Affairs, during the first year after the enactment of this Act, to provide a blood test for the Hepatitis C virus to: (1) each veteran who served on active military duty during the Vietnam era, or who is considered to be "at risk," and who is enrolled to receive veterans' medical care and requests such care or is otherwise receiving a physical examination or any other care or treatment from the Secretary; and (2) any other veteran who requests such test. Requires the Secretary, after such period, to provide such test to any veteran who requests it. Requires the Secretary to provide followup tests and appropriate treatment for any veteran who tests positive. Prohibits a copayment from being charged for such treatment. Provides funding for Department Hepatitis C detection and treatment programs, beginning with FY 2001. Directs the Secretary to: (1) develop and implement a standardized Department policy with respect to such virus; and (2) annually take appropriate outreach actions to notify untested veterans. Directs the Secretary to establish at least one and no more than three additional Hepatitis C centers of excellence within the Department health care network. Provides funding.

Persian Gulf War Illness Compensation Act of 2001 - Amends a veterans' benefits program of compensation for disabilities occurring in veterans of the Persian Gulf War to: (1) require such disabilities, to be compensable, to occur before December 31, 2011, or such later date as prescribed by the Secretary of Veterans Affairs; (2) define an "undiagnosed illness" in such veterans as one manifested by specified symptoms or signs the cause, etiology, or origin of which cannot be specifically and definitely identified; and (3) include an undiagnosed illness having such a symptom or sign within the presumption of being service-connected and therefore treatable as a service-connected disability.

Survivor Benefits Tax Fairness Act - Amends the Taxpayer Relief Act of 1997 to extend to survivors of public safety officers killed in the line of duty before December 31, 1996, the same tax benefits available to the survivors of such officers killed after such date.

Prohibits the United States from operating a U.S. consulate in Jerusalem unless it is under the supervision of the U.S. Ambassador to Israel. Requires any official U.S. Government document which lists countries and their capital cities to identify Jerusalem as the capital of Israel. Declares that, for purposes of registration of birth, certification of nationality, or issuance of a passport of a U.S. citizen born in the city of Jerusalem, the Secretary of State shall, upon the citizen's (or the citizen's legal guardian's) request, record the place of birth as Israel.

Project Exile Safe Streets and Neighborhoods Act of 2001 - Amends the Violent Crime Control and Law Enforcement Act of 1994 to direct the Attorney General to provide firearms sentencing incentive grants to eligible States that: (1) demonstrate that they have implemented laws requiring that any person who uses or carries a firearm in any violent crime or serious drug trafficking crime be sentenced to not less than five years in prison (without the possibility of parole) in addition to the punishment provided for such crime, or requiring that any person who possesses a firearm, having at least one prior conviction for a violent crime, be sentenced to five years' imprisonment (without the possibility of parole); or (2) can demonstrate that they have in effect an equivalent Federal prosecution agreement; and (3) demonstrate that they have or will implement a public awareness and community support program that seeks to build support for, and warns potential violators of, such firearms sentencing laws; and (4) provide assurances that they will coordinate with Federal prosecutors and Federal law enforcement agencies and will allocate resources to reduce crime in high-crime areas. Sets forth allowable uses for such grants, including to: (1) support law enforcement agencies, prosecutors, courts, probation officers, correctional officers, the juvenile justice system, the improvement of criminal history records, or case management programs involving the sharing of information about serious offenders; (2) carry out such a public awareness and community support program; and (3) build or expand correctional facilities.

Urges: (1) Palestinian Liberation Organization Chairman Yasser Arafat to use his influence and resources to see that violence in the Middle East is brought to an end; and (2) countries that neighbor Israel and the international community to respect the freely expressed will of the Israeli people and to be prepared to engage in constructive relations with the new Israeli Government. Restates the U.S. commitment to a secure peace for Israel.

Vietnam Veterans Memorial Education Act - Authorizes the Vietnam Veterans Memorial Fund, Inc., to construct a temporary education center for educating people about the Memorial. Requires the center to remain for ten years, after which Congress may reevaluate the continuing need for the center. Sets forth conditions for the use of excess coin funds under the United States Veterans Commemorative Coin Act of 1993 in the construction of such center, including that the Fund provide detailed information with respect to the use of such funds.

Child Custody Protection Act - Amends the Federal criminal code to prohibit transporting an individual under age 18 across a State line to obtain an abortion and thereby abridging the right of a parent under a law in force in the State where the individual resides requiring parental involvement in a minor's abortion decision. Makes an exception if the abortion was necessary to save the life of the minor. Specifies that neither the minor transported nor her parent may be prosecuted or sued for a violation of this Act. Makes it an affirmative defense to a prosecution for, or to a civil action based on, such a violation that the defendant reasonably believed that before the individual obtained the abortion, the parental consent or notification or judicial authorization that would have been required had the abortion been performed in the State where the individual resides, took place. Authorizes any parent who suffers legal harm from a violation to obtain appropriate relief in a civil action. Defines "parent" to include a guardian, legal custodian, or person standing in loco parentis who has care and control of the minor, and with whom the minor regularly resides, who is designated by such law as a person to whom notification, or from whom consent, is required.

Directs the Secretary of the Interior to: (1) purchase the Ronald Reagan Boyhood Complex in Dixon, Illinois, and related personal property; (2) designate the Complex as the Ronald Reagan Boyhood Home National Historic Site; (3) enter into a cooperative agreement with the Ronald Reagan Boyhood Home Foundation for the management, operation, and use of the Site; and (4) complete a general management plan for the Site.

Directs the Secretary of State to: (1) initiate a U.S. plan to endorse and obtain observer status for Taiwan at the annual week-long summit of the World Health Assembly (of the World Health Organization) in May 2001 in Geneva, Switzerland; and (2) instruct the U.S. delegation to Geneva to implement such plan.

Federal Law Enforcement Officers Retirement Relief Act - Amends Federal civil service law relating to the Civil Service Retirement System (CSRS) and the Federal Employees Retirement System (FERS) to: (1) consider a law enforcement officer, firefighter, and member of the Capitol Police eligible for an annuity computed under CSRS or FERS (whichever applies) whether or not such officer, firefighter, or member satisfies or meets certain age and service requirements for retirement, as applicable; (2) prohibit the 5-year or 18-month (as applicable) minium creditable service requirement from applying with respect to a law enforcement officer, firefighter, or member who becomes disabled from an injury sustained in the performance of duty; and (3) change the age requirement for periodic medical examinations and certain other related requirements from 60 to 50 years of age with respect to a law enforcement officer, firefighter, or member who is receiving a disability retirement annuity.

Commuter Benefit Equity Act of 2001 - Amends the Internal Revenue Code to raise the $65 transportation fringe benefit limitation (applicable to commuter highway vehicles and transit passes) to an amount ($175) that equals the amount permitted for qualified parking (thus providing for a uniform dollar limitation for all types of transportation fringe benefits).

Keep Our Promise to America's Military Retirees Act - Amends Federal employee provisions to include the following as an employee, for purposes of authorized enrollment under the Federal Employees Health Benefits (FEHB) Program: (1) a member of the armed forces who began service before June 7, 1956, and retired after a minimum of 20 years of such service or by reason of a service-connected disability; and (2) the surviving widow or widower of such member. Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide FEHB coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member.

Law Enforcement Officers Privacy Protection Act - Amends rule 26 of the Federal Rules of Civil Procedure to authorize: (1) a party to obtain discovery of law enforcement personnel records otherwise discoverable only upon a showing that there exists a reasonable basis, supported by facts, for contending that the records sought are necessary and material to an issue involved in the pending action; and (2) the court, in its discretion and after in camera review of such records, to order discovery of such records when the required showing has been made, subject to a protection order. Prohibits a party from obtaining discovery of any matter by reason of its relevance with respect to, or its use in leading to the discovery of admissible evidence as to, the existence of the reasonable basis.

Community Protection Act of 2001- Amends the Federal criminal code to authorize qualified law enforcement officers (including qualified retired officers) carrying the photographic identification issued by the governmental agency for which the individual is, or was, employed as a law enforcement officer, notwithstanding State or local laws, to carry a concealed firearm that has been shipped or transported in interstate or foreign commerce. Specifies that this Act shall not be construed to supersede or limit the laws of any State that: (1) permit private persons or entities to prohibit or restrict the possession of concealed firearms on their property; or (2) prohibit or restrict the possession of firearms on any State or local government property, installation, building, base, or park.

Acid Rain Control Act - Directs the Administrator of the Environmental Protection Agency to establish a Nitrogen Oxide Allowance Program under which the contiguous States and the District of Columbia will be allocated allowances, beginning in 2004, to emit limited monthly amounts of nitrogen oxides. Makes it unlawful, after January 1, 2002, for: (1) the owner or operator of an affected facility to emit nitrogen oxides exceeding the amount of allowances held; or (2) any person to hold, use, or transfer such allowances, except as provided under this Act. Repeals the nitrogen oxides emission reduction program under the Clean Air Act. Imposes penalties for emissions in excess of allowances. Requires offsets of allowances in the calendar year following the one in which excess emissions occurred. Decreases the amount of sulfur dioxide authorized to be emitted under an existing allowance program for 2007 and subsequent years. Provides for regulations to: (1) protect specified regional ecosystems, including those modifying nitrogen oxide and sulfur dioxide allowance allocations; and (2) control electric utility and industrial source mercury emissions. Directs the Administrator to establish a competitive grant program to fund research related to the effects of nitrogen deposition on sensitive watersheds and coastal estuaries in the eastern United States.

Amends the Internal Revenue Code to exclude, subject to a $3,000 maximum exclusion (double for a joint return), from gross income a capital gain dividend which is: (1) distributed by a regulated investment company; and (2) automatically reinvested by the company in the stock of such company with respect to which the dividend is distributed.

Social Security Benefits Tax Relief Act of 2001 - Amends the Internal Revenue Code to repeal the 85 percent (second tier) taxation of Social Security and Railroad Retirement benefits. Appropriates, from the general fund, to the Hospital Insurance Trust Fund amounts equal to the reduction in revenue lost because of the repeal. Requires an annual report concerning the funds transferred from the general fund to the Trust Fund.

Federal Communications Commission Reform Act - Establishes the Commission to Study the Structure and Reauthorization of the Federal Communications Commission to study and report to Congress on the Commission's organizational structure with an emphasis on determining: (1) whether that structure should be changed to reflect the current state of telecommunications; and (2) whether there should be a reduction in the number of commissioners.

Financial Accounting for Intangibles Reexamination (FAIR) Act - Expresses the sense of Congress that before changing existing accounting rules for business combinations and intangible assets, the Securities and Exchange Commission and the Financial Accounting Standards Board should undertake a comprehensive reexamination of appropriate accounting methods for purchased and internally generated intangibles including goodwill, and should await the results of related studies of these issues. States that the availability and use of the pooling of interests method of accounting for any business combination shall be determined in accordance with generally accepted accounting principles in effect on October 1, 2000. Establishes the Commission on Financial Accounting for Intangibles to consider specified aspects of: (1) generally accepted accounting principles; (2) intangible assets; and (3) the pooling of interests method of accounting for business combinations. Instructs the Commission to report its recommendations and conclusions to the President and Congress.

Governors Island Preservation Act of 2000 - Establishes, as a unit of the National Park System, Governors Island National Monument, comprised of Castle Williams and Fort Jay and associated land located on Governors Island in New York Harbor. Requires the Administrator of General Services, as part of the overall disposition of Governors Island, to transfer administrative jurisdiction over the Monument to the Secretary of the Interior and, subject to agreement by the Secretary and the Governors Island Redevelopment Corporation, to reserve the right of access for the Secretary to the Monument for purposes of operating and maintaining it. Requires the Secretary of the Interior to submit to specified congressional committees a management plan for the Monument. Directs the Administrator to convey Governors Island (with the exclusion of the Monument) to New York for use consistent with a plan to be administered by the Governors Island Redevelopment Corporation and the purposes of this Act. Requires any use of the conveyed land to be consistent with such plan and purposes and to be in compliance with: (1) the New York State Environmental Quality Review Act; (2) the Governors Island Preservation and Design Manual.
