Muslim Brotherhood Terrorist Designation Act of 2014 - Expresses the sense of Congress that: (1) the Muslim Brotherhood has met the criteria for designation as a foreign terrorist organization, and (2) the Secretary of State should so designate it. Requires the Secretary to report to Congress the reasons why if he does not designate the Muslim Brotherhood as a foreign terrorist organization within 60 days. Directs the President to subject to sanctions any person in the United States or subject to U.S. jurisdiction who knowingly provides material support or resources to the Muslim Brotherhood or its affiliates, associated groups, or agents. Prohibits the Secretary from issuing any visa to, and directs the Secretary of Homeland Security (DHS) to deny U.S. entry to, any member or representative of the Muslim Brotherhood or its affiliates, associated groups, or agents. Requires any U.S. financial institution that knowingly has possession of or control over funds in which the Muslim Brotherhood or its affiliates, associated groups, or agents have an interest to: (1) retain possession of or control over the funds, and (2) report the funds to the Office of Foreign Assets Control of the Department of the Treasury.

SAVE Medicare Home Health Act of 2014

Securing Access Via Excellence for Medicare Home Health Act of 2014 or the SAVE Medicare Home Health Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act, with respect to the prospective payment system (PPS) for home health services, to repeal the rebasing reduction adjustment for 2014 and subsequent years required by the Patient Protection and Affordable Care Act (PPACA). Establishes a calendar year 2014 payment adjustment under such PPS. Directs the Secretary of Health and Human Services (HHS) to conduct a detailed analysis of the rebasing reduction in Medicare payments for home health services promulgated under the rule for home health prospective payment system rate update for calendar year 2014. Directs the Secretary to specify a home health all-cause all-condition hospital unplanned readmission measure for readmissions (for any cause) to a hospital for an individual entitled to benefits under Medicare part A (Hospital Insurance) (or enrolled under Medicare part B [Supplementary Medicare Insurance]) and who is receiving post-hospital home health services. Requires this measure to be risk adjusted for potentially preventable readmission to a hospital for such an individual. Directs the Secretary of Health and Human Services (HHS) to establish: (1) a Medicare home health agency value-based purchasing program (HHA VBP) under which value-based incentive payments are made in a year to home health agencies, and (2) performance standards for application of the unplanned readmission measure. Directs the Secretary to develop by regulation a methodology for assessing the total performance of each home health agency based on these performance standards. Directs the Secretary to: (1) withhold from the payment rates made for each year for home health services the amount necessary so that enactment of this Act is estimated not to result in any net change in payments made for Medicare services, and (2) provide for a distribution of a portion of those withheld amounts for performance payments to home health agencies. Directs the Medicare Payment Advisory Commission (MEDPAC) to review the progress of the HHA VBP and make appropriate recommendations on any improvements that should be made to the program.

Defines "fuel choice enabling vehicle" to mean an automobile that: operates on natural gas, hydrogen, propane, or biodiesel; is a flexible fuel vehicle; is a plug-in electric drive vehicle; is propelled solely by a fuel cell that produces power without the use of petroleum or petroleum-based fuel; or is propelled solely by something other than an internal combustion engine that operates on something other than petroleum-based fuel.

Expedited Family Reunification Act of 2014 - Amends the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to provide that any unaccompanied alien child (UAC) who has not been a victim of a severe form of trafficking in persons or does not have a credible fear of persecution on returning to his or her country of nationality or of last habitual residence shall be: (1) placed in removal proceedings, (2) eligible for voluntary departure at no cost to the child, and (3) provided with access to counsel. (Currently such expedited removal requirements apply to unaccompanied children from countries that are contiguous to the United States.) Directs the Secretary of State to negotiate agreements, in addition to countries contiguous to the United States, between the United States and Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama, and any other appropriate country regarding the repatriation of children. Applies the requirements of this Act to any UAC apprehended on or after June 15, 2012.

Federal Reserve Accountability and Transparency Act of 2014

Federal Reserve Accountability and Transparency Act of 2014 - Amends the Federal Reserve Act (FRA) to direct the Chairman of the Federal Open Market Committee (FOMC) to submit to the Comptroller General (GAO) and to certain congressional committees a Directive Policy Rule (DPR), including an identification of FOMC members who voted in its favor. Defines DPR as a policy rule developed by the FOMC that meets specified requirements and provides the basis for the Open Market Operations Directive. Directs GAO to study whether the DPR has materially changed, audit any materially changed DPR, and report to certain congressional committees on whether the ensuing DPR and the FOMC are in compliance with this Act. Requires the Chairman of the Board of Governors of the Federal Reserve System (Federal Reserve Board) to testify before certain congressional committees as to why non-compliance with this Act, if any, exists. Establishes a one-week blackout period during which permissible public communications by FOMC members and staff are restricted with respect to: (1) macroeconomic or financial developments; or (2) current, or prospective monetary policy issues. Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank) to direct the Federal Reserve Board to issue regulations, after public notice and comment, that provide for the at least three different sets of conditions (baseline, adverse, and severely adverse) and related methodologies required under current law for the evaluation of nonbank financial companies and certain bank holding companies with over $50 billion in assets. Directs the Federal Reserve Board to disclose publicly the aggregate number of supervisory letters sent to such bank holding companies, including the aggregate number of such letters designated as either "Matters Requiring Attention" or "Matters Requiring Immediate Attention." Increases from semi-annual to quarterly the number of times the Chairman of the Federal Reserve Board is required to give testimony to Congress. Amends the FRA to require the Vice Chairman for Supervision to give written testimony on the status of all pending and anticipated rulemakings made by the Board. Requires the Federal Reserve Board, before issuing any regulation, to assess the costs and benefits of available regulatory alternatives and choose the approach that maximizes net benefits and is tailored to impose the least impact on the availability of credit, economic growth, and the least burden on society. Prescribes the contents of a post-adoption impact assessment plan the Board must develop whenever it adopts or amends a major rule. Amends the FRA to prescribe ethics standards governing Federal Reserve Board members and employees, including requirements for disclosure of staff salaries and financial information. Prescribes requirements for Federal Reserve Board negotiations with any foreign or multinational entity. Amends the Federal Deposit Insurance Act to prescribe requirements for negotiations by the Board of Directors of the Federal Deposit Insurance Corporation (FDIC) with any foreign or multinational entity. Directs the Secretary of the Treasury, as a prerequisite to entering into negotiations with any foreign or multinational entity, to notify and consult with certain congressional committees regarding the nature of the agreement and its anticipated effects upon the economy.

Marine Access and State Transparency or the MAST Act - Amends the Antiquities Act of 1906 to bar the President from declaring any area of the exclusive economic zone to be a national monument unless: such declaration is specifically authorized by an Act of Congress; the President has submitted a proposal to make such declaration to the governor of each state, and of each territory, any part of which is located within 100 nautical miles of such area; each such governor submits to the President a notice that the legislature of that state or territory has approved the proposal; and the declaration is substantially the same as the proposal. Prohibits the Department of the Interior and the Department of Commerce, with respect to any area of the exclusive economic zone that is designated as a national monument, from implementing any restrictions on the public use of such a national monument until the expiration of an appropriate review period providing for public input and congressional approval.

National Border and Homeland Security Act

National Border and Homeland Security Act - Amends the Immigration and Nationality Act to give state criminal alien assistance program (SCAAP) funding priority to: (1) northern or southern border states, or (2) state political subdivisions having one of the four largest populations of unlawfully present aliens for the preceding fiscal year. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to direct the Secretary of Homeland Security (DHS) (Secretary) to complete the required 700 mile southwest border fencing and priority-area fencing by December 31, 2015. Amends the Secure Fence Act of 2006 to direct the Secretary, in consultation with state and local officials along the U.S.-Mexico border, to achieve operational control over U.S. international land and maritime borders by December 31, 2015. Directs the Secretary to: increase the number of full-time, active-duty Border Patrol agents through FY2018; increase the number of U.S. Customs and Border Protection (CBP) officers at U.S. ports of entry through FY2018; and establish within 18 months the biometric entry and exit data system required by the Intelligence Reform and Terrorism Prevention Act of 2004. Prohibits the Secretary of the Interior and the Secretary of Agriculture (USDA) from impeding border security-related activities by the Secretary on U.S. public lands. Amends the Homeland Security Act of 2002 to direct the Domestic Nuclear Detection Office (of DHS), in protecting the United States from a nuclear, fissile material, or radiological attack, to consider potential smuggling routes in land border areas between ports of entry, railcars entering the United States from Canada or Mexico, and private aircraft or small vessels. Directs the Secretary to procure within one year the number of next generation portable radiation detectors (PRDs) and radioactive isotope identification devices (RIIDs) required by the Border Patrol along the southern and northern U.S. borders. Directs the Secretary to develop within one year, and implement within two years of development, a strategic plan to detect and interdict biological and chemical weapons entering the United States.

Commonsense Legislative Exceptional Events Reforms Act of 2014 - Amends the Clean Air Act to revise the requirements for regulations that govern the review and handling of air quality monitoring data influenced by exceptional events. (The Environmental Protection Agency [EPA] may exclude monitored exceedances of the National Ambient Air Quality Standards from consideration when designating an area as nonattainment, redesignating an area as nonattainment, or reclassifying an existing nonattainment area to a higher classification if a state demonstrates that an exceptional event caused the exceedances.) Requires the criteria used to determine if an exceptional event was demonstrated to be specific in order to minimize the discretion of the EPA in approving or disapproving the demonstration. Requires the EPA to make a determination within 90 days after the submission of a petition by a state of an exceptional event demonstration. Considers the demonstration approved if the EPA does not make a determination by that deadline. Requires a determination to be based on a preponderance of the evidence and to accord substantial deference to the findings of the state exceptional event demonstration. Establishes an appeal process for reviewing a disapproval of a demonstration.

Requires eligible children to be enrolled prospectively in an MCCC program through initial assignment to a nationally designated children's hospital network.

Transparency in Education Act - Prohibits the Secretary of Education from issuing a final rule or implementing a proposed rule affecting the determination as to whether a postsecondary career education program provides training that leads to gainful employment in a recognized occupation, which is required if it is to participate in a program under title IV (Student Assistance) of the Higher Education Act of 1965 (HEA), until 90 days after: the Secretary publishes a complete data analysis on the impact of such proposed rule on all postsecondary education programs and students at all categories of institutions of higher education that participate in a program under title IV of the HEA, that analysis is published in a format similar to the Gainful Employment 2012 Informational Rate Calculations published by the Department of Education, and the Comptroller General (GAO) issues a report that reviews such data analysis for accuracy and completeness.

SCRUB Act of 2014

Searching for and Cutting Regulations that are Unnecessarily Burdensome Act of 2014 or the SCRUB Act of 2014 - Establishes the Retrospective Regulatory Review Commission to review the Code of Federal Regulations (CFR) to identify, using specified criteria, rules and sets of rules that collectively implement a regulatory program that should be repealed to lower the cost of regulation to the economy, giving priority to major rules that: (1) have been in effect more than 15 years, (2) impose paperwork burdens that could be reduced substantially without significantly diminishing regulatory effectiveness, (3) impose disproportionately high costs on small business entities, and (4) could be strengthened in their effectiveness while reducing regulatory costs.  Requires a federal agency that makes a new rule to: (1) repeal rules identified by the Commission to offset the cost to the economy of such new rule (cut-go procedures), and (2) include in the final issuance of such rule a plan for reviewing the rule not later than 10 years after it is promulgated. Requires the Administrator of the Office of Information and Regulatory Affairs of the Office of Management and Budget (OMB) to review and certify the accuracy of agency determinations of the cost of new rules. Makes agency compliance with the requirements of this Act subject to judicial review.

Southwest Border Protection Act of 2014

Southwest Border Protection Act of 2014 - Requires Secretary of Defense (DOD), at the request of a governor of a state that shares a portion of the international border between the United States and Mexico, to order to active duty, and provide for the deployment of, at least 10,000 members of the National Guard to assist the U.S. Customs and Border Protection in achieving operational control of such border. Provides for such deployment to be in addition to the number of National Guard members already deployed along such border as of the enactment of this Act. Requires such a governor-requested deployment to continue until: (1) the Secretary of Homeland Security (DHS) certifies that the federal government has achieved operational control, or (2) the governor withdraws the request. Exempts National Guard members deployed under this Act from being counted toward any limits on: (1) end strength, or (2) the number of National Guard personnel that may be placed on active duty for operational support.

Calls on the Department of State to work with European partners to support implementation of all necessary measures on suspending multilateral assistance to, and and security cooperation with, the PA. Expresses the sense of the House of Representatives that since Hamas and Fatah have unified, regardless of the unity government being made up of Hamas and Fatah technocrats, the Secretary of State should, if the unity government is not dissolved, designate the PA and such unity government as a foreign terrorist organization and redesignate the Palestinian Liberation Organization (PLO) as a foreign terrorist organization. Veteran Access to Care Act of 2014 - Directs the Secretary of Veterans Affairs (VA) to enter into contracts with such non-VA facilities as may be necessary to furnish hospital care and medical services to veterans who: have waited longer than the wait-time goals of the Veterans Health Administration (VHA) (as of June 1, 2014) for an appointment for hospital care or medical services in a VA facility; have been notified by a VA facility that an appointment for hospital care or medical services is not available within such wait-time goals; or reside more than 40 miles from the VA medical facility, including a community-based outpatient clinic, that is closest to their residence. Allows eligible veterans who opt for hospital care or medical services in a non-VA facility to receive such care or services through the completion of the episode of care, but for no longer than 60 days. Directs the Secretary, to the extent that appropriations are available to the VHA for medical services, to reimburse non-VA facilities with which the VA does not have such a contract for providing hospital care and medical services to such veterans, if such care and services cannot be provided within the VHA's wait-time goals in a facility with which the VA has a contract. Sets the reimbursement rate for such care or services at the greatest of the VA, Medicare, or TRICARE (a Department of Defense [DOD] managed care program) payment rate for such care or services. Terminates the Secretary's authority to contract with or reimburse non-VA facilities for the provision of such care and services two years after this Act's enactment. Directs the Secretary to enter into a contract or contracts with a private entity or entities with experience in VHA and private delivery systems and in health care management to conduct an independent assessment of the hospital care and medical services furnished in VA facilities. Prohibits the Secretary from paying awards and bonuses to VA employees for FY2014-FY2016.

Lists the items to be included in a state's alternative accreditation agreement with the Secretary, including the standards those entities, programs, and courses must meet to receive and maintain their accreditation. Requires that agreement to include the state's assurance that only entities, programs, and courses that provide credits toward a postsecondary certification, credential, or degree (as defined by the state in the agreement) will be accredited. Establishes the formula for determining the administrative cost allowance for: (1) the entities, programs, and courses that are accredited through the alternative accreditation system and that administer the Federal Pell Grant, Federal Perkins Loan, Federal Work-Study, and Federal Supplemental Educational Opportunity Grant programs in accordance with the agreement; and (2) states that will administer those programs for such entities, programs, and courses in accordance with the agreement.

Exempts from any requirement to prepare holding company financial statements in accordance with Generally Accepted Accounting Principles any Board-supervised depository institution holding company or nonbank financial company that is also a person regulated by a state insurance regulator or a regulated foreign subsidiary (or a regulated foreign affiliate) that files its holding company financial statements using only Statutory Accounting Principles in accordance with state law.

Requires the plan to provide for: (1) the 65th Air Base Wing to be an AFRICOM asset; (2) AFRICOM permanent assets to be located at Lajes Field, Azores, Portugal; (3) the transfer of U.S. assets at Lajes Field from United States European Command to AFRICOM for purposes of being the forward operating location, logistical hub, and location of AFRICOM assets; and (4) the relocation of the Special-Purpose Marine Air-Ground Task Force Crisis Response (SP-MAGTF CR) from Moron Air Base, Spain, to Lajes Field. Directs the Secretary to conduct a review of the Agreement on Cooperation and Defense Between the United States and Portugal, signed at Lisbon on June 1, 1995, to ensure that such Agreement accurately reflects and accounts for such plan. Requires Lajes Field to continue operating 24 hours a day, at or above its 2012 levels of readiness, effective until at least the date of completion of the 2018 quadrennial defense review.

Acre in, Acre Out Act - Prescribes a new requirement for the acquisition of land by the Secretary of the Interior or the Secretary of Agriculture (USDA) that would result in a net increase of total land acreage under the jurisdiction of the National Park Service, the U.S. Fish and Wildlife Service, the Bureau of Land Management (BLM), or the Forest Service. Requires the Secretary concerned to offer for sale an equal number of acres of federal land that is under the same jurisdictional status. Exempts from this requirement any easements acquired to facilitate management of federal lands. Requires land sold pursuant to this Act to be offered for sale: (1) at fair market value (based on local comparable sales); and (2) at a price reduced by 10% each month if the land is not sold or under contract six months after it was first offered for sale. Declares that time periods during which such land is under contract or withdrawn from the market shall not be counted for price reduction purposes. Requires all net proceeds from the sale of federal lands pursuant to this Act to be deposited directly into the Treasury for reduction of the public debt.

Hezbollah International Financing Prevention Act of 2014

Hezbollah International Financing Prevention Act of 2014 - States that it shall be U.S. policy to: (1) prevent Hezbollah's global logistics and financial network from operating in order to curtail funding of its domestic and international activities; and (2) utilize diplomatic, legislative, and executive avenues to combat Hezbollah's criminal activities in order to block that organization's ability to fund its global terrorist activities. Directs the President to report to Congress: (1) a list of satellite, broadcast, or other providers that knowingly transmit the content of al-Manar TV; and (2) the identity of those providers that have or have not been sanctioned pursuant to Executive Order 13224. Directs the Secretary of the Treasury to prohibit or impose strict conditions on the opening or maintaining in the United States of a correspondent account or a payable-through account by a foreign financial institution that knowingly: (1) facilitates the activities of Hezbollah or its agents, instrumentalities, affiliates, or successors; (2) facilitates the activities of a person acting on behalf of or owned or controlled by an agent, instrumentality, affiliate, or successor; (3) engages in money laundering to carry out such an activity; (4) facilitates a significant transaction or provides significant financial services to carry out such an activity, including services that involve a transaction of gold, silver, platinum, or other precious metals; or (5) facilitates any of these activities, conspires to facilitate or participate in such an activity, or is owned or controlled by a foreign financial institution that knowingly engages in such an activity. Directs the Secretary of the Treasury to prescribe reporting, information sharing, and due diligence requirements for domestic financial institutions that maintain a correspondent account or payable-through account in the United States for a foreign financial institution. Authorizes the Secretary to waive such requirements if in the U.S. national security interests, and with congressional notification. Directs the Secretary of the Treasury to identify to Congress every 180 days each foreign central bank that carries out an activity prohibited under this Act. Sets forth penalty requirements for specified violations under this Act. Directs the President to designate Hezbollah as: (1) a significant foreign narcotics trafficker if Hezbollah meets meets the criteria set forth under the Foreign Narcotics Kingpin Designation Act, and (2) a significant transnational criminal organization if Hezbollah meets the criteria set forth under specified executive orders and statutes. Requires the President to report to Congress which of these criteria the President determines that Hezbollah has not met, if it does not. Directs the Secretary of State to report to Congress regarding Hezbollah's involvement in the trade in rough diamonds outside of the Kimberly Process Certification Scheme. Declares that nothing in this Act shall apply to authorized U.S. intelligence activities. States that any requirement of this Act shall cease to be in effect 30 days after the President certifies to Congress that Hezbollah: (1) is no longer designated as a foreign terrorist organization; (2) is no longer listed in the Annex to Executive Order 13224 (blocking property and prohibiting transactions with persons who commit or support terrorism); and (3) poses no significant threat to U.S. national security, interests, or allies.

Burma Human Rights and Democracy Act of 2014 - Prohibits FY2014 or FY2015 funds from being made available for security assistance to the government of Burma unless the Secretary of State certifies to Congress that: (1) Burma has taken steps toward establishing civilian oversight of the armed forces, addressing human rights abuses by the military, and terminating military relations with North Korea; (2) Burma has taken steps to establish a fair and inclusive process to amend the Constitution of Burma, including the full participation of the political opposition and ethnic minority groups; (3) Burma has amended its constitution and laws to ensure civilian control of the military; (4) Burma is promoting peace agreements or political reconciliation and is addressing the resettlement and humanitarian situation of displaced persons; and (5) the Burmese military is improving its human rights record, taking steps to withdraw forces from conflict zones, and implementing a code of conduct. States that nothing in this Act should be construed to prevent participation by Burmese authorities in training on civil-military relations and human rights, as carried out by the Defense Institute of International Legal Studies, or to prevent U.S. disaster assistance in Burma. Directs the Secretary of State to report annually to Congress on the status of military-to-military engagement between the U.S. Armed Forces and the Burmese military.
