Responsible Child Tax Credit Eligibility Verification Act of 2012 - Amends the Internal Revenue Code to require a taxpayer who is an alien and who is claiming the refundable portion of the child tax credit to attach to his or her tax return a photocopy of: (1) each page of the taxpayer's passport; (2) the taxpayer's nonimmigrant visa or permanent residence card; (3) evidence of valid employment authorization; (4) the taxpayer's arrival-departure documentation; and (5) the passport, visa or permanent residence card, and arrival-departure documentation for each qualifying alien child of the taxpayer.

Preserving Work Requirements for Welfare Programs Act of 2012 - Prohibits the Secretary of Health and Human Services (HHS) from finalizing, implementing, enforcing, or otherwise taking any action to give effect to the Information Memorandum dated July 12, 2012 (Transmittal No. TANF-ACF-IM-2012-03), or to any administrative action relating to the same subject matter or that reflects the same or similar policies. Prohibits the Secretary also from authorizing, approving, modifying, or extending any experimental, pilot, or demonstration project under the Social Security Act (SSA) that: (1) waives compliance with mandatory work requirements of SSA title IV part A (Temporary Assistance for Needy Families) (TANF), or (2) authorizes an expenditure not otherwise allowable under a state TANF program with respect to compliance with such work requirements. Rescinds and nullifies any waiver relating to the subject matter of the Information Memorandum granted before the enactment of this Act.

Recognizes, in light of the upheaval brought by the Arab Spring, that religious freedom is critical to democratization, so that: (1) all people can freely associate, speak, and peacefully participate equally in the political process; and (2) religious minorities are protected during the time of transition in the region. Calls upon the Arab League and the Organization of Islamic Cooperation to press all member nations to protect the rights of religious minorities within their borders and to treat such minorities as equal citizens. Calls for the prosecution of any crimes against such minorities. Urges the U.S. government to lead an international effort to support legal and political reforms for the equal protection of religious freedom as a foundation for a stable, peaceful, and lasting democracy in the region by: (1) making legal protection for the freedom of religion and for all who peacefully practice their faith a top priority in all meetings with senior foreign officials; (2) supporting and directing U.S. officials with international programs in the Middle East to work with officials, civil society actors, and ethno-religious communities to educate all sectors of society that religious freedom provides a foundation for democratic freedoms; (3) supporting Internet freedom throughout the region to provide access to information and the free exchange of ideas; and (4) encouraging the protection of places of worship and historic religious and cultural sites against terrorist attacks. Encourages the Supreme Council of the Armed Forces and the newly elected Egyptian President to ensure that the constituent assembly will draft a new constitution representing all parts of Egyptian society, including religious minorities. Calls on the Egyptian government and the local and federal governments of Iraq to prosecute acts of violence against Christians and to make the protection of religious minorities a priority.

Supports efforts to raise awareness about the HIV/AIDS crisis. Recognizes the importance of country ownership of the HIV/AIDS response, including participation by civil society. Supports the achievements of the United States President's Emergency Plan for AIDS Relief (PEPFAR), in cooperation with international efforts to combat HIV/AIDS. Endorses the call for virtual global elimination of new pediatric HIV infections by 2015. Urges continued U.S. leadership in the fight against HIV/AIDS. Calls upon all nations to implement effective AIDS strategies that are tailored to local conditions and respect the human rights and dignity of persons living with HIV/AIDS.

Employee Verification Act - Amends the the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to require federal contractors and subcontractors to participate in the E-Verify Program. Exempts specified federal procurement contracts from E-Verify coverage. Directs the Secretary of Homeland Security (DHS) to ensure that E-Verify is applied to: (1) all persons hired during the term of the grant, loan, loan guarantee, or cooperative agreement by the recipient of the federal benefit to perform employment duties within the United States; and (2) all employees assigned by the recipient of the federal benefit to perform work within the United States under the project or activity funded by the grant, loan, loan guarantee, or cooperative agreement. Makes E-Verify permanent.

Religious Freedom Tax Repeal Act of 2012 - Amends the Internal Revenue Code to exempt an employer opposed by reason of adherence to a religious belief or moral conviction from the tax penalty imposed for failure of a group health plan to cover required women's preventive care and screenings. Amends the Employee Retirement Income Security Act of 1974 (ERISA) to prohibit the Secretary of Labor from bringing an action against a plan to enforce any requirement to provide such coverage to which an employer is opposed by reason of adherence to a religious belief or moral conviction. Exempts group health plans from penalties under state and federal enforcement provisions of the Public Health Service Act for failure to meet such women's health requirements insofar as they concern coverage to which an employer is opposed on the basis of religious belief or moral conviction.

Repeal of Obamacare Act - Repeals the Patient Protection and Affordable Care Act, effective as of its enactment. Restores provisions of law amended by such Act. Repeals the health care provisions of the Health Care and Education and Reconciliation Act of 2010, effective as of the Act's enactment. Restores provisions of law amended by the Act's health care provisions.

Total Repeal of the Unfair Taxes on Healthcare Act of 2012 or the TRUTH Act of 2012 - Amends the Internal Revenue Code, with respect to health care provisions added by the Patient Protection and Affordable Care Act (PPACA) and the Health Care and Education Reconciliation Act of 2010, to repeal: (1) the excise tax on the excess benefit from certain high cost employer-sponsored health coverage plans; (2) the excise tax on net investment income in the Medicare taxable base; (3) the prohibition against payments from health flexible spending arrangements, health savings accounts (HSAs), and Archer medical savings accounts (MSAs) for over-the-counter drugs; (4) the increased penalty on distributions from an HSA or Archer MSA not used for qualified medical expenses; (5) the limitation on annual salary reduction contributions by an employee to a health flexible spending arrangement under a cafeteria plan; (6) the increase in the income threshold for claiming an itemized deduction for medical expenses; (7) the excise tax on indoor tanning services; (8) the requirement that individuals maintain minimal essential health care coverage; and (9) the excise tax on medical devices. Repeals provisions of PPACA that require: (1) annual fees on branded prescription drug manufacturers and importers and on health insurance providers, and (2) a report by the Secretary of Veteran Affairs (VA) on the effect of fees assessed by such Act on the cost of medical care provided to veterans and on access by veterans to medical devices and branded prescription drugs.

Healthcare Tax Relief and Mandate Repeal Act - Amends the Internal Revenue Code to: (1) terminate the requirement, added by the Patient Protection and Affordable Care Act (PPACA), that individuals maintain minimum essential health insurance coverage for themselves and dependents; and (2) repeal provisions added by PPACA requiring certain employers who have a workforce of 50 or more full-time employees to provide health insurance coverage for their employees.

Mandatory Operational Control Reporting and Performance Measures Act of 2012 - Directs the Secretary of Homeland Security (DHS), as part of DHS's annual performance report, to submit annual reports to Congress on: (1) the number of miles of the international land and maritime border between the United States and Canada and the United States and Mexico that are under operational DHS control, cumulatively and by sector; and (2) the estimated number of individuals who unlawfully enter the United States annually, the estimated number of individuals unlawfully present in the United States as of the date of each such report, and the number of individuals unlawfully present in the United States who voluntarily exited the United States in the preceding year.

Validating Entitlement Recipients through Indicated Federal Immigration Status Act of 2012 or the VERIFI Act of 2012 - Prohibits a person from receiving a federal public benefit unless such person is in "satisfactory immigration status" in accordance with the Systematic Alien Verification for Entitlements (SAVE) program.

Home School Equity Act for Tax Relief of 2012 - Amends the Internal Revenue Code to: (1) extend through 2012 the tax deduction for expenses of elementary and secondary school teachers, and (2) expand the definition of "school" for purposes of such tax deduction to include a home school which provides elementary or secondary education if such school is treated as a home school or private school under state law.

Prohibiting Back-door Amnesty Act - Disapproves and nullifies: (1) the June 17, 2011, memorandum from the Director of U.S. Immigration and Customs Enforcement (ICE) regarding the exercise of prosecutorial discretion consistent with ICE's civil immigration enforcement priorities for the apprehension, detention, and removal of aliens; (2) the June 15, 2012, memorandum from the Secretary of Homeland Security (DHS) regarding the exercise of prosecutorial discretion with respect to individuals who came to the United States as children; and (3) the draft directive developed by U.S. Customs and Border Protection (CBP) containing guidance on when to pursue enforcement actions and factors CBP personnel should consider when exercising discretion. Prohibits the President, the Secretary, or any DHS personnel from promulgating, implementing, administering, or enforcing any executive order, proposed or final rule, other provision of law, guidance, or policy that is the same as, or similar in effect to, any of such documents.

Constitutional Amendment - States that the liberty of parents to direct the upbringing, education, and care of their children is a fundamental right. States that neither the United States nor any state shall infringe upon this right without demonstrating that its governmental interest, as applied to the person, is of the highest order and not otherwise served. Prohibits this article from being construed to apply to a parental action or decision that would end life. Declares that no treaty may be adopted nor shall any source of international law be employed to supersede, modify, interpret, or apply to the rights guaranteed by this amendment.

Sequestration Transparency Act of 2012 - Requires the President on July 9, 2012, to submit to Congress a detailed report on the implementation of certain discretionary reductions (in security and nonsecurity categories) and nonexempt direct spending reductions in the sequestration ordered by the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) for FY2013 on January 2, 2013. (The Gramm-Rudman-Hollings Act was amended by the Budget Control Act of 2011 to revise the discretionary spending limits and reduce the discretionary appropriations and direct spending specified in the Gramm-Rudman-Hollings Act unless a joint committee bill achieving an amount greater than $1.2 trillion in deficit reduction would be enacted by January 15, 2012.)

Visa Waiver for Israel Act of 2012 - Includes Israel in the visa waiver program upon the Secretary of Homeland Security's (DHS) determination that Israel: (1) has entered into an agreement with the United States to report, or make available through Interpol or other means, information about passport theft or loss; (2) has entered into an information sharing agreement with the United States regarding whether Israeli citizens and nationals traveling to the United States represent a U.S. security threat; (3) cooperates with the U.S. government on counterterrorism initiatives, information sharing, and preventing terrorist travel; (4) issues all new and reissued passports with biometric identifiers; and (5) has made every reasonable effort, without jeopardizing Israeli security, to ensure that reciprocal privileges are extended to all U.S. citizens.

Boko Haram Terrorist Designation Act of 2012 - Directs the Secretary of State to report to Congress on whether the Nigerian organization People Committed to the Propagation of the Prophet's Teachings and Jihad (Boko Haram) meets the criteria for designation as a foreign terrorist organization. States that nothing in this Act may be construed to infringe upon Nigeria's sovereignty to combat militant or terrorist groups operating inside its boundaries.

Justice for the American Diplomats Held Hostage in Tehran Act - Directs the Secretary of the Treasury to establish a common fund to be administered by the class representatives and agents for the former American hostages in Iran and their survivors (case number 1:08-CV-00487 (EGS) of the U.S. District Court for the District of Columbia) in order to pay claims to the American hostages and to family members identified as class members. Finances the fund from: (1) fines and penalties for violations of activities with respect to any government or person by reason of a connection with Iran, and (2) seized or frozen Iranian assets or assets from persons or entities subject to Iran-related sanctions. Sets forth payment priority and amount provisions. States that the United States shall be fully subrogated with respect to payments to all rights of each individual paid under this Act against the government of Iran or the Iranian Revolutionary Guard Corps (IRGC).

Expresses support for the voluntary practice of prayer at the beginning of meetings of legislative bodies and other deliberative public bodies, including school board meetings.

Emergency Water Supply Restoration Act - Allows state agencies and political subdivisions, when a state of emergency declared by the governor of a state authorizes access to, reconstruction of, repairs to, or restoration of water sources, supplies, or infrastructure in a wilderness area to take all reasonable and necessary means to access, reconstruct, repair, or restore such sources, supplies, or infrastructure. Prohibits federal agencies from interfering or otherwise impeding such access, reconstruction, repairs, or restoration during a declared state of emergency.

Catastrophic Wildfire Prevention Act of 2012 - Authorizes the Secretary of Agriculture (USDA), with respect to National Forest System lands, and the Secretary of the Interior, with respect to public lands, (the Secretaries) to implement authorized wildfire prevention projects in at-risk forests and threatened and endangered species in a manner that focuses on surface, ladder, and canopy fuels reduction activities. Requires projects carried out on threatened and endangered species habitat to: (1) provide enhanced protection from wildfire, including catastrophic wildfire, for the endangered species, threatened species, or their habitat; and (2) comply with applicable recovery plan guidelines. Requires projects carried out in at-risk forests to move the federal land from condition class II or III toward condition class I. Permits use in a project of: (1) domestic livestock grazing to reduce surface fuel loads and to recover burned areas; and (2) timber harvesting and thinning to reduce ladder and canopy fuel loads for the prevention of wildfire, including catastrophic wildfires. Directs the Secretaries to review public petitions for, and make determinations with respect to, the designation of federal lands as at-risk forests or as threatened and endangered species habitats. Requires notice in the Federal Register of proposed projects and final designated projects and permits public comment on projects as specified. Instructs the Secretaries to prepare an environmental assessment for projects that include timber harvesting or grazing. Instructs the Secretaries to research what impact any listing of a species under the Endangered Species Act of 1973 would have on both forage and timber forest fuel loads. Requires endangered species recovery plans and critical habitat determinations to include a wildfire risk assessment analysis.

Recognizes that: (1) the prevention of mother-to-child transmission of HIV is critical to stopping the spread of HIV worldwide, and (2) U.S. leadership in the fight to eliminate pediatric HIV should continue. Expresses support for: (1) providing women with HIV counseling and testing services and scaling up access to services that prevent mother-to-child transmission; and (2) U.S. and international efforts to create a generation free of HIV, to eliminate new pediatric HIV infections worldwide, and to keep the mothers of that generation alive. Calls for greater access to more efficacious antiretroviral drug regimens for the health of women and children living with HIV and as a prophylaxis to stop mother-to-child transmission during pregnancy, delivery, and breast feeding.

Homeland Security Respect for Life Act - Prohibits funds appropriated for the Department of Homeland Security (DHS) from being used to: (1) pay for an abortion, except in a case where a pregnant detainee suffers from a physical disorder, injury, or illness that would place the detainee in danger of death unless an abortion is performed, including a life-endangering physical condition caused by, or arising from, pregnancy itself, or in a case of rape; or (2) require any person to perform, or facilitate in any way the performance of, any abortion.

Commonsense Legislative Exceptional Events Reforms Act of 2012 - Amends the Clean Air Act to revise provisions concerning state petitions to exclude air quality monitoring data influenced by exceptional events from determinations of exceedences or violations of the national ambient air quality standards by requiring criteria used in determining if there has been a demonstration of an exceptional event to be stated with specificity in order to minimize the discretion of the Administrator in approving or disapproving such demonstration. Requires: (1) the Administrator to develop such criteria in conjunction with input from states, and (2) such criteria to reflect the technical expertise and resources available in state and local agencies and the availability of meteorological and other monitoring data in rural areas. Authorizes such criteria to vary with respect to different regions. Requires the Administrator, in developing such criteria, to consider using an expedited or streamlined approval process and conditions under which such demonstrations may be suitable for such process. Requires the Administrator: (1) to approve or disapprove an exceptional event demonstration within 90 days of such demonstration; or (2) if the Administrator requests additional information from a state regarding such demonstration, to approve or disapprove such demonstration within 90 days of submission of such information. Considers such demonstrations to be approved if the Administrator does not take action within such time frames. Requires: (1) such approval or disapproval to be based on a preponderance of the evidence, and (2) the Administrator to accord substantial deference to state findings on such demonstration. Authorizes the Administrator to develop and use analyses and consider evidence not provided by such demonstration. Considers such approval or disapproval to be final action subject to judicial review. Requires the Administrator to revise regulations concerning air quality monitoring data influenced by exceptional events to meet the requirements of this Act within 180 days of this Act's enactment.

Palestinian Peace Promotion and Ant-Incitement Act - Expresses the sense of Congress that the Palestinian Authority (PA) has not lived up to its agreements with Israel to end incitement and should do more to prepare the Palestinian people for peace with Israel. Amends the Foreign Assistance Act of 1961 to prohibit assistance to the PA. Waives such prohibition if the President certifies to Congress that the waiver is important to U.S. national security interests. Directs the Secretary of State, upon the exercise of such waiver and prior to the obligation of funds, to certify to Congress that the PA: (1) has established a single treasury account for all PA financing and all financing mechanisms flow through this account, no parallel financing mechanisms exist, and there is a single comprehensive civil service roster and payroll; and (2) no longer engages in a pattern of incitement against the United States or Israel and is engaged in peace preparation activities aimed at promoting peace with Israel.

Prohibits the Secretary of the Army and the Administrator of the Environmental Protection Agency (EPA) from: (1) finalizing, adopting, implementing, administering, or enforcing the proposed guidance described in the notice of availability and request for comments entitled "EPA and Army Corps of Engineers Guidance Regarding Identification of Waters Protected by the Clean Water Act"; or (2) using such guidance, or any substantially similar guidance, as the basis for any decision regarding the scope of the Federal Water Pollution Control Act (commonly known as the Clean Water Act) or any rulemaking. Provides that the use of such guidance as the basis for any rule shall be grounds for vacating such rule.

Stop Abortion Funding in Multi-state Exchange Plans Act or SAFE Act - Amends the Patient Protection and Affordable Care Act to require the Director of the Office of Personnel Management (OPM), in entering into contracts with health insurance issuers, to ensure that no multi-state qualified health plan offered in a health benefit exchange provides coverage of abortion. Excepts from such limitation: (1) a pregnancy that results from rape or incest; or (2) a case where a woman suffers from a physical disorder, injury, or illness that would place the her in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. Prohibits any state law from preempting the coverage limitations of this Act.

Credible Military Option to Counter Iran Act - States that it shall be the policy of the United States to take all necessary measures, including military action if required, to prevent Iran from threatening the United States, its allies, or Iran's neighbors with a nuclear weapon. Expresses the sense of Congress that: (1) U.S. military exercises in the Persian Gulf emphasize U.S. resolve in support of the above policy; and (2) the President should require the U.S. military to develop a comprehensive plan to augment the presence of the U.S. Fifth Fleet in the Middle East and to conduct military deployments, exercises, or other military readiness activities to underscore such policy. Directs the Secretary of Defense to prepare and submit to the congressional defense committees such a plan. Authorizes appropriations to the Department of Defense (DOD) for FY2012-FY2013 to enhance U.S. military capabilities in the Central Command Area of responsibility (Middle East), including for procurement, research and development, and operation and maintenance. Expresses the sense of Congress in support of specified action to assist in the defense of Israel, including joint missile defense systems, defense articles, intelligence, defense services, and additional weaponry and munitions for the forward-deployed U.S. stockpile in Israel. Directs the President to report to Congress on the status of Israel's qualitative military edge in light of current trends and instability in the region. Directs the Secretary to develop and submit to Congress: (1) a plan to enhance the military capabilities of Persian Gulf allies to bolster their posture in relation to Iran, and (2) a plan to increase the strategic partnership with regional allies to provide U.S. Armed Forces with the broadest set of geographic approaches to militarily access Iran.

Fiscal Responsibility in Federal Contracting Act - Suspends through FY2023 the Davis-Bacon Act (which requires that the locally prevailing wage rate be paid to various classes of laborers and mechanics working under federally-financed or federally-assisted contracts for construction, alteration, and repair of public buildings or public works). Requires the Comptroller General to report to Congress each fiscal year through FY2023 on the savings to the federal government that resulted from such suspension since its beginning.

National Strategic and Critical Minerals Production Act of 2012 - Deems a domestic mine that will provide strategic and critical minerals to be an "infrastructure project" as described in Presidential Order "Improving Performance of Federal Permitting and Review of Infrastructure Projects," dated March 22, 2012. Sets forth the responsibilities of the lead agency (federal, state, local, tribal, or Alaska Native Corporation) with responsibility for issuing a mineral exploration or mine permit with respect to project coordination, agency consultation, project proponents, contractors, and the status and scope of any environmental impact statement. Prescribes: (1) the Federal Register notice process for mineral exploration and mining projects, and (2) requirements for judicial review of agency actions relating to exploration and mine permits.

Rewarding Achievement and Incentivizing Successful Employees Act or RAISE Act - Amends the National Labor Relations Act to declare that neither its prohibition against interference by an employer with employees' right to bargain collectively, nor the terms of a collective bargaining agreement entered into between employees and an employer after enactment of this Act, shall prohibit an employer from paying an employee higher wages, pay, or other compensation than the agreement provides for.

Responsibly And Professionally Invigorating Development Act of 2012 or the RAPID Act - States that the purpose of this Act is to establish procedures to streamline the federal environmental review process established by the National Environmental Policy Act of 1969 (NEPA) for major federal actions that are construction projects undertaken, reviewed, or funded by federal agencies. Authorizes: (1) project sponsors to prepare an environmental assessment (EA) or environmental impact statement (EIS) if a lead agency furnishes oversight and independently evaluates, approves, and adopts such document prior to taking action or making any approval based on such document; (2) a lead agency to accept voluntary contributions of funds from a project sponsor for environmental review; and (3) lead agencies to adopt environmental documents that were prepared for other projects in geographical proximity to the project if the projects are similar. Requires: (1) the lead agency to adopt, use, or rely upon secondary and cumulative impact analyses included in documents prepared under NEPA for projects in the same geographic area if such documents are pertinent; and (2) a lead agency to adopt a document that has been prepared for a project under state laws as the EIS or EA for the project if such laws provide environmental protection and opportunities for public involvement that are substantially equivalent to those provided for in NEPA. Requires no more than one EIS and one EA to be prepared for a project. Sets forth provisions concerning the designation of participating agencies in the environmental review process. Precludes any agency that declines to participate in such process from submitting comments on, or taking measures to oppose: (1) the project; (2) any document prepared under NEPA for such project; or (3) any permit, license, or approval related to such project. Requires federal agencies to carry out obligations under other applicable laws concurrently and in conjunction with the review required under NEPA. Sets forth provisions concerning requirements for, and deadlines associated with, initiating and completing environmental review. Requires the lead agency to establish a schedule for completion of environmental review for a project and requires participating agencies to comply with such schedule. Deems a project to be approved in the event that a federal agency fails to approve or disapprove a project within such deadlines. Prohibits a federal agency from being required to evaluate an alternative that was identified but not carried forward for detailed evaluation in, or evaluated and not selected in, any environmental document prepared under NEPA for the same project. Requires cooperating agencies, where a project is being constructed, managed, funded, or undertaken by a sponsor that is not a federal agency, to only be required to evaluate alternatives that the project sponsor could feasibly undertake. Requires the evaluation of each alternative in an EIS or an EA to identify the potential effects of the alternative on employment. Sets forth limitations to claims arising under federal law seeking judicial review of a permit, license, or approval issued by a federal agency for an action subject to NEPA.

Making Adoption Affordable Act of 2012 - Makes permanent provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 allowing an increased tax credit for adoption expenses and an increased exclusion from gross income for amounts paid by an employer for adoption expenses. Amends the Internal Revenue Code to reinstate and make permanent: (1) the increase in the tax credit for adoption expenses and the increased exclusion from gross income for amounts paid by an employer for adoption expenses that were enacted by the Patient Protection and Affordable Care Act, (2) the annual inflation adjustments for such increased amounts, and (3) the refundability of the tax credit for adoption expenses.

Fracturing Regulations are Effective in State Hands Act - Grants any state sole authority to promulgate or enforce any regulation, guidance, or permit requirement with regard to the underground injection of fluids or propping agents pursuant to the hydraulic fracturing process, or any component of such process, relating to oil, gas, or geothermal production activities on or under land within the boundaries of that state. Makes the underground injection of fluids or propping agents pursuant to such process, or any components of such process, relating to oil, gas, or geothermal production activities on federal land subject to the law of the state in which that land is located.

Constitutional Amendment - States that the liberty of parents to direct the education of their children is a fundamental right. States that neither the United States nor any state shall infringe upon this right without demonstrating that its governmental interest as applied to the person is of the highest order and not otherwise served. Declares that no treaty may be adopted nor shall any source of international law be employed to supersede, modify, interpret, or apply to the rights guaranteed by this amendment.

Mourns the death of Tibetans who have self-immolated and deplores the repressive policies targeting Tibetans. Calls on China to: (1) suspend implementation of religious control regulations and resume a dialogue with Tibetan Buddhist leaders, including the Dalai Lama or his representatives; and (2) release all persons who have been arbitrarily detained and allow access by journalists, foreign diplomats, and international organizations to Tibet. Commends the Dalai Lama for his decision to devolve his political power in favor of a democratic system. Congratulates Tibetans living in exile for holding, on March 20, 2011, a free election that met international electoral standards. Reaffirms the friendship between the United States and Tibet. Calls on the Department of State to: (1) fully implement the Tibetan Policy Act of 2002, and (2) seek from China a full accounting of the forcible removal of monks from Kirti Monastery.

Recognizes Israel's independence as a significant event in providing refuge and a national homeland for the Jewish people and congratulates Israel's people as they celebrate the 64th anniversary of Israel's independence. Commends the bipartisan commitment of all U.S. administrations and congresses since 1948 to stand by Israel and work for its security and well-being. Supports Israel's right to confront and eliminate nuclear threats posed by Iran, including the use of military force if no other peaceful solution can be found within a reasonable time. Congratulates the United States and Israel for the strengthening of bilateral relations in the fields of defense, diplomacy, and homeland security.

Amends provisions of the federal criminal code governing interstate transportation of firearms or ammunition to require that whenever transported by any means other than a motor vehicle: (1) a firearm shall be in a locked container or secured by a secure gun storage or safety device, and (2) ammunition shall be in a locked container. Excludes from permitted transport of a firearm or ammunition any transportation: (1) with the intent to commit a crime punishable by imprisonment for more than one year that involves the use or threatened use of force against another; or (2) with knowledge or reasonable cause to believe that such a crime is to be committed in the course of, or arising from, the transportation. Prohibits the arrest or detention of a person for a violation of any state or local law or regulation related to the possession, transportation, or carrying of firearms unless there is probable cause to believe that the person is doing so in a manner not provided for under federal law. Provides that when a person asserts this as a defense in a criminal proceeding: (1) the prosecution shall bear the burden of proving, beyond a reasonable doubt, that the person's conduct did not satisfy federal conditions; and (2) the court shall award the prevailing defendant a reasonable attorney's fee. Authorizes a private right of action (and attorney fees) for deprivation of any right, privilege or immunity secured by federal firearms provisions under color of any state or local law or regulation.

Pool Safety and Accessibility for Everyone (Pool SAFE) Act - Prohibits any suit brought for violations of the revised regulations of the Americans with Disabilities Act of 1990 concerning the requirements to provide an accessible means of entry to pools for places of public accommodation and commercial facilities that occurred on or after March 15, 2012, and before the date that is one year after enactment of this Act. Bars the Attorney General (AG) from investigating or initiating a compliance review of an alleged violation occurring during such period. Requires dismissal of any suit brought against a place of public accommodation or commercial facility for such a violation brought on or after March 15, 2012, and before the date of enactment of this Act. Directs the AG to revise accessibility regulations to provide that a place of public accommodation or a commercial facility is in compliance with the requirement to have an accessible means of entry to a pool when such a place or facility uses a portable pool lift on request, even if: (1) installation of a permanent lift is readily achievable, and (2) a single portable pool lift is used for multiple pools.

Constitutional Amendment - Prohibits denial or abridgement of the rights of a crime victim to fairness, respect, and dignity. Grants a crime victim the right: (1) to reasonable notice of, and to not be excluded from, public proceedings relating to the offense; (2) to be heard at any release, plea, sentencing, or other such proceeding involving any right established under this amendment; (3) to proceedings free from unreasonable delay; (4) to reasonable notice of the release or escape of the accused; (5) to due consideration of the crime victim's safety; and (6) to restitution. Grants the crime victim, or the victim's lawful representative, standing to fully assert and enforce such rights in any court.

Sets forth the congressional budget for the federal government for FY2013, including the appropriate budgetary levels for FY2012, and FY2014-FY2022. Lists recommended budgetary levels and amounts for FY2012-FY2022with respect to: (1) federal revenues, (2) new budget authority, (3) budget outlays, (4) deficits (on-budget), (5) debt subject to limit, and (6) debt held by the public. Lists the appropriate levels of new budget authority and outlays for specified major functional categories for FY2012-FY2022. Sets forth reconciliation instructions for the House Committees on: (1) Agriculture, (2) Education and the Workforce, (3) Energy and Commerce, (4) Financial Services, (5) Natural Resources, (6) Oversight and Government Reform, and (7) Ways and Means. Requires the House Committee on the Budget to report a reconciliation bill that slows the growth in mandatory spending and achieves deficit reduction. Requires each House Committee to identify savings amounting to 1% of total mandatory spending under its jurisdiction from activities determined to be wasteful, unnecessary, or lower-priority. Establishes discretionary spending limits for FY2013-FY2022. Makes it out of order in the House to consider any legislation that causes discretionary budget authority to exceed such limits. Prohibits House legislation that would require advance appropriations, except for certain FY2013-FY2014 programs, projects, activities, or accounts. Prescribes requirements for legislation reported out of committee and designated as an emergency requirement. Requires the Joint Committee on Taxation to calculate the impact of any proposal to change federal revenues on Gross Domestic Product (GDP), total domestic employment, and other specified economic variables. Allocates $931 billion of new budget authority for FY2013 to the House Committee on Appropriations. Prohibits the chair of the House Committee on the Budget from taking into account the provisions of any piece of legislation which propose to increase revenue or offsetting collections if the net effect of the bill is to increase the level of revenue or offsetting collections beyond the level assumed in this budget resolution. Requires the chair to maintain a Budget Protection Mandatory Account and a Budget Protection Discretionary Account. Requires the Majority Leader to introduce rescission bills quarterly. Prescribes legislative procedures for their floor consideration. Expresses the sense of the House regarding: (1) baseline revenue projections, and (2) long-term budget projections. Amends Rule XXI (Restrictions on Certain Bills) of the House of Representatives to allow an amendment to an appropriations bill that amends existing law if it is a germane amendment to an authorizing provision or a line item appropriation of the bill under consideration. Establishes an earmark moratorium for FY2012-FY2013 for legislation providing or authorizing discretionary budget authority, credit or other spending authority, providing a federal tax deduction, credit, or exclusion, or modifying the Harmonized Tariff Schedule in FY2012-FY2013. Prohibits the House Committee on Rules from reporting a rule or order waiving such moratorium. Declares the policy of this resolution on: (1) health care law repeal, (2) bailouts of state and local governments, (3) means-tested welfare programs, (4) reforming the federal budget process, (5) reforming federal regulations, (6) Medicare reform, (7) deficit reduction through cancellation of unobligated balances, and (8) block granting Medicaid to the states.

Expresses the sense of Congress that the President should not interpret or construe the Defense Production Act of 1950 to authorize the President or any federal department or agency to confiscate personal or private property, to force conscription into the Armed Forces on the American people, to force civilians to engage in labor against their will or without compensation, or to force private businesses to relinquish goods or services without compensation.

Iron Dome Support Act - Authorizes the President to provide assistance to the government of Israel for the procurement, maintenance, and sustainment of the Iron Dome anti-missile defense system for purposes of intercepting short-range missiles launched against Israel.
