United Nations Voting Accountability Act of 2010 - Prohibits specified U.S. assistance to a country that opposes the U.S. position in the United Nations. Authorizes: (1) the Secretary of State to exempt a country from such prohibition if, as a result of government or policy change, the country will no longer oppose such U.S. position; and (2) the President to exempt a country from such prohibition if in the U.S. national interest.

Haitian Orphan Placement Effort Act or the HOPE Act - Directs the Secretary of Homeland Security (DHS) to expand the humanitarian parole policy for certain Haitian orphans announced on January 18, 2010, so as to apply it on a case-by-case basis to children who were legally confirmed as orphans eligible for intercountry adoption by the government of Haiti before January 12, 2010. Authorizes the placement of Haitian children granted humanitarian parole into the United States in an unaccompanied refugee minor program if a suitable family member is not available to provide care.

Constitutional Amendment - Prohibits outlays for a fiscal year (including those for debt service and other debt functions) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a two-thirds roll call vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a two-thirds roll call vote of each chamber to increase the public debt limit. Prohibits outlays for the total budget from exceeding the previous fiscal years' outlays plus population growth and inflation, unless a two-thirds roll call vote of each chamber, provides for such increase. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a two-thirds roll call vote of each chamber. Authorizes waivers of these provisions when a declaration of war is in effect only by a vote of a majority of both chambers. Requires all: (1) outlays above revenues from the previous fiscal year to be accounted for in the outlays and budgets of the following fiscal year; and (2) surplus revenues at the end of a fiscal year to be allocated to a fund to be returned to the taxpayers, determined by legislation before the end of the subsequent fiscal year.

Prohibits any funds appropriated or made available to the Department of Justice (DOJ) from being used to commence or continue a prosecution in an Article III court of any individual suspected of involvement in the attacks on the United States and its citizens on September 11, 2001, who is not a citizen of the United States and is subject to the jurisdiction of a military commission.

Erasing our National Debt Through Accountability and Responsibility Plan Act of 2010 - Terminates the authorities granted the Secretary of the Treasury under the Troubled Asset Relief Program (TARP) of the Emergency Economic Stabilization Act of 2008 (EESA) to purchase troubled assets from financial institutions. Lowers the public debt limit by the amount of all TARP assistance repaid by recipients on or after the enactment of this Act, along with dividends, profits, or other funds paid to the Government based on such assistance.

Ensuring the Collection of Critical Intelligence Act of 2010 - Requires the Attorney General, Deputy Attorney General, or the Assistant Attorney General for the Criminal Division of the Department of Justice (DOJ) to consult with the Director of National Intelligence and the Secretary of Defense before allowing any DOJ officer or employee to institute a prosecution of an alien in a United States District Court for a terrorist offense or to interrogate any such alien in a criminal investigation or prosecution of a terrorist offense.

Detainee Transfer and Release Security Act of 2010 - Prohibits the President from releasing or transferring an individual currently detained at Naval Station, Guantanamo Bay, Cuba, to the custody of the individual's country of origin or to a third country unless the President certifies to Congress that: (1) such country is not a designated state sponsor of terrorism; (2) such country's government can secure and exercise control over all of its territory; (3) no portion of such country's territory serves as a safe haven for terrorists or insurgent groups, particularly al Qaeda; and (4) there is no confirmed case of any individual who had been detained at Guantanamo who reengaged in terrorist activities subsequent to being transferred or released to such country.

Prevent Terrorists from Reuniting with Terrorist Cells Act - Prohibits the transfer or repatriation for release or detention of any individual detained at Naval Station, Guantanamo Bay, Cuba, to a nation or region that is recognized by the Department of State or the Department of Defense (DOD) as a haven for terrorist activity or that has been classified as a state sponsor of terrorism.

District of Columbia Referendum on Marriage Act of 2010 - Prohibits the government of the District of Columbia from issuing a marriage license to any couple of the same sex until the people of the District have the opportunity to hold a referendum or initiative on the question of whether the District should issue same-sex marriage licenses.

Hoover Power Allocation Act of 2009 - Amends the Hoover Power Plant Act of 1984 (HPPA) to modify, commencing October 1, 2017, certain statutory schedules governing contracts for delivery to specified localities in Arizona, California, and Nevada of hydroelectric power generated at Hoover Dam. Directs the Secretary of Energy to: (1) create, from certain apportioned allocations of contingent capacity and firm energy, a resource pool equal to 5% of the full rated capacity of 2.074 million kilowatts and associated firm energy; (2) offer Schedule D contingency capacity and firm energy to new allottees not receiving contingent capacity and firm energy for delivery commencing October 1, 2017; and (3) allocate through the Western Area Power Administration (WAPA) for delivery, commencing October 1, 2017, 66.7% of Schedule D contingent capacity and firm energy to specified new allottees located within the marketing area for the Boulder City Area Projects. Requires each contract offered under HPPA to: (1) authorize and require WAPA to collect from new allottees a pro rata share of Hoover Dam repayable advances paid for by contractors before October 1, 2017, and to remit such amounts to the contractors that paid such advances in proportion to the amounts paid by them as specified in a certain Implementation Agreement; (2) permit transactions with an independent system operator; and (3) contain the same material terms included in those long-term contracts for purchases from the Hoover Power Plant that were made in accordance with HPPA and are in existence on the date of enactment of this Act. Subjects the contractual obligation of the Secretary to deliver contingent capacity and firm energy under HPPA to the availability of the water needed to produce such contingent capacity and firm energy. Continues through FY2067 the requirements of HPPA as the exclusive method for (in effect, congressional oversight of) the disposal of capacity and energy from Hoover Dam.

Condemns the gross abuses of the rights of Iranian citizens by the government of Islamic Republic of Iran and calls on the government to immediately honor its obligations under its own constitution and International Human Rights Laws. Supports the rights of Iranian citizens to peacefully protest. Urges the government of Iran to release all those peaceful protectors and opposition supporters it has detained, stop the harassment and violent acts against these Iranian citizens committed by security forces and the Basij militias, and bring to justice the government authorities responsible for such unlawful acts of violence.

Deficit Reduction Check-Off Act - Amends the Internal Revenue Code to allow individual taxpayers to designate on their tax returns an amount (initially between $1 and $10, with annual increases of $1 for each taxable year after 2011) for reducing the federal deficit. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to require a sequestration to reduce the federal deficit within 15 days after Congress adjourns to end a session by directing the Office of Management and Budget (OMB) to apply an across-the-board reduction in federal spending equal to 10 times the amount raised by the voluntary tax checkoff under this Act. Exempts from such spending reduction social security and railroad retirement benefits, Medicare benefits, judicial salaries, and veterans benefits.

Amends the District of Columbia Appropriations Act, 2010, to permit the District of Columbia to use federal funds to provide opportunity scholarships to students who did not receive such scholarships in the 2009-2010 school year. (Also known as the D.C. Voucher program, the D.C. Opportunity Scholarship program provides scholarships to low-income students in the District of Columbia to attend private elementary and secondary schools in the city.)

Control America's Purse-strings to Deliver a Better Tomorrow Act or the CAP the DEBT Act - Amends the Congressional Budget Act of 1974 to make it out of order in the House of Representatives and in the Senate to consider any bill, joint resolution, amendment, or conference report increasing the statutory limit on the public debt if there is any other matter in such measure. Requires a two-thirds recorded vote of Members in the House and a roll call vote of at least two-thirds of the Members of the Senate before legislation increasing the statutory limit on the public debt may be considered as passed or agreed to in either chamber. Permits a successful appeal from the ruling of the Chair in the Senate on such prohibition, but only by an affirmative roll call vote of two-thirds of its Members. Repeals Rule XXVIII (Statutory Limit on Public Debt) of the Rules of the House, and known as the "Gephardt Rule," providing for mandatory adjustment of the statutory limit on the public debt to conform to a budget resolution.

Calls on the President to: (1) not enter into or extend any arms control agreement with the Russian Federation that may jeopardize the ability of the United States to ensure a credible strategic deterrent with regard to the People's Republic of China (PRC) or other countries that are deemed capable of deploying a strategic nuclear arsenal; (2) report to Congress on any plans or steps taken to enter into any bilateral arms control agreement with the Russian Federation; (3) report to Congress on the PRC's capabilities and intentions regarding the future deployment of a major strategic nuclear arsenal; and (4) refuse to enter into any strategic nuclear arms agreement with the Russian Federation or any other country that would require the United States to limit or suspend its efforts to create missile defense systems for itself and its allies. Urges the President to refrain from negotiating any follow-on agreement to START I until the Nuclear Posture Review is completed and the President, Congress, and all relevant U.S. government departments and agencies have had an opportunity to evaluate the Nuclear Posture Review.

Medicare SGR Improvement and Reform Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to provide an increased annual update for the Sustainable Growth Mechanism (SGR) formula for determining rates in the fee schedule for Medicare physician payments. Sets a three-year time limit for the commencement of a health care lawsuit. Prescribes requirements for: (1) unlimited damages for a claimant's actual economic losses in health care lawsuits; (2) court supervision of arrangements for payment of such damages, including limitation of contingent attorney fees; (3) restrictions on punitive damages; and (4) payment of future damages to claimants in health care suits. Terminates funding of the Medicare Improvement Fund as of January 1, 2010. Amends the Public Health Service Act to prescribe requirements for the licensure of biological products as biosimilar or interchangeable. Includes under the Federal Food, Drug, and Cosmetic Act fees relating to the licensure of a biological product. Amends patent law with respect to biosimilar products. Directs the Secretary of Health and Human Services (HHS) to adopt a single set of consensus-based operating rules for each health information transaction.

Recognizes the International Day for the Abolition of Slavery and the 60th anniversary of the adoption by the U.N. General Assembly of the Convention for the Suppression of the Traffic in Persons and of the Exploitation of the Prostitution of Others. Encourages member states of the United Nations and international organizations to devote additional resources to prosecute persons engaged in human trafficking and to dismantle related criminal enterprises. Commends the Frederick Douglass Family Foundation for preserving the legacy of Frederick Douglass by continuing his struggle for freedom for all persons and seeking to abolish all forms of modern-day slavery and trafficking in persons. Encourages the people of the United States to observe the International Day for the Abolition of Slavery by participating in activities designed to heighten public awareness of the prevalence of human trafficking and commends the example of children engaged in such projects at the following schools: Brentwood School of Los Angeles, California; Las Vegas Area School of Las Vegas, Nevada; North Lawndale College Preparatory Charter High School of Chicago, Illinois; Booker T. Directs the Attorney General to transmit to the House of Representatives, not later than 14 days after the date of the adoption of this resolution, copies of any document, record, memo, correspondence, or other communication of the Department of Justice (DOJ), including the Office of the Solicitor General, that relates to: (1) any legal guidance or recommendations made since January 20, 2009, regarding additional legal rights or protections, including under the Constitution, statutes, and treaties, detainees held at Naval Station, Guantanamo Bay, Cuba, receive when transferred into the United States from such Naval Station; or (2) pretrial detention, post conviction incarceration, or transportation within the United States, of detainees held at Naval Station, Guantanamo Bay, Cuba, who are to be transferred into the United States for prosecution and trial in the U.S. District Court of the Southern District of New York.

TARP Sunset Act of 2009 - Amends the Emergency Economic Stabilization Act of 2008 (EESA) to terminate, on December 31, 2009 (as under current law), the authority of the Secretary of the Treasury to implement the Troubled Asset Relief Program (TARP). Repeals the Secretary's authority to extend the TARP program through October 3, 2010, upon submission of a written certification to Congress.

Jumpstarting Our Business Sector Act of 2009 - Amends the Internal Revenue Code to: (1) exclude from gross income in 2009 and 2010 long-term capital gains and dividend income; (2) reduce for a two year period the employment and self-employment tax rates; (3) reduce corporate income tax rates in 2009 and 2010; and (4) reduce the income tax rate for taxpayers in the lowest income tax bracket in 2009 and 2010. Rescinds all unobligated balances of the discretionary appropriations made available by division A of the American Recovery and Reinvestment Act of 2009 (stimulus funds).

Fort Hood Families Benefits Protection Act - Treats members of the Armed Forces and civilian employees of the Department of Defense (DOD) who were killed or wounded in the shootings at Fort Hood, Texas, as members killed or wounded in a combat zone or civilian employees killed or wounded in a terrorist attack or while serving in a contingency operation, respectively, for purposes of specified laws, regulations, and policies concerning compensation, awards, and other benefits for which such members and employees are eligible. Provides the maximum amount of coverage ($400,000) under Servicemembers' Group Life Insurance for any member killed in such shootings, as well as any member who dies of wounds sustained in the shootings, notwithstanding that the member elected to be insured in a lesser amount. Excludes from the above provisions members whose wounds or death is the result of willful misconduct.

Enhanced Restitution Enforcement and Equitable Retirement Treatment Act of 2009 - Amends the federal criminal code to: (1) impose a late fee on unpaid criminal fines or restitution obligations of $2,500 or more; (2) revise requirements for the modification or remission of unpaid criminal fines, restitution obligations, or special assessments; (3) require the Attorney General to establish guidelines for the enforcement of all criminal and civil obligations owed to the United States; and (4) increase special assessments on persons convicted of federal misdemeanors and felonies. Amends the federal judicial code to impose a late fee on unpaid money judgments owed to the United States. Establishes in the Treasury the Department of Justice (DOJ) Enhanced Financial Recovery Fund to support DOJ debt collection activities. Requires current federal agency share contributions for personnel benefits incurred as a result of this Act to be paid from such Fund. Requires assistant U.S. attorneys to be treated in the same manner as federal law enforcement officers for purposes of federal employee retirement benefit provisions.

Spending, Deficit, and Debt Control Act of 2009 - Enhanced Spending Control and Budget Enforcement Act of 2009 - Amends the Congressional Budget Act of 1974 (CBA) to require joint (currently, concurrent) budget resolutions signed by the President. Repeals the requirement for submission to the House of Representatives of an allocation and sub-allocations, consistent with the discretionary spending levels in the most recently agreed to budget resolution, in the event that no new budget resolution becomes law before April 15 of any year. Prescribes procedures for expedited consideration in each chamber of a presidential veto of a budget resolution. Revises requirements for adjustments for emergencies. Provides for a reserve fund for emergencies. Prescribes requirements for biennial budget resolutions, appropriations Acts, and government strategic and performance plans instead of annual ones if the President and Congress so agree. Spending Enforcement and Reform Act of 2009 - Amends the Balanced Budget and Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to establish discretionary spending limits for FY2011-FY2019. Prescribes certain deficit control enforcement mechanisms for such period. Budget Reform and Long-Term Sustainability Act of 2009 - Amends the CBA to require the Director of the Congressional Budget Office (CBO) to: (1) make an annual 75-year projection of total spending, revenue, deficits, and debt as a percentage of gross domestic product (GDP), based on current law levels as modified to maintain current policy; (2) issue a Spending Review Report analyzing the solvency of the Old-Age, Survivors, and Disability Insurance (OASDI) Trust Fund and the long-range sustainability of the spending levels of Medicare, Medicaid, and other direct spending. Prescribes procedures for introduction and expedited consideration in each chamber of spending review legislation if such report indicates OASDI Trust Fund insolvency or the non-sustainability of Medicare, Medicaid, and other direct spending. Requires the Government Accountability Office (GAO) and the Office of Management and Budget (OMB) each to report on the federal government's financial condition, including the long-term unfunded obligations. . Requires inclusion in a joint budget resolution of specified long-term reconciliation directives in addition to, as under current law, a reconciliation measure. Requires CBO to estimate whether each measure reported from committee (except those under the Committee on Appropriations) causes a net increase in direct spending in excess of $5 billion in any of the four 10-year periods beginning in FY2019-FY2058. Makes it out of order in both chambers, subject to certain waivers or suspensions, to consider any measure that causes such a net increase in deficits Federal Program Sunset Act of 2009 - Establishes the Federal Agency Sunset Commission to review and report to Congress on the efficiency and public need for each federal agency, recommending abolishment or reorganization. Legislative Line-Item Veto Act of 2009 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose to Congress the cancellation (line item veto) of any dollar amount of discretionary budget authority, item of direct spending, or targeted tax benefit. Prescribes procedures for expedited consideration in each chamber of legislation to approve such proposal. Authorizes the President to: (1) withhold discretionary budget authority temporarily from obligation; or (2) suspend temporarily direct spending, a limited tariff, or targeted tax benefit. Declares that all such spending reductions related to this title shall be for deficit reduction. Amends Rule XIII (Calendars and Committee Reports), Rule X (Organization of Committees), and Rule XXI (Restrictions on Certain Bills) of the Rules of the House to prescribe procedures for consideration of rescission measures. Commission on the Accountability and Review of Federal Agencies Act of 2009 - Establishes the Commission on the Accountability and Review of Federal Agencies to: (1) evaluate executive agencies and their programs, using specified criteria; and (2) submit to Congress a plan recommending agencies and programs that should be realigned or eliminated, and proposing implementing legislation. Prescribes procedures for congressional consideration of reform proposals. Transparency in Budgeting Act of 2009 - Provides for accrual funding of: (1) the Civil Service Retirement and Disability Fund; (2) the Central Intelligence Agency Retirement and Disability System; and (3) the Foreign Service Retirement and Disability System. Establishes in the Treasury: (1) the Public Health Service Commissioned Corps Retirement Fund; (2) the National Oceanic and Atmospheric Administration Commissioned Officer Corps Retirement Fund; and (3) the Coast Guard Military Retirement Fund. Provides for accrual funding of post-retirement health benefits costs for federal employees. Changes the name of the Department of Defense (DOD) Medicare-Eligible Retiree Health Care Fund to Uniformed Services Health Care Fund (thus, providing health care programs for all uniformed service retirees, under certain conditions). Establishes a Joint Select Committee on Earmark Reform. Declares a moratorium on consideration of earmarks until the Joint Select Committee files its report. Revises requirements for limiting the public debt. Repeals Rule XXVIII (the Gephardt Rule, relating to mandatory adjustment of the statutory limit on the public debt to conform to a budget resolution). Amends the Federal Credit Reform Act of 1990 to require adjustment for market risks in the estimation of net present values for calculation of the estimated long-term cost to the federal government of a direct loan or loan guarantee or modification. Budget Enforcement and Congressional Control Act of 2009 - Amends the CBA to prohibit consideration of extraneous appropriations in omnibus appropriations measures, or of more than a 20% increase in new direct spending in reconciliation legislation. Amends Rule XIII (Calendars and Committee Reports) to make it out of order to consider any waiver of spending and deficit limits under this Act or the CBA. Directs the chairs of the congressional budget committees to each maintain a deficit reduction Discretionary Account and a deficit reduction Mandatory Account. Revises Rule X to suspend certain requirements limiting terms of service on the House Budget Committee. Establishes a House select committee to review the effectiveness of such requirements. Provides for expedited judicial consideration and review of a complaint by a Member of Congress or individual who is adversely affected by this Act.

Commends the soldiers, their families, and the civilian personnel at Fort Gordon for their service and dedication to the United States. Real Stimulus Act of 2009 - Prohibits the Federal Communications Commission (FCC) from proposing, promulgating, or issuing any regulations with regard to the Internet or IP-enabled services. Makes such prohibition non-applicable to regulations that are determined necessary to: (1) prevent damage to U.S. national security; (2) ensure public safety; or (3) assist or facilitate any actions taken by federal and state law enforcement agencies.

Considers the "Report of the United Nations Fact Finding Mission on the Gaza Conflict" (Goldstone Report) to be biased and unworthy of further consideration or legitimacy. Supports the Administration's efforts to combat anti-Israel bias at the United Nations (U.N.). Calls on the President and the Secretary of State to oppose endorsement of, and measures stemming from, the Report. Reaffirms support for Israel's right to defend its citizens from violent militant groups and their state sponsors.

Directs the Chief Administrative Officer of the House of Representatives to: (1) take all necessary steps to begin installation of cameras in room H-313 of the Capitol during the next recess lasting 10 calendar days or longer; (2) during the next such recess, begin and complete installation of such cameras; and (3) coordinate with the Chair of the Committee on Rules to provide for live broadcasting of the proceedings of such Committee on the Internet.

Peace Through Strength Act of 2009 - Sets forth congressional findings regarding: (1) Iranian support for terrorism, (2) Iran's ballistic missile fleet; (3) Iran's nuclear program; (4) the threat to the United States of an electromagnetic pulse (EMP) attack; (5) Iran's dependence on petroleum imports; and (6) Iranian human rights violations. Sets forth U.S. policy regarding normalization of relations with Iran. Amends the Iran Sanctions Act of 1996 to state that it shall be U.S. policy to encourage foreign governments to: (1) direct state-owned entities to cease all investment in Iran's energy sector and all exports of refined petroleum resources to Iran; and (2) persuade, and where possible, require private entities to cease all investment in Iran's energy sector and all exports of refined petroleum resources to Iran. Directs the President, with respect to sanctions against Iran, to (1) reduce the dollar threshold for imposition of sanctions against persons making investments that contribute to Iran's petroleum resource development; (2) enlarge the scope of activities that trigger sanctions against persons providing Iran with petroleum resources which contribute to Iran's ability to develop chemical, biological, or nuclear weapons; (3) impose sanctions against persons importing Iranian goods or services other than news publications into the United States or exporting to Iran goods or technology for other than humanitarian purposes; and (4) include among listed sanctions foreign exchange, banking, and property transaction prohibitions. States that the United States is capable, willing, and ready to use military force to prevent Iran from obtaining or developing a nuclear weapons capability. Directs the Secretary of Defense to: (1) develop military options to prevent Iran's development or deployment of a nuclear weapons capability; and (2) submit a related annual report to the appropriate congressional committees.

Amends Rule XI (Procedures of Committees and Unfinished Business) of the Rules of the House of Representatives to require the chair of a committee, within 24 hours after commencing a meeting to consider a measure or matter, to cause its text to be made publicly available in an electronic form. Requires a committee chair to do the same with an amendment to such measure or matter within 24 hours after adopting it. Amends Rule XIII (Calendar and Committee Reports) to prohibit a committee report on a measure or matter from including recommended amendments after it was ordered reported, except technical and conforming changes authorized by the committee to correct section numbers, cross-references, punctuation, grammar, spelling, or to maintain mathematical consistency.
