Ultrasound Informed Consent Act - Amends the Public Health Service Act to require abortion providers, before a woman gives informed consent to any part of an abortion, to perform an obstetric ultrasound on the pregnant woman, explain the results, display the ultrasound images so the woman may view them, and provide a medical description of the ultrasound images, including the dimensions of the embryo or fetus and the presence of external members and internal organs, if present and viewable. Provides for: (1) civil penalties for willful failure to comply; and (2) a medical emergency exception. Prohibits construing this Act to require a woman to view the images or penalizing the physician or the woman if she refuses to look at the images.

Middle Class Jobs Protection Act of 2008 - Amends the Internal Revenue Code to: (1) reduce the maximum corporate income tax rate to 25%; (2) increase the expensing allowance for depreciable business assets to $250,000 in 2008 and 2009; (3) increase to 50% the current year bonus depreciation allowance for certain property placed in service in 2008 and 2009; and (4) allow additional carrybacks for certain net operating losses and for excess business and foreign tax credit amounts arising in 2008 and 2009.

Bureau of Alcohol, Tobacco, Firearms, and Explosives Reform and Firearms Modernization Act of 2007 - Amends the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Revises the definition of "willfully" for purposes of firearms violations and standards for criminal violations of firearms recordkeeping requirements. Requires the Attorney General to: (1) make preliminary determinations on firearms license applications and notify applicants in writing of a proposed denial; and (2) establish guidelines for Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) inspections, examinations, or investigations of possible firearms violations. Prohibits ATF from disclosing information on firearms purchasers other than to a court, law enforcement agency, or prosecutor. Permits an owner of a firearms business whose license is expired, surrendered, or revoked 60 days to liquidate inventory. Requires any state agency that stores or keeps explosive materials to report to the Attorney General on the location and amount of such materials. Allows the transfer and possession of machineguns for use by federal security contractors. Prohibits taxes or user fees for background checks under the Brady Handgun Violence Prevention Act. Eliminates the requirement of written permission for the use of a handgun for lawful purposes by a minor (under age 18) where a parent or legal guardian is present at all times during such use. Restricts the disclosure of information in the ATF firearms trace system database. Increases penalties for possession of firearms by felons with prior convictions of a crime of violence or a serious drug offense.

Provides that an amendment to the sentencing guidelines promulgated by the U.S. Sentencing Commission with respect to crack cocaine offenses shall apply only to cases pending on and after the effective date of such amendment (i.e., November 1, 2007).

Positive Alternatives Act - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to allow the use of TANF funds for alternative-to-abortion services, including: (1) information or counseling that promotes childbirth instead of abortion; and (2) other services designed to assist a woman to carry her unborn child to term.

Prohibits the Secretary of Veterans Affairs from authorizing an honor guard to participate in the funeral of any veteran interred in a national cemetery under the control of the National Cemetery Administration unless the honor guard agrees to offer to the family of each veteran in whose funeral the honor guard chooses to participate the option of having it perform one of the 13-fold flag recitations. Expresses the sense of Congress that 13-fold flag recitations are a historical tradition and that it should be the policy of the Department of Veterans Affairs (VA) to authorize honor guards to participate in the funerals of veterans and proactively offer such a recitation to each veteran's family.

Common Sense English Act - Amends the Civil Rights Act of 1964 to declare that, notwithstanding any other provision of the equal employment opportunities provisions of the Act, it is not an unlawful employment practice for an employer to require employees to speak English while engaged in work.

Health Care Choice Act of 2007 - Amends the Public Health Service Act to provide that the laws of the state designated by a health insurance issuer (primary state) shall apply to individual health insurance coverage offered by that issuer in the primary state and in any other state (secondary state), but only if the coverage and issuer comply with the conditions of this Act. Exempts issuers from any secondary state's laws that would prohibit or regulate the operation of the issuer in such state, subject to certain restrictions imposed by such state. Specifies the notice that an issuer must provide in any insurance coverage offered in a secondary state and at renewal of the policy. Requires each issuer issuing individual health insurance coverage in both primary and secondary states to submit to: (1) the insurance commissioners of such states a copy of the plan of operation or feasibility study and written notice of any change in its designation of its primary state and of its compliance with all the laws of the primary state; and (2) the insurance commission of each secondary state a copy of the issuer's quarterly financial statement that was submitted to the primary state. Prohibits an issuer from offering, selling, or issuing individual health insurance coverage in a secondary state if the state insurance commissioner does not use a risk-based capital formula for the determination of capital and surplus requirements for all issuers. Gives sole jurisdiction to the primary state to enforce the primary state's covered laws in the primary state and any secondary state. Requires the Comptroller General to study and report to Congress on the effect of this Act on specified health insurance issues.

Emergency Relief Tax Check-Off for Our Armed Forces Act of 2007 - Amends the Internal Revenue Code to allow a tax deduction (available to taxpayers who do not itemize their tax deductions) for charitable contributions of up to $1,000 ($2,000 in the case of a joint return) to the Armed Forces Relief Trust. Allows taxpayers to designate on their tax returns a portion of any overpayment of tax as a contribution to the Trust or to make a cash contribution to the Trust with their tax returns. Establishes an advisory board to advise the Trust on its operation and on the distribution of contributed funds.

School Choice for Foster Kids Act - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to authorize states to use funds provided under the John H. Chafee Foster Care Independence program to provide vouchers to foster children of all ages to cover their elementary and secondary private school tuition and public school transportation costs.

Expresses the sense of the House of Representatives that the government of Pakistan should: (1) restore the rule of law by reinstating the constitution and members of the Supreme Court of Pakistan; (2) end the charges against human rights defenders and release those in detention or under house arrest, in particular Ms. Asma Jahangir; (3) restore media independence and ensure freedom of speech; and (4) ensure respect for human rights.

Establishes a Congressional-Executive Commission on the Socialist Republic of Vietnam, which shall: (1) monitor the Socialist Republic of Vietnam's human rights compliance, with particular emphasis on the Montagnard peoples and the Central and Northwest Highlands; (2) maintain lists of persons believed to be imprisoned, detained, tortured, or otherwise persecuted by the government of the Socialist Republic of Vietnam due to their pursuit of the rights described in this Act; (3) monitor the development of the rule of law in the Socialist Republic of Vietnam, with particular emphasis on the Montagnard peoples and the Central and Northwest Highlands; and (4) monitor and encourage the development of programs and activities of the U.S. government and private organizations with a view toward increasing the U.S.-Vietnam interchange.

Establishes a Joint Select Committee on Earmark Reform to study and report to the House and the Senate on the practices of the legislative and executive branch regarding earmarks in authorizing, appropriation, tax, and tariff measures. Makes it out of order to consider a bill, joint resolution, or conference report containing a congressional earmark, limited tax benefit, or limited tariff benefit until the filing of such report.

Securing Medicare and Retirement for Tomorrow Act of 2007, or SMART Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to add a new part B (Personal Social Security Savings Program) under which each employer shall establish and maintain for each participating employee a personal Social Security account under a Social Security payroll deduction plan. Provides for the participation by self-employed individuals and the investment of personal Social Security account funds in one qualified Social Security mutual fund designated by the participating individual. Establishes the Personal Accounts Management and Review Board, and requires it to establish a program for designating qualified Social Security mutual funds. Provides for election of SSA title II part A (Insurance Benefits) in lieu of part B benefits at retirement. Establishes in the Treasury the Social Security Escrow Fund and provides for investment of its holdings. Amends SSA title XVIII (Medicare) with respect to personal Social Security accounts. Amends the Internal Revenue Code to impose a tax on the failure of Medicare retirees to obtain qualified health insurance coverage. Provides for a reduction in rate of the Federal Insurance Contributions Act (FICA) tax on employers if the Fund is ever projected to have excess funds during the ensuing calendar year, and will have no need to borrow funds for the next 10 calendar years. Prohibits collection of the FICA tax with respect to individuals who have attained retirement age. Excludes from an individual's gross income any distributions from a personal Social Security account or any amount received under a qualified Social Security annuity. Provides for budget reform transfers from the general fund of the Treasury to the Social Security Escrow Fund of any tax revenues in excess of specified target revenue amounts (if any) for the fiscal year. Amends the Congressional Budget Act of 1974 to provide for dedication of Social Security surpluses to reduction in the public debt.

Sanctity of Human Life Act - Declares that: (1) the right to life guaranteed by the Constitution is vested in each human and is the person's paramount and most fundamental right; (2) each human life begins with fertilization, cloning, or its functional equivalent, at which time every human has all legal and constitutional attributes and privileges of personhood; and (3) Congress, each state, the District of Columbia, and all U.S. territories have the authority to protect all human lives.

Title X Abortion Provider Prohibition Act - Amends the Public Health Service Act to prohibit the Secretary of Health and Human Service from providing any federal family planning assistance to an entity unless the entity certifies that, during the period of such assistance, the entity will not perform, and will not provide any funds to any other entity that performs, an abortion. Excludes an abortion where: (1) the pregnancy is the result of an act of rape or an act of incest against a minor; or (2) a physician certifies that the woman suffered from a physical disorder, injury, or illness that would place the woman in danger of death unless an abortion is performed, including a condition caused by or arising from the pregnancy. Excludes hospitals from such requirement so long as the hospital does not provide funds to any non-hospital entity that performs an abortion. Requires the Secretary to annually provide Congress: (1) information on grantees who performed abortions under the exceptions; and (2) a list of entities to which grant funds are made available.

Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2008 - Appropriates funds for FY2008 for the Department of Defense (DOD) for: (1) military construction for the Army, Navy and Marine Corps, and Air Force (military departments), DOD, the Army and Air National Guard, and the Army, Navy, and Air Force reserves; (2) the North Atlantic Treaty Organization (NATO) Security Investment Program; (3) family housing construction and related operation and maintenance for the military departments and DOD; (4) the Department of Defense Family Housing Improvement Fund; (5) DOD chemical demilitarization construction; and (6) the Department of Defense Base Closure Accounts of 1990 and 2005. Appropriates funds for the Department of Veterans Affairs (VA) for: (1) the Veterans Benefits Administration; (2) readjustment benefits; (3) veterans insurance and indemnities; (4) the Veterans Housing Benefit Program Fund; (5) the Vocational Rehabilitation Loans Program; (6) the Native American Veteran Housing Loan Program; (7) guaranteed transitional housing loans for homeless veterans; (8) the Veterans Health Administration; (9) the National Cemetery Administration; (10) the Office of Inspector General; (11) construction for major and minor projects; and (12) grants for the construction of extended care facilities and veterans cemeteries. Appropriates funds for: (1) the American Battle Monuments Commission; (2) the U.S. Court of Appeals for Veterans Claims; (3) cemeterial expenses, Army; and (4) the Armed Forces Retirement Home. Specifies restrictions and authorities regarding the use of funds appropriated in this Act.

Secure America Through Verification and Enforcement Act of 2007 or SAVE Act of 2007 - Sets forth border security and enforcement provisions, including provisions respecting: (1) increases in Border Patrol and investigative personnel; (2) recruitment of former military personnel; (3) use of Department of Defense (DOD) equipment; (4) infrastructure improvements; (5) aerial and other surveillance; (5) a national strategy to secure the borders; (6) emergency deployment of Border Patrol agents; and (7) expansion of the Customs-Trade Partnership Against Terrorism along the northern and southern borders. Amends the Immigration and Nationality Act and specified maritime law sections to revise alien smuggling provisions. Sets forth provisions respecting border security on certain federal lands under the jurisdiction of the Secretary of Agriculture or the Secretary of the Interior. Border Law Enforcement Act - Authorizes a border relief grant program for a tribal, state, or local law enforcement agency in a county within 25 miles of the southern border of the United States. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the basic employment eligibility confirmation pilot program permanent. Sets forth conditions for the mandatory use of the E-verify system. Requires: (1) employer/employee notification of social security number mismatches and multiple uses, and related information sharing with the Department of Homeland Security (DHS); and (2) establishment of electronic birth and death registration systems. Amends the Internal Revenue Code to: (1) penalize specified employers for failure to correct information returns; and (2) prohibit employers from deducting from gross income wages paid to unauthorized aliens, with an exception for an employer participating in the basic employment eligibility confirmation program. Increases criminal alien program (CAP) personnel. Establishes within DHS a rewards program to assist in the elimination of commercial operations to produce or sell fraudulent immigration-related documents and to assist in the investigation, prosecution, or disruption of commercial alien smuggling operations. Provides for: (1) increased alien detention facilities; (2) additional district court judgeships; and (3) a media campaign to inform the public of changes made by this Act including a multilingual media campaign explaining noncompliance penalties.

Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to make it out of order to consider any bill, joint resolution, or conference report, containing appropriations within the jurisdiction of the Subcommittee on Military Quality of Life and Veterans Affairs, and Related Agencies of the Committee on Appropriations if such measure also contains appropriations within the jurisdiction of any other subcommittee of that Committee. (Thus requires that general appropriations for military construction and veterans' affairs be considered as stand-alone measures.) Exempts from such requirement any measure making supplemental appropriations or continuing appropriations for up to 60 days.

Expresses the sense of the House of Representatives that Department of Veterans Affairs National Cemetery Administration employees, volunteers, and veteran's service organizations that perform funeral honors and memorial honor details should be permitted to recite the 13 steps to fold an American flag (known as the "13-fold recital") at any national cemetery if requested to do so by the family of the deceased.

Cut the Unnecessary Tab Resolution, or CUT Resolution - Amends Rule XIII (Calendars and Committee Reports) of the Rules of the House of Representatives to prohibit the Committee on Rules from reporting a rule or order that would limit any amendment that would otherwise be in order to a rescission bill. Amends Rule X (Organization of Committees) to require the House Budget Committee, whenever a rescission bill passes the House, to reduce the applicable committee allocations by the total amount of resulting reductions in budget authority and outlays. Amends Rule XIII to require the Majority Leader to introduce a rescission bill by certain dates in each session. Makes any motion to discharge the committee from consideration of such a bill privileged 10 legislative days after its introduction, if it was not introduced by one of the deadlines. Makes it out of order to offer any amendment to a rescission bill unless it increases the amount of budget authority to be rescinded. Amends Rule XXI (Restrictions on Certain Bills) to make it out of order to consider any rescission bill, its conference report, or amendment, unless: (1) such bill or conference report is made available to Members and the general public on the Internet for at least 48 hours before its consideration; (2) an amendment to such measure made in order by a rule is available within one hour after the rule is filed; or (3) an amendment under an open rule is made available immediately after being offered in a format searchable and sortable. Requires amendments to rescission bills to be germane.

Amends the Internal Revenue Code to permit up to $500 of unused health benefits in a plan or other arrangement that provides for a health flexible spending arrangement to be carried forward to the next year of such health flexible spending arrangement without affecting the status of such plan or arrangement as a tax-exempt employee benefit cafeteria plan. Terminates such carryforward after 2009.

More Children, More Choices Act of 2007 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to require a state SCHIP plan to specify how it will achieve coverage for 90% of targeted low-income children. Prohibits SCHIP payment for children with family income above 250% of the applicable poverty line. Sets forth special rules for SCHIP payment for children with family income above 200% of the applicable poverty line. Provides for standardization of income determinations. Applies citizenship documentation requirements to SCHIP beneficiaries, and increases the federal matching rate for citizenship documentation enforcement under SSA title XIX (Medicaid) and SCHIP. Places limitations on SCHIP eligibility based on substantial net assets. Requires state SCHIP plans to describe how they will provide for targeted low-income children covered under a group health plan. Revises federal financial participation requirements for employer-sponsored insurance. Requires the offering of alternative coverage options under SCHIP. Changes the allotment distribution formula for allotments to the states and the District of Columbia, particularly for targeted low-income children and pregnant women. Prohibits redistribution of unused allotments. Reauthorizes the SCHIP program through FY2012 at increased levels. Directs the Secretary of Health and Human Services to make grants to eligible entities to improve outreach to and enrollment of eligible children. Amends the Internal Revenue Code to allow: (1) a limited tax credit for qualified health insurance for any dependent child; and (2) advance payment to insurance providers of health insurance credit for purchasers of such insurance. Directs the Secretary to establish a State Health Coverage Innovation Commission to make grants to states for innovative health reform projects. Directs the Secretary to implement administrative reforms with respect to the Medicare and Medicaid programs sufficient to result in projected reductions in the Medicare and Medicaid federal budget baselines for FY2008-FY2013 that exceed the projected revenue loss for the same period attributable to the tax credit provided for, and the increase in the federal budget baseline for SCHIP resulting from, this Act.

Loyalty to Our Legacy Act of 2007 - Requires the Architect of the Capitol (AOC) to ensure that the Pledge of Allegiance to the Flag and the national motto "In God We Trust" are each displayed prominently in the Capitol Visitor Center (CVC) on a permanent basis. Prohibits the AOC, in preparing and producing any exhibit or other material relating to the CVC, from removing or refusing to include any language, symbol, writing, document, or record on the grounds that they include a religious reference or Judeo-Christian content.

Urges Palestinian Authority President Mahmoud Abbas, who is also Chairman of his Fatah party, to officially abrogate the 10 articles in the Fatah Constitution that call for Israel's destruction and terrorism against Israel, oppose any political solution to the Israeli-Palestinian conflict, and label Zionism as racism. Condemns the continuing existence of these articles as part of the Fatah Constitution.

Calls on the Secretary of State to determine if the charges brought against United Nations Special Rapporteur on Trafficking in Persons, Sigma Huda, constitute a retaliation by the military-backed government of Bangladesh for her family's alleged political activities. Asks the President to direct the U.S. Permanent Representative to the United Nations to submit a resolution to the United Nations condemning the caretaker government for its human rights violations. Proposes that the President recognize the return of democracy to Bangladesh as a high priority of U.S. foreign policy.

Eradication of Slavery in Sudan Act of 2007 - Establishes the United States Commission to Monitor Slavery and its Eradication in Sudan, which shall have as its primary responsibility: (1) reporting on progress made by the government of Sudan and nongovernmental organizations in identifying the location of slaves in Sudan and ensuring their freedom; (2) working with the government of Sudan to ensure safe passage of freed slaves and family reunification; (3) documenting existing cases of slavery and working to prevent new cases from occurring; (4) ensuring that former slaves have access to basic education and skill training, as well as medical, social, and psychological support needed for their rehabilitation and reintegration into society; (5) ensuring that those individuals responsible for slavery are brought to justice; and (6) recommending U.S. government actions in response to the Sudanese government's inaction to eradicate slavery. Terminates the Commission six years after the initial appointment of all of the members.

Urges the Board of Directors of the World Bank to request a policy review of current disbursements to the Islamic Republic of Iran and to end these disbursements until the International Atomic Energy Agency (IAEA) certifies Iran's compliance with U.N. Security Council Resolutions 1696 and 1747 and the terms of the Nuclear Nonproliferation Treaty. Urges the Security Council to order the World Bank to end disbursements to Iran if the Board of Directors fails to take such action.

Encourages the government of the People's Republic of China (PRC) to: (1) halt the forced repatriation of North Koreans who face a well-founded fear of persecution if they are returned to North Korea; and (2) grant the United Nations High Commissioner for Refugees access to determine such refugees' status and the degree of assistance to which they are entitled. Recognizes the efforts of the Korean-American community for bringing attention to the plight of North Korean refugees.

Supporting Prosecutions of International Espionage Schemes Act of 2007 - Amends the federal criminal code to: (1) revise criminal prohibitions against unauthorized gathering and disclosure of national defense information and recklessly losing such information; (2) increase maximum prison terms for the crimes of misprision of treason, rebellion, and thefts of classified information and financial records by computer; (3) impose a fine and/or prison term of up to 30 years for damaging or impeding the operation of a nuclear facility or attempting or conspiring to do so; and (4) impose a fine and/or prison term of up to 20 years for violations of certain export control requirements. Directs the Attorney General to: (1) notify appropriate officials at the Departments of Homeland Security (DHS), State, and Commerce of any indictments, convictions, or dispositions of any criminal investigations under the Arms Export Control Act or the Export Administration Act; (2) develop an Internet import and export control database; and (3) provide technical assistance to investigators and prosecutors to improve and increase enforcement and prosecution of export control laws.

Taxpayer Choice Act of 2007 - Amends the Internal Revenue Code to: (1) repeal the alternative minimum tax on individual taxpayers after 2006; and (2) allow taxpayers to elect an alternative income tax system. Makes permanent the capital gains and dividends rate reductions enacted by the Jobs and Growth Tax Relief Reconciliation Act of 2001.

Securing Adolescents From Exploitation-Online Act of 2007 or the SAFE Act of 2007 - Amends the federal criminal code to expand the reporting requirements of electronic communication and remote computing service providers (service providers) with respect to violations of child sexual exploitation and pornography laws. Requires such service providers, in reporting violations of such laws to the CyberTipline of the National Center for Missing and Exploited Children (Center) to provide: (1) information on the Internet identity of a suspected sex offender, including the electronic mail address, website address, uniform resource locator, or other identifying information; (2) the time child pornography was uploaded or discovered; (3) geographic location information for the offender; and (4) images of such child pornography. Requires the Center to forward each report which it receives from a service provider to a designated law enforcement agency. Requires service providers to preserve images of child pornography for evidentiary purposes. Authorizes the Center to provide images of child pornography reported to its CyberTipline to service providers to enable such providers to stop further transmissions of of pornographic images. Grants service providers and the Center immunity from civil claims or criminal charges for complying the requirements of this Act, except for certain intentional or reckless misconduct.

Supports the observance of Breast Cancer Awareness Month in order to provide a special opportunity to offer education on the importance of monthly breast self-examinations and annual mammograms. Salutes the more than 2.4 million breast cancer survivors in the United States and the efforts of victims, volunteers, and professionals who combat breast cancer each day. Recognizes and applauds the national and community organizations for their work in promoting awareness about breast cancer, providing information, and offering treatment to its sufferers. Urges organizations and health practitioners to use this opportunity to promote awareness about breast cancer, to support monthly self-examinations, and to encourage annual mammograms.
