Gang Deterrence and Community Protection Act of 2007 - Amends the federal criminal code to modify and expand prohibitions against criminal street gang activity, including forfeiture provisions. Revises penalties for: (1) interstate or foreign travel or transportation in aid of racketeering enterprises; (2) carjacking; (3) using interstate commerce facilities in the commission of murder-for-hire and other felony crimes of violence; (4) violent crimes in aid of racketeering activity; (5) murder and other violent crimes committed during and in relation to a drug trafficking crime; (6) using interstate commerce facilities to commit multiple murder; and (7) the use of firearms in crimes of violence and drug trafficking. Amends: (1) the Racketeer Influenced and Corrupt Organizations Act (RICO) to expand the definition of "racketeering activity" to cover interstate murder; and (2) the Violent Crime Control and Law Enforcement Act of 1994 to authorize the use of community-based justice grants to hire additional prosecutors to reduce backlogs and to fund technology, equipment, and training for specified purposes, including to increase the accurate identification and successful prosecution of young violent offenders Expands: (1) the rebuttable presumption against release of persons charged with firearms offenses; (2) venue in capital cases; and (3) the authority to prosecute juveniles as adults. Sets a 15-year statute of limitations for non-capital felony crimes of violence. Authorizes the Attorney General to designate specific areas that are located within one or more states as high intensity interstate gang activity areas.

Dog and Cat Fur Prohibition Enforcement Act - Amends provisions of the Tariff Act of 1930 that prohibit the importation of dog or cat fur to modify the definitions of "cat fur" and "dog fur" to include the pelt or skin of the domestic cat or dog, respectively. Amends the Fur Products Labeling Act to expand the definition of "fur product" to include all fur as defined by such Act regardless of the quantity used.

Emergency and Disaster Assistance Fraud Penalty Enhancement Act of 2007 - Amends the federal criminal code to: (1) set forth criminal penalties for fraud in the provision of benefits or the procurement of property or services in connection with a major disaster or emergency declared under the Disaster Relief Act of 1974; and (2) increase criminal penalties for engaging in wire, radio, television, or mail fraud during and in relation to a presidentially declared major disaster or emergency. Directs the U. S. Sentencing Commission to promulgate or amend sentencing guidelines to provide for increased penalties for persons convicted of fraud or theft offenses in connection with a declared emergency or major disaster.

Cyber-Security Enhancement and Consumer Data Protection Act of 2007 - Amends the federal criminal code to: (1) prohibit accessing or remotely controlling a protected computer to obtain identification information; (2) revise the definition of "protected computer" to include computers affecting interstate or foreign commerce or communication; (3) expand the definition of racketeering to include computer fraud; (4) redefine the crime of computer-related extortion to include threats to access without authorization (or to exceed authorized access of) a protected computer; (5) impose criminal penalties for conspiracy to commit computer fraud; (6) impose a fine and/or five year prison term for failure to notify the U.S. Secret Service or Federal Bureau of Investigation (FBI) of a major security breach (involving a significant risk of identity theft) in a computer system, with the intent to thwart an investigation of such breach; (7) increase to 30 years the maximum term of imprisonment for computer fraud and require forfeiture of property used to commit computer fraud; and (8) impose criminal penalties for damaging 10 or more protected computers during any one-year period. Directs the U.S. Sentencing Commission to review and amend its guidelines and policy statements to reflect congressional intent to increase criminal penalties for computer fraud. Authorizes additional appropriations in FY2007-FY2011 to the U.S. Secret Service, the Department of Justice, and the FBI to investigate and prosecute criminal activity involving computers.

Internet Stopping Adults Facilitating the Exploitation of Today's Youth Act (SAFETY) of 2007 - Amends the federal criminal code to prohibit: (1) financial transactions in interstate or foreign commerce that facilitate access to, or the possession of, child pornography; and (2) Internet content hosting providers or email service providers from facilitating access to, or the possession of, child pornography. Amends the Victims of Child Abuse Act of 1990 to: (1) increase monetary penalties for willful failure of electronic communication service providers to report child pornography; and (2) impose new penalties for negligent failure to report. Requires the Attorney General to issue regulations governing the retention of certain records by Internet Service Providers. Increases criminal penalties for the sexual exploitation of children and for activities involving the sexual exploitation of children and child pornography. Requires commercial website operators to place warning marks prescribed by the Federal Trade Commission on web pages that contain sexually explicit materials. Authorizes appropriations for FY2008-FY2012 for the Innocent Images National Initiative.

Criminal Terrorism Improvements Act of 2007 - Amends the federal criminal code to impose the death penalty or life imprisonment on individuals who cause the death of a person while committing a terrorist act. Authorizes the death penalty for: (1) developing, possessing, or threatening to use radiological weapons against a person or against U.S. property; (2) causing the death of an individual by using missile systems designed to destroy aircraft, by using radiological dispersal devices, or by using the variola virus; and (3) use of atomic weapons with intent to injure the United States. Increases criminal penalties for: (1) attempting or conspiring to kill a U.S. national; (2) engaging in physical violence with the intent to injure a U.S. national; (3) financing terrorism or concealing assets to be used for terrorist activities; and (4) providing material support to terrorists or receiving military-type training from a foreign terrorist organization. Amends the crime of receiving military-type training from a foreign terrorist organization to include attempts or conspiracies to receive such training. Denies certain federal benefits to individuals convicted of a federal crime of terrorism. Expands the authorization for interception of communications (wiretapping) to include all federal crimes of terrorism.

National Right-to-Carry Reciprocity Act of 2007 - Amends the federal criminal code to establish a national standard for the carrying of concealed firearms (other than a machinegun or destructive device) by non-residents. Authorizes a person who has a valid permit to carry a concealed firearm in one state and who is not prohibited from carrying a firearm under federal law to carry a concealed firearm in another state in accordance with the restrictions of that state or as specified under this Act.

Death Penalty Reform Act of 2007 - Amends the federal criminal code to modify substantive law and procedures relating to the death penalty. Adds certain crimes that result in death, including obstruction of justice, as aggravating factors in death penalty deliberations. Defines "mentally retarded" for death penalty purposes. Requires a defendant to give notice to the government of any mitigating factors, including mental retardation, which the defendant intends to present in a death penalty proceeding. Grants the government the right to an independent mental health examination of a defendant claiming mental retardation. Grants the Attorney General regulatory authority over the implementation of the death penalty. Repeals the prohibition against executing a person who is mentally retarded. Grants the government an unlimited right to rehearings of a finding of mental incapacity in death penalty cases. Requires a court in a death penalty case to: (1) assign a second attorney for the defendant when the government files a notice of intent to seek a sentence of death (currently, assignment is required upon indictment); and (2) permit the government to strike for cause jurors who oppose the death penalty. Modifies criteria relating to mitigating and aggravating factors in death penalty cases. Authorizes a court in the sentencing phase of a death penalty case to impanel a jury of less than 12 members upon a finding of good cause. Amends the Federal Rules of Criminal Procedure to increase the number of alternative jurors and peremptory challenges to such jurors in criminal proceedings.

Criminal Restitution Improvement Act of 2007 - Amends the federal criminal code to: (1) make restitution mandatory for federal crimes resulting in pecuniary loss to identifiable victims, including loss proximately resulting from such crimes; (2) expand the extent of such restitution to include the victim's costs related to the investigation or prosecution of the underlying crime; (3) permit disclosure to crime victims of portions of pre-sentence reports relating to restitution; (4) require courts to enter orders requiring immediate payment of full restitution; (5) prohibit termination of supervised release or probation for convicts with unsatisfied orders of restitution; (6) expand forfeiture provisions to require the forfeiture of any profits made possible by a criminal offense; (7) require courts to enter protective orders to preserve assets available for restitution; and (8) allow an injunction against an individual who is committing or about to commit a federal offense that may result in an order or restitution. Amends the federal judicial code to revise debt collection procedures relating to criminal restitution and authorize prejudgment remedies in criminal restitution proceedings.

Constitutional Amendment - Declares that marriage in the United States shall consist only of a legal union of a man and a woman. Prohibits any federal or state court from having jurisdiction to determine whether the U.S. Constitution or any state constitution requires the legal incidents of marriage to be conferred upon any union other than a legal union between one man and one woman. Provides that no state shall be required to give effect to any public act, record, or judicial proceeding of any other state concerning a union between persons of the same sex that is treated as a marriage, or as having the legal incidents of marriage, under the laws of such other state.

Condemns the use of innocent civilians as human shields, including Hezbollah's recent use of this brutal and illegal tactic during the 2006 summer conflict with Israel. Calls on: (1) the international community to recognize the breaches of international law through the use of human shields; and (2) the community of U.S. and international jurisprudential scholars and practitioners and the leadership of the Armed Forces to review the current international legal regime and to make recommendations to prevent the future use of human shields during armed conflicts.

Permanent Internet Tax Freedom Act of 2007 - Amends the Internet Tax Freedom Act to make permanent the ban on state and local taxation of Internet access and on multiple or discriminatory taxes on electronic commerce.

Health Care Choices for Seniors Act - Amends title II (Old Age, Survivor's and Disability Insurance) (OASDI) of the Social Security Act (SSA) to require the Secretary of Health and Human Services to establish a procedure under which an individual otherwise entitled to benefits under part A (Hospital Insurance) of SSA title XVIII (Medicare) may waive such entitlement and be automatically enrolled in the Medicare Alternative Voucher Program (MAV Program). Directs the Secretary to establish the MAV Program, under which a voucher may be used as a contribution into a health savings account and for the payment of enrollment premiums under a high deductible health plan. Amends the Internal Revenue Code to increase the amount of the itemized deduction for health savings accounts by the amount of the MAV that is contributed to an individual's health savings account. Suspends Medicare late enrollment penalties for an individual between ages 65 and 70 if the individual is enrolled in the MAV program.

Fair Currency Act of 2007 - Amends the Tariff Act of 1930 to expand the authority of the administering authority or the International Trade Commission (ITC) to impose countervailing duties on products from a nonmarket economy country that have been provided a countervailable subsidy. Includes exchange-rate misalignment (undervaluation of a foreign currency) by a country as a countervailable subsidy. Requires the administering authority to use methodologies that measure certain benchmarks outside of a nonmarket economy country where exchange-rate misalignment exists when measuring the benefit of a countervailable subsidy bestowed on a product by such country in a countervailing duty proceeding. Amends the Trade Act of 1974 to include exchange-rate misalignment by the People's Republic of China as a condition in determining market disruption to the domestic producers of a like or directly competitive product from products imported from China. Prohibits the Department of Defense (DOD) from procuring defense articles imported from China if such articles are competitive with domestic industry articles critical to the defense industrial base of the United States. Applies provisions of this Act to goods from Canada and Mexico. Amends the Exchange Rates and International Economic Policy Coordination Act of 1988 to direct the Secretary of the Treasury to consider in the annual analysis of foreign exchange rate policies whether countries have a currency that is in fundamental misalignment, and if so, to initiate bilateral corrective negotiations. Directs the Secretary, prior to U.S. approval of a change in an international financial institution's governance, to determine whether a member who would benefit from such change has a currency that is manipulated or in fundamental misalignment, and if so, oppose such change. Amends the Tariff Act of 1930 to require the administering authority, in determining whether a country is a nonmarket economy country, to consider whether such country's manipulation or fundamental misalignment of its currency adversely affects the U.S. economy.

Keeping the Internet Devoid of Sexual Predators Act of 2007 or the KIDS Act of 2007 - Amends the Sex Offender Registration and Notification Act to require a convicted sex offender to: (1) provide for inclusion in the National Sex Offender Registry any electronic mail address, instant message address, or other similar identifier used to communicate over the Internet; and (2) keep such information current. Requires jurisdictions that maintain information about sex offenders to exempt from public disclosure any electronic mail address, instant message address, or other similar Internet identifier used by a sex offender. Requires the Attorney General to maintain a system to allow commercial social networking websites to compare their databases of users to the Internet identifiers of persons in the National Sex Offender Registry. Exempts such websites from civil liability if compliant with the requirements of this Act. Amends the federal criminal code to impose a fine and/or prison term: (1) of up to 10 years for failure by any sex offender to provide information required by this Act; and (2) of up to 20 years for age misrepresentation with the intent to use the Internet to engage in criminal sexual conduct with a minor.

Marriage Protection Act of 2007 - Amends the federal judicial code to deny federal courts jurisdiction to hear or decide any question pertaining to the interpretation of, or the validity under the Constitution, of the provision of the Defense of Marriage Act declaring that no state shall be required to give effect to any marriage between persons of the same sex under the laws of any other state.

Veterans' Memorials, Boy Scouts, Public Seals, and Other Public Expressions of Religion Protection Act of 2007 - Amends the Revised Statutes of the United States to limit the remedy, in a civil action against a state or local official for deprivation of civil rights, to injunctive and declaratory relief and deny attorneys' fees where the deprivation consists of a violation of a prohibition in the Constitution against the establishment of religion, including violations relating to: (1) religious words or imagery in veterans' memorials, public buildings, or official seals of states or their subdivisions; and (2) the chartering of Boy Scout units by states or their subdivisions and the Boy Scouts' using public buildings. Imposes the same limits regarding such an action against the United States or any U.S. agency or official acting in his or her official capacity.

Pledge Protection Act of 2007 - Amends the federal judicial code to deny jurisdiction to any federal court, and appellate jurisdiction to the Supreme Court, to hear or decide any question pertaining to the interpretation of the Pledge of Allegiance or its validity under the Constitution. Makes this limitation inapplicable to: (1) any court established by Congress under its power to make needful rules and regulations respecting the territory of the United States; or (2) the Superior Court of the District of Columbia or the District of Columbia Court of Appeals.

Legislative Line Item Veto Act of 2007 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose the cancellation (line item veto) of any dollar amount of discretionary budget authority, item of direct spending, limited tariff benefit, or targeted tax benefit. Sets forth requirements for the President's transmittal to Congress of a special message regarding a proposed cancellation. Dedicates any cancellation only to deficit reduction or increase of a surplus. Provides for adjustment of: (1) committee allocations resulting from such rescission; and (2) applicable limits, as appropriate, under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Sets forth procedures for expedited congressional consideration of a proposed rescission. Expresses the sense of Congress that no President or any executive branch official should condition the inclusion or exclusion, or threaten to condition the inclusion or exclusion, of any proposed cancellation in any special message under this Act upon any vote cast or to be cast by any Member of either chamber.

Army Specialist Joseph P. Micks Federal Flag Code Amendment Act of 2007 - Amends federal law with regard to the flying of the national flag at half-staff to: (1) allow a governor of a state, territory, or possession of the United States (governor) to proclaim that the national flag be flown at half-staff upon the death of a member of the Armed Forces from the governor's state, territory, or possession who dies while serving on active duty; and (2) require, when a governor issues such a proclamation, the national flag flown at any federal installation or facility in that state, territory, or possession to be flown at half-staff consistent with that proclamation.

National Right-to-Work Act - Amends the National Labor Relations Act and the Railway Labor Act to repeal those provisions that permit employers, pursuant to a collective bargaining agreement that is a union security agreement, to require employees to join a union as a condition of employment (including provisions permitting railroad carriers to require, pursuant to such an agreement, payroll deduction of union dues or fees as a condition of employment).

Parental Empowerment Act of 2007 - Prohibits any state from receiving federal education funds unless the state has policies and procedures that require: (1) each local educational agency to maintain a parent review and empowerment council to provide input and recommendations regarding purchase or acquisition of library and classroom-based reference, instructional, and other print materials for use in elementary schools; or (2) the state educational agency to maintain such a council, if the state purchases most of such materials.

Earmark Transparency and Accountability Act of 2007 - Prohibits a federal agency from obligating funds made available in an appropriation Act or other Act to implement an earmark that is included in a congressional report accompanying such legislation, unless the earmark is also included in the Act.

Helping Families Adopt Orphans Act - Directs the Secretary of Homeland Security to ensure that any "covered individual" (an individual whose Application for Advanced Processing of Orphan Petition was approved on or after July 1, 2005) may file a Petition to Classify Orphan as an Immediate Relative for at least two years after the approval of the individual's application. Prohibits the Secretary from requiring: (1) a covered individual who files a timely petition to pay any fees or complete any requirements already paid or completed in conjunction with the application or contingent on the amount of time that elapses between the application's approval and the petition's filing; and (2) any person who was a covered individual on this Act's enactment date from paying any fee for the timely filing of a petition unless that fee was required at the time the application was approved.

Urges: (1) the United States not to engage in the construction of a North American Free Trade Agreement (NAFTA) Superhighway System; (2) the United States not to allow the Security and Prosperity Partnership to implement regulations that would create a North American Union with Mexico and Canada; and (3) the President to oppose these acts or any other proposals that threaten U.S. sovereignty.

Savings for Seniors Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to establish in the Federal Old-Age and Survivors Insurance Trust Fund a Social Security Surplus Protection Account to hold the Social Security surplus. Denies the availability of the balance in the Account for investment by the Managing Trustee. Establishes in the executive branch of Government a Social Security Investment Commission to study and report to the President and Congress on the most effective vehicles for investment of the Federal Old-Age and Survivors Insurance Trust Fund, other than investment in the form of U.S. obligations resulting in the transfer of Trust Fund assets to the general fund of the Treasury.

Congressional Pardon for Border Patrol Agents Ramos and Compean Act - Orders: (1) the criminal convictions and sentences of Border Patrol Agents Ignacio Ramos and Jose Compean vacated; and (2) the release of said agents from government custody. Prohibits any further criminal prosecution or other proceedings against said agents. Express the sense of Congress that the Department of Homeland Security should review the rules of engagement presently used by the U.S. Border Patrol.

Tax Code Termination Act - Terminates the Internal Revenue Code of 1986 after December 31, 2010, except for self-employment taxes, Federal Insurance Contributions Act taxes, and Railroad Retirement taxes. Declares that any new federal tax system should be a simple and fair system that: (1) applies a low rate to all Americans; (2) provides tax relief for working Americans; (3) protects the rights of taxpayers and reduces tax collection abuses; (4) eliminates the bias against savings and investment; (5) promotes economic growth and job creation; and (6) does not penalize marriage or families. Requires that the new federal tax system be approved by Congress in its final form by July 4, 2010.

Expresses the sense of the House of Representatives that the government of Bangladesh should: (1) drop all pending charges against Bangladeshi journalist Salah Uddin Shoaib Choudhury; (2) return all of Mr. Choudhury's confiscated possessions; and (3) cease harassment of Mr. Choudhury, take steps to protect Mr. Choudhury, and hold accountable those responsible for attacks against Mr. Choudhury.

Alice Paul Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation of a congressional gold medal in commemoration of Alice Paul, to recognize her role in the women's suffrage movement and in advancing equal rights for women. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of such medal. Requires proceeds from the sale of such medals to be deposited into the U.S. Mint Public Enterprise Fund.

Alternative Pluripotent Stem Cell Therapies Enhancement Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to develop techniques for the isolation, derivation, production, or testing of stem cells that are capable of producing all or almost all of the cell types of the developing body and may result in improved understanding of treatments for diseases and other adverse health conditions, but are not derived from a human embryo. Requires the Secretary to: (1) provide guidance concerning the next steps required for additional research; (2) prioritize research with the greatest potential for near-term clinical benefit; and (3) take into account techniques outlined by the President's Council on Bioethics and any other appropriate techniques and research.

Amends the Rules of the House of Representatives to add Rule XXIX (Bipartisan Administration of the House) to require: (1) the elected leadership of the majority and minority parties to engage in regular consultations with each other to discuss House scheduling, administration, and operations; and (2) the chair and ranking minority member of each committee and their staffs to have regular meetings with each other. Amends Rule X (Organization of Committees) to require that allocation of amounts provided to a committee under a primary or supplemental expense resolution or during an interim funding period be paid at the ranking minority member's direction. Adds Rule XXX (Regular Order for Legislation) to require legislation to come to the floor, generally, under a procedure that allows open, full, and fair debate consisting of a full amendment process that grants the minority the right to offer its alternatives, including a substitute. Requires Members to have at least 24 hours to examine bill and conference report text before floor consideration. Requires rules governing floor debate to be reported before 10 p.m. for any legislation to be considered the following day. Requires floor votes to be completed within 15 minutes, with the customary two-minute extension to accommodate Members' ability to get to the House chamber to cast their votes. Prohibits votes from being held open in order to manipulate the outcome. Requires: (1) conference committees to hold regular meetings (at least weekly) of all conference committee Members; and (2) all managers appointed to such committee to be informed of its schedule of activities in a timely manner and given ample opportunity for input and debate as decisions are made toward final language for the conference report. Restricts the Suspension Calendar to non-controversial legislation. Makes the ratio of legislation sponsored by members of the minority party on such Calendar the same as their ratio to the membership of the whole House.

Condemns Iranian President Mahmoud Ahmadinejad's statements and policies aimed at Israel's destruction. Calls on the U.N. Security Council to charge President Ahmadinejad with violating the 1948 Convention on the Prevention and Punishment of the Crime of Genocide and Article 2, Section 4, of the U.N. Charter. Calls on the Security Council and all U.N. member states to consider measures to prevent Iran from obtaining nuclear weapons, which would be a dangerous violation of the Nuclear Non-Proliferation Treaty and a potential means of carrying out President Ahmadinejad's threats against Israel. Reaffirms the strategic U.S.-Israel partnership and reasserts the U.S. commitment to defend Israel's right to exist as a free and democratic state.

Small Business Health Fairness Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for establishment and governance of association health plans (AHPs), which are group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations, and which meet certain ERISA certification requirements. Sets forth rules governing AHPs, including requirements relating to certification, sponsors and boards of trustees, participation and coverage, nondiscrimination, contribution rates, notice of voluntary termination, correction actions, and mandatory termination. Establishes the Association Health Plan Fund to be used by the Secretary of Labor to make payments to an insurer to maintain coverage for a plan if there is a reasonable expectation that, without such payments, claims would not be satisfied by reason of termination of coverage. Requires the Secretary to establish a Solvency Standards Working Group. Allows a state to impose a contribution tax on an association health plan that commenced operations in such state after the enactment of this Act. Preempts any state law that may preclude a health insurance issuer from: (1) offering health insurance coverage in connection with a certified AHP; or (2) offering health insurance coverage of the same policy type to other employers operating in the state that are eligible for coverage under such AHPs, whether or not such other employers are participating employers in such plan.

Employment Eligibility Verification and Anti-Identity Theft Act - Directs the Commissioner of the Social Security Administration to notify a person or entity each time that the combination of name and Social Security account number it has submitted for an individual does not match Social Security Administration records. Directs the Secretary of Homeland Security (HS) to notify a person or entity each time that: (1) an immigration status or employment authorization document presented or referenced by an individual during the employment eligibility verification process was assigned to another person; or (2) there is no agency record that the document was assigned to any person. Directs the HS Secretary to establish a system, meeting specified requirements, for verifying an individual's identity and employment eligibility. Requires any person or entity that has received a discrepancy notice under this Act to verify the individual's employment authorization and identity through such system. Places the burden of resolving errors in the verification mechanism on the individual whose employment eligibility and identity have not been verified. Requires the individual to terminate any employment in the United States if a final nonverification is received. Requires the Commissioner of Social Security to provide the last known name, address, and location of a nonverified individual to the Secretary of Homeland Security. Provides for sanctions against employers who continue to employ an individual after receiving a final nonverification. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to require any person or entity that receives written notice about more than 20 individuals in one calendar year to: (1) participate in a basic pilot project for employment eligibility confirmation; and (2) comply with specified terms and conditions. Provides for: (1) a remedy under the Federal Tort Claims Act for job dismissals occasioned by verification mechanism errors; and (2) protection from civil and criminal liability for persons or entities that take action in good faith on the basis of verification mechanism information.

Fossil Creek Wild and Scenic River Act of 2007 - Amends the Wild and Scenic Rivers Act to designate specified segments of Fossil Creek, a tributary to the Verde River in Arizona, as components of the national wild and scenic rivers system. Requires the Secretary of Agriculture to submit a river management plan for the designated segments.

Social Security Preservation Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to require the Managing Trustee of the Board of Trustees of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund (Social Security Trust Funds) to ensure that the annual surplus of the Social Security Trust Funds is invested in: (1) marketable interest-bearing obligations of the United States or obligations guaranteed by the United States; or (2) certificates of deposit in insured depository institutions. Outlines requirements for determining the annual surplus of the Trust Funds. Prohibits disinvestment of Social Security Trust Fund amounts from public debt obligations, any refraining from making such investments, or any delay in making normal deposits in such Trust Funds for public debt limit-related purposes. Authorizes, with certain conditions, the sale of Social Security Trust Fund public debt obligations for the payment of cash benefits and administrative expenses.

Identity Theft Notification Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to require the Commissioner of Social Security to notify individuals and appropriate authorities of evidence of a certain misuse of individual Social Security account numbers. Requires the Commissioner to determine, in certain instances of wage reports involving multiple addresses for the same employee name, whether there is evidence that the wages were not paid to the individual to whom the Social Security account number was assigned.
