Values the close relationship the United States has established with Ukraine. Supports the democratic and European aspirations of the people of Ukraine, including through the signing of an Association Agreement. Calls on the United States and the European Union (EU) to work together to support a peaceful resolution to the political crisis in Ukraine. Calls on the government of Ukraine to bring to justice those responsible for violence against peaceful protesters and to release and drop criminal charges against those detained for exercising their democratic rights. States that in the event of further violence by government authorities against peaceful protesters the House of Representatives may consider targeted sanctions against those who authorize or engage in this use of force. Urges all parties to engage in constructive dialogue to find a peaceful solution to Ukraine's current political and economic crisis.

General Aviation Pilot Protection Act of 2013 - Directs the Administrator of the Federal Aviation Administration (FAA) to issue or revise FAA medical certification regulations to ensure that an individual may operate as a pilot of a covered aircraft without regard to any medical certification or proof of health requirement otherwise applicable under federal law if the flight meets certain criteria and the individual: (1) possesses a valid state driver's license, (2) complies with applicable medical requirements associated with that license, (3) is transporting five or fewer passengers, and (4) is operating under visual flight rules. Defines "covered aircraft" as an aircraft that: (1) is not authorized under federal law to carry more than six occupants, and (2) has a maximum certificated takeoff weight of no more than 6,000 pounds.

Two-Midnight Rule Delay Act of 2013 - Prohibits the Secretary of Health and Human Services (HHS) from enforcing the two-midnight rule to a hospital for which payment is made under title XVIII (Medicare) of the Social Security Act for admissions occurring before October 1, 2014. (The two-midnight rule allows Medicare coverage of only hospital stays for which a physician admits to a hospital a beneficiary expected to require care that crosses two midnights, but generally denies coverage of care expected to require less than a two-midnight stay.) Applies such prohibition to Medicare review contracts. Prohibits Medicare review contractors from denying a claim for inpartient hospital services furnished by a hospital, or inpatient critical access hospital services furnished by a critical access hospital, for discharges occurring before October 1, 2014: (1) for medical necessity due to the length of an inpatient stay in such hospital or due to a determination that the services could have been provided on an outpatient basis; or (2) for requirements for orders, certifications, or recertifications, and associated documentation relating to such matters. Prohibits the Secretary from increasing the sample of claims selected for prepayment review under the Medicare Probe and Educate program above the number and type established by the Secretary as of November 4, 2013. Directs the Secretary to develop: (1) a Medicare hospital payment methodology for short inpatient hospital stays; (2) general equivalency maps to link the relevant International Statistical Classification of Diseases and Related Health Problems (ICD)-10 codes (used to report medical diagnoses and inpatient procedures) to relevant Current Procedural Terminology (CPT) codes, and the relevant CPT codes to relevant ICD-10 codes, in order to permit comparison of inpatient hospital services and hospital outpatient department servives; and (3) a second crosswalk between Diagnosis-Related Group (DRG) codes for inpatient hospital services and Ambulatory Payment Class codes for outpatient hospital services.

Protecting Volunteer Firefighters and Emergency Responders Act - Amends the Internal Revenue Code to provide that a qualified emergency services volunteer shall not be counted in determining the number of full-time employees of an employer for the purpose of shared responsibility requirements for employers with respect to health coverage under the Patient Protection and Affordable Care Act. Defines "qualified emergency services volunteer" as a bona fide volunteer performing fire fighting and prevention services, emergency medical services, or ambulance services.

States that the House of Representatives has learned with profound sorrow of the death of Nelson Mandela, former President of the Republic of South Africa. Tenders its sympathies to the members of his family and his fellow citizens. Honors the life, accomplishments, and legacy of Nelson Mandela and for his friendship to the United States. Requests the Secretary of State to communicate these expressions of sentiment to Nelson Mandela's family and to the Parliament of the Republic of South Africa. Requests that when the House adjourns today it do so as a mark of respect to the memory of Nelson Mandela.

Monuments Men Recognition Act of 2013 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the presentation of a single congressional gold medal in commemoration of the Monuments Men (men and women who served in the Monuments, Fine Arts, and Archives [MFA] Section under the Allied Armies during World War II) in recognition of their heroic role in the preservation, protection, and restitution of monuments, works of art, and artifacts of cultural importance during and following the War. Requires the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the medal should be made available for display elsewhere, particularly at locations associated with the Monuments Men and that preference should be given to locations affiliated with the Smithsonian Institution. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Safe and Secure Federal Websites Act of 2013 - Prohibits a federal agency from deploying or making available to the public a new Federal PII website until a certification is submitted to Congress that the website is fully functional and secure, as defined by this Act. Defines "new Federal PII website" as a website that: (1) is operated by (or under contract with) an agency; (2) elicits, collects, or stores personally identifiable information (i.e., information that can be associated with one individual through a social security account number, taxpayer identification number, state identification number, or other identifier) of individuals and is accessible to the public; and (3) is first made accessible or collects or stores personally identifiable information on or after July 1, 2013. Exempts beta websites designed for testing and development if users execute an agreement acknowledging the risks involved. Directs the Comptroller General (GAO) to study and report on each current and future new Federal PII website.

Stop Exploitation Through Trafficking Act of 2013 - Requires each state, within three years, to have in effect legislation that: (1) treats a minor who has engaged or attempted to engage in a commercial sex act as a victim of a severe form of trafficking in persons, (2) discourages the charging or prosecution of such an individual for a prostitution or sex trafficking offense, and (3) encourages the diversion of such individual to child protection services. Authorizes the Attorney General to withhold specified Edward Byrne Memorial Justice Assistance Grant Program funds from a state that fails to comply with such requirement. Increases the amount a victim of peonage, slavery, or trafficking in persons may recover in a civil action against the perpetrator to treble damages. Directs the Attorney General to establish a process to collect and analyze data relating to the issuance and enforcement of mandatory restitution orders with respect to such offenses. Amends the Victims of Trafficking and Violence Protection Act of 2000 (VTVPA) to require the Secretary of Health and Human Services (HHS) to make grants annually for a national communication system to assist victims of severe forms of trafficking in persons in communicating with service providers. Amends the Workforce Investment Act of 1998 to include victims of a severe form of trafficking in persons among those eligible for the Job Corps. Directs the Attorney General to implement and maintain a National Strategy for Combating Human Trafficking that includes: (1) integrated federal, state, local, and tribal efforts to investigate and prosecute human trafficking cases; (2) case coordination within the Department of Justice (DOJ); and (3) interagency coordination regarding the prevention, investigation, and apprehension of individuals targeting and exploiting adults and children for human trafficking. Amends the VTVPA to require the Attorney General's annual report on agency activities under such Act to including information on: (1) data relating to the issuance and enforcement of mandatory restitution orders with respect to peonage, slavery, and trafficking in persons; and (2) the number of sex and labor trafficking investigations that were opened by the Federal Bureau of Investigation (FBI), the Department of Homeland Security (DHS), the Department of Labor, or the Human Smuggling and Trafficking Center or that were reported to the United States attorneys, the Human Trafficking Prosecution Unit in DOJ's Civil Rights Division, and the Child Exploitation and Obscenity Section in DOJ's Criminal Division. Amends the Sex Offender Registration and Notification Act to modify the definition of "tier III sex offender" to include a sex offender whose offense is: (1) punishable by imprisonment for more than one year, and (2) comparable to or more severe than sex trafficking committed against a minor or an attempt or conspiracy to commit such offense against a minor.

Safeguarding Elections for our Nation's Troops through Reforms and Improvements Act or the SENTRI Act - Amends the Uniformed and Overseas Citizens Absentee Voting Act, with respect to the regularly scheduled general election for federal office held in November 2014 and thereafter, to: require the chief election official of a state to report, not later than 43 days before any federal election held in the state, on the number of absentee ballots validly requested by absent uniformed services and overseas voters whose requests were received by the 46th day before the election, and whether such ballots were timely transmitted; eliminate the hardship waiver allowed for states from the requirement to provide absent members of the uniformed services and overseas voters abstentee ballots 45 days prior to an election; require express delivery of an absentee ballot that is not timely transmitted; allow an absentee voter to use a single abstentee ballot application for subsequent elections; make such Act applicable to the Commonwealth of the Northern Mariana Islands; modify reporting requirements to require a biennial report on the effectiveness of the federal voting assistance program; and require the Comptroller General (GAO) to review and report on such biennial reports for elections occurring in calendar years 2014 through 2020. Directs the Secretary of Defense (DOD), in coordination with the Secretary of each military department, to: (1) affirmatively offer, on an annual basis, each member of the Armed Forces on active duty (other than active duty for training) the opportunity, through an online system, to register to vote in a federal election, update voter registration information, or request an absentee ballot; (2) implement an online system for such purpose; and (3) implement a system to track a change of address or duty status of a member of the Armed Forces on active duty to provide an automatic notice to such member of voter registration requirements. Repeals the demonstration project allowing absent members of the uniformed services to vote in the regularly scheduled general election for federal office for November 2002 through an electronic voting system. Amends the Servicemembers Civil Relief Act to permit dependents of an absent member of the Armed Forces to retain residency status in their state for voting purposes.

International Violence Against Women Act of 2013 - Directs the Secretary of State to establish an Office of Global Women's Issues which shall be headed by an Ambassador-at-Large for Global Women's Issues. Directs the Ambassador-at-Large to coordinate U.S. government efforts regarding gender integration and advancing the status of women and girls in U.S. foreign policy. Establishes in the U.S. Agency for International Development (USAID) a Senior Coordinator for Gender Equality and Women's Empowerment who shall direct USAID activities, policies, programs, and funding relating to gender equality and women's empowerment. Directs the Ambassador-at-Large to develop or update annually for six years a U.S. global strategy to prevent and respond to violence against women and girls. Authorizes the Secretary and the Administrator of USAID to provide assistance to prevent and respond to violence against women and girls internationally.

Humane Care for Primates Act of 2013 - Directs the Secretary of Health and Human Services (HHS) to promulgate a final rule revising federal regulations regarding the importation of nonhuman primates (i.e. chimpanzees, gorillas, orangutans, macaques, and numerous other species) to expand the categories of uses for which nonhuman primates may be imported and distributed to include live nonhuman primates imported into the United States by a certified primate sanctuary for purposes of providing lifetime shelter and care. Requires such rule to establish a process for the certification of facilities as primate sanctuaries for purposes of the importation, shelter, and care of nonhuman primates.

Office of Strategic Services Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a congressional gold medal to the members of the Office of Strategic Services (OSS) in recognition of their superior service and major contributions during World War II.

Justice for Victims of Trafficking Act of 2013 - Amends the federal criminal code to impose an additional penalty of $5,000 on any person or entity convicted of crimes relating to: (1) peonage, slavery, and trafficking in persons; (2) sexual abuse; (3) sexual exploitation and other abuse of children; (4) transportation for illegal sexual activity; or (5) human smuggling in violation of the Immigration and Nationality Act. Establishes in the Treasury the Domestic Trafficking Victims' Fund into which such penalties shall be deposited and which shall be used in FY2015-FY2019 to award grants or enhance victims' programming under the Trafficking Victims Protection Act of 2000, the Trafficking Victims Protection Reauthorization Act of 2005, and the Victims of Child Abuse Act of 1990. Allots funds to provide services for child pornography victims. Amends the Trafficking Victims Protection Act of 2000 to direct the Secretary of Health and Human Services (HHS) to make a determination, based on credible evidence, that a covered individual (i.e., a U.S. citizen or a permanent resident) has been a victim of a severe form of trafficking. Amends the Trafficking Victims Protection Reauthorization Act of 2005 to authorize the Attorney General to award block grants to develop, improve, or expand comprehensive domestic child trafficking deterrence programs to rescue and restore the lives of trafficking victims, while investigating and prosecuting offenses involving child trafficking. Amends the Victims of Child Abuse Act of 1990 to include human trafficking and the production of child pornography within the definition of child abuse for purposes of such Act. Amends the federal criminal code to: (1) increase restitution for victims of human trafficking; (2) set forth provisions for combating aggravated human trafficking racketeering; (3) allow state and local prosecutors to obtain wiretap warrants in state courts for investigations into human trafficking, child sexual exploitation, and child pornography production; (4) increase penalties for offenses involving enticement into slavery, sex trafficking of children, child exploitation, and repeat sex offenders; and (5) revise the definition of the crime of travel with intent to engage in illicit sexual conduct to facilitate prosecutions of such crime. Directs the Attorney General to ensure that all task forces and working groups within the Innocence Lost National Initiative engage in activities, programs, or operations to increase the investigative capabilities of law enforcement personnel in the detection, investigation, and prosecution of persons who patronize or solicit children for sex. Requires the Attorney General to audit grants awarded under the Trafficking Victims Protection Reauthorization Act of 2005. Imposes limits on the use of Department of Justice (DOJ) funds for DOJ conferences involving more than $20,000.

Authorizes the Secretary of Homeland Security (DHS) to establish preclearance facilities, conduct preclearance operations, or provide customs services outside of the United States to prevent terrorists, terrorist instruments, and other national security threats from gaining access to the United States. Declares such requirements shall not apply to any preclearance facility that was in operation outside of the United States before enactment of this Act. Declares that any preclearance facility located, preclearance operations conducted, or customs services provided at Abu Dhabi International Airport, Al Maktoum International Airport, Dubai International Airport in the United Arab Emirates, or Doha International Airport in Qatar shall not be considered to have been in operation, conducted, or provided before enactment of this Act. Prohibits such facility, operations, or services from being established, conducted, or provided at any of such airports on or after such enactment. Requires the Secretary, not later than 180 days before entering into any agreement to establish a preclearance facility, conduct preclearance operations, or provide customs services outside of the United States, to: (1) notify Congress and the General Accountability Office (GAO) of the intent to establish such facility, conduct such operations, or provide such services; as well as (2) assess any impacts on passengers traveling to the United States, or economic or security impacts on the United States.

Revises the highway safety improvement program. Directs the Secretary of Transportation (DOT), under the highway safety improvement program, to establish performance measures for states to use to assess significant reductions in the number of serious injuries and fatalities (as under current law) specifically for both motorized and nonmotorized transportation.

Homeowner Flood Insurance Affordability Act of 2013 - Prohibits the Administrator of the Federal Emergency Management Agency (FEMA) from: (1) increasing flood insurance risk premium rates to reflect the current risk of flood for certain property located in specified areas subject to a certain mandatory premium adjustment, or (2) reducing such subsidies for any property not insured by the flood insurance program as of July 6, 2012, or any policy that has lapsed in coverage as a result of the policyholder's deliberate choice (Pre-Flood Insurance Rate Map or pre-FIRM properties). Sets forth expiration dates for such prohibitions. Amends the National Flood Insurance Act of 1968 (NFIA) to prohibit the Administrator from providing flood insurance to prospective insureds at rates less than those estimated for any property purchased after the expiration of such six-month period (currently, any property purchased after July 6, 2012). Directs FEMA to: (1) restore during such six-month period specified estimated risk premium rate subsidies for flood insurance for pre-FIRM properties and properties purchased after such six-month period, and (2) submit to certain congressional committees a draft affordability framework addressing the affordability of flood insurance sold under the National Flood Insurance Program. Prescribes procedures for expedited congressional consideration of legislation on FEMA affordability authorities. Permits FEMA to enter into an agreement with another federal agency either to: (1) complete the affordability study, or (2) prepare the draft affordability framework. Directs FEMA submit to certain congressional committees the affordability study and report. Amends NFIA to authorize FEMA to reimburse homeowners for successful map appeals. Makes any community that has made adequate progress on the construction (as under current law) or reconstruction (new) of a flood protection system which will afford flood protection for the one-hundred year frequency flood eligible for flood insurance at premium rates not exceeding those which would apply if such flood protection system had been completed. Revises guidelines governing availability of flood insurance in communities restoring disaccredited flood protection systems to include riverine and coastal levees. Requires FEMA to: (1) rate a covered structure using the elevation difference between the floodproofed elevation of the covered structure and the adjusted base flood elevation of the covered structure; and (2) designate a Flood Insurance Advocate to advocate for the fair treatment of policy holders under the National Flood Insurance Program and property owners in the mapping of flood hazards, the identification of risks from flood, and the implementation of measures to minimize the risk of flood.

Fraudulent Overseas Recruitment and Trafficking Elimination Act of 2013 - Amends the Trafficking Victims Protection Act of 2000 to require the U.S. Agency for International Development (USAID) and the Department of State to incorporate anti-trafficking and anti-slavery priorities into other aspects of foreign assistance to ensure that assistance programs do not contribute to vulnerability to, or the prevalence of, human trafficking and slavery. Requires a foreign labor contractor to disclose in writing in English and in the primary language of the worker being recruited specified information, including the identity of the employer and the recruiter, worker protections, and a signed copy of the work contract. Prohibits a foreign labor contractor from providing related false or misleading information. Prohibits certain recruitment fees. Requires a foreign labor contractor to obtain from the Secretary of Labor a certificate of registration which shall be valid for two years. Provides for a registration fee. Exempts from such certificate requirement an employer who engages in foreign labor contracting solely to find workers for the employer's own use without the participation of any other foreign labor contractor. Directs the Secretary of Labor to: (1) maintain a list of all registered foreign labor contractors and a list of all such ontractors whose registration has been revoked; and (2) establish a process for receipt, investigation, and disposition of complaints. Amends the Immigration and Nationality Act to require a consular officer, before issuing specified work visas, to: (1) provide the alien with certain trafficking information, and (2) review and include in the alien's visa file the foreign labor recruiter's disclosures. Directs the Secretary of State to ensure that: (1) each U.S. diplomatic mission has a person responsible for receiving information from any worker who has been subject to violations of this Act, and (2) consulates maintain and make public any information regarding the identities of foreign labor contractors and the employers to whom those contractors supply workers. Sets forth administrative and civil action enforcement requirements.

Keep Your Health Plan Act of 2013 - Permits a health insurance issuer that has in effect health insurance coverage in the individual market as of January 1, 2013, to continue offering such coverage for sale during 2014 outside of a health care exchange established under the Patient Protection and Affordable Care Act. Treats such coverage as a grandfathered health plan for purposes of an individual meeting the requirement to maintain minimum essential health coverage.

Department of Defense Survivor Benefits Continuing Appropriations Resolution, 2014 - Makes appropriations, out of any money in the Treasury not otherwise appropriated, for death gratuities and related benefits for survivors of deceased military service members of the Department of Defense (DOD) for FY2014, and for other purposes, such amounts as may be necessary, at a rate for operations as provided for FY2013 in the Department of Defense Appropriations Act, 2013 (division C of P.L. 113-6), for "Operation and Maintenance" and "Military Personnel" accounts for continuing the following projects and activities that are not otherwise specifically provided for in this joint resolution or the Pay Our Military Act (P.L. 113-39), and for which appropriations, funds, or other authority were made available by the Department of Defense Appropriations Act, 2013: payment of death gratuities to certain survivors of deceased military service members, including for the death of members on active duty or inactive duty training, the death of members after discharge or release from duty or training, members and employees dying outside the United States while assigned to intelligence duties, and other eligible survivors; funeral and burial expenses; authorized funeral travel and travel related to the dignified transfer of remains and unit memorial services; and temporary continuation of a basic allowance of housing for certain dependents of members dying on active duty. Requires the rate of operations to be calculated to reflect the full amount of any reduction required in FY2013 pursuant to: (1) the Consolidated and Further Continuing Appropriations Act, 2013 (P.L. 113-6), and (2) the presidential sequestration order dated March 1, 2013, except as attributable to budget authority made available by the Disaster Relief Appropriations Act, 2013 (P.L. 113-2). Makes appropriations and funds made available and authority granted under this joint resolution available until whichever of the following first occurs: (1) enactment into law of an appropriation for any project or activity provided for in this joint resolution, (2) enactment into law of the applicable appropriations Act for FY2014 without any provision for such project or activity, or (3) December 15, 2013. Requires implementation of this joint resolution so that only the most limited funding action be taken in order to provide for continuation of projects and activities. Expresses the sense of Congress that this joint resolution may also be referred to as the Honoring the Families of Fallen Soldiers Act.

National Nuclear Security Administration Continuing Appropriations Resolution, 2014 - Makes appropriations, out of any money in the Treasury not otherwise appropriated, and out of applicable corporate or other revenues, receipts, and funds, for the National Nuclear Security Administration (NNSA) for FY2014, and for other purposes, such amounts as may be necessary, at a rate for operations as provided in the Full-Year Continuing Appropriations Act, 2013 (division F of P.L. 113-6), for continuing projects or activities (including the costs of direct loans and loan guarantees) of NNSA that are not otherwise specifically provided for in this joint resolution or in the Pay Our Military Act (P.L. 113-39), that were conducted in FY2013, and for which appropriations, funds, or other authority were made available by such Act under the following headings: "Weapons Activities," "Defense Nuclear Nonproliferation," "Naval Reactors," and "Office of the Administrator." Requires the rate of operations for each such account to be calculated to reflect the full amount of any reduction required in FY2013 pursuant to: (1) the Consolidated and Further Continuing Appropriations Act, 2013 (P.L. 113-6), and (2) the presidential sequestration order dated March 1, 2013, except as attributable to budget authority made available by the Disaster Relief Appropriations Act, 2013 (P.L. 113-2). Makes appropriations and funds made available and authority granted under this joint resolution available until whichever of the following first occurs: (1) enactment into law of an appropriation for any project or activity provided for in this joint resolution, (2) enactment into law of the applicable appropriations Act for FY2014 without any provision for such project or activity, or (3) December 15, 2013. Requires implementation of this joint resolution so that only the most limited funding action be taken in order to provide for continuation of projects and activities. Authorizes amounts made available for civilian personnel compensation and benefits to be apportioned up to the rate for operations necessary to avoid furloughs, consistent with the applicable appropriations Act for FY2013, except that such authority shall not be used until after the agency has taken all necessary actions to reduce or defer non-personnel-related administrative expenses. Expresses the sense of Congress that this joint resolution may also be referred to as the Nuclear Weapon Security & Non-Proliferation Act.

Justice Against Sponsors of Terrorism Act - Amends the federal judicial code to include among the exceptions to U.S. jurisdictional immunity of foreign states any statutory or common law tort claim arising out of an act of extrajudicial killing, aircraft sabotage, hostage taking, terrorism, or the provision of material support or resources for such an act, or any claim for contribution or indemnity relating to a claim arising out of such an act. Amends the federal criminal code to: (1) impose liability on, and grant U.S. district courts personal jurisdiction over, any person who commits, or aids, abets, or conspires with a person who commits, an act of international terrorism that injures a U.S. national; and (2) repeal provisions prohibiting civil actions against foreign states or foreign officials for damages related to acts of terrorism.

Modernizing Our Drug & Diagnostics Evaluation and Regulatory Network Cures Act of 2013 or MODDERN Cures Act of 2013 - Requires the Secretary of Health and Human Services (HHS) to: (1) establish the Advanced Diagnostics Education Council to recommend standard terms and definitions related to innovative diagnostics for use by patients, physicians, health care providers, payers, and policy makers; and (2) publish a guide regarding such terms and definitions. Sets forth additional factors for the Secretary to consider in determining the payment amount for new clinical diagnostic laboratory tests under gap filling procedures which are used when no comparable existing test is available. Extends the exclusivity period for a medicine if the diagnostic test related to such drug has been determined by the Secretary to have been developed by, or with the participation of, the manufacturer or sponsor of the medicine, and use of the diagnostic tests provides for or improves: (1) the identification of a patient population for the medicine; or (2) the determination of the most appropriate treatment option for a patient population with the medicine. Establishes a dormant therapy designation for medicine that addresses unmet medical needs. Gives such medicine 15 years of data exclusivity under which no drug can be approved by relying on the approval or licensure of the dormant therapy. Directs the Secretary to arrange with the Institute of Medicine (or, if it declines, another appropriate entity) to study intellectual property laws and their impact on therapy and diagnostic development in order to formulate recommendations on how to facilitate the clinical evaluation and development of therapies currently available on the market for new potential indications.

Honoring the Fort Hood Heroes Act - Directs: (1) the Secretary of the military department concerned to award the Purple Heart to members of the Armed Forces (members) who were killed or wounded in the attack at Fort Hood, Texas, on November 5, 2009; and (2) the Secretary of Defense (DOD) to award the Secretary of Defense Medal for the Defense of Freedom to civilian employees and contractors of DOD who were killed or wounded in such attack. Deems, for purposes of all applicable federal benefit laws, regulations, and policies: (1) such members to have been killed or wounded in a combat zone as the result of an enemy act; and (2) such employees to have been killed or wounded by hostile action while serving with the Armed Forces in a contingency operation and to have been killed or wounded in a terrorist attack. Excludes any member whose death or wound was the result of willful misconduct. Applies such provisions to post-traumatic stress disorder (PTSD) or other psychological injuries that were a a result of such attack.

Congressional Tribute to Constance Baker Motley Act of 2013 - Authorizes the President Pro Tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the posthumous presentation, on behalf of Congress, of a gold medal in commemoration of Constance Baker Motley (civil rights attorney at the National Association for the Advancement of Colored People Legal Defense and Educational Fund, Inc., first African-American woman elected to the New York State Senate, and Chief Judge on the U.S. District Court for the Southern District of New York), in recognition of her enduring contributions and service to the United States.

Saving More American Resources Today Grid Study Act of 2013 or SMART Grid Study Act of 2013 - Directs the Secretary of Homeland Security (DHS), and the heads of other federal departments and agencies, as necessary, to enter into an agreement with the National Research Council to research the future resilience and reliability of the nation's electric power transmission and distribution system. Names such research the "Saving More American Resources Today Study" or "SMART Study."

United States Coast Guard Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue in commemoration of the United States Coast Guard: (1) $5 gold coins, (2) $1 silver coins, and (3) half-dollar clad coins. Requires the design of such coins to be emblematic of the traditions, history, and heritage of the Coast Guard, and its role in securing our nation since 1790. Prescribes design requirements. Restricts the issuance of such coins to the one-year period beginning on January 1, 2017. Prescribes the sale price of the coins and coin surcharges. Requires such surcharges to be paid by the Secretary to the National Coast Guard Museum Foundation to help finance the design and construction of the National Coast Guard Museum.

Boys Town Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 50,000 $5 gold coins, 350,000 $1 silver coins, and 300,000 half dollar clad coins to commemorate the centennial of the founding of Father Flanagan's Boys Town. Requires the design of the coins to be emblematic of the 100 years of Boys Town, one of the largest nonprofit child care agencies in the United States. Permits issuance of such coins only between January 1, 2017, and December 31, 2018.

Captive Primate Safety Act - Amends the Lacey Act Amendments of 1981 to add nonhuman primates to the definition of "prohibited wildlife species" for purposes of the prohibition against the sale or purchase of such species in interstate or foreign commerce. Makes it unlawful for a person to import, export, transport, sell, receive, acquire, or purchase a live animal of any prohibited wildlife species in interstate or foreign commerce (i.e., for pet trade purposes). Modifies exceptions to such prohibition, including by making it inapplicable to a person who is: (1) a licensed and inspected person who does not allow direct contact between the public and prohibited wildlife species, and (2) transporting a single primate of the genus Cebus that was obtained from and trained by a charitable organization to assist a permanently disabled individual with a severe mobility impairment. Sets forth civil and criminal penalties for violations of the requirements of this Act.

End Sex Trafficking Act of 2013 - Amends: (1) the federal criminal code to expand the scope of prohibitions against sex trafficking to include patronizing or soliciting a commercial sex act with a victim of sex trafficking, and (2) the Trafficking Victims Protection Act of 2000 to expand the definition of "sex trafficking" to include patronizing or soliciting a person for the purpose of a commercial sex act. Directs the Attorney General to ensure that all task forces and working groups within the Innocence Lost National Initiative engage in activities, programs, or operations to increase the investigative capabilities of state and local law enforcement officers in the detection, investigation, and prosecution of persons who patronize or solicit children for sex.

Energy and Water Development and Related Agencies Appropriations Act, 2014 - Makes appropriations for energy and water development and related agencies for FY2014. Appropriates funds to the Department of the Army, Corps of Engineers-Civil, for: (1) civil functions pertaining to river and harbor, flood and storm damage reduction, shore protection, and aquatic ecosystem restoration (including the Mississippi River alluvial valley below Cape Girardeau, Missouri); (2) the regulatory program pertaining to navigable waters and wetlands; (3) the formerly utilized sites remedial action program for clean-up of early atomic energy program contamination; (4) flood control and coastal emergencies, including hurricanes and other natural disasters; and (5) the Office of Assistant Secretary of the Army (Civil Works). Makes appropriations for FY2014 to the Department of the Interior for: (1) the Central Utah Project Completion Account; (2) the Bureau of Reclamation, including for water and related natural resources; (3) the Central Valley Project Restoration Fund; (4) California Bay-Delta Restoration; (5) administrative expenses in the Office of the Commissioner (the Denver office); and (6) offices in the five regions of the Bureau of Reclamation. Makes appropriations for FY2014 to the Department of Energy (DOE) for energy and science programs, including: (1) energy efficiency and renewable energy, (2) electricity delivery and energy reliability, (3) nuclear energy, (4) fossil energy research and development, (5) naval petroleum and oil shale reserves, (6) the Strategic Petroleum Reserve (SPR) and the Northeast Home Heating Oil Reserve, (7) the Energy Information Administration, (8) non-defense environmental cleanup, (9) the Uranium Enrichment Decontamination and Decommissioning Fund, (10) science activities, (11) the Advanced Research Projects Agency-Energy (ARPA-E), (12) the Title 17 Innovative Technology Loan Guarantee Loan Program, (13) the Advanced Technology Vehicles Manufacturing Loan Program, (14) departmental administration, (15) the Office of the Inspector General, (16) the National Nuclear Security Administration and atomic energy defense weapons activities, (17) defense nuclear nonproliferation activities, (18) naval reactors activities, (19) Office of the Administrator in the National Nuclear Security Administration, (20) defense environmental cleanup, and (21) other defense activities. Approves expenditures from the Bonneville Power Administration Fund for specified construction activities. Makes FY2014 appropriations for operation and maintenance of: (1) the Southeastern Power Administration, (2) the Southwestern Power Administration, (3) the Western Area Power Administration, including construction and rehabilitation, (4) the Falcon and Amistad Operating and Maintenance Fund, (5) the Federal Energy Regulatory Commission (FERC), and (6) specified DOE activities. Makes FY2014 appropriations to: (1) the Appalachian Regional Commission; (2) the Defense Nuclear Facilities Safety Board; (3) the Delta Regional Authority; (4) the Denali Commission; (5) the Northern Border Regional Commission; (6) the Southeast Crescent Regional Commission; (7) the Nuclear Regulatory Commission (NRC), including the Office of Inspector General; (8) the Nuclear Waste Technical Review Board; and (9) the Office of the Federal Coordinator for Alaska Natural Gas Transportation Projects. Prohibits the use of funds: (1) to conduct closure of adjudicatory functions, technical review, or support activities associated with the Yucca Mountain (Nevada) geologic repository license application; or (2) for actions that irrevocably remove the possibility that Yucca Mountain may be a repository option in the future. Sets $0.00 as the amount by which the applicable allocation of new budget authority made by the House Committee on Appropriations exceeds the amount of proposed new budget authority under the Congressional Budget Act of 1974.

Save American Workers Act of 2013 - Amends the Internal Revenue Code, as amended by the Patient Protection and Affordable Care Act, to redefine "full-time employee," for purposes of the mandate requiring employers to provide health care coverage for their employees, as an employee who is employed on average at least 40 hours of service a week (currently, at least 30 hours of service a week).

Calls on China (PRC) to end the practice of organ harvesting from prisoners, and particularly from Falun Gong prisoners of conscience and members of other religious and ethnic minority groups. Calls for a Department of State investigation into organ transplant practices in China, and for the prosecution of those found to have engaged in such practices. Demands an end to the persecution of the Falun Gong spiritual practice by the Communist Party of China and the release of all Falun Gong practitioners and other prisoners of conscience. Recommends that: (1) the Department issue a travel warning for U.S. citizens traveling to China for organ transplants informing them that the organ source for their operation may be a prisoner of conscience; and (2) the U.S. government condemn organ transplantation abuses in China, ban the entry of those who have participated in such activities, and prosecute such individuals should they be found on U.S. soil.

Safe Streets Act of 2013 - Requires each state to have in effect within two years a law, or each state department of transportation and metropolitan planning organization (MPO) an explicit policy statement, that requires all federally-funded transportation projects, with certain exceptions, to accommodate the safety and convenience of all users in accordance with certain complete streets principles. Defines "complete streets principles" as federal, state, local, or regional level transportation laws, policies, or principles which ensure that the safety and convenience of all users of a transportation system, including pedestrians, bicyclists, public transit users, children, older individuals, motorists, freight vehicles, and individuals with disabilities, are accommodated in all phases of project planning and development. Allows such law or policy to make project-specific exemptions from such principles only if: (1) affected roadways prohibit specified users by law from using them, the cost of a compliance project would be excessively disproportionate to the need, or the population, employment densities, traffic volumes, or level of transit service around a roadway is so low that the expected roadway users will not include pedestrians, public transportation, freight vehicles, or bicyclists; and (2) all such exemptions are properly approved. Requires the Secretary of Transportation (DOT) to establish a method for evaluating compliance by state departments of transportation and MPOs with complete streets principles. Requires the Access Board to issue final standards for accessibility of new construction and alterations of pedestrian facilities for public rights-of-way. Requires the Secretary to conduct research regarding complete streets to: (1) assist states, MPOs, and local jurisdictions in developing and implementing complete streets-compliant plans, projects, procedures, policies, and training programs; and (2) establish benchmarks for, and provide technical guidance on, implementing complete streets policies and principles.

Death Tax Repeal Act of 2013 - Amends the Internal Revenue Code to: (1) repeal the estate and generation-skipping transfer taxes, and (2) make permanent the maximum 35% gift tax rate and a $5 million lifetime gift tax exemption. Provides for an inflation adjustment to such exemption amount.

World War I American Veterans Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to: (1) mint and issue $1 silver coins in commemoration of the centennial of America's involvement in World War I, and (2) hold a competition and provide compensation for its winner to design the obverse and reverse of the coins. Requires the design of such coins to be emblematic of the centennial of America's involvement in World War I. Permits the Secretary to issue such coins only during calendar year 2018. Subjects the coin sales to a surcharge of $10 per coin, payable by the Secretary to the World War I Centennial Commission.

Stillbirth Awareness and Research Act of 2013 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to establish and maintain a scientific registry of stillbirths in the United States, which shall include for each stillbirth information on the stillborn fetus and the mother's health and pregnancy as collected and submitted by states on the U.S. Standard Report of Fetal Death. Requires the Secretary to: (1) provide for the development of a standard definition of stillbirth and a standard protocol for stillbirth data collection and surveillance, and (2) carry out a national campaign to increase public and state awareness of such definition and protocol and public awareness and knowledge of stillbirths. Expresses the sense of Congress that the Director of the National Institutes of Health (NIH) should increase the allocation of funds and other resources for stillbirth research.

Access to Professional Health Insurance Advisors Act of 2013 - Amends the Public Health Service Act to exclude remuneration paid for licensed independent insurance producers from administrative cost calculations for purposes of calculating the medical-loss ratio of a health insurance plan. Defines "independent insurance producer" to mean an insurance agent or broker, insurance consultant, benefit specialist, limited insurance representative, and any other person required to be licensed under the laws of the particular state to sell, solicit, negotiate, service, effect, procure, renew, or bind policies of insurance coverage or offer advice, counsel, opinions, or services related to insurance.

Wireless Tax Fairness Act of 2013 - Prohibits states or local governments from imposing any new discriminatory tax on mobile services, mobile service providers, or mobile service property (i.e., cell phones) for five years after the enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate, unless such tax was imposed and actually enforced prior to the date of enactment of this Act. Amends the federal judicial code to grant jurisdiction to federal district courts to grant injunctive and other appropriate relief to prevent, restrain, or terminate any acts in violation of this Act. Requires the Comptroller General (GAO) to conduct a study of the impact of state and local taxes on mobile services, providers, or property on the costs consumers pay for mobile services.

Human Trafficking Prioritization Act - Expresses the sense of Congress that the Office to Monitor and Combat Trafficking of the Department of State will be more effective in carrying out duties mandated by Congress in the Trafficking Victims Protection Act of 2000, and can do so without an increase in either personnel or budget, if: (1) the Office status is changed to that of a Bureau within the Department; and (2) the Office is headed by an Assistant Secretary with direct access to the Secretary of State, rather than an Ambassador-at-Large. Amends the Trafficking Victims Protection Act of 2000 to change the status of the Office to Monitor and Combat Trafficking to that of the Bureau to Combat Trafficking in Persons, which shall be headed by an Assistant Secretary of State.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to make arrangements for the presentation of a congressional gold medal to Jack Nicklaus in recognition of his service to the nation in promoting excellence and good sportsmanship. Directs the Secretary of the Treasury to strike such gold medal and to strike and sell duplicate bronze medals at a price sufficient to cover the costs of the gold and bronze medals.
