Directs the Secretary of Health and Human Services to conduct a clinical trial in order to determine the efficiency and economic feasibility of providing Medicare (title XVIII of the Social Security Act) coverage for personal emergency response systems. Requires each personal emergency response system to include, for purposes of the clinical trial: (1) communication equipment located in the home which transmits signals for emergency medical assistance over the telephone; (2) a local response center to monitor such signals; and (3) medical personnel or other persons to provide emergency medical assistance. Authorizes appropriations. Directs the Secretary to transmit to the Congress a report containing the findings and conclusions of the clinical trial, along with any legislative recommendations.

High Technology Research and Scientific Education Act of 1985 - Title I: The Credit for Increasing Research Activities - Amends the Internal Revenue Code to make permanent the tax credit for research and development (R&D) expenditures. Modifies the definition of qualified research for purposes of the R&D credit to narrow the category of eligible activities for which the credit is allowable. Provides that in-house and contract research expenses paid or incurred by a regular corporation (not an S corporation, a personal holding company, or a service corporation) will constitute qualified research expenses for R&D credit purposes if the corporation undertakes the research with the intention to use the result thereof in the active conduct of a present or future trade or business. Provides that in the case of research being conducted in partnership form, research expenses will constitute qualified research expenses if they are incurred by the partnership in carrying on a trade or business as applied at the partnership level, and the credit is apportioned among the partners in accordance with general partnership rules. Provides exceptions to this general rule where: (1) there is a joint venture enterprise of regular corporations; or (2) not all of the members of the joint venture are regular corporations, but each member's own trade or business would satisfy the trade or business test with respect to the partnership's research expenditures. Provides that for these two exceptions the research expenses will flow through to the partners, with the trade or business test being applied at the partner level. Title II: Promotion of University Research and Scientific Investigation - Establishes a new income tax credit equal to 20 percent of that portion of a corporation's payments to universities (and other qualified non-profit tax-exempt organizations for basic research) which exceeds a fixed, historical "minimum university basic research" floor. Defines the "minimum university basic research" floor as one percent of the annual average of the corporate taxpayer's combined qualified in-house research expenses, contract research expenses and university basic research payments for the base period composed of the period from 1981 through 1983. Provides that the amounts of research expenses which fall below the floor shall remain eligible for the present R&D credit and are included in the corporation's base period for purposes of calculating the present R&D credit. Treats the amounts which exceed the "minimum university basic research" floor as ineligible for the present R&D credit and excludes such amounts from the corporate taxpayer's base year research expenses for purposes of calculating the corporations R&D credit under present law. Provides that a corporation's payments to universities for basic research that is eligible for the new tax credit shall be reduced to the extent that the corporation's general (i.e., not designated for research purposes) charitable giving to all universities falls below historical levels (the annual average of undesignated payments for three of the immediately preceding four years as selected by the taxpayer). Makes additions to the list of organizations to which corporate payments for basic research may be made and be eligible for the tax credit. Allows a corporation an income tax deduction for contributions of scientific or technical property to an institution of higher education. Defines scientific property to mean tangible personal property (including computer software) used in a trade or business, which is donated for the direct education of students or faculty, for research and experimentation, or for research training in the United States in mathematics, the physical, biological, or chemical sciences, engineering, or advanced computer sciences. Sets forth a formula for determining the amount of the allowable deduction for contributions of scientific property. Provides for an income tax exclusion for the scholarships, fellowship grants, student loan forgiveness, or stipends of a graduate student in mathematics, engineering, computer science, or the physical or biological sciences. Provides that such tax exclusion is not forfeited merely because the student is required, as a condition of the scholarship or fellowship, to perform future service in teaching or research.

Constitutional Amendment - Requires the Congress, prior to each fiscal year, to adopt a statement of receipts and outlays for that year in which total outlays are not greater than total receipts. Permits the Congress in such statement to provide for a specific excess of outlays over receipts by a three-fifths vote directed solely to that subject. Requires the President and the Congress to ensure that actual outlays do not exceed the outlays set forth in such statement. Prohibits total receipts for any fiscal year set forth in such statement from increasing by a rate greater than the rate of increase in national income in the last calendar year ending before such fiscal year, unless the Congress passes by a three-fifths vote a bill directed solely to approving specific additional receipts and such bill has become law. Permits the Congress to waive the provisions of this Act with respect to any fiscal year in which a declaration of war or national emergency is in effect. Declares that total receipts shall include all receipts of the United States, except those derived from borrowing and total outlays shall include all outlays of the United states except those for repayment of debt principal.

Expresses the sense of the House of Representatives that: (1) the President should express to the Soviet Union U.S. opposition with respect to the harassment and arrests of Hebrew teachers and Jewish activists in the Soviet Union; and (2) the Soviet Union should comply with its commitments under specified international human rights agreements and cease its persecution of individuals on the basis of their Jewish faith.

Military Real Property Disposal Act of 1985 - Alters the criteria for triggering the notice requirements before a proposed closure or realignment of any military installation may take place. Repeals the current criterion regarding any closure and any realignment involving a reduction of more than 1,000 or more than 50 percent of the civilian personnel authorized at the installation in question. Establishes as a new criterion any closure or realignment which increases the rate of unemployment in the economic region in question by one percent or more. Requires the Secretary of Defense or the military department concerned to include a socio-economic impact statement in any justification to the Armed Services Committees concerning a closing or realignment. Reduces the waiting period following the justification from 60 to 30 days. Removes from the Federal courts jurisdiction to review the actions of Federal officers and employees with respect to such closures or realignments.

Amends the Peace Corps Act to declare that it is U.S. policy and a purpose of the Peace Corps to provide opportunity for service in the Peace Corps to at least 10,000 persons by the end of FY 1989 and thereafter. Directs the President to report to the Congress on plans to carry out such policy.

Amends rule X of the Rules of the House of Representatives to require each standing committee to review, on a continuing basis and when considering public bills or resolutions, those portions of the President's Private Sector Survey on Cost Control (Grace Commission report) pertaining to such committee's jurisdiction. Amends rule XI to require each committee report on a public bill or resolution to contain: (1) an identification of each recommendation of the Survey to be implemented and the resulting estimated program cost savings or revenue enhancement; and (2) a statement setting forth the disposition of each recommendation pertaining to such bill or resolution.

Amends the Education Assistance Act of 1980 to extend through FY 1988 the authorization of appropriations for grants to the Robert A. Taft Institute of Government in New York, New York, under the Robert A. Taft Institute Assistance Act.

Revises Federal procedures regarding the establishment of interstate cost estimates to direct the Secretary of Transportation to apportion such estimates for construction funds and substitute highway and urban transit projects on October 1 of 1985-1988 if the Congress has not approved such estimates by that time.

Amends the Internal Revenue Code to modify the definition of an affiliated group of corporations for purposes of filing a consolidated return to require that a corporation must meet the stock voting and the stock value ownership tests on the first day of the taxable year such corporation wishes to be includible in the consolidated return of the group. Modifies the rules relating to the termination of an affiliated group status to provide that the parent corporation must own stock with a value of more than 50 percent (currently at least 80 percent) of the total value of another corporation for that corporation to continue to be part of an affiliated group.

Authorizes the Black Revolutionary War Patriots Foundation to establish a memorial on Federal land in the District of Columbia to honor the courageous slaves and free black persons who gave of themselves during the American Revolution. Directs the Secretary of the Interior, with the approval of the Commission of Fine Arts and the National Capital Planning Commission, to select the site, approve the design and plans, and provide for maintenance. Prohibits the use of any Federal funds for the memorial's construction. Terminates the Foundation's authority to establish such memorial within five years from the enactment of this Act.

Expresses the sense of the Congress that: (1) in order to encourage private investment in developing countries, it is necessary to encourage the private sector to be involved with other nations in efforts to alleviate hunger; and (2) American institutions in the public and private sectors should jointly develop commitments and a plan to end world hunger.

Adolescent Pregnancy and Parenthood Act of 1984 - Amends title XX (Adolescent Family Life Demonstration Projects) of the Public Health Service Act to authorize grants and projects for: (1) prenatal and postpartum care; (2) well-child infant care; (3) comprehensive family planning services to prevent unintended repeat pregnancies; and (4) educational, vocational, and other counseling services. Gives priority to under-18 year olds where the incidence of adolescent child bearing is high, where the proportion of low income and minority families is high, and where such services are most needed. Stresses the role of voluntary family support. States that services provided under this Act shall be voluntary. Directs the Secretary of Health and Human Services to: (1) establish a program data reporting system; and (2) report annually to Congress. Authorizes FY 1986 through 1988 appropriations.

Women's Business Ownership Act of 1985 - Establishes the National Commission on Women's Business Ownership to review: (1) the status of women owned small businesses nationwide; (2) the role of the Federal Government in aid to and the promotion of women owned small businesses; (3) data collection procedures and the availability of data relating to women owned businesses, women owned small businesses, and small businesses owned and controlled by socially and economically disadvantaged women; (4) other Federal initiatives relating to women owned small businesses, including those relating to Federal procurements; and (5) special impediments suffered by small businesses owned and controlled by socially and economically disadvantaged women. Directs the Commission to recommend: (1) new private sector initiatives which would provide management and technical assistance to women owned small businesses; (2) ways to promote greater access to financing and procurement opportunities for such businesses; and (3) other measures relating to small businesses owned and controlled by socially and economically disadvantaged women. Terminates the Commission on the date that it transmits its final report to the President and to each House of the Congress. Authorizes appropriations.

Scout Commemorative Coins Act - Amends Federal law to direct the Secretary of the Treasury to mint and issue Boy Scouts of America and Girl Scouts of the United States of America half dollar coins commemorating the 75th anniversary of the Scouts of America. Limits the number of coins that may be minted and sets forth certain features of such coins. Directs the Secretary to sell the minted coins for a certain price or for a price equivalent to the average cost of minting and distributing such coins. Authorizes appropriations.

Social Security Reorganization Act of 1985 - Title I: Establishment of the Social Security Administration - Amends title VII (Administration) of the Social Security Act to establish as an independent executive agency a Social Security Administration, headed by a Social Security Board. Provides that it shall be the duty of the Administration to administer the programs established by titles II (Old Age, Survivors and Disability Insurance) and XVI (Supplemental Security Income) of the Social Security Act. Establishes in the Administration a General Counsel and an Inspector General. Requires the Board to study and make recommendations as to the most effective methods of providing economic security through social insurance and as to legislation and matters of administrative policy. Establishes in the Administration: (1) a Commissioner of Social Security; (2) a Deputy Commissioner of Social Security; and (3) an Office of the Beneficiary Ombudsman, to be headed by a Beneficiary Ombudsman who shall represent the interests of beneficiaries under the Old Age, Survivors and Disability Insurance program and the Supplemental Security Income Program within the Administration. Requires the annual report of the Board to include a description of the activities of the Beneficiary Ombudsman. Requires the Board to make annual budgetary recommendations relating to the Administration. Requires that appropriations requests by the Administration for staffing and personnel be based upon a comprehensive workforce plan as established by the Board. Provides for the apportionment of administrative costs. Requires the annual report of the Board to include a section reflecting the use of budget authority provided to the Administration. Requires that authority for automated data processing procurement and facilities construction be provided in the form of contract authority covering the total cost of such acquisitions. Makes amounts needed for the liquidation of contract authority so provided available from the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund to the extent that such amounts are not needed to meet current obligations for benefit payments. Specifies the authorities which are to be delegated to the Board from the Administrator of the General Services Administration. Requires the Board to cause a seal of office to be made and judicial notice taken thereof. Provides for the transfer to the Administration of all functions carried out by the Secretary of Health and Human Services with respect to the programs and activities to be carried out by the Administration under this Act. Abolishes the position of Commissioner of Social Security in the Department of Health and Human Services. Title II: Miscellaneous and Conforming Amendments - Sets forth a contributor and beneficiary bill of rights under which: (1) all individuals are required to be treated fairly by the Board and the Secretary; (2) the Secretary and the Board are prohibited from discriminating on the basis of age, sex, race, creed, color, handicap, national origin, or economic condition; and (3) the Board and the Secretary should maintain prompt, professional, and effective service which is responsive to the community. Requires the Secretary of Health and Human Services and the Board to report to Congress within 120 days after the beginning of each regular session on their administration under this Act. Requires the Secretary to study and make recommendations on the most effective methods of providing economic security and on the administrative policy for the programs which he or she administers. Title III: Effective Dates and Transitional Rules - Sets forth effective date and transitional rule provisions.

Amends the Internal Revenue Code to allow individuals to compute the amount of the deduction for retirement savings on the basis of the compensation of the spouse. Phases this deduction in over a period of six years.

Directs the President to: (1) secure from the Indochina nations a full accounting of Americans captured or missing as a result of the Vietnam conflict; and (2) work for the release of captive Americans and the return of the remains of those American servicemen and civilians who died in Southeast Asia. Requires the President to submit two reports to Congress on American POW/MIAs in Southeast Asia.

Civil Rights Restoration Act of 1985 - Amends the Education Amendments of 1972, the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, and the Civil Rights Act of 1964 to provide a definition of the phrase "program or activity." Defines such term as all of the operations of: (1) a department or agency of a State or of a local government; (2) the entity of such State or local government that distributes Federal assistance and each such department or agency to which the assistance is extended; (3) a university or a system of higher education; (4) a local educational agency or other school system; (5) a corporation, partnership, or other private organization; or (6) any other entity consistent with the coverage provided above.

Amends the Federal criminal code to establish penalties for damaging or destroying any cemetery, religious building, or any religious article contained in such a building or interfering with any person freely exercising his or her religion.

Congressional and Judicial Equal Employment Opportunity Act of 1985 - Amends the Civil Rights Act of 1964 to require that personnel actions affecting employees or applicants in the legislative and judicial branches of the Government be free from any discrimination based on race, color, national origin, religion, sex, handicap, or age. Allows Members of Congress to take into consideration an individual's domicile and political affiliation. Establishes within the judicial branch an Employment Review Board. Provides that members of the board be appointed from the retired judges of the Supreme Court and Courts of Appeals. Authorizes an aggrieved individual to file a written complaint with the Board. Establishes procedures for the Board to investigate, settle, hear, and determine the claims alleged. Provides that if a violation is found an order for relief may compel the defendant to: (1) employ or reinstate such individual on such terms and conditions as may be appropriate; (2) pay compensatory damages; (3) pay punitive damages; and (4) pay fees and allowances of witnesses and reasonable attorneys' fees. Authorizes the U.S. Court of Appeals for the District of Columbia Circuit to review, enjoin, set aside, suspend, modify, or enforce orders of the Board. Requires members of the Board to submit written reports to the Committee on Standards of Official Conduct of the House of Representatives and the Senate Select Committee on Ethics describing complaints during the reporting period involved.

Amends the Internal Revenue Code to exclude from gross income a corporate stock distribution to a stockholder based upon the reinvestment of stock dividends in the corporation by such stockholder pursuant to his election to participate in a qualified dividend reinvestment plan. (Present law limits such exclusion to dividend reinvestment in stock of public utilities.) Limits the amount of such exclusion to $1,500 per taxable year ($3,000 in the case of a joint return.)
