Authorizes the use of Federal-aid highway funds for the construction or reconstruction of interstate or intrastate access spurs crossing the Mississippi River to scenic, historical, recreational, or archeological features on the other side of the river from the Great River Road. Stipulates that such access spurs shall be the most direct feasible route and shall not include the construction of bridges across the Mississippi River.

Declares it the sense of the House of Representatives that the people of Egypt and Israel be congratulated and encourages the states of the Middle East to begin direct negotiations for peace in the Middle East.

Tuition Tax Credit Act - Amends the Internal Revenue Code to allow a credit against an individual's income tax in an amount equal to 50 percent of the sum of the amounts paid by him to educational institutions as tuition (though no more than $500 for any single individual) for the attendance of the taxpayer, the taxpayer's spouse, or any of his dependents with respect to whom he is entitled to a personal exemption.

Prohibits use or supply of false documentation, false information, or birth or immigration documents of another for purposes of obtaining a Federal document containing an element of identification. Forbids commerce in such information, documentation, or official documents for purposes of securing a State or local government document containing an element of identification. Proscribes specified acts relative to: (1) forgery, counterfeiting, or alteration of Federal, State, or local government documents containing an element of identification: (2) interstate or foreign commerce in any such counterfeited, forged, or altered document; and (3) receipt, possession, use, or furnishing of any such document with intent to secure false official identification.

Telephone Privacy Act - Amends the Communications Act of 1934 to prohibit unsolicited commercial telephone calls to a telephone subscriber who has notified the telephone company that he does not wish to receive such calls. Directs the Federal Communications Commission to prescribe regulations specifying the manner in which a telephone subscriber shall notify the telephone company that he does not wish to receive unsolicited calls. Prescribes criminal penalties for violations of this Act. Excludes from the definition of "unsolicited commercial telephone calls" calls made in response to an express request of the individual called or made in connection with an overdue debt or contractual obligation.

Amends the Flood Control Act of 1970 to require the Secretary of the Army, in determining the need for a flood control project, to consider the economic and social impact of not providing such protection. Sets forth factors for evaluating such impact. Requires the Secretary of the Army, acting through the Chief of Engineers, upon a finding that the costs of any flood control project exceed its benefits, to furnish the non-Federal interests affected by such decision with an opportunity to contribute to the project the amount by which the costs exceed the benefits.

Family Violence Prevention and Treatment Act - Title I: General Provisions - Sets forth the findings of Congress and declares the purposes of this Act. Defines terms used in this Act. Authorizes appropriations to carry out the provisions of this Act in fiscal year 1978 and 1979. Title II: Coordinating Council on Family Violence - Establishes within the executive branch an independent organization known as the Coordinating Council on Family Violence (Council). Specifies the membership of the Council. States that the functions of the Council shall be: (1) to identify, assess, and coordinate all Federal programs related to problems of family violence in order to eliminate duplication of effort, inefficient use of resources, and lack of strategic objectives and priorities; and (2) to stimulate new programs within member agencies of the Council where necessary to fill gaps in services, funding, research, or demonstration programs. Directs the Council to make recommendations to the President and the Congress at least annually with respect to the coordination of overall policy and development of objectives and priorities. Title III: National Center for Community Action Against Family Violence - Directs the Director of ACTION to establish a National Center for Community Action Against Family Violence. States that the purpose of the Center shall be to provide information and technical assistance to local community groups which need assistance with organizing or operating existing or proposed programs dealing with family violence. Describes the functions of the Center including: (1) the development and maintenance of an information clearinghouse for services available for the treatment and prevention of family violence; (2) the establishment of a toll-free telephone number for the provision of information and counseling; (3) the development of a volunteer force to provide service through community centers dealing with family violence; (4) the making of grants to support and train volunteers; and (5) the development of a campaign to educate the public about the problems of family violence and resources available to deal with such problems. Sets forth procedures for the execution of such functions. Title IV: Amendments to the Child Abuse Prevention and Treatment Act - Requires State plans under the Child Abuse Prevention and Treatment Act to include provisions for the reporting of forms of family violence in addition to child abuse and neglect. Title V: Evaluation and Research - Directs the Secretary of Health, Education, and Welfare to provide a specified sum for each of the two years following the enactment of this Act to evaluate the impact of community programs assisted by HEW on the prevention and treatment of family violence.

Expresses the sense of the House of Representatives that the Secretary of the Department of Housing and Urban Development should not implement the proposed reorganization of the field and insuring offices of the Department of Housing and Urban Development prior to the time when the appropriate committees of the Congress have had an opportunity to hold hearings on such reorganization.

Civil Rights Act - Prohibits any person engaged in commerce, any person conducting a program which receives Federal assistance, a Federal contractor or subcontractor, or holder of an interest in Federal property from discriminating with respect to employment, housing, credit, or participation in benefits which make such prohibitions applicable, on the basis of race, color, national origin, sex, religious affiliation or belief, age, handicap, political affiliation or belief, marital status, parental status, or lack of citizenship. Exempts from such prohibitions denial of medical treatment where such denial does not occur because of characteristics of individuals of the above listed status groups. Exempts from such prohibitions (1) employment near Indian reservations in which preference is given to Indians; (2) employment classification or referral by an employer or labor union when the above listed characteristics constitute a bona fide occupational qualification (3) employment by educational institutions with respect to religion under specified circumstances; (4) employment discrimination based on religion when an employer would suffer undue hardship in accommodating religious practices of the individual; (5) age discrimination required by law in order to benefit children or to achieve statutory objectives, or the comply with a bona fide seniority system or employee benefit plan; (6) handicapped discrimination when the handicapped individual could not perform essential job functions without undue hardship to the employer or when the individual does not meet essential eligibility requirements for services, programs, or activities; (7) political discrimination in employment when such individual is elected or appointed to policy making levels of political offices; (8) age discrimination in housing resulting from designation of a certain area for adults; and (9) certain employers with fewer than 15 employees. Authorizes the Attorney General to investigate and enforce complaints of such discrimination. Limits the ability of an individual to institute civil suit based upon such discrimination. Imposes a civil fine for knowing violation of this Act. Imposes a civil fine or imprisonment for willful, repetitions violations of this Act. Repeals nondiscrimination provisions of specified Federal statutes. Supersedes Executive Order 11063 and specified portions of Executive Order 11246. Declares that nondiscrimination and equal opportunity requirements shall not be required under specified statutes and Federal programs. Directs the Attorney General to prescribe regulations for enforcement of this Act. Transfers to the Attorney General the assets of any agency of which all powers, functions, and duties are terminated by this Act.

Requires the Federal Communications Commission in interpreting or implementing policy governing the nationwide telecommunications network, to consider specified matters affecting rural users of telecommunications services. Directs Congress: (1) to initiate studies to determine the potential economic impact of competition in the telecommunications industry; and (2) establish a national telecommunications policy which permits competition in such industry and assures that residents of less densely populated rural areas continue to receive telecommunications services on a par with urban areas.

Prohibits commerce in contraband cigarettes. Defines "contraband cigarettes" as a quantity of more than 20, with respect to which the applicable State cigarette taxes which have not been paid and which are in the possession of any person other than: (1) a person licensed by the State where the cigarettes are found or by the Internal Revenue Service; (2) a common or contract carrier; or (3) a government agent in the performance of duties. Subjects dealers in cigarettes to such reporting requirements as the Secretary of the Treasury may prescribe.

Establishes in the House of Representatives the House Employees Medical Disability and Maternity Benefits Fund. Sets forth eligibility requirements for receiving leave and benefits under the Fund. States the amount to which House employees will be entitled under the Fund. Requires the Committee to contract with qualified insurance carriers, establish plans for long-term disability benefits; and to prescribe rules relating to benefits under such plans. Directs the Committee to promulgate regulations necessary to carry out the purposes of this Act.

Young Families' Housing Act - Graduated Payment Mortgage Insurance Act - Amends the National Housing Act to permit the Secretary of Housing and Urban Development to insure, on a regular basis, mortgages and loans with provisions for varying rates of amortization corresponding to anticipated variations in family income. Sets a percentage limit on the mortgage value ratio of mortgages which will be insurable under this Act. Prescribes eligibility requirements for such insurance. States that mortgages or loans insured pursuant to this Act shall not be subject to State usury laws in most cases. Individual Housing Account Act - Amends the Internal Revenue Code to allow a deduction for amounts paid in cash into an individual housing account. Defines the term "individual housing account" for the purposes of this Act. Limits annual tax deductions to $2,500 and lifetime deductions to $10,000. Makes provisions for tax treatment upon distribution of such accounts. Exempts individual housing accounts from taxation under the Internal Revenue Code.

Wastewater Reuse and Recycle and Innovative Technology Act - Amends the Federal Water Pollution Control Act to prohibit the Administrator of the Environmental Protection Agency from making certain grants relating to wastewater treatment unless the grant applicant has (1) studied and evaluated methods for eliminating pollutants and (2) analyzed potential recreation and open space opportunities in planning treatment works. Requires the Administrator to encourage waste treatment processes which will reduce total energy requirements. Sets forth the Federal grant share for construction of State treatment works. Authorizes the Administrator to make grants for the technical evaluation of the operation of treatment works, personnel training, and the dissemination of information. Permits States to modify priority lists regarding the needs for construction of waste treatment works to give higher priority for certain grants involving the Federal share of the cost of preparing construction drawings and erecting treatment works which comply with the guidelines promulgated under the Act. Authorizes the Administrator to make grants for certain treatment works if the life-cycle cost of such treatment works does not exceed the life-cycle cost of the most cost-effective alternative by more than 15 percent. Directs the Administrator to operate a program of public information program on recycling and reuse of wastewater. Requires the Administrator to promulgate guidelines for identifying and evaluating demonstrated new and innovative wastewater treatment processes. Directs the Administrator to develop a program of cooperation for utilizing wastewater control systems of Federal facilities. Prohibits the construction of new facilities for wastewater treatment at Federal facilities if alternative methods, utilizing innovative processes, are not used.

Declares it the sense of Congress that the proposed toll increases on the Saint Lawrence Seaway should not be adopted and that negotiations on new tolls should be reopened, and if any toll increases are necessary, such increases should be minimal.

Bikeway Transportation Act - Authorizes the Secretary of Transportation to make grants for 80 percent of the cost to States and municipalities of bikeway construction projects in urban areas or in places connecting such areas with national, State, or local parks, seashores or recreational areas. Requires such bikeway projects to be in accordance with a continuing comprehensive transportation planning process carried on cooperatively by States and local communities and in accordance with construction standards established by the Secretary.

Declares that the President should establish a Commission on Domestic and International Hunger and Malnutrition which should: (1) collect and generate information and resources on food, hunger, malnutrition and related concerns; (2) assess current programs affecting domestic and international hunger and malnutrition; (3) analyze and report its findings and recommendations to the President, the Congress, and the public; and (4) assist the President and the Congress in implementing its recommendations.

National Crude Oil Supply and Transportation Act -- Expresses the intent of Congress that the continuation of a transportation system to deliver Alaskan crude oil to Northern Tier or inland States be accomplished through expedited administrative procedures. Directs the Secretary of the Interior to establish a time schedule for the completion of required environmental impact statements in order to select a crude oil transportation system by February 1, 1978. Establishes criteria to be considered by the Secretary in selecting a transportation route. Establishes procedures for Congressional review and disapproval of the Secretary's decision. Directs the Secretary and other appropriate Federal officials to take all actions necessary to provide rights of-way, permits, leases, and other authorizations necessary for the instruction, operation and maintenance of the transportation system approved under this Act. Declares that the actions of Federal officers and agencies under this Act shall not be subject to judicial review by the courts. Allows for claims that: (1) actions under this Act will deny Constitutional rights; and (2) actions taken are beyond the scope of authority conferred by this Act, provided that such claims are filed within 60 days following the date of the challenged action. Vests exclusive jurisdiction to hear such claims in the United States Court of Appeals for the District of Columbia, acting as a special court. Stipulates that any judicial proceedings should be completed at the earliest possible date. Declares that nothing in this Act shall authorize or imply an exemption from any provision of the antitrust laws.

Expresses the sense of the Congress that any right to, title to, or interest in the property of the United States Government agencies in the Panama Canal Zone or any real property and improvements thereon located in the zone should not be conveyed, relinquished, or otherwise disposed of to any foreign government without specific authorization of such conveyance, relinquishment, or other disposition by any Act of Congress.

Provides for payment of a supplemental tuition allowance to each qualified veteran upon application to the Administrator of Veterans' Affairs. Limits such allowance to no more than $900 with the first $400 of the tuition cost being paid by the veteran, and the Administrator paying 75 percent of the next $1,200 for the school year.

Domestic Violence Prevention and Treatment Act - Directs the Secretary of Health, Education, and Welfare, acting through the Director of the National Institute of Mental Health, to establish a grant program designed to support projects which: (1) develop methods for the identification, prevention, and treatment of domestic violence; and (2) provide for family rehabilitation and support, and for emergency shelter and protection for individuals who are threatened by domestic violence. Directs the Director to establish a national information and resource clearinghouse to collect, analyze, prepare, and disseminate information relating to domestic violence. Requires the Director, in cooperation with the Administrator of Law Enforcement Assistance and the head of any other Federal agency involved with domestic violence, to study state laws, practices, and policies relating to domestic violence. Requires the Director to annually review the effectiveness of projects carried out under this Act and to report the findings to the Secretary. Directs the Secretary to transmit each such report to the President and to each House of Congress.

Amends the Internal Revenue Code to remove the requirement that household and dependent care services rendered by relatives qualify as employment for purposes of the Federal Insurance Contributions Act in order for their wages to be considered expenses for purposes of the income tax credit for expenses paid for such services.

Agency Responsiveness Act - Requires each Federal agency to take steps which will improve the uniformity, speed, and comprehensiveness of such agency's response to citizen complaints and inquiries.

Limits the power of any United States court to issue school transportation orders based on race, color, or national origin. Stipulates that only a three judge district court may issue a school assignment order based on race, color, or national origin. Requires the holding of a special hearing where specific findings in relation to such a constitutional violation must be made before a school assignment order may issue. Stays such school assignment orders until all appeals have been exhausted.

Inland Navigation Improvement and Waterway User Act - Amends the Internal Revenue Code of 1954 to impose a tax on certain liquid fuels sold for use of vessels in commercial water transportation or used by such vessels without a previously taxed sale. Imposes forfeiture penalties for failure to pay such charges. Prohibits the violator from using any lock on inland waterways. Amends the Federal-Aid Highway Act of 1976 to direct the National Transportation Policy Study Commission to study the effects of user fees on different modes of domestic freight transportation. Authorizes the Secretary of the Army, acting through the Chief of Engineers, to replace locks and dam 26 on the Mississippi River, Alton, Illinois and Missouri, and to construct a new dam two miles downstream from dam 26. Authorizes the Secretary to undertake steps to provide for wildlife protection and recreational activities in conjunction with such project. Withdraws all authority for the Secretary of the Army to construct or study the feasibility of construction or modification of channels in the Mississippi River north of its juncture with the Illinois River. Directs the Upper Mississippi River Basin Commission to prepare a master plan by 1981 for the management of the Upper Mississippi River. Requires public hearings on a preliminary plan prior to preparation of a final plan. Establishes criteria to be considered in preparing such master plan. Authorizes the appropriation of $20,000,000 to the Commission for such study.
