Amends the Head Start Act to authorize additional appropriations for each of FY 2004 through 2008, to be allocated for Head Start program purposes to States that have an increase in the total number of children under six below the poverty level.

Pedestrian and Cyclist Equity Act of 2003 - Requires the Secretary of Transportation to establish and carry out a transportation and active living program to create, enhance, and promote, through changes in transportation, community design, and architectural policies and programs, community environments that improve opportunities for people to be physically active in their daily lives. Directs the Secretary to make grants to State, local, and regional agencies, including nonprofit organizations, for eligible activities. Authorizes the Secretary to consider initiatives that: (1) adopt community design, land use, and transportation policies to promote active living or remove barriers to physical activity; and (2) implement communications and marketing strategies to promote physical activity. Requires the Secretary to establish and carry out a safe routes to school program for the benefit of children in primary and middle schools. Directs the Secretary to: (1) make grants to a national nonprofit organization to operate a national safe routes to school clearinghouse; and (2) establish a national safe routes to school task force. Allows amounts apportioned to a State to be used for the planning, design, and construction of infrastructure-related projects (including sidewalk improvements) and for non-infrastructure-related activities (including public awareness campaigns) to encourage walking and bicycling to school. Requires the Secretary to establish and carry out a non-motorized transportation pilot program, including developing specified statistical information and assessing how changes promote livable community concepts, decreased traffic and energy usage, a cleaner environment, and healthier lifestyles.

Emergency Warning Act of 2003 - Directs the Secretaries of Commerce and Homeland Security to establish comprehensive national standards and systems for providing effective public warnings. Directs the Secretary of Commerce to: (1) develop and implement benchmarks assessing current all-hazard warning capabilities; (2) conduct research and pilot programs to determine and improve the effectiveness of such warnings; (3) develop specifications for a national backbone for collecting and routing all-hazard warnings; (4) use the full range of communications technologies to provide warnings; (5) provide public warnings through automatic alert televisions and radios; and (6) educate the public about such warnings. Directs the Secretary of Homeland Security to: (1) develop and recommend standards and guidelines for universal all-hazard terminology and protocols, and (2) issue warnings related to acts of terrorism and other public safety threats via a public warning system.

Minority Diabetes Initiative Act - Amends the Public Health Service Act to allow the Secretary of Health and Human Services to make grants to public and private health care providers for the purpose of providing treatment for diabetes in minority communities.

Fairness to All Vietnam Veterans Act - Directs the Secretary of Defense to study and report to Congress: (1) to identify veterans who died after October 31, 1955, as a result of military operations in southeast Asia whose names are not eligible for inscription on the Vietnam Veterans Memorial; and (2) on the feasibility and equitability of revising the eligibility requirements to be more inclusive of such veterans or of creating an alternative means for recognizing them, including alternatives involving an education center at the Memorial.

Blue-Collar Employee Relief Act of 2003 - Amends the Internal Revenue Code to exempt from the 10-percent additional tax on early withdrawals from qualified retirement plans certain former employees of bankrupt employers and certain former employees of closed facilities.

College Loan Assistance Act of 2003 - Amends the Higher Education Act of 1965 to revise student aid requirements for student loans and Pell Grants. Allows refinancing of student consolidation loans under the Federal Family Education Loan (FFEL) program. Reduces the amount of a cap on interest rate under the FFEL program. Extends authority for the Pell Grant program. Increases the maximum amount of an individual Pell Grant award to $7,000 for each of academic years 2004-2005 and 2005-2006. Prohibits eligible lenders or the Secretary of Education from collecting origination fees from borrowers, under the FFEL or the Federal direct loan program, for any loan made on or after the first July 1 after the date of enactment of the Student Loan Relief Act of 2003 (sic).

Anti-Spam Act of 2003 - Prohibits a person from initiating in interstate commerce any commercial electronic mail (commercial email) message unless the message contains: (1) identification as commercial email; (2) notice of an opt-out opportunity, along with an email address or other mechanism for doing so; and (3) a valid physical street address of the sender. Prohibits the transmission of commercial email: (1) after valid objection; (2) with false or misleading header information or subject headings; (3) from illegally harvested email addresses, including addresses generated by automated means; or (4) without warning labels on commercial email containing sexually oriented material. Provides a right of enforcement action for: (1) providers of Internet access service; (2) States on behalf of any of their residents; and (3) the Federal Trade Commission (FTC). Amends the Federal criminal code to provide criminal penalties for: (1) falsifying the identity of a commercial email sender; (2) failing to place warning labels on commercial email containing sexually oriented material; (3) repeat offenses and bulk email violations; and (4) illegal harvesting of email addresses. Provides for enforcement of such penalties through actions by Internet service providers, the FTC and the Attorney General, and State attorneys general. Requires the FTC to report to Congress regarding the need to protect the rights of users of email to avoid receiving unsolicited commercial email.

Prescription Drug Parity for Americans Act - Amends provisions of the Federal Food, Drug, and Cosmetic Act set forth in the Medicine Equity and Drug Safety Act of 2000 to: (1) direct the Secretary of Health and Human Services to promulgate regulations permitting pharmacists and wholesalers to import Food and Drug Administration (FDA)-approved prescription drugs from Canada (currently, from Australia, Canada, Israel, Japan, New Zealand, Switzerland, South Africa, the countries in the European Union and the European Free Trade Association, or other countries designated by the Secretary); and (2) exclude an infused or intravenously injected drug or a drug that is inhaled during surgery. Prohibits discrimination in the sale of prescription drugs by manufacturers to pharmacists or wholesalers, requiring: (1) terms as favorable as those provided to foreign purchasers; and (2) full access to drugs permitted to be imported. Continues the requirement that exported donated prescription drugs may only be reimported by the manufacturer. Permits the Secretary to waive the prohibition against importing a prescription drug or device on a case-by-case basis, particularly those from Canada that are FDA-approved and for limited personal use. Requires a study and report by the: (1) Institute of Medicine of the National Academy of Sciences on the regulatory compliance of importers of drugs; and (2) Comptroller General on how drug prices were affected.

Elder Justice Act - Amends the Social Security Act (SSA) to add a new title XXII (Elder Justice) to establish: (1) within the Department of Health and Human Services (HHS) an Office of Elder Justice; (2) within HHS an Intra-Agency Elder Justice Steering Committee to coordinate HHS elder justice programs and policy; (3) the Elder Justice Coordinating Council to make recommendations for the coordination of activities to HHS, the Department of Justice, and other relevant Federal, State, local, and private agencies and entities; and (4) the Advisory Board on Elder Abuse, Neglect, and Exploitation. Outlines provisions with respect to uniform collection, maintenance, and dissemination of national data relating to elder abuse, neglect, and exploitation. Authorizes the HHS Secretary to award various grants, including grants for: (1) prevention of elder abuse, neglect, and exploitation; (2) five Centers of Excellence nationwide that shall specialize in research, clinical practice, and training relating to elder abuse, neglect, and exploitation; (3) six diverse communities to examine various types of elder shelters and to test various models for establishing safe havens; (4) nonprofit organizations and faith-based organizations to encourage such organizations to establish or continue volunteer programs that focus on the issues of elder abuse, neglect, and exploitation, or that provide related services; and (5) various multidisciplinary elder justice activities. Provides for: (1) reporting to law enforcement of crimes occurring in Federally-funded long-term care facilities; (2) revising the quality of long-term care; and (3) increasing consumer information about long-term care. Amends: (1) SSA titles XVIII (Medicare) and XIX (Medicaid) to establish programs to prevent abuse of skilled nursing facility and nursing facility residents; (2) the Public Health Service Act to increase the number of health care professionals with geriatric training; (3) the Older Americans Act of 1965 with respect to the long-term care ombudsman program; (4) part A (General Provisions) of SSA title XI to establish in HHS the Office of Adult Protective Services; and (5) SSA titles XVIII and XIX to assure safety of residents when nursing facilities close. Establishes in the Department of Justice an Office of Elder Justice. Amends the: (1) Federal criminal code to provide for a cause of action for elder abuse and neglect; and (2) Internal Revenue Code to provide for a long-term care facility worker employment tax credit.

Law Enforcement Officers Equity Act - Redefines the term "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) Federal employees not otherwise covered by such term whose duties include the investigation or apprehension of suspected or convicted individuals and who are authorized to carry a firearm; and (2) such employees of the Internal Revenue Service whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns. Requires that such service which is performed by an incumbent law enforcement officer be treated: (1) on or after the enactment date of this Act, for all purposes, as service performed as a law enforcement officer, irrespective of how such service is treated under the following; and (2) before, on, or after such date, for purposes of CSRS and FERS, as service performed as such an officer, but only if an appropriate written election is submitted to the Office of Personnel Management five years after such date or before separation from Government service, whichever is earlier. Provides that nothing under current law respecting mandatory separation from Government service under CSRS or FERS shall cause the involuntary separation of an officer before the end of the three-year period beginning on such date.

Secure Annuity Income for Life Act of 2003 - Amends the Internal Revenue Code to exclude from gross income a percentage of lifetime annuity payments from a qualified trust to a qualified distributee. Provides for recapture and taxation of payments that are modified (other than by death or disability) so as to not qualify as lifetime annuity payments. Applies such exclusion to: (1) section 403(a) plans (employee annuities); (2) section 403(b) plans (public schools and certain tax exempt organizations); (3) section 408 plans (individual retirement accounts); and (4) section 457 plans (deferred compensation plans for State and local governments and tax-exempt organizations). Defines: (1) "lifetime annuity payment"; and (2) "qualified distributee."

Human Space Flight Independent Investigation Commission Act of 2003 - Directs the President to establish an independent, nonpartisan commission within the executive branch to investigate and report to the President, Congress, and the public on any accident or deliberate act that results in the loss of: (1) a space shuttle; (2) the International Space Station or its operational viability; (3) any other U.S. space vehicle carrying humans; (4) any space vehicle carrying U.S. citizens; or (5) a crew member or passenger of any such space vehicle. Requires the President to issue an executive order establishing such a commission within seven days after such an incident. Requires the National Transportation Safety Board to: (1) assume responsibility for investigation of such an incident immediately after its occurrence; and (2) transfer investigative responsibility to such a commission as soon as the commission holds its first meeting.

Millennium Challenge Account Authorization and Peace Corps Expansion Act of 2003 - Authorizes the President, acting through the Chief Executive Officer of the Millennium Challenge Corporation, to provide assistance to eligible low income and lower middle income countries to support policies and programs that advance their progress in: (1) achieving lasting economic growth and poverty reduction; and (2) promoting specified objectives fostering democratic societies, human rights, the rule of law, investment in education and health infrastructure and systems, economic freedom, broad-based economic growth, and free market systems. Requires recipient contries to enter into a Millenium Challenge Compact with the United States establishing a multi-year plan for achieving shared development objectives. Specifies conditions for suspension or termination of assistance. Establishes the Millenium Challenge Corporation to carry out such assistance program, and a Millenium Challenge Advisory Council. Sets forth elements of a framework for U.S. economic assistance. Reauthorizes the Peace Corps through FY 2007. Makes the Peace Corps responsible for recruiting all of its volunteers. Urges the Director to utilize the services of returned Peace Corps volunteers and former Peace Corps staff who have relevant language and cultural experience and may have served previously in countries with substantial Muslim populations, in order to open or reopen Peace Corps programs in such countries. Requires the Director to expand the training program for Peace Corps volunteers in the areas of education, prevention, and treatment of infectious diseases prevalent in host countries in order to ensure that the Peace Corps increases its contribution to the global campaign against such diseases. Urges the Director to designate a Peace Corps officer or employee located in the United States to coordinate all HIV/AIDS activities within the Peace Corps.

Diamond-Blackfan Anemia Research and Care Act - Amends the Public Health Service Act to direct the Director of the National Institutes of Health, in coordination with other specified officials, to expand and intensify research and related activities of the Institute with regard to Diamond-Blackfan Anemia. States that the Director shall as part of such effort award grants to, or enter into contracts with, public or private entities to support a comprehensive research initiative. Directs the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, to: (1) maintain and expand the Diamond-Blackfan Anemia Registry; and (2) establish a comprehensive clinical care center for Diamond-Blackfan Anemia.

Universal Screening of Air Cargo Act - Requires the screening of all cargo that is to be transported in passenger aircraft operated by domestic and foreign air carriers. Requires the Under Secretary of Border and Transportation Security of the Department of Homeland Security to: (1) develop a plan to implement such screening; (2) establish a fee schedule for shippers to cover the costs of screening; (3) monitor and evaluate new cargo screening technologies; (4) establish a system for the regular inspection of shipping facilities for shipments of air cargo; and (5) establish a training and evaluation program for air cargo handlers.

Calls on: (1) the Government of Iran to comply with its obligations under the Chemical Weapons Convention (CWC), verify its compliance under the Treaty on the Non-Proliferation of Nuclear Weapons, sign the Model Additional Protocol of the International Atomic Energy Agency which would allow inspectors freer access to nuclear sites, and immediately and unconditionally halt support for terrorism; (2) the President to set a new direction, incorporating all available nonproliferation tools, to redirect Iranian efforts away from nuclear weapons; and (3) United Nations members to join the United States in preventing the proliferation of weapons of mass destruction, and reaffirm their commitment to fighting all forms of terrorism.

National Great Black Americans Commemoration Act of 2003 - Directs the Attorney General, acting through the Office of Justice Programs of the Department of Justice, to make a grant to the Great Blacks in Wax Museum, Inc., to pay up to 25 percent of the costs of expanding its existing facilities to create the National Great Blacks in Wax Museum and Justice Learning Center in Baltimore, Maryland.

Health Care for Veterans of Project 112/Project SHAD Act of 2003 - Makes a veteran who participated in a test conducted by the Department of Defense Deseret Test Center as part of a program for chemical and biological warfare testing from 1962 through 1973 (including the program designated as Project Shipboard Hazard and Defense (SHAD) and related land-based tests) eligible for hospital care, medical services, and nursing home care through the Department of Veterans Affairs for any illness, notwithstanding that there is insufficient medical evidence to conclude that such illness is attributable to such testing. Terminates such eligibility after December 31, 2005.

Surveillance Oversight Act and Disclosure Act of 2003 - Amends the Foreign Intelligence Surveillance Act (FISA) to authorize courts established to hear applications, grant orders, and review denials regarding electronic surveillance to establish rules and procedures and take actions necessary to administer their responsibilities under FISA. Directs that such rules and procedures be transmitted to the judges on such courts, the Chief Justice of the United States, and specified congressional committees. Requires the Attorney General to issue a public report annually on the aggregate number of U.S. persons targeted for FISA orders, the aggregate number of applications for orders for U.S. persons and for all persons without regard to nationality, and the number of times that the Attorney General has authorized that such information be used in a criminal proceeding. Amends: (1) the Federal criminal code to require that the semiannual report of the Director of the Federal Bureau of Investigation (FBI) to the intelligence and judiciary committees concerning requests for access to telephone and transactional records include a separate statement of requests made of institutions operating as public libraries or serving as libraries of secondary schools or institutions of higher education; (2) the Right to Financial Privacy Act of 1978 to require that the Attorney General's semiannual report regarding requests for financial records go to the judiciary committees; and (3) the Fair Credit Reporting Act to require that the Attorney General's semiannual report regarding disclosures by credit reporting agencies to the FBI be made to the judiciary committees.

Ending Tax Breaks for Discrimination Act of 2003 - Amends the Internal Revenue Code to deny all deductions (including advertising expenses) for business expenses associated with the use of a private club that discriminates on the basis of sex, race, or color.

Indian Health Care Improvement Act Amendments of 2003 - Amends the Indian Health Care Improvement Act to revise requirements for health care programs and services for Indians, Indian tribes, tribal organizations, and urban Indian organizations. Provides for enrollment of qualified Indians in the State Children's Health Insurance Program (SCHIP) under title XXI of the Social Security Act (SSA), as well as Medicare under SSA title XVIII and Medicaid under SSA title XIX (as under current law). Replaces the Urban Health Programs Branch with an Office for Urban Indian Health. Directs the Secretary, acting through the IHS and Indian tribes and tribal organizations, to consolidate certain existing programs into a new program of comprehensive behavioral health, prevention, treatment, and aftercare for Indian tribes. Establishes the National Bi-Partisan Indian Health Care Entitlement Commission to: (1) establish a Study Committee to study the extent of Indian health services needs; (2) review and analyze the Study Committee's report; and (3) make recommendations to Congress for providing health services for Indians as an entitlement. Reauthorizes the Indian Health Care Improvement Act through FY 2015. Amends SSA titles XVIII (Medicare), XIX (Medicaid), and XXI (SCHIP) to conform with this Act.

Pharmaceutical Market Access Act of 2003 - Amends the Federal Food, Drug and Cosmetic Act to direct the Secretary of Health and Human Services to promulgate regulations allowing qualifying individuals to import covered products (in addition to pharmacists and wholesalers, whom current law authorizes to import such products). Amends provision pertaining to record keeping regarding imported covered products. States that the Secretary shall not have to store records in cases in which qualifying individuals have imported a covered product. Amends provisions regarding the testing of imported covered products. Declares that specified tests, including ones involving authenticity and degradation of products, shall not be required unless the importer is a wholesaler. Requires such tests to be conducted by the importer unless a product is a prescription drug subject to the provisions of this Act pertaining to counterfeit-resistant packaging. (Currently either the importer or the manufacturer may conduct such tests). Eliminates the sunset date current law establishes for the provisions pertaining to the importation of covered products. Classifies prescription drugs as misbranded if they do not incorporate specified counterfeit -resistant technologies in packaging.

Domestic Partnership Benefits and Obligations Act of 2003 - Entitles domestic partners of Federal employees to benefits available to spouses of Federal employees. Specifies certifications required for benefit eligibility, filing requirements regarding partnership dissolution, and confidentiality requirements. Amends the Internal Revenue Code to extend the tax exemption for employer contributions to accident and health plans to domestic partners under this Act.

Child Protection Services Workforce Improvement Act - Amends part B (Child-Welfare Services) of title IV of the Social Security Act (SSA) to: (1) direct the Secretary of Health and Human Services, through the Administration of Children and Families, to make grants to States to improve the quality of child welfare services by increasing the quality and capacity of their child welfare workforce or by increasing the coordination of their child welfare services; and (2) provide for an increase in payment rate for States for expenditures for short term training of staff of certain child welfare agencies and court personnel. Amends the Higher Education Act of 1965 to provide for loan forgiveness for child welfare workers who: (1) complete a degree in social work or related field with a focus on serving children and families; and (2) obtain employment in public or private child welfare services, and work full time for two consecutive years.

Native American Sacred Lands Act - Requires managers of Federal land to: (1) accommodate meaningful access and use by Indian religious practitioners; (2) prevent significant damage to Indian sacred lands; and (3) consult with Indian tribes and Native Hawaiian organizations before taking significant actions concerning such lands. Prohibits undertakings likely to cause significant damage to Indian sacred lands. Grants Indian tribes and Native Hawaiian organizations the right to petition the department or agency with administrative jurisdiction to have Federal lands designated as unsuitable for certain undertakings. Permits appeals through the Federal agency appeals board or in U. S. district courts. Provides relief through monetary damages, injunctions, or mandamus. Provides for the withdrawal of lands determined to be unsuitable. Requires Federal land use plans to be modified accordingly. Protects the confidentiality of information in a petition as it pertains to traditional cultural practice, religion, or the significance and location of sacred land. Establishes criminal penalties for violations of such confidentiality. Authorizes the Secretary of the Interior to make grants to assist Indian tribes in activities under this Act (including the acquisition or management of sacred lands deemed unsuitable for undertaking under this Act). Authorizes the head of the department or agency with administrative jurisdiction over Federal sacred land to enter into cooperative agreements with tribes and take the land into trust for the benefit of the Indian tribe if the tribe manages the land to protect its sacredness. Requires the Secretary to consult with Indian tribes in developing regulations.

Theodore Roosevelt Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than: (1) 500,000 $1 coins with the image of Theodore Roosevelt as a Rough Rider on one side and an eagle design on the other side; and (2) 500,000 $1 coins with the image of Roosevelt on horseback on one side and a flaming sword of righteousness on the other side. Calls for the coins to be struck at the U.S. Mint at West Point, New York. Authorizes the Secretary to issue such minted coins beginning on January 1, 2006, and to initiate coin sales before such date (2006 will mark the 100th anniversary of Roosevelt receiving the Nobel Peace Prize). Requires surcharges from the sale of the coins to be paid to the Theodore Roosevelt Association to be used exclusively for educational programs at Sagamore Hill National Historic Site, including for construction and maintenance of a visitor's center.

Health Coverage, Affordability, Responsibility, and Equity Act of 2003 or the HealthCARE Act of 2003 - Amends Title XIX (Medicaid) of the Social Security Act to allow State plans for medical assistance to provide Medicaid coverage to individuals who meet a specified standard for poverty. Amends Title XXI (State Children's Health Insurance Program) of the Act to permit a State to opt to provide coverage of targeted low-income children in excess of the State's allotment. Amends the Internal Revenue Code to permit a credit for the cost of qualified health insurance for the taxpayer or qualifying family members. Provides for the advance payment by the Secretary of the Treasury of credit for health insurance costs of eligible low-income individuals. Establishes a program of health insurance purchasing pools (purchasing pools) for eligible individuals in participating states. Sets conditions entities must meet to enter into contracts with a purchasing pool operator. Prohibits participating insurers from limiting or denying coverage or increasing premiums for any of specified health factors. Directs the Secretary to establish standards for State-based reinsurance programs, and permits the Secretary to award grants to States to cover the costs of such programs. Directs the Secretary to establish the National Advisory Commission on Expanded Access to Health Care, which shall assess the effectiveness of programs designed to expand health care coverage or make such coverage affordable to otherwise uninsured individuals. Permits a State to apply to the Secretary for waivers of such provisions of law as may be necessary for the State to implement policies that make comprehensive, affordable health coverage available for all State residents.

Keeping Our Promises to America's Children Act of 2003 - Provides a moratorium on compliance with certain requirements for adequate yearly progress under the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001 (NCLBA), for any fiscal year in which amounts appropriated are less than those authorized for the applicable program, project, or activity under ESEA title I (Improving the Academic Achievement of the Disadvantaged) part A (Improving Basic Programs Operated by Local Educational Agencies) (I-A). Authorizes State or local educational agencies that are recipients of I-A funds to defer commencing, suspend, or modify their administering functions under such requirements with respect to such program, project or activity. Directs the Secretary of Education to ensure that otherwise applicable negative consequences shall not apply to such recipients because of such actions.

Continued Benefits for Injured Military Spouses Act - Entitles to military health care and commissary and exchange benefits the unremarried former spouse of a member of the armed forces who performed at least 20 years of service creditable for retired pay if such spouse: (1) had been married to such member for at least 20 years on the date of divorce or annullment, of which at least ten years were during the period when the member was performing such service; and (2) sought a divorce or annullment due in whole or part to domestic violence involving that person or a child of that person that is substantiated by counseling or medical records, or to other circumstances that constitute unbearable conditions.

Right Start Act of 2003 - Extends and increases authorizations of appropriations for: (1) the Head Start Act; (2) State entitlements to funding for child care, under Social Security Act (SSA) provisions for block grants to States for temporary assistance for needy families (TANF); and (3) services to low-income families through the social services block grant under SSA. Increases set-aside portion of funds for child care quality under the Child Care and Development Block Grant Act of 1990. Improved Nutrition and Physical Activity Act - IMPACT Act - Amends the Public Health Service Act to address issues of overweight and obesity. Expands certain existing grant programs for health professional training to include the treatment of overweight and obesity. Creates grant programs at the local level to promote increased physical activity and improved nutrition. Expands an existing coordinated school health program to include grants for the development of programs which focus on healthy lifestyle, including balanced diet and physical activity. Authorizes the collection and analysis of data concerning the fitness levels of children and youth. Requires a study of the food and nutrition assistance programs run by the Department of Agriculture to determine how they can be improved or altered to help prevent obesity and overweight. Requires an evidence report study on the effectiveness of weight reduction programs. Permits the use of preventive health and health services block grants for community education programs which promote healthy eating and exercise habits. Creates a Medicare demonstration project to reduce obesity and other chronic disease risks in older Americans. Makes grants available to local healthcare delivery systems for overweight and obesity treatment and prevention demonstration programs. Provides grants and contracts for a national youth media campaign to change children's health behaviors. Family and Medical Leave Expansion Act - Family Income to Respond to Significant Transitions Insurance Act - Directs the Secretary of Labor to make grants to a State or local government to pay for the Federal share of the cost of carrying out projects that assist families by providing wage replacement for eligible individuals responding to caregiving needs resulting from the birth or adoption of a son or daughter or other family caregiving needs. Family and Medical Leave Fairness Act of 2003 - Amends the Family and Medical Leave Act of 1993 (FMLA) to extend coverage to employees at worksites where the employer employs at least 25 (currently 50) employees at the worksite and within 75 miles of that worksite. Amends FMLA and Federal civil service law to entitle to leave those employees who must address the effects of domestic violence. Federal Employees Paid Parental Leave Act of 2003 - Permits the Office of Personnel Management to contract with one or more employing agencies to conduct a demonstration project that provides paid leave for eligible individuals who are responding to caregiving needs resulting from the birth or adoption of a son or daughter or other family caregiving needs. Requires the leave to last for at least six weeks during a 12-month period. Time for Schools Act of 2003 - Amends FMLA to allow employees covered by such Act to take up to 24 hours, during any 12-month period, of school involvement leave to participate in: (1) an academic activity of their child's school, such as a parent-teacher conference or an interview for a school; or (2) literacy training under a family literacy program. Amends Federal civil service law to provide the same school involvement leave allowance for Federal employees.

Establishes a standard for access to care for veterans seeking care from the Department of Veterans Affairs of 30 days from the date the veteran contacts the Department seeking an appointment until the date on which a visit with a primary care provider is completed, or 30 days from the date on which the veteran is referred for specialty care until that date on which a visit with an appropriate specialty care provider is completed. Directs the Secretary to develop and disseminate an appropriate standard of waiting time between the time a veteran's visit is scheduled and the time the veteran is seen by the provider. Requires periodic review of the performance of Department facilities compared to that standard. Requires the Secretary, when unable to meet the standard for access to care, to furnish health care and services for that veteran in a non-Department facility.

Focus On Committed and Underpaid Staff for Children's Sake Act (FOCUS Act) - Establishes: (1) the Child Care Provider Development and Retention Grant Program; and (2) the Child Care Provider Scholarship Program. Authorizes the Secretary of Health and Human Services to allot funds to eligible States (and Indian tribes and tribal organizations) for distribution directly, or at State option through local governments, to pay the Federal share of the cost of making grants to eligible child care providers under both such programs. Healthy Early Education Workforce Grant Program Act - Authorizes the Secretary to allot funds to eligible States (and Indian tribes and tribal organizations) to pay for the Federal share of the cost of providing access to affordable health benefits coverage for: (1) eligible child care providers; and (2) at State option, the spouses, domestic partners, and dependents of such providers. Directs the Secretary to conduct an evaluation of several such funded State programs representing various approaches to increasing the rate of coverage for child care providers.

National Resilience Development Act of 2003 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to convene and lead an interagency task force for the purposes of mitigating distress reactions and maladaptive behaviors in Americans and increasing their psychological resilience in preparation for, and in response to, a conventional, biological, chemical, or radiological attack on the United States. Directs the task force to coordinate and facilitate the efforts of various public bodies to develop programs and protocols to achieve such purposes. Amends the Act and the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act (USA Patriot Act) of 2001 to permit certain grants to go to activities aimed at enabling State mental health authorities, in coordination with State public health authorities and the interagency task force, to better understand and manage human emotional, behavioral, and cognitive responses to disasters. States that such efforts shall include increasing the psychological resilience of the public and mitigating distress reactions and maladaptive behaviors that could occur in response to an attack. Amends the Homeland Security Act of 2002 to direct the Federal Emergency Management Agency to integrate into each of its functions of mitigation, planning, response, and recovery, efforts to increase communities' psychological resilience and decrease distress reactions and maladaptive behaviors in individuals. Directs that FEMA take such measures in coordination with the interagency task force and other efforts by the Department of Homeland Security.

Inclusive Home Design Act of 2003 - Requires, with exceptions, newly constructed, federally assisted single family houses and town houses to include at least one level that complies with the following accessibility features for persons with disabilities: (1) accessible entrance; (2) accessible interior doors; (3) accessible environmental controls; and (4) accessible habitable space and an accessible bathroom. Requires: (1) each applicant for Federal financial assistance to submit compliance assurances to the relevant Federal agency, and (2) each person who arranges for design or construction of a covered dwelling to submit architectural and construction plans for State or local approval. Prohibits Federal financial assistance to a State or local government unit unless the recipient is taking certain enforcement actions with regard to covered dwellings. Permits: (1) private civil actions in a United States District Court or State court for violations under this Act; and (2) the Attorney General to commence civil actions or intervene in civil actions under this Act.

The TRICARE Retirees Opportunity Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act to: (1) waive the part B (Supplementary Medical Insurance) late enrollment penalty for certain military retirees who enroll by December 31, 2004; and (2) provide a special part B enrollment period for such retirees.

Transit in Parks Act - Directs the Secretaries of the Interior and Transportation to establish and administer a transit in parks program to encourage and promote the development of mass transportation systems in the National Park System for improving visitor mobility and enjoyment, reducing pollution and congestion, and protecting park resources. Sets forth requirements for such program, including the development of transportation plans for units of the National Park System and the making of grants and contracts for the planning, engineering, design, and evaluation of mass transportation projects in such units and for capital projects and investment.
