Amends the Internal Revenue Code to make permanent the exclusion from gross income of amounts received under qualified group legal services plans. (Under current law the exclusion expired as of September 30, 1990.)

Amends the Internal Revenue Code to provide that payment under a life insurance contract to an insured who is terminally ill be treated as a death benefit, making such payment eligible for exclusion from gross income. Provides that any reference to life insurance shall be treated as referring to a qualified terminal illness rider. Provides for the tax treatment of such riders. Describes such a rider as one which provides for payments to an insured upon the insured's becoming terminally ill.

Amends the Internal Revenue Code to impose a 100 percent tax on income from frozen Iraqi assets. Authorizes the President to modify such tax if the armed forces of Iraq withdraw from Kuwait within the time and in the manner determined by the President.

Amends the Internal Revenue Code to allow an employer a tax credit for 20 percent of qualified mammography screening costs. Requires the Secretary of Health and Human Services to establish standards to assure the safety and accuracy of such mammography screening.

Family Education Assistance Act of 1991 - Amends the Internal Revenue Code to allow an individual income tax deduction for contributions to a savings account established to pay the educational expenses (tuition, supplies, meals, and lodging) of the taxpayer's child or certain other relatives at an institution of higher education or a vocational school. Limits the deduction to $1,500 annually (adjusted for inflation) for each account. Disallows the deduction for contributions to an account maintained for any individual aged 19 or older. Requires any account balance to be distributed after the beneficiary attains age 30. Permits an exclusion from the gross income of the contributor or the beneficiary of account distributions used to pay educational expenses of the latter. Exempts an account from taxation (except for the tax on unrelated business income of a charitable organization), unless a contributor or the beneficiary engages in specified prohibited transactions in connection with it. Imposes a ten percent surtax on distributions not used for educational purposes. Requires the account trustee to report to the Secretary of the Treasury and to the account's beneficiary concerning the account. Imposes a penalty for failure to report. Allows taxpayers who do not otherwise itemize deductions to deduct for contributions to an education savings account. Imposes penalty taxes in connection with excess contributions or prohibited transactions associated with an account.

Declares that the President should instruct the Department of State to convey to the Government in exile of the Emirate of Kuwait the view that reconstruction activity in Kuwait should reflect the troop commitment of allied forces in Operation Desert Shield and that the contract percentage should be acknowledged, adjusted, and used by the Kuwaitis in their award process.

Amends the Poison Prevention Packaging Act of 1970 to require that prescription drug samples distributed by manufacturers to prescribing practitioners meet special packaging standards if they are intended to be dispensed to consumers in the same packages.

Ethics in Foreign Lobbying Act of 1990 - Amends the Federal Election Campaign Act of 1971 to prohibit multicandidate political committees or separate segregated funds of certain organizations or corporations which are controlled by foreign persons from making any contributions or expenditures with respect to an election for Federal office. Directs the Federal Election Commission to require reporting of ownership interest percentages and to list them. Prohibits foreign nationals from participating in the decisionmaking process of domestic organizations engaged in Federal, State, or local election-related activities. Establishes within the Federal Election Commission a clearinghouse of public information regarding the political activities of foreign principals and their agents. Amends the Foreign Agents Registration Act of 1938 to require agents to file quarterly supplemental registration statements. Provides that a foreign principal's legal representative in U.S. courts may only be exempted from filing registration statements upon the submission of an affirmative request for such exemption. Establishes civil penalties for violation of the registration requirements.

Medigap Consumer Information Access Act of 1990 - Directs the Secretary of Health and Human Services to commence a demonstration project under which the Secretary shall provide funds to each of 20 eligible States to establish and operate a toll-free telephone hotline to provide information concerning Medicare supplemental insurance. Sets forth eligibility, matching, and reporting requirements. Sets forth: (1) requirements with respect to the type of information to be provided by the hotlines (including policy comparison information for all Medicare supplemental policies and long-term care policies available, information that will assist individuals in filing claims or obtaining benefits, information concerning Medicare supplemental policy problem resolution or referral, information concerning State resources, information, and procedures, and information concerning medigap fraud or abuse convictions or penalties assessed against an insurer); (2) training requirements for individuals answering hotlines; and (3) requirements for providing information to benefit specialists employed by State agencies on aging. Requires each State participating in the demonstration project to: (1) develop and disseminate a Medicare supplemental policy educational brochure that summarizes the features of the hotline; and (2) develop a method to measure consumer satisfaction with such hotline and to respond to complaints.

Prohibits the proposed sales to Saudi Arabia of armored vehicles (including M1A2 tanks and Bradley Fighting Vehicles), AH-64 APACHE attack helicopters, PATRIOT guided missile units, and related defense articles and services, that were reported to the Congress pursuant to the Arms Export Control Act on September 27, 1990.

Seed Capital Formation Act of 1990 - Amends the Internal Revenue Code to allow a tax deduction for capital gains on small business stock held at least five years. Sets forth the formula for determining the applicable percentage of such gain from 25 percent for five years, up to 100 percent for such stock held for ten years. Establishes a maximum capital gains rate for individuals and corporations with small business stock gain. Revises the definition of a small business corporation. Provides for the treatment of a corporation as a small business corporation if its stock does not exceed $5,000,000 (currently $1,000,000). Adjusts such amount for inflation.

Civil Rights Amendments Act of 1990 - Amends the Civil Rights Act of 1968 to increase the penalties for violating the fair housing provisions of such Act. Sets forth specific penalties for fair housing violations that result in property damage exceeding $100, involve the use or attempted use of fire, or are committed with the use of, or while the perpetrator is carrying, a firearm.

Decennial Census Accuracy Improvement Act of 1990 - Amends Federal census law to require the Secretary of Commerce to determine whether the tabulations of population of the respective States should be adjusted in order to correct for any under- or over-counting. Provides that the tabulation for a State shall not be complete unless: (1) the Secretary determines that no adjustment is required in the tabulation of population for any State; or (2) appropriate adjustments for each State have been made, if it is determined that adjustment would improve the accuracy of census counts. Requires that any incomplete tabulation reported to a State to be identified as preliminary and subject to adjustment. States that if the deadline cannot be met to complete and report such data to the respective States the Secretary shall: (1) provide advance written notice to the Congress (including a statement of reasons and the anticipated compliance date); and (2) have until the second July 15th after the decennial census date to complete and report the tabulation of population to the respective States. Applies this Act to data obtained from the 1990 decennial census or any to follow. Deems as a reference to such tabulation in its completed form as determined by this Act any requirement under Federal law that a tabulation of population for a State (as obtained in the 1990 or a later decennial census) be used. Requires the Secretary to report on the data obtained from the 1990 decennial census to the appropriate congressional committees. Declares that the authority to use the "sampling" statistical method shall be governed by this Act.

Urges the President to seek the establishment by the United Nations of: (1) a war crimes commission to investigate Iraq's actions against foreign nationals following its invasion of Kuwait; and (2) an international tribunal before which those responsible for Iraqi war crimes against foreign nationals can be prosecuted for their actions.

Telephone Consumer Assistance Act - Directs the Federal Communications Commission to establish a system to regulate audiotext services to protect consumers. Prohibits interstate telecommunications carriers from carrying audiotext services that fail to include: (1) specified disclosure messages describing the service, cost, and option to hang up; (2) a requirement that any bypass mechanism allowing frequent callers to avoid listening to the disclosure message be disabled after any significant price change; (3) equipment that stops the assessment of charges upon disconnection, automatically disconnects after one cycle of the program, and automatically disconnects interactive programs if no activity occurs within a specified time period; and (4) arrangements with local exchange carriers to prohibit disconnection of telephone service because of nonpayment of audiotext charges. Requires such carriers to: (1) grant callers the option to avoid audiotext charges caused by unauthorized use or misunderstanding of the charges applied; (2) offer callers the option of blocking access to audiotext services; (3) include a signal alerting callers to the passage of time; (4) establish a toll-free telephone number to answer questions and provide information on callers' rights and obligations with respect to such services; (5) include a specified disclosure statement to telephone subscribers; and (6) notify the appropriate State regulatory commission of the intent to provide audiotext services in the State and make available all audiotext access numbers. Sets forth requirements concerning advertising for audiotext services.

Primary Pediatric Outreach and Care for Disadvantaged Children Act of 1990 - Authorizes the Secretary of Health and Human Services to make grants and contracts for the establishment of programs providing high quality primary pediatric care to economically disadvantaged children under the age of 19 who lack access to such care. Includes as required grant activities: child outpatient facilities, substance abuse detection, and data collection. Authorizes appropriations.

Expresses the sense of the House of Representatives that the United States should become a party to an international convention providing for the recognition and enforcement across national boundaries of decisions concerning maintenance obligations, such as child support. Urges: (1) the Secretary of State to determine whether international conventions relevant to maintenance obligations are appropriate for U.S. ratification; (2) the President to promptly submit any such convention to the Senate for advice and consent; and (3) the Senate to act expeditiously with respect to any convention so submitted.

Small Business Access to Surplus Federal Property Act of 1990 - Amends the Federal Property and Administrative Services Act of 1949 to authorize the Administrator of the Small Business Administration (SBA) (the Administrator) to transfer surplus Federal property to a State agency for distribution to small business concerns within such State. Amends the Small Business Act to make it the duty of the SBA to provide each State agency designated to receive transfers of surplus Federal property a comprehensive list of small business concerns in the State, along with annual updates which include guidelines for identifying such businesses. Directs the Administrator to report annually to the President and the Congress on the transfer of surplus Federal property to small business concerns.

Universal Childhood Security Act - Title I: Foreign Assistance Programs - Requires that specified minimum amounts from aggregate U.S. funding for international development and economic assistance programs, for each of FY 1991 through 1996, be available only for: (1) child survival activities, including those authorized under the Foreign Assistance Act of 1961; and (2) programs in support of basic primary education, including teacher training and other necessary activities. Declares the sense of the Congress that the World Bank should: (1) give greater priority to child survival and development, including support of basic education activities; and (2) devote five percent or more of its annual lending programs to primary health and five percent to primary education. Title II: Domestic Programs - Declares the sense of the Congress that it should increase participation in the special supplemental food program for women, infants, and children (the WIC program) by 20 percent per year in each of 1991 through 1995, so that the goal of full participation may be reached by the end of FY 1995. Declares the sense of the Congress that it should follow through on providing full funding for the Head Start program of early childhood education and childhood development, so that the goal of participation of all eligible three- and four-year-old children can be reached by FY 1994.

Authorizes appropriations.

Deposit Insurance Limitation Act of 1990 - Amends the Federal Deposit Insurance Act and the Federal Credit Union Act to declare that the aggregate amount of payments which may be made to any person with respect to any insured accounts during any 36 month-period may not exceed $100,000.

Coach and Athlete's Bill of Rights - Declares that no coach or player for a team associated with the National Collegiate Athletic Association (NCAA) shall be suspended from the team or reprimanded for actions with respect to the team without access to procedural and substantive due process rules. States that no institution of higher education shall be suspended or prohibited from participating in intercollegiate athletics by the NCAA without access to due process rules. Directs the NCAA to adopt rules for procedural and substantive due process of law for individuals and institutions suspended or prohibited from intercollegiate athletics by such Association.

Medicaid Family Care Act of 1990 - Amends title XIX (Medicaid) of the Social Security Act to provide federally reimbursed Medicaid coverage of alcoholism and drug dependency residential treatment services for pregnant women whose family income is below 185 percent of the Federal poverty level and for their Medicaid-eligible children and spouses. Lists the required services included in such coverage as: (1) individual, group, and family counseling and addiction education and treatment provided pursuant to individualized treatment plans; (2) room and board in a structured environment with on-site supervision 24 hours a day; (3) therapeutic child care; (4) parental assistance in obtaining developmental assistance for their preschool children and public education for themselves and their school-age children; (5) easier access to other health, social, and child care services; (6) planning and assistance in reentering society; and (7) continuing specialized training of residential treatment facility staff members in the most recent and effective treatment techniques. Requires that such coverage continue for at least 12 months, except that the coverage of pregnant women must continue for one year following the end of pregnancy. Limits the size of a residential treatment facility to no more than 40 beds unless the State provides assurances that a larger facility can furnish the mandatory services.

National Academy of Science, Space, and Technology Act - Requires the Director of the National Science Foundation to establish a National Academy of Science, Space, and Technology for the instruction and preparation of selected individuals for service in a science, mathematics, or engineering related capacity in the employ of the United States or a U.S. corporation. Empowers the Director to appoint an Advisory Board to advise him on matters relating to the Academy. Sets forth: (1) the eligibility requirements for an institution of higher education applying to become a member institute; (2) the application procedure; (3) the criteria for the selection of member institutes; and (4) requirements of the Director in selecting member institutes. Allows only individuals who are citizens or nationals of the United States to be eligible for scholarships to the Academy. Requires the Director to establish criteria for measuring the potential nomination and selection of scholarship recipients. Provides for nomination of recipients by Members of and Delegates to the House of Representatives, with the Director selecting recipients from among such nominees. Conditions the acceptance of a scholarship to the Academy on a recipient's written agreement to serve for a time period equal to one year for each academic year for which the individual was provided a scholarship to the Academy, in the employ of a Federal agency or a U.S. corporation. Requires the Director to report annually on the Academy to the Congress. Authorizes appropriations.
