Requires the Administrator of the Agency for International Development to: (1) develop and implement a plan to provide training for all Washington and mission-based professional staff that provides guidance on strategies for incorporating women in the planning, design, and management of the Agency's development activities; (2) develop an Agency-wide action plan for implementation of the Women in Development policy guidelines; (3) develop and implement a comprehensive strategy for providing appropriate extension and related services to low-resource women who are engaged in subsistence or cash crop production; (4) develop and implement a strategy for providing training, technical assistance, credit, and other services to strengthen the managerial skills and capabilities for women; and (5) increase training opportunities for women and set the target that a minimum of 40 percent of participant trainees be women by the year 1992, with appropriate geographical representation. Amends the Foreign Assistance Act of 1961 to require that a minimum of $5,000,000 of funds made available for foreign assistance programs be used for programs to promote the participation and integration of women in the development process in developing countries. (Present law places a maximum of $10,000,000 on the use of such funds.) Authorizes appropriations to be made available for the United Nations Development Fund for Women. Requires the Secretary of the Treasury to instruct the U.S. Executive Director of the International Bank for Reconstruction and Development (World Bank) to: (1) propose that the Bank establish policy guidelines and implement an action plan to integrate women in the planning, design, implementation, management, and evaluation of Bank activities; and (2) report to the Congress on the implementation of that plan.

Legalization Family Unification Act - Amends the Immigration and Nationality Act to waive the continuous residence requirement under the legalization program for parents of U.S. citizen children born after December 31, 1981, and before November 7, 1986.

Telephone Decency Act - Amends the Communications Act of 1934 to prohibit any obscene or indecent telephone communication, in foreign or interstate communication or in the District of Columbia, for commercial purposes to any person. (Current law prohibits such communication to any person without his or her consent or to any person under 18 years of age.)

National Schoolbus Safety Act of 1987 - Limits the amount of financial assistance which the Secretary of Education may provide to any State or local educational agency in a State or locality that does not impose certain requirements for inspecting school buses and equipping them with safety belts. Sets forth the initial form of such requirements as follows: (1) equipping those school buses first placed in service after the effective date of this Act with safety belts; and (2) annual safety inspection of all school buses. Limits the amount of financial assistance in cases of noncompliance to not more than: (1) 95 percent of the allocated amount for the first fiscal year beginning after the effective date of this Act; (2) 90 percent for the second such fiscal year; and (3) 85 percent for any subsequent fiscal year. Sets forth final requirements which must be effective on or before January 1, 1997, as follows: (1) equipping all school buses with safety belts; and (2) annual inspections of all school buses. Prohibits any financial assistance to any State or local educational agency in a State or locality which does not have such requirements in effect by such date. Directs the Secretary of Transportation to annually provide the Secretary of Education with information necessary to determine whether a State or local government has in effect the requirements referred to under this Act, if there is an approved highway safety program for pupil transportation safety in effect for such State or local government. Requires the State or local government to provide such information when such a program is not in effect. Makes this Act effective beginning one year after its date of enactment.

Strategic Ocean and Coastal Resources Act of 1987 - Title I: National Sea Grant College Program - Amends the National Sea Grant College Program Act (the Sea Grant Act) to revise certain findings and definitions under such Act. Directs the Secretary of Commerce to identify those ocean and coastal resources research areas that are to be considered "strategic research areas" for purposes of the making of grants for research in such areas. Requires the Secretary to submit to the Senate Commerce, Science, and Transportation Committee and the House Merchant Marine and Fisheries Committee, on an annual basis, a report containing the rationale for identifying each strategic research area. Directs the Secretary to make grants to any project that is: (1) within a sea grant program; and (2) involves a strategic research area. Authorizes appropriations through FY 1992 for such grants. Authorizes the Secretary, as part of the sea grant fellowship program, to award sea grant fellowships to support the placement of qualified individuals in positions with the Federal Government for a period of up to one year. Revises provisions concerning the composition and terms of office of the Sea Grant Review Panel. Authorizes appropriations through FY 1992. Directs the Secretary to establish a postdoctoral fellowship program under which grants are made to support strategic research and to provide supplemental education and training in any field related to ocean and coastal resources for which the Secretary considers there to be a national need. Outlines provisions concerning the application for and the awarding of such fellowships. Authorizes appropriations through FY 1992 for such purpose. Amends the Sea Grant Act to direct the Secretary to provide annual grants to enable eligible institutions to improve and support curriculum offerings in marine affairs and resource management at the graduate level, to support graduate students of such studies through scholarships and fellowships, and to increase faculty and staff involvement in such programs. Defines "eligible institution" and sets forth grant application and award provisions. Requires each institution receiving such a grant to report to the Secretary annually and within 90 days after the termination of the grant with regard to the application of grant funds. Authorizes appropriations through FY 1992 for the making of such grants. Title II: International Sea Grant Program - Amends the Sea Grant Program Improvement Act of 1976 to include as objectives under such Act various goals which stress the need for international cooperation, technology transfer, and data exchange between the United States and foreign nations with regard to research and educational activity on important marine resources. Extends the authorization of appropriations under such Act through FY 1992.

Government Contractor Whistleblower Protection Act of 1987 - Prohibits a Federal contractor from taking reprisal actions against its officers or employees for disclosing information to a Federal agency regarding performance of a contract with such agency which indicates: (1) a violation of law; or (2) mismanagement, gross waste of funds, abuse of authority, or a danger to public health or safety. Sets forth civil penalties and remedies for violations of this Act.

Radioactive Materials Transportation Protection Act of 1987 - Amends the Hazardous Materials Transportation Act to direct the Secretary of Transportation to file an environmental impact statement which includes consideration of alternative modes of transporting radioactive materials (including barges) when the Secretary determines the travel route for any shipment of a controlled quantity of radioactive materials into or through a high-density metropolitan area. Applies this Act to any route determination made as of January 19, 1981.

Retirement Health Plan Act of 1987 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to provide protection for private retirement health plan benefits. Title I: Reporting and Disclosure Requirements for Retirement Health Plans - Makes specified ERISA disclosure and reporting requirements applicable to retirement health plans. Requires with respect to retirement health plans that: (1) all provisions of the plan be in writing; (2) the rights of participants and beneficiaries under such plan be legally enforceable; and (3) such plan be established with the intention of being maintained for an indefinite period of time. Applies certain pension plan annual reporting requirements to retirement health plans. Makes the exemption from certain reporting and disclosure requirements of employee welfare benefit plans unavailable in the case of retirement health plans. Requires reporting of participant's benefit rights on request in the case of retirement health plans. Allows alternative methods of compliance with disclosure and reporting requirements for retirement health plans. Title II: Vesting Requirements - Sets forth minimum vesting standards for retirement health plans. Provides for a nonforfeitable right to medical benefits under retirement health plans for participants who are retired or eligible for retirement (and for their surviving beneficiaries). Title III: Tax Incentives for Vesting and Full Funding of Retirement Health Plan Benefits - Adds retirement health plan trusts to the list of tax-exempt organizations under the Internal Revenue Code. Provides for a tax credit for full funding of retirement health plans. Provides for approval of a "prescribed percentage" in determining such credit by joint resolution of the Congress. Title IV: Retirement Health Plan Termination Insurance Program - Subtitle A: Basic Provisions - Includes retirement health plans under provisions for plan termination insurance. Revises definitions to reflect such inclusion. Sets forth premium rates for retirement health plans termination insurance. Provides that retirement health plan benefits are guaranteed by the Retirement Benefit Guaranty Corporation (as redesignated by this Act). Guarantees that the Corporation upon termination of the plan will distribute the amount of accrued benefit in a lump sum to the participant (or among surviving beneficiaries). Limits the guarantee to benefits with respect to participants who have retired or who are eligible to retire. Sets forth other limitations. Permits termination of retirement health plans only: (1) where they are sufficient to meet benefit commitments to eligible participants; or (2) upon meeting distress criteria. Sets forth provisions for the allocation of assets of a terminating retirement health plan. Sets forth revisions relating to section 4049 trusts. Sets forth provisions relating to liability for termination of retirement health benefit plans. Subtitle B: Conforming Provisions - Redesignates the Pension Benefit Guaranty Corporation as the Retirement Benefit Guaranty Corporation. Establishes a revolving fund for retirement health plan benefits. Sets forth conforming amendments for coverage of retirement health plans under title IV (Plan Termination Insurance) of ERISA. Sets an aggregate limit on the amount of retirement health plan benefits guaranteed. Includes retirement health plans under provisions for institution of termination proceedings by the Corporation and under provisions relating to reportable events. Limits recapture of payments to pension plans. Sets forth conforming amendments with respect to reports to trustees, dates of termination, and amounts payable by the Corporation. Provides for liability of the substantial employer for withdrawal from retirement health plans under multiple controlled groups. Provides for liability on termination of retirement health plans under multiple controlled groups. Includes retirement health plans under provisions for annual notification of substantial employers. Makes conforming amendments with respect to recovery of liability for plan termination and liens for liability. Sets forth enforcement authority relating to terminations of retirement health plans. Sets forth an effective date and related rules.

National Space Grant College and Fellowship Act-Establishes within the National Aeronautics and Space Administration (NASA) a national space grant college and fellowship program to provide financial and other assistance for the exploration and development of space resources. Requires such program to advise the Administrator of NASA and coordinate Federal efforts. Authorizes the Administrator to make grants or enter into contracts to assist any space grant and fellowship program, for up to 66 percent of total cost, except for special grants. Directs the Administrator to make grants or enter into contracts for up to 100 percent of costs for identified specific national needs and problems relating to space. Authorizes the Administrator to designate any institution of higher education as a space grant college if it maintains a balanced program in fields related to space and meets other qualifications. Authorizes the Administrator to designate an association or alliance as a space grant regional consortium if it is established to share research and facilities in any field related to space and meets other qualifications. Directs the Administrator to support a space grant fellowship program for educational and training assistance to graduate students in fields related to space. Directs the Administrator to establish the space grant review panel as an independent committee to advise the Administrator on implementing the program. Requires interagency cooperation among all Federal agencies with authority over matters relating to space, authorizing the sharing of personnel and facilities and requiring the sharing of information. Directs the Administrator to report biennially to the Congress and the President on the activities of the program, subject to the review of the Directors of the Office of Management and Budget and of the Office of Science and Technology Policy. Authorizes appropriations for FY 1988 through 1991.

Federal Council on Women Act - Establishes a Federal Council on Women to: (1) collect and evaluate information with respect to any problems that are particular to women in the United States; (2) review and evaluate Federal policy related to any such problems; (3) coordinate the activities of the Council with similar activities conducted by States, local governments, and concerned organizations; and (4) make recommendations. Directs the Council to report its findings and recommendations to the Congress. Authorizes appropriations.

Emergency Energy Act of 1987 - Title I: Amendments of Internal Revenue Code of 1954 - Amends the Internal Revenue Code to allow a credit against the income tax for crude oil producers equal to the excess of an oil well's operating costs allocable to a barrel of oil over the sales price of the barrel (but in no event for more than $5.00 per barrel). Provides for a carryback of unused excess credits for any year. Allows a credit for 15 percent of the costs of exploring for oil or natural gas in the United States. Provides for a carryback of unused excess exploration cost credits. Revises the minimum tax rules to allow a taxpayer to elect to carry over any portion of a percentage depletion deduction to the succeeding taxable year. Revises the definition of intangible drilling and development costs eligible for annual deduction as business expenses when paid or incurred to include geological, geophysical, and surface casing costs paid or incurred for the purpose of ascertaining the existence, location, extent, or quality of any domestic deposit of oil or gas. Repeals the tax preference cutback which currently requires integrated oil and gas producers to reduce (and thereby capitalize) the amount of intangible drilling and development costs eligible for a tax deduction by 30 percent. Repeals the rule that limits percentage depletion for oil or gas properties to 50 percent of a taxpayer's net income from the property. Revises the rule regarding an election to treat operating mineral interests as separate properties to allow such an election without regard to whether one or more of the operating mineral interests participated, under a voluntary or compulsory unitization or pooling agreement, in a single cooperative or unit plan of operation. Repeals specified rules which currently disqualify certain properties from: (1) the percentage depletion allowance deduction; and (2) the stripper well oil exemption from the windfall profit tax. Revises the special rules for the windfall profit tax to declare that a return shall not be treated as required if the amount of windfall profit tax withheld from the purchase payment to an oil producer equals or exceeds the amount required to be withheld as shown on the first purchaser's return. (The statute of limitations on assessments for windfall profit tax liability will thus begin to run concurrently with the statute of limitations on the taxpayer's income tax return.) Limits such rule revision to returns filed after February 29, 1980. Repeals the windfall profit tax. Title II: Removal of Wellhead Price Controls and Repeal of Natural Gas Act Jurisdiction Over Certain First Sales of Natural Gas - Amends the Natural Gas Policy Act of 1978 to: (1) remove wellhead price controls over natural gas prices; (2) repeal the jurisdiction of the Federal Energy Regulatory Commission (FERC) over natural gas exempt from wellhead price controls; (3) repeal the President's standby price control authority; and (4) repeal congressional review of natural gas price controls. Title III: Repeal of Certain Restrictions on the Use of Natural Gas and Petroleum - Amends the Powerplant and Industrial Fuel Use Act of 1978 to: (1) repeal the prohibitions against the use by electric powerplants and major fuel-burning installations of petroleum and natural gas as primary energy sources: (2) remove the restrictions placed upon Federal major fuel-burning installations against the use of natural gas and petroleum as primary energy sources; and (3) repeal the guidelines for the emergency use of natural gas or petroleum as a primary energy source by any person operating a peakload powerplant or a major fuel-burning installation. Revokes the authority of the Secretary of Energy to require any major fuel-burning installation to furnish certain information regarding the use of primary energy sources of fuel. Title IV: Repeal of Incremental Pricing Requirements - Amends the Natural Gas Policy Act of 1978 to repeal the natural gas incremental pricing provisions. States that incremental pricing rules promulgated by FERC shall continue in effect only with respect to the flow-through of costs incurred before enactment of this section, including any surcharges based on such costs. Title V: Strategic Petroleum Reserve - Amends the Energy Policy and Conservation Act to direct the Secretary of Energy to fill the Strategic Petroleum Reserve only with crude oil produced in the United States. Title VI: Separability - Sets forth separability provisions.

Amends the Internal Revenue Code to require that certain information relating to fund raising must be included on tax returns made by tax-exempt organizations. Specifies the information required as: (1) the name and address of each person engaged in fund raising on behalf of the organization; (2) the gross amount raised by such person; (3) the amount of compensation received by such person; (4) a description of the activities performed by such person on behalf of the organization; and (5) a description of the other fund raising activities of the organization, the amount raised from such activities, and the expenses incurred for such activities.

Authorizes the establishment of a memorial on Federal land in the District of Columbia or its environs to honor members of the American press and other news media who have been killed while covering an armed conflict. Requires the memorial to comply with the requirements of Federal law relating to commemorative works on certain Federal lands in the District of Columbia and its environs. Prohibits the United States from paying any expense of establishing the memorial.

Amends the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriation Act, 1987 to require the bankruptcy trustee in any reorganization case to pay, until the adjournment sine die of the second session of the 100th Congress (current law sets the deadline at May 15, 1987), health, disability, or death benefits to retired former employees under a program established or maintained by the debtor prior to filing a bankruptcy petition. Prohibits such a trustee from rejecting any executory or other contract that provides for hospitalization or health benefits for current or former employees of the debtor.

Older American Amendments of 1987 - Amends the Older Americans Act of 1965 to authorize appropriations for FY 1988 through 1991 for State and community programs on aging which include programs providing nutrition services, supportive services, surplus commodities, or cash payments in lieu of food commodities to older individuals. Requires States to include among such programs a program providing in-home services to frail, older individuals. Authorizes appropriations for FY 1988 through 1991, for: (1) the older American community service employment program; (2) grants to Indian tribes for the provision of supportive and nutritional services to older Indians; and (3) the older Americans personal health education and training program.

Family Farm Act - Title I: Agricultural Commodity Supply Management - Amends the Agricultural Act of 1949, effective for the 1988 through 2000 crop years, to direct the Secretary of Agriculture to conduct referendums among crop and milk producers every four years to determine whether an agricultural commodity supply management program (program) shall be in effect for such period. (States that if a referendum is not approved current price support provisions shall apply.) Administers such program through the Commodity Credit Corporation (CCC). Establishes program commodity loan rates at 70 percent of parity beginning with the 1988 crop year, and increasing by one percent per year to a maximum of 80 percent for the 1998 through 2000 crop years. (Eliminates target prices and other subsidy payments.) Directs the Secretary to conduct a study and report to the Congress prior to the beginning of the 1993 crop year regarding the economic impact of this Act and the continuation of such loan schedule. Directs the Secretary to: (1) proclaim a national marketing quota for each commodity based upon domestic and export demands, food aid requirements, and carryover and reserve requirements; and (2) proclaim a national acreage allotment based upon projected national yield and expected underplantings. Requires producers to apply for farm acreage allotments. Limits acreage increases to not more than 20 percent of the previous year's acreage. Authorizes the Secretary to establish a conservation use set-aside program if a commodity's projected production will exceed its national marketing quota. Increases set-aside percentages as projected production increases. Limits such maximum percentage to 35 percent. Authorizes a paid diversion program if further production decreases are necessary. Limits nonprogram crop production under specified conditions. Provides for the assignment of marketing certificates based upon the number of permitted acres times a farm's program yield. Provides for quantity reductions due to on-farm use. Authorizes excess commodities to be stored and marketed under a certificate issued in a subsequent year, or donated or sold for famine relief to the CCC. Requires importers to obtain such certificates. Limits the conditions of their use. Directs the Secretary to establish a farmers' disaster reserve, to be initially stocked by CCC commodities and afterwards by producer contributions. Limits maximum individual assistance. Sets forth penalties for program noncompliance. Makes conforming amendments to specified Acts. Permits family-size livestock and poultry producers to purchase CCC grain for a 36-month period beginning 30 days after enactment of this Act. Limits maximum annual purchases. Title II: Milk Marketing Control - Amends the Agricultural Act of 1949 to direct the Secretary to conduct referendums among milk producers every four years to determine whether an alternative milk price support program (program) shall be in effect for such period. (States that if a referendum is not approved current price support provisions shall apply.) Establishes milk price support levels at 70 percent of parity beginning in 1988, and increasing by one-percent per year to a maximum of 80 percent for 1998 through 2000. Directs the Secretary to conduct a study and report to the Congress before January 1, 1993, regarding the economic impact of this Act and the continuation of such support schedule. States that the Secretary shall determine individual milk marketing bases for each year such program is in effect. Bases such amount on the product of the producers' marketing history (1981 through 1985) and the annual marketing allocation factor (based on domestic and export needs and production quantities). Permits the transfer of milk marketing bases, subject to specified conditions and with priority given to family members and beginning producers. Title III: Agricultural Exports and Imports - Subtitle A: Agricultural Exports - Amends the Agricultural Trade Development and Assistance Act of 1954 to provide for multilateral famine relief agreements. Authorizes the use of CCC surplus stocks for such purposes. Subtitle B: Agricultural Imports - Directs the Secretary to use specified import limitation authority under the Agricultural Adjustment Act to prevent imported commodities from interfering with domestic price support activities. Amends the Tariff Act of 1930 to require country of origin labeling for any agricultural product containing a significant (by volume or value) portion of imported ingredients. Prohibits the importation of commodities, live animals used for food, or food items containing residues of chemicals prohibited for use in the United States. Title IV: Food and Nutrition Assistance - Subtitle A: General Food and Nutrition Programs - Amends the Food Stamp Act of 1977 to direct the Secretary to increase food stamp benefits to offset any food price increases resulting from this Act. Makes similar amendments to the National School Lunch Act (school lunch program), and the Child Nutrition Act of 1986 (school breakfast program and the supplemental food program for women, infants, and children (WIC)). Amends the Food Stamp Act of 1977 to: (1) adjust the cost of the thrifty food plan; (2) exclude child support payments from income for purposes of food stamp eligibility; (3) increase excess shelter expense deduction caps; (4) amend the allowable deduction for excess medical expenses of the elderly and disabled; (5) increase the limitations on financial resources; (6) permit the use of administrative funds to provide program information to unemployed, disabled, or elderly persons; (7) increase FY 1988 through 1990 appropriations; (8) authorize outreach programs for the homeless; (9) provide separate household status for certain children and siblings; and (10) provide food stamps within five days of application to the homeless and to persons whose combined gross income and liquid resources is less than their monthly rent and utilities. Amends the Temporary Emergency Food Assistance Act of 1983 to increase FY 1987 authorizations, and authorize FY 1988 authorizations, for the temporary emergency food assistance (TEFAP) program. Amends the Child Nutrition Act of 1966 to replace the current specific FY 1989 WIC authorization with an authorization of necessary funds for FY 1989. Increases the authorization of appropriations for nutrition education and training. Subtitle B: Nutrition Monitoring and Related Research - National Nutrition Monitoring and Related Research Act of 1987 - Establishes a ten-year coordinated program, to be known as the National Nutrition Monitoring and Related Research Program, which shall be implemented by the Secretaries of Health and Human Services and Agriculture. Establishes an Interagency Board for Nutrition Monitoring and Related Research to facilitate the implementation of such program. Authorizes the Secretaries to appoint an Administrator of Nutrition Monitoring and Related Research to coordinate such program. Requires the Secretaries to prepare and implement a comprehensive national nutrition monitoring and related research plan which shall: (1) assess and report on U.S. nutritional and dietary trends; (2) assess and report on low-income food and household expenditures; (3) sponsor and conduct research; (4) develop and update a national dietary and nutritional status data bank; (5) assist State and local agencies in developing procedures and networks for nutrition monitoring and surveillance; and (6) focus the activities of Federal agencies. Requires the plan to allocate the project functions and activities among the various Federal agencies and offices involved. Provides that the comprehensive plan shall be carried out during the period ending with the close of the ninth fiscal year following the fiscal year in which the final comprehensive plan is submitted. Requires the Secretaries to provide for and coordinate such scientific research and development as may be necessary to support the coordinated program and comprehensive plan. Authorizes appropriations. Directs the President to establish a National Nutrition Monitoring Advisory Council to: (1) provide scientific and technical advice on the development and implementation of all components of the coordinated program and the comprehensive plan; (2) evaluate such program and plan; and (3) submit an annual report to the Secretaries. Directs the Secretaries to publish and review dietary guidelines for the general population. Title V: Financial Assistance - Subtitle A: Farm Debt Restructuring Program - Chapter 1: Entitlement to Debt Restructuring Aid - Entitles eligible farmers in qualifying States who enter into qualifying debt restructuring agreements to Federal debt restructuring assistance. Chapter 2: Qualifying States - Sets forth the following requirements for qualifying States: (1) the State must have a farm loan mediation program; (2) State law must require that a collection action be preceded by notification of the borrower of the availability of State mediation services and Federal debt restructuring assistance; and (3) the State must provide farm counseling services. Sets forth mediation program requirements including: (1) training mediators; and (2) mediation period of at least 42 days. Chapter 3: Qualified Debt Restructuring Agreements - Requires qualified debt restructuring agreements to provide for: (1) principal writedown and interest rate reduction; and (2) timely borrower payments. Chapter 4: Debt Restructuring Aid - Requires the Secretary of Agriculture to establish a County Emergency Debt Restructuring Committee in each county of a qualifying State to administer the debt restructuring program. Requires a committee to determine an applicant's eligibility for debt restructuring assistance within seven days of receipt of an application. Provides assistance as either: (1) no-interest loans of up to $30,000 for three years; or (2) grants of equivalent value. Establishes a five-year loan repayment period, with a two-year postponement if necessary. Establishes an appeals procedure for denied restructuring agreements. Directs the Secretary to establish a Review Board for such purpose. Chapter 5: Administrative Provisions - Provides 50 percent matching grants to States to offset the costs of such mediation program. Limits annual payments to any State to $1,000,000. Sets forth provisions regarding the participation of affected Federal agencies, including the Farm Credit Administration. Requires the Secretary to submit a program report to the Congress by January 15 of each fiscal year. Chapter 6: Definitions - Defines "eligible farm borrower" as a person: (1) who is a U.S. citizen or permanent resident alien; (2) who operates a family farm (gross sales not exceeding $500,000); (3) who is a farm loan borrower; (4) whose average nonfarm related income does not exceed $45,000; and (5) whose projected gross income will not exceed specified sums. Subtitle B: Grants to States to Assist Persons Leaving Farming - Establishes in the Department of Agriculture the Office of Emergency Aid for Persons Leaving Farming to provide transition assistance to States for eligible families leaving agriculture. Makes such assistance available as: (1) cash assistance; (2) home energy assistance; (3) relocation assistance; (4) family services; (5) employment assistance; (6) job skills training; and (7) nutrition assistance information. Requires the Secretary to submit a program report to the Congress by January 15 of each fiscal year. Terminates such program five years after enactment of this subtitle. Subtitle C: Miscellaneous Provisions - Amends the Food Security Act of 1985 to prohibit debt restructuring assistance to persons producing commodities on erodible land or converted wetlands. Amends the Federal Deposit Insurance Act to permit banks to write off over ten years their losses incurred with such debt restructing agreements. Amends the Consolidated Farm and Rural Development Act to: (1) reduce the minimum annual sales requirement for purposes of homestead protection eligibility; (2) make limited resource loans available to minority farmers in proportion to local population percentages; and (3) require the Secretary to submit a report to the Congress regarding such minority loans by January 15 of each fiscal year.

Amends specified provisions of Federal law relating to the refinancing of veterans' home loans to remove the requirement that a veteran must actually occupy the home in order to qualify for such refinancing.

Child Protection Act of 1987 - Amends the Racketeer Influenced and Corrupt Organizations (RICO) Statute to extend its coverage to the sexual exploitation of children. Allows any person injured personally or in his business or property by such violations to bring a civil suit for treble damages. Amends the Federal criminal code to require a mandatory life sentence in kidnapping offenses involving the murder of a minor. Establishes mandatory minimum sentences for the sexual exploitation of minors. Provides that the period of any applicable limitation for the commencement of prosecution for certain offenses involving the sexual exploitation of children shall not begin until the child has reached the age of 18 years. Directs the Attorney General to submit a report to the Congress detailing possible changes in the Federal Rules of Evidence, the Federal Rules of Civil Procedure, the Federal Rules of Criminal Procedure, and other procedures which would facilitate the participation of child witnesses in cases involving child abuse and sexual exploitation. Directs the Attorney General to modify the classification system used by the National Crime Information System and the Federal Bureau of Investigation with respect to offenses involving the sexual exploitation of children by: (1) including the age of the victim and the relationship of the victim to the offender; and (2) using a uniform definition of a child.

Expresses the sense of the Congress that: (1) the promotion of unrestricted family visits between related people of the United States and the Soviet Union is an essential part of American policy toward the Soviet Union; and (2) the President, the Secretary of State, and other administration members should raise the issue of family visitation at all appropriate opportunities in discussions with leaders of the Communist Party and the Government of the Soviet Union.

Military Whistleblowers Protection Act - Amends Federal armed forces provisions relating to communications with a Member of Congress to also prohibit any person from restricting a member of the armed forces in communicating with an Inspector General, except for communications that are prohibited by statute. Prohibits retaliatory personnel actions against a member for making or preparing to make such a communication. Directs the Inspector General of the Department of Defense (or of the Department of Transportation, with respect to the Coast Guard when it is not operating as a service in the Navy) to promptly investigate any allegation that a prohibited personnel action has taken place or been threatened with respect to any communication to a Member of Congress or Inspector General complaining or disclosing information reasonably believed to evidence a violation of law, mismanagement, a gross waste of funds, an abuse of authority, or a substantial and specific danger to public health or safety. Requires the Inspector General, within ten days after completing such an investigation, to report the results to the Secretary of Defense. Allows a member, within 30 days after receipt of a copy of such investigative report, to petition the appropriate military board for correction of his or her military record concerning the matter. Entitles members to legal assistance by a judge advocate in any such matter before a military corrections board. Provides administrative procedures for the hearing of such petitions, together with appropriate corrective and disciplinary action to be taken. Provides for judicial review of any order resulting from such hearing, if petitioned for within 60 days after notice of the hearing's result. Provides a statute of limitations for the bringing of any such action by a member of the armed forces.
