Amends the charter of the American Veterans of World War II (AMVETS) by extending eligibility for membership to individuals who qualify on or after May 8, 1975.

School Facilities Child Care Act - Authorizes the Secretary of Health and Human Services to make grants to public agencies and private nonprofit organizations having the capacity to furnish school-age child care services in order to assist such agencies and organizations to establish and operate such services in public schools. Authorizes appropriations for FY 1985 through 1987. Sets forth information which must be included in applications by such agencies or organizations to the Secretary for such grants. Requires the Secretary, in approving the applications, to: (1) assure that there is an equitable distribution of approved applications; (2) give priority to applications from applicants in communities with the greatest need and a shortage of economic resources for such services; and (3) give consideration to applications from applicants who can illustrate an identifiable base of community support. Directs the Secretary to carry out a program of collecting data from recipients of assistance under this Act designed to provide a national needs assessment for child care services of school-age children in the United States. Requires the Secretary to report annually to specified congressional committees on activities under this Act together with a needs assessment of child care services for school-age children in each State. Requires the Secretary to operate a clearinghouse on school-age child care programs. Sets forth general administrative provisions with respect to carrying out this Act.

Authorizes the President to present, on behalf of Congress, a gold medal to Lady Bird Johnson in recognition of her humanitarian efforts and contributions to the beautification of America. Directs the Secretary of the Treasury to provide for the striking of such medal and bronze duplicates for sale to the public. Declares such medals to be national medals. Authorizes appropriations.

Motor Vehicle Passenger Safety Act - Amends the National Traffic and Motor Vehicle Safety Act of 1966 to add provisions on the promotion and use of safety belt systems. Directs the Secretary of Transportation to make grants to States for the development and implementation of: (1) State-educational programs promoting the use and associated benefits of safety belt systems; and (2) State laws and regulations requiring the use of safety belt systems for passenger motor vehicles. Sets forth the allocation formula and terms and conditions for such grants. Directs the Secretary to develop and implement a program to utilize public and private resources as a free public service in promoting the use and benefits of safety belt systems. Requires chief executive officers of Federal agencies to promote the use of such systems within their agencies and report annually to the Secretary on such activities. Requires the Secretary to report to Congress by December 31, of each year on the grant program for the previous fiscal year. Authorizes appropriations for FY 1985 through FY 1996 for such program. Directs the President to promulgate regulations requiring: (1) Federal motor vehicles to be equipped with safety belt systems; (2) passengers in such vehicles to use the systems; and (3) the use of such systems while operating in Federal areas. Provides a civil penalty for violation of such regulations. Requires the President to report annually to Congress on the enforcement of such regulations. Prohibits any person from rendering inoperable any safety belt system installed in a motor vehicle in compliance with Federal standards, unless such vehicle will not be used during such time of inoperation.

Amends Federal law to specify the two acre area authorized for the Vietnam Veterans Memorial. Directs the Secretary of the Interior to file a map and a legal description of the specified area with the appropriate congressional committee and to publish such map and legal description in the Federal Register.

Expresses the sense of Congress that the Secretary of Transportation should submit to the appropriate congressional committees, not later than June 30, 1984, full research and development program planning documentation for the expedited civilian use of the Global Positioning System (a system which provides navigational information to aircraft).

Amends Federal law regarding Presidential elections to set 11 p.m. (EST) as the closing time for polling places for the election of Presidential electors. Amends the Federal criminal code to impose a $1,000 fine and/or one-year imprisonment upon specified individuals with official Presidential election responsibilities who disclose Presidential election results before the legal closing time for polling places.

Establishes the National Commission on Federal Budget Deficit Reductions to review all relevant elements of fiscal and monetary policy, identify problems which may hinder the control and reduction of Federal budget deficits, and analyze all potential options which would result in deficit reductions and place the Government on a sound financial basis. Requires the Commission to transmit a report to the President and Congress not later than February 15, 1984, or the close of the 90th day beginning after the date of enactment of this resolution. Requires such report to contain a detailed statement of the findings and conclusions of the Commission, together with its recommendations for such legislation and administrative actions as it considers appropriate. Terminates the Commission 30 days after it submits its report.

Urges the President to convene a national Conference on Small Business in 1984 to: (1) reaffirm the country's commitment to small business; (2) secure the continued leadership of small businesses with respect to the U.S. economic recovery; (3) assure that small businesses continue their leadership in maintaining the quality of life in the United States; and (4) ensure that the role that small businesses have played in the past growth and development of the United States will continue unimpeded by governmental restraints.

Directs the Administrator of Veterans Affairs to establish a program to assist State governments in funding State established veterans' services programs which assist veterans with their benefits. Sets forth grant application procedures, including a description of the State plan for coordination of a State veterans' services assistance program with the programs of local veterans' service organizations. Requires a State plan to show that the delivery of services will be managed at the local level and that a State will increase the amount of matching funds it provides in each fiscal year through the third fiscal year of the grant. Directs the Administrator to prescribe regulations to evaluate grant applications. Authorizes appropriations for FY 1984 through 1986.

Declares that the President shall convene a domestic economic summit conference to address the economic situation created by projected large deficits. Requires that such conference convene within 45 days to develop and report to Congress a comprehensive plan to reduce the projected deficits in the United States budget.

Expresses the sense of the Congress that the President should take steps to ensure: (1) substantial equivalence between the number of Soviet officers or employees in the United States and the number of U.S. officers and employees in the Soviet Union; and (2) that comparable restrictions regarding travel, accommodations and facilities are imposed on Soviet officers and employees living in the United States as are imposed on U.S. officers and employees living in the Soviet Union. Requests the President to report to Congress on actions taken to carry out the purposes of this Act.

Expresses the sense of the Congress that the President should instruct the U.S. Ambassador to the United Nations to introduce a resolution that calls upon Iran to cease its persecution of the Iranian Baha'is and allow them to emigrate from Iran.

Expresses the sense of the Congress that: (1) the proposed United States Steel-British Steel purchase agreement is adverse to the interests of the United States, the steel industry, and U.S. steel workers; and (2) the Secretary of Commerce take action under existing laws, including the United States-European Community Steel arrangement, to determine if there are any violations.

Urges the President to: (1) use every diplomatic and political tool to ensure that those responsible for the death of Benigno Aquino are brought to justice; (2) cancel his trip to the Philippines; and (3) propose the convening of an impartial international tribunal to investigate the Aquino assassination. States that the Congress expects: (1) democracy to be restored to the Philippines; and (2) free elections to be held there in May 1984 with a free press and the full participation of the opposition parties. States that if the Marcos government refuses such tribrunal and elections, the United States should reevaluate its relations with the Marcos government, including the status of military and economic aid. Expresses congressional condolences to the Aquino family and the Filipino people.

States that the United States: (1) condemns the Soviet destruction of Korean Air Lines flight 7; (2) calls for an explanation from the Soviets; (3) extends its sympathies to the families who lost loved ones and supports their rights to obtain reparations from the Soviets; (4) calls on the Soviets to assist in the recovery of the remains of the victims; (5) calls for an international investigation by the International Civil Aviation Organization; (6) declares its intention to demand that the Soviets modify their air defense procedures to assure the safety of commercial airliners; (7) finds that this incident will make it difficult for the U.S. and other nations to accept the Soviets as responsible members of the international community; and (8) urges our allies and other nations to cooperate with specified demands on the Soviets.

Declares that it is the sense of Congress that the Secretary of the Treasury should develop a method for printing currency in a manner which will make the denomination of such currency identifiable to an individual who is blind.

Prohibits the President, notwithstanding any U.S.-Soviet grain agreements, from exporting any grain to the Soviet Union until he transmits a report to Congress explaining what resolutions have been reached with respect to the Soviet destruction of Korean Air Lines flight 7. Suggests that such report detail: (1) the extent to which reparations have been made to the victims' families; and (2) agreements which have been entered into to reduce the possibility of the recurrence of such loss of life.

Provides that for purposes of determining the minimum allocation for any State for highway projects, the amount of taxes paid into the Highway Trust Fund with respect to gasohol and certain methanol and ethanol fuels shall be determined as if such fuels were taxed as gasoline.

Designates the following lands in Texas as components of the National Wilderness Preservation System: (1) the Turkey Hill Wilderness in the Angelina National Forest; (2) the Upland Island Wilderness in the Angelina National Forest; (3) the Jordan Creek Wilderness in the Angelina National Forest; (4) the Big Slough Wilderness in the Davy Crockett National Forest; (5) the Alabama Creek Wilderness in the Davy Crockett National Forest; (6) the Chamber's Ferry Wilderness in the Sabine National Forest; (7) the Indian Mounds Wilderness in the Sabine National Forest; (8) the Little Lake Creek Wilderness in the Sam Houston National Forest; (9) the Four Notch Wilderness in the Sam Houston National Forest; and (10) the Big Creek Wilderness in the Sam Houston National Forest.

Wine Equity Act of 1983 - Requires the President to direct the U.S. Trade Representative (USTR) to negotiate the harmonization of tariff and nontariff barriers on wine with each designated major trading country. Requires negotiations with designated major trading countries which do not export wine to the United States in order to eliminate all tariff and nontariff trade barriers of such countries to the importation of U.S. wine. Requires the President to impose tariff and nontariff trade barriers equal or substantially equivalent to the barriers applied by a designated major trading country if such country does not provide harmonization to U.S. produced-wine with 180 days of the country's designation as a designated major trading country. Provides for removing such U.S. tariff and nontariff barriers. Requires the USTR to report to specified congressional committees at the beginning and end of each negotiation. Requires the USTR to consult with such committees to identify further tariff and nontariff barriers to and potential markets for U.S. wine. Provides for assistance for the USTR from other Federal agencies.

Automobile Consumer Protection Act of 1983 - Authorizes a consumer to notify the manufacturer, its agent, or its authorized dealer that an automobile does not conform to all applicable warranties. Requires such nonconformity to be corrected at no charge even though the corrections may have to be made after the expiration of the warranty period. Provides that if the defect or condition not in conformity with the warranty cannot be corrected after a reasonable number of attempts, the manufacturer must either replace the motor vehicle with a comparable one or refund the full purchase price less a reasonable allowance for mileage and any damage not attributable to normal wear and tear. Permits a manufacturer to allege as an affirmative defense to any such claim either that: (1) the nonconformity does not substantially impair the value of the motor vehicle; or (2) it is the result of abuse, neglect, or unauthorized modification or alterations. States that if a manufacturer has established an informal dispute procedure, the refund or replacement requirements will not apply unless the consumer resorts to such procedures. Prohibits a consumer from waiving, limiting, or disclaiming these provisions. Requires an action brought under these provisions to be commenced within four years after the date of the original delivery of the motor vehicle. Permits the court to award attorney's fees to a prevailing plaintiff.

Adds a new title to the Federal Election Campaign Act of 1971: "Title V - Financing of General Election Campaigns for the House of Representatives." Establishes eligibility criteria entitling candidates to receive campaign payments on a matching basis. Establishes formulae to determine such sums. Limits expenditure of personal funds to $37,000 per election. Waives spending limits for eligible candidates: (1) whose opponents have spent sums exceeding the limit imposed upon such candidates; or (2) whose opponents have exceeded specified spending and contribution limitations. Requires candidates ineligible for matching funds to notify the Federal Election Commission within a specified time if they exceed specified expenditures. Authorizes the Commission to determine whether candidates have exceeded expenditure limitations. Permits certain additional payments to specified candidates whose opponents use independent funds for communication. Requires the Federal Election Commission to certify the eligibility of candidates to the Secretary of the Treasury, who shall disburse funds to such candidates. Directs the Secretary to establish a separate United States House of Representatives Election Campaign Account in the Presidential Election Campaign Fund and to deposit certain sums in such account in accordance with specified guidelines. Directs the Commission to audit campaign accounts. Requires repayment of excess payments and unexpended payments. Penalizes the use of funds for other than campaign purposes. Authorizes the Commission to institute repayment actions in U.S. district courts. Specifies the administrative authority of the Commission in carrying out this Act. Requires the Commission to make certain reports to the House of Representatives. Authorizes appropriations.

Computer Literacy Act of 1983 - Title I: Acquisition of Computer Hardware - Directs the Secretary of Education to allocate funds to local educational agencies (LEAs) for the acquisition of computer hardware for use in school classrooms. Directs the Secretary to allocate a specified amount to each State educational agency (SEA) for monitoring and enforcement. Sets forth requirements for LEA applications for such funds, to be approved by SEAs. Sets forth State responsibilities under this title. Sets forth provisions for participation of children from private schools. Authorizes appropriations for FY 1984 through 1993 to carry out this title. Title II: Teacher Training Institutes - Directs the National Science Foundation (NSF) to arrange for short-term or regular session institutes for advanced study to improve the qualifications of individuals who are engaged in, or preparing to engage in: (1) teaching the operation and use of new technologies; or (2) supervising or training such teachers. Directs the NSF to make grants or contracts for the development and operation of such institutes by nonprofit professional scientific or engineering organizations, science museums, regional science education centers, SEAs, and institutions of higher education (including community colleges). Requires that special consideration for such grants and contracts be given to institutes training teachers, or supervisors or trainers of teachers, serving or preparing to serve in elementary and secondary schools enrolling substantial numbers of culturally, economically, socially, and educationally handicapped youth, or in programs for children of limited English language proficiency. Provides for stipends for individuals who attend such institutes. Authorizes appropriations for FY 1984 through 1993 to carry out this title. Title III: Information Dissemination and Evaluation - Directs the National Institute of Education (NIE) and the NSF to provide advice and technical assistance to SEAs and LEAs on the expenditure of funds under title I and on acquisition of suitable computer software by: (1) evaluating and disseminating information on available computer hardware and software's classroom usefulness; and (2) developing model educational software and making this available to computer software producers and distributors, teachers, and school administrators. Directs NIE and NSF to carry out such functions under grants or contracts. Authorizes appropriations for FY 1984 through 1993 for such purpose. Directs the NSF to conduct, assist, and foster research and experimentation on, and dissemination of, models of instruction in the operation and use of computers. Directs the NSF to do so: (1) through grants to or contracts with nonprofit professional scientific or engineering organizations, science museums, regional science education centers, public television, SEAs, and institutions of higher education (including community colleges); and (2) giving priority to proposals prepared with active and broad community involvement or proposals to establish model training programs for adults. Permits funds from such grants or contracts to be used for the acquisition of computer hardware and software. Requires the Director of NSF to: (1) report to Congress annually on the results of such research and experimentation; and (2) in conjunction with NIE, disseminate information on such results to LEAs. Authorizes appropriations for FY 1984 to 1993 for such research, experimentation, and dissemination.

Federal Correctional Education Assistance Act - Declares the purpose of this Act to be to provide financial assistance to the States to carry out educational programs for criminal offenders in juvenile and adult correctional institutions. Authorizes appropriations for FY 1984 through 1986 to enable the Secretary of Education to make grants to States under this Act. Allows such appropriations to remain available until expended. Authorizes the Secretary to make grants to State educational agencies and grants for programs of national significance. Sets forth formulas for the allocation of funds under this Act. Prohibits the use of funds for purposes inconsistent with the Juvenile Justice and Delinquency Prevention Act of 1974. Sets forth permissible uses of grants made to States under this Act, including: (1) academic programs for basic education, special education, bilingual or bicultural study, secondary school credit, postsecondary study, fine arts, recreation and health, and curriculum development; (2) vocational training; (3) library development and services; (4) teacher training; (5) educational release programs; (6) guidance; (7) supportive services; and (8) job training. Sets forth requirements for State applications for assistance under this Act. Authorizes the Secretary to make, from specified reserved funds, grants to State and local educational agencies, institutions of higher education, State correctional agencies, and other public and nonprofit organizations and institutions to meet the costs of programs of national significance which the Secretary determines give promise of improving the education of criminal offenders. Sets forth provisions for payment and withholding of funds under this Act.

Cement, Cement Clinker, and Concrete Block and Brick Fair Trade Act of 1983 - Amends the Tariff Schedules of the United States to impose a duty on foreign subsidized hydraulic cement, cement clinker, and concrete block and brick. Provides procedures for the imposition of such duty.
