Urban and Rural Disease Prevention and Health Promotion Act of 2003 - Authorizes the Secretary of Housing and Urban Development to make grants and loans for the development of indoor centers for disease prevention and health promotion, specifically, indoor recreational facilities. Makes State and local government agencies and community development public authorities eligible for such grants and loans. Allocates funds according to population. Requires matching funds for grants. Requires compliance with the prevailing wage in the locality.

Cesar Estrada Chavez Lands Legacy Study Act - Directs the Secretary of the Interior to complete a special resource study to determine: (1) appropriate methods for preserving and interpreting certain sites in Arizona, California, and other States that are significant to the life of Cesar Estrada Chavez and the farm labor movement in the western United States; and (2) whether any of the sites meets the criteria for listing on the National Register of Historic Places or designation as a national historic landmark.

Training and Research in Urology Act of 2003 - Amends the Public Health Service Act to establish a Division Director for Urologic Diseases in the National Institute of Diabetes and Digestive and Kidney Diseases (the Institute). Requires the Director of the Institute (the Director) to give particular attention to supporting research and training programs geared to the needs of urology residents and fellows. Directs the Director to submit to Congress a national urologic research plan, and to review such plan every three years. Requires the Director to establish a National Urologic Diseases Data System for collecting and disseminating data from patients with urologic diseases, and a National Urologic Diseases Information Clearinghouse to facilitate and enhance knowledge and understanding of urologic diseases. Directs the Secretary of Health and Human Services to form a Urologic Diseases Interagency Coordinating Committee to further urology research, and a National Urologic Diseases Advisory Board. Directs that of the centers developed for research in kidney and urologic diseases under the Act, at least 15 shall focus exclusively on urologic diseases. Establishes within the advisory council for the Institute a subcommittee on urologic diseases. Directs the Secretary to establish a loan repayment program for urology research, with certain provisions of the Act to apply to the new program as such provisions apply to the National Health Service Corps Loan Repayment Program.

Homeland Security Block Grant Act of 2003 - Authorizes the Secretary of Homeland Security to make homeland security block grants to States, local governments, and Indian tribes. Requires grantees to: (1) prepare a statement of homeland security objectives and projected fund use; (2) provide the Secretary with specified certifications regarding a homeland security plan, activities, and identified needs; and (3) submit to the Secretary a performance and evaluation report concerning the use of funds and the relationship of such use to objectives. Directs the Secretary to: (1) encourage and assist national associations of eligible grantees, States, and local governments in non-qualifying areas to develop and recommend uniform record-keeping, performance reporting, evaluation reporting, and auditing requirements; (2) establish uniform reporting requirements; and (3) conduct reviews and audits of grantee performance and transactions at least annually. Includes as activities eligible for assistance: (1) funding additional law enforcement, fire, and emergency resources and purchasing equipment; (2) improving cyber and infrastructure security; (3) assisting Local Emergency Planning Committees in improving disaster response systems; (4) assisting communities in coordinating responses to terrorist attacks; (5) establishing timely notification systems between communities; (6) improving public communication systems; and (7) devising, evaluating progress on, and implementing a homeland security plan. Provides that grants may be used to cover costs incurred for eligible activities on or after September 11, 2001. Sets forth provisions regarding allocation and distribution of funds and matching requirements. Earmarks specified sums for Indian tribes, metropolitan cities and urban counties, States, regional cooperation, and local communities. Mandates nondiscrimination in programs and activities. Sets forth remedies for noncompliance with Act requirements.

Senator Paul Wellstone Mental Health Equitable Treatment Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. States that the foregoing shall not be construed as requiring a group health plan (or related insurances) to: (1) provide any mental health benefits; (2) prevent the medical management of mental health benefits; or (3) require the provision of specific mental health services, except to the extent that failure to provide such services would result in a disparity between the coverage of mental health and medical-surgical benefits. Exempts specified small employers from such requirements. Requires that, in the case of a group health plan that offers a participant or beneficiary two or more benefit package options, the coverage requirements shall be applied separately with respect to each such option. Provides that, in the case of a plan or insurance providing in-network mental health benefits, out-of-network mental health benefits need not be provided at parity to medical-surgical benefits, as long as in-network mental health benefits are provided at parity with medical-surgical benefits and the plan or insurance provides reasonable access to in-network providers and facilities. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality and a cost estimation of extending such requirements to the treatment of substance abuse and chemical dependency.

Detention of Enemy Combatants Act - Authorizes the detention of a U.S. person or resident as an enemy combatant if that individual is an al Qaeda member or knowingly cooperated with an al Qaeda member in planning, authorizing, committing, aiding, or abetting a terrorist act against the United States. Directs the Secretary of Defense to prescribe, publish, and report the standards, process, and criteria: (1) to be used in determining that an American citizen or lawful resident is an enemy combatant; and (2) for that individual's detention. Requires rules for the detention of enemy combatants to: (1) establish clear standards and procedures that meet specified requirements, including preserving the Government's ability to detain those who may threaten the United States; and (2) guarantee timely access to judicial review and permit the detainee access to counsel. Authorizes a U.S. person to be detained as an enemy combatant only while there is in effect a presidential certification that: (1) the U.S. armed forces are in a state of armed conflict with al Qaeda and an investigation, prosecution, or post-trial proceeding regarding such person is ongoing; or (2) detention is warranted to prevent such individual from aiding persons attempting to commit terrorist acts against the United States. Grants the U.S. District Court for the District of Columbia exclusive jurisdiction to review any detention under this Act. Requires that detainees be: (1) detained at an appropriate location; (2) treated humanely; (3) afforded adequate food, water, shelter, clothing, and medical treatment; (4) sheltered under hygienic conditions; and (5) allowed the free exercise of religion consistent with specified requirements.

Medicare Infertility Coverage Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide coverage under the Medicare program of infertility treatment services for individuals entitled to health insurance benefits under that program by reason of a disability.

Veterans Medication Accessibility Act - Requires the Secretary of Veterans Affairs to furnish to a veteran such drugs and medicines as may be ordered on prescription of a duly licensed physician in the treatment of any illness or injury of such veteran. (Currently, other requirements must be met before such veterans will be furnished drugs and medicines on private practitioner prescriptions.)

Clean Water Authority Restoration Act of 2003 - Amends the Federal Water Pollution Control Act to replace the term "navigable waters," throughout the Act, with the term "waters of the United States," defined to mean all waters subject to the ebb and flow of the tide, the territorial seas, and all interstate and intrastate waters and their tributaries, including lakes, rivers, streams (including intermittent streams), mudflats, sandflats, wetlands, sloughs, prairie potholes, wet meadows, playa lakes, natural ponds, and all impoundments of the foregoing, to the fullest extent that these waters, or activities affecting them, are subject to the legislative power of Congress under the Constitution.

Training for Realtime Writers Act of 2003 - Directs the Secretary of Education to make competitive grants to eligible entities to promote training and placement of individuals, including individuals who have completed a court reporting training program, as realtime writers to meet requirements for closed captioning in video programming. Sets forth priorities to be given in the award of such grants. Limits grants to a two-year period and a maximum amount of $1.5 million.

Terminally Ill Disability Beneficiary Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to create an exception from the waiting period otherwise required for Social Security disability insurance benefits for beneficiaries suffering from a medically determined terminal illness with not more than six months to live.

Fair Minimum Wage Act of 2003 - Amends the Fair Labor Standards Act of 1938 to increase the Federal minimum wage to: (1) $5.90 an hour, beginning on the 60th day after enactment of this Act; and (2) $6.65 an hour, beginning 12 months after that 60th day. Makes Federal minimum wage requirements applicable to the Commonwealth of the Northern Mariana Islands. Sets forth a transition period during which a specified minimum wage there shall be gradually increased to equal the Federal minimum wage.

Bankruptcy Abuse Prevention and Consumer Protection Act of 2003 - Amends Federal bankruptcy law governing: (1) conversion of bankruptcy petitions; (2) abusive creditor practices; (3) domestic support obligations; (4) consumer protections, including protection of personally identifiable information; (5) measures to discourage bankruptcy abuse, including reduction of the homestead exemption for fraud; (6) guidelines for general and small business bankruptcies, including appointment of a committee of retired employees; (7) bankruptcy data dissemination and bankruptcy tax provisions; (8) ancillary and other cross-border cases to incorporate the Model Law on Cross-Border Insolvency; and (9) financial contracts and transfers entered into with an insolvent insured depository institution before its conservatorship or receivership. Reenacts Chapter 12, Adjustment of Debts of a Family Farmer with Regular Annual Income. Brings family fishermen within the purview of Federal bankruptcy protection. Prescribes guidelines for insolvent health care businesses and related patients' rights. Bankruptcy Judgeship Act of 2003 - Amends the Federal Judicial Code to mandate appointments for additional temporary bankruptcy judgeships in designated States. Prescribes additional consumer credit disclosures, including open end credit plans and introductory rates.

Senior Nutrition Act of 2003 - Amends the Agriculture and Consumer Protection Act of 1973 to make a person who is at least 60 years old eligible for the commodity supplemental food program if such person: (1) is eligible for the food stamp program; or (2) has a household income that is not more than185 percent of Federal poverty income guidelines.

Medicare Beneficiary Skilled Nursing Protection Act of 2003 - Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to extend for three years the temporary increase in the nursing component of the Federal prospective payment rate. Amends the Medicare, Medicaid, and SCHIP Balanced Budget Refinement Act of 1999 to extend for three years the increase in the skilled nursing facility adjusted Federal per diem rate under the Social Security Act.

Family and Medical Leave Enhancement Act of 2003 - Amends the Family and Medical Leave Act of 1993 (FMLA) to expand the Act's coverage by reducing from 50 to 25 the threshold minimum number of employees of an employer necessary for the Act to apply. Allows employees covered by FMLA to take up to four hours during any 30-day period, and up to 24 hours during any 12-month period, of parental involvement leave to participate in or attend their children's or grandchildren's educational and extracurricular activities. Amends Federal civil service law to apply the same parental involvement leave allowance to Federal employees. Provides that leave under FMLA may be taken to meet: (1) routine family medical needs, including transportation of children or grandchildren for medical and dental appointments for annual checkups and vaccinations; and (2) the routine medical care needs of elderly relatives of the eligible employee, including visits to nursing homes and group homes.

Consumer Rental Purchase Agreement Act - Amends the Consumer Credit Protection Act to prescribe consumer protection guidelines for rental-purchase transactions, including: (1) the determination of rental-purchase cost; (2) disclosure requirements; (3) prohibitions against confessions of judgment, wage assignments, and waiver of consumer claims or defenses; (4) furnishing of statements of account; (5) point-of-rental disclosures; and (6) rental-purchase advertising disclosures. Establishes civil and criminal liability for violations of this Act. Grants enforcement powers to the Federal Trade Commission and to State attorneys general.

Access to Innovation for Medicare Patients Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act to provide for Medicare coverage of self-injected biologicals approved by the Food and Drug Administration that are prescribed as a complete replacement for a drug or a biological that otherwise cannot be self-administered.

Renewable Fuel Equity Act - Amends the Internal Revenue Code to expand the renewable resources credit to include geothermal and solar energy, incremental hydropower and biomass (other than closed-loop biomass), and related "qualifying facilities." Sets forth qualifying dates of service for facilities using such means to produce electricity. Expands the investment tax credit to include equipment used to produce electricity from certain renewable resources. Increases, from 10 to 20 percent, the "energy percentage" used to determine the energy credit in the case of energy property having a total installed electrical generating capacity of less than one megawatt that is placed in service before January 1, 2009.

Patient Navigator, Outreach, and Chronic Disease Prevention Act of 2003 - Amends the Public Health Service Act to authorize: (1) the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration; (2) the Director of the National Cancer Institute; and (3) the Director of the Indian Health Service to make grants for model programs to provide services for cancer and chronic diseases to individuals of health disparity populations. Requires that these services: (1) be provided in a culturally competent way; (2) include patient navigators to help with finding services and follow-up care; and (3) include ongoing outreach activities. Conditions grants on the presence of a fee schedule consistent with prevailing rates and a fee discount schedule which provides fee adjustments based on ability to pay. Evaluates services according to a peer-reviewed model according to best practices. Limits the grants to five years.

Teacher and Nurse Support Act of 2003 - Amends the Higher Education Act of 1965 (HEA) to increase to a maximum of $17,500 the aggregate student loan obligation eligible for forgiveness or cancellation programs for teachers who serve full-time in certain elementary or secondary schools (which qualify based on enrollment of disadvantaged students). Includes, under these HEA student loan forgiveness and cancellation programs, nurses who serve in a clinical setting or as a member of the nursing faculty at an accredited school of nursing. Directs the Secretary of Education to repay such loan obligation in annual installments up to specified maximum amounts after each of five years of such service.

Hometown Heroes Survivors Benefits Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to provide that a public safety officer who dies as the direct and proximate result of a heart attack or stroke suffered while on duty or within 24 hours after participating in a training exercise or responding to an emergency situation shall be presumed to have died as the direct and proximate result of a personal injury sustained in the line of duty, for purposes of survivor benefits.

Leave No Child Behind Act of 2003 - MediKids Health Insurance Act of 2003 - Amends the Social Security Act (SSA) to establish a MediKids program to meet the health needs of eligible children. Family Opportunity Act of 2003 or the Dylan Lee James Act - Amends SSA title XIX (Medicaid) to give States the option of allowing families of disabled children to purchase Medicaid coverage for them. Establishes a Commission on Children's Access to Care. Children's Health Insurance Accountability Act of 2003 - Amends the Public Health Service Act (PHSA) and the Employee Retirement Income Security Act of 1974 (ERISA) to provide for children's health accountability standards. Kids Deserve Freedom from Tobacco Act of 2003 or the KIDS Act - Amends the Federal Food, Drug, and Cosmetic Act to provide for additional restrictions on the marketing, advertising, and access to tobacco products. Comprehensive Insurance Coverage of Childhood Immunization Act of 2003 - Amends ERISA, PHSA, and the Internal Revenue Code (IRC) to outline standards relating to coverage of childhood immunization. Children's Environmental Protection Act - Amends the Toxic Substances Control Act to provide for environmental protection for children and other vulnerable subpopulations. School Environment Protection Act - Amends the Federal Insecticide, Fungicide, and Rodenticide Act to provide for integrated pest management systems for public schools. Directs the Secretary of Health and Human Services (HHS Secretary) to make grants to eligible States to support parenting support and education programs. Family and Medical Leave Expansion Act - Family Income to Respond to Significant Transitions Insurance Act - Directs the Secretary of Labor to make grants to eligible entities to pay for the Federal share of projects to provide wage replacement for eligible individuals responding to family caregiving needs, including those resulting from the birth or adoption of a child. Family and Medical Leave Fairness Act of 2003 - Amends the Family and Medical Leave Act of 1993 to extend its coverage to private employers with 25 or more (currently, 50 or more) employees. Amends the Federal civil service law on family and medical leave to provide for an entitlement to leave for addressing domestic violence for Federal employees. Federal Employees Paid Parental Leave Act of 2003 - Amends Federal civil service law on family and medical leave to authorize the Office of Personnel Management to conduct a demonstration project that assists families by providing paid leave for eligible Federal employees who are responding to: (1) caregiving needs resulting from the birth or adoption of a son or daughter; or (2) other family caregiving needs. Time for Schools Act of 2003 - Amends the Family and Medical Leave Act of 1993 and Federal civil service law to provide for entitlement to school involvement leave of eligible individuals, including Federal employees. Amends SSA titles XIX and XXI (State Children's Health Insurance Program) (SCHIP) to provide for optional FamilyCare coverage of targeted low-income parents and their children. Children's Environmental Protection and Right to Know Act - Amends: (1) the Emergency Planning and Community Right-To-Know Act of 1986 with respect to reporting toxic chemicals; and (2) the Federal Hazardous Substances Act to require publication of a list of substances or mixtures determined toxic to children. Amends SSA title IV part D (Child Support and Establishment of Paternity) to provide block grants to States for media campaigns promoting responsible fatherhood. Amends the Head Start Act and the Child Care and Development Block Grant Act of 1990 to reserve specified funds for programs for infants and toddlers, especially programs to improve access to child care. Focus On Committed and Underpaid Staff for Children's Sake Act or the FOCUS Act - Establishes the Child Care Provider Development and Retention Grant Program and the Child Care Provider Scholarship Program. Federal Employees Child Care Act - Provides for child care centers in Federal facilities as well as child care services for Federal employees. Early Learning Linkages Act of 2003 - Repeals the Early Learning Opportunities Act to replace it with a program of grants by the HHS Secretary to State and Local Councils to provide funds to early childhood learning providers to: (1) increase the number of full-day full-year Head Start programs, and the number of children served by Early Head Start and State prekindergarten education programs; and (2) develop linkages among such programs within a community and between them and health care services for young children in ways that facilitate greater access to such programs. Child Care Facilities Financing Act - Authorizes the Secretary to award grants for the Federal share of the cost of the acquisition, construction, or improvement of child care facilities or equipment. Book Stamp Act - Directs the Secretary to make grants to State agencies to promote child literacy and improve children's access to books at home and in early learning and other child care programs. Amends the Higher Education Act regarding student loan forgiveness for teachers. America's Better Classroom Act of 2003 - Amends the IRC to establish an income tax credit for qualified public school modernization, school construction, and zone academy bonds. Child Opportunity Zone Family Center Act - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to eligible partnerships to pay for the Federal share of the cost of establishing and expanding child opportunity zone family centers. Amends the IRC to increase the child tax credit and to make the credit partially refundable. Tax Relief for Working Families Act - Amends the IRC to increase the earned income tax credit for married couples and for two or more qualifying children. Extends the dependent care tax credit to respite care services. Establishes the Gateways Grant Program to improve the administration of State and county programs for low-income families with children. Child Support Distribution Act - Amends SSA title IV parts A (Temporary Assistance for Needy Families) (TANF) and B (Child Support and Establishment of Paternity) to provide for increased child support payments to families and enforcement of child support obligations. Child Support Assurance Act - Directs the HHS Secretary to make grants to States for child support assurance demonstration projects. Fair Minimum Wage Act of 2003 - Amends the Fair Labor Standards Act of 1938 to provide for a graduated increase in the minimum wage (and apply it to the Commonwealth of the Northern Mariana Islands). Federal Living Wage Responsibility Act - Specifies minimum hourly wages and other employment terms for employees under Federal contracts. Amends the IRC concerning: (1) parity for part-time workers, fair counting of wages, and use of improved technology for making wage data available; (2) ensuring unemployment compensation for individuals that are separated from employment due to domestic violence; and (3) loss of child care as good cause for leaving employment. Amends the TANF program concerning: (1) disregard of months engaged in work for purposes of the five-year TANF assistance limit; (2) replacement of case load reduction credit with employment credit; (3) elimination of limit on number of TANF recipients enrolled in vocational education or high school who may be counted towards the work participation requirement; (4) elimination of separate work participation rate for two parent families; and (5) strengthening of TANF individual responsibility plans. Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 concerning the treatment of aliens under the TANF program. Amends the TANF program to provide for the reauthorization and extension of TANF State family assistance grants. Amends the Richard B. Russell National School Lunch Act concerning the child and adult care food program, and the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 concerning the food stamp program. Amends the Food Stamp Act of 1977 concerning: (1) prevention of hunger among families with children; (2) encouragement of collection of child support; and (3) periodic redetermination of eligibility. Directs the Secretary of Housing and Urban Development (HUD) to establish a rental assistance voucher program. Establishes in the Treasury the Voucher Success Fund and the National Affordable Housing Trust Fund. Housing Preservation Matching Grant Act of 2003 - Directs the HUD Secretary to make grants to States for low-income housing preservation. Amends SSA title IV part E (Foster Care and Adoption Assistance) to direct the HHS Secretary to reimburse States for preventive, protective, crisis, permanency, independent living, and post-permanency services. Social Services Block Grant Restoration Act - Amends SSA title IV part A (TANF) and SSA title XX (Block Grants to States for Social Services) to provide for restoration of funds for the social services block grant. Child Protection/Alcohol and Drug Partnership Act - Amends SSA title IV part B to provide for child protection and alcohol and drug partnerships for children. Amends SSA title IV part E to provide for a permanency grants program. Amends the Family Violence Prevention and Services Act to authorize the HHS Secretary to award grants for programs to: (1) serve children who have been exposed to domestic violence; and (2) encourage the development and use of multisystem intervention models that respond to the needs of children who have been exposed to domestic violence. Directs the Secretary to establish a program through which the Secretary may make grants to States to address the mental health and developmental needs of young children. Younger Americans Act - Establishes a national youth policy. Establishes grants for State and community programs to encourage and assist States and youth development consortia in mobilizing and supporting communities in planning, implementing, and being accountable for strategies that link community-based organizations, local government, volunteer centers, schools, community colleges, colleges, universities, faith-based organizations, businesses, parks and recreation agencies, libraries and museums, arts and cultural organizations, other youth-serving organizations, and other segments of the community to ensure that all youth have access to, and participate in, the full array of described core resources. Establishes in the Executive Office of the President a Coordinating Council for National Youth Policy. Mental Health Juvenile Justice Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 (JJDPA) to establish grants for a State and local juvenile justice agency training program regarding access to mental health and substance abuse treatment for juveniles in contact with the State juvenile justice system. Establishes a Federal Coordinating Council on Criminalization of Juveniles With Mental Disorders. Amends the Federal criminal code to: (1) provide for the regulation of firearms transfers at gun shows; and (2) require child handgun safety locks on firearms. Amends the Consumer Product Safety Act to require child handgun safety locks. Prohibits weapons transfers to juveniles and imports of large capacity ammunition feeding devices. Amends the Violent Crime Control and Law Enforcement Act of 1994 to establish grants for: (1) State and local domestic violence offender recordkeeping improvements; and (2) local and antigun violence media campaigns. Provides for regulation of Internet firearms transfers. Prohibits multiple handgun sales or purchases. Directs the HHS Secretary to establish the Advisory Committee on Private Sector Support for Children and Families.

School Capacity Relief Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to authorize local educational agencies (LEAs) to prohibit the transfer of students from schools identified for school improvement to another school if that school is at or above capacity or if such transfer would increase that school's average class size above what the State prescribes. Provides that children retain certain rights to remain in schools to which they have already been transferred under ESEA school improvement provisions. Requires an LEA to enter into a cooperative agreement for school transfers with another LEA in the area, if all of the LEA's public schools are either: (1) identified for school improvement, corrective action, or restructuring; or (2) are determined by the LEA to be at or above capacity or otherwise ineligible for a transfer. Authorizes the Secretary of Education to award grants to eligible LEAs to increase capacity at high-performance schools, through measures that may include renovating or constructing facilities, hiring teachers, or purchasing instructional materials. Makes an LEA eligible for such a grant if it has a high percentage or number of students at schools identified under ESEA for school improvement, corrective action, or restructuring. Provides that a high-performance school is one that is not identified for such school improvement, corrective action, or restructuring. Authorizes LEAs to establish limits on duration or distance of transportation to be provided or paid for under ESEA school improvement provisions for transferring students.

Rural Community Hospital Assistance Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) provide for establishment of the rural community hospital (RCH) program; (2) remove certain barriers to establishment of distinct part units by RCH and Medicare critical access hospital (CAH) facilities; (3) revise the CAH program; and (4) provide for coverage of costs for emergency room on-call physician assistants and nurse practitioners.

Recruitment and Diversity in Nursing Act of 2003 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to establish a program in which nontraditional nursing students shall contract to serve at least two years at a health care facility with a critical shortage of nurses after attending an accredited school of nursing on a Federal scholarship. Requires the program to run from FY 2004 to 2005, and permits the Secretary to extend the program thereafter. Sets a maximum figure of 25 percent of the number of scholarships that may be used for training in advanced degree programs. Allows a recipient to complete a period of service on a part-time basis under certain conditions. Applies certain provisions applicable to the National Health Service Corps Program to the nursing scholarship program. Directs the Secretary to give preference in entering into contracts in such program to individuals in financial need. Requires the Secretary to make grants to eligible entities to carry out nursing awareness and recruitment programs in elementary schools and secondary schools. States that the program shall run from FY 2004 to 2005, and permits the Secretary to extend the program thereafter. Requires that of the schools in which a beneficiary conducts awareness and recruitment programs, at least half must have a high percentage of nontraditional students. Prohibits any grant for nursing awareness and recruitment programs from lasting for a period of more than three years.

Farm and Ranch Risk Management Act - Amends the Internal Revenue Code to allow an individual engaged in an eligible farming or commercial fishing business a deduction for any taxable year of up to 20 percent of taxable income attributable to the eligible farming or commercial fishing business which was paid in cash by the taxpayer to a Farm and Ranch Risk Management Account (FARRM Account). Includes distributions from a FARRM account in the taxpayer's gross income, and subjects to a special ten percent surtax any distributions not made within five years of contribution. Establishes a tax on excess contributions, but exempts the taxpayer from the tax on certain prohibited transactions.

Expresses the sense of Congress that each State should require, as a condition of obtaining a driver's license, that a candidate demonstrate an ability to associate the use of the white cane and guide dog with a visually impaired individual and to exercise increased caution when driving in proximity to a potentially visually impaired individual.

Establishes the Victims of Terrorism Memorial Advisory Board and authorizes it to establish a memorial to victims who died as a result of terrorist attacks against the United States or its people, at home or abroad, except those individuals identified by the Attorney General as participating or conspiring in terrorist-related activities.

Amends veterans' benefit provisions to provide for the payment of dependency and indemnity compensation to the survivors of veterans rated totally disabled at the time of death who were former prisoners of war (currently, to the survivors of such veterans who died after September 30, 1999).

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to modify the formula for determining the amount of reduced monthly OASDI benefits payable to a spouse, surviving spouse, or parent receiving monthly payments from a Federal or State pension plan. Declares that such benefit reductions shall be equal to the lesser of: (1) the amount by which the total amount of the combined monthly benefit (before reduction) and monthly pension exceeds $2,000, adjusted for inflation; or (2) an amount equal to two-thirds of the amount of any such monthly pension plan payment.

Medicare Laboratory Services Access Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to specify as $5.42 for 2004, adjusted for inflation in each subsequent year, the nominal fee for collecting specimens for clinical diagnostic laboratory tests under Medicare.

Dirty Bomb Prevention Act - Amends the Atomic Energy Act of 1954 to establish a task force on protection of sealed sources (any byproduct material or special nuclear material, except fuel or spent fuel, encased in a capsule designed to prevent leakage or escape). Requires the task force to: (1) provide recommendations to ensure the security of sealed sources from potential terrorist threats, including acts of sabotage, theft, or use of such sources in a radiological dispersal device; and (2) report triennially to Congress and to the President on recommended regulatory and legislative changes for specified security enhancements pertaining to sealed sources.

Breast Cancer Prescription Drug Fairness Act of 2003 - Requires each participating manufacturer of a covered outpatient drug to make available for purchase by each pharmacy a covered outpatient drug: (1) in an amount equal to the aggregate amount of the covered outpatient drug sold or distributed by the pharmacy to Medicare beneficiaries (including the amount sold or distributed to Medicare beneficiaries in a hospice program); and (2) at a price equal to the lower of either the lowest price paid for the drug by the Federal Government or the manufacturer's best price for the drug.

Bond Financing Renewal Act of 2003 - Amends the Internal Revenue Code regarding qualified small issue bonds to: (1) increase the cap and capital expenditure amounts from $10 million to $20 million, with an inflation adjustment beginning in 2004; and (2) expand the definition of "manufacturing facility" to include certain biotech and software production.

Local Railroad Rehabilitation and Investment Act of 2003- Amends the Internal Revenue Code to establish a railroad track maintenance credit for qualified railroad track maintenance expenditures with respect to which the expenditures were paid or incurred by the taxpayer for the taxable year for Class II or Class III railroads.

Renewing the Dream Tax Credit Act - Amends the Internal Revenue Code to permit a community homeownership tax credit based upon an applicable percentage of each qualified residence's eligible basis. Makes such credit available to residences located: (1) in a census tract with a median gross income not exceeding 80 percent of the greater area or statewide median gross income; (2) in a rural area; (3) on an Indian reservation; or (4) in an area of chronic economic distress. Prohibits a buyer's income from exceeding 80 percent (70 percent for families of less than three) of the area gross median income and requires owner occupancy. Specifies that the aggregate homeownership credit dollar amount which a homeownership credit agency (an "agency") may disburse is the portion of the "State homeownership credit ceiling" (the "ceiling") allocated to such agency. Allows "unused homeownership credit carryovers" to be allocated among qualified States. Sets aside at up to 90 percent least ten percent of a State's ceiling for certain housing projects in which a qualified nonprofit organization owns an interest and materially participates in the given project's development and operation throughout the credit period. Requires allocation of credit to residences to be in accordance with a "qualified allocation plan" of the agency issuing credit. Lists certain specified criteria such a plan must include and specifies that the plan must be approved by the governmental unit of which such agency is a part.

Wartime Parity and Justice Act of 2003 - Allows certain individuals of Japanese ancestry who were brought forcibly to the United States from countries in Latin America and interned in the United States during World War II to be provided restitution under the Civil Liberties Act of 1988. Urges the President to transmit a letter of apology to each such individual. Makes the Attorney General responsible for identifying and locating individuals eligible for restitution. Authorizes judicial review of a denial of compensation. Permits an individual covered by this Act who has accepted payment on a related claim before this Act's enactment to receive an appropriately reduced payment. Directs: (1) individuals covered by this Act to not be considered to have been present in the United States unlawfully during the evacuation, relocation, or internment period; (2) each U.S. agency to correct any records indicating otherwise; (3) agencies to disclose all information relating to the removal and internment of such individuals; and (4) the President to share such information with other countries and encourage those countries to make that information available. Reestablishes in the Treasury the Civil Liberties Public Education Fund and establishes a board of directors for the Fund.
