Directs the Secretary of the Interior to establish a memorial within the District of Columbia in memory of the victims of the terrorist attacks on the United States on September 11, 2001. Establishes the Victims of Terrorism Memorial Commission to raise funds to design, construct, and maintain the memorial.

Directs the Architect of the Capitol to establish on U.S. Capitol grounds as part of the Capitol Visitors Center a "Spirit of America Garden" as a living memorial to the victims of the terrorist attacks on the United States on September 11, 2001.

Flight School Security Act of 2001 - Amends Federal aviation law to require the Administrator of the Federal Aviation Administration (FAA) to: (1) conduct a comprehensive review of the enrollment practices of civilian flight schools and schools providing instruction in the repair of aircraft; and (2) issue regulations to prevent instruction in flying aircraft (or the repair of such aircraft) by such schools to individuals that the Administrator has determined are a threat to security. Prohibits an individual from enrolling or being enrolled in a school for instruction as a pilot of an aircraft unless the individual has a card issued by the Administrator that certifies that such individual is eligible, based on specified requirements, for such instruction. Sets forth civil penalties for violations of the requirements of this Act.

Displaced Workers Assistance Act - Authorizes certain groups of workers who have become totally or partially separated (or threatened with total or partial separation) from employment with the airline industry as a result of reductions in service by an air carrier or closure of an airport due to a terrorist action or security measures to petition the Secretary of Labor for a certification of eligibility to apply for adjustment assistance (similar to trade adjustment assistance under the Trade Act of 1974). Provides certain benefits (employment services, job training, and readjustment allowances) to eligible workers meeting certain eligibility requirements. Provides eligible workers who do not meet certain requirements for State unemployment compensation with a limited readjustment allowance under this Act. Provides for payment of premiums for COBRA health care continuation coverage of eligible workers. Authorizes a State to elect to provide medical assistance under its Medicaid program under title XIX of the Social Security Act for eligible workers who are not eligible for COBRA health care continuation coverage, and who are uninsured.

Secure Aviation Employment and Training Enhancement Act of 2001 - Amend Federal aviation law to direct the Administrator of the Federal Aviation Administration to implement a criminal background check program for individuals enrolled or to be enrolled in civilian schools giving instruction in flying or repairing, altering, and maintaining aircraft, aircraft engines, propellers, and appliances. Sets forth program requirements, including: (1) establishment of a standard application form for all civilian schools giving such instruction; (2) maintenance of a database of all processed applications; (3) completion of a standard application by each applicant and a criminal background check; and (4) if a check reveals evidence of criminal, espionage, or terrorist activity or any other evidence that the Administrator determines to be a security threat, establishment of procedures to ensure the applicant does not receive training at such school. Requires the Administrator to establish reasonable fees (not to exceed $100 per individual) to pay expenses incurred in carrying out this Act. Requires the Director of the Office of Homeland Security to conduct a review of the current air carrier employee criminal background check procedures.

I Love New York Tax Deduction Act of 2001 - Amends the Internal Revenue Code to: (1) increase from 50 to 80 percent the business meal and entertain expenses deduction for such expenses in New York City; and (2) permit a 50 percent (up to $500 or $1,000, on a joint return) personal deduction for meal, entertainment, and lodging expenses in New York City.

Estate Tax Simplification Act - Amends the Internal Revenue Code to revise current estate and gift tax rates to provide that the tax rate shall be 20 percent for estates and 20 percent for gifts.

September 11th Families Stamp Act - Directs the U.S. Postal Service to issue a semipostal (first-class postage stamp sold at a premium) with the proceeds from its sale going to the September 11th Families Fund to provide assistance, through the Office for Victims of Crime, Department of Justice, to the families of individuals who were killed in the terrorist attacks against the United States on September 11, 2001. Establishes the September 11th Families Fund.

Expresses the sense of Congress that: (1) on September 11, 2001, the passengers and crew of hijacked United Airlines Flight 93 possibly averted the use of such aircraft in a further terrorist attack on the United States by attempting to overpower the hijackers; (2) the United States owes its gratitude to the passengers and crew of Flight 93 and extends its condolences to the victims' families and friends; and (3) a memorial plaque to the victims should be placed on the grounds of the Capitol, and a copy of the plaque and this resolution sent to a designated survivor of each victim.

Expresses the sorrow of Congress for the death and injuries suffered by first responders as they tried to save innocent people in the aftermath of the terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001. Honors and commends the first responders who participated in evacuating and rescuing the innocent people in the World Trade Center and the Pentagon after the terrorist attacks. Encourages all levels of government to continue to work together to coordinate emergency preparedness effectively by providing the infrastructure, funding, and interagency communication and cooperation necessary to ensure that when another terrorist attack occurs, first responders will be as prepared as possible to respond to the attack effectively.

Victory Bonds Act of 2001 - Instructs the Secretary to issue Victory Bonds in response to the acts of terrorism perpetrated against the United States on September 11, 2001. Mandates that proceeds from the issuance of Victory Bonds be used to raise funds to: (1) assist in recovery and relief operations following the terrorist acts, including humanitarian assistance; and (2) combat terrorism.

Expresses the sense of Congress that the children who lost one or both parents or a guardian in the September 11, 2001, World Trade Center and Pentagon tragedies, including the aircraft crash in Somerset County, Pennsylvania, should be provided with all necessary services and benefits, including foster care assistance, adoption assistance, and medical, nutritional, and psychological care. Urges each responsible Federal agency to put the highest priority on providing such assistance, services, and benefits within 60 days of the determination of the death of the child's parent or guardian.

Debbie Smith Act - Authorizes the Attorney General to make grants to eligible States to carry out sexual assault nurse examiner programs and to train law enforcement personnel and first responders in the handling of sexual assault cases and the collection and use of DNA samples for forensic evidence. Provides that for a State to be eligible to receive a grant, the chief executive officer of the State shall submit to the Attorney General an application which shall include a certification that the State shall comply with specified quality assurance standards. Sets forth provisions regarding restrictions on the use of funds and expenditure records. Amends the Violent Crime Control and Law Enforcement Act of 1994 to require the Director of the Federal Bureau of Investigation (FBI) to issue (and revise periodically) standards for collecting and processing, for use as forensic evidence, samples on which DNA analysis may be carried out. Authorizes the Attorney General to make grants to eligible States to carry out DNA analyses of samples from crime scenes for inclusion in the FBI's Combined DNA Index System. Sets forth provisions regarding State eligibility, restrictions on uses of funds, and expenditure records.

National Weather Service Flexible Work Scheduling Act - Provides an overtime hourly rate of pay of one and one-half times the hourly rate of basic pay and provides that all such pay is premium pay for an employee of the National Weather Service who occupies a nonmanagerial position in GS-14 or under: (1) the duties of which are critical to the immediate daily operation of the forecast and warning responsibilities of the Service and directly affect public and aviation safety; (2) in which overtime work is usually unscheduled due to the vicissitudes of severe weather; and (3) in which overtime work is therefore unusually taxing. Exempts such an employee from the limitation on aggregate pay, including premium pay, for a pay period. Provides for a National Weather Service employee, who works during a regularly scheduled eight-hour period of service a part of which is performed on Sunday, to be paid at his or her basic pay rate, plus premium pay at a rate equal to 25 percent of his or her basic pay rate with respect to that portion of such period of service which is performed on Sunday.

Rural America Technology Enhancement Act of 2001 - Amends the Consolidated Farm and Rural Development Act to direct the Secretary of Agriculture, acting through the Administrator of the Rural Utility Service, to: (1) establish a National Centers for Distance Working Program to provide grants to eligible organizations for the Federal share of the cost of establishing National Centers for Distance Working in rural areas (and Indian reservations) to conduct five-year projects to support the use of teleworking in information technology fields; and (2) make grants for studies on teleworking in rural areas. Amends the Internal Revenue Code to establish the rural telecommunications facilities investment tax credit. Amends the Communications Act of 1934 to direct the Federal Communications Commission to initiate a proceeding to provide Federal universal service support for the deployment of broadband telecommunications service to eligible rural communities. Amends the National Telecommunications and Information Administrative Organization Act to direct the Rural Utilities Service of the Department of Agriculture to make loans or other credit extensions to eligible telecommunications carrier providers, or to companies that accept the obligations of such carriers, to finance the deployment of broadband service to eligible rural communities. Directs the Secretary of Agriculture to establish an Office of Rural Technology to act as an information center about programs that offer technology assistance to entities in rural areas. Amends the Internal Revenue Code of 1986 to create a rural high tech employment tax credit. Amends the Higher Education Act of 1965 to authorize the Secretary of Education to make grants to support the expansion of opportunities in rural areas for instruction in high technology fields and enterprises.

Freedom of Choice for Women in the Uniformed Services Act - Limits the prohibition against the use of any medical treatment facility of the Department of Defense to perform an abortion except where the life of the mother would be endangered if the fetus were carried to full term or in the case of rape or incest to those facilities in the United States.

Social Security Act Improvements for the Terminally Ill Act - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to eliminate the five- month waiting period in the disability insurance program for terminally ill individuals. Authorizes disability benefits for any eligible individual whose underlying impairment results in death within six months after what would have been the start of the waiting period.

Authorizes the Secretary of Veterans Affairs to pay compensation in an amount of $20,000 to veterans, civilian employees, or contractor employees (or their surviving spouse) who: (1) served in or with U.S. combat forces during World War II; (2) were captured and held as prisoners of war by Japan during such service; and (3) were required by Japan or a Japanese corporation to perform slave labor during such War.

Peace Corps HIV/AIDS Training Enhancement Appropriations Act for Fiscal Year 2002 - Authorizes additional appropriations for FY 2002 for the Peace Corps for additional health volunteers working with HIV/AIDS treatment and prevention methodologies, particularly the training of local HIV/AIDS trainers.

Amends the Child Care and Development Block Grant Act of 1990 to require that each State plan (as part of application requirements for grants) demonstrate the manner in which the State will meet the specific child care needs of families that have children with disabilities. Includes services for children with disabilities among priority items for the State to provide. Directs States receiving grant funds for a fiscal year after FY 2001 to use not less than five percent of the total for activities designed to increase the availability of quality child care for children with disabilities, including for specified training and technical assistance, and for recruitment and retention of staff. Directs the Secretary of Health and Human Services to make grants and low-interest loans to public agencies and nonprofit organizations for projects that increase the availability of one or more of the following: (1) inclusive child care programs (i.e., programs that serve children with disabilities and children without disabilities together in a setting where not more than half of those enrolled are children with disabilities); (2) child care for infants; and (3) child care during evenings and weekends. Requires reports by States receiving grants to include information regarding the disability status of children receiving assistance.

Children's Lead Screening Accountability For Early-Intervention Act of 2001 or Children's Lead SAFE Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to require State Medicaid plans to provide for reporting to the Secretary of Health and Human Services (HHS) of the number of children who: (1) are under age three and enrolled in the State plan; and (2) have received a blood lead screening test. Requires each contract between the State and an entity responsible for medical assistance under the State plan to provide for: (1) compliance with mandatory blood lead screening requirements consistent with prevailing guidelines of the Centers for Disease Control and Prevention (CDC); and (2) coverage of qualified lead treatment services. Allows reimbursement for qualified lead treatment services for children with elevated blood lead levels. Provides for enhanced Federal matching contributions for a specified information retrieval system. Authorizes the Secretary of Health and Human Services to establish a bonus program to improve the blood lead screening rates of States for children under age three enrolled in Medicaid. Amends SSA title XXI (State Children's Health Insurance Program) (SCHIP) to give States the option to elect to provide SCHIP coverage for blood lead poisoning screening tests for children. Amends the Head Start Act and the Child Nutrition Act of 1966 and to mandate blood lead poisoning screening tests for an infant or child to be eligible to participate in either the special supplemental food program for women, infants, and children (WIC) or early Head Start and Head Start programs.

American Legacy Preservation Act - Provides that, upon the request of an owner of non-Federal land or the head of any Federal agency with jurisdiction over Federal land where a gravesite of a former President of the United States is located, the Secretary of the Interior shall provide technical assistance, financial assistance, or both, to such owner or Federal agency for the maintenance of that gravesite.

Transitional Medical Assistance Improvement Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to revise the program commonly referred to as the transitional medical assistance (TMA) program. Authorizes States to: (1) extend the eligibility for TMA of low-income individuals for up to 12 additional months; and (2) allow another six months of eligibility, in certain circumstances, in the case of family eligible for or receiving Medicaid for less than three of the previous six months. Repeals the sunset date for TMA (thus making the program permanent).

Provides that, under the Internal Revenue Code (the Code), in the case of an incentive stock option exercised during calendar year 2000, the amount taken into account, under provisions of the Code concerning adjustments in computing alternative minimum taxable income for individuals, by reason of such exercise shall not exceed the amount that would have been taken into account if, on the date of such exercise, the fair market value of the stock acquired pursuant to such option had been its fair market value as of April 15, 2001 (or, if such stock is sold or exchanged on or before such date, the amount realized on such sale or exchange).

Voting Restoration Act - Prohibits the denial or abridgement of the right of any individual to vote or to register to vote in an election for Federal office on the grounds of a felony conviction. Permits a State, however, to restrict such an individual's right to vote or register to vote during any period in which the individual remains under the custody or supervision of the State or local jurisdiction (including supervision through parole or probation). Establishes an enforcement mechanism, which includes authorizing: (1) a person aggrieved by a violation of this Act to bring a civil action in an appropriate district court for declaratory or injunctive relief with respect to the violation which may include a request for compensatory damages under specified conditions; and (2) the Attorney General to bring a civil action in an appropriate district court for such declaratory or injunctive relief as necessary to remedy a violation of this Act. Directs the Attorney General to award grants to eligible States to carry out a program to protect the right to vote and to register to vote in Federal elections of individuals who have been convicted of felonies. Requires each State receiving a grant to: (1) provide information to individuals convicted of felonies by the State (or local jurisdictions in the State) regarding their eligibility (or lack thereof) to register to vote and to vote in the State through a described program; and (2) carry out a program to increase voter registration rates among such individuals. Encourages States receiving program grants to reduce the number of felonies which may result in the temporary or permanent disenfranchisement of convicted felons. Outlines the responsibilities of the Department of Justice regarding individuals convicted of Federal felonies, including requiring the Attorney General to establish and to maintain an index of individuals convicted of felonies by the Federal Government who are under its custody or supervision (including supervision through parole or probation), or who were released from its custody or supervision during the previous ten years.

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.
