Patient Safety and Health Care Whistleblower Protection Act of 2001 - Prohibits retaliation or discrimination against a health care worker because the worker disclosed information, advocated for patients, or initiated, cooperated with, or participated in any governmental investigation or proceeding regarding the care, services, or conditions of a health care entity if: (1) the information is true; and (2) the information disclosed evidences a violation of a law, rule, or professional standard or relates to matters endangering patients, workers, or the public. Prohibits contracts, policies, and procedures restricting the actions for which retaliation or discrimination is prohibited. Declares that these provisions do not protect disclosures violating confidentiality law. Prohibits disclosing the identity of the worker, subject to exception. Provides for enforcement through private civil actions and, for certain willful and repeated violations, criminal penalties. Declares that this Act does not preempt other laws and allows States to enforce laws providing equivalent or greater worker protections.

High-Speed Rail Investment Act of 2000 - Amends the Internal Revenue Code to allow a limited tax credit to holders of qualified Amtrak bonds. Sets forth definitions, State contribution requirements, and other rules. Requires approval, by the Secretary of Transportation, of qualified Amtrak projects funded by such bonds.

Flag Protection Act of 2001 - Amends the Federal criminal code to revise provisions regarding desecration of the flag to set penalties with respect to persons who: (1) destroy or damage a U.S. flag with intent to provoke, and in circumstances reasonably likely to produce, imminent violence or a breach of the peace; (2) steal or knowingly convert to their use, or the use of another, a U.S. flag belonging to the United States and intentionally destroy or damage that flag; and (3) within any lands reserved for the use of the United States, or under the exclusive or concurrent jurisdiction thereof, steal or knowingly convert to their use, or the use of another, a U.S. flag belonging to another person and intentionally destroy or damage that flag. Expresses the sense of the Congress that the States should enact prohibitions similar to the provisions of this Act.

International Human Rights Equality Resolution - Declares that Congress: (1) condemns all violations of internationally recognized human rights norms based on the real or perceived sexual orientation or gender identity of an individual; (2) recognizes that human rights violations abroad based on sexual orientation and gender identity should be punished without discrimination between these and other crimes, regardless of the real or perceived sexual identity of the victims, and that such violations should be given the same consideration and concern as human rights violations based on other grounds in the formulation of policies to protect and promote human rights globally; (3) further recognizes that the protection from human rights abuses, such as torture and other cruel, inhuman, or degrading treatment or punishment, is fully embedded in international humanitarian law, regardless of the sexual orientation and gender identity of the victim; and (4) commends nongovernmental human rights organizations, including Amnesty International, Human Rights Watch, and the International Gay and Lesbian Human Rights Commission, as well as the United States Department of State and the United Nations, for documenting the ongoing abuse of human rights on the basis of sexual orientation and gender identity.

First-time Homebuyer Down Payment Assistance Act - Amends the Internal Revenue Code and the Employee Retirement Income Security Act of 1974 (ERISA) to exempt from prohibited transaction rules any home equity participation arrangement under which the trustee of a qualified plan, at the direction of the eligible participant, shall acquire an ownership interest (not to exceed $10,000, and repayable in full upon resale or other transfer) in any dwelling unit which within a reasonable period of time is to be used as the principal residence for a first-time homebuyer.

Amends the Elementary and Secondary Education Act of 1965 to establish a program to assist States and local educational agencies (LEAs) to recruit, train, and hire additional school-based mental health and student service providers, including additional school counselors, psychologists, and social workers (in order to reduce the student-to-counselor ratios nationally, in elementary and secondary schools, to an average of one school counselor for every 250 students, one psychologist for every 1,000 students, and one social worker for every 800 students, as recommended in a report by the Institute of Medicine of the National Academy of Sciences relating to schools and health). Directs the Secretary of Education, after reserving certain funds for schools in outlying areas and schools run by the Bureau of Indian Affairs, to make program allotments to States according to a specified formula. Requires States to allocate funds from Federal and State shares of program costs to LEAs according to specified formulae.

Preservation of Civil Rights Protections Act of 2001 - Amends the Federal Arbitration Act to modify the definition of "commerce" so as to exclude employment contracts from arbitration provisions (currently, employment contracts of seamen, railroad employees, or any other class of workers engaged in foreign or interstate commerce are excluded). Makes arbitration clauses in employment contracts unenforceable, with exceptions for: (1) consent by the involved parties after a claim arises; and (2) enforcement of rights or terms of collective bargaining agreements. Provides that this Act shall apply to existing and future employment contracts.

Investment in Quality School Leadership Act - Establishes a program of grants to consortia for professional development of superintendents, principals, and prospective superintendents and principals. Directs the Secretary of Education to award such competitive grants to consortia to establish programs that serve a State or region and provide superintendents, principals, and prospective superintendents and principals, particularly those serving, or intending to serve, in high-poverty, low-performing school districts and schools, with ongoing, intensive professional development opportunities to improve their capacity to serve as effective leaders and successfully implement standards-based reforms. Requires a consortium, to be eligible to apply for such a grant, to include at least: (1) one local educational agency (LEA) serving a high concentration of children living in poverty; (2) one institution of higher education; and (3) one organization that does not usually provide educational services, but has the necessary expertise to provide professional development to school administrators. Allows such consortia also to include: (1) one or more additional LEAs; (2) State educational agencies; (3) for-profit organizations with expertise; and (4) public or private nonprofit organizations with expertise. Gives priority for awards to those consortia in which the participating LEA serves the highest concentration of children living in poverty. Sets forth required program activities and additional uses of grant funds. Requires grantees to provide 50 percent of the project's annual costs, in cash or in kind. Authorizes the Secretary to: (1) waive such matching requirement for applicants that serve low-income areas; and (2) reserve certain funds for technical assistance, evaluation, dissemination of information on effective programs, activities to encourage the spread and adoption of successful leadership development centers, and other national activities that support the programs.

Medicare Chiropractic Improvement Act of 2001 - Amends part D (Miscellaneous Provisions) of title XVIII (Medicare) of the Social Security Act to: (1) revise the definition of chiropractor to doctor of chiropractic; and (2) extend the current coverage of chiropractic services to diagnostic X-ray tests and other appropriate chiropractic examination procedures the Secretary of Health and Human Services identifies by regulation.

Digital Divide Elimination Act of 2001 - Amends the Internal Revenue Code to allow a tax credit for qualified computer technology or equipment equal to 50 percent of the amount paid for it (up to $500) by any taxpayer allowed an earned income credit. Extends from December 31, 2003, through June 30, 2004, the current enhanced deduction from gross income for charitable contributions of computers for elementary or secondary school purposes. Prescribes a special rule for contributions of computer technology and equipment to a qualified organization made within three years after the taxpayer acquired or constructed the property, if: (1) the property's original use is by the donor or the donee; (2) substantially all of the property's use by the donee is within the United States and, in the case of a qualified educational organization, for educational purposes related to the organization's purpose or function; (3) the property is not transferred by the donee in exchange for money, other property, or services, except for shipping, installation, and transfer costs; and (4) other specified requirements are met.

Retirement Security Advice Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to allow prohibited transaction exemptions under specified conditions to: (1) a fiduciary adviser's providing certain investment advice to an employee benefit plan or to a participant or beneficiary of such plan; (2) sale, acquisition, or holding of securities or other property (including any lending of money or other extension of credit associated with these) pursuant to such advice; and (3) direct or indirect receipt of fees or other compensation by the fiduciary adviser or an affiliate in connection with providing such advice.

Directs the Architect of the Capitol to enter into a contract for the design and construction of a monument, which shall be placed on permanent display in the Capitol rotunda, commemorating the contributions of minority women to women's suffrage and to the participation of women in U.S. public life. Requires the monument to depict African, Hispanic, Asian Pacific, Jewish, and Native American women. Requires use of an advisory committee to make recommendations.

Establishes the Community Power Investment Revolving Loan Fund. Authorizes the Secretary of Energy to make loans from such Fund to a State, local, or municipal government in sound financial standing for the development of alternative energy and energy delivery systems. Prescribes loan repayment guidelines. Amends the Federal Power Act to direct the Federal Energy Regulatory Commission to prohibit any public utility or State regulatory authority from imposing any fee or charge on any electric consumer, State, or municipality for the purpose of recovering wholesale stranded costs it may incur when retail electric consumers cease to be served by that public utility by reason of the provision of electric service by a State or local government. Amends the Internal Revenue Code to repeal the restriction placed upon the use of tax-exempt bonds to acquire nongovernmental output property.

Veterans Life Insurance Improvement Act of 2001 - Amends Federal provisions concerning the National Service Life Insurance and United States Government Life Insurance programs to allow payment of their insurance proceeds to: (1) another beneficiary if the first designated beneficiary has not made a claim to such payment within two years after the death of the insured; and (2) a person designated by the Secretary of Veterans Affairs if no claim has been filed by any designated beneficiary within four years after the insured's death. Requires service-disabled life insurance premium rates, as well as all policy cash, loan, paid-up, and extended values, for months beginning on or after the date of enactment of this Act to be based on the 1980 Commissioners Standard Ordinary Basic Table of Mortality, with five percent annual interest. Increases from $90,000 to $200,000 the maximum amount of veterans' mortgage life insurance coverage. Requires the United States to automatically insure any eligible veteran age 69 or younger (currently, any eligible veteran) for such coverage. Repeals the provision terminating such coverage upon the veteran's 70th birthday.

Medicare Dialysis Benefit Improvement Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to provide for: (1) payment under the Medicare Program for four hemodialysis treatments per week for specified patients; and (2) an increased update in the composite payment rate for renal dialysis treatments for FY 2002. Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to restore a specified exception to renal dialysis composite rate under rate update provisions.

Authorizes the Secretary of the military department concerned to posthumously grant disability retirement for individuals who die in the line of duty while on active duty. Authorizes the payment of disability retirement compensation to the dependent survivors of such individuals under the Survivor Benefit Plan.

Pharmacy Education Aid Act of 2001 - Amends the Public Health Act to include pharmacist services within the National Health Service Corps program of scholarships, including first-year pharmacy studies, loans, and funding. Authorizes the Secretary of Health and Human Services to award grants and contracts to qualifying pharmacy schools for: (1) student and faculty recruitment and retraining, with scholarship preference for students with financial need; (2) computer-based pharmaceutical education systems; and (3) facilities construction. Authorizes the Secretary to establish a loan repayment program for qualifying individuals who become pharmacy school faculty.

Renewable Energy Act for Credit on Taxes - Amends the Internal Revenue Code to allow a refundable limited credit through tax year 2006 for expenditures for qualifying renewable energy property (solar water heating, photovoltaic, wind energy, or fuel cell properties) installed on or in connection with a U.S.-sited residential or nonresidential structure.

Two Strikes and You're Out Child Protection Act - Amends the Federal criminal code to provide for mandatory life imprisonment (unless a death sentence is imposed) of a person convicted of a Federal sex offense in which a minor is the victim if the person has a prior sex conviction in which a minor was the victim.

Federal Firefighters Fairness Act of 2001 - Amends Federal law to provide that, with regard to an employee in fire protection activities: (1) heart disease, lung disease, specified cancers and infectious diseases shall be presumed to be proximately caused by the employee's employment; (2) the disability or death of an employee in fire protection activities due to such a disease shall be presumed to result from personal injury sustained while in the performance of such employee's duty; and (3) such presumptions may be rebutted by a preponderance of the evidence.

Paso al Norte National Museum of Immigration History Act - Requires the Secretary of the Interior, if land is made available to or by the University of Texas at El Paso under specified conditions, to make a grant for the establishment of the Paso al Norte National Museum of Immigration History (a museum and research center for the interpretation and commemoration of migration at the U.S. southern border). Directs the Secretary, after receiving a grant proposal from the University in agreement with the City of El Paso that meets certain requirements, to award a grant to the University for the establishment of the museum, including planning, design, construction, furnishing, and startup expenses.

Indian School Construction Act of 2001 - Directs the Secretary of the Interior to establish a pilot program under which eligible Indian tribes have the authority to issue tribal school modernization bonds to provide funding for the construction, rehabilitation, or repair of tribal schools, including advance planning and design. Permits a tribe to use amounts received through the issuance of a bond to enter into and make payments under contracts: (1) for the design and engineering of the school; and (2) with financial advisors, underwriters, attorneys, trustees, and other professionals who would be able to provide assistance to the tribe in issuing bonds. Makes any tribal school modernization bond issued by a tribe subject to a trust agreement. Authorizes the Secretary to deposit not more than $30 million each fiscal year into a tribal school modernization escrow account beginning in FY 2002 from amounts made available for school replacement under the construction account of the Bureau of Indian Affairs. Requires the Secretary to use any amounts deposited to make payments to trustees or for advance planning and design. Declares that no bond shall be an obligation of, nor shall payment of the principal be guaranteed by the United States. Provides that any amounts earned through the investment of funds under the control of a trustee shall not be subject to Federal income tax. Amends the Internal Revenue Code to allow a tax credit to individuals who hold such bonds. Permits a separation (including at issuance) of the ownership of such a bond and the entitlement to the credit with respect to such bond.

College Fire Prevention Act - Authorizes the Secretary of Education to make competitive grants to States, private or public colleges or universities, fraternities, or sororities for up to half the cost of providing fire sprinkler systems in student housing and dormitories. Directs the Comptroller General to gather, and report to Congress, data on the number of college and university housing facilities and dormitories that have and do not have fire sprinkler systems and other forms of built-in fire protection mechanisms. Provides that any application for assistance under this Act, any negative determination on the part of the Secretary with respect to such application, or any statement of reasons for the determination, shall not be admissible as evidence in any proceeding of any court, agency, board, or other entity.

Save America's Valuable Energy Resources Act of 2001- Amends the Internal Revenue Code to establish limited credits for qualified energy efficiency improvements for: (1) an individual for energy efficiency improvements to a U.S.-sited principal residence; and (2) a contractor for installing energy efficient property in a new home. Applies such credit to: (1) individuals for installations through December 31, 2005; and (2) contractors for dwellings purchased through December 31, 2005.

Rural Health Care Improvement Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to provide for: (1) revision in the Medicare disproportionate share hospital (DSH) payment adjustment for rural hospitals equalizing DSH payment amounts; (2) a single, standardized amount under the Medicare inpatient hospital prospective payment system (PPS); (3) treatment of certain physician pathology services; (4) elimination of the 15 percent reduction in payment rates under the Medicare PPS for home health services; (5) a permanent increase in the Medicare payment amount for home health services furnished in a rural area; and (6) exclusion of certain rural health clinic services and federally qualified health center services from the PPS for covered skilled nursing facility services. Amends the Public Health Service Act (PHSA) to establish: (1) a capital infrastructure revolving loan program under which the Secretary of Health and Human Services may make described loans to any rural entity for projects for capital improvements from the loan and loan guarantee fund under PHSA; (2) a high technology acquisition grant and loan program under which the Secretary may award grants and make loans to any eligible entity for any costs incurred by the eligible entity in acquiring eligible equipment and services for improving the quality of health care in rural areas; and (3) a program of grants to eligible entities under which the Secretary shall award such grants to public or nonprofit private entities to establish telehealth resource centers for the health care needs of individuals in rural areas. Amends the Internal Revenue Code to exclude from gross income for income tax purposes any payments received under the National Health Service Corps Loan Repayment Program.

Conquering Pain Act of 2001 - Requires development and maintenance of an Internet website on evidence-based practice guidelines for pain treatment. Requires the Medicare and Medicaid programs, programs through the Public Health Service Act, programs through the Indian Health Service, the Federal Employee Health Benefits Program, the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS), and other programs administered by the Secretary of Health and Human Services to inform individuals concerning such programs' pain management benefits. Directs the Secretary to provide funds for special education projects to improve pain and symptom management. Amends Medicare provisions relating to the Medicare+Choice program to provide for dissemination of pain and symptom management information. Mandates a report by the Surgeon General on the state of pain and symptom management in the United States. Mandates grants to health care provider training entities to establish six National Family Support Networks in Pain and Symptom Management. Requires the existing Medicare Payment Advisory Commission (MedPac) to report on specified financial, policy, and reimbursement barriers in providing pain and symptom management and palliative care. Establishes the Advisory Committee on Pain and Symptom Management. Mandates an Institute of Medicine report on controlled substance regulation and the use of pain medications. Mandates grants for demonstration projects on: (1) effective methods to measure improvement in the skills and knowledge of health care personnel in pain and symptom management; and (2) end of life care.

Savings for Working Families Act - Amends the Internal Revenue Code to permit any qualified financial institution, qualified nonprofit organization, or Indian tribe to establish one or more qualified individual development account programs. Defines such an account as an account established for an eligible individual (income based) as part of a qualified individual development account program (matched individual and entity savings accounts for qualifying educational, first-time home purchase, or business expenses). Sets forth provisions concerning such accounts, including: (1) the structure and administration of account programs; (2) procedures for opening and maintaining an account and qualifying for matching funds; (3) withdrawal procedures; and (4) disregarding account funds for purposes of certain means-tested Federal programs. Provides matching funds through a tax credit for a participating entity's program investment.

Russian Democracy Act of 2001 - Declares it shall be U.S. policy to: (1) engage the Government of the Russian Federation to strengthen democratic reform and institutions, and to promote good governance principles based on the internationally recognized norms of transparency in business practices, the rule of law, religious freedom, and human rights; (2) incorporate democratic reforms, independent media, and economic reforms in the broad U.S. agenda with such Government; and (3) encourage such Government to address cross-border issues, including the environment, crime, trafficking, and corruption in a cooperative and transparent manner consistent with internationally recognized principles of the rule of law. Expresses the sense of Congress that the Government of the Russian Federation, as obliged under existing bilateral agreements, should resolve outstanding taxation issues that hinder the deliverance of U.S. assistance programs. Amends the Foreign Assistance Act of 1961 to include among activities eligible for U.S. assistance to the independent states of the former Soviet Union activities for the promotion of democracy, rule of law, human rights, economic reforms, administration of justice, and the development of a free and independent media in Russia. Authorizes the President to carry out specified related activities in providing such assistance to Russia.

Department of Energy University Nuclear Science and Engineering Act - Instructs the Secretary of Energy, acting through the Office of Nuclear Energy, Science and Technology, to support a program to maintain the nation's human resource investment and infrastructure in nuclear sciences and engineering. Directs the Secretary to: (1) promote interactions between university and Department of Energy (DOE) laboratories; and (2) provide student fellowships at DOE nuclear science laboratories. Authorizes appropriations through FY2006 that target: (1) graduate and undergraduate fellowships; (2) junior faculty research initiation grant programs; (3) nuclear engineering and education research programs; (4) communication and outreach related to nuclear science and engineering; (5) refueling research reactors and instrumentation upgrades; (6) re-licensing assistance; (7) reactor research and training award program; and (8) university-DOE laboratory interactions.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program and TRICARE supplemental premiums on a pretax basis; and (2) a deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums and enrollment fees.

Lyme and Infectious Disease Information and Fairness in Treatment (LIFT) Act - Establishes the Tick-Borne Disorders Advisory Committee in the Office of the Secretary of Health and Human Services (HHS). Directs the Committee to advise the Secretary and the Assistant Secretary of HHS and the Social Security Administration (SSA) Commissioner regarding how to: (1) provide public input on the public's needs regarding tick-borne disorders (lyme and other infectious diseases) so that government agencies can coordinate and more effectively plan and execute their activities; and (2) develop informed responses to constituency groups regarding the efforts and progress of the HHS and SAA. Authorizes appropriations to the Centers for Disease Control and Prevention to: (1) focus on developing better diagnostic tools and tests, expanding educational efforts, and re-educating clinicians, medical license boards, and health care insurers about the inappropriate uses of the Lyme disease case surveillance definition in patient diagnosis and treatment; and (2) collaborate with the National Institutes of Health, the Department of Defense, and other appropriate agencies for further research on tick-borne disorders, including study of preventive methods to decrease exposure to them. Requires the Director of the National Institutes of Health to coordinate activities and research regarding tick-borne diseases across Institutes to encourage collaborative research.

Reservist VA Home Loan Fairness Act of 2001 - Prescribes uniform fees for members of the Selected Reserve and veterans eligible through qualifying active duty service for home loans guaranteed, insured, or made through the Department of Veterans Affairs (currently, separate fees apply to active duty veterans and reservists).

Rural Teachers Recruitment Act of 2001 - Authorizes the Secretary of Education to make grants to eligible rural local educational agencies to recruit and retain qualified teachers for elementary and secondary schools. Includes among authorized uses of such teacher incentive program funds: (1) salary increases; (2) reimbursement for teacher certification and relocation expenses; and (3) assistance to pay college and graduate school tuition and training expenses.
