Requests the President to transmit to the House of Representatives (House), within 14 days of the adoption of this resolution, all documents in the possession of the President relating to the disclosure of the identity of Ms. Valerie Plame as an employee of the Central Intelligence Agency during the period beginning on May 6, 2003, and ending on July 31, 2003. Directs the Secretary of State, Secretary of Defense, and Attorney General to each transmit to the House, within such 14 days, all documents in possession of such officials relating to such disclosure during such period.

Medicare's Equitable Drugs for Seniors Act of 2004 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare Prescription Drug, Improvement, and Modernization Act of 2003, to repeal provisions prohibiting the Secretary of Health and Human Services from: (1) interfering with the negotiations between drug manufacturers and pharmacies and prescription drug plan sponsors; and (2) requiring a particular formulary to institute a price structure for the reimbursement of covered Medicare part D (Voluntary Prescription Drug Benefit Program) drugs. Grants the Secretary instead, in order to ensure that beneficiaries enrolled under prescription drug plans and Medicare Advantage prescription drug plans pay the lowest possible price, authority similar to that of the Secretary of Veterans Affairs, Secretary of Defense, and the heads of other Federal agencies and departments that purchase prescription drugs in bulk to negotiate contracts with manufacturers of covered Medicare part D drugs, consistent with the requirements and in furtherance of the goals of providing quality care and containing costs under such part.

Stroke Treatment and Ongoing Prevention Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to: (1) carry out a national education and information campaign to promote stroke prevention and increase the number of stroke patients who seek immediate treatment; and (2) maintain the Paul Coverdell National Acute Stroke Registry and Clearinghouse by collecting specific data points and benchmarks for stroke care analysis, and compiling and disseminating information on State, local, and private care system achievements and problems. Defines "stroke" as an attack in which blood flow to the brain is interrupted, or in which a blood vessel or aneurysm in the brain breaks or ruptures. Includes stroke and traumatic injury prevention, diagnosis, and treatment within the grant program for emergency medicine residency training. Authorizes the Secretary, through the Administrator of the Health Resources and Services Administration, to make grants to qualified entities for health care professionals education programs in the use of diagnostic approaches, technologies, and therapies for stroke and traumatic injury prevention, diagnosis, treatment, and rehabilitation. Gives preference to areas with a significant incidence of stroke or traumatic injuries. Authorizes the Secretary, through the Office for the Advancement of Telehealth, to make up to seven grants to States and to consortia of public and private entities in any non-grantee State to conduct a five-year pilot project (not to extend beyond FY 2009) to improve and coordinate stroke-related health care through telehealth networks.

Bullying Prevention for School Safety and Crime Reduction Act of 2003 - Amends: (1) the Safe and Drug-Free Schools and Communities Act to cover bullying (as well as drug and violence) prevention; and (2) the Omnibus Crime Control and Safe Streets Act of 1968 to authorize (with respect to juvenile accountability block grants) establishing and maintaining accountability-based programs that are designed to enhance school safety, which may include research-based bullying prevention programs.

War Profiteering Prevention Act of 2003 - Amends the Federal criminal code to prohibit profiteering and fraud involving a contract or the provision of goods or services in connection with the war, military action, or relief or reconstruction efforts in Iraq (including making materially false statements or representations or materially overvaluing any good or service with the specific intent to make excessive profit). Sets penalties for violations, including up to 20 years imprisonment and a fine of the greater of $1 million or twice the gross profits or other proceeds. Subjects: (1) any property which constitutes or is derived from proceeds traceable to a violation to civil and criminal forfeiture; and (2) transactions involving such property or proceeds to money laundering provisions.

Food Allergen Labeling and Consumer Protection Act of 2003 - Amends the Federal Food, Drug, and Cosmetic Act to set forth food labeling requirements for a food that is not a raw agricultural commodity and that is, or contains, a major food allergen (as defined by this Act). States that: (1) any person may petition the Secretary of Health and Human Services to exempt a food ingredient from such requirements; and (2) the Secretary's determination of such a petition shall constitute final agency action. Directs the Secretary to: (1) conduct inspections to ensure compliance with practices to reduce or eliminate cross-contact with major food allergen residues, and ensure that major food allergens are properly labeled on foods; (2) issue a final rule to define, and permit use of, the term "gluten-free" on the labeling of foods; (3) improve food allergen data collection, including physician and health care provider education; (4) convene a panel of allergy and immunology experts to review food allergy research efforts; (5) pursue Food Code revisions in order to provide allergen-free food preparation guidelines for food establishments; and (6) include food allergy treatment in trauma and emergency care technical assistance.

Vocational Opportunities and Instruction through Cooperative Education Act of 2003 - VOICE Act of 2003 - Authorizes the Secretary of Education to enter into a partnership with a qualified local educational agency to conduct a model school-to-work program. Requires such program to: (1) provide course credits to secondary school students who participate in work-based learning experiences in the public or private sector; and (2) ensure that such students are paid at least the minimum wage under the Fair Labor Standards Act of 1938 for such work. Requires participating students to have: (1) no criminal background; (2) a grade point average of 2.0 or higher; and (3) a satisfactory record of school attendance.

National Security Language Act - Amends the Higher Education Act of 1965 (HEA) to establish programs to encourage early foreign language instruction, including grants to: (1) partnerships of institutions of higher education (IHEs) and local educational agencies (LEAs) for activities relating to foreign language instruction at elementary or secondary schools, with priorities for high-need LEAs and less-commonly taught foreign languages; and (2) IHEs that develop innovative programs for the teaching of foreign languages, with priorities for combining foreign languages with science and technology and for less-commonly taught foreign languages. Provides undergraduate student loan forgiveness of up to $10,000 for students who major in a critical need foreign language and are employed as teachers of such language in elementary or secondary schools or as using such language regularly in a Federal agency. Directs the Secretary of Education to: (1) establish a foreign language education marketing campaign to encourage students at secondary schools and IHEs to study foreign languages, particularly ones less commonly taught and critical to national security; and (2) conduct a study to identify foreign language heritage communities and recruit speakers of such critical languages. Amends the David L. Boren National Security Education Act of 1991 to establish an International Flagship Language Initiative with grants to IHEs.

Quality Nursing Care Act of 2004 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare Prescription Drug, Improvement, and Modernization Act of 2003, to require under new Medicare part D (Voluntary Prescription Drug Benefit Program) that each participating hospital adopt and implement a staffing system that ensures a number of registered nurses on each shift and in each unit of the hospital to ensure appropriate staffing levels for patient care. Outlines whistle-blower protections.

Increases, during FY 2004 through 2008, the minimum end strength levels for active-duty personnel of the : (1) Army from 482,400 to 522,400; (2) Marine Corps from 175,000 to 190,000; and (3) Air Force from 359,300 to 388,000.

Constitutional Amendment - Requires an individual, who is elected to serve as a Member of the House of Representatives for a Congress, before taking the oath of office, to present to the chief executive of the State from which the individual is elected a list of at least two qualified nominees to take the individual's place in the event he or she dies or becomes incapacitated before the individual's term of office expires. Allows the individual, after such oath, to revise the list at any time during a Congress. Provides that if at any time a majority of the whole membership of the House is unable to carry out its duties because of death or incapacity, or if any time the House adopts a resolution declaring that extraordinary circumstances exist which threaten the ability of the House to represent the interests of the people of the United States, the chief executive of any State represented by a Member who is dead or incapacitated at that time shall appoint, from the most recent list, an individual to take the Member's place. Requires: (1) the individual to be appointed as soon as practicable (but in no event later than seven days) after the Member's death or incapacity has been certified; (2) the individual to serve until the Member regains capacity or until another Member is elected to the vacancy; and (3) the State to provide for an election. Allows the appointed individual to be a candidate in the election. States that these provisions do not apply to any Member of the House who dies or becomes incapacitated before the seven-day period which ends on the date on which the event requiring such appointments occurs. Provides that if the appointed individual is unable to carry out a Member's duties, the chief executive of the State involved shall appoint another individual from the same list of nominees. Declares that Congress may by law establish the criteria for determining whether a Member of the House or Senate is dead or incapacitated, and shall have the power to enforce this Amendment through appropriate legislation.

Employee Free Choice Act - Amends the National Labor Relations Act to require the National Labor Relations Board to certify a bargaining representative without directing an election if a majority of the bargaining unit employees have authorized designation of the representative and there is no other individual or labor organization currently certified or recognized as the exclusive representative of any of the employees in the unit. Sets forth special procedural requirements for reaching an initial collective bargaining agreement following certification or recognition. Revises enforcement requirements with respect to unfair labor practices during union organizing drives. Provides, under injunction provisions, for priority to be given to preliminary investigation of charges of violations by employers or other entities. Adds to remedies for such violations: (1) back pay plus liquidated damages; and (2) additional civil penalties.

Every Child is Created Equal Act of 2003 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to require school improvement plans to include a statement that providers of supplemental educational services (SES), as recipients of Federal funds, are subject to certain ESEA civil rights provisions that prohibit discrimination. Requires SES providers, as recipients of Federal funds, to meet all applicable Federal, State, and local health, safety, and civil rights laws. Prohibits construing anything in ESEA provisions for SES as permitting discrimination based on religion with respect to employment or provision of services. Requires SES providers to serve all eligible students, including students with disabilities and limited English proficient students.

National Film Preservation Act of 2003 - Amends the National Film Preservation Act of 1996 to reauthorize appropriations to the Library of Congress for the National Film Preservation Board. Directs the Librarian of Congress to: (1) coordinate the national film preservation program with other collection, preservation, and accessibility activities; and (2) the National Audio-Visual Conservation Center of the Library of Congress at Culpeper, Virginia, to ensure that preserved films included in the National Film Registry are stored in a proper manner, and disseminated to researchers, scholars, and the public as may be appropriate in accordance with U.S. copyright law and the terms of any agreements between the Librarian and persons who hold copyrights to such audiovisual works. Directs the Board to review special projects submitted for its approval by the National Film Preservation Foundation. National Film Preservation Foundation Reauthorization Act of 2003 - Amends specified Federal law to reauthorize appropriations to the Library of Congress for the National Film Preservation Foundation. Allows the Foundation's board of directors to determine the location of its principal office. Directs the Foundation to design and support cooperative film preservation and access initiatives, with the approval of the Librarian and the Board.

El Camino Real de los Tejas National Historic Trail Act of 2003 - Amends the National Trails System Act to designate El Camino Real de los Tejas as a National Historic Trail. Authorizes establishment of such trail on portions of the trail on: (1) publicly owned lands; and (2) privately owned lands only with the consent of the owner.

Saudi Arabia Accountability Act of 2003 - Expresses the sense of Congress that the Government of Saudi Arabia must immediately and unconditionally: (1) provide complete, unrestricted, and unobstructed cooperation to the United States in the investigation of terror groups and individuals; (2) close permanently all organizations in Saudi Arabia that fund, train, incite, encourage, or in any way aid and abet terrorism anywhere in the world; (3) end all funding for terror organizations outside Saudi Arabia ("offshore terror organizations"); and (4) block all funding from private Saudi citizens and entities to Saudi-based or offshore terror organizations. Directs the President to certify to Congress that the Government of Saudi Arabia is fully cooperating with the United States in investigating and preventing terrorist attacks, has closed permanently all Saudi-based terror organizations, has ended funding for any offshore terror organization, and has made all efforts to block funding from private Saudi citizens and entities to offshore terror organizations. Requires the President to prohibit certain exports to Saudi Arabia and restrict travel of certain Saudi diplomats if the President cannot certify that the Government of Saudi Arabia has taken the measures required by this Act to combat terrorism. Allows the President to waive such sanctions if the President determines that it is in the national security interest to do so.

Veterans Outreach Improvement Act of 2003 - Directs the Secretary of Veterans Affairs to establish a separate account for the funding of outreach activities of the Department of Veterans Affairs and a separate subaccount for the funding of outreach activities of the Veterans Health Administration, the Veterans Benefits Administration, and the National Cemetery Administration. Directs the Secretary to: (1) establish and maintain procedures for ensuring the effective coordination of Department outreach activities between and among such elements, the Office of the Secretary, and the Office of Public Affairs; and (2) ensure that outreach is provided in locations proximate to populations of veterans and other individuals in States that offer a high probability of improving veterans' outreach and assistance. Authorizes the Secretary to award grants to appropriate State veterans agencies for such purpose.

Governmental Pension Plan Equalization Act of 2003 - Amends the Internal Revenue Code and the Employee Retirement Income Security Act of 1974 (ERISA) to specify that rules for governmental plans also apply to plans established for their employees by Indian tribal governments or their subdivisions, agencies, instrumentalities, or entities which they wholly-own or control.

Medicare Chronic Kidney Disease Management Act of 2003 - Entitles qualified chronic kidney disease patients to benefits under part A (Hospital Insurance) of title XVIII (Medicare) of the Social Security Act. Prohibits enrollment of chronic kidney disease patients in part C (Medicare+Choice) of the Social Security Act. Provides for pre-end stage renal disease (pre-ESRD) professional nutritional and other counseling and related services and items for individuals diagnosed with chronic kidney disease. Directs the Secretary of Health and Human Services to establish demonstration projects to evaluate methods through which kidney patient peer education may: (1) slow down or prevent the progress of kidney disease to end-stage renal disease in Medicare beneficiaries; (2) improve the management of co-morbid conditions associated with kidney disease; (3) improve choice in selection of renal replacement therapies (including home dialysis); and (4) improve other outcomes (such as employment).

Expresses: (1) condolences and deepest sympathy to the families of the young women killed in the State of Chihuahua, Mexico, since 1993, many of whom appear to be victims of one or more serial murders; and (2) the solidarity of the people of the United States with the people of Mexico in the face of these tragic and senseless acts. Recognizes the courageous struggle of the victims' families in seeking justice for them. Condemns: (1) the abductions and murders of such young women in Ciudad Juarez and the city of Chihuahua; (2) the use of torture as a means of investigation into these crimes; and (3) all senseless acts of violence in all parts of the world and violence against women in particular. Urges the President and Secretary of State to express: (1) concern over these abductions and murders to the Government of Mexico and to request that the investigative and preventative efforts of such Government become part of the bilateral agenda between the Governments of Mexico and the United States; and (2) support for the efforts of the victims' families to seek justice for the victims, to express concern relating to the continued harassment of these families and the human rights defenders with which they work, and to express concern with respect to impediments in the ability of the families to receive prompt and accurate information in their cases. Supports multilateral efforts to create a DNA database that would allow families to positively identify the remains of the victims and encourages the Secretary to facilitate U.S. participation in such database. Encourages the Secretary to: (1) include in the Department of State's annual Country Report on Human Rights all instances of improper investigatory methods, threats against human rights activists, and the use of torture with respect to cases involving the murder and abduction of young women in the State of Chihuahua; and (2) urge the Government of Mexico to ensure fair and proper judicial proceedings for the individuals accused of these abductions and murders and to impose appropriate punishment for those individuals subsequently determined to be guilty of such crimes. Recommends that the U.S. Ambassador to Mexico visit Ciudad Juarez and the city of Chihuahua to meet with the victims' families, women's rights organizations, and Mexican Federal and State officials responsible for investigating these crimes and preventing future such crimes.

Transportation Equity Act: A Legacy for Users - Reauthorizes the Federal-aid surface transportation program through FY 2009. Reauthorizes appropriations from the Highway Trust Fund (HTF) for: (1) specified highway (including highway safety) programs; (2) research and technology; (3) motor carrier safety; and (4) transportation research. Directs the Secretary of Transportation to establish a National Commission on Future Revenue Sources to Support the HTF. Establishes: (1) a National Commission on the Future of the Dwight D. Eisenhower National System of Interstate Defense Highways; and (2) a Commission on Intelligent Transportation Systems Procurement Policy. Requires States with an urbanized area population of over 200,000 to obligate specified funds for congestion relief. Federal Public Transportation Act of 2004 - Sets forth revised provisions governing public transportation funding and the Secretary's authority to make specified grants, including grants for capital projects, planning, and transit and for commercial driver's license program improvements. Directs the Secretary to establish programs involving: (1) long-term bridge performance; (2) innovative highway safety technologies; (3) freight planning capacity building; (4) freight transportation research; (5) future strategic highway research; (6) surface transportation congestion solutions research; and (7) commercial remote sensing products and spatial information technologies. Intelligent Transportation Systems Act of 2004 - Directs the Secretary to conduct an ongoing intelligent system transportation program to research, develop, and operationally test and advance nationwide deployment of intelligent transportation systems as a component of the U.S. surface transportation systems. Incorporates Federal Highway Administration and Federal Transit Administration planning provisions. Reauthorizes the hazardous materials transportation program. Makes the guaranteed funding levels provided under this Act dependent on identifying additional budgetary resources.

Expresses the outrage of the House of Representatives that the American Association of Retired Persons (AARP) has reneged on its pledge and is abandoning seniors by supporting the Republican Medicare prescription drug bill. Urges seniors to hold the AARP accountable for its actions. Urges AARP to reverse its decision immediately and oppose the Republican prescription drug bill.

Deplores the development by Iran of a nuclear weapons program and the failure of the Government of Iran to report material, facilities, and activities to the International Atomic Energy Agency (IAEA) in contravention of its obligations under the safeguards convention it signed in connection with the Nuclear Non-Proliferation Treaty (Treaty). Concurs with the conclusion of the Department of State that Iran is pursuing a program to develop nuclear weapons. Calls on the President to use all appropriate means to prevent Iran from acquiring nuclear weapons, with particular attention to the needs of the IAEA for information and access, including information concerning gas centrifuges and the conduct of uranium conversion experiments. Calls on Russia to suspend all nuclear cooperation with Iran until Iran fully complies with a specified IAEA resolution, with particular attention to spent fuel. Calls on the IAEA to declare Iran in violation of the Treaty. Calls on the United Nations Security Council to consider immediately the passage of a Security Council resolution or the taking of other actions that may be necessary to impose diplomatic and economic sanctions against Iran if it fails to meet its obligations to the IAEA. Calls on the Government of Iran to cease all efforts to acquire nuclear fuel cycle capabilities and to end the enrichment and processing of uranium until it is able to provide specific, verifiable assurances that it is not engaged in a clandestine nuclear weapons program.

College Affordability and Accountability Act - Amends the Higher Education Act of 1965 (HEA) to require State maintenance of effort in providing funding to public institutions of higher education (IHEs). Requires all IHEs to plan, engage in, and report on cost containment strategies. Authorizes the Secretary of Education to conduct research on such strategies. Directs the Secretary to publish an annual report on college affordability and to disseminate certain data, including the net price tuition index (NTPI) for each IHE through a college price calculator on an enhanced college opportunities on line (COOL) website. Establishes a Pell Plus program to provide an increased award to each Pell Grant recipient at IHEs that maintain specified types of: (1) low tuition; (2) guaranteed tuition; or (3) affordable tuition. Establishes a program of grants for cooperative education for IHEs that restrain tuition increases. Authorizes grants and contracts for cooperative education demonstration and innovation projects, training and resource centers, and research. Directs the Secretary to commission the National Research Council to study the viability of developing and implementing standards in environmental, health, and safety areas to provide for differential regulation of: (1) industrial laboratories and facilities; and (2) research and teaching laboratories. Authorizes the Secretary to select IHEs, IHE systems, or IHE consortia for voluntary participation in an articulation agreement demonstration program to specify the acceptability of courses in transfer toward meeting specific degree requirements, as a means to lower tuition prices for students. Directs the Advisory Committee on Student Financial Assistance to convene a task force of experts, representative of key constituents in higher education, to: (1) determine the best methods to finance higher education in the long-term; (2) help public institutions utilize long-term budgeting to plan for the future; (3) review the trends of financing of higher education; and (4) define the role played by the States, the Federal Government, families, and outside entities in financing higher education, and determine the best methods to strengthen this partnership.

Hepatitis C Epidemic Control and Prevention Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to develop and implement a plan for the prevention, control, and management of hepatitis C virus (HCV), which shall include strategies for education and training, surveillance and early detection, and research. Directs the Secretary to: (1) conduct a biennial plan assessment; (2) support voluntary State, local, and tribal HCV testing and counseling programs; (3) provide for the vaccination of HCV-infected individuals against hepatitis A and B and other infectious diseases; (4) support the establishment and maintenance of HCV surveillance databases; and (5) establish and support a Hepatitis C Clinical Research Network. Authorizes the Secretary to award grants to States, political subdivisions of States, Indian tribes, or nonprofit entities to carry out activities under this Act. Storm Water Abatement Act - Amends the Federal Water Pollution Control Act to permit States to use funds from grants for nonpoint source management programs for projects or activities relating to phase II storm water program implementation, including management programs.

Amends the Internal Revenue Code to provide, as a general rule, for the exclusion from unrelated business taxable income gain or loss from the qualified sale, exchange, or other disposition of any qualifying brownfield property by an eligible taxpayer.

Condemns the terrorist attacks in Istanbul, Turkey, on November 15, 2003. Expresses condolences to the families of the individuals murdered in the attacks and expresses sympathies to the individuals injured. Conveys hope for the rapid and complete recovery of all such injured individuals. Urges the United States, Turkey, and all other countries to stand united against terrorism that targets the civilized world and to work together to bring to justice the perpetrators of such attacks.

International Human Rights Equality Resolution - Condemns all violations of internationally recognized human rights norms based on the real or perceived sexual orientation or gender identity of an individual. Recognizes that the protection of sexual orientation and gender identity is not a special category of human rights, but is fully embedded in the overall human rights norms set forth in international law, including the international conventions to which the United States is a party. Affirms that: (1) human rights abuses abroad based on sexual orientation and gender identity should be punished without discrimination and classified as crimes; and (2) such violations should be given the same consideration and concern as human rights abuses based on other grounds. Commends the United Nations and nongovernmental human rights organizations, including Amnesty International, Human Rights Watch, and the International Gay and Lesbian Human Rights Commission, for documenting the ongoing abuses of human rights on the basis of sexual orientation and gender identity. Calls on the Department of State to: (1) continue to improve its documentation of human rights abuses on the basis of sexual orientation and gender identity; (2) give such violations the same consideration and concern as all other human rights abuses; and (3) develop a comprehensive strategy to combat such abuses abroad.

Home Energy Generation Act - Amends the Public Utility Regulatory Policies Act of 1978 to require that: (1) each retail electric supplier make available an electric energy meter capable of net metering to certain retail customers that have installed an energy generation unit intended for net metering; and (2) rates, charges, and contract terms for electric energy sales to customer-generators be the same as those that would be applicable if the customer-generator did not own or operate a qualified generation unit and use a net metering system. Prescribes the manner in which such retail electric suppliers shall calculate the net energy measurement and billing for a customer using a net metering system. Subjects qualified generation units and net metering systems to specified safety, performance, and reliability standards. Authorizes the Federal Energy Regulatory Commission (FERC) to: (1) adopt additional control and testing requirements for customer-generators necessary to protect public safety and system reliability; and (2) prohibit additional charges by electric suppliers and local distribution systems for equipment or services for safety or performance additional to those necessary to meet such standards. Sets a deadline for FERC to promulgate: (1) model standards for the physical connection between local distribution systems and qualified generation units and other specified electric generation units; and (2) regulations ensuring simplified contracts will be used for the interconnection of electric energy by electric energy transmission or distribution systems and generating facilities with a power production capacity of 250 kilowatts or less.

Civilian Volunteer Service Reserve Act - Requires the Secretary of Homeland Security to establish the Civilian Volunteer Service Reserve to respond to domestic or international emergencies or other circumstances determined by the President. Permits a U.S. citizen or legal resident over the age of 18 to enroll for a five-year commitment in the Reserve during which he or she shall be expected to serve in a full-time active duty status for 6 months. Authorizes the President to issue a voluntary call of action as an executive order to mobilize members of the Civilian Reserve to active duty status in times of emergency. Allows members of the Civilian Reserve to accept or decline a call to action except under extreme circumstances that require mandatory mobilization. Prescribes benefits and reemployment protection for members serving in full-time active duty status.

Urges Japan to honor its commitments under the Market-Oriented Sector-Selective (MOSS) Agreement on Medical Equipment and Pharmaceuticals by: (1) reducing regulatory barriers to the approval and adoption of new medical technologies; (2) establishing reasonable agency performance goals for premarket approvals and an appropriate, risk-based postmarket system consistent with globally accepted practices; (3) actively promoting pricing policies that encourage innovation; (4) implementing fair and open processes and rules that do not disproportionately harm United States medical technology products; and (5) providing opportunities for consultation with trading partners.

Seeds for Soldiers Act - Authorizes the Administrator of the Small Business Administration (SBA), using loan authority under the Small Business Act, to make loans to small businesses owned and controlled by veterans. Allows such loans to be made for any business purpose, including the refinancing of outstanding business debt. Defers loan principal payments for one year after loan issuance. Prohibits the total amount outstanding and committed to a borrower from exceeding $3 million. Provides conditions under which the Administrator may participate in SBA-guaranteed loans to such businesses, including collection of a loan guarantee fee. Terminates the loan authority at the end of 2005. Directs the Administrator to make grants to small business development centers to enable such centers to provide to veterans a program of assistance that includes training in a vocational or technical trade and entrepreneurial assistance in establishing and operating a small business that provides services in such trade. Provides a minimum grant amount of $500,000.

Memorial to Noncitizen Patriots Act - Directs the Secretary of the Army to construct within Arlington National Cemetery, Virginia, a memorial marker honoring the service and sacrifice of noncitizens killed in the line of duty while serving in the U.S. armed forces. Authorizes the Secretary of Veterans Affairs to accept gifts and donations for such purpose.

Chiropractic Health Parity for Military Retirees and Dependents Act - Directs the Secretary of Defense, no later than July 31, 2004, to complete development of a plan to provide chiropractic health care services and benefits, as a permanent part of the TRICARE program (a Department of Defense managed health care program), for covered beneficiaries. Requires plan implementation by December 31, 2004.

Keep Our Promise to America's Military Retirees Act - Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide Federal Employees Health Benefits (FEHB) coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member. Directs the Secretary to reimburse such eligible persons for pharmacy benefits received from a pharmacy that is not a TRICARE (Department of Defense managed health care plan) network pharmacy in the same manner as the Secretary would reimburse such person for such benefits received from a TRICARE network pharmacy. Requires such persons, in order to receive such reimbursement, to submit a certification from their physician stating that the person does not have access to a TRICARE network pharmacy due to physical or medical constraints. Amends title XVIII (Medicare) of the Social Security Act to waive the monthly part B premium (Supplementary Medical Insurance Benefits for the Aged and Disabled) with respect to: (1) an individual who is entitled to military retired or retainer pay based upon service that began before December 7, 1956; and (2) the spouse, widow, or widower of such individuals.
