TABLE OF CONTENTS: Title I: Retirement Savings Incentives Subtitle A: Restoration of IRA Deduction Subtitle B: Nondeductible Tax-Free IRAs Title II: Penalty-Free Distributions Title III: Aid to Families with Dependent Children Savings and Investment Incentive Act of 1994 - Title I: Retirement Savings Incentives - Subtitle A: Restoration of IRA Deduction - Amends the Internal Revenue Code to remove the limitation on the deductibility of contributions to individual retirement plans (IRAs) by active participants in employer-maintained plans, thereby restoring the IRA deduction. Provides an inflation adjustment after 1995. Allows certain spouses a full deduction for contributions to an IRA. Subtitle B: Nondeductible Tax-Free IRAs - Allows individuals to establish individual retirement plus (IRA Plus) accounts with tax treatment similar to that for individual retirement plans. Makes contributions to such accounts nondeductible. Title II: Penalty-Free Distributions - Allows distributions from certain retirement plans without penalty to purchase first homes, pay higher education expenses and financially devastating medical expenses, and assist certain unemployed individuals. Title III: Aid to Families with Dependent Children - Amends part A (Aid to Families with Dependent Children) (AFDC) of title IV of the Social Security Act to exclude from AFDC eligibility determinations certain income and resources that are to be used for education, training, and employability purposes. Requires the Secretary of Health and Human Services to report to the Congress on a revision of the AFDC limit on automobiles in order to increase the employability of AFDC recipients.

Family Service Center Act of 1994 - Authorizes the Secretary of Health and Human Services to authorize States to conduct demonstration projects to coordinate the administration of services to needy families with children, including: (1) Aid to Families With Dependent Children (AFDC); (2) child support enforcement; (3) the food stamp program; (4) the Special Supplemental Food Program for Women, Infants, and Children (WIC); (5) the maternal and child health block grant program; (6) Medicaid; (7) substance abuse treatment programs; (8) JOBS programs under the Job Training Partnership Act; (9) mental health programs; (10) housing programs; (11) programs for the developmentally disabled; and (12) other State programs offering services for children, youth, or needy families with children. Requires the Secretary to ensure that, as a group, such demonstration projects serve urban, rural, and linguistically and culturally diverse clients and include the broadest possible range of services. Specifies other program requirements. Requires the Secretary to make three-year grants (renewable for another three years) to States to carry out such a project. Requires each State conducting a demonstration project to report to the Secretary on: (1) Federal, State, and local administrative policies and laws identified as impediments to the coordination of the delivery of services to needy families with children; and (2) measures the State has taken or intends to take to eliminate or reduce such impediments.

Requires disclosure of information that can be reasonably separated from excepted information. Amends the National Security Act of 1947 to provide that the exemption from public disclosure authorized under such Act for operational files of the Central Intelligence Agency shall not apply to information regarding Nazi war crimes participants.

Urges the President to: (1) unilaterally take action to strengthen sanctions against countries which support international terrorism and to strengthen U.S. efforts against radical Islamic groups which engage in terrorist acts; (2) work to place the issue of international terrorism on the agenda for the next summit meeting of the leaders of the G-7 group of nations; and (3) convene a conference on international terrorism and intensify and coordinate an effective international response and sanctions against countries which support international terrorism. Requests the President to work to bring the issue of international terrorism before the Organization of American States as a priority issue and to provide technical support and assistance to the countries of the Americas to improve their intelligence and investigative capacity to counter threats and acts of international terrorism.

Amends title IV (Aid to Families With Dependent Children) (AFDC) to specify procedures for establishing paternity for non-hospital birthing centers. Requires the responsible State agencies to include on birth certificates the name and social security account number (if available) of each parent. Requires development of an affidavit for the voluntary acknowledgement of paternity. Requires State procedures providing that such an affidavit shall create a legal finding of paternity without further action upon the expiration of a 30-day challenge period following acknowledgement or notification of the results of genetic testing. Declares that the Congress encourages States to develop procedures in public hospitals and clinics to facilitate the acknowledgement of paternity. Conditions the payment of AFDC benefits on recipient cooperation in paternity establishment. Increases from 50 percent to 90 percent the basic rate required for substantial compliance with paternity establishment requirements. Sets forth formulae for the calculation of new requirements in States with between 50 and 90 percent and States with less than 50 percent Requires State procedures for prenatal paternity establishment efforts by State officials who become aware of a pregnant, unmarried recipient.

Child Support Enforcement Act of 1994 - Amends title IV (Aid to Families With Dependent Children) (AFDC) of the Social Security Act to require State laws to have in effect procedures for seizure of lottery winnings, settlements, and payouts and for the sale of forfeited property to pay child support arrearages. Requires State procedures prohibiting the issuance or renewal of certain professional, occupational, business, and driver's licenses to noncustodial parents who are: (1) delinquent in the payment of child support; or (2) the subject of an outstanding failure to appear warrant related to a child support proceeding on the State's crime information system. Provides for: (1) attachment of bank accounts to satisfy child support arrearages; and (2) the reporting of child support obligations to credit bureaus. Requires State procedures under which each parent of an individual is liable for the financial support of any child of that individual to the extent the individual is unable to provide such support.

Limits to $750,000 the total authorized expenses of the Commission. Requires the Comptroller General to audit Commission books and records in order to ensure compliance with such expense limit. Terminates the Commission 30 days after submission of its report.
