Expresses the sense of the Congress that the United States Trade Representative (USTR) should establish a new position of Assistant USTR for Small Business to promote exports by small businesses and to remove foreign impediments to such exports.

Directs the Secretary of Education to permit student loan borrowers under the Higher Education Act of 1965 to defer repayment during periods for which the borrower or a spouse is eligible for leave under the Family and Medical Leave Act of 1993. Requires the Secretary to publicize the availability of such deferment and of other deferments available to borrowers for whom repayment has caused or will cause economic hardship.

Declares that the United States should not establish diplomatic relations with the Government of the Socialist Republic of Vietnam until: (1) the demands of Venerable Thich Huyan Quang for the right of the Unified Buddhist Church to exist and function in Vietnam are fully met; (2) he and all other monks, as well as clergy of other religions, who have been detained for the nonviolent expression of dissent are released; (3) such Government abides by internationally accepted standards of religious liberty as outlined in the United Nations Declaration on the Elimination of All Forms of Intolerance and of Discrimination Based on Religion or Belief, including freedom of conscience and belief and freedom to worship, teach religion, train and appoint clergy, publish and express religious views, and meet with coreligionists abroad; and (4) other major issues of concern in U.S. bilateral relations with Vietnam have been fully resolved.

Yellowstone National Park 125th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to: (1) mint and issue coins to commemorate the 125th anniversary of Yellowstone National Park; and (2) distribute 25 percent of the surcharges received from coin sales to the Secretary of the Interior for the Park, 25 percent to the Secretary for the National Park Service, and 50 percent to the Treasury for the sole purpose of reducing the national debt.

Expresses the sense of the Congress that: (1) it should be U.S. policy to encourage leaders in the Middle East to consider establishing a Conference on Security and Cooperation in the Middle East, modeled on the Conference on Security and Cooperation in Europe; and (2) the U.S. Government should consult with the interested parties, including the Government of the Russian Federation, to explore the possibilities for its establishment.

Great Falls Preservation and Redevelopment Act of 1993 - Establishes the Great Falls Historic District in Paterson, New Jersey, to be administered by the Secretary of the Interior. Authorizes the Secretary to enter into cooperative agreements with: (1) nonprofit entities for the purchase of property or easements, emergency stabilization, and the establishment of a coordinated fund to carry out this Act; (2) property owners for the preservation and interpretation of properties of historical or cultural significance; and (3) the State of New Jersey for rescue, firefighting, and law enforcement services in the District. Authorizes appropriations.

Health Care Antitrust Improvements Act of 1993 - Exempts from the antitrust laws specified "safe harbor" activities listed in, or designated by the Attorney General pursuant to, this Act. Sets forth provisions regarding the award of attorney's fees and costs of suit to the prevailing party in an action based on a claim involving activity found to be exempt. Lists as safe harbors specified: (1) activities relating to health care services of combinations of health care providers with market share below a specified threshold; (2) activities of medical self-regulatory entities relating to standard setting or enforcement activities not conducted for purposes of financial gain; (3) participation of a health care provider in a written survey of the prices of services, reimbursement levels, or the compensation and benefits of employees and personnel; (4) activities relating to health care joint ventures for high technology and costly equipment and services; (5) activities relating to hospital mergers; (6) joint purchasing arrangements; and (7) negotiations. Directs the Attorney General to publish a notice in the Federal Register soliciting proposals for additional safe harbors. Sets forth criteria in establishing safe harbors, including: (1) the extent to which a competitive or collaborative activity will accomplish an increase in health care access and quality, the establishment of cost efficiencies, and increased ability of health care facilities to provide services in medically underserved areas or to underserved populations; and (2) whether designation as a safe harbor will result in specified desirable outcomes. Directs the Attorney General to issue certificates of review for providers of health care services and to assist persons in applying for such certificates. Sets forth procedures regarding applications for, revocation of, and review of determinations regarding, such certificates. Limits the disclosure of information. Sets forth provisions regarding notifications providing for a reduction in certain penalties under the antitrust laws for health care cooperative ventures. Directs the Attorney General to periodically review the safe harbors and certificates of review. Establishes within the Department of Health and Human Services an Office of Health Care Competition Policy.

Let's Protect Our Seniors Act of 1993 - Amends the Federal criminal code to provide for the doubling of terms of imprisonment for crimes committed against persons who have attained age 65. Directs the United States Sentencing Commission to amend the sentencing guidelines as necessary to reflect such change.

United States Military Academy Bicentennial Commemorative Coin Act of 1993 - Directs the Secretary of the Treasury to issue five-dollar gold coins, one-dollar silver coins, and half dollar clad coins emblematic of the U.S. Military Academy. Mandates that surcharges collected from coin sales be paid to the Association of Graduates, U.S. Military Academy, to assist its efforts to provide direct support to the Corps of Cadets, U.S. Military Academy.

Amends the Rules of the House of Representatives to change the waiting period from three to five calendar days before the House can consider a measure or matter reported from any committee, a general appropriation bill, or a conference report. Repeals provisions making the waiting period for consideration of a conference report inapplicable during the last six days of a congressional session. Prohibits the Committee on Rules from reporting any rule or order that waives provisions of this Act by a vote of less than two-thirds of the Members present.

Child Care Availability Incentive Act - Amends the Internal Revenue Code to allow a tax credit (as part of the general business credit) for employers who provide qualified day care centers for the use of their employees.

Expresses the sense of the Congress that the United States should: (1) seek an international agreement to ban the deliberate ocean dumping of low-level radioactive waste and encourage a periodic international scientific review of the environmental impacts of such dumping; and (2) urge all nations to comply with existing and future international agreements prohibiting the deliberate ocean dumping of low- and high-level radioactive waste.

Amends the Internal Revenue Code to allow an individual income tax deduction for contributions to a savings account established to pay the educational expenses (tuition, supplies, meals, and lodging) of the taxpayer's child or certain other relatives at an institution of higher education or a vocational school. Limits the deduction to $1,500 annually (adjusted for inflation) for each account. Disallows the deduction for contributions to an account maintained for any individual aged 19 or older. Requires any account balance to be distributed after the beneficiary attains age 30. Permits an exclusion from the gross income of the contributor or the beneficiary of account distributions used to pay educational expenses of the latter. Exempts an account from taxation (except for the tax on unrelated business income of a charitable organization), unless a contributor or the beneficiary engages in specified prohibited transactions. Imposes a ten percent surtax on distributions not used for educational purposes. Requires the account trustee to report to the Secretary of the Treasury and to the account's beneficiary concerning the account. Imposes a penalty for failure to report. Allows taxpayers who do not otherwise itemize deductions to deduct for contributions to an education savings account. Imposes penalty taxes in connection with excess contributions or prohibited transactions associated with an account. Exempts from annual contribution limitations distributions from education savings accounts into individual retirement accounts. Excludes from gross income distributions from individual retirement accounts into education savings accounts.

Anti-Boycott Resolution of 1993 - Urges members of the Arab League to dismantle the primary, secondary, and tertiary boycott of Israel and issue the necessary laws, rules, and regulations to ensure that U.S. firms have free and open access to Arab markets regardless of their business relationship with Israel. Urges the U.S. Government to continue to raise the boycott as an unfair trade practice in every appropriate international trade forum. Expresses the sense of the Congress that the end of the Arab League boycott of Israel is of great urgency to the U.S. Government and will continue to be a priority issue in all bilateral relations with participating nations until its complete dissolution.

Establishes within the Department of the Interior the Presidio Corporation to manage the leasing, maintenance, rehabilitation, repair, and improvement of the following properties within the Presidio in California leaseholds to which shall be transferred under this Act to the Corporation by the Secretary of the Interior: (1) the Letterman-LAIR complex; (2) Fort Scott; (3) Main Post; (4) Cavalry Stables; (5) Presidio Hill; (6) Wherry Housing; (7) East Housing; (8) the structures at Crissy Field; and (9) such other buildings within the Presidio as the Secretary determines appropriate. Requires the Corporation to establish competitive bidding procedures for issuance of leases and contracts under this Act. Reverts all interests and assets of the Corporation to the United States in the event the Corporation fails or defaults. Authorizes appropriations.

Smoke-Free Environment Act of 1993 - Amends the Public Health Service Act to add a new title on smoke free environments. Requires the responsible entity for each public facility to adopt, implement, and post a policy prohibiting smoking in the facility and on facility property in the immediate vicinity of the facility's entrance. Allows designated smoking areas if: (1) the area is ventilated to exhaust directly to the outside; and (2) nonsmoking individuals do not have to enter the area for any purpose. Allows enforcement actions by any aggrieved person, any State or local government agency, or the Administrator of the Environmental Protection Agency. Provides for civil monetary penalties.

Three-Time Loser Act of 1993 - Amends the Federal criminal code to require a court to sentence a defendant convicted of a Federal violent felony to life imprisonment if the defendant had previously been convicted of two or more other violent felonies, at least two of which occurred during separate criminal episodes. Specifies that this Act shall not be construed to prevent the imposition of the death penalty.

Authorizes the Secretary of Agriculture (Secretary) to enter into agreements with other Federal agencies to acquire firefighting goods and services without regard to certain commercial contracting provisions. Directs the Secretary to report to the Congress on Forest Service and Department of Agriculture firefighting capabilities and methods.

Guam and the Northern Marianas Commemorative Coin Act - Directs the Secretary of the Treasury to issue one-dollar coins emblematic of the American forces that liberated Guam and the Northern Mariana Islands in World War II. Requires payment of surcharges received from the coin sales to the Secretary of the Interior to construct a visitors center and museum at: (1) the War in the Pacific National Historical Park on Guam; and (2) the American Memorial Park on Saipan.

Crime Victims' Restitution Act of 1993- Amends the Federal criminal code to require (current law authorizes) the court to order restitution of the victim when a convicted defendant is being sentenced for specified offenses. Authorizes a court to order restitution of any person who, as shown by a preponderance of the evidence, was harmed physically, emotionally, or pecuniarily by unlawful conduct of the defendant during the offense or during the course of a scheme, conspiracy, or pattern of unlawful activity related to the offense. Directs the court: (1) to order restitution in the full amount of the victim's losses without consideration of the economic circumstances of the offender or the fact that a victim is entitled to receive compensation from insurance or any other source; and (2) upon determination of the amount owed to each victim, to specify in the restitution order the manner of, and schedule for, restitution in consideration of the financial resources and other assets, projected earnings and other income, and financial obligations of the offender. Specifies that: (1) a restoration order may direct the offender to make a single, lump-sum payment, partial payments at specified intervals, or such in-kind payments as may be agreeable to the victim and the offender; and (2) such in-kind payments may be in the form of the return or replacement of property, or services rendered to the victim or another person or organization. Provides that when the court finds that more than one: (1) offender has contributed to the loss of a victim, the court may make each offender liable for payment of the full amount or may apportion liability among the offenders to reflect the level of contribution and economic circumstances of each offender; and (2) victim has sustained a loss requiring restitution by an offender, the court shall order full restitution of each victim but provide for different payment schedules to reflect the economic circumstances of each victim. Sets forth provisions regarding: (1) compensation with respect to losses from insurance or other sources; (2) set-offs against amounts later recovered as compensatory damages by the victim in Federal and State civil proceedings; and (3) payment by the offender to the clerk of the court for accounting and payment in accordance with this Act. Specifies that a restitution order shall constitute a lien against all property of the offender. Makes compliance with a restitution order a condition of any probation, parole, or other form of release of an offender. Specifies actions the court may take, including revocation of probation or supervised release, if a defendant fails to comply. Provides for enforcement of restitution orders. Authorizes: (1) a victim or the offender to petition the court to modify a restitution order in view of a change in the economic circumstances of the offender; and (2) the court to refer any issue arising in connection with a proposed restitution order to a magistrate or special master for proposed findings of fact and recommendations as to disposition, subject to a de novo determination of the issue by the court.

Low-Income Housing Preservation Act of 1993 - Amends the Internal Revenue Code to provide a 15-year recovery period for the depreciation deduction for new investments to rehabilitate qualified low-income housing projects. Exempts a specified amount of such rehabilitation costs from the passive loss limitations.

Passport and Visa Offenses Penalties Improvement Act of 1993 - Amends the Federal criminal code to increase penalties for passport and visa-related offenses. Sets a maximum term of imprisonment for specified passport and visa-related offenses of: (1) 15 years, if committed to facilitate a drug trafficking crime; and (2) 20 years, if committed to facilitate an act of international terrorism. Provides for the civil forfeiture of property used in committing such an offense or an offense involving forgery or false use of a passport or fraud and misuse of visas, permits, and other documents.

1995 Franklin Delano Roosevelt Commemorative Coin Act - Directs the Secretary of the Treasury to issue commemorative one-dollar silver coins bearing a likeness of Franklin Delano Roosevelt. Requires the Secretary to distribute proceeds from surcharges ($10 per coin) in equal allocations to: (1) the National Park Foundation Restricted Account for the Franklin Delano Roosevelt Memorial; and (2) the National Park Service Restricted Construction Account for the Franklin Delano Roosevelt Memorial.

Veterans Adjudication Procedures Act of 1993 - Directs the Secretary of Veterans Affairs to provide that, under the work rate standards that apply to Department of Veterans Affairs employees who adjudicate claims for benefits that have been submitted to the Secretary, such employees shall not receive credit for work on a claim until the claim decision becomes final. Requires the Secretary to report annually to the Congress the status of claims for benefits before the Department during the preceding fiscal year, including the average length of time required for such adjudications. Requires a rating official to make the initial determination of the Secretary on all original and reopened claims filed with the Secretary. Allows a single member (currently three) of the Board of Veterans' Appeals to be assigned to and make a determination on a proceeding before such Board. Makes such decision final unless the Chairman of such Board orders reconsideration, in which case three other Board members must hear the proceeding. Subjects decisions made by the Secretary or the Board to revision or reversal on the grounds of clear and unmistakable error.

Federal Law Enforcement Animal Protection Act of 1993 - Amends the Federal criminal code to set penalties for willfully killing, harming, or attempting to kill or harm any animal being used by a Federal law enforcement officer in the discharge of that officer's duties.

Child Protection Act of 1993 - Requires each State to: (1) establish and maintain a program requiring persons convicted of a sex offense against a child victim to register a current address and other information deemed relevant by the Attorney General with a designated State law enforcement agency for 20 years after being released from prison or otherwise being freed from detention after the conviction becomes final; and (2) permit members of the public to inquire whether any registered offenders live in their vicinity and whether a named individual is so registered. Directs the Attorney General to establish guidelines for State registration programs, which shall include: (1) a requirement that the State obtain the fingerprints, physical description, and current photographs of each registered person; (2) annual updating of the registry information by each registered person; (3) criminal penalties for failing to comply with the registration requirements; and (4) a toll-free telephone number through which residents of the State may make inquiries. Sets forth provisions regarding: (1) State reporting requirements (and requires the Attorney General to publish an annual summary of convictions for sex offenses involving children, based on reported information); and (2) sanctions for noncompliance by a State. Requires: (1) a State to permit qualified entities to obtain from an authorized State agency a nationwide background check for the purpose of determining whether there is a report that a provider has been convicted of a background check crime; and (2) the Attorney General to provide to authorized State agencies information possessed by the Department of Justice that would enable the agency to make a background check (but assuring the currency and accuracy of the information and that the States maintain procedures to permit providers to check and correct information relating to them).

Amends Federal law with respect to the Civil Service and Federal Employees' Retirement Systems to provide that certain requirements relating to reemployed annuitants shall not apply with respect to postal retirees who are reemployed, on a temporary basis, as rural postmasters or rural letter carriers.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to revise the limitation on payment of OASDI benefits to prisoners to prohibit the payment of such benefits to all individuals imprisoned throughout at least one month upon conviction of a criminal offense, regardless of the prisoner's participation in a rehabilitation program. Amends SSA title XVI (Supplemental Security Income) (SSI) to make the same changes with respect to the payment of SSI benefits to such individuals.

Directs the Secretary of Agriculture to replace the Modular Airborne Fire Fighting System (System). Repeals the Helium Act. Directs the Secretary of the Interior to: (1) sell related property and helium reserves; and (2) transfer the proceeds to the Secretary of Agriculture to pay for replacement of the System.

Domestic Violence Identification and Referral Act of 1993 - Amends the Public Health Service Act to require certain health professions entities to train students in the identification and referral of victims of domestic violence. Decreases funding to entities that fail to provide such training.

Women's Health Services Act of 1993 - Amends title XVIII (Medicare) of the Social Security Act to: (1) provide for coverage under Medicare part B (Supplementary Medical Insurance) of bone mass measurements and annual screening mammography for women over age 64; and (2) make permanent the coverage of certain osteoporosis drugs under such part.
