Supplemental Nutrition Assistance Program for the Jobless Act of 2010 - Amends the Recovery and Reinvestment Act of 2009 to provide that: (1) through September 30, 2011, eligibility for supplemental nutrition assistance program (formerly the food stamp program) benefits shall not be limited by certain work-related provisions unless an individual does not comply with specified state work program provisions; and (2) beginning on October 1, 2010, with respect to such work-related provisions, a state agency shall disregard any period during which an individual received supplemental nutrition assistance program benefits prior to October 1, 2011.

Permanent Prevention of Asian Carp Act of 2010 - Directs the Secretary of the Army, acting through the Chief of Engineers, to study the watersheds of the Illinois, Chicago, and Calumet Rivers, including their tributaries, that drain directly into Lake Michigan to determine the feasibility and best means of implementing the hydrologic separation of the Great Lakes and the Mississippi River Basins to prevent the introduction or establishment of populations of aquatic nuisance species between the Great Lakes and Mississippi River Basins through the Chicago Area Water System (CAWS) and other aquatic pathways. Requires the study to: (1) include options to address flooding, Chicago wastewater and stormwater infrastructure, waterway safety operations, and barge and recreational vessel traffic alternatives; and (2) contain a detailed analysis of the environmental benefits and costs of each option. Directs: (1) the Secretary to carry out this Act at federal expense; and (2) the President, or the Council on Environmental Quality as a designee of the President, to oversee the study to ensure its thoroughness and timely completion.

Community Mental Health and Addiction Safety Net Equity Act of 2010 - Amends the Public Health Service Act to replace community mental health centers with federally qualified behavioral health centers which treat substance abuse in addition to mental illness and other conditions. Amends title XIX (Medicaid) of the Social Security Act to extend Medicaid coverage to federally qualified behavioral health center services. Directs the Institute of Medicine to: (1) evaluate for Congress the combined paperwork burden of federally qualified behavioral health centers; and (2) analyze and report to Congress on the compensation structure of professional and paraprofessional personnel employed by federally qualified behavioral health centers nationwide as compared with the compensation structure of comparable health safety net providers and relevant private sector health care employers.

Expresses support for the designation of National Prostate Cancer Awareness Month. Declares that steps should be taken to: (1) raise awareness about prostate cancer screening and treatment; (2) support research so that the screening and treatment of prostate cancer may be improved and the causes of, and a cure for, prostate cancer may be discovered; and (3) improve access to, and the quality of, health care services for detecting and treating prostate cancer.

Directs the Secretary of Health and Human Services (HHS) to establish a demonstration project under title XVIII (Medicare) of the Social Security Act (SSA) to evaluate the benefits of providing payment for items and services needed for the administration, within the homes of Medicare beneficiaries, of intravenous immune globin (IVIG) for the treatment of primary immune deficiency diseases. Amends SSA title XVIII to treat as durable medical equipment (DME) any disposable drug delivery systems, including elastomeric infusion pumps, for the treatment of colorectal cancer.

Prevention of Interstate Commerce in Animal Crush Videos Act of 2010 - Amends the federal criminal code to revise provisions prohibiting knowingly creating, selling, or possessing a depiction of animal cruelty to prohibit knowingly and for the purpose of commercial advantage or private financial gain selling or distributing an animal crush video in interstate or foreign commerce. States that such prohibition does not prohibit the sale or distribution of any visual depiction of hunting, trapping, fishing, or customary and normal veterinary or agricultural husbandry practices. Defines "animal crush video" as any obscene photograph, motion-picture film, video recording, or electronic image that depicts actual conduct in which one or more living animals is intentionally crushed, burned, drowned, suffocated, or impaled in a manner that would violate a criminal prohibition on cruelty to animals in the federal or state jurisdiction in which the depiction is created, sold, distributed, or offered for sale or distribution.

Improving Nutrition for America's Children Act - Amends the Richard B. Russell National School Lunch Act and the Child Nutrition Act of 1966 to revise the school lunch and breakfast programs, the summer food service program, the child and adult care food program (CACFP), and the special supplemental nutrition program for women, infants, and children (WIC program). Reauthorizes appropriations for such programs through FY2015. Includes among such revisions: (1) encouraging the direct certification of children who receive other public assistance as eligible for free meals under the school lunch and breakfast programs; (2) establishing new mechanisms by which schools or local educational agencies (LEAs) with very high proportions of low-income children can receive federal reimbursement for free or reduced price meals under such programs without collecting individual paper applications from households; (3) establishing a program awarding competitive grants to states and, through them, competitive subgrants to LEAs to establish or expand the school breakfast program at low-income schools; (4) expanding the access of low-income rural areas to the summer food service program; (5) requiring updates to meal patterns and nutrition standards for the school lunch and breakfast programs based on recommendations made by the Food and Nutrition Board of the National Research Council of the National Academy of Sciences (NAS); (6) requiring the establishment of science-based nutrition standards for all foods sold in schools outside the school lunch and breakfast programs; (7) requiring LEAs participating in the school lunch and breakfast programs to establish local school wellness policies for their schools that include goals for nutrition promotion and education, physical activity and education, and other school-based activities that promote student wellness; (8) requiring reimbursable meals and snacks provided under the CACFP to meet the most recent Dietary Guidelines for Americans and certain authoritative scientific recommendations; (9) encouraging WIC program participants to breastfeed; and (10) requiring WIC electronic benefit transfer (EBT) systems to be implemented nationwide by October 1, 2020.

Aiding Those Facing Foreclosure Act of 2010 - Amends the Emergency Economic Stabilization Act of 2008 (EESA) to authorize the Secretary of the Treasury to use otherwise unobligated amounts under the Troubled Asset Relief Program (TARP) to enable nonprofit counseling intermediaries and nonprofit legal organizations to provide legal assistance to homeowners of owner-occupied homes consisting of from one to four dwelling units whose mortgages are in default or delinquency, in danger of default or delinquency, or subject to or at risk of foreclosure (including any deed in lieu of foreclosure or short sale).

Fresh Start Act of 2010 - Amends the federal criminal code to allow an individual convicted of a nonviolent criminal offense to file a petition for expungement of the record of such conviction. Allows expungement if such individual: (1) has never been convicted of any criminal offense other than the nonviolent offense for which expungement is sought; (2) has fulfilled all requirements of the sentence of the court, including payment of all fines, restitution, or assessments and completion of terms of imprisonment and probation; and (3) has remained free (if required by the court's sentence) from dependency on or abuse of alcohol or a controlled substance for at least one year. Requires the Attorney General to maintain an unaltered nonpublic copy of expunged criminal records, to be disclosed for limited purposes to federal, state, or local law enforcement agencies. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to increase by 5% grant funding under the Edward Byrne Memorial Justice Assistance Grant Program to states that implement expungement procedures substantially similar to the procedures enacted by this Act. Decreases such grant funding by 5% for states that fail to adopt expungement procedures.

Reduce Unnecessary Spending Act of 2010 - Amends the Impoundment Control Act of 1974 (ICA) to require the Office of Management and Budget (OMB) to transmit, within 45 days of a congressional session after the enactment of the funding in question, a message to Congress with specified information requesting any rescission the President proposes under the procedures in this Act. Prescribes requirements for timing and packaging of rescission requests. Authorizes OMB, subject to a specified time limit, to withhold funding from obligation temporarily if the President proposes a rescission. Prohibits the President from invoking such expedited procedures or such authority to withhold funding on more than one occasion for any Act providing funding. Sets forth procedures for expedited congressional consideration of proposed rescissions. States that, if budget authority or funding is rescinded under the ICA, the amount so rescinded shall revert to the fund whence it came (general fund, trust fund, special fund, revolving fund, and so on as applicable), except to the extent legislation specifies otherwise.

Amends Rule XI (Procedures of Committees and Unfinished Business) of the Rules of the House of Representatives regarding public disclosure by the Committee on Standards of Official Conduct of written reports and findings of the board of the Office of Congressional Ethics. Prohibits the Committee from making a public statement if the board transmits a report on a matter recommending its dismissal or that it is unresolved due to a tie vote. States that if the Committee establishes an investigative subcommittee respecting such matter, the board's report and findings shall not be made public until the Committee has taken its final vote on the subcommittee's conclusions. Requires: (1) the subcommittee to conclude its review within one year after the board transmits a report respecting any matter; and (2) the Committee to make public the report and findings upon conclusion of review of the matter if misconduct is found. Prohibits release of any report, however, if dismissal is recommended or if the matter is unresolved due to a tie vote. States that if, after receipt of a written report and any findings and supporting documentation regarding a referral from the board, or of a referral of the matter from the board to the Committee at the Committee's request, the Committee agrees to a request from an appropriate law enforcement or regulatory authority to defer taking action on the matter, then the Committee shall make no public disclosure unless and until it has acted on the matter. Provides that if a report regarding a board's referral is deemed frivolous by an affirmative vote of a majority of the members of the Committee, it may take such action as it, by such vote, considers appropriate in the circumstances. Revises procedures by which all board members, upon the request of two members, shall undertake a preliminary review of any alleged violation by a Member, officer, or employee of the House of any law, rule, regulation, or other standard of conduct. Requires the board's receipt of a sworn complaint from a citizen asserting personal knowledge of such alleged violation before commencement of such review. Requires the Office to seal all of its records respecting a matter immediately if the Committee: (1) votes to dismiss any matter as frivolous or unfounded that is referred from the board; and (2) orders the records sealed. Directs the board to amend its rules to define the standard of proof required to: (1) undertake a preliminary review; (2) commence a second-phase review of any matter under consideration; and (3) refer any matter to the Committee.

Start Healthy Habits Early Act - Amends the child and adult care food program (CACFP) under the Richard B. Russell National School Lunch Act. Requires the Secretary of Agriculture, at least once every ten years, to review and, as appropriate, update nutritional requirements for meals and snacks served under the CACFP to ensure that they meet the most recent Dietary Guidelines for Americans and promote the health of those served. Prohibits CACFP providers from using reimbursable meal service as a punishment or reward. Requires fluid milk served as part of a reimbursable meal or snack to meet the most recent Dietary Guidelines and appropriate authoritative scientific recommendations for young children. Allows nondairy substitutes to be served to children who cannot consume fluid milk, provided the substitutes are nutritionally equivalent to fluid milk and meet certain nutritional standards. Requires CACFP providers to make potable water available to children throughout the day, including at meal times. Directs the Secretary to provide technical assistance and guidance to CACFP providers and states regarding: (1) nutritional requirements; (2) age-appropriate physical activity and electronic media use by children; (3) parental involvement in nutrition and wellness initiatives; and (4) food choking hazards. Requires the Secretary to: (1) award competitive grants to states and, through them, subgrants to institutions participating in the CACFP to promote health and nutrition in child care settings; and (2) provide states and such institutions with best practices for implementing effective nutrition and wellness initiatives.

Honors the lives of the thousands of patriots, including innocent civilians, who died, were imprisoned, or otherwise dedicated their lives to achieving African independence. Commends the socioeconomic and political progress being made by these nations while acknowledging the associated challenges that many still face. Renews the commitment of the United States to help the people of sub-Saharan Africa to foster democratic rule and promote market-based economic growth and to alleviate the burden of poverty and disease that many in the region continue to face.

Youth Corps Act of 2010 - Amends the Workforce Investment Act of 1998 to authorize the Secretary of Labor to make grants to eligible public or private nonprofit agencies or organizations to carry out Youth Corps programs that utilize the Youth Corps model to provide eligible youth age 16 through 24 with education and work readiness training to enable them to find employment in the economy of the 21st century, and instill in them a sense of civic engagement and environmental stewardship. Defines "Youth Corps model" as a youth education and training program for which an eligible entity provides eligible youth, among other things, with stipended or paid work experience and basic and technical skills training leading to: (1) enrollment in postsecondary education or training; (2) attainment of an industry-recognized certification or credential; (3) meaningful employment in the economy of the 21st century; or (4) military service.

Haiti Private Sector Development Act - Authorizes the President, after congressional consultation, to designate one private, nonprofit organization as the American Enterprise Fund for Haiti to receive funds and support under this Act to promote: (1) Haitian private sector development, including microbusinesses and small businesses, the agriculture, finance, energy, construction, garment, and tourism industries, and U.S.-Haitian joint ventures; and (2) policies and practices conducive to Haitian private sector development through loans, equity investments, feasibility studies, grants, technical assistance, training, insurance, and guarantees. Authorizes the Fund to establish the America for Haitian Private Sector Development Foundation which shall develop programs to recruit qualified individuals from the United States, including the Haitian diaspora in the United States, to provide technical expertise to the Haitian government to support public functions and to fill capacity gaps in the Haitian government, especially at ministries that oversee the private sector and were disrupted by the January 12, 2010, earthquake. Requires the President to submit an annual report to Congress, through 2016, summarizing all reports available to the President that were prepared for the purpose of providing oversight and evaluation of earthquake recovery and redevelopment activities conducted by U.S. government agencies during the preceding year.

Educational Success for Children and Youth Without Homes Act of 2010 - Amends the McKinney-Vento Homeless Assistance Act's program of grants to states and, through them, subgrants to local educational agencies (LEAs) for the education of homeless youths to: (1) raise the minimum allotment for each state; (2) elaborate on the functions of each state's Office of the Coordinator for Education of Homeless Children and Youths; (3) elaborate on required state procedures for resolving disputes regarding the educational placement of homeless youth; (4) ensure that homeless youth do not lose credits earned in other schools and are not segregated into separate schools or programs within schools; (5) require states, LEAs, and schools to promote success for homeless youth by holding them to the same achievement standards as other students and removing barriers to their full participation in all classes and school activities; (6) list student-centered factors to be considered before an LEA places a homeless youth in a school; (7) require such schools to immediately enroll homeless youth despite unpaid fees or missed application or enrollment deadlines; (8) protect the privacy of information about a homeless youth's living situation; (9) require LEAs to coordinate services provided to homeless and disabled youth; (10) add to the duties of, and funding available to, LEA liaisons for homeless youth; (11) provide for the enrollment of homeless children in preschool programs; (12) require the Secretary of Education to establish or designate a Federal Office of the Coordinator for Education of Homeless Children and Youths; (13) authorize the Secretary to award grants or enter into contracts for evaluation, dissemination, and technical assistance activities for educational programs for homeless youth; and (14) triple authorized FY2010 appropriations from those authorized for FY2009. Establishes a separately funded Emergency Disaster Grant program which distributes funds to LEAs directly or through states to increase LEAs' capacity to respond to major disasters.

Child Safety, Care, and Education Continuity Act of 2010 - Authorizes the Secretary of Education to award grants to states and, through them, subgrants to local educational agencies (LEAs) and nonpublic schools for assistance in restarting school operations in major disaster areas. Protects LEAs from cuts in school improvement funds under the Elementary and Secondary Education Act of 1965 for the fiscal year following the fiscal year in which a major disaster occurs within their service area. Allows LEAs in states to which teachers and paraprofessionals relocate after a major disaster to consider such teachers and paraprofessionals to have met certain federal teaching standards if the state from which they came considered them to have met such standards. Authorizes the Secretary to waive or modify certain requirements relating to maintenance of effort, supplementary use of funds, and matching funds in providing educational assistance to entities affected by a major disaster. Directs the Secretary to provide temporary emergency impact aid to states and, through them, LEAs and Native American schools for the education of students displaced by a major disaster. Authorizes the Secretary to: (1) waive or modify requirements applicable to federal student aid programs under title IV of the Higher Education Act of 1965 (HEA) that are unreasonable due to the effects of a major disaster; (2) approve Teacher Quality Partnership Grants program modifications that assist states, LEAs, and institutions of higher education (IHEs) recruit and retain faculty for schools in major disaster areas; (3) modify, at the request of an affected institution or other grantee located in a major disaster area, required and allowable uses of funds under the HEA's TRIO, GEAR-UP, Strengthening Institutions, and Strengthening Historically Black Colleges and Universities programs, and any other competitive grant program; and (4) allow financial aid administrators to adjust the expected contribution of students and parents affected by a major disaster. Directs the Secretary to make special efforts to notify students and their parents who qualify for means-tested federal benefit programs of their potential eligibility for a maximum Pell Grant, provided such students attend an IHE affected by a major disaster. Authorizes the Secretary to enter into agreements to extend certain deadlines under the Individuals with Disabilities Education Act regarding the provision of special education and related services, including early intervention services, to individuals adversely affected by a major disaster. Directs the Secretary of Health and Human Services (HHS) to provide training and technical assistance, guidance, and resources to Head Start agencies located in a major disaster area or receiving a significant number of children from such an area. Authorizes the waiver of cost-sharing requirements for such agencies and documentation requirements for Head Start participants affected by a major disaster. Authorizes the Secretary of HHS to: (1) waive the application of specified provisions of the Child Care and Development Block Grant Act of 1990 to states affected by a major disaster or serving a significant number of individuals adversely affected by a major disaster; and (2) assist states in providing training, technical assistance, and guidance to child care providers who are serving such individuals. Requires each state that receives funds under such Act to develop a disaster plan. Requires the Administrator of the Federal Emergency Management Agency (FEMA) to encourage state and local governments to address child care services and facilities in their response and recovery plans, exercises, and training. Directs the Secretary of HHS to provide disaster guidance to states under titles XIX (Medicaid) and XXI (Children's Health Insurance Program [CHIP, formerly known as SCHIP]) of the Social Security Act regarding the requirement that states provide medical assistance to individuals who are residents of the state but are absent. Requires each state to provide disaster guidance to Medicaid and CHIP providers to ensure that low-income children displaced from their home state by a major disaster have continued access to health care services.

Healthy Communities through Helping to Offer Incentives and Choices to Everyone in Society Act of 2010 - Revises federal health law to address obesity, including through: (1) routine collection of data needed to calculate body mass index (BMI); (2) expansion of coverage for obesity under Medicare, Medicaid, and the Children's Health Insurance Program (CHIP, formerly known as SCHIP); (3) programs to promote healthy eating behaviors and physical activity; and (4) training of health care professionals on how to treat and prevent obesity and aid individuals who are obese or overweight. Amends the Richard B. Russell National School Lunch Act to expand the nutritional requirements of food offered through child and adult food programs. Includes a physical activity component for children's food programs. Sets forth provisions to expand physical activity through: (1) programs to connect children and families with the outdoors; (2) guidelines for physical education in elementary and secondary schools; (3) inclusion of physical education as a core academic subject in schools; (4) tax incentives for employer provided membership to athletic or fitness facilities; and (5) enrichment programs, such as summer camps, for children on Indian reservations and tribal lands. Sets forth provisions to improve knowledge of and access to healthy foods through: (1) educating consumers about physical activity and lifestyles; (2) infrastructure improvements to food programs; (3) expansion of retail food stores offering affordable, nutritious foods in underserved communities; and (4) expansion of urban community gardens. Authorizes the Secretary of Transportation (DOT) to make grants to assist local planning decisions and policies that increase the access of individuals to physical activity. Expands the program to provide safe routes to schools to include high school students. Authorizes the Secretary of Health and Human Services (HHS), acting through the National Center for Health Statistics, to provide for the: (1) collection of data for determining the fitness levels and energy expenditures of children and youth; and (2) analysis of data collected as part of the National Health and Nutrition Examination Survey and other data sources.

Recognizes the sacrifices made by such teachers. Supports the program's continuation. Encourages federal agencies and congressional offices to host Einstein Fellows and leverage the expertise of former Fellows. Recognizes the contributions of Einstein Fellows, past, present, and future.

Instructional Leadership Act of 2009 - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to award competitive grants to states, local educational agencies (LEAs), nonprofit organizations, institutions of higher education, or partnerships or consortia which include at least one of those entities to develop and implement innovative programs and sites (such as leadership development schools) to train school principals in instructional leadership skills. Requires the Secretary to award additional competitive grants to states or partnerships or consortia which include states for pilot programs that evaluate and promote the incorporation of instructional leadership standards into state principal certification or licensure. Directs the Secretary to establish a definition of "highly-qualified principal" that is based on reports from this Act's grantees and emphasizes instructional leadership standards. Requires the Secretary to award competitive grants to states and high-need LEAs or partnerships between such LEAs and certain educational entities to develop state-of-the-art principal induction programs that provide new principals a minimum of three years of extensive, high-quality, comprehensive induction into the field of school administration.

Haiti Economic Lift Program Act of 2010 - Amends the Caribbean Basin Economic Recovery Act (CBERA) (as amended by the United States-Caribbean Basin Trade Partnership Act, the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2006 [HOPE Act], and the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2008 [HOPE II]) to extend, in each succeeding one-year period through FY2020 (transition period), the duty-free treatment of certain imported knit apparel articles made in one or more Caribbean Basin Trade Partnership Act (CBTPA) beneficiary countries from yarns wholly formed in the United States. Extends, in each applicable one-year period through FY2020, the duty-free treatment of imported apparel articles made in Haiti or the Dominican Republic. Prescribes duty-free treatment also, without regard to the source of the fabric, fabric components, components knit-to-shape, or yarns from which the article is made, for specified apparel articles or made-up textile articles: (1) wholly assembled, or knit-to-shape, in Haiti from any combination of fabrics, fabric components, components knit-to-shape, or yarns; and (2) imported directly from Haiti or the Dominican Republic. Sets forth a special rule for certain woven articles and certain knit articles entered during FY2010 and succeeding one-year periods. Requires the Commissioner responsible for U.S. Customs and Border Protection to verify that such apparel articles imported into the United States are not being unlawfully transshipped into the United States. Revises requirements for one particular credit under the earned import allowance certificate program to reduce from three to two the number of square meter equivalents of qualifying woven fabric or qualifying knit fabric that the producer or entity controlling production can demonstrate that it purchased for the manufacture in Haiti of articles like or similar to any article eligible for preferential treatment. Extends the value-added rule for apparel articles and the special rule for certain wire harness automotive components. Directs the Commissioner to seek to send a rapid response team, as well as a support team, to Haiti to: (1) assess the short-term and long-term technical, capacity-building, and training needs of the authorities of the government of Haiti responsible for customs services; and (2) provide immediate assistance, particularly with respect to reestablishing full capacity for commercial port operations at the seaport at Port-au-Prince, facilitating trade between the United States and Haiti under CBERA, preventing unlawful transshipment of goods through Haiti to the United States, and otherwise strengthening cooperation between U.S., Haitian, and Dominican customs authorities. Declares the sense of Congress regarding regional cooperation and transshipment.

National Criminal Justice Commission Act of 2010 - Establishes the National Criminal Justice Commission. Directs the Commission to: (1) review all areas of the criminal justice system, including federal, state, local, and tribal governments' criminal justice costs, practices, and policies; (2) make findings regarding such review and recommendations for changes to prevent, deter, and reduce crime and violence, reduce recidivism, improve cost-effectiveness, and ensure the interests of justice at every step of the criminal justice system; (3) consult with government and nongovernment leaders, including the United States Sentencing Commission; and (4) submit a final report on its findings, conclusions, and recommendations to Congress, the President, and state, local, and tribal governments and make such report available to the public. Expresses the sense of Congress that the Commission should work toward unanimously supported findings and recommendations.

Girls Protection Act of 2010 - Amends the federal criminal code to impose a fine or five-year prison term, or both, on any U.S. citizen or alien admitted for permanent residence who knowingly transports in foreign commerce a girl under the age of 18 for the purposes of female genital mutilation.

America COMPETES Reauthorization Act of 2010 - Establishes, revises, and extends specified science, technology, education, and mathematics (STEM) programs, as well as engineering, research, and training programs. Authorizes appropriations for FY2011-FY2015 for: (1) the National Science Foundation (NSF); (2) the National Institute of Standards and Technology (NIST); and (3) the Department of Energy (DOE) for activities of the Office of Science.

Positive Reduction of Incarceration by Maximizing Education (PRIME) Act of 2010 - Directs the Attorney General, through the Director of the Office of Juvenile Justice and Delinquency Prevention, to establish national, regional, and local public awareness campaigns focused on promoting the advantages of continued education among youth.

Space to Schools Act of 2010 - Authorizes the Secretary of Education to implement a program to encourage individuals who are former employees of the National Aeronautics and Space Administration (NASA), its suppliers, or related contractors who have relevant work experience in the aerospace industry to pursue careers as elementary, secondary, or vocational school teachers. Sets forth educational background requirements for program participants. Requires program participants to enter into an agreement to: (1) obtain certification or licensing as an elementary, secondary, vocational, or technical school teacher, and to become a highly qualified teacher; and (2) accept an offer of full-time employment as an elementary, secondary, vocational, or technical school teacher for at least three school years and commit to teaching science, technology, engineering, or mathematics after obtaining such certification or licensing. Directs the Secretary to provide program participants with: (1) a stipend for use in obtaining certification or licensing; or (2) a larger bonus if they agree to perform their service in high-need schools. Requires the Secretary to establish an Advisory Board to oversee the program.

Amends the federal criminal code to impose a fine and/or maximum prison term of five years for anyone who knowingly sells or offers to sell an animal crush video in interstate or foreign commerce for commercial gain. States that this prohibition shall not be construed to prohibit the selling or offering to sell videos that depict hunting. Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Nutrition Education and Wellness in Schools Act or NEW Schools Act - Amends the Richard B. Russell National School Lunch Act to replace the nutrition promotion program with a program that requires local educational agencies (LEAs) to ensure that their local wellness policies: (1) include goals for nutrition and physical education, physical activity, on-campus food marketing and advertising, and other school-based activities that promote nutrition and wellness throughout the extended school day; (2) include plans for implementing, and measuring the implementation of, such policies; (3) require reimbursable school meals to meet certain nutritional guidelines; and (4) require the nutritional guidelines for nonreimbursable foods and beverages sold in schools to be in compliance with standards established by the Secretary of Agriculture. Requires each LEA, within two years of this Act's enactment and every three years thereafter, to complete and disseminate an assessment of their local wellness policy. Directs each LEA to designate a standing Local Wellness Policy Committee made up of education, health, and nutrition stakeholders to foster the integration of a local wellness policy that meets this Act's requirements with other health-related activities in the LEA's schools and community. Requires the Secretary to: (1) provide technical assistance and outreach to key state and local stakeholders to promote effective local wellness policies; and (2) prepare a report, in conjunction with the Director of the Centers for Disease Control and Prevention (CDC), on the implementation, strength, and effectiveness of local wellness policies. Amends the Child Nutrition Act of 1966 to replace the Team Nutrition Network program with The Wellness and Nutrition Network (TWNN) program providing grants to states to: (1) establish a comprehensive, integrated, and coordinated State Wellness and Nutrition Network; and (2) allocate grants to LEAs to promote and support healthy eating and physical activity programs, policies, or initiatives for children that participate in the child nutrition programs. Directs the Secretary to develop and implement a comprehensive and integrated national nutrition promotion and education strategy as part of TWNN.
