Congressional Accountability and Hush Fund Elimination Act This bill amends the Congressional Accountability Act of 1995 (CAA) to (1) prohibit the use of public funds for payments of awards and settlements resulting from violation of certain CAA rights and protections if the violation consists of sexual harassment or sexual assault, (2) prohibit an imposition of a nondisclosure agreement as a prerequisite for CAA procedures to consider the violation, and (3) permit an individual to publicize any information relating to such a prior award or settlement if it was conditioned on a nondisclosure agreement.

Directs the Committee on House Administration to issue regulations requiring Members, officers, and employees of the House of Representatives to complete a training program on workplace rights and responsibilities, including anti-discrimination and anti-harassment training, during each congressional session. Requires Members, officers, or employees to certify completion of such training within 90 days after a congressional session begins or within 90 days after beginning service during a session. (Sets forth a special rule requiring such training to be completed within 180 days after the beginning of the second session of the 115th Congress.) Directs the committee to issue regulations requiring that each House employing office post in a prominent location in its office and in each Member's congressional district office a statement of rights and protections provided to House employees under the Congressional Accountability Act of 1995, including procedures for responding to and adjudicating allegations of violations of such rights and protections.

Expresses support for: (1) the designation of #GivingTuesday as a way to encourage charitable giving, and (2) strong incentives for all Americans to give generously to charitable organizations by protecting the charitable deduction and incentives that encourage philanthropy and volunteering.

Member and Employee Training and Oversight On Congress Act or the ME TOO Congress Act This bill amends the Congressional Accountability Act of 1995 (CAA) to revise procedures for reporting, investigating, and resolving allegations of legislative branch employees that their rights and protections under the CAA, such as protections against sexual harassment and discrimination, have been violated.

Domestic Violence Loophole Closure Act This bill requires military departments to submit to the Department of Justice for inclusion in the national instant criminal background check system identifying information on each member of the Armed Forces who: (1) has been convicted of domestic violence offenses under the Uniform Code of Military Justice (UCMJ), or (2) has entered into a plea agreement accepting liability for such an offense. The bill amends the federal criminal code to extend the prohibition on possession and transportation of firearms and ammunition by individuals convicted of misdemeanor crimes of domestic violence to individuals convicted of similar offenses under the UCMJ.

Veteran Treatment Court Coordination Act of 2017 This bill expresses the sense of Congress that veterans treatment courts are a successful program aimed at helping veterans charged with non-violent crimes receive the help and the benefits to which they are entitled. The Department of Justice (DOJ) shall establish a Veteran Treatment Court Program to provide assistance to state circuit court systems that have adopted or filed a notice of intent to establish such a program. The DOJ program shall include veterans treatment court grant programs carried out pursuant to laws establishing other incarceration alternatives programs.

Honoring World War I Memorials Act of 2017 This bill directs the Department of Veterans Affairs to make grants to rehabilitate World War I memorials. Grant priority shall be given to memorials listed on the National Register of Historic Places and then to memorials listed on a state register of historic places.

Admiral Lloyd R. "Joe" Vasey Pacific War Commemorative Display Establishment Act This bill authorizes the Pacific Historic Parks to establish and maintain a commemorative display to honor the members of the U.S. Armed Forces and Allies who served in the Pacific Theater during World War II. Federal funds may not be used to design, procure, prepare, install, or maintain the commemorative display, but the National Park Service may accept and expend contributions of nonfederal funds and resources for such purposes.

Tobacco to 21 Act This bill prohibits the sale or distribution of tobacco products to individuals under the age of 21. The Department of Health and Human Services must enforce this prohibition by taking necessary actions including, as appropriate, conducting undercover compliance checks, performing retailer inspections, initiating enforcement actions for noncompliance, and establishing requirements that retailers check identification.

Building Our Largest Dementia Infrastructure for Alzheimer's Act or the BOLD Infrastructure for Alzheimer's Act This bill requires the Department of Health and Human Services to award cooperative agreements to state and local health departments to expand activities related to Alzheimer's disease, including activities involving early detection, support for caregivers, and public awareness.

Public Safety and Second Amendment Rights Protection Act of 2017 This bill modifies various provisions of federal firearms laws. Among other things, it does the following: prohibits certain firearm transfers between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check; and requires states to implement plans to improve the submission of mental health and criminal history records to the national instant criminal background check system.

Sustainable Fishing Workforce Protection Act This bill amends the Immigration and Nationality Act to establish a nonimmigrant renewable three-year visa (D-3 visa) for alien crewmembers employed on Hawaii-based longline fishing vessels. The bill sets forth employer petition requirements and responsibilities, including requiring employers to enter into enforceable labor agreements with each approved D-3 alien prior to a fishing voyage. The Coast Guard shall perform dockside examinations of ships employing D-3 aliens to ensure compliance with health and safety laws and regulations affecting seamen.

Congressional Education About Sexual harassment Eradication Resolution or the CEASE Resolution Amends Rule XXIII (Code of Official Conduct) of the Rules of the House of Representatives to require each Member, Delegate, Resident Commissioner, officer, and employee of the House of Representatives to: (1) complete the Office of Compliance's program of sexual harassment prevention and response training in employment annually; and (2) certify to the House Committee on Ethics by January 31 of each year that the individual has completed the program in the previous year. Requires each current Member, Delegate, Resident Commissioner, officer, and employee to meet such training and certification requirement not later than the earlier of 120 days after the adoption of this resolution or December 31, 2018. Requires each new Member, Delegate, Resident Commissioner, officer, and employee to certify completion of such program within 60 days after beginning service. Considers failure to meet such requirement a violation of Rule XXIII. Expresses the sense of the House that the Office of Compliance should: update, as specified, its program of sexual harassment prevention and response training in employment; and consult with the Workplaces Respond to Domestic and Sexual Violence: A National Resource Center in updating and implementing such program.

Veterans Crisis Line Study Act of 2017 This bill directs the Department of Veterans Affairs (VA) to conduct a study on the outcomes and the efficacy of the Veterans Crisis Line during the five-year period beginning January 1, 2014, based on an analysis of national suicide data and data collected from the line. Such study shall address: (1) the efficacy of the line in leading veterans to sustained mental health regimens and suicide prevention; (2) the line's visibility; (3) the role of the line as part of the VA's mental health care services; and (4) whether receiving sustained mental health care affects suicidality, including among veterans who are at high risk for suicide.

Industrial Hemp Water Rights Act This bill specifies that the owner of an absolute or conditional water right (including a federally recognized tribe), or an entity that receives or distributes water contracted from the federal government, may, pursuant to applicable water law, use or sell the water for the cultivation of industrial hemp if the growth or cultivation of industrial hemp is otherwise authorized under the laws of the state or tribe in which the use occurs. The bill applies regardless of whether the water has passed through a federal water project.

Medicare Drug Price Negotiation Act This bill makes a series of changes relating to the prices of prescription drugs under the Medicare prescription drug benefit and Medicare Advantage prescription drug plans, including requirements relating to rebates for low-income individuals and drug price negotiations.

No Unconstitutional Strike against North Korea Act This bill expresses the sense of Congress that: (1) a conflict on the Korean peninsula would have catastrophic consequences; (2) actions and statements that increase tensions between the United States and North Korea should be avoided; and (3) the President should engage in talks with North Korea to reduce tensions and improve communication, initiate negotiations to achieve a diplomatic agreement to halt and eventually reverse North Korea's nuclear pursuits, and move toward denuclearization and a permanent peace in the Korean peninsula. Funds available to the Department of Defense or to any other federal department or agency may not be used to launch a military strike against North Korea or otherwise introduce U.S. Armed Forces into hostilities in North Korea before the earlier of: (1) the date on which Congress declares war on North Korea, or (2) the date of an authorization that meets the requirements of the War Powers Resolution and that is enacted after the enactment of this bill. Such prohibition shall not apply to military force used to: (1) repel a sudden attack on the United States, its territories or possessions, its Armed Forces, or its allies; or (2) rescue or remove U. S. personnel.

Uniting and Strengthening America by Reforming and Improving the Government's High-Tech Surveillance Act or the USA RIGHTS Act This bill amends the Foreign Intelligence Surveillance Act of 1978 to: require a warrant to collect communications of or about a U.S. person or a person inside the United States; require a warrant when a significant purpose of targeting foreigners is to collect communications of persons in the United States; prohibit the use of communications to or from, or information about, U.S. persons or persons in the United States in any criminal, civil, or administrative proceeding or investigation, with the exception of national security-related crimes; allow individuals who have a reasonable basis to believe their communications will be acquired and who have taken reasonable steps to avoid surveillance to challenge the constitutionality of surveillance in court; and require that all forms of technical assistance demanded by the government of electronic communications service providers be approved by a FISA court. The bill expands the mandate of the Privacy and Civil Liberties Oversight Board to include review of all foreign intelligence activities and whistle-blower complaints. The bill extends the FISA Amendments Act of 2008 to September 30, 2021.

Consumer Privacy Protection Act of 2017 This bill amends the federal criminal code to make it a crime to intentionally and willfully conceal knowledge of a security breach that results in economic harm of at least $1,000 to any individual. It imposes criminal penalties on a violator and authorizes the U.S. Secret Service and the Federal Bureau of Investigation to investigate offenses. The bill authorizes the Department of Justice (DOJ) to file a civil action: (1) to prevent ongoing conduct that damages 100 or more protected computers (e.g., government computers); and (2) to prevent the disposition of unlawfully obtained property. The bill also adds to the list of money laundering predicate offenses financial transactions that involve proceeds of unlawful manufacturing, distribution, possession, and advertising of wire, oral, or electronic communication intercepting devices. Finally, the bill requires certain commercial entities to implement a comprehensive consumer privacy and data security program. A commercial entity must notify a U.S. resident whose sensitive personally identifiable information (PII) has been, or is reasonably believed to have been, accessed or acquired. Sensitive PII includes electronic or digital forms of personal, financial, health, and biometric data, geographic location, and password-protected photographs and videos. It establishes civil penalties for violations and authorizes DOJ, the Federal Trade Commission, and states to enforce compliance.

This bill amends the federal criminal code to prohibit certain conduct with respect to any part or combination of parts that is designed and functions to increase the rate of fire of a semiautomatic rifle but does not convert the semiautomatic rifle into a machine gun. Specifically, it makes it a crime to manufacture, possess, or transfer such device: (1) in or affecting interstate or foreign commerce, or (2) that has been shipped or transported in interstate or foreign commerce. An individual who knowingly violates the prohibition is subject to criminal penalties—a fine, a prison term of up to five years, or both. Additionally, the U.S. Sentencing Commission must review and amend the sentencing guidelines and policy statements to provide an enhanced penalty if the device has been: (1) used, carried, or possessed during or in relation to a crime of violence or drug trafficking crime; or (2) unlawfully smuggled into or from the United States.

Access to Marketplace Insurance Act This bill requires health insurers to accept, on behalf of individuals enrolled in qualified health plans, cost-sharing payments made by certain third parties (e.g., state and federal government programs) and count such payments toward annual cost-sharing limitations. (Qualified health plans are eligible for subsidies and fulfill an individual's requirement to maintain minimum essential coverage.)

Automatic Gunfire Prevention Act This bill amends the federal criminal code to make it a crime to import, sell, manufacture, transfer, or possess a trigger crank, a bump-fire device, or any part, combination of parts, component, device, attachment, or accessory that is designed or functions to accelerate the rate of fire of a semiautomatic rifle but not convert the semiautomatic rifle into a machine gun. The bill does not prohibit, with respect to such firearm accessories, the importation or manufacture for, sale or transfer to, or possession by a federal, state, or local government. A violator is subject to criminal penalties—a fine, a prison term of up to 10 years, or both.

Gold Star Family Support and Installation Access Act of 2017 This bill directs the appropriate military department to issue a standardized Gold Star Installation Access Card to the widow and dependent children of a deceased member of the Armed Forces to allow them to gain unescorted access to military installations to attend memorial events, visit gravesites, and obtain on-installation services and benefits. The Department of Defense shall prescribe regulations to provide that a surviving spouse of a deceased member, regardless of martial status, who has guardianship of dependent children of the deceased member, is entitled to use commissary stores and MWR retail facilities to the same extent and on the same basis as the unremarried spouse of a member of the uniformed services.

Native American Housing Assistance and Self-Determination Reauthorization Act of 2017 This bill provides federal housing assistance to Indians, including Alaska Natives, and Native Hawaiians, including by: amending the Native American Housing Assistance and Self-Determination Act of 1996 (NAHASDA) to reauthorize through FY2022 and revise the Indian Housing Block Grant and the Native Hawaiian Housing Block Grant; amending the United States Housing Act of 1937 to authorize the Department of Housing and Urban Development (HUD) to implement a supportive housing and rental assistance program for the benefit of Native American, including Alaska Natives, veterans who are homeless, or at risk of homelessness, and who are eligible to receive block grants under NAHASDA; amending the Housing and Community Development Act of 1992 to authorize HUD through FY2022 to guarantee housing loans for Native Americans and Native Hawaiians; extending from 50 years to 99 years the limit on the lease of Native American trust or restricted lands for housing purposes; and establishing a demonstration program that requires a participating Native American tribe, with an investor partner, to develop and implement a HUD-approved plan to address the tribe's housing needs.

Safeguarding Addresses From Emerging at Home Act or the SAFE at Home Act This bill requires each federal agency and federal court to accept, for any purpose for which an individual is required to provide an address to the agency or court, an address designated to that individual pursuant to an address confidentiality program. An individual who provides an address pursuant to such a program shall not be subject to any federal regulatory, civil, or criminal penalties for providing such address in lieu of the individual's actual physical address. An address confidentiality program is a state-implemented program that provides a designated address in lieu of the individual's actual physical address to an individual who: (1) is determined to be at risk of being a victim of domestic violence, rape, sexual assault, human trafficking, or stalking or who otherwise fears for their safety; or (2) resides in the same household as such an individual. An agency or court seeking to acquire such individual's actual address shall comply with applicable procedures of such a program. Such address shall be considered confidential and shall not be subject to a Freedom of Information Act request.

Filipino Veterans Fairness Act of 2017 This bill deems certain service performed before July 1, 1946, in the organized military forces of the Philippines and the Philippine Scouts to be active military service for purposes of eligibility for veterans' benefits through the Department of Veterans Affairs (VA). The VA shall, in determining eligibility under this bill, take into account any relevant service documentation, including documentation other than the Missouri List (the list of all discharged and deceased veterans from the 20th century). The VA shall report to Congress annually regarding the number of individuals applying for benefits, and the number approved, during the previous year.

Directs the President to remove U.S. Armed Forces from hostilities in Yemen, except those engaged in operations directed at Al Qaeda in the Arabian Peninsula, within 30 days after adoption of this concurrent resolution, unless: (1) the President requests and Congress authorizes a later date, or (2) a declaration of war or specific authorization for the use of the Armed Forces has been enacted.

Drinking Water Infrastructure for Job Creation Act This bill provides $7.5 billion in supplemental FY2017 appropriations to the Environmental Protection Agency to remain available through FY2022 for capitalization grants to the Drinking Water State Revolving Funds. (The program assists public water systems in financing infrastructure projects needed to comply with federal drinking water regulations and meet health objectives under the Safe Drinking Water Act.) The funding provided by this bill is designated as an emergency requirement pursuant to the Balanced Budget and Emergency Deficit Control Act of 1985. The emergency funding is exempt from discretionary spending limits and is only available if the President subsequently designates the amounts as an emergency and submits the designation to Congress. The bill also exempts the funding from sequestration. (Sequestration is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals.)

The bill also exempts the funding from sequestration. Healthy Breakfasts Help Kids Learn Act of 2017 This bill amends the Richard B. Russell National School Lunch Act to authorize the Department of Agriculture (USDA) to provide additional food (known as commodity assistance) to states participating in the School Breakfast Program (SBP). (Under current law, USDA provides commodity assistance to states participating in the National School Lunch Program based on the number of lunches served. The food may also be served as part of the SBP or other child nutrition programs.) The bill modifies the requirements to: (1) repeal a provision that prohibits USDA from offering commodity assistance based on the number of school breakfasts served, and (2) require USDA to use a specified formula to provide additional commodity assistance for each school breakfast served.

No Knives on Planes Act of 2017 This bill prohibits the Department of Homeland Security from implementing any change to the prohibited items list of the Transportation Security Administration that would permit passengers to carry small, non-locking knives through passenger screening checkpoints at airports, into sterile areas at airports, or onboard passenger aircraft.

Condemns North Korea's threats against Guam. Reaffirms the U.S. commitment to Guam's security and its U.S. territorial waters. Supports evaluating needed investments in defensive capabilities to further safeguard Guam, the Northern Mariana Islands, American Samoa, Alaska, and Hawaii. Reaffirms U.S. support for forward deployment of missile defense systems to protect the territorial integrity of the United States and its Asia-Pacific allies. Urges enhanced strategic diplomatic engagement and military cooperation by the United States to address the growing North Korean threat. Demands that the international community fully enforce sanctions against the North Korean regime. Condemns any further escalation that endangers Guam and our citizenry or that could lead to a military conflict with North Korea.

Off Fossil Fuels for a Better Future Act This bill transitions away from fossil fuel sources of energy to clean energy sources (e.g., energy efficiency, energy conservation, and renewable energy). By 2027: (1) 80% of electricity sold must be generated from clean energy resources, (2) 80% of new vehicle sales from manufacturers must be sales of zero-emission vehicles, and (3) 80% of train rail lines and train engines must be electrified. By 2035: (1) 100% of electricity must be generated from clean energy resources, (2) 100% of vehicle sales from manufacturers must be zero-emission vehicles, and (3) 100% of train rail lines and train engines must be electrified. The bill establishes a car allowance rebate system within the Department of Transportation to provide economic incentives for consumers to purchase new, clean energy vehicles. No federal permits for new major fossil fuel projects may be issued in 2018 and thereafter. The bill amends the Internal Revenue Code to: (1) terminate specified fossil fuel subsidies, (2) permanently extend renewable electricity production tax credits for electricity generated from wind, and (3) permanently extend a business energy investment tax credit for solar or wind energy technologies. A Community Assistance Fund is established for specified industrial and energy efficiency programs. The bill permanently reauthorizes the Weatherization Assistance Program, which provides energy efficiency retrofits of low-income homes. It prohibits exports of domestically produced crude oil and natural gas, including liquefied natural gas. The Center for Clean Energy Workforce Development is established within the Department of Labor.

Special Counsel Independence Protection Act This bill sets forth requirements and limitations with respect to the removal from office of a special counsel appointed by the Attorney General, or of another official appointed by the Attorney General who exercises a similar degree of independence from the Department of Justice (DOJ) chain of command. Specifically, a special counsel or other appointed individual may be removed only if: (1) the Attorney General files an action in the U.S. District Court for the District of Columbia and files a contemporaneous notice of the action with Congress; and (2) the U.S. District Court for the District of Columbia issues an order finding misconduct, dereliction of duty, incapacity, conflict of interest, or other good cause, including violation of DOJ policies.

Condemns the role of white supremacist groups in inciting violence in Charlottesville, Virginia, and denounces the increase in fear-mongering, racism, anti-Semitism, bigotry, and violence by white supremacists, neo-Nazis, the Ku Klux Klan, and other hate groups. Offers condolences to the families of those who died in Charlottesville, and wishes quick recoveries for those injured. Urges President Trump to: (1) disavow any support he has received from hate groups, (2) terminate the employment of any White House staff and administration officials who have supported white supremacists, and (3) use the office of the President and resources of the Cabinet to address the growing prevalence of domestic hate groups.

Military Sexual Assault Victims Empowerment Act or the Military SAVE Act This bill directs the Department of Veterans Affairs (VA), through the Office of Community Care, to carry out a three-year pilot program of hospital care and medical services for eligible veterans at non-VA health care providers to treat physical and psychological injuries or illnesses that, in the judgment of a VA mental health professional, resulted from sexual assault or battery or sexual harassment while the veteran was serving on active duty, active duty for training, or inactive duty training. The program shall be carried out at not more than five locations, at least one of which shall be a rural location, based upon criteria including: (1) distance from a military installation, (2) city size, and (3) rates of sexual assault and rape. An eligible veteran may elect to participate in the pilot program. The VA may not restrict a participant's ability to choose the non-VA health care provider. The bill: (1) sets forth payment provisions for current and new non-VA providers, and (2) provides for program data collection and analysis.

Industrial Hemp Farming Act of 2017 This bill limits the regulation of industrial hemp and research hemp under the Controlled Substances Act (CSA). Specifically, the bill excludes industrial hemp and research hemp from the definition of marijuana under the CSA. The Drug Enforcement Administration may conduct administrative inspections of places where industrial hemp or research hemp is produced, stored, distributed, or used.

South Asian Heart Health Awareness and Research Act of 2017 This bill amends the Public Health Service Act to direct the Centers for Disease Control and Prevention to make grants to states for the purpose of promoting awareness of the increasing prevalence of heart disease, including its relationship to type 2 diabetes, in South Asian communities in the United States. For the purpose of conducting research and related activities with respect to cardiovascular disease, type 2 diabetes, and other health-related ailments among South Asian communities in the United States, the National Institutes of Health, in coordination with the National Heart, Lung, and Blood Institute: (1) may conduct or support, through funding opportunity announcements, grants, or cooperative agreements, basic, clinical, and translational research; and (2) may award grants and cooperative agreements to public or nonprofit private entities. The bill amends the Food, Agriculture, Conservation, and Trade Act of 1990 to authorize the Department of Agriculture to award research and extension grants for developing and disseminating science-based tools and strategies to promote heart healthy nutrition among South Asian communities in the United States. The bill expresses the sense of Congress that medical schools in the United States that are accredited by the Liaison Committee on Medical Education should include as part of their nutrition curriculum a focus on South Asian diet and ways to achieve optimal nutrition in South Asian communities.

Rightsizing Pension Premiums Act of 2017 This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to: (1) modify the formula that the Pension Benefit Guaranty Corporation (PBGC) uses to calculate the funded percentage of single-employer pension plans, and (2) reduce single-employer PBGC premiums for pension plans that are sponsored by certain small employers or have specified PBGC funded percentages. The bill also prohibits the budget effects of provisions that change PBGC premiums from being counted for the purposes of determining budget points of order for legislation in the House or the Senate. (The PBGC is a federal agency that insures the benefits of private sector, defined benefit pension plans. The PBGC is financed by insurance premiums paid by sponsors of the plans, investment income, assets from pension plans taken over by the PBGC, and recoveries from the companies formerly responsible for the plans.)

Dream Act of 2017 This bill directs the Department of Homeland Security (DHS) to cancel removal and grant lawful permanent resident status on a conditional basis to an alien who is inadmissible or deportable or is in temporary protected status who: (1) has been continuously physically present in the United States for four years preceding this bill's enactment; (2) was younger than 18 years of age on the initial date of U.S. entry; (3) is not inadmissible on criminal, security, terrorism, or other grounds; (4) has not participated in persecution; (5) has not been convicted of specified federal or state offenses; and (6) has fulfilled specified educational requirements. DHS shall cancel the removal of, and adjust to the status of an alien lawfully admitted for permanent residence on a conditional basis, an alien who was granted Deferred Action for Childhood Arrivals (DACA) status unless the alien has engaged in conduct that would make the alien ineligible for DACA. DHS may not: (1) grant conditional permanent resident status without the submission of biometric and background data, and completion of background and medical checks; and (2) disclose or use information provided in applications filed under this bill or in DACA requests for immigration enforcement purposes. The bill prescribes the conditions under which DHS: (1) may terminate a person's conditional permanent resident status, and (2) shall adjust a person's conditional status to permanent resident status. The bill: (1) sets forth documentation requirements for establishing DACA eligibility, and (2) repeals the denial of an unlawful alien's eligibility for higher education benefits based on state residence.

REAL ID Act Modification for Freely Associated States Act This bill amends the Real ID Act of 2005 to make a citizen of the Republic of the Marshall Islands, the Federated States of Micronesia, or the Republic of Palau who has been admitted to the United States as a nonimmigrant pursuant to a Compact of Free Association between the United States and the Republic or Federated States eligible for a driver's license or personal identification card. Under current law, a citizen of those countries is eligible for a temporary driver's license or personal identification card.
