Email Privacy Act This bill amends the federal criminal code to revise provisions that limit an electronic communication service (ECS) or remote communication service (RCS) provider from disclosing the contents of a wire or electronic communication that is in electronic storage. Additionally, it revises the standards for the government to compel an ECS or RCS provider to disclose contents of a wire or electronic communication or noncontent records or information pertaining to a subscriber or customer. An ECS or RCS provider may notify a subscriber or customer of the receipt of a warrant, court order, subpoena, or request, unless the government obtains an order for delayed notification. The bill revises the process for obtaining a delayed notification order and lengthens the maximum duration of a delayed notification order.

Presidential Conflicts of Interest Act of 2017 This bill requires the President and Vice President to submit to Congress and the Office of Government Ethics a disclosure of financial interests. Among the contents of such disclosure, the President and Vice President shall: (1) include a detailed description of each financial interest of the President and Vice President, the spouse of the President and Vice President, or a minor child of the President and Vice President; and (2) include the tax returns filed by or on behalf of the President and Vice President for the three most recent taxable years. The President, the Vice President, the spouse of the President or Vice President, and any minor child of the President or Vice President must divest any financial interest posing a potential conflict of interest by transferring such interest to a qualified blind trust. Within a reasonable period of time after such financial interest is transferred to a qualified blind trust, the trustee of such trust shall: (1) sell the financial interest; and (2) use the proceeds from the sale of the financial interest to purchase conflict-free holdings. The Office of Government Ethics shall submit to Congress, the President, and the Vice President an annual report regarding the financial interests of such officials, their spouses, and any of their minor children. The Attorney General, the attorney general of any state, or any person aggrieved by a violation of divestiture requirements posing a potential conflict of interest may seek declaratory or injunctive relief if: (1) the Office of Government Ethics is unable to issue a report indicating whether the President or Vice President is in substantial compliance with such divestiture requirements; or (2) there is probable cause to believe the President or the Vice President has not complied with such requirements. The bill amends the federal criminal code to require the recusal of presidential appointees from decisions affecting the financial holdings of a President or the spouse of a President. Prohibitions pertaining to contracts entered into by Members of Congress are extended to contracts by the President or Vice President. The bill amends the Ethics in Government Act of 1978 to require the disclosure of tax returns by the incumbent President and presidential nominees of a major political party for the three most recent taxable years. The bill declares the sense of Congress that a violation of the divestiture requirements of this bill or the Ethics in Government in Government Act of 1978 by the President or the Vice President would constitute a high crime or misdemeanor.

Protecting Our Democracy Act This bill establishes in the legislative branch the National Commission on Foreign Interference in the 2016 Election to examine any attempts or activities by the Russian government or other governments, persons or entities associated with such governments, or persons or entities within Russia to use electronic means to influence, interfere with, or sow distrust in elections for public office held in the United States in 2016.

Condemns the Dog Meat Festival in Yulin, China, because it: (1) is a spectacle of extreme animal cruelty, (2) is a commercial activity not grounded in Chinese history, (3) is opposed by a majority of the Chinese people, and (4) threatens global public health. Urges: the government of China and the Yulin authorities to ban the killing and eating of dogs as part of Yulin's festival and to enforce China's food safety laws regulating the processing and sale of animal products and the 2011 Agriculture Ministry of China Regulation on the Quarantine of Dogs at the Place of Origin requiring one certificate for one dog on trans-provincial transport trucks, and the National People's Congress of China to enact an animal anticruelty law that bans the dog meat trade. Affirms the commitment of the United States to the protection of animals and to the progress of animal protection.

Blue Water Navy Vietnam Veterans Act of 2017 This bill includes as part of the Republic of Vietnam its territorial seas for purposes of the presumption of service connection for diseases associated with exposure by veterans to certain herbicide agents while in Vietnam.

Presidential Tax Transparency Act This bill amends the Ethics in Government Act of 1978 to require the President and certain candidates for President to disclose federal income tax returns for the three most recent taxable years in reports filed with either the Office of Government Ethics (OGE) or the Federal Election Commission (FEC), in the case of a candidate. The OGE or the FEC must make the disclosed tax returns publicly available after making appropriate redactions. If the income tax returns are not disclosed as required by this bill, the OGE or the FEC must request the returns from the Internal Revenue Service (IRS). The bill amends the Internal Revenue Code to require the IRS, upon receiving a written request from the FEC or the OGE, to provide any income tax return that is required to be disclosed under this bill. The bill also establishes civil and criminal penalties for failing to file or falsifying income tax returns that are required to be disclosed pursuant to this bill.

Declares that a viable and sustainable two-state solution to resolve the Israeli-Palestinian conflict can only be achieved through direct negotiations between Israelis and Palestinians. Calls for the United States to continue to: support a durable and sustainable two-state solution; oppose, and if necessary, veto future United Nations Security Council resolutions that seek to impose solutions to final status issues or that are one-sided and anti-Israel; and work with Israelis and Palestinians to create the conditions for successful final-status peace negotiations.

Honoring Investments in Recruiting and Employing American Military Veterans Act of 2017 or the HIRE Vets Act This bill directs the Department of Labor to establish a HIRE Vets Medallion Program to solicit voluntary information from employers for purposes of recognizing, by the award of a HIRE Vets Medallion, verified efforts by these employers to: (1) recruit, employ, and retain veterans; and (2) provide community and charitable services supporting the veteran community. Labor shall annually: (1) solicit voluntary medallion applications from employers, and (2) review applications and present the President with a list of recipients. The President shall annually present the medallion and corresponding certificate to recipients at a time to coincide with the annual commemoration of Veterans Day. Labor shall begin soliciting applications by January 31, stop accepting applications not earlier than April 30, and finish application review by August 31. The President shall notify chosen applicants no later than October 11. Medallions shall be awarded in November. Labor shall establish two levels of medallions for large and small employers, to be designated the Gold HIRE Vets Medallion and the Platinum HIRE Vets Medallion. The bill prescribes awards criteria. A recipient: (1) may publicly display the medallion and certificate through the end of the calendar year, and (2) may not publicly display the award as part of any advertisement implying receipt of the award for any calendar year other than the one in which it was awarded. The bill establishes the HIRE Vets Medallion Award Fund. Labor may assess a reasonable medallion application fee and shall deposit such fees into the fund. Beginning two years after enactment of this bill, Labor shall submit annual reports on fees, program costs, the number of applications, and the medallions awarded, including the name and medallion level of each recipient. The bill excludes from the definition of "employer" the federal government, any state, or any foreign state.

Medicare Prescription Drug Price Negotiation Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to require the Centers for Medicare & Medicaid Services (CMS) to negotiate with pharmaceutical companies regarding prices for drugs covered under the Medicare prescription drug benefit. Current law prohibits CMS from doing so.

Veterans' Education Equity Act This bill provides that the monthly housing allowance under the Department of Veterans Affairs Post-9/11 educational assistance program shall be based on the location of the campus where an individual physically participates in a majority of classes rather than the location of the institution of higher learning at which an individual is enrolled.

This bill prohibits the use of federal agency funds to provide covered assistance to: (1) Al Qaeda, Jabhat Fateh al-Sham, the Islamic State of Iraq and the Levant (ISIL), or any individual or group that is affiliated with, associated with, cooperating with, or adherents to such groups; or (2) the government of any country that the Office of the Director of National Intelligence (ODNI) determines has, within the most recent 12 months, provided covered assistance to such a group or individual. "Covered assistance" is defined as: defense articles, defense services, training or logistical support, or any other military assistance provided by grant, loan, credit, transfer, or cash sales; intelligence sharing; or cash assistance. The ODNI shall: make, within 90 days after this bill's enactment, initial determinations about such countries and about whether an individual or group is, or has been within the most recent 12 months, affiliated with, associated with, cooperating with, or an adherent to Al Qaeda, Jabhat Fateh al-Sham, or ISIL; review and make subsequent determinations regarding such countries, groups, or individuals every 6 months in consultation with specified congressional committees; brief such committees on each determination; and brief such committees on any other country, individual, or group that the ODNI considered but did not make a determination that the the country provided covered assistance to, or that the group or individual is affiliated with, associated with, cooperating with, or an adherent to, Al Qaeda, Jabhat Fateh al-Sham, or ISIL.

Safeguard American Food Exports Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act to deem equine (horses and other members of the equidae family) parts to be an unsafe food additive or animal drug. The bill prohibits the knowing sale or transport of equines or equine parts for human consumption.

Muhammad Ali Expansion Act This bill amends the Professional Boxing Safety Act of 1996 to: (1) establish definitions for "fighter," "combat sport competition," and "mixed martial arts"; and (2) include individuals who fight in a professional mixed martial arts competition or other professional combat sport competition, such competitions, and the professional combat sports industry within the scope of such Act. The bill requires the Association of Boxing Commissions, within two years after enactment of this bill, to establish: (1) guidelines for minimum contractual provisions that should be included in bout agreements and mixed martial arts and other combat sport contracts, and (2) guidelines for objective and consistent written criteria for the ratings of mixed martial arts and other combat sports. The bill applies conflict of interest provisions that prohibit a promoter from having a financial interest in the management of a boxer, or a manager from having a financial interest in the promotion of a boxer, to fighters participating in a mixed martial arts or other combat sport competition scheduled for 11 minutes or more.

Middle Class Health Benefits Tax Repeal Act of 2017 This bill amends the Internal Revenue Code to repeal, beginning with taxable years beginning after December 31, 2017, the excise tax on employer-sponsored health care coverage for which there is an excess benefit (high-cost plans).

Transportation for Heroes Act of 2017 This bill revises urbanized area formula grant recipient requirements to require a recipient to certify that it will ensure that a fare of no more than 50% of the peak hour fare will be charged to a U.S. veteran during non-peak hours for transportation using or involving a facility or equipment of a project financed by the grant.

Encourage New Legalized Immigrants to Start Training Act or the ENLIST Act This bill authorizes the enlistment in the Armed Forces of aliens unlawfully present in the United States on December 31, 2012, who: (1) have been continuously present in the United States since such date; (2) were younger than 15 years of age when they initially entered the United States; and (3) are otherwise eligible for original enlistment in a regular component of the Army, Navy, Air Force, Marine Corps, or Coast Guard. The Department of Homeland Security shall adjust the status of an alien enlisted under such authority to the status of an alien lawfully admitted for permanent residence under provisions of the Immigration and Nationality Act applicable to aliens who entered the United States prior to January 1, 1972. The bill rescinds such lawful permanent resident status if the alien is separated from the Armed Forces under other than honorable conditions before serving the term of enlistment.

Protect American Democracy Act of 2016 This bill directs the Department of State to submit within 120 days a list of each foreign person that: (1) was at any time since January 1, 2015, involved in actions to unlawfully access, disrupt, influence, or alter information related to U.S. political parties, federal election candidates, or the administration of federal elections; or (2) acted as an agent of, or on behalf of, such foreign person. The unclassified portion of such list shall be made available to the public and published in the Federal Register. A listed alien shall be ineligible to receive a U.S. entry visa, and any current visa shall be revoked. Such prohibitions shall also apply to an alien who is an official of, or acting on behalf of, a listed foreign entity or government if such alien knowingly furthered such prohibited actions. The President, through the Department of the Treasury, shall: (1) freeze and prohibit a listed foreign person's transactions in property and property interests that are in the United States or controlled a U.S. person, and (2) require each financial institution that is a U.S. person and has within its possession or control such property or property interests to certify that it has frozen all such assets.

Deter Revolving-door Appointments in our Nation; Stop Washington Appointees from becoming Manipulative Petitioners Act or the DRAIN the SWAMP Act This bill amends the federal criminal code to revise post-employment lobbying restrictions on senior executive branch officials and employees. Specifically, it imposes a five-year ban on communications by a former political appointee with the intent to influence officers or employees at their former executive branch agency or department. The term political appointee includes certain senior political officials compensated on the Executive Schedule; limited term, limited emergency, and noncareer appointees in the Senior Executive Service; and employees in confidential or policy-determining positions in the excepted service. Additionally, the bill amends the Foreign Agents Registration Act of 1938 to impose a lifetime ban on lobbying by a former political appointee on behalf of a foreign government or foreign political party.

Recognizing Mayaguez Veterans Act This bill requires the military department concerned, upon application by or on behalf of a veteran who was awarded the Armed Forces Expeditionary Medal for participation in the Mayaguez rescue operation of May 12-May 15, 1975, or who otherwise participated in such operation, to award that veteran the Vietnam Service Medal, notwithstanding any otherwise applicable requirements. Such award shall be made in lieu of any Armed Forces Expeditionary Medal awarded for participation in such operation.

Coral Reef Sustainability Through Innovation Act of 2016 This bill amends the Coral Reef Conservation Act to authorize the 12 federal agencies on the U.S. Coral Reef Task Force, which includes the National Oceanic and Atmospheric Administration, to carry out, either individually or cooperatively, prize competitions that promote coral reef research and conservation. The prize competitions should be designed to help the United States achieve its goal of developing new and effective ways to advance the understanding, monitoring, and sustainability of coral reef ecosystems. Priority is given to establish programs that address communities, environments, or industries that are in distress due to the decline or degradation of coral reef ecosystems.

Mark Takai Filipino Veterans Family Unification Act This bill amends the Immigration and Nationality Act to exempt from worldwide or numerical limitations on immigrant visas the sons and daughters of Filipino World War II veterans who were naturalized under the Immigration Act of 1990 or other specified federal law.

Mark Takai Compact-Impact Aid Act This bill amends the Compact of Free Association Act of 1985 to authorize and appropriate FY2017 funds to the Department of the Interior for: (1) grants to any local government of the United States that demonstrates financial strain due to demands on public services by significant immigration from the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau; and (2) aid in defraying costs incurred as a result of increased demands placed on health, educational, social, or public safety services, or infrastructure related to such services due to the residence of qualified nonimmigrants. Interior shall provide for periodic enumerations of qualified nonimmigrants in the states and territories of the United States. A "qualified nonimmigrant" is defined as a person admitted to the United States pursuant to: (1) section 141 of the Compact of Free Association set forth in title II of such Act, or (2) section 141 of the Compact of Free Association between the United States and the government of Palau.

Honors the accomplishments of the Hui Panala 'au colonists and the young men who helped secure and maintain U.S. jurisdiction over equatorial islands in the Pacific Ocean during the years leading up to and the months immediately following the bombing of Pearl Harbor and the entry of the United States into World War II. Acknowledges the local, national, and international significance of the seven-year colonization of such islands by the United States, which resulted in the United States extending sovereignty into the Equatorial Pacific. Recognizes the dedication of the young men, the majority of whom were Native Hawaiian, who participated in the Equatorial Pacific colonization project. Extends condolences to the families of Carl Kahalewai, Joseph Keliihananui, and Richard Whaley for the loss of their loved ones in the service of the United States.

Trafficking Survivors Relief Act of 2016 This bill amends the federal criminal code to establish a process to vacate convictions and expunge arrests for criminal offenses committed by trafficking victims that directly result from or relate to having been a trafficking victim. A trafficking victim may file a motion to: (1) vacate a conviction for a nonviolent offense that does not include a child victim (i.e., under age 18); (2) expunge records of an arrest for a nonviolent offense that does not include a child victim; or (3) expunge records of an arrest for an offense that is violent or that includes a child victim, if the charges are reduced, dismissed, or disposed of.

Macadamia Tree Health Initiative This bill amends the Food, Agriculture, Conservation, and Trade Act of 1990 to authorize the Department of Agriculture to make competitive research and extension grants available for a macadamia tree health initiative to: develop and disseminate science-based tools and treatments to combat the insect macadamia felted coccid (Eriococcus ironsidei), and establish an areawide integrated pest management program in areas affected by, or areas at risk of being affected by, it.

Pro bono Work to Empower and Represent Act of 2016 or the POWER Act This bill requires the U.S. Attorney for a judicial district to lead at least one public event that promotes pro bono legal services as a critical way to: (1) empower survivors of domestic violence, dating violence, sexual assault, and stalking; and (2) engage citizens in assisting those survivors. A special but similar rule applies to districts containing Indian tribes and tribal organizations. Each U.S. Attorney shall: (1) have discretion on the design, organization, and implementation of such public events; and (2) seek to maximize an event's local impact and the access of such survivors to high-quality pro bono legal services.

Never Again Act This bill requires the Department of Veterans Affairs (VA), upon the request of a veteran who is enrolled in the VA health care system and entitled to in-patient psychiatric care, to furnish such veteran with in-patient psychiatric care at: (1) the VA facility that is closest to where the veteran resides and that has the capacity and capability to provide such care, or (2) at a non-VA facility if the VA facility lacks such capacity or capability.

Global War on Terrorism War Memorial Act This bill allows the Global War on Terror Memorial Foundation to establish the National Global War on Terrorism Memorial as a commemorative work on federal land in the District of Columbia to commemorate and honor the members of the Armed Forces who served on active duty in support of the Global War on Terrorism. No federal funds may be used to pay any expense to establish the memorial.

John F. Kennedy Centennial Commission Act This bill establishes the John F. Kennedy Centennial Commission, which shall: plan, develop, and carry out activities to honor John F. Kennedy on the occasion of the 100th anniversary of his birth; and provide advice and assistance to federal, state, and local governmental agencies and civic groups to carry out activities to honor Kennedy on such occasion. The commission shall submit to the President and Congress annual reports on its revenue and expenditures, such interim reports as appropriate, and a final report by August 31, 2017. The commission shall terminate by September 30, 2017. The Inspector General of the Department of the Interior may perform an audit of the commission.

This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous presentation of a Congressional Gold Medal to Larry Doby in recognition of his achievements and contributions to American major league athletics, civil rights, and the Armed Forces during World War II.

This bill authorizes the Department of Justice (DOJ) to deny the transfer of a firearm or explosive, or the issuance of an explosives license or permit, to known or suspected terrorists. Specifically, the bill authorizes DOJ to deny those transfers, licenses, or permits if the citizens or permanent residents of the United States are included in the Federal Bureau of Investigation's Terrorist Screening Database's no-fly list or the selectee list. DOJ and federal, state, and local law enforcement must be notified immediately of requests to transfer a firearm or explosive to a person who is, or in the last five years was, identified on the database. The bill establishes a judicial review process for appealing a denial by DOJ.
