Requires the Secretary to make specified notifications after receiving such a petition. Sets forth requirements for the independent scientific review of petitions and findings regarding petitions and jeopardy opinions. Limits re-petitions for adding to such lists.

Health Care Safety Net Improvement Act - Amends the Public Health Service Act (PHSA) to increase the authorization of appropriations for health centers for FY 1997 through FY 2002 and authorize such appropriations as may be necessary for such centers for FY 2003 through FY 2006. Includes within: (1) "required primary health services" appropriate cancer screening (currently, screening for breast and cervical cancer), specialty referral when medically indicated, and specified housing-related services; and (2) "additional health services" behavioral and mental health substance abuse services. Permits grants to health centers for the planning and development of management networks. Rewrites PHSA provisions regarding rural health. Provide grants for expanded delivery of health care services in rural areas, for the planning and implementation of integrated health care networks in rural areas, and for the planning and implementation of small health care provider quality improvement activities. Telehealth Grant Consolidation Act of 2001 - Provides for the establishment: (1) of telehealth network and telehealth resource centers grant programs; and (2) an Office for the Advancement of Telehealth. Provides for grants to eligible entities to enable such entities to provide for improved emergency medical services in rural areas. Reauthorizes and rewrites PHSA provisions regarding the National Health Service Corps program. Prohibits an entity to which a Corps member is assigned from denying requested health services and discriminating in the provision of services because an individual is unable to pay. Provides for a community access demonstration program to improve the effectiveness, efficiency, and coordination of services for uninsured and underinsured individuals. Expands the availability of dental health services.

Declaration of Official Language Act of 2001 - Declares English to be the official language of the U.S. Government, and requires the U.S. Government to preserve and enhance the role of English as the official language of the U.S.A. Makes this Act inapplicable to the use of a language other than English for: (1) religious purposes; (2) for training in foreign languages for international communication; (3) terms of art in Government documents; (4) law enforcement; or (5) scientific terminology. Declares that this Act is not intended to affect programs in schools designed to encourage students to learn foreign languages. Directs the Immigration and Naturalization Service to: (1) enforce the established English language proficiency standard for all applicants for U.S. citizenship; and (2) conduct all naturalization ceremonies entirely in English. Prohibits any U.S. Government agency or department from requiring any State or local government, or any person or organization, to communicate or provide materials in any language other than English. Repeals the Bilingual Education Act (title VII of the Elementary and Secondary Education Act of 1965). Terminates the Office of Bilingual Education and Minority Languages Affairs in the Department of Education. Releases States, local governments, and local educational agencies from certain consent decrees that require them to develop, implement, provide, or maintain any form of bilingual education. Amends the Voting Rights Act of 1965 to repeal bilingual voting requirements.

Help America Vote Act of 2001 - Directs the Administrator of General Services to establish programs under which the Administrator makes payments to each eligible State or local government to: (1) replace a punch card voting system with a voting system which does not use punch cards; or (2) make technical enhancements to the performance of its punch card voting system. Establishes: (1) an independent Election Assistance Commission to serve as a national clearinghouse and resource for the compilation of information and review of procedures with respect to the administration of Federal elections; and (2) the Election Assistance Commission Standards Board and the Election Assistance Commission Board of Advisors to review any of the voluntary standards for engineering and procedural performance, for maintenance and enhancement of the accessibility and privacy of registration facilities, polling places, and voting methods, and for election management practices recommended by the Commission. Establishes the Technical Standards Development Committee to assist the Executive Director of the Commission by recommending standards to ensure the usability, accuracy, security, accessibility, and integrity of voting systems and voting equipment. Directs the Commission to: (1) provide for the testing, certification, decertification, and recertification of voting system hardware and software by accredited laboratories; (2) make payments to States for voting system improvements, grants to entities for voting equipment and technology research and development, and grants for pilot programs to try out new voting systems and equipment technologies; and (3) develop the Help America Vote College Program to encourage college students to assist State and local governments in election administration. Amends Federal law to create the Help America Vote Foundation as a nonprofit charitable corporation to mobilize secondary school students to participate in the election process in a nonpartisan manner as poll workers or assistants. Outlines minimum standards for State election systems. Sets forth provisions regarding voting rights of military members and overseas citizens. Amends Federal postal service law to replace reduced rates for voter registration purposes with reduced rates for official election mail.

Nuclear Waste Terrorist Threat Assessment and Protection Act - Directs the Office of Homeland Security to coordinate the development and implementation of an interagency plan to prepare for and defend against terrorist crimes targeting the Yucca Mountain Project (high-level nuclear waste repository being studied at Yucca Mountain, Nevada). Requires that the plan: (1) include a comprehensive analysis of the safety and vulnerability of the Project to terrorism; (2) address specified types of attacks; (3) give special emphasis to addressing the use of nuclear waste as a radiological weapon, the use of specified technologies, and sabotage or theft of high-level nuclear waste; and (4) include a comprehensive strategy for defending against terrorism and an analysis of the economic, public health, and environmental costs and impacts of implementing the plan. Directs: (1) the Federal Emergency Management Agency (FEMA) to coordinate the development and implementation of a comprehensive interagency plan; and (2) the Assistant to the President for Homeland Security and FEMA to enter into appropriate arrangements with the National Research Council for technical review of the plans and to report to Congress on the potential liability costs and damages resulting from terrorism against the Project. Prohibits the Secretary of Energy from making a positive recommendation regarding, and the Nuclear Regulatory Commission from issuing a license for, a Yucca Mountain repository unless specified conditions are met, including that public hearings have been held for affected populations and the Secretary has certified that the Project is not vulnerable to terrorism.

Combatting Illegal Gambling Reform and Modernization Act - Amends the Federal criminal code to revise provisions regarding interstate gambling. Increases the term of imprisonment for violations. Prohibits (with exceptions) any person engaged in a gambling business from knowingly using a communication facility for the transmission: (1) of bets or wagers, or betting information, in interstate or foreign commerce, within the special maritime and territorial jurisdiction of the United States, or to or from any place outside the jurisdiction of any nation regarding any transmission to or from the United States,; or (2) of a communication in such interstate or foreign commerce which entitles the recipient to receive money or credit as a result of bets or for information assisting in the placing of bets. Prohibits (with exceptions) any person engaged in a gambling business from knowingly accepting credit, an electronic fund transfer, a check, or the proceeds of certain other forms of financial transaction as the Secretary may prescribe in connection with the transmission of such a communication of information assisting the placing of bets. Lists exceptions, including certain: (1) transmissions of information assisting in the placing of bets (such as for use in news reporting); and (2) uses of communication facilities for the transmission of bets (e.g., where a State or Tribe has explicitly authorized such bets). Sets forth remedies for violations. Bars imposition of damages, penalties, or forfeiture against any person or entity for an act done in compliance with notice received from a law enforcement agency.

Requires the Director of the Office to: (1) create a national strategy for homeland security, to include all aspects of prevention and response to terrorist activities; (2) develop a national budget for homeland security; (3) review Federal activities to insure effective implementation of such strategy; (4) coordinate Federal homeland security activities to remove duplication and gaps; (5) certify Federal agency counterterrorism budgets; (6) direct development of a comprehensive national assessment of the threat to homeland security; (7) oversee interagency information sharing; and (8) establish a center within the Office to disseminate information learned from homeland security exercises. Establishes a Homeland Security Advisory Council to advise the President and Director on the creation and implementation of the national strategy, and the Director on the operation of the Office. Requires the Director to review additional legal authorities needed to prevent and respond effectively to terrorist threats, including the role of the Department of Defense and the imposition of regulations on civilian populations and private entities during a state of emergency.

Requires specified labor protective provisions, which were imposed by the Civil Aeronautics Board in the Allegheny-Mohawk merger, to apply to covered employees of the covered air carrier, in any covered transaction that leads to the combination of crafts or classes that are subject to the Railway Labor Act. Requires the terms of a collective bargaining agreement to govern the process of seniority integration where such agreement provides for application of such labor protective provisions in such process. Provides for enforcement of this Act in Federal district courts.

Expresses the sense of Congress that: (1) on September 11, 2001, the passengers and crew of hijacked United Airlines Flight 93 possibly averted the use of such aircraft in a further terrorist attack on the United States by attempting to overpower the hijackers; (2) the United States owes its gratitude to the passengers and crew of Flight 93 and extends its condolences to the victims' families and friends; and (3) a memorial plaque to the victims should be placed on the grounds of the Capitol, and a copy of the plaque and this resolution sent to a designated survivor of each victim.

Requires that such funds and specified funds appropriated in satisfaction of the judgment awards granted to such Indians in Docket Numbers 326-A-1 and 326-A-3 before the U.S. Court of Claims be credited to and distributed from a Western Shoshone Educational Trust Fund to be established by the Secretary for educational grants and other forms of educational assistance to individual Western Shoshone members and to pay reasonable and necessary expenses of an Administrative Committee established by this Act to oversee the distribution of such educational grants and assistance.

Klamath Basin Emergency Operation and Maintenance Refund Act of 2001 - Requires: (1) the Secretary of the Interior to pay to each Klamath Project irrigation and drainage district a refund equal to the amount assessed and collected from district members for operation and maintenance of Project transferred and reserved works for water year 2001; and (2) each district to agree to distribute to each member the amount collected from such member. Authorizes the Secretary to: (1) waive any requirement that the districts pay remaining or additional charges for operation and maintenance of reserved works for such water year; (2) pay to any individual within the Project who holds a contract entered into pursuant to the Warren Act and who is not within a district that receives a payment and waiver, a refund equal to the amount collected from such individual; and (3) forego collection from such individual of operation and maintenance charges for the remainder of such water year.

Sound Science for Endangered Species Act Planning Act of 2001 - Amends the Endangered Species Act of 1973 to direct the Secretary of the Interior to: (1) give greater weight to scientific and commercial data that is empirical or that has been field-tested or peer-reviewed in determining that a species is an endangered or threatened species; and (2) promulgate regulations that establish criteria for data to be used as the basis of such a determination. Prohibits the Secretary from determining that a species is endangered or threatened unless the determination is supported by data obtained by observation of the species in the field. Requires the Secretary to accept, acknowledge receipt of, and include in the rulemaking record of such a determination data collected by landowners through observation of the species on the land. Requires the Secretary to publish with the notice of a proposed regulation a description of additional scientific and commercial data that would assist in the preparation of a recovery plan, invite any person to submit such data, and describe the steps for acquiring additional data. Directs the Secretary: (1) to solicit recommendations from the National Academy of Sciences and develop a list of qualified reviewers to participate in independent scientific review actions; (2) before any proposed action becomes final, to appoint from such list three individuals who shall report on the scientific information and analyses on which such action is based; and (3) to include such report in the official record of the proposed action. Requires the Secretary, in consulting with each Federal agency and the affected States to insure that any agency action is not likely to jeopardize any endangered or threatened species or destroy the species' habitat, to: (1) consider information provided by such States; and (2) provide any person who has sought authorization or funding from a Federal agency for an action the opportunity to submit, discuss, and receive information relevant to the draft biological opinion.

Agroterrorism Prevention Act of 2001 - Amends the Federal criminal code to prohibit plant enterprise terrorism. Enhances penalties for animal enterprise terrorism and establishes penalties for plant enterprise terrorism. Prohibits the use of explosives or arson against the enterprise. Provides for the death penalty under specified circumstances. Authorizes restitution for any economic damage resulting from the violation (currently limited to the reasonable cost of repeating any experimentation that was interrupted or invalidated as a result of the offense, and the loss of food production or farm income reasonably attributable to the offense, and currently applicable only to animal enterprise terrorism). Makes animal and plant enterprise terrorism a predicate offense under the Racketeer Influenced and Corrupt Organizations Act. Requires the Director of the National Science Foundation to establish and maintain a national clearinghouse for information on incidents of crime and terrorism committed against or directed at any: (1) animal or plant enterprise; (2) commercial activity because of the perceived impact of such activity on the environment; or (3) person because of such person's perceived connection with or support of any enterprise or activity. Requires the Director to: (1) award grants on a competitive basis to colleges and universities for technical assistance, threat and risk assessments, and other activities related to improving security at individual research universities; and (2) develop a comprehensive security report for universities, colleges, and nonprofit organizations which examines the threat posed by animal and plant enterprise terrorism on research activities and includes strategies for reducing such threat.

Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Date Certain Tax Code Replacement Act - Prohibits the imposition of any tax by the Internal Revenue Code: (1) for any taxable year beginning after December 31, 2005; and (2) in the case of any tax not imposed on the basis of a taxable year, on any taxable event or for any period after December 31, 2005. Excepts the: (1) tax on self-employment income (chapter 2 of the Code); (2) Federal Insurance Contributions Act (chapter 21 of the Code); and (3) Railroad Retirement Tax Act (chapter 22 of the Code). Establishes the National Commission on Tax Reform and Simplification to review: (1) the present structure and provisions of the Code; (2) whether the tax systems of other countries could provide more efficient and fair methods of funding government revenue requirements; (3) whether the income tax should be replaced with a tax imposed in a different manner or on a different base; and (4) whether the Code can be simplified, absent wholesale restructuring or replacement. Requires a Commission report to Congress on review results, with recommendations for Code reform and simplification. Terminates the Commission 90 days after such report. Authorizes appropriations (with interim funding). Declares that any new Federal tax system should be approved by Congress in its final form before July 4, 2005, and, if not, Congress should be required to vote to reauthorize the Code.
