DC Criminal Reforms to Immediately Make Everyone Safe Act or the DC CRIMES Act This bill limits the authority of the District of Columbia (DC) government over its criminal sentencing laws. The bill eliminates the DC government’s authority to enact any act, resolution, or rule to change any criminal liability sentence in effect on the date of the bill's enactment. The bill also (1) reduces the maximum age of a youth offender from 24 years to 18 years, and (2) repeals a provision that allows a DC criminal court to issue a sentence to a youth offender that is less than the mandatory minimum term otherwise required by law. A DC criminal court currently has the discretion to reduce or modify certain criminal sentences for a youth offender under specified circumstances. For example, a DC court may sentence a youth offender to probation in lieu of confinement. (However, this discretion does not apply to several specified violent crimes.) Additionally, the bill directs the Office of the Attorney General for DC to publish, and update monthly, certain youth offender crime data on a publicly accessible website.

Bill to Outlaw Wounding of Official Working Animals Act or the BOWOW Act This bill establishes that a non-U.S. national ( alien under federal law) convicted of, or who admits to having committed, an offense related to harming animals used in law enforcement is inadmissible and deportable.

Rapid Expulsion of Migrant Offenders who Violate and Evade Act or the REMOVE Act This bill requires the Department of Justice (DOJ) to complete removal proceedings in immigration court not later than 15 days after commencement. Further, after U.S. Immigration and Customs Enforcement files with an immigration court a notice to appear that has been served to an individual, DOJ must commence removal proceedings as promptly as possible.

Processing Revival and Intrastate Meat Exemption Act or the PRIME Act This bill exempts from federal inspection requirements animals and meats that are slaughtered and prepared at custom animal slaughter facilities for distribution within the state. Under current law, a custom slaughter exemption applies if the meat is slaughtered exclusively for personal, household, guest, or employee uses. Specifically, the bill expands the federal inspection exemption to include the slaughter of animals or the preparation of carcasses, meat, and meat food products that are slaughtered and prepared at a custom slaughter facility in accordance with the laws of the state where the facility is located; and prepared exclusively for distribution to household consumers in the state or restaurants, hotels, boarding houses, grocery stores, or other establishments in the state that either prepare meals served directly to consumers or offer meat and food products for sale directly to consumers in the state. The bill does not preempt any state law concerning (1) the slaughter of animals or the preparation of carcasses, meat, and meat food products at a custom slaughter facility; or (2) the sale of meat or meat food products.

This bill prohibits the Government Accountability Office (GAO) from bringing a civil action under the Impoundment Control Act of 1974 (ICA) to compel the release of appropriated funds unless Congress has enacted a concurrent resolution authorizing GAO to bring the action. The ICA generally limits the authority of the President to impound (i.e., withhold from obligation or expenditure) funds that have been appropriated by Congress and establishes related procedures. Under current law, GAO is authorized to bring a civil action to compel a federal agency to release budget authority for obligation if the budget authority is required to be released under the ICA, and the agency has not released the funds. This bill prohibits GAO from bringing such an action without prior congressional approval.

TPS Reform Act of 2025 This bill changes the procedures for designating a country with temporary protected status (TPS) and places restrictions on who is allowed to benefit from this status. (Qualified nationals of a TPS-designated country are eligible for work authorization and may not be removed from the United States while the status is in effect.) Specifically, the bill requires an act of Congress to designate a TPS country, whereas currently the Department of Homeland Security has such authority. The initial act of designating a TPS country must include a time period for the designation of up to 18 months and also contain certain information, including an estimate of the number of individuals who would benefit from the status. Congress may also pass an act to terminate or extend a designation. The bill also establishes that a non-U.S. national ( alien under federal law) who lacks lawful immigration status may not receive the benefits of temporary protected status.

Locating Every Disbursement in Government Expenditure Records Act or the LEDGER Act This bill requires the Department of the Treasury to implement a system that tracks all outlays from each appropriation, receipt, or other fund account in the Treasury by each department, agency, office, or other establishment in the executive, legislative, or judicial branches of the federal government. The system must also track the period of availability of the amounts in the applicable appropriation, receipt, or other fund account.

Patient Access to Higher Quality Health Care Act of 2025 This bill repeals provisions under the Stark law (i.e., the Physician Self-Referral Law) that limit, for purposes of Medicare participation, self-referrals by newly constructed or expanded physician-owned hospitals.

Strengthening Transparency and Obligations to Protect Children Suffering from Abuse and Mistreatment Act of 2025 or the STOP CSAM Act of 2025 This bill revises the federal framework governing the prevention of online child sexual exploitation to expand protections for victims, expand requirements for electronic communication service providers and remote computing service providers (providers), and expand related penalties and remedies. The bill extends protections for child victims and witnesses who testify in federal court (e.g., privacy protections) to child victims and witnesses of kidnapping offenses and to child victims and witnesses who were under 18 years of age at the time of the crime, even if they are 18 or older at the time of court proceedings. Additionally, the bill establishes statutory procedures for courts to appoint a trustee to hold restitution payments for certain victims (e.g., minor victims) of offenses involving human trafficking, sexual abuse, child sexual abuse material, illegal sexual activity and related crimes, or crimes of violence. The bill requires providers to report online child sexual exploitation to the CyberTipline (i.e., the national reporting system for online child sexual exploitation) within 60 days. Reports must include specified information, such as information about repeat offenders. The bill establishes criminal and civil penalties for providers who fail to comply with the requirements. Finally, the bill prohibits providers from hosting or storing child pornography or knowingly facilitating the sexual exploitation of children and allows victims to pursue civil remedies.

Returning Illegals over Turmoil Act This bill establishes grounds for removal from, and future inadmissibility to, the United States for non-U.S. nationals ( aliens under federal law) who incite violence, participate in a riot or civil disturbance, or commit certain other acts while in the United States. Specifically, if, at the time of the offense, an individual is unlawfully present in the United States, a recipient of Deferred Action for Childhood Arrivals (DACA) status, or a lawful permanent resident, that individual is deportable and permanently inadmissible to the United States. This applies to such individuals convicted of, or who have admitted to having committed acts that constitute incitement to violence or physical participation in a riot or civil disturbance under federal, state, or local law; an actual or attempted assault, battery, or use of force against a law enforcement officer or a member of the Armed Forces of the United States; or the willful destruction, defacement, or vandalism of property owned or operated by a federal, state, or local government. The Department of Homeland Security may designate such offenses as grounds for expedited removal during specified types of declared emergencies. The bill also requires the detention of these individuals.

Preventing the Abuse of Immigration Parole Act This bill places limits on the authority of the Department of Homeland Security (DHS) to parole individuals into the United States. Currently, DHS is allowed to parole non-U.S. nationals ( aliens under federal law) temporarily into the United States on public benefit or urgent humanitarian grounds. Under the bill, the total number of parolees allowed annually is capped at 3,000. Additionally, parole may not be granted to nationals of China, Russia, Iran, North Korea, Cuba, or Syria without a waiver from the Department of State. The bill also eliminates DHS’s authority to parole refugees into the United States on separate public interest grounds.
