Annie Fox Act - Amends the Public Health Service Act to require the Director of the National Institute of Environmental Health Sciences to expand, intensify, and coordinate the activities of the Institute regarding breast cancer in younger women. Requires that in carrying out this Act, the Director shall provide for: (1) augmented research into various aspects of breast cancer in younger women, including the long-term effects of treatment; and (2) augmented information and education programs regarding breast cancer in younger women.

Amends Federal provisions relating to the military Survivor Benefit Plan (SBP) to change from October 1, 2008, to October 1, 2003, the effective date on or after which no reduction may be made in the retired pay of an SBP participant for any month after the later of: (1) the 360th month for which such pay was so reduced; and (2) the month during which the participant attains 70 years of age.

No Social Security for Illegal Immigrants Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to exclude from creditable wages and self-employment income any wages earned for services by aliens illegally performed in the United States and self-employment income derived from a trade or business illegally conducted in the United States.

American LIFE Fund for the Medical Treatment of the Uninsured in Honor of the Victims of September 11th, 2001, Act - Amends the Internal Revenue Code to permit an individual to designate a portion of any tax overpayment for the Health Coverage for the Uninsured Trust Fund, which shall use such funds to provide injury and catastrophic illness protection to individuals without health coverage. Establishes in the Treasury the Health Coverage for the Uninsured Trust Fund.

Medicare Area Wage Index and Standardized Rate Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to mandate a single national average standardized payment amount for inpatient hospital services furnished, regardless of whether in an urban or non-urban area, under the Medicare prospective payment system (PPS) for discharges occurring in FY 2004 and thereafter. Provides for an exception from current requirements for adjustment of the proportion of the diagnostic-related group (DRG) PPS rates representing hospital costs attributable to wages and wage-related costs. Declares that, for adjustments made for different area wage levels for discharges occurring in FY 2004 and thereafter for disproportionate share hospitals for which the adjustment factor established by the Secretary of Health and Human Services for the fiscal year is less than 1.0, the Secretary shall substitute for the proportion of hospital costs otherwise estimated a proportion of 62 percent.

Tax Credits for Conservation Act of 2003 - Amends the Internal Revenue Code to allow an annual tax credit of 50 percent of the qualified conservation contributions of qualified U.S. real property interests for specified conservation purposes. Limits such credit to $100,000 ($50,000 for tax year 2003; $75,000 for tax year 2004). Allows a limited carryover of unused credit.

United States Forces Korea Quality of Life Act - Amends the Internal Revenue Code to exclude from gross income so much of combat zone compensation as does not exceed the maximum enlisted amount received for active service as a member of the armed forces serving in South Korea.

Wage Equity Act of 2003 - Amends the Immigration and Nationality Act to include among the conditions of approval of an H-2A (visa) temporary agricultural worker petition the requirement that an employer may not be required to pay workers more than the greater of: (1) the prevailing wage for seasonal agricultural workers in the occupation in the area of intended employment; or (2) the greater of Federal or State minimum wage.

Citizenship Reform Act of 2003 - Amends the Immigration and Nationality Act to limit automatic citizenship at birth to a child born in the United States who: (1) was born in wedlock to a parent either of whom is a U.S. citizen or national, or is an alien lawfully admitted for permanent residence who maintains such residence; or (2) was born out of wedlock to a mother who is a U.S. citizen or national, or is an alien lawfully admitted for permanent residence who maintains such residence.

Collegiate Housing and Infrastructure Act of 2003 - Amends the Internal Revenue Code to permit organizations organized and operated exclusively for charitable or educational purposes and which make collegiate housing and infrastructure improvement grants to continue to be treated as tax-exempt organizations so long as all of the active members of the recipient organization are full-time students at the college or university with which the recipient organization is associated.

Fuel Tax Equalization Credit for Substantial Power Takeoff Vehicles Act - Amends the Internal Revenue Code to provide a $250 credit for each qualified commercial power takeoff vehicle (certain highway vehicles designed to deliver ready mixed concrete or collect refuse or recyclables) owned by a taxpayer at the end of the year. Stipulates that such credit shall not be available for a vehicle used during the year by a governmental entity or a tax-exempt organization.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation, on behalf of Congress, of a gold medal to Prime Minister Tony Blair of the United Kingdom in recognition of his outstanding and enduring contributions to maintaining the security of all freedom-loving nations. Requires the Secretary of the Treasury to: (1) strike such gold medal (and authorizes the Secretary to strike and sell duplicate bronze medals); and (2) deposit sums received from the sale of the bronze medals into the U.S. Mint Public Enterprise Fund.

Constitutional Amendment - States that no person born in the United States shall be a citizen of the United States, or of any State, on account of birth in the United States unless the mother or father of the person is a citizen of the United States, or is lawfully admitted for permanent residence in the United States, at the time of the birth.

Parental Notification and Intervention Act of 2003 - Prohibits any person or organization from performing, permitting facilities to be used to perform, or assisting in the performance of an abortion on an unemancipated minor under age 18, without: (1) clear and convincing evidence of physical abuse of the minor by the parent and the provision of written notification to the parents; (2) compliance with a 96-hour waiting period after notice has been received by the parents; and (3) compliance with judicial intervention procedures. Prescribes penalties of up to ten years' imprisonment and/or a $1 million fine for violating such prohibition. Provides for an exception where a physician without principal responsibility for making the decision to perform the abortion determines that: (1) a medical emergency exists due to a grave, physical disorder or disease that would cause the minor's death if an abortion is not performed; (2) parental notification is not possible as a result of the emergency; and (3) certifications and determinations to that effect have been entered in the minor's medical records. Requires parental notification through certified mail or personal delivery. Authorizes a notified parent to bring an action in Federal district court which shall enjoin the abortion: (1) until the court's judgment is final; or (2) permanently unless the court determines that granting such relief would be unlawful.

Student Athlete Protection Act - Amends the Federal judicial code to include as unlawful sports gambling a lottery, sweepstakes, or other betting, gambling, or wagering scheme based, directly or indirectly, on one or more: (1) competitive games in which high school or college athletes participate; (2) performances of high school or college athletes in competitive games; or (3) competitive games at the Summer or Winter Olympics.

Condemns the attacks on U.S. citizens by Palestinian terrorists and demands that the Palestinian Authority work with Israel to protect all innocent individuals, regardless of citizenship, from terrorist atrocities. Offers condolences to the families and loved ones of U.S. citizens who were killed by such attacks.

Medicare Safety Net Access Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) provide for coverage of Medicare-covered ambulatory services by Federally qualified health centers (FQHCs); and (2) ensure FQHC reimbursement under hospital and skilled nursing facility prospective payment systems. Amends SSA title XI with respect to criminal penalties for acts involving Federal health care programs, particularly illegal remunerations (kickbacks). Exempts from the prohibition against such remunerations any remuneration: (1) between a certain kind of public or nonprofit private health center entity and any individual or entity providing goods, items, services, donations, loans, or a combination, to such health center entity pursuant to an agreement, if such agreement contributes to the ability of the health center entity to maintain or increase the availability, or enhance the quality, of services provided to a medically underserved population served by the health center entity; and (2) between a FQHC (or an entity controlled by such a health center) and a Medicare+Choice organization pursuant to a specified written agreement. Directs the Secretary of Health and Human Services to establish standards relating to the exception for health center entity arrangements to specified anti-kickback penalties. Amends SSA title XVIII to revise the payment for certain FQHC services furnished to an individual enrolled with a Medicare+Choice organization under Medicare part C (Medicare+Choice), allowing for supplemental reimbursement, among other changes. Amends Medicare+Choice to add additional Medicare+Choice contract requirements.

Building Better Health Centers Act of 2003 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to provide loan guarantees or make grants to eligible health centers for expansion, new construction, or equipment purchase or lease. Makes certain unexpended funds appropriated for FY's 1997 and 1998 under the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Acts of 1997 and 1998, which were made available for loan guarantees for loans made by non-Federal lenders for building costs associated with medical facilities owned and operated by health centers, available for loan guarantees under this Act.

Equity for Reservists Pay Act of 2003 - Entitles a Federal employee who is also a member of the reserves and who is absent from his or her civilian employment position under a call or order for active duty service of more than 30 days, to receive an amount equal to the difference in pay between the military compensation received and the civilian compensation that otherwise would have been received during such period. Makes such amounts also payable during: (1) any period of hospitalization or convalescence required as a result of such service; and (2) the 14-day period following such service. Directs the Secretary of the military department concerned to reimburse a State or local government for 50 percent of the civilian compensation paid by such government for pay periods when a State or local government employee is performing active duty service of more than 30 days. Increases such rate to 100 percent if the employee's active duty service period extends beyond nine months. Requires such reimbursement during periods of hospitalization or convalescence and for 14 days after service. Amends the Internal Revenue Code to provide that, for purposes of the general business credit, the Active-Duty Reserve Component employee credit is 50 percent of the compensation paid by the employer to the employee during the period of active duty.

Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to limit the late enrollment penalty to a ten percent increase in the monthly part B premium due over a period equal to twice the number of years that the part B beneficiary could have been but was not enrolled under Medicare part B.

Reservist and National Guard Opportunities and Protection of Education Act - Amends the Higher Education Act of 1965 to declare that: (1) whenever a student who is a member of the National Guard or other reserve component of the Armed Forces of the United States, or a member of such Armed Forces in a retired status, is called or ordered to active duty, the institution of higher education in which the student is enrolled shall grant the student a military leave of absence from the institution while the student is serving on active duty, and for one year after the conclusion of such service; (2) as a consequence of military leave, upon return, such student is entitled to restoration to his or her previous educational status with regard to academic credits earned, scholarships or grants awarded, or tuition and other fees paid; and (3) the institution is obligated to refund tuition or fees paid prior to the commencement of active duty.

Authorizes the Secretary of Defense to provide an emergency adjustment for up to six months in the rates of the basic allowance for housing for a particular military housing area in response to a sudden increase in housing costs as a result of higher utilities charges or other causes.

Rural Fire Department Equipment Priority Act of 2003 - Directs the Secretary of Defense to enter into an agreement with the Secretary of Agriculture to utilize the Federal Excess Personal Property program of the Forest Service to facilitate the reutilization of Department of Defense personal property by firefighting agencies in rural areas. Requires the priority given to such transfers by the Department of Defense to be at least equal to that given for transferring such property to military departments and defense agencies.

Reforestation Tax Act of 2003 - Amends the Internal Revenue Code to allow a deduction to a taxpayer who has a qualified timber gain in an amount equal to the qualified percentage of such gain. Allows a deduction, for qualified timber property, for reforestation expenditures and terminates current provisions allowing for the amortization of such expenditures.

Pulmonary Hypertension Research Act of 2003 - Amends the Public Health Service Act to require the Director of the National Heart, Lung, and Blood Institute to expand, intensify, and coordinate the activities of the Institute with respect to research on pulmonary hypertension and to coordinate the Director's activities with related activities of other national research institutes and National Institutes of Health agencies. Requires the Director to make grants to, or enter into contracts with, public or nonprofit private entities for the development and operation of centers to conduct research and programs on pulmonary hypertension, including: (1) basic and clinical research into the cause, diagnosis, early detection, prevention, control, and treatment of the disease; (2) training programs for scientists and health professionals; (3) programs to provide information and continuing education to health professionals; and (4) programs for the dissemination of information to the public. Requires the Director to establish: (1) a data system for the collection, storage, analysis, retrieval, and dissemination of data derived from patient populations with pulmonary hypertension; and (2) an information clearinghouse to facilitate and enhance knowledge and understanding of pulmonary hypertension by health professionals, patients, industry, and the public.

Constitutional Amendment - Declares that the first article of amendment to the U.S. Constitution shall not be construed to prohibit the: (1) recitation of the Pledge of Allegiance to the Flag, which shall be, "I pledge allegiance to the Flag of the United States of America, and to the Republic for which it stands, one Nation under God, indivisible, with liberty and justice for all;" nor (2) recitation or use of the national motto, which shall be, "In God we trust."

Medicare Ambulance Payment Reform Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act with respect to payment for ambulance services to revise requirements for the establishment of a fee schedule. Directs the Secretary of Health and Human Services to establish a system for the coding of claims for ambulance services, including a code set specifying the medical condition of the individual transported by an ambulance and the appropriate level of transportation service.

Resolution to Expand Access to Community Health Centers Initiative - Expresses the sense of the House of Representatives that appropriations for consolidated health centers under the Public Health Service Act should be increased by 100 percent during FY's 2001 through 2006 in order to double the number of individuals who receive health care services at community, migrant, homeless, and public housing health centers.

Expresses the sense of Congress that the President should renegotiate the Extradition Treaty between the United States of America and the United Mexican States (signed in Mexico City on May 4, 1978 (31UST5059)), so that the possibility of capital punishment or life imprisonment will not interfere with the timely extradition of criminal suspects from Mexico to the United States.

Abolishment of Obsolete Agencies and Federal Sunset Act of 2003 - Establishes the Federal Agency Sunset Commission to: (1) submit to Congress a schedule for review by the Commission, at least once every 12 years, of the abolishment or reorganization of each agency; (2) review and evaluate the efficiency and public need for each agency using specified criteria; (3) recommend whether each agency should be abolished or reorganized; and (4) report to Congress on all legislation introduced that would establish a new agency or a new program to be carried out by an existing agency. Requires the abolishment of any agency within one year of the Commission's review, unless the agency is reauthorized by Congress. Authorizes the deadline for abolishing an agency to be extended for an additional two years by legislation enacted by a super majority of the House of Representatives and the Senate. Directs the Comptroller General and the Director of the Congressional Budget Office, in cooperation with the Director of the Congressional Research Service, to prepare an inventory of Federal programs within each agency for the purpose of advising and assisting Congress and the Commission in carrying out the requirements of this Act.

Adoption Information Act - Amends the Public Health Service Act to limit grants or contracts for family planning service projects or programs to projects or programs that will provide a pamphlet containing a comprehensive list of adoption centers in that State.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program and TRICARE supplemental premiums on a pretax basis; and (2) a deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums and enrollment fees. Sets an implementation deadline of the first open enrollment period beginning not less than 90 days following enactment.

Securing Access, Value, and Equality in Health Care Act - Amends the Internal Revenue Code to allow an individual a tax credit in an amount equal to the amount paid for qualified health insurance, subject to stated limitations. Requires persons who receive payments for health insurance coverage of an individual to make certain information returns. Directs the Secretary of the Treasury to make advance payments to the provider of an individual's qualified health insurance equal to the Secretary's estimate of the amount of credit allowable for the eligible individual.

Commercial Driver's License Devolution Act of 2003 - Amends Federal transportation law to authorize an individual to operate a commercial motor vehicle solely within the borders of a State (intrastate) if such individual: (1) meets State-prescribed minimum standards for fitness for operating a commercial motor vehicle; and (2) has passed written and driving tests meeting those same standards. Requires States to test the fitness of commercial motor vehicle operators, including with written and driving tests, who operate intrastate.

Amends the Internal Revenue Code to set forth that a plan or other arrangement shall not cease to count as a cafeteria plan solely because qualified benefits under such plan include a health flexible spending arrangement under which, with respect to any plan year, not more than $500 of unused health benefits may be carried forward to the next year of such arrangement or paid to or on behalf of an employee as compensation from employment. Sets forth rules for determining whether or not such benefits shall be included or excluded from income.

Prohibition on United Nations Taxation Act of 2003 - Prohibits the obligation of U.S. funds to the United Nations (UN) or any of its agencies, or to the Organization for Economic Cooperation and Development (OECD) or any of its agencies, if the UN or OECD attempt to: (1) impose a tax or fee on any U.S. person; (2) impose a policy that would enable foreign governments to tax income earned inside the borders of the United States; or (3) borrow funds from the International Bank for Reconstruction and Development (World Bank), the International Monetary Fund, or any other similar or regional international financial institution. Prohibits the obligation of U.S. funds to the UN or any of its agencies (including the UN Development Program), or to OECD or any of its agencies, unless the President certifies to Congress 15 days in advance of such payment that the UN or OECD and their agencies are not engaged in any efforts to develop or promote any taxation or fee proposals in order to raise revenue or any proposals allowing foreign taxation on U.S.-source income.

Active Reservists and National Guard Student Loan Relief Act of 2003 - Amends the Higher Education Act of 1965 to provide for deferments of repayments and for Federal interest subsidy payments on student loans for borrowers who are called to active duty. Provides such deferments and interest payments for up to three years under the Federal Family Education Loan, direct subsidized loan, and Perkins loan programs.

American Servicemember and Citizen Protection Act of 2003 - Prohibits the use of appropriated funds for the establishment or operation of the International Criminal Court. Declares that any action taken by or on behalf of the Court: (1) against any member of the U.S. armed forces shall be considered an act of aggression against the United States; or (2) against any U.S. citizen or national shall be considered an offense against the law of nations. Sets forth both civil and criminal penalties against any person who knowingly violates the requirements of this Act.
