Expresses the sense of Congress that: (1) grave concerns exist concerning the ballistic missile deployment by the People's Republic of China (PRC) directed toward Taiwan which threatens security and stability in the Taiwan Strait; (2) the President of the United States should seek a renunciation from the PRC of any threat or use of force against Taiwan; and (3) Taiwan's future should be determined peacefully, free from coercion, and with the consent of Taiwan's people.

Amends Internal Revenue Code provisions relating to the first-time homebuyer tax credit to: (1) extend such tax credit through May 31, 2010; (2) extend through December 31, 2009, the date until which purchases of a principal residence may be treated as made on December 31, 2008, for tax purposes; and (3) extend through May 31, 2010, the waiver of recapture requirements for residences purchased after December 31, 2008. Rescinds certain discretionary appropriations made available by division A of the American Recovery and Reinvestment Act of 2009 to cover the cost of this Act.

Home Buyer Tax Credit Act of 2009 - Amends the Internal Revenue Code to replace the current tax credit for first-time homebuyers with a one-time credit for 10% of the purchase price of a principal residence, up to $15,000. Requires the repayment of such credit if the taxpayer sells or fails to occupy the residence within 24 months after the date of purchase. Rescinds certain discretionary appropriations made available by division A of the American Recovery and Reinvestment Act of 2009 to cover the cost of this Act.

FHA Taxpayer Protection Act of 2009 - Amends the National Housing Act to increase the downpayment requirement for a Federal Housing Administration (FHA) mortgage loan from 3.5% to 5%. Repeals the current inclusion in the principal amount of an FHA mortgage loan of any initial service charges, appraisal, inspection, and other fees that the Secretary of Housing and Urban Development (HUD) approves. Prohibits the inclusion of such charges and fees in the principal amount of an FHA mortgage loan. Directs the Comptroller General to study and report to Congress on the Mutual Mortgage Insurance Fund and the mortgage insurance programs under which the insurance obligations are obligations of such Fund.

Amends the Emergency Economic Stabilization Act of 2008 (EESA) to prohibit any entity in receipt of financial assistance under the Trouble Asset Relief Program (TARP) (or any other program enacted by the Secretary under EESA authorities) from providing any direct or indirect assistance to, funding, promoting, or in any way contributing to the activities of the Association of Community Organizations for Reform Now (ACORN) or an ACORN-related affiliate. Exempts from this prohibition any entity that has repaid all outstanding amounts of TARP or related financial assistance.

Expresses the sense of Congress that Congress should: (1) enact into law a meaningful national standard to protect commercial and government data, including a robust definition of encryption tied to the National Institute of Standards and Technology (NIST); and (2) adopt legislation that requires that sensitive data be protected through meaningful encryption technology and require government subcontractors having access to sensitive and personally identifiable information to comply with the same standards as federal agencies and departments; and (3) encourage leaders of government agencies and private enterprises to actively manage and rigorously protect the data collected and stored within their institution by making data security a priority within the institution.

Save Our Seniors' Social Security Act of 2009 - Directs the Secretary of the Treasury to disburse a $280 payment to each individual who, for any of the months of December 2009, January 2010, or February 2010, is entitled to a Social Security or railroad retirement benefit payment. Rescinds certain appropriations under the American Recovery and Reinvestment Act of 2009 to offset the increase in spending resulting from this Act.

Transparency and Executive Accountability Act - Amends the Ethics in Government Act of 1978 to require individuals subject to financial disclosure filing requirements by virtue of an appointment to a position in the Executive Office of the President to file required reports with the Director of the Office of Government Ethics (curently, with the ethics official of the individual's employing agency).

Census Improvement Act - Prohibits any organization that has been indicted for a violation of law relating to an election for federal or state office or that employs or otherwise uses the services of an individual who has been indicted for such a violation from participating in the Planning Partnership Program for the 2010 census of population. Provides that no bill, joint resolution, amendment, or conference report containing a provision which would have the effect of limiting the application of provisions regarding the confidentiality of census information shall be considered as passed or agreed to by either chamber of Congress except by a vote of at least two-thirds of the Members voting. Requires: (1) the Secretary of Commerce to submit to the Government Accountability Office (GAO) a copy of each question proposed to be included in the 2010 census and the American Community Survey; (2) GAO to review and report to Congress on such questions; and (3) the Secretary to include his or her views on, and GAO to specifically address, the reasons for each question, the purposes for which the information obtained is likely to be used, alternative means by which the same information could be obtained, and the relative advantages and disadvantages of obtaining the information through a census or survey. Prohibits any person conducting the Survey or 2010 census from seeking answers to any questions relating to a household or any member of such household from any person who is not a member of that household.

Defund ACORN Act - Prohibits any federal contract, grant, cooperative agreement, or other form of agreement from being awarded to, any federal funds in any other form from being provided to, or any federal employee or contractor from promoting any organization that: (1) has been indicted for a violation under any federal or state law governing the financing of a campaign for election for public office or any law governing the administration of such an election, including a voter registration law; (2) had its state corporate charter terminated due to its failure to comply with federal or state lobbying disclosure requirements; (3) has filed a fraudulent form with any federal or state regulatory agency; or (4) employs, has under contract, or retains to act on its behalf any individual who has been indicted for a violation under federal or state law relating to an election for federal or state office. Identifies, specifically, the Association of Community Organizations for Reform Now (ACORN) and any affiliate as such an organization. Requires the Federal Acquisition Regulation to be revised to carry out provisions of this Act relating to contracts.

Urges: (1) the President to issue a report clearly outlining the responsibilities, qualifications, and authorities of the special assistants he has appointed (commonly referred to as "czars") and to certify to Congress that such czars will not assert powers other than those granted by statute to a commissioned officer on the President's staff; and (2) Congress to hold hearings on such report and certification within 30 days.

Idling Reduction Tax Credit Act of 2009 - Amends the Internal Revenue Code to allow a business tax credit for 50% of the cost of a qualified idling reduction device, up to $3,000. Defines "qualified idling reduction device" as any device that is: (1) used for highway transportation in combination with a trailer or semi-trailer to provide services that would otherwise require the operation of the main drive engine while the vehicle is temporarily parked or stationary; and (2) determined by the Administrator of the Environmental Protection Agency (EPA) to reduce long-duration idling.

Amends the Digital Television Transition and Public Safety Act of 2005 to extend through FY2012 (under current law, through FY2010) the requirement that the Assistant Secretary for Communications and Information of the Department of Commerce make payments from the Digital Television Transition and Public Safety Fund for a grant program to assist public safety agencies in the the acquisition of, deployment of, or training for the use of interoperable communications equipment that utilizes reallocated public safety spectrum for radio communication. Allows the Assistant Secretary to extend, on a case-by-case basis, the period of performance for any investment approved under the program for a period not to exceed two years.

Condemns the July 2009 attacks in Jakarta and all other terrorist attacks against Indonesian targets. Expresses condolences to the people of Indonesia and to the other countries suffering casualties in the attacks. Supports the government of Indonesia's efforts to investigate and prosecute the attacks and calls upon Indonesia and its neighbors to work together to combat terrorism in Southeast Asia. Reaffirms the commitment of the United States to strengthen democratic institutions and promote peace and ethnic and religious tolerance in Indonesia.

Childcare Accountability and Responsibility Act of 2009 or the CARE for Kids Act of 2009 - Amends the Child Care and Development Block Grant Act of 1990 to require a national criminal background check for employees of child care providers in any state that receives funds from the Child Care and Development Block Grant Program. Requires that such background check include: (1) a search of the national Sex Offender Registry, the National Crime Information Center, state criminal registries, and state-based abuse and neglect registries and databases; and (2) a Federal Bureau of Investigation (FBI) fingerprint check.

International Child Abduction Prevention Act of 2009 - Establishes within the Department of State an Office on International Child Abductions which shall be headed by the Ambassador at Large for International Child Abductions. States that Ambassador at Large shall be a principal adviser to the President and the Secretary of State regarding matters of international child abduction and refusals of rights of access. Authorizes the Ambassador at Large to represent the United States in such diplomatic matters and international forums. States that the primary responsibilities of the Ambassador at Large shall be to: (1) promote measures to prevent the international abduction of children from the United States; (2) advocate on behalf of abducted children whose habitual residence is the United States; (3) assist left-behind parents in the resolution of abduction or refusal of access cases; and (4) advance mechanisms to prevent and resolve cases of international child abduction. Directs the President to: (1) annually review the status of unresolved cases in each foreign country to determine whether the government has engaged in a pattern of noncooperation, and if so, designate such country as a Country With a Pattern of Noncooperation; (2) notify the appropriate congressional committees of such designation; and (3) take specified presidential or commensurate actions to bring about a cessation of noncooperation. Sets forth consultation, notification, and reporting requirements for the President and the Secretary. Prohibits judicial review of any presidential determination or agency action under this Act. Amends the Foreign Assistance Act of 1961 and the International Financial Institutions Act to require the Administrator of the U.S. Agency for International Development (USAID) and the President, respectively, in determining whether a country engages in a pattern of gross human right violations for purposes of assistance considerations, to consider whether such country has engaged in a pattern of noncooperation regarding unresolved cases of international child abduction or denial of rights of access, or has failed to undertake serious efforts to locate children abducted to such country. Amends the Trade Act of 1974 to consider for tariff preference purposes whether a country has engaged in a pattern of noncooperation regarding unresolved cases of international child abduction or denial of rights of access. Amends the Admiral James W. Nance and Meg Donovan Foreign Relations Authorization Act, Fiscal Years 2000 and 2001 to require, for issuance of a passport for a child under 14 years old living outside the United States, that the person executing the passport application provides documentary evidence that such person is a U.S. citizen, has joint custody over the child, and is executing such application outside the United States.

Czar Accountability and Reform (CZAR) Act of 2009 - Prohibits appropriated funds from being used to pay salaries or expenses of any task force, council, or similar office established by or at the direction of the President, if the head of such entity: (1) is appointed (on other than an interim basis) without the Senate's advice and consent; (2) is excepted from the competitive service by reason of the confidential, policy-determining, policy-making, or policy-advocating character of the position; and (3) performs or delegates functions that would otherwise be performed or delegated by an individual appointed by the President with the Senate's advice and consent.

Health Care Choice Act of 2009 - Amends the Public Health Service Act to provide that the laws of the state designated by a health insurance issuer (primary state) shall apply to individual health insurance coverage offered by that issuer in the primary state and in any other state (secondary state), but only if the coverage and issuer comply with the conditions of this Act. Exempts issuers from any secondary state's laws that would prohibit or regulate the operation of the issuer in such state, subject to certain restrictions imposed by such state. Specifies the notice that an issuer must provide in any insurance coverage offered in a secondary state and at renewal of the policy. Requires each issuer issuing individual health insurance coverage in both primary and secondary states to submit to the insurance commissioners of such states: (1) a copy of the plan of operation or feasibility study; (2) written notice of any change in its designation of its primary state and of its compliance with all the laws of the primary state; and (3) a quarterly financial statement. Prohibits an issuer from offering, selling, or issuing individual health insurance coverage in a secondary state if the state insurance commissioner does not use a risk-based capital formula for the determination of capital and surplus requirements for all issuers. Gives sole jurisdiction to the primary state to enforce the primary state's covered laws in the primary state and any secondary state. Requires the Comptroller General to study and report to Congress on the effect of this Act on specified health insurance issues.

Reducing Barack Obama's Unsustainable Deficit Act - Rescinds all unobligated balances of the discretionary appropriations made available in division A of the American Recovery and Reinvestment Act of 2009 (ARRA). Repeals subtitles B (Assistance for Vulnerable Individuals) and C (Economic Recovery Payments to Certain Individuals) of title II (the Assistance for Unemployed Workers and Struggling Families Act) and titles III (Premium Assistance for COBRA Benefits), IV (Medicare and Medicaid Health Information Technology; Miscellaneous Medicare Provisions), V (State Fiscal Relief), VI (Broadband Communications), and VII (Limits on Executive Compensation) of division B of ARRA. Amends the Emergency Economic Stabilization Act of 2008 (EESA) to terminate upon enactment of this Act (currently, December 31, 2009) the Secretary of the Treasury's authority to establish the Troubled Asset Relief Program (TARP) and the program to guarantee troubled assets originated or issued before March 14, 2008, including mortgage-backed securities. Repeals the authorization for a two-year extension of such authority if the Secretary submits a specified certification to Congress. Requires the Secretary, each time a financial institution makes a TARP repayment, to transfer such repayments to the special account established in the Treasury for reducing public debt.

Detainee Photographic Records Protection Act of 2009 - Requires the Secretary of Defense to: (1) certify any photograph taken between September 11, 2001, and January 22, 2009, that relates to the treatment of individuals engaged, captured, or detained after September 11, 2001, by the U.S. Armed Forces in operations outside of the United States if the Secretary determines that disclosure of such photograph would endanger U.S. citizens or members of the Armed Forces or U.S. government employees deployed outside the United States; and (2) submit timely notice of such certification to Congress. Authorizes the Secretary to submit a renewal of a certification at any time. Provides that a certification or a renewal shall expire after three years. Exempts such a certified photograph from disclosure under the Freedom of Information Act (FOIA), but does not preclude voluntary disclosure. OPEN FOIA Act of 2009 - Amends FOIA to require statutory exemptions to its disclosure requirements to specifically cite its provision that authorizes such exemptions.

Amends the Public Health Service Act to extend through FY2012 the current authorization of appropriations for the national public awareness campaign for gynecologic cancers (Johanna's law). Authorizes appropriations in subsequent fiscal years at levels necessary to carry out such campaign. Requires the Secretary of Health and Human Services (HHS) to: (1) collaborate with nonprofit gynecologic cancer organizations to determine the best practices for providing gynecologic cancer information and outreach services to varied populations; and (2) make grants to nonprofit private entities to carry out demonstration projects to test outreach and education strategies to increase the awareness and knowledge of women and health care providers regarding gynecologic cancers.

Health Care Professional Pipeline Act of 2009 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS) to make a grant to a qualified youth serving organization to establish and expand emergency preparedness pipelines consisting of: (1) health science curricula in secondary schools, institutions of higher education, and continuing education programs that prepare students for careers as future health care professionals; and (2) school-based emergency preparedness chapters to recruit and prepare students for public health emergencies. Defines a "qualified youth serving organization" as a nonprofit organization that prepares youth exclusively for career entry and advancement opportunities in the health professions, offers a national recognition and competitive events program in which students can demonstrate their knowledge and skills in responding to public health emergencies, and operates at least 2,500 chapters in at least 40 states. Requires the Secretary to make a grant each year to such an organization to conduct a national leadership conference that includes representatives of health science programs, emergency preparedness chapters, and the Medical Reserve Corps.

Supports Israel's right to defend itself in the face of an imminent nuclear or military threat from Iran, terrorist organizations, and the countries that harbor them, notwithstanding some statements made by the Obama Administration. Reaffirms the bond with Israel and pledges to continue to work with Prime Minister Netanyahu, the Israeli government, and the people of Israel to ensure that Israel continues to receive critical economic and military assistance. Condemns the government of Iran for its continued support of terrorism and its hateful rhetoric toward Israel.

Amends Rule XIII (Calendars and Committee Reports) of the Rules of the House of Representatives to make it out of order in the House to consider a measure or matter until 72 hours (currently, until the third day) (excluding Saturdays, Sundays, and holidays unless the House is in session on such a day) after its text (and, if any, the text of all accompanying reports) have been made available to Members, Delegates, the Resident Commissioner (Members), and the general public. Requires the full text of the legislation and each committee report, without further amendment before floor consideration, to be posted continuously by means of the Internet. Prohibits consideration in the House of a general appropriation bill reported by the Committee on Appropriations until 72 hours (excluding Saturdays, Sundays, and legal holidays unless the House is in session on such a day) after printed hearings of the Committee have been available to Members. Prohibits the Committee on Rules from reporting a rule or order proposing a waiver of this resolution or of Rule XXII (House and Senate Relations) unless a question of consideration of the rule is adopted by a vote of two-thirds of the Members voting, a quorum being present. Amends Rule XXII (House and Senate Relations) to make it out of order in the House to consider a conference report, the accompanying signed joint explanatory statement, or a motion to dispose of a Senate amendment reported in disagreement by a conference committee until after: (1) the 72-hour availability requirement has been met; and (2) posting on the Internet. Declares that nothing in this resolution or any amendment made by it shall be interpreted to require or permit the declassification or posting on the Internet of classified information in the custody of the House. Requires such classified information to be made available to Members in a timely manner as appropriate under existing laws and rules. Expresses the sense of the House that, with the objective of preventing circumvention of this resolution, that the Committee on Rules should develop standardized policies and procedures to require that proposed amendments (except those offered under an open rule) that are major in size, scope, or cost be posted on the Internet for an appropriate number of hours.

American Energy Act - Deep Ocean Energy Resources Act of 2009 - Considers the Draft Proposed Outer Continental Shelf Oil and Gas Leasing Program 2010-2015 released by the Secretary of the Interior to have been approved as final under the Outer Continental Shelf Lands Act (OCSLA) and to be in full compliance with all requirements of applicable laws. Deems the Secretary to have issued a final environmental impact statement for the program under the National Environmental Policy Act of 1969 (NEPA). Directs the Secretary to: (1) conduct a lease sale in each outer Continental Shelf (OCS) planning area for which there is a commercial interest in purchasing federal oil and gas production leases; and (2) promulgate regulations that establish management of the surface occupancy of the portion of the OCS near the coastline. Amends the Submerged Lands Act to extend to 12 nautical miles a coastal state's allowable seaward boundary. Excepts from the operation of provisions concerning the rights of states all of the oil and gas mineral rights for lands beneath the navigable waters that are located within the expanded offshore seaward boundaries. Deems such rights to be federal property and part of the federal OCS for purposes of OCLA. Revises the procedure for determining each state's Adjacent Zone and each OCS Planning Area. Provides a means of voluntary relinquishment of any portion of a geologically prospective lease. Revises procedures for the granting of OCS leases concerning multiple leases for the same tract, payment of receipts, joint bidding restrictions in Alaska, price thresholds applicable to royalty suspension volumes, and a conservation of resources fee for nonproducing leases. Provides schedules for the sharing and allocation of OCS receipts. Prohibits leasing east of the military mission line (86 degrees, 41 minutes West Longitude, and extending south from the coast of Florida to the outer boundary of U.S. territorial waters in the Gulf of Mexico). Revises OCS leasing provisions concerning: (1) timing and location under each five-year program; (2) consideration of other laws affecting leasing; (3) suggestions from government entities and other persons; and (4) estimates of resources within a state's Adjacent Zone and projections of receipts expected to be shared with each Adjacent State and its political subdivisions. Provides rules for the approval by a federal agency or a state of a petroleum or natural gas pipeline, respectively. Provides guidelines for the preparation of environmental impact statements. Prohibits uses on the federal OCS or in state waters by federal agencies that are incompatible with oil and gas leasing and substantially full exploration and production of geologically prospective tracts. Authorizes the repurchase and cancellation of certain leases that were subject to litigation in the Court of Federal Claims. Allows environmental mitgation requirements associated with leasing activities to be satisfied at a site away from the area affected. Requires the Secretary to establish OCS regional headquarters. Allows a lessee of an existing oil and gas lease for an area located completely within 12 nautical miles of the coastline within the California or Florida Adjacent Zones the option of exchanging such lease for a new oil and gas lease having a primary term of 5 years. Repeals the program of coastal impact assistance to producing states and political subdivisions. Repeals the Gulf of Mexico Energy Security Act of 2006. American Energy Independence and Price Reduction Act - Requires the Secretary to establish a competitive oil and gas leasing program that will result in an environmentally sound program for the exploration, development, and production of Alaska's Coastal Plain's oil and gas resources. Amends the Alaska National Interest Lands Conservation Act of 1980 to terminate the prohibition against leasing or other development leading to production of oil and gas from the Arctic National Wildlife Refuge. Directs the Secretary to hold a lease sale offering an additional 10 parcels for lease for research, development, and demonstration of oil shale resources, under the terms offered in a specified solicitation of bids. Allows the temporary reduction of royalties, fees, rentals, bonus, or other payments for leases of federal lands for the development and production of such resources as necessary to incentivize and encourage their development. Refinery Permit Process Schedule Act - Authorizes the Administrator of the Environmental Protection Agency (EPA) to provide financial assistance to states to hire personnel with expertise relevant to consideration of federal refinery authorizations. Requires a federal agency responsible for refinery authorization to provide nonfinancial assistance to facilitate state consideration of such authorizations. Directs the President to appoint a federal coordinator to facilitate such authorizations. Instructs the President to designate at least three closed military installations as potentially suitable for the construction of a refinery. Requires that at least one such site be designated as potentially suitable for construction of a refinery to produce biofuel. Requires the redevelopment authority for each such installation to consider the feasibility and practicability of siting a refinery on the installation. Amends the Energy Policy Act of 2005 to repeal certain requirements regarding refinery revitalization. Amends the Internal Revenue Code with respect to the income tax credits for: (1) the purchase of a new qualified alternative fuel vehicle; (2) the cost of qualified alternative fuel vehicle refueling property; and (3) qualified plug-in electric drive motor vehicles placed in service. Directs the Secretary of Energy to carry out a program of awards to advance the development and application of innovative energy technologies and new energy sources, including for innovative gasoline-operated automobile and advanced battery manufacturing. Amends the Internal Revenue Code to extend various energy efficiency tax incentives. Amends the Energy Independence and Security Act of 2007 to repeal the requirement that the associated lifecycle greenhouse gas emissions of government-procured alternative or synthetic fuels not exceed those from equivalent fuel from conventional petroleum sources. Provides for the procurement of coal-to-liquid fuel and loans to facilities that produce such fuel. Amends the Internal Revenue Code to extend various renewable energy tax credits and to include in certain incentives advanced nuclear power and clean-coal equipment. Establishes in the Treasury the American Renewable and Alternative Energy Trust Fund. Requires the Nuclear Regulatory Commission (NRC) to establish an expedited procedure for issuing combined construction and operating licenses for new reactors. Sets a goal of licensing 100 new reactors, or the megawatt equivalent, by 2030. Requires creation of a uranium supply-disruption mitigation reserve and the convening of a national summit on uranium resources. Establishes policies concerning the disposal of high-level nuclear waste. Directs the Secretary of Energy to establish a National Nuclear Energy Council to advise the Secretary and assist nuclear energy-related investors. Revises NEPA environmental assessment procedures with respect to the consideration of alternative locations or actions for renewable energy projects. Excludes greenhouse gases and climate change from regulation under the Clean Air Act. Amends the Endangered Species Act of 1973 to prohibit the consideration of the impact of greenhouse gases upon species of fish, wildlife, or plants. Sets forth jurisdictional rules and procedures for claims that arise concerning any energy project under a federal lease.

NATO First Act - Expresses U.S. policy on the current force structure in Europe. Prohibits any action to effect or implement the closure of any military installation in a European member nation of the North Atlantic Treaty Organization (NATO) at which a unit of U.S. Armed Forces is based, or to alter the permanent basing arrangement of such a unit, unless: (1) the closure is requested by the government of the host nation; or (2) the Secretary of Defense makes a certification to the congressional defense committees regarding the necessity of such closure or alteration. Authorizes the Secretary to: (1) conduct or support programs to build the capacity of the national military forces of certain foreign countries to support the theater priorities of the Commander of the United States European Command; and (2) provide assistance to the NATO Special Operations Coordination Center to support NATO special operations forces and activities. Expresses U.S. policy on the extended deterrence commitment to Europe. Prohibits any action to effect or implement the reduction of U.S. nuclear forces in Europe unless: (1) the reduction is requested by the government of the host nation; or (2) the Secretary makes certain certifications regarding the necessity of such reduction. Earmarks specified funds appropriated for FY2011-FY2012 for the Missile Defense Agency for a long-range missile defense system in Europe. Directs the Secretary to deploy a system providing a short-range air and missile defense capability, and the personnel required to operate and maintain the system, to Poland. Allows Department of Defense (DOD) funds to be used to implement reductions in the strategic nuclear forces of the United States pursuant to a treaty or other agreement entered into between the United States and the Russian Federation after the date of enactment of this Act only if the President makes certain certifications to Congress concerning the efficacy of such reductions. Authorizes the Secretary to expand the United States-Russian Federation joint center for the exchange of data from early warning systems to include the exchange of data on missile defense-related activities.

United States Marshals Service 225th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 225th anniversary of the establishment of the United States Marshals Service, to mint and issue $5 gold and $1 silver coins emblematic of the 225 years of exemplary and unparalleled achievements of the U.S. Marshals Service. Requires all such coin sales to include a surcharge of: (1) $35 per $5 coin; and (2) $10 per $1 coin. Requires distribution of the first $5 million to the Director of the United States Marshals Service National Museum, for the preservation, maintenance, and display of artifacts and documents of the U.S. Marshals Service. Requires distribution of: (1) $1 million to the National Center for Missing and Exploited Children; (2) $1 million to the National Law Enforcement Officers Memorial Fund in support of the National Law Enforcement Museum and the National Law Enforcement Officers Memorial; (3) $1 million to the Federal Law Enforcement Officers Association; (4) $500,000 to the William "Bill" Degan Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (5) $500,000 to the Robert D. May Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (6) $500,000 to the Community Oriented Policing Service; and (7) $500,000 to the Retired United States Marshals Service Association. Authorizes the Secretary to strike and sell bronze duplicates of the $5 gold coins.

Child Protection Compact Act of 2009 - Authorizes the Secretary of State, through the Ambassador-at-Large of the Department of State's Office to Monitor and Combat Trafficking in Persons, to provide assistance (grants, cooperative agreements, or contracts) for an eligible country with a significant prevalence of trafficking in children that enters into a Child Protection Compact with the United States to support policies and programs to eradicate the trafficking of children.

Detainee Photographic Records Protection Act of 2009 - Requires the Secretary of Defense to submit a certification to the President for any photograph relating to the treatment of individuals engaged, captured, or detained after September 11, 2001, by the U.S. Armed Forces in operations outside of the United States if the Secretary determines that disclosure of such photograph would endanger U.S. citizens or members of the Armed Forces or U.S. government employees deployed outside the United States. Authorizes the Secretary to submit a renewal of a certification at any time. Provides that a certification or a renewal shall expire five years after submission. Exempts such a certified photograph from disclosure under the Freedom of Information Act.

Recognizes that: (1) the current payment mechanisms for Federally-Qualified Health Centers in Medicaid, the Children's Health Insurance Program (CHIP, formerly known as SCHIP), and Medicare are essential to assuring access to quality, affordable, primary, and preventive care servies; and (2) any expansion of private insurance must include mechanisms to ensure the full participation of, and appropriate reimbursement to, such Centers to ensure adequate access to care for the medically underserved and disenfranchised. Expresses the sense of Congress that: (1) everyone should have the choice of a community health center as their health care home and every center should be appropriately reimbursed for the care it provides; and (2) health care reform should include measures to expand community health centers.

Payday Lending Reform Act of 2009 - Amends the Truth in Lending Act to require a creditor to make specified disclosures when making a payday loan to a consumer. Prohibits a creditor from making a payday loan to any consumer unless: (1) specified notices are posted conspicuously in the creditor's public lending area, or, if the loan is made using the Internet, fax or other means, posted conspicuously on the creditor's public internet site relating to any such payday loan; and (2) the creditor offers the consumer an extended repayment plan that meets specified requirements. Sets forth prohibited lender practices, including: (1) requiring a consumer to pay interest and fees that, combined, total more than 20 cents for every dollar loaned in connection with a payday loan; (2) threatening or seeking to have the consumer prosecuted criminally to collect the loan; and (3) taking or attempting to take an interest in any of the consumer's personal property to secure the loan. Authorizes a consumer to cancel future payment obligations on a payday loan, without cost or finance charges, by: (1) informing the creditor in writing within two days after executing the loan agreement that the consumer wants to rescind the loan; and (2) returning to the creditor the cash amount of the loan principal.

Preserving DC Student Scholarships Act of 2009 - Requires the Secretary of Education to award competitive grants for up to five years to eligible entities to provide eligible students with opportunity scholarships to attend the District of Columbia private elementary school or secondary school of their choice beginning in school year 2010-2011. Defines: (1) "eligible entity" as an educational entity of the District of Columbia government, a nonprofit organization, or a consortium of nonprofit organizations; and (2) "eligible student" as a student who is a District resident, comes from a household whose income does not exceed 300% of the poverty line, and was enrolled in a District Public School (such as a charter school) in the previous school year, or is eligible to enter kindergarten or first grade. Repeals the DC School Choice Incentive Act of 2003 beginning with school year 2010-2011.

Requires the Architect of the Capitol (AOC) to engrave the Pledge of Allegiance to the Flag and the National Motto of "In God we trust" in the Capitol Visitor Center, in accordance with an engraving plan setting forth the design and location of such engraving which is prepared by the AOC and approved by the House Committee on House Administration and the Senate Committee on Rules and Administration.

Lord's Resistance Army Disarmament and Northern Uganda Recovery Act of 2009 - Directs the President to submit to the appropriate congressional committees a regional strategy to guide U.S. support for multilateral efforts to eliminate the threat to civilians and regional stability posed by the Lord's Resistance Army (LRA) and to enforce the rule of law and ensure full humanitarian access in LRA-affected areas. Authorizes the President to provide assistance to respond to the humanitarian needs of populations in northeastern Congo, southern Sudan, and Central African Republic affected by LRA activity. Expresses the sense of Congress that the Secretary of State and Administrator of the United States Agency for International Development (USAID) should work with the appropriate congressional committees to increase future assistance to Uganda if the government of Uganda demonstrates a commitment to reconstruction in war-affected areas of northern and eastern Uganda. Expresses the sense of Congress that the President should support efforts by the people of northern Uganda and the government of Uganda to: (1) promote local and national reconciliation including mechanisms outlined in the Annexure to the Agreement on Accountability and Reconciliation between the government of Uganda and the LRA; and (2) assist internally displaced people, establish mechanisms for the demobilization and reintegration of former combatants, and enhance the competency of local institutions including the police.

Net Operating Loss (NOL) Carryback Act - Amends the Internal Revenue Code to allow a five-year carryback of net operating losses, including the operating losses of life insurance companies, incurred in 2008 and 2009. Denies such extended loss carryover period to: (1) taxpayers in whom the federal government acquires an equity interest under the Emergency Economic Stabilization Act of 2008; (2) the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac); and (3) members of certain affiliated groups.
