Taylor Force Act This bill prohibits certain assistance under the Foreign Assistance Act of 1961 from being made available for the West Bank and Gaza unless the Department of State certifies that the Palestinian Authority: is taking steps to end acts of violence against U.S. and Israeli citizens perpetrated by individuals under its jurisdictional control, such as the March 2016 attack that killed former Army officer Taylor Force; is publicly condemning such acts of violence and is investigating, or cooperating in investigations of, such acts; and has terminated payments for acts of terrorism against U.S. and Israeli citizens to any individual who has been convicted and imprisoned for such acts, to any individual who died committing such acts, and to family members of such an individual.

Veterans Transplant Coverage Act of 2017 This bill authorizes the Department of Veterans Affairs (VA) to: (1) provide for an operation on a live donor to carry out a transplant procedure for an eligible veteran notwithstanding that the live donor may not be eligible for VA health care, and (2) provide for such an operation at a VA or a non-VA facility. The VA shall furnish to such a donor any care or services that may be required before and after conducting such procedure.

Declares that combating corruption in the Northern Triangle must remain a top policy priority for the United States in Central America. The International Commission against Impunity in Guatemala (CICIG) and the Mission to Support the Fight against Corruption and Impunity in Honduras (MACCIH) are important contributions to such effort. Urges the government of Guatemala to continue to cooperate with CICIG and the government of Honduras to continue to cooperate with MACCIH. Urges the governments of Honduras, Guatemala, and El Salvador to: publicly support efforts to fight corruption, respect the independence of the judicial branch and the Office of the Attorney General, and ensure that such office in each Northern Triangle country receives sufficient domestic budget allocations in a timely manner to carry out core responsibilities.

Discouraging Frivolous Lawsuits Act This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to revise requirements concerning citizen suits. Litigation costs (including reasonable attorney and expert witness fees) must be awarded to the prevailing party, thus the bill removes a court's discretion to award the fees. A prevailing party is defined as the party that prevails on more than half of the claims at issue. The bill repeals the authority of the Environmental Protection Agency (EPA) to deny or restrict the use of any area as a disposal site for dredged or fill material when the discharge of those materials would have an unacceptable adverse effect on municipal water supplies, shellfish beds and fishery areas, wildlife, or recreational areas. Current law requires compensatory mitigation to replace the loss of aquatic resource functions in a watershed when a permit to discharge dredged or fill materials into navigable waters has unavoidable impacts on aquatic resources. This bill prohibits government entities from carrying out compensatory mitigation in excess of existing regulatory requirements.

Synthetics Trafficking and Overdose Prevention Act of 2017 or the STOP Act of 2017 This bill amends the Tariff Act of 1930 to make the Postmaster General the consignee (i.e., the entity financially responsible for the receipt of a shipment) for merchandise, excluding documents, imported through the mail into the United States. The Postmaster General must designate licensed customs brokers to file required documents or information for such shipments. The bill amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to impose a customs user fee on postal shipments or any other item valued at $2,000 or less arriving at an international mail facility. The bill amends the Trade Act of 2002 to direct the Department of the Treasury to require the Postmaster General to provide for the advanced electronic transmission to the U.S. Customs and Border Protection of certain information for all postal shipments made by the U.S. Postal Service (USPS), including postal shipments it receives from foreign postal operators. The Postmaster General: shall be liable for civil penalties for postal shipment violations committed by a foreign postal operator or the USPS; may be directly or indirectly responsible for discrepancies resulting from omissions made or false information provided by a foreign postal operator or the USPS; and shall ensure that all costs and penalties associated with complying with this bill are recouped from foreign shippers, foreign postal operators, or U.S. ultimate consignees.

Removing Barriers to Colorectal Cancer Screening Act of 2017 This bill waives Medicare coinsurance requirements with respect to colorectal cancer screening tests, regardless of the code billed for a resulting diagnosis or procedure.

Lymphedema Treatment Act This bill amends title XVIII (Medicare) of the Social Security Act to cover certain lymphedema compression treatment items as durable medical equipment under Medicare. (Lymphedema is a condition of localized fluid retention and tissue swelling that is caused when the lymphatic system is damaged or blocked.)

Protecting Seniors' Access to Medicare Act of 2017 This bill amends the Patient Protection and Affordable Care Act (PPACA) to terminate the Independent Payment Advisory Board (IPAB). Under PPACA, the IPAB is tasked with developing proposals to reduce the per capita rate of growth in Medicare spending.

Agency Accountability Act of 2017 This bill requires any agency that receives a fee, fine, penalty, or proceeds from a settlement to deposit the amount in the general fund of the Treasury. The funds may not be used unless the funding is provided in advance in an appropriations bill. Any amounts deposited during the fiscal year in which this bill is enacted may not be obligated during the fiscal year and must be used for deficit reduction. The bill includes an exception for funds to be paid to an individual entitled to receive the funds as a whistle-blower, including funds received as a percentage of amounts received by the government pursuant to a judgment or settlement agreement. The bill amends the Congressional Budget Act of 1974 to require offsetting receipts and collections to be treated as revenue. (Offsetting receipts and collections are funds collected by agencies from other government accounts or from the public in businesslike or market-oriented transactions. Under current law, the collections are treated as negative budget authority and outlays rather than revenue and may be used to offset spending for budget enforcement purposes.) The requirements of the bill do not apply to the U.S. Postal Service or the U.S. Patent and Trademark Office (USPTO). The Under Secretary of Commerce for Intellectual Property and the Director of the USPTO must submit annually to Congress a report describing any fee, fine, penalty, or proceeds from a settlement collected by the USPTO during the previous year.

Military Surviving Spouses Equity Act This bill: (1) repeals certain provisions that require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age, (2) prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund, and (3) requires (current law authorizes) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. The Secretary concerned shall restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to the surviving child or children of a member.

Childhood Cancer Survivorship, Treatment, Access, and Research Act of 2017 or the Childhood Cancer STAR Act This bill amends the Public Health Service Act to authorize the National Institutes of Health (NIH) to provide support to collect the medical specimens and information of children, adolescents, and young adults with selected cancers that have the least effective treatments in order to achieve a better understanding of these cancers and the effects of treatment. The national childhood cancer registry is reauthorized through FY2022 and revised to authorize the Centers for Disease Control and Prevention to award grants to state cancer registries to improve tracking of childhood cancers. The Department of Health and Human Services (HHS) may: (1) support pilot programs to develop or study models for monitoring and caring for childhood cancer survivors throughout their lives, (2) establish a task force to develop and test standards for high-quality childhood cancer survivorship care, and (3) carry out a demonstration project to improve care coordination as childhood cancer survivors transition to adult care. HHS must convene a Workforce Development Collaborative on Medical and Psychosocial Care for Pediatric Cancer Survivors. The NIH may support research on: (1) outcomes for, and barriers faced by, pediatric cancer survivors within minority or medically underserved populations; and (2) follow-up care for pediatric cancer survivors, including research on the late effects of cancer treatment and long-term complications. The Government Accountability Office must make recommendations to address barriers to childhood cancer survivors obtaining and paying for adequate medical care.

Medicare Access to Rehabilitation Services Act of 2017 This bill repeals existing caps on Medicare payment for certain outpatient physical-therapy services and speech-language pathology services. Under current law, annual payment for such services is capped at $1,980 in 2017, with specified percentage increases to that limit in subsequent years.

Safeguard Israel Act of 2017 This bill prohibits the U.S. government from making any voluntary or assessed contributions to the United Nations (U.N.) or any U.N. organization until the President certifies to Congress that Security Council Resolution 2334 has been repealed. Security Council Resolution 2334 characterizes Israeli settlements in the West Bank and East Jerusalem as illegal and demands cessation of settlement activities.

This joint resolution nullifies the “Implementation of the NICS Improvement Amendments Act of 2007 ” rule finalized by the Social Security Administration on December 19, 2016. The rule implements a plan to provide to the National Instant Criminal History Background Check System the name of an individual who meets certain criteria, including that benefit payments are made through a representative payee because the individual is determined to be mentally incapable of managing them. (Current law prohibits firearm sale or transfer to and purchase or possession by a person who has been adjudicated as a mental defective.)

Craft Beverage Modernization and Tax Reform Act of 2017 This bill amends the Internal Revenue Code, with respect to the tax treatment of certain alcoholic beverages, to: exclude the aging period from the production period for beer, wine, or distilled spirits for purposes of determining whether a taxpayer can expense, rather than capitalize, interest costs paid or incurred during the production period; reduce excise tax rates on beer and distilled spirits; modify the small wine producer tax credit to increase the amount of the credit, expand the producers that are covered, and specify an adjustment for hard cider; modify the alcohol content limitations that apply to certain wines for tax purposes; specify definitions for "mead" and "low alcohol by volume wine;" modify requirements for records, statements, and returns for certain breweries; and permit the transfer of beer between bonded facilities without payment of tax. The Department of the Treasury must amend applicable regulations with respect to the use of wholesome products suitable for human consumption in the production of fermented beverages.

Academic Partnerships Lead Us to Success Act or the A PLUS Act This bill allows each state to receive federal elementary and secondary education funds on a consolidated basis and manage the funds to advance the educational policy of the state. A declaration of intent must be formulated by a combination of specified state officials or by referendum and must list the programs for which consolidated funding is requested. States may use such funds for any educational purpose permitted by state law, but must make certain assurances that they will use fiscal control and fund accounting procedures, abide by federal civil rights laws, advance educational opportunities for the disadvantaged, and use federal funds to supplement rather than supplant state funding. Each declaration state shall: (1) inform the public about its student achievement assessment system, (2) report annually on student progress toward the state's proficiency standards by specified student groups, and (3) provide for the equitable participation of private school children and teachers in the same manner as provided for under current law.

Combating European Anti-Semitism Act of 2017 This bill requires the Department of State to include in its Annual Report on International Religious Freedom information about each European country where there have been particularly significant threats or attacks against Jewish persons or institutions. The report shall include information about the security needs of such Jewish communities, U.S. efforts to partner with European law enforcement agencies and civil society groups, European public awareness initiatives to promote pluralism and tolerance, and efforts by European governments to adopt and apply a working definition of anti-Semitism.

Urges Russian authorities to grant access to archival collections and to declassify and make publicly available all documents related to Raoul Wallenberg. Urges: (1) the Russian authorities to work with Wallenberg's family, the Swedish government, and Russian and international scholars, researchers, and archivists to resolve outstanding questions surrounding the circumstances of Wallenberg's arrest and death; and (2) the President, Secretary of State, and other high level U.S. government officials to raise the case of Wallenberg to their Russian counterparts and to request direct access to the original and unredacted documentation in the Russian archives. Emphasizes the need for independent verification of any information provided by Russian officials. Reaffirms Wallenberg's humanitarian spirit, personal courage, and nonviolent action in the face of enormous odds and commits to the continued pursuit of answers regarding Wallenberg's fate.

Lieutenant Osvaldo Albarati Correctional Officer Self-Protection Act of 2017 This bill amends the federal criminal code to require the Bureau of Prisons (BOP) to allow a correctional officer at a federal prison or correctional institution to: (1) store firearms on BOP premises in a secure storage area outside the security perimeter of the institution or in a vehicle lockbox, and (2) carry a concealed firearm on BOP premises outside the security perimeter of the institution.

Reinforcing Education Accountability in Development Act or the READ Act This bill amends the Foreign Assistance Act of 1961 to state that it shall be U.S. policy to work with partner countries, other donors, multilateral institutions, the private sector, and nongovernmental and civil society organizations (including faith-based organizations) to promote basic education through programs that: (1) respond to the needs and capacities of developing countries to improve literacy and other basic skills; (2) strengthen educational systems, expand access to safe learning environments (including by breaking down barriers to basic education for women and girls), and support the engagement of parents in their children's education; (3) promote education as a foundation for economic growth; and (4) monitor and evaluate the effectiveness and quality of basic education programs in partner countries. The President shall: (1) seek to improve the effectiveness of assistance by coordinating relevant executive branch efforts, (2) ensure that assistance is aligned with U.S. foreign policy and economic interests, and (3) submit to Congress by October 1, 2017, a comprehensive FY2018 through FY2022 strategy to promote basic education in partner countries. The bill establishes within the U.S. Agency for International Development the position of Senior Coordinator of United States International Basic Education Assistance, who shall have primary responsibility for the oversight and coordination of U.S. government resources and activities relating to the promotion of international basic education.

Iraq and Syria Genocide Relief and Accountability Act of 2017 This bill directs the Department of State to provide assistance to entities taking specified criminal and judicial actions against individuals who are suspected of committing genocide, crimes against humanity, or war crimes in Iraq since January 2014 or in Syria since March 2011. The State Department shall encourage foreign governments to identify and prosecute individuals who are suspected of committing such crimes, including members of foreign terrorist organizations operating in Iraq or Syria. The Department of Justice shall review existing criminal statutes concerning genocide, crimes against humanity, and war crimes to determine: the extent to which U.S. courts have jurisdiction over such crimes where the perpetrators or victims are U.S. nationals, residents, or persons present in a U.S. territory; current statutes that would apply to such conduct and whether additional statutory authorities are necessary; and the extent to which the absence of criminal statutes defining the crimes or granting jurisdiction impede their prosecution in U.S. courts. The State Department shall identify: threats of persecution, genocide, crimes against humanity, and war crimes against members of Iraqi or Syrian religious or ethnic groups that are minorities in Iraq or in Syria with respect to whom the Islamic State of Iraq and Syria (ISIS) has committed such crimes in Iraq or Syria since January 2014, or who are members of other persecuted religious or ethnic groups; humanitarian, stabilization, and recovery needs of these individuals; and assistance provided by the United States, the U.N., and other entities, including faith-based entities. Aliens who are, or were, a national and a resident of Iraq or Syria, and who share common characteristics that identify them as targets of persecution on account of membership in a religious or ethnic minority in that country: (1) are deemed to be of special humanitarian concern to the United States; and (2) shall be eligible for priority-2 processing under the refugee resettlement priority system. The Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1990 is amended to extend: (1) refugee set-asides for nationals of the former Soviet Union, Estonia, Latvia, or Lithuania; and (2) the period of eligibility for status adjustment from a parolee who was denied refugee status to a lawfully admitted permanent resident for certain aliens from the former Soviet Union, Estonia, Latvia, Lithuania, Vietnam, Laos, or Cambodia.

Fairness for High-Skilled Immigrants Act of 2017 This bill amends the Immigration and Nationality Act to: (1) eliminate the per-country numerical limitation for employment-based immigrants, and (2) increase the per-country numerical limitation for family-based immigrants from 7% to 15% of the total number of family-sponsored visas. The Chinese Student Protection Act of 1992 is amended to eliminate the provision requiring the reduction of annual Chinese immigrant visas to offset status adjustments under such Act. The bill establishes a transition period during which a percentage of employment-based second and third preference (EB-2 and EB-3) immigrant visas are reserved as follows: for FY2017, 15% of such visas are allotted to natives of countries other than the two countries with the largest aggregate numbers of natives obtaining such visas in FY2011; for FY2018, 10% of such visas are allotted in each category to natives of countries other than the two with the largest aggregate numbers of natives obtaining such visas in FY2012; and for FY2019, 10% of such visas are allotted in each category to natives of countries other than the two with the largest aggregate numbers of natives obtaining such visas in FY2015. During the transition period, not more than 25% of the total number of the reserved EB-2 and EB-3 visas shall be allotted to natives of a single country. For FY2015-FY2017, not more than 85% of the unreserved EB-2 and EB-3 visas shall be allotted to natives of a single country. Amendments made by this bill shall apply beginning in FY2017.

Email Privacy Act This bill amends the federal criminal code to revise provisions that limit an electronic communication service (ECS) or remote communication service (RCS) provider from disclosing the contents of a wire or electronic communication that is in electronic storage. Additionally, it revises the standards for the government to compel an ECS or RCS provider to disclose contents of a wire or electronic communication or noncontent records or information pertaining to a subscriber or customer. An ECS or RCS provider may notify a subscriber or customer of the receipt of a warrant, court order, subpoena, or request, unless the government obtains an order for delayed notification. The bill revises the process for obtaining a delayed notification order and lengthens the maximum duration of a delayed notification order.

Muslim Brotherhood Terrorist Designation Act of 2017 This bill requires the Department of State to report to specified congressional committees within 60 days indicating: (1) whether the Muslim Brotherhood meets the criteria for designation as a foreign terrorist organization; and (2) if not, which criteria have not been met.

Hearing Protection Act of 201 7 This bill amends the Internal Revenue Code to: (1) eliminate the $200 transfer tax on firearm silencers, and (2) treat any person who acquires or possesses a firearm silencer as meeting any registration or licensing requirements of the National Firearms Act with respect to such silencer. Any person who pays a transfer tax on a silencer after October 22, 2015, may receive a refund of such tax. The bill amends the federal criminal code to preempt state or local laws that tax or regulate firearm silencers.

Rebalance for an Effective Defense Uniformed and Civilian Employees Act or the REDUCE Act This bill limits full-time positions in the Department of Defense (DOD), in each of FY2024-FY2028, subject to specified adjustments to be made by the DOD Secretary, to a number not greater than 85% of the number of such positions at DOD as of September 30, 2018. Not more than 1,000 of such positions may be career appointees within the Senior Executive Service. DOD is authorized to offer voluntary separation incentive and voluntary early retirement payments to achieve the reductions but must use involuntary measures, beginning on October 1, 2018, to achieve required reductions in personnel levels if voluntary measures are inadequate.

Concealed Carry Reciprocity Act of 2017 This bill amends the federal criminal code to allow a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows individuals to carry concealed firearms. A qualified individual must: (1) be eligible to possess, transport, or receive a firearm under federal law; (2) carry a valid photo identification document; and (3) carry a valid concealed carry permit issued by any state or be eligible to carry a concealed firearm in his or her state of residence. Additionally, the bill specifies that a qualified individual who lawfully carries or possesses a concealed handgun in another state: (1) is not subject to the federal prohibition on possessing a firearm in a school zone, and (2) may carry or possess the concealed handgun in federally owned lands that are open to the public.

Encourage New Legalized Immigrants to Start Training Act or the ENLIST Act This bill authorizes the enlistment in the Armed Forces of aliens unlawfully present in the United States on December 31, 2012, who: (1) have been continuously present in the United States since such date; (2) were younger than 15 years of age when they initially entered the United States; and (3) are otherwise eligible for original enlistment in a regular component of the Army, Navy, Air Force, Marine Corps, or Coast Guard. The Department of Homeland Security shall adjust the status of an alien enlisted under such authority to the status of an alien lawfully admitted for permanent residence under provisions of the Immigration and Nationality Act applicable to aliens who entered the United States prior to January 1, 1972. The bill rescinds such lawful permanent resident status if the alien is separated from the Armed Forces under other than honorable conditions before serving the term of enlistment.

Anti-Semitism Awareness Act of 2016 This bill requires the Department of Education (ED), when reviewing whether there has been a violation of title VI of the Civil Rights Act of 1964 (prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving federal financial assistance) based on an individual's actual or perceived shared Jewish ancestry or Jewish ethnic characteristics, to consider the definition of "anti-Semitism" as part of its assessment of whether the alleged practice was motivated by anti-Semitic intent. For purposes of this bill, the definition of "anti-Semitism" is the definition set forth by the Special Envoy to Monitor and Combat Anti-Semitism of the Department of State in the Fact Sheet issued on June 8, 2010, as adapted from the Working Definition of Anti-Semitism of the European Monitoring Center on Racism and Xenophobia (now known as the European Union Agency for Fundamental Rights).

George W. Bush Childhood Home Study Act This bill directs the Department of the Interior to conduct a special resource study of the childhood home of former President George W. Interior shall: (1) evaluate the national significance of such site, and (2) determine the suitability and feasibility of designating it as a unit of the National Park System.

Combating European Anti-Semitism Act of 2016 This bill expresses the sense of Congress that: (1) it is in the U.S. national interest to combat anti-Semitism at home and abroad; (2) there is a need to ensure the security of European Jewish communities, including synagogues, schools, and cemeteries; and (3) the United States should continue to emphasize the importance of combating anti-Semitism in multilateral bodies. The International Religious Freedom Act of 1998 is amended to require the Department of State's Annual Report on International Religious Freedom to include, for each European country in which threats or attacks against Jewish persons, schools, and religious institutions are particularly significant, a description of: the security challenges and needs of European Jewish communities and European law enforcement agencies; U.S. efforts to partner with European law enforcement agencies and civil society groups to combat anti-Semitic incidents; educational programming and public awareness initiatives that impart values of pluralism and tolerance, showcase the positive contributions of Jews, and pay special attention to population segments that exhibit a high degree of anti-Semitic animus; and efforts by European governments to adopt and apply a working definition of anti-Semitism.

Department of State, Foreign Operations, and Related Programs Appropriations Act, 2017 Provides FY2017 appropriations for the Department of State, foreign operations, and related programs. Provides appropriations to the State Department for: Administration of Foreign Affairs, International Organizations, and International Commissions. Provides appropriations for Related Agencies and Related Programs, including: the Broadcasting Board of Governors, the Asia Foundation, the U.S. Institute of Peace, the Center for Middle Eastern-Western Dialogue Trust Fund, the Eisenhower Exchange Fellowship Program, the Israeli Arab Scholarship Program, and the National Endowment for Democracy. Provides appropriations for Other Commissions, including: the Commission for the Preservation of America's Heritage Abroad, the U.S. Commission on International Religious Freedom, the Commission on Security and Cooperation in Europe, the Congressional-Executive Commission on the People's Republic of China, and the U.S.-China Economic and Security Review Commission. Provides appropriations for the U.S. Agency for International Development (USAID). Provides appropriations for Bilateral Economic Assistance to: the President; the State Department; Independent Agencies, including the Peace Corps, the Millennium Challenge Corporation, the Inter-American Foundation, and the U.S. African Development Foundation; and the Department of the Treasury. Provides appropriations to the State Department and the President for International Security Assistance. Provides appropriations to International Financial Institutions for Multilateral Assistance. Provides appropriations for Export and Investment Assistance to: the Export-Import Bank of the United States, the Overseas Private Investment Corporation, and the U.S. Trade and Development Agency. Provides appropriations to specified accounts for Overseas Contingency Operations. Sets forth permissible and prohibited uses for funds provided by this and other appropriations Acts.

Veterans Transplant Coverage Act of 2016 This bill authorizes the Department of Veterans Affairs (VA) to: (1) provide for an operation on a live donor to carry out a transplant procedure for an eligible veteran notwithstanding that the live donor may not be eligible for VA health care, and (2) provide for such an operation at a VA or a non-VA facility. The VA shall furnish to such a donor any care or services that may be required before and after conducting with such procedure.

This bill requires the Joint Committee on the Library to enter into an agreement to obtain a statue of Eli Wiesel. The Joint Committee may authorize the Architect of the Capitol to enter into the agreement as well as related contracts. The Joint Committee shall place the statue in a suitable permanent location in the U.S. Capitol.

Honors the life, work, and legacy of Elie Wiesel. Extends the deepest sympathies of the House of Representatives to the members of Wiesel's family. This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous presentation of a Congressional Gold Medal to Larry Doby in recognition of his achievements and contributions to American major league athletics, civil rights, and the Armed Forces during World War II.
