Chester County Reversionary Interest Release Act This bill directs the Department of Agriculture (USDA) to release the reversionary interest of the United States in a 0.62-acre parcel of land in Chickasaw State Forest in Tennessee (the state forest land), if, as consideration for the release, Tennessee agrees to transfer to the United States a vested future interest in the 0.90-acre parcel known as the Webb property that is similar to the reversionary interest in order to facilitate a land exchange between Bethel Baptist Church in Henderson, Tennessee, and the state. As soon as the state has complied with specified requirements concerning the deed for the state forest land, USDA shall convey to the state the undivided mineral interest of the United States in such land. Additionally, USDA must determine the mineral character of the state forest land and the fair market value of the U.S. mineral interests no more than 90 days after enactment of this bill. Tennessee must pay the United States the fair market value of the mineral interests.

Migrant Accountability Act of 2021 This bill modifies the treatment of unaccompanied alien children, including by transferring functions for the care and custody of such children from the Office of Refugee Settlement within the Department of Health and Human Services (HHS) to the Department of Homeland Security (DHS). Currently, the office provides care for apprehended unaccompanied children, while DHS is typically responsible for detained alien adults. Under this bill, if an immigration officer determines that a qualifying unaccompanied child is inadmissible, the officer may return that child to the child's country of nationality or country of last habitual residence. Currently, only an unaccompanied child who is a national or habitual resident of a country bordering the United States may be returned. The Department of State must negotiate with other countries concerning the repatriation of children. Currently, the State Department is only required to negotiate such agreements with countries bordering the United States. For an unaccompanied child who reaches 18 years of age while in custody, the bill repeals a requirement for DHS to consider the least restrictive setting available for that individual's custody or supervision. Currently, DHS must make such a consideration when such an individual reaches 18 years of age. Before placing an unaccompanied child with a sponsor claiming to be the child's biological relative, DHS must confirm this relationship using DNA technology. A state may refuse placement of an unaccompanied child in the state, including at a federal facility, unless the placement is with a sponsor who is the child's confirmed biological relative.

American Music Fairness Act This bill establishes that the copyright holder of a sound recording shall have the exclusive right to perform the sound recording through an audio transmission and addresses other related issues. (Currently, the public performance right only covers performances through a digital audio transmission in certain instances, which means that nonsubscription terrestrial radio stations generally do not have to secure a license to publicly perform a copyright-protected sound recording.) Under the bill, a nonsubscription broadcast transmission must have a license to publicly perform such sound recordings. The Copyright Royalty Board must periodically determine the royalty rates for such a license. When determining the rates, the board must base its decision on certain information presented by the parties, including the radio stations' effect on other streams of revenue related to the sound recordings. Terrestrial broadcast stations (and the owners of such stations) that fall below certain revenue thresholds may pay certain flat fees, instead of the board-established rate, for a license to publicly perform copyright-protected sound recordings.

Conrad State 30 and Physician Access Reauthorization Act This bill modifies the Conrad 30 Waiver program, which incentivizes qualified foreign physicians to serve in underserved communities. It also extends statutory authority for the program for three years from this bill's enactment. Aliens coming to the United States under a J-1 nonimmigrant visa to receive medical training typically must leave the country and reside for two years abroad before being eligible to apply for an immigrant visa or permanent residence. The Conrad program waives this requirement for individuals who meet certain qualifications, including serving for a number of years at a health care facility in an underserved area. The bill increases the number of waivers that a state may obtain each fiscal year from 30 to 35 if a certain number of waivers were used the previous year, and provides for further adjustments depending on demand. An alien physician may be employed at an academic medical center to meet the Conrad program's employment requirements if the alien's work is in the public interest, even if the medical center is not in an underserved area. Employment contracts for alien physicians under the Conrad program shall contain certain information, such as the maximum number of on-call hours per week the physician shall have to work. Certain alien physicians (along with the physician's spouse and children) shall be exempt from the direct annual numerical limits on immigration, including those physicians that have met certain requirements related to visas for physicians to serve in underserved areas.
