Credit Card Counterfeiting and Fraud Act of 1983 - Amends the Federal criminal code to make it an offense to knowingly and unlawfully produce, buy, sell, or transfer a credit card or account which is counterfeit, forged, lost, or stolen. Makes it a federal offense to possess with the intent to defraud five or more credit cards or fraudulent payment devices. Makes it unlawful to produce, buy, sell, transfer, or possess equipment used in the production of such fraudulent payment devices. Includes within the prohibition of the Act any individual who attempts or conspires to commit any of these offenses.

Operational Testing and Evaluation Act of 1983 - Establishes in the Department of Defense a Civilian Director of Operational Testing and Evaluation appointed by the President with the advice and consent of the Senate. Requires such Director to perform all duties relating to operational testing and evaluation in the Department. Requires such Director to advice and report directly to the Secretary of Defense. Grants such Director access to all necessary Department records. Permits the Director to require observers to be present during testing. Directs the Secretaries of the military departments to report all testing results to the Director. Requires the Director to respond to congressional requests for information. Prohibits the obligation of funds for operational testing without the advance approval of the Secretary. Directs the President to request separately budget authority for the Director's activities. Grants the Comptroller General access to all records of the Department of Defense.

Renewable Energy Incentive Act of 1983

Renewable Energy Incentive Act of 1983 - Title I: Certain Renewable Energy Source Incentives - Amends the Internal Revenue Code to extend for five years from 1985 to 1990 the investment tax credit for: (1) solar, wind, or geothermal property; (2) ocean thermal property; (3) hydroelectric generating property; and (4) biomass property. Allows an investment tax credit for cogeneration energy property until 1990. Increases the energy percentage for solar, wind, or geothermal energy and ocean thermal property from 15 percent to 25 percent. Increases the energy percentage for hydroelectric generating property from 11 percent to 15 percent. Allows an energy percentage of ten percent for cogeneration property. Extends the residential energy income tax credit from 1985 to 1990. Allows the regular investment tax credit for energy property which is considered to be a structural component of a building and is used as air or water heating equipment for such building. Allows an investment tax credit until 1995 for affirmative commitments made for projects concerning: (1) solar, wind, or geothermal property; (2) ocean thermal property; (3) biomass property; and (4) cogeneration property. Extends for seven years from 1988 to 1995 the investment tax credit for affirmative commitments made for certain hydroelectric generating property. Increases from two to five the number of possible sites for ocean thermal property. Allows an investment tax credit for ocean thermal property which produces energy used in a possession of the United States. (Present law requires that such energy be used in the continental United States.) Title II: Biomass Incentive - Treates as biomass property methane-containing gas produced by anaerobic digestion from nonfossil waste materials. Title III: Effective Date - Sets forth the effective date of this Act.

States that such Commission's purpose shall be to examine existing Federal and State quality, health, and safety regulations for nursing homes and intermediate care facilities and to make recommendations, including alternative approaches to regulating such facilities, to Congress and to the Secretary by September 30, 1984. Imposes a moratorium on nursing home rules changes until six months after the filing of such recommendations. Requires such Commission to be made up of members of the Institute of Medicine, nursing home residents and operators, and State officials.

Church Audit Procedures Act of 1983

Church Audit Procedures Act of 1983 - Amends the Internal Revenue Code to restrict the Secretary of the Treasury from investigating or auditing churches unless the Secretary possesses evidence causing him to believe that a church: (1) is carrying on an unrelated trade or business; or (2) should not be granted tax-exempt status. Restricts the Secretary from beginning any investigation unless he has first provided the church with written notice that an investigation is being commenced. Sets forth the requirements of such notice. Requires that the Secretary must first approve an application by the regional counsel of the internal revenue region for examination of church records and religious activities before beginning any such examination. Requires the Secretary, prior to the approval of any such application, to offer in writing an opportunity for a conference to discuss facts, evidence, and issues relevant to the investigation. Requires the Secretary to notify the church in writing of the approval of the application for examination at least 15 days prior to the commencement of such examination. Limits the examination of religious activities to that necessary to determine whether an organization is a church or convention or association of churches. Limits the examination of church records to that necessary to determine the amount of tax imposed. Allows an organization which claims that the Secretary has violated the provisions of this Act to bring a civil action for injunctive relief against the Secretary. Reduces the statute of limitations for collection after assessment of tax to three years in the case of any organization which is a church or convention or association of churches.

Medicare Reform Act of 1983 - Amends title XVIII (Medicare) of the Social Security Act to eliminate prior hospitalization as a condition of eligibility for home health care services under part A (Hospital Insurance) of such title. Eliminates confinement to home as a requirement for receiving home health care services under part B (Supplementary Medical Insurance) of such title. Includes "periodic chore services" as a home health service. Eliminates the deductible under part B. Provides coverage under part A for community mental health center services for up to: (1) ten outpatient visits annually; and (2) 60 partial hospitalization visits annually, if an individual has not exceeded the inpatient psychiatric hospital services limitations. Defines such services and sets forth conditions of and limitations on payment for such services. Authorizes payment under the Medicare program for: (1) the cutting and removal of corns, warts, calluses, and trimming of club nails; (2) eyeglasses, hearing aids, and dentures, and examinations for the purpose of prescribing such articles; (3) immunizations; (4) drugs and biologicals on a doctor's prescription (to the extent prescribed by the Secretary of Health and Human Services); (5) an annual routine physical; and (6) orthopedic shoes or devices. Provides for a semiannual update of the customary and prevailing charges used to determine the reasonable charges for medical services.

Global Resources, Environment, and Population Act of 1983 - Declares it to be the public policy to: (1) promote national population stabilization; (2) encourage other nations to achieve population stabilization; and (3) coordinate research and national planning concerning global trends in population characteristics, the availability of natural resources, and environmental change. Directs all Federal agencies to: (1) use reliable demographic research in planning and decisionmaking which affect national and global population characteristics; and (2) develop procedures to insure the consideration of population characteristics, population stabilization, and environmental, economic, and natural resource aspects in agency planning and decisionmaking. Directs each agency head to: (1) review the agency's statutory authority, policies, and regulations to determine whether there are any impediments to complying with this Act; and (2) recommend the necessary administrative or legislative actions to eliminate such impediments. Establishes an Interagency Council on Global Resources, the Environment, and Population to: (1) coordinate research, conduct studies, and report to the President and Congress on trends in population characteristics; (2) assess the impact of such trends on population stabilization, the environment, and the availability of natural resources; (3) recommend legislative and administrative actions to modify or eliminate Federal programs, laws, and regulations which limit the achievement of the policies of this Act; and (4) recommend to Congress and the President a national population policy and policies to encourage global population stabilization at a level which maintains the highest possible standard of living and does not deplete the world's natural resources or degrade the global environment. Requires the President to submit to Congress, annually, a national population change and planning report which includes: (1) an evaluation of the impact that national and global trends in population characteristics, the availability of natural resources, and environmental change will have on the nation's economy and national security; and (2) recommendations for necessary legislative actions.
