Fighting Fraud in Transportation Act of 2011 - Directs the Administrator of the Federal Motor Carrier Safety Administration (FMCSA) to establish procedures to screen annually its list of registered motor carriers, brokers, and freight forwarders to: (1) ensure the list accurately reflects only those entities with currently active operating authority; and (2) show as inactive any motor carriers, brokers, or freight forwarders that are no longer active or in compliance with federal registration and security requirements. Requires the FMCSA Administrator to issue a distinctive registration number for each activity or service of a person (including motor carrier, freight forwarder, or broker) registered to provide one or more such activities or services. Requires a registrant to specify, in writing, the authority under which it is providing required services for each shipment for which it seeks compensation. Revises federal motor carrier registration requirements to prohibit a motor carrier from brokering transportation services unless registered as a broker. Revises and consolidates federal registration and security requirements for freight forwarders and brokers. Prohibits a person from acting as a freight forwarder or broker unless that person: (1) holds a freight forwarder's permit or broker's license issued by the FMCSA; and (2) furnishes a bond, insurance policy, or other type of security from a provider determined by the FMCSA Administrator to be adequate to insure financial responsibility of $100,000. Prohibits a person acting as a broker (other than a non-vessel-operating common carrier), or an ocean freight forwarder providing brokerage as part of an international through movement involving ocean transportation between the United States and a foreign port, from providing interstate brokerage services unless that person: (1) is registered under and in compliance with this Act, and (2) has satisfied financial security requirements. Prescribes civil penalties for violators of such requirements.

Amends the Bretton Woods Agreements Act to repeal authority to: (1) provide certain loans to the International Monetary Fund (IMF), including loans related to the New Arrangements to Borrow (NAB); (2) increase the U.S. quota in the IMF; and (3) approve the sale of IMF gold. Rescinds related appropriations.

Child Interstate Abortion Notification Act - Amends the federal criminal code to prohibit transporting a minor child across a state line to obtain an abortion (deems such transporting to be a de facto abridgment of the right of a parent under any law in the minor’s state of residence that requires parental involvement in the minor’s abortion decision). Makes an exception for an abortion necessary to save the life of the minor. Makes it an affirmative defense to a prosecution or civil action under this Act that a defendant: (1) reasonably believed that before the minor obtained the abortion, the required parental consent or notification or judicial authorization took place; or (2) was presented with documentation showing that a court waived parental notification requirements or authorized the minor's abortion. Defines "abortion" as the termination of a pregnancy with an intention other than to increase the probability of a live birth, preserve the life or health of the child after live birth, remove a dead unborn child who died as the result of a spontaneous abortion, accidental trauma, or a criminal assault on the pregnant female or her unborn child. Imposes a fine and/or prison term of up to one year on a physician who performs or induces an abortion on an out-of-state minor in violation of parental notification requirements. Requires such physician to give 24-hour actual or constructive notice to a parent of the minor seeking an abortion, subject to certain exceptions.

Fishery Science Improvement Act of 2011 - Amends the Magnuson-Stevens Fishery Conservation and Management Reauthorization Act of 2006 to postpone from fishing year 2011 to 2014 the effective date upon which a mechanism for specifying annual catch limits and accountability measures for fisheries other than those determined by the Secretary of Commerce to be subject to overfishing must be established in fishery management plans prepared by any Regional Fishery Management Council or the Secretary, implementing regulations, or annual specifications. Makes the catch limit mechanism, for all fisheries, inapplicable to a fishery for any stock of fish: (1) for which a peer reviewed stock survey and stock assessment have not been performed during the five-year period before enactment of this Act and for which the Secretary determines overfishing is not occurring, and (2) that is an ecosystem stock. Defines "ecosystem stock" as a stock of fish determined by the Secretary to be a nontarget stock that is not overfished or likely to become overfished. Requires the Secretary, within 270 days after determining that a fishery is overfished, to perform a stock survey and stock assessment of each of the overfished stocks in the fishery and transmit the assessment to the appropriate Council.

Waives compliance with Federal Highway Administration (FHWA) minimum retroreflectivity standards by existing traffic control devices on or before the compliance dates established by the FHWA. Exempts from this waiver (thus requiring compliance with such standards by) traffic control devices installed on or after enactment of this Act. (Replacement of regulatory, warning, and post-mounted guide [except street name] signs is required by January 22, 2015. Replacement of street name signs and overhead guide signs is required by January 22, 2018.)

Auto Enroll Repeal Act - Amends the Fair Labor Standards Act of 1938 to repeal provisions requiring employers that have more than 200 full-time employees and that offer employees enrollment in one or more health plans to automatically enroll new full-time employees in a health care plan and provide notice of the opportunity to opt-out of such coverage.

Debt Elimination By Tax-Deductible Contribution Act of 2011 - Amends the Internal Revenue Code to allow taxpayers to designate a specified portion (not less than $1) of their income tax liability for deposit in the general fund of the Treasury to reduce the public debt. Allows any such gift to the United States for reduction of the public debt to be treated as a tax deductible charitable contribution.

Expresses the sense of Congress that each U.S. commercial air carrier should provide any Armed Forces member traveling on official military orders and being deployed overseas or returning from overseas deployment: (1) boarding and seat upgrading priority, and (2) baggage fee waivers.

Lions Clubs International Century of Service Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue as legal tender $1 coins in commemoration of the centennial of the founding of the Lions Clubs International. Requires the design of the coins to be emblematic of the centennial. Permits the Secretary to issue such coins only during calendar 2017. Requires sales of the coins to include a surcharge of $10 per coin, to be paid by the Secretary to the Lions Clubs International Foundation.

Repeals certain Department of Education regulations that for purposes of determining whether a school is eligible to participate in programs under the Higher Education Act of 1965 (HEA): (1) require institutions of higher education and postsecondary vocational institutions (except religious schools) to be legally authorized by the state in which they are situated, (2) delineate what such legal authorization requires of states and schools, and (3) define "credit hour." Prohibits the Secretary of Education from promulgating or enforcing any regulation or rule that defines "credit hour" for any purpose under the HEA.

Ambulatory Surgical Center Quality and Access Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act to require alignment of updates for ambulatory surgical center (ASC) services under a revised prospective payment system (PPS) with updates for hospital outpatient department (OPD) services. Revises requirements for the reporting of quality measure data by ASCs and hospital OPDs. Directs the Secretary of Health and Human Services (HHS) to establish an ASC value-based purchasing program under which each ASC that the Secretary determines meets (or exceeds) performance standards established, with respect to selected quality measures, for the performance period for a calendar year is eligible for shared savings in the form of a payment increase determined according to a specified formula. Revises requirements for the composition of the expert outside advisory panel the Secretary of HHS is required to consult during the annual review of the clinical integrity of the groups and payment weights in the PPS for hospital OPD services. Requires the panel to include suppliers subject to the PPS as well as at least one ASC representative. States that the conditions for coverage of ASC services specified by the Secretary shall not prohibit ASCs from providing individuals with any notice of rights or other required notice on the date of a procedure if more advanced notice is not feasible under the circumstances, including when a procedure is scheduled and performed on the same day.

Calls for the Secretary of Health and Human Services (HHS), in implementing existing federal epilepsy public education, outreach, and awareness campaigns under the Public Health Service Act, to collaborate with the Secretaries of Defense (DOD), Veterans Affairs (VA), Education, Labor, and Homeland Security (DHS) and the Attorney General to deliver the campaign's educational materials and messages to individuals and organizations, including: (1) teachers, administrators, and other school or education personnel; (2) federal, state, county, and local law enforcement personnel and first responders; (3) employers and labor organizations; and (4) other individuals and organizations the HHS Secretary deems to have regular interaction with individuals who are subject to epilepsy and seizure incidents.

Technology Helps Revamp, Evaluate, and Expedite Designs Act of 2011 or THREE-D Act of 2011 - Directs the Secretary of Transportation (DOT) to identify and encourage the use of advanced technologies, including 3-dimensional modeling and simulation software, during environmental, planning, financial management, design, simulation, and construction processes of federal-aid highway projects. Authorizes the Secretary to develop and implement incentives to accelerate the use of such technologies on such projects.

World War II Memorial Prayer Act of 2011- Directs the Secretary of the Interior to install at the World War II memorial in the District of Columbia a suitable plaque or an inscription with the words that President Franklin D. Roosevelt prayed with the nation on June 6, 1944, the morning of D-Day.

MLR Repeal Act of 2011 - Amends the Public Health Service Act to repeal provisions requiring a health plan (including a grandfathered health plan) to: (1) submit to the Secretary of Health and Human Services (HHS) a report concerning the ratio of the incurred loss (or incurred claims) plus the loss adjustment expense (or change in contract reserves) to earned premiums; and (2) provide an annual rebate to each enrollee if the ratio of the amount of premium revenue expended by the issuer on reimbursement for clinical services provided to enrollees and activities that improve health care quality to the total amount of premium revenue for the plan year is less than a 85% for large group markets or 80% for small group or individual markets. Repeals a requirement that each U.S. hospital establish and make public a list of its standard charges for items and services.

Secure America Through Verification and Enforcement Act of 2011 or SAVE Act of 2011 - Sets forth border security and enforcement provisions, including provisions respecting: (1) increases in Border Patrol and investigative personnel, (2) recruitment of former military personnel, (3) use of Department of Defense (DOD) equipment, (4) infrastructure improvements, (5) aerial and other surveillance, (5) a national strategy to secure the borders, (6) accountable financing under the Secure Border Initiative, (7) emergency deployment of Border Patrol agents, and (8) expansion of the Customs-Trade Partnership Against Terrorism along the northern and southern borders. Directs the Secretary of Homeland Security (DHS) to check against terrorist watchlists those persons suspected of alien smuggling and smuggled individuals who are interdicted at U.S. borders. Amends the Immigration and Nationality Act and specified maritime law sections to revise alien smuggling provisions. Sets forth provisions respecting border security on certain federal lands under the jurisdiction of the Secretary of Agriculture (USDA) or the Secretary of the Interior. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the E-verify program permanent. Sets forth conditions for the mandatory use of the E-verify system. Requires: (1) employer/employee notification of social security number mismatches and multiple uses, and related information sharing with DHS; and (2) establishment of electronic birth and death registration systems. Amends the Internal Revenue Code to: (1) penalize specified employers for failure to correct information returns; and (2) prohibit employers from deducting from gross income wages paid to unauthorized aliens, with an exception for an employer participating in the basic employment eligibility confirmation program. Increases criminal alien program (CAP) personnel. Authorizes border relief grants for local law enforcement agencies within 25 miles of the southern U.S. border. Establishes within DHS a rewards program to assist in the elimination of commercial operations to produce or sell fraudulent immigration-related documents and to assist in the investigation, prosecution, or disruption of commercial alien smuggling operations. Provides for: (1) increased alien detention facilities, (2) additional immigration court judgeships, and (3) a media campaign to inform the public of changes made by this Act including a multilingual media campaign explaining noncompliance penalties.

Clean Water Cooperative Federalism Act of 2011 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to prohibit the Administrator of the Environmental Protection Agency (EPA) from: (1) promulgating a revised or new water quality standard for a pollutant when the Administrator has approved a state water quality standard for such pollutant unless the state concurs with the Administrator's determination that the revised or new standard is necessary to meet the requirements of such Act; (2) taking action to supersede a state's determination that a discharge will comply with effluent limitations, water quality standards, controls on the discharge of pollutants, and toxic and pretreatment effluent standards under such Act; (3) withdrawing approval of a state program under the National Pollution Discharge Elimination System (NPDES), limiting federal financial assistance for a state NPDES program, or objecting to the issuance of a NPDES permit by a state on the basis that the Administrator disagrees with the state regarding the implementation of an approved water quality standard or the implementation of any federal guidance that directs the interpretation of such standard; and (4) prohibiting the specification of any defined area as a disposal site for the discharge of dredged or fill material into navigable waters and denying or restricting the use of such area as a disposal site in a permit if the state where the discharge originates does not concur with the Administrator's determination that the discharge will result in an unacceptable adverse effect on municipal water supplies, shellfish beds, and fishery areas. Shortens the period in which the Director of the United States Fish and Wildlife Service must submit comments with respect to a general dredge and fill permit application. Requires the Administrator and other agencies to submit comments on an application for a general permit or a permit to discharge into navigable waters at specified disposal sites within 30 days (or 60 days if additional time is requested) after the date of receipt of such application.

Returning to Responsible Fiscal Policies Act - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to require: (1) the Office of Management and Budget (OMB) to estimate the Gross Domestic Product (GDP) outlay limit for the target fiscal year at the outset of the previous fiscal year, on April 30, on August 20, and 15 days after the conclusion of the fiscal year; (2) the Congressional Budget Office (CBO) to provide advisory reports calculating the GDP outlay limit at identical times; and (3) a sequestration by OMB within 45 calendar days after the beginning of a fiscal year to eliminate the excess outlay amount. Prescribes requirements for CBO and OMB advisory sequestration preview reports and an OMB final sequestration report, accompanied by a presidential order detailing the uniform spending reduction. Requires the House and the Senate budget committees to report a resolution directing their committees to change the existing law to achieve the goals outlined in the OMB August 20 report if it projects a sequestration. States that if, after November 15, a bill resulting in outlays for the current fiscal year is enacted that causes excess outlays, the excess outlays for the next fiscal year shall be increased by the amount or amounts of that breach. Amends the Congressional Budget Act of 1974 to make it out of order in both chambers to consider any bill, joint resolution, amendment, or conference report that includes any provision that would cause the most recently reported current GDP outlay limits in the Gramm-Rudman-Hollings Act to be exceeded. Prescribes procedures for waiver or suspension of this rule.

Gold Star Mothers National Monument Act of 2011 - Authorizes the Gold Star Mothers National Monument Foundation to establish a monument in the District of Columbia area, as a unit of the National Park System, to be known as the Gold Star Mothers National Monument. Prohibits using federal funds to pay the expenses of establishing the monument.

Condemns the government of the Islamic Republic of Iran for its: (1) threats to annihilate the United States and Israel, (2) support of international terrorism, and (3) incitement of genocide of the Israeli people. Supports using all means to persuade the government of Iran to stop building and acquiring nuclear weapons. Reaffirms the U.S. bond with Israel and pledges to work with the government of Israel and the people of Israel to ensure that their nation receives critical economic and military assistance, including missile defense capabilities, needed to address the Iranian threat. Supports Israel's right to use all means necessary to confront and eliminate nuclear threats posed by Iran.

Iran Threat Reduction Act of 2011 - Declares that it is U.S. policy to deny Iran the ability to support acts of foreign terrorist organizations and develop unconventional weapons and ballistic missiles. Urges the President to initiate diplomatic efforts to expand the multilateral sanctions regime regarding Iran. Directs the President to initiate an investigation into the imposition of sanctions upon receipt of credible information that a person is engaged in a sanctionable activity under this Act. Directs the President to impose specified sanctions on a person who knowingly: (1) makes specified investments with respect to Iran's ability to develop petroleum resources; (2) sells, leases, or provides to Iran goods, services, technology, information, or support that could facilitate Iran's domestic production of refined petroleum products; (3) sells or provides to Iran refined petroleum products, or provides goods, services, technology, information, or support that could contribute to Iran's ability to import refined petroleum products; or (4) exports or otherwise facilitated transshipment to Iran of any goods, services, technology, or other items that would contribute to Iran's ability to acquire or develop chemical, biological, or nuclear weapons, or acquire or develop destabilizing numbers and types of advanced conventional weapons. Sets forth exceptions to such sanctions for: (1) the procurement of certain defense articles or services; (2) eligible products to designated countries or instrumentalities; (3) products, technology, or services under contracts entered into before the date on which the President publishes in the Federal Register the name of the person on which the sanctions are to be imposed; (4) spare or component parts, or information and technology that are essential to U.S. products or production, and related servicing and maintenance; or (5) medicines, medical supplies, or other humanitarian items. Defines sanctions to include: (1) prohibitions on Export-Import Bank assistance, (2) prohibitions on loans from U.S. financial institutions and other financial services, (3) prohibitions on foreign exchange and other banking transactions, (4) prohibitions on property transactions, and (5) export and procurement sanctions. Authorizes: (1) the Secretary of State to issue, upon request, an advisory opinion with respect to whether a proposed activity would be sanctionable, and (2) a person to rely in good faith on such opinion and proceed without being subject to sanctions. Imposes sanctions under this Act for at least two years. Authorizes the President to terminate sanctions after one year if the sanctioned person is no longer engaging in a sanctionable activity and the President has received reliable assurances that the person will not knowingly engage in such future activity. Authorizes the President to waive imposition of sanctions if in the national security interest of the United States. States that a determination to impose sanctions under this Act shall not be reviewable in any court. Repeals the Iran Sanctions Act of 1996. Authorizes the President to provide financial and political assistance to certain foreign and domestic individuals, organizations, and entities that support democracy in Iran. Imposes visa, property, and financial sanctions on persons identified as officials of the government of Iran, security services, or the Islamic Revolutionary Guard Corps (IRGC) who were complicit in the commission of serious human rights abuses against citizens of Iran or their family members on or after June 12, 2009, regardless of whether such abuses occurred in Iran. Directs the Secretary of State to submit an annual report to Congress regarding the promotion of Internet freedom and information access in Iran. Imposes specified sanctions on a person that knowingly assisted in the exportation of petroleum, oil, or natural gas produced by the IRGC or its affiliates. Blocks the U.S. property interests of foreign persons or their affiliates that have committed, or pose a significant risk of committing, acts of violence threatening the peace or economic stability of Iraq or Afghanistan. Directs the President to develop a National Strategy to Counter Iran. Amends the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 to direct the Secretary of the Treasury to require any person owned or controlled by a domestic financial institution to certify that such person is not engaged in corresponding relations or business activity with the IRGC. Requires a report on the Central Bank of Iran's activities to facilitate Iran's efforts to acquire nuclear missile capacities and promote terrorism. Amends the Securities Exchange Act of 1934 to require securities issuers to disclose in their mandatory annual or quarterly reports to the Securities and Exchange Commission (SEC) whether they or their affiliates have: (1) engaged in certain activities relating to Iran, terrorism, and the proliferation of weapons of mass destruction; (2) knowingly engaged in specified activities, or knowingly violated certain regulations prescribed under the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010; (3) knowingly conducted any transaction or dealing with a person whose property and interests in property are blocked by certain Executive Orders; or (4) knowingly conducted a transaction or dealing with any person listed in the Iranian Transactions Regulations. Requires the President to: (1) initiate an investigation into the possible imposition of sanctions when the SEC receives a report that an issuer or its affiliate has engaged in the cited activities, and (2) determine whether sanctions should be imposed on the issuer or the affiliate concerned. States that, except to meet U.S. international obligations, the Secretary of State shall deny a visa to, and the Secretary of Homeland Security (DHS) shall exclude from U.S. entry, a person who is an agent, official, or a representative of the government of Iran; and (2) presents a threat to the United States or is affiliated with terrorist organizations. Restricts the movement of such persons in the United States. Terminates the provisions of this Act when Iran: (1) has dismantled its efforts to develop or acquire nuclear, chemical, and biological weapons; (2) no longer provides support for acts of international terrorism; and (3) poses no threat to U.S. national security, interests, or allies.

Alzheimer's Breakthrough Act of 2011 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to coordinate and focus all Alzheimer's research activities of NIH, which shall include: (1) the establishment of a strategic Alzheimer's research plan to expedite therapeutic outcomes for individuals with or at risk for Alzheimer's; and (2) the provision of budget estimates, without regard to the probability that such amounts will be appropriated, of the amounts required to carry out the strategic plan. Requires NIH to make available contracts, grants, or cooperative agreements to facilitate partnerships between public and private entities to execute the Alzheimer's research plan, support the development of diagnostic technologies and protocols, and develop and diffuse data sharing practices. Expands the Alzheimer's Disease Center program to include translational research and research into outcome measures.

Reaffirms support for a negotiated solution to the Israeli-Palestinian conflict resulting in two states, a democratic Jewish state of Israel and a democratic Palestinian state living in peace and mutual recognition. States that any Palestinian unity government must forswear terrorism, accept Israel's right to exist, and reaffirm previous agreements made with Israel. Opposes any attempt to establish or seek recognition of a Palestinian state outside of an agreement negotiated between Israel and the Palestinians. Urges Palestinian leaders to cease efforts at circumventing the negotiation process, including through a unilateral declaration of statehood or by seeking recognition of a Palestinian state from other nations or the United Nations (U.N.). Supports the Administration's opposition to a unilateral declaration of a Palestinian state. Affirms that Palestinian efforts to circumvent direct negotiations will harm U.S.-Palestinian relations and will have implications for U.S. assistance programs for the Palestinians and the Palestinians Authority (PA). Reaffirms the U.S. statutory requirement precluding assistance to a PA that includes Hamas unless that PA and all its ministers accept Israel's right to exist and all prior agreements and understandings with the United States and Israel.

Veterans Health Equity Act of 2011 - Requires the Secretary of Veterans Affairs, with respect to each of the 48 contiguous states, to ensure that veterans eligible for hospital care and medical services through the Department of Veterans Affairs (VA) have access to: (1) at least one full-service VA medical center in the state, or (2) hospital care and medical services comparable to that provided in full-service VA medical centers through contract with other health providers in the state. Makes such requirement effective only to the extent and in amounts provided in advance in appropriations Acts. Directs the Secretary to report to Congress on compliance with such requirement, including its effect on improving the quality and standards of veterans' care.

Recreational Lands Self-Defense Act of 2011 - Prohibits the Secretary of the Army from promulgating or enforcing any regulation that prohibits an individual from possessing a firearm at a water resources development project administered by the Chief of Engineers if: (1) the individual is not otherwise prohibited by law from possessing the firearm, and (2) the possession of the firearm is in compliance with the law of the state in which the project is located.

Freedom to Invest Act of 2011 - Amends the Internal Revenue Code to: (1) extend the election allowed to a U.S. corporation to deduct dividends received from a controlled foreign corporation to the corporation's last taxable year beginning before the enactment of this Act or the first taxable year beginning during the one-year period beginning on such enactment date, and (2) reduce the amount of such tax deduction for corporations that fail to maintain specified employment levels for full-time U.S. employees.

Consumer Relief for Pain at the Pump Act - Sets forth a deadline for action on certain permit applications under existing Outer Continental Shelf (OCS) leases. Amends the Gulf of Mexico Energy Security Act of 2006 to repeal the moratorium on oil and gas leasing in certain areas of the Gulf of Mexico. Instructs the Secretary of the Interior to offer for leasing areas made available as a result of such repeal. Instructs the Secretary to: (1) offer specified areas for oil and gas leasing pursuant to certain Lease Sale Schedules, (2) conduct OCS lease sales in specified Planning Areas, (3) share OCS receipts derived from all leases with states and local governments, (4) implement a leasing program for certain land within the Arctic Coastal Plain, and (5) issue rights-of-way and easements across the Coastal Plain for oil and gas transportation. Authorizes the Secretary of the Interior to designate certain Coastal Plain lands, including the Sadlerochit Spring area, as Special Areas requiring special management and regulatory protection. Revokes a specified Secretarial Order relating to protecting wilderness characteristics on lands managed by the Bureau of Land Management (BLM). Amends the Consolidated Appropriations Act, 2008 to repeal the prohibition on the use of funds for either a commercial oil shale leasing program or for oil shale lease sales. Directs the Secretary to offer leases for oil shale resources. Confers exclusive jurisdiction upon the U.S. District Court for the District of Columbia for covered energy projects under this Act. Establishes the Office of the Federal Oil and Gas Permit Coordinator. Instructs the Secretary to establish and maintain, in coordination with the Mayor of the North Slope Borough of Alaska, a separate Alaska Offshore Continental Shelf Coordination Office to coordinate the leasing program. Amends the Clean Air Act to redefine "air pollutant" to exclude carbon dioxide, water vapor, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, or sulfur hexafluoride (greenhouse gases). Declares that nothing in specified statutes addressing pollution control shall be treated as authorizing or requiring the regulation of climate change or global warming. Amends the Energy Independence and Security Act of 2007 to repeal the prohibition against federal procurement of alternative or synthetic fuel. Requires the Administrator of the Environmental Protection Agency (EPA), upon request of the governor of a state or the governing body of an Indian tribe, to enter into a streamlined refinery permitting agreement. Sets forth deadlines for: (1) approval or disapproval of consolidated permits for construction of new or expansion of existing refineries, and (2) submission of existing refinery permit applications. Requires the EPA Administrator to conduct a research and demonstration program to evaluate the air quality benefits of ultra-clean Fischer-Tropsch transportation fuel, including diesel and jet fuel.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning on January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

National Oilheat Research Alliance Reauthorization Act of 2011 - Amends the National Oilheat Research Alliance Act of 2000 to adjust its focus upon oilheat to a focus upon oilheat fuel, a distillate liquid or a biobased liquid used as a fuel for nonindustrial commercial or residential space or hot water heating. Revises the membership of the National Oilheat Research Alliance. Expands the functions of the Alliance to include: (1) providing the cost of installing appliances in low-income households; and (2) prioritizing research, development, and demonstration projects that enhance efficiency through the use of biobased liquids and advanced biofuels. Requires the Alliance to: (1) contract with a qualified accounting firm to develop procedures to ensure statutory compliance; and (2) include in its annual report a detailed account of the amounts spent by each qualified state association that received funds on training, research, development, and demonstration, safety, and consumer education. Revises assessment requirements. States that the assessment rate for calendar years 2012 and 2013 shall be equal to two-tenths of 1% per gallon of oilheat fuel (currently, No. 1 distillate and No. 2 dyed distillate). Requires the annual assessment rate, beginning with calendar year 2014, to be sufficient to cover the costs of the plans and programs developed by the Alliance. Sets forth: (1) a maximum assessment rate; and (2) limitations on any assessment increase. Prohibits any increase in the assessment rate unless the Alliance has, by a specified deadline, notified certain congressional committees. Prohibits: (1) the Alliance from providing funds in response to a request from state, local, or regional programs unless it determines that the funds will be used to benefit consumers of oilheat fuel (instead of the oilheat industry); (2) certain lobbying activities; and (3) any consumer education activity from including a direct reference to a competing product if it is funded from Alliance assessments. Requires Alliance research activities to: (1) include development of renewable fuels, and (2) examine the compatibility of different renewable fuels with oilheat fuel utilization equipment, giving priority to advanced biofuels research. Requires the Alliance to: (1) report to state leaders, the Administrator of the Environmental Protection Agency (EPA) and to Congress on the use of biofuels in oilheat fuel utilization equipment; and (2) develop consumer education materials describing the benefits of using biofuels as, or in, oilheat fuel.

Civilian Property Realignment Act or CPRA - Establishes the Civilian Property Realignment Commission, headed by an Executive Director, to: (1) identify opportunities to reduce significantly the federal government's inventory and cost of federal civilian real property, (2) perform an independent analysis of such inventory, (3) transmit to the President its findings and recommendations for consolidating and otherwise reducing such inventory, and (4) establish and maintain a website for making relevant information about federal civilian real property publicly available. Exempts from the application of this Act certain military installations, properties necessary for national security, and properties reserved for national forest or national park purposes. Requires federal agencies to submit to the Administrator of General Services (GSA) and to the chairperson of the Federal Real Property Council current data on all federal civilian real property and recommendations for the sale or other disposition of such property and for operational efficiencies. Requires the Administrator to develop standards and criteria for the sale or disposal of federal civilian real property. Provides for a review of the Commission's recommendations by the President and by Congress. Establishes procedures for the approval or disapproval by the President and by Congress of, and for implementation of, such recommendations. Exempts properties included in the recommendations for disposal or realignment under this Act from certain public benefit conveyance requirements, including the McKinney-Vento Act (requiring surplus property to be used to assist the homeless). Limits the authority of executive agencies to lease space for the purposes of a public building.

Job Creation and Energy Security Act of 2011 - Amends the Internal Revenue Code to exempt sales of natural gas, or any product derived from natural gas, for use in motor vehicles from the $5 million retail sales limitation applicable to independent producers of petroleum products for purposes of the oil and gas depreciation allowance.

Amends the Tariff Act of 1930 to increase from $200 to $1,000 the aggregate retail value of articles that may be imported duty-free into the United States by one person on one day. Changes from a maximum of $2,500 to a minimum of $2,500 the threshold aggregate value of a shipment of merchandise for the declaration and entry of which the Secretary of the Treasury is authorized to prescribe rules and regulations.

Sanctity of Eternal Rest for Veterans Act of 2011 or SERVE Act of 2011 - Amends the federal criminal code concerning the prohibition on disruptions of funerals of members or former members of the Armed Forces to increase the period covered under such prohibition from one to two hours before and after a military funeral. Includes within such unlawful conduct any disturbance or disruption occurring within 500 feet of the residence of a surviving member of a deceased's immediate family. Provides civil remedies, including actual and statutory damages. Makes identical changes under federal veterans' provisions concerning the prohibition on certain demonstrations and disruptions at national cemeteries, including Arlington National Cemetery.

State Highway Flexibility Act - Allows a state to elect not to participate in the federal-aid highway program, including any federal highway program under the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). Directs the Secretary of Transportation (DOT), beginning in FY2011, to carry out a direct federal-aid highway program to permit a state governor or chief executive officer, at least 90 days before the beginning of a fiscal year, to elect to: (1) waive the state's right to receive apportioned or allocated funds under the federal-aid highway program, and (2) receive instead a prorated amount of taxes appropriated to the Highway Trust Fund (other than for the Mass Transit Account) which are attributable to highway users in the state. Requires a pro rata reduction of such tax-equivalent amount in order to fund contract authority for programs of the National Highway Traffic Safety Administration (NHTSA) and the Federal Motor Carrier Safety Administration (FMCSA). Requires the state governor or chief executive officer making an election to: (1) agree to maintain the Interstate System in accordance with its current Interstate System program; (2) submit a plan describing the purposes, projects, and uses to which such amounts will be put and the federal-aid highway programmatic requirements the state elects to continue; and (3) agree to obligate program amounts exclusively for projects that would be eligible for surface transportation program funding. Directs the Secretary to carry out a similar alternative funding program for public transportation programs.

Prohibits the Administrator of the Environmental Protection Agency (EPA), for five years, from: (1) requiring a publicly owned treatment works that contributes nitrogen loadings to the Great Bay Estuary to commence construction on any upgrade of a facility for the purpose of enforcing water quality standards or effluent limitations with regard to nitrogen under the Federal Water Pollution Control Act (commonly known as the Clean Water Act); or (2) establishing any water quality standard or effluent limitation with regard to nitrogen in the such Estuary under such Act. Requires the Administrator to study eelgrass levels, and the causes of any loss of eelgrass habitat, in such Estuary. Defines "Great Bay Estuary" to mean the estuarine zone that extends from the mouth of Portsmouth Harbor, in the vicinity of Portsmouth, New Hampshire, to the head-of-tide for the eight rivers (including the tributaries of those rivers) that flow into Great Bay, Little Bay, and the Piscataqua River.

Bus Uniform Standards and Enhanced Safety Act of 2011 or the BUSES Act of 2011 - Directs the Secretary of Transportation to issue regulations to require: (1) monitoring of the safety performance of motorcoach service providers and other commercial motor carriers of passengers; and (2) progressive interventions to correct unsafe practices, and if they are not corrected, an enforcement action. Authorizes the Secretary to organize special enforcement strike forces to target commercial motor vehicle operators when appropriate. Directs the Secretary to: (1) prescribe regulations to establish minimum training requirements for motorcoach drivers, (2) review testing requirements for a commercial driver's license passenger endorsement, (3) develop requirements for the testing of medical examiners who examine commercial motor vehicle operators for physical fitness and seek to be listed in the national registry, (4) review annually the implementation of the commercial driver's license requirements of at least 10 states to assess the validity of physical examination reports and medical certificates submitted by certified medical examiners, and (5) establish the national registry of medical examiners. Sets forth additional Medical Review Board functions. Requires the Secretary to review and report to Congress on federal commercial motor vehicle safety inspection standards. Revises federal motor carrier registration requirements. Directs the Secretary to prescribe federal motor vehicle safety standards for occupant protection systems for new and existing motorcoaches. Amends the Internal Revenue Code to provide a qualified motorcoach safety credit to a taxpayer for the costs of new and existing motorcoaches to comply with the federal motor vehicle safety standards. Requires the Secretary to provide grants (not to exceed $20,000 per vehicle) to motorcoach operators to assist with the cost of retrofitting motorcoaches in order to comply with such federal standards. Amends the Small Business Act to grant the Administrator of the Small Business Administration (SBA) the authority to make SBA loans and loan guarantees to motorcoach operators to retrofit their buses and motorcoaches for occupant protection.

American Manufacturing Efficiency and Retraining Investment Collaboration Achievement Works Act or AMERICA Works Act - Amends the Workforce Investment Act of 1998, with respect to statewide and local adult and youth workforce investment employment and training programs, to require a one-stop delivery system, in selecting and approving training services, or programs of training services, to give priority consideration to state- and local board-approved services and programs that lead to an industry-recognized and nationally portable credential that is in high demand in the local area served and listed in the skill credential registry created under this Act. Amends the Carl D. Perkins Career and Technical Education Act of 2006 and the Trade Act of 1974 to require the same priority consideration in the state and local plans for career and technical education programs as well as in tech prep programs and trade adjustment assistance (TAA) programs. Requires that funds allocated for local area youth activities be used, in part, for training programs, giving priority consideration to those that lead to a registry-listed credential in high demand in the local area served. Requires the Secretary of Labor to: (1) create a registry of skill credentials; and (2) list in the registry credentials that are required by federal or state law for an occupation, are from the Manufacturing Institute-Endorsed Manufacturing Skills Certification System, and are industry-recognized and nationally portable credentials consistent with established industry competency models as well as consistently updated through third party validation to reflect changing industry competencies.

Collegiate Housing and Infrastructure Act of 2011 - Amends the Internal Revenue Code to allow tax-exempt charitable or educational organizations to make collegiate housing and infrastructure improvement grants to certain tax-exempt social clubs (e.g., college fraternities and sororities) which apply such grants to their collegiate housing property.

Ensuring Pay for Our Military Act of 2011 - Requires the Secretary of the Treasury, during a federal funding gap impacting the Armed Forces, to transfer to the Secretary of Defense (DOD), and the Secretary of Homeland Security (DHS) in the case of the Coast Guard, amounts necessary to continue to provide pay and allowances to members of the Armed Forces, including the reserves, who perform active service during the funding gap. Prohibits any such transfer after December 31, 2011.

Government Shutdown Prevention Act of 2011 - Enacts into law the provisions of H.R. 1 (Full-Year Continuing Appropriations Act, 2011), as passed by the House on February 19, 2011, if the House has not received a message from the Senate before April 6, 2011, stating that it has passed a measure providing for the appropriations for the federal departments and agencies for the remainder of FY2011. Prohibits the Secretary of the Senate and the Chief Administrative Officer of the House, respectively, from disbursing to each Member or Delegate the amount of his or her salary for each day that: (1) there is more than a 24-hour lapse in appropriations for any federal agency or department for failure to enact a regular appropriations bill or continuing resolution, or (2) the federal government is unable to make payments or meet obligations because the public debt limit has been reached. Imposes the same restrictions on the President with respect to receiving a disbursement of basic pay during such period.

Promotion and Expansion of Private Employee Ownership Act of 2011 - Amends the Internal Revenue Code to: (1) extend to all domestic corporations, including S corporations, provisions allowing deferral of tax on gain from the sale of employer securities to an S corporation-sponsored employer stock ownership plan (ESOP); and (2) allow a tax deduction for 50% of the interest incurred on loans to S corporation-sponsored ESOPs for the purchase of employer securities. Directs the Secretary of the Treasury to establish the S Corporation Employee Ownership Assistance Office to foster increased employee ownership of S corporations. Amends the Small Business Act to define "ESOP business concern" and allow such a concern to continue to qualify for loans, preferences, and other programs under such Act.

Small Brewer Reinvestment and Expanding Workforce Act or the Small BREW Act - Amends the Internal Revenue Code to reduce the rate of the excise tax on beer produced within or imported into the United States for brewers who produce not more than 6 million barrels of beer a year.
