Cerebral Cavernous Malformations Clinical Awareness, Research, and Education Act of 2019 or the CCM-CARE Act This bill requires the National Institutes of Health (NIH) and other agencies to expand and coordinate their efforts to research cerebral cavernous malformation. (Cerebral cavernous malformation is a condition in which blood vessels in the brain and spinal cord become enlarged, which can lead to seizures, paralysis, hearing or vision loss, and bleeding in the brain.) The NIH must (1) award grants for medical, clinical, and pharmacological research; (2) award grants to support a network of clinical research centers intended to develop a cure for the condition; and (3) convene a Cerebral Cavernous Malformations Research Consortium to develop programs for clinicians, scientists, and patients. The Centers for Disease Control and Prevention must award grants to research entities for collecting and reporting data about cerebral cavernous malformation. The Food and Drug Administration must accelerate the clinical trial process for cerebral cavernous malformation by supporting (1) appropriate laboratory indicators of the condition, (2) the qualification of clinical outcome measures related to quality of life, (3) investigational drug applications, and (4) expedited peer-review pathways.

Therapeutic Fraud Prevention Act of 2019 This bill prohibits commercial conversion therapy, which is a practice or treatment designed to change a person's sexual orientation or gender identity or otherwise change behaviors, thoughts, or expressions related to gender or sexual attraction. This prohibition does not apply to treatment that assists an individual undergoing a gender transition or facilitates identity exploration and development.

Secure E-Waste Export and Recycling Act This bill prohibits the export or reexport of electronic waste, such as computers, televisions, and consumer electronics, subject to certain exemptions (e.g., items that meet specific criteria designed to ensure they do not become the source of counterfeit products).

Exposing Discrimination in Higher Education Act This bill requires the Department of Education's Office for Civil Rights to publish prominently on its website the names of the institutions of higher education (IHEs) that request, and the names of the IHEs that receive, religious exemptions from the prohibition on sex discrimination in federally funded education programs and activities. It also requires an IHE that requests, receives, exercises, or intends to exercise such a religious exemption to publish prominently on its website certain information with respect to such exemption.

Combating Deceptive Immigration Enforcement Practices Act of 2019 This bill bars immigration officers or agents of the Department of Homeland Security from wearing clothing, accessories, or other items bearing the word police while performing duties under the immigration laws.

This resolution expresses support for (1) equal rights and protections for all people, regardless of actual or perceived sexual orientation or gender identity; and (2) the designation of LGBTQ Equality Day on June 26 to commemorate Supreme Court decisions handed down on that day in 2003, 2013, and 2015. The resolution also acknowledges the need for further legislation to ensure that people in the United States are free from all forms of discrimination on the basis of actual or perceived sexual orientation or gender identity.

Restore Honor to Service Members Act This bill requires the Department of Defense (DOD) to review the discharge characterization of a service member who was discharged on the basis of sexual orientation (i.e., on the basis of Don't Ask Don't Tell or a similar policy) if the service member requests such a review. If the service member's discharge is characterized as other than honorable, and if there were no aggravating circumstances that would have independently caused the discharge to be characterized as other than honorable, then DOD must change its characterization of the discharge to honorable.

Remove the Stain Act This bill rescinds each Medal of Honor awarded for acts that occurred on December 29, 1890, at Wounded Knee Creek, Lakota Pine Ridge Indian Reservation, South Dakota. The bill requires the Army, Navy, Air Force, and Coast Guard to remove the names of those award recipients from the Medal of Honor Roll.

College for All Act of 2019 This bill provides funding for (1) grants to eliminate tuition and required fees for eligible students at community colleges, public four-year institutions of higher education, and tribal colleges and universities; and (2) grants to eliminate or significantly reduce tuition and required fees for eligible students at private, nonprofit historically Black colleges and universities and minority-serving institutions.

Fair Pay for All Act of 2019 This bill prohibits sex discrimination in the payment of the minimum wage to workers based on their gender identity, sexual orientation, sex characteristics, a sex stereotype, pregnancy, childbirth, or a related medical condition.

America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill (1) converts the Corporation for National and Community Service into the National and Community Service Administration; (2) reauthorizes programs carried out by the administration; (3) establishes a National Service Foundation to accept and administer gifts on behalf of the administration; and (4) modifies the calculation of national service educational awards. Furthermore, the bill creates a 21st Century American Service Outreach Program to notify individuals age 17 and not more than age 30 about their eligibility to participate in national service programs,; increases living stipends for such volunteers and the cap on such full-time positions; provides a living allowance to members of the National Civilian Community Corps, under specified conditions; and provides an exclusion from gross income, for income tax purposes, for such educational awards and living allowances.

Public Service Freedom to Negotiate Act of 2019 This bill prohibits strikes by certain individuals and requires the issuance of rules that provide for federal minimum standard collective bargaining rights and procedures. The Federal Labor Relations Authority (FLRA) shall determine for each state whether the laws of such state substantially provide for each of the minimum standard collective bargaining rights and procedures specified by this bill, including the right of public employees and supervisory employees to self-organize, form or join a labor organization, or collectively bargain. The FLRA must issue rules and take actions to establish and administer bargaining rights and procedures for those states that do not substantially provide for them. No employers, emergency services employees, or law enforcement officers may engage in a lockout, strike, or any other organized job action that would probably result in a measurable disruption of the delivery of emergency or public safety services. Furthermore, no labor organization may be the cause of a violation of such prohibition.

Peace Corps Reauthorization Act of 2019 This bill reauthorizes the Peace Corps through FY2023 and makes various changes to the Peace Corps. Peace Corps volunteers and volunteer leaders shall receive a readjustment allowance of at least $417 for each month of satisfactory service, up from the current minimum of $125 per month. For workers compensation purposes, a Peace Corps volunteer shall be deemed to be paid at the minimum rate of a GS-11 employee on the General Schedule pay scale. Currently, volunteers are treated as minimum rate GS-7 employees for such purposes, while volunteer leaders are already treated as minimum rate GS-11 employees. The bill provides statutory authority for existing practices making certain former Peace Corps volunteers eligible for certain types of civil service employment. The bill also extends the eligibility period in certain instances, such as when a former volunteer applied to an agency where there was a lapse in appropriations. The bill specifies that U.S. nationals are eligible for Peace Corps employment and for related programs. (Individuals born in an outlying U.S. possession are U.S. nationals but do not automatically acquire citizenship through birth in the outlying possession.) The bill authorizes the use of the Peace Corps name as well as the official seal and emblem on the death announcement or grave marker of a person who served in the Peace Corps. The bill makes various changes to the structure and responsibilities of the Peace Corps National Advisory Council.

Humane Enforcement and Legal Protections for Separated Children Act of 2019 or the HELP Separated Children Act of 2019 This bill provides protections for children whose parent or caregiver has been detained for immigration enforcement purposes. The Department of Homeland Security (DHS) and entities cooperating with DHS on immigration enforcement shall determine as soon as possible whether a detained individual is a parent or caregiver of a child in the United States. Detained parents and caregivers shall (1) have the chance to make at least two phone calls to arrange for child care; and (2) receive contact information for child welfare agencies, family courts, consulates, attorneys, and other relevant entities. DHS shall not transfer the detained individual to another geographical area until child care arrangements have been made, absent extraordinary circumstances. DHS shall (1) permit detained individuals regular contact with their children, and (2) give detained individuals the opportunity to participate in all proceedings impacting custody of their children.

Local Public Health And Safety Protection Act This bill authorizes the Department of Justice to make grants to states that allow local governments to impose firearms laws that are more restrictive than state firearms laws. A state that receives a grant must award subgrants to localities to help implement the more restrictive firearms laws.

Office of International Disability Rights Act This bill establishes the Office of International Disability Rights within the Department of State's Bureau for Democracy, Human Rights, and Labor. The office shall (1) act as the State Department's principal advisor on the rights of persons with disabilities, (2) represent the United States internationally in matters related to such rights, and (3) ensure that State Department practices promote the inclusion and empowerment of persons with disabilities. The State Department shall (1) require disability inclusion training for certain personnel, and (2) develop and adopt a formal disability inclusion policy.

Hold Accountable and Lend Transparency on Campus Sexual Violence Act or the HALT Campus Sexual Violence Act This bill addresses dating violence, domestic violence, sexual assault, or stalking incidents on college campuses, including by expanding requirements governing the disclosure of such incidents and efforts to prevent them. The bill requires the Department of Education (ED) to develop a biennial sexual violence climate survey. Statistics from the survey must be included in the annual campus security report provided by institutions of higher education (IHEs) to current and prospective students and employees. The bill permits ED to impose civil penalties on IHEs that have violated a law under the jurisdiction of its Office for Civil Rights. It also directs ED, the Department of Health and Human Services, and the Department of Justice to create a campus sexual violence task force.

Lady Liberty Act of 2019 This bill sets a floor of 110,000 for the maximum number of refugees who may be admitted into the United States each fiscal year. Under current law, the President sets the annual cap on refugee admissions at the beginning of each fiscal year. (The cap for FY2020 is 18,000, and the cap for FY2019 was 30,000.)

Stopping Bad Robocalls Act This bill updates various policies and regulations relating to robocalls. Specifically, the bill requires the Federal Communications Commission (FCC) to protect consumer privacy as it relates to robocalls. The FCC must update regulations involving certain robocalls that are exempt from criminal liability to include specific requirements identifying classes of parties who may make such calls, parties who may be called, and how many times they may be called. Additionally, the bill removes the requirement that a citation be issued prior to a forfeiture penalty being imposed in cases where violations involving illegal robocalls have been intentional and where inaccurate caller identification information has been provided. The bill also implements a three-year statute of limitation for such violations requiring notice, and a four-year statute of limitation where an intentional violation has occurred. The FCC must promulgate regulations to address requirements for effective call authentication technology as well as to establish a process to streamline the ways in which a private entity may voluntarily share with FCC information relating to an illegal call or text or for calls with misleading or inaccurate caller identification information. Finally, the bill requires the FCC to ensure robocall blocking services provided on an opt-out basis are provided free of cost with transparency and redress options for consumers and callers.

LGBTQ Business Equal Credit Enforcement and Investment Act This bill requires financial institutions to report certain credit application data to the Consumer Financial Protection Bureau for the purposes of enforcing fair lending laws. Specifically, financial institutions must report this data regarding lesbian-, gay-, bisexual-, transgender-, or queer-owned businesses. Currently, this data is reported regarding women-owned, minority-owned, and small businesses.

Children's Act for Responsible Employment and Farm Safety of 2019 or the CARE Act of 2019 This bill revises labor provisions for protecting child workers, including those employed in agriculture, and increases the civil penalties for violations of such provisions and imposes new criminal penalties for violations resulting in the death or serious injury or illness of a child worker. Specifically, the bill revises the definition of oppressive child labor to prohibit the employment of children under 14 years of age and imposes new employer reporting requirements for work-related injuries or deaths of agricultural employees under the age of 18. The Department of Labor must analyze, collect, and report on data concerning children under the age of 18 who are employed in agriculture and each work-related injury, illness, or death of any such child. Labor must also revise regulations to prohibit the employment of a child under the age of 18 as a pesticide handler.

Defending All Veterans In Education Act or the DAVIE Act This bill requires a for-profit institution of higher education (IHE), in order to participate in federal student-aid programs, to derive at least 20% of its revenue from sources other than federal funds. Current law requires a for-profit IHE to derive at least 10% of its revenue from sources other than federal funds. The bill also expands the definition of federal funds to include GI education benefits, with an exception for the monthly housing stipend provided under the Post-9/11 Educational Assistance Program.

No Shame at School Act of 2019 This bill establishes requirements for the treatment of a child who is participating in the National School Lunch Program or the School Breakfast Program and owes unpaid school meal fees.

Citizenship Affordability Act This bill provides for waivers and reductions for various naturalization-related fees for individuals below certain income levels. For an individual whose income is less than 150% of the federal poverty line, no fees shall be charged for various applications, such as applications for naturalization or for a replacement citizenship document. For individuals whose income is less than 250% of the federal poverty line, not more than 50% of a naturalization-related fee shall be charged or collected.

Universal Child Care and Early Learning Act This bill provides funds to the Department of Health and Human Services (HHS) for an affordable child care and early learning program. Children who are at least six weeks of age but not yet required to attend school may participate in the program regardless of family income, disability status, citizenship status, or employment of a family member. Under the program, HHS must support sponsors (e.g., states, local governments, tribal organizations, and nonprofit community organizations) that provide child care and early learning services for families. Families must pay a subsidized fee, based on their income, for the services. The fees are waived for children from families with incomes below 200% of the poverty line. The fees are capped at 7% of a family's income regardless of the family's income level.

Aamodt Litigation Settlement Completion Act of 2019 This bill ratifies an agreement relating to the settlement of the Aamodt litigation, which resolved claims concerning Pueblo water resources. The bill also reauthorizes through FY2028 activities to construct a regional water system as part of the settlement. Specifically, the bill ratifies an agreement between the United States, New Mexico, the city of Santa Fe, and the Pueblos of Nambe, Pojoaque, San Ildefonso, and Tesuque relating to the litigation. (This agreement is in addition to previously ratified agreements settling the litigation.)

Deceptive Practices and Voter Intimidation Prevention Act of 2019 This bill generally prohibits deceptive practices, false statements, and voter interference regarding federal elections. Specifically, the bill prohibits any person, within 60 days before an election, from communicating, causing to be communicated, or producing for communication certain information on voting, if the person (1) knows such information to be materially false, and (2) has the intent to impede or prevent another person from exercising the right to vote in an election. The bill also prohibits false statements regarding public endorsements and hindering, interfering with, or preventing voting or registering to vote. A private right of action for preventive relief is established for persons aggrieved by violations of these prohibitions. Criminal penalties are also established for violations. If the Department of Justice (DOJ) receives a credible report that materially false information has been or is being communicated in violation of these prohibitions, DOJ must communicate to the public accurate information designed to correct the materially false information.

Restoring Community Input and Public Protections in Oil and Gas Leasing Act of 2019 This bill modifies several provisions related to oil and gas leasing on public lands. Among other things, the bill revises the competitive auction process to a competitive-sealed bidding process and eliminates non-competitive bidding; increases royalty and rental rates; requires lease sales to be held in each state no more than three times per year instead of quarterly; decreases lease term durations from 10 to 5 years, adds a number of new provisions related to protection of private surface estate owners; authorizes the Department of the Interior to issue master leasing plans; requires certain lease information be made available on public websites, including the names of all current and former lessees and operators; and imposes a new fee to submit an expression of interest for lands that the public is interested in leasing.

This bill requires the Department of Veterans Affairs (VA) to ensure that gender-specific services are continuously available at every VA medical center and community-based outpatient clinic. Additionally, the VA must conduct a study, interviewing women veterans and employees, to assess the need for and use of extended hours as a means of reducing barriers to care.

Humanitarian Standards for Individuals in Customs and Border Protection Custody Act This bill imposes requirements and standards related to the care of aliens in U.S. Customs and Border Protection (CBP) custody. CBP shall conduct an initial health screening of each alien in custody to identify those with acute conditions and high-risk vulnerabilities and to provide appropriate healthcare. CBP shall conduct the screening within 12 hours of each alien's initial detention, and within 3 hours for certain priority individuals such as children, pregnant women, and those with disabilities. The bill imposes various requirements related to the services, personnel, and infrastructure for providing such screenings, such as providing interpreters, chaperones, and mental health treatment when necessary. CBP shall ensure detainees have access to drinking water, toilets, sanitation facilities, hygiene products, food, and shelter. The bill imposes certain standards relating to such requirements, such as the minimum amount of drinking water and space for each detainee. The Department of Homeland Security (DHS) shall enter into memoranda of understanding with various emergency government relief agencies to address instances when surge capacity is necessary. The Inspector General of DHS shall conduct unannounced inspections of ports of entry, border patrol stations, and detention facilities and report the results to Congress. The Government Accountability Office shall assess CBP's management of such facilities and whether CBP and DHS processes are in compliance with this bill's requirements.

No Federal Funds for Public Charge Act of 2019 This bill prohibits the use of federal funds to implement, administer, enforce, or carry out the proposed Department of Homeland Security rule entitled Inadmissibility on Public Charge Grounds . The rule makes aliens who are likely at any time to become a public charge and receive certain public benefits inadmissible.

Land and Water Conservation Fund Permanent Funding Act This bill makes permanent, beginning in FY2020, funding for the Land and Water Conservation Fund (LWCF). The President shall annually submit to Congress specified details regarding the allocation of funds to the LWCF. Congress may provide for alternate allocations using specified procedures.

Restoring Overtime Pay Act of 2019 This bill requires the Department of Labor to update the salary threshold applicable to bona fide executive, administrative, and professional employees for purposes of determining eligibility for overtime pay. The bill adopts rulemaking promulgated by Labor in 2016 that established the threshold for exempting such employees from overtime requirements at the 40th percentile of earnings for full-time salaried employees in the lowest-wage census region. The bill also requires updates to the threshold amount every three years. In addition, the Bureau of Labor Statistics shall publish quarterly on its public website data on the weekly earnings of nonhourly, full-time salaried workers by census region.

Improving Mental Health Access for Students Act This bill requires institutions of higher education (IHEs) that participate in federal student aid programs to share contact information for suicide prevention resources with students. If IHEs distribute student identification cards, then they must include on the cards phone numbers for the National Suicide Prevention Lifeline, the Crisis Text Line, and a campus mental-health center or program. If IHEs do not create such cards, then they must publish the numbers on the IHEs' websites.

Mental Health Parity Compliance Act This bill revises the mental health parity rules to require private health insurance plans that offer both medical and mental health coverage to prepare a comparative analysis of nonquantitative treatment limitations (NQTLs). (NQTLs are limitations on the scope or duration of benefits for treatment, such as preauthorization requirements.) The comparative analysis must be available for the Department of Health and Human Services upon request and must include (1) a description of the NQTL and the specific services to which it applies, (2) the factors used to determine when the NQTL will apply, and (3) a description of how the NQTLs applicable to mental health or substance use disorder benefits are comparable to, and no more stringent than, the NQTLs applicable to medical or surgical benefits, among other information.

Harnessing Opportunity to Maximize Expansion, Capture, and Organization of Minority Innovation in the Next Generation of Research Act of 2019 This bill establishes a commission to review the state of defense research at certain minority institutions of higher education. Such institutions are historically black colleges and universities and other higher education institutions at which at least 50% of the total student enrollment consists of students from ethnic groups that are underrepresented in the fields of science and engineering. The commission shall consider how to advance research capacity at these institutions to address U.S. national security and defense needs. The bill also directs the Department of Defense to require that the system that monitors or records contractor past performance for a grant or contract awarded to an institution includes incentives for the award of a subgrant or subcontract to such minority institutions.

Working Families Tax Relief Act of 2019 This bill increases and revises requirements for the refundable earned income and child tax credits. It also makes similar revisions to the earned income tax credit for residents of Puerto Rico. The bill authorizes the Department of the Treasury to regulate the practice of tax return preparers and impose sanctions upon preparers found to be incompetent or disreputable. The Government Accountability Office must study and report on the sharing of information between Treasury and states regarding identification numbers issued to tax return preparers and minimum standards for preparers.

This resolution authorizes the House Committee on the Judiciary to initiate or intervene in federal judicial proceedings to enforce compliance with certain subpoenas issued to Attorney General William Barr and former White House Counsel Donald McGahn. Additionally, the resolution provides explicit authority for each congressional committee, if authorized by the Bipartisan Legal Advisory Group, to initiate or intervene in federal judicial proceedings to enforce compliance with congressional subpoenas.

Gay and Trans Panic Defense Prohibition Act of 2019 This bill generally prohibits a federal criminal defendant from asserting, as a defense, that the nonviolent sexual advance of an individual or a perception or belief of the gender, gender identify or expression, or sexual orientation of an individual excuses or justifies conduct or mitigates the severity of an offense.

Jeanette Acosta Invest in Women's Health Act of 2019 This bill establishes, or authorizes to be established, a series of programs relating to cancer screenings for women. Among other things, the bill requires the Department of Health and Human Services to establish demonstration programs that (1) support certain cancer-screening training for health care providers at family planning and community health centers, and (2) support increased co-testing of human papillomavirus (HPV) and cervical cancer among demographics that have disproportionate rates of cervical cancer.

Every Child Deserves a Family Act This bill prohibits discrimination on the basis of sexual orientation, gender identity, marital status, or religion in the provision of child welfare programs and services by entities receiving federal funding. The Department of Health and Human Services (HHS) must provide technical assistance to help states follow this requirement, including (1) guidance for bringing state laws into compliance, (2) developing training to increase cultural competency related to social identity, and (3) training for judges and attorneys involved in child welfare cases, among other supports. Additionally, HHS must establish the National Resource Center on Safety, Well-Being, Placement Stability, and Permanency for LGBTQ Children and Youth Involved with Child Welfare Services to provide training, technical assistance, and guidance to applicable state and local agencies and service providers. Further, the Religious Freedom Restoration Act may not be the basis for challenging the application or enforcement of this bill. The Government Accountability Office must study and report on states' compliance with the requirements of the bill no later than three years after enactment.

This bill directs the U.S. Postal Service (USPS) to continue to sell the Alzheimer's disease semipostal stamp for an additional six years. The USPS must continue to transfer proceeds from the sale of the stamp to the National Institutes of Health to fund medical research relating to Alzheimer's disease.

"Six Triple Eight" Congressional Gold Medal Act of 2019 This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal in honor of the women of the 6888th Central Postal Directory Battalion (commonly known as the "Six Triple Eight") in recognition of their pioneering military service, devotion to duty, and contributions to increase the morale of personnel stationed in the European theater of operations during World War II. The medal shall be given to the Smithsonian Institution and made available for display and research.

Department of Energy National Labs Jobs ACCESS Act This bill establishes the Department of Energy National Lab Jobs ACCESS Program to provide grants for technical, skills-based preapprenticeship and apprenticeship programs that provide employer-driven or recognized postsecondary credentials during the five-year grant period.

Community Access, Resources, and Education for Families Act or the CARE for Families Act This bill establishes a grant program in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) to facilitate collaboration between WIC agencies and clinics and community health partners, including health care providers, social services programs, and early childhood learning and care providers. Among other purposes, WIC agencies and clinics may use grants to (1) promote community health and nutrition, (2) create linkages among such community partners, (3) ensure consistent nutrition education and breastfeeding information, and (4) conduct outreach and enrollment for eligible participants.

Federal Extreme Risk Protection Order Act of 2019 This bill authorizes and establishes procedures for federal courts to issue extreme risk protection orders. An extreme risk protection order is a federal court order that prohibits a person from purchasing, possessing, or receiving a firearm or ammunition. A family or household member, or a law enforcement officer, may petition for an extreme risk protection order with respect to an individual who poses a risk to themselves or others. The bill also expands the categories of persons who are prohibited from purchasing, shipping, transporting, possessing, or receiving a firearm or ammunition. Specifically, it adds, as a new category, persons who are subject to an extreme risk protection order.
