Reconciliation in Place Names Act This bill directs the Department of the Interior to establish the Advisory Committee on Reconciliation in Place Names to advise the Board on Geographic Names on renaming geographic features with offensive place names. Generally, an offensive place name is a place name or land unit that recognizes an individual who held racially repugnant views, contains a racial or sexist slur, or is derogatory or otherwise offensive. The board shall accept or reject a recommendation by the committee to rename a geographic feature with an offensive place name within three years of the date on which it receives the recommendation. The board shall approve a recommendation of the committee unless it determines that (1) there is a compelling reason and substantial public interest in rejecting the recommendation; or (2) approving the recommendation would violate federal law. The board shall rename a geographic feature if the board accepts a recommendation by the committee to rename it.

Preventing Future Pandemics Act of 2020 This bill establishes measures to address global public health risks posed by wildlife markets, which are commercial markets that sell or slaughter wildlife for human consumption as food or medicine in communities where alternative nutritional or protein sources are available. Specifically, the bill prohibits importing, exporting, purchasing, or selling live wild animals in the United States for human consumption as food or medicine. The Department of the Interior must hire, train, and deploy at least 50 new U.S. Fish and Wildlife Service law enforcement attachés around the world, and the U.S. Agency for International Development must increase specified activities to address the threats and causes of zoonotic (animal-to-human transmission) disease outbreaks. Additionally, the United States must work with other United Nations member states to urge a global ban on commercial wildlife markets and enforcement of laws to end wildlife trafficking. Further, the President may impose sanctions against a foreign country or foreign nationals that the Department of State has determined are taking certain actions that enable or facilitate commercial wildlife markets. Among other reports required by the bill, the State Department must conduct a study and submit a report that includes an evaluation of (1) the impact that consumption of terrestrial wildlife as food or medicine has on the transmission of novel viral and other pathogens, (2) the role of consuming terrestrial wildlife as food or medicine in the transmission of microbes from animals to humans, and (3) the conditions at live wildlife markets that lead to this transmission.

Truth and Healing Commission on Indian Boarding School Policy Act This bill establishes the Truth and Healing Commission on Indian Boarding School Policy in the United States and sets forth its powers, duties, and membership. Among other activities, the commission must study the impacts and ongoing effects of the Indian Boarding School Policy (a federal policy under which American Indian and Alaska Native children were forcibly removed from their family homes and placed in boarding schools) and make recommendations to discontinue the removal of American Indian and Alaska Native children from their families and tribal communities by state social service departments, foster care agencies, and adoption agencies.

Culture, Arts, Libraries, and Museums Emergency Relief Act of 2020 or the CALMER Act of 2020 This bill appropriates additional amounts for (1) the National Endowment For the Arts, (2) the National Endowment for the Humanities, and (3) the Institute of Museum and Library Services. Specifically, the funds shall be used to expand digital network access, to purchase tablets and other internet-enabled devices, to provide technical support services, to assist museums with operational expenses, to develop and share distance learning content, and for pandemic recovery planning and implementation. The bill (1) eliminates the $300 limitation on the tax deduction for the charitable contributions of nonitemizing taxpayers and extends such deduction through 2021, (2) extends the modification of the limitation on the tax deduction for charitable contributions through 2021, (3) exempts tax-exempt charitable organizations from payment of employment taxes in 2020, (4) extends eligibility for the Main Street Lending Program to tax-exempt organizations, and (5) extends eligibility for the Paycheck Protection Program to all tax-exempt charitable organizations.

This resolution condemns the performance of unwanted, unnecessary medical procedures on individuals without their informed consent and recognizes the need for additional accountability, oversight, and transparency to protect individuals from such medical procedures while they are in the custody of U.S. Immigration and Customs Enforcement. It also calls on the Department of Homeland Security to fully cooperate with investigations about, and take other actions related to, medical procedures in one of its detention centers.

This bill requires the Department of the Interior and the Department of Agriculture to complete an interagency report on the use of special recreation permits by recreation service providers serving environmental justice communities. The bill defines an environmental justice community as a community with significant representation of communities of color, low-income communities, or tribal and indigenous communities, that experiences, or is at risk of experiencing, higher or more adverse human health or environmental effects than other communities. Interior and USDA (1) shall contact all current or prospective special recreation providers to request a voluntary estimation of how many user days are used by individuals from environmental justice communities; (2) shall request from recreational service providers and interested members of the public any other information that supports the reporting requirements in this bill; and (3) shall not use participation or information provided as a condition in approving or rejecting a special recreation permit.

Protecting Our Democracy Act This bill addresses issues involving (1) abuses of presidential power; (2) checks and balances, accountability, and transparency; and (3) foreign interference in elections. Specifically, regarding abuses of presidential power, the bill requires the Department of Justice (DOJ) and the President to submit to Congress specified materials relating to certain pardons; prohibits self-pardons by the President; suspends the statute of limitations for any federal offense committed by a sitting President or Vice President; prohibits the acceptance of foreign or domestic emoluments, authorizes civil actions by Congress concerning foreign emoluments, and requires the President to make certain disclosures; and sets forth provisions regarding enforcement authority of the Office of Government Ethics and Office of Special Counsel jurisdiction. To address checks and balances, accountability, and transparency, the bill, among other things authorizes specified actions to enforce congressional subpoenas, requires appropriations to be made available for obligation in a timely manner, imposes limits on presidential declarations of emergencies, requires DOJ to maintain a log of communications between it and the White House regarding certain investigations, requires cause for removal of inspectors general, increases whistleblower protections, reauthorizes the Merit Systems Protection Board, and establishes penalties for political appointees who engage in prohibited political activities. To protect against foreign interference in elections, the bill requires federal campaign reporting of foreign contacts, requires federal campaigns to establish a foreign contacts compliance policy, and specifies that foreign donations to political campaigns and candidates of nonpublic information relating to a candidate are prohibited.

Broadband for All Resolution of 2020 This resolution recognizes that equal access to affordable and reliable broadband service for all Americans is a civil and human right that protects and promotes the fair, equal, and impartial treatment of all people. It also asserts that affordable broadband access enables the promotion and propagation of human rights, recognizes that this access promotes equal access for engagement in democracy, and reaffirms that the global and open nature of the internet is a driving force in progress toward development. Further, the resolution calls on the President to (1) preserve and build upon the technological leadership of the federal government and federal funding opportunities to provide all Americans with affordable broadband access, (2) ensure tribal sovereignty over access to electromagnetic spectrum on tribal lands, and (3) address the civil and human rights threats posed by a lack of affordable access to broadband in light of the COVID-19 (i.e., coronavirus disease 2019) pandemic.

Philippine Human Rights Act This bill imposes limitations on providing assistance to the police or military of the Philippines. No federal funds may be used to provide such assistance until the Philippines government has taken certain actions, including (1) investigating and successfully prosecuting members of its military and police forces who have violated human rights, (2) withdrawing the military from domestic policing activities, and (3) establishing that it effectively protects the rights of journalists and civil society activists. The President shall also direct U.S. representatives at multilateral development banks to vote against providing loans to the police or military of the Philippines.

This bill revises certain provisions related to the repatriation and disposition of Native American human remains, funerary objects, cultural patrimony, and sacred objects. Specifically, the bill (1) increases fines on museums that violate repatriation and disposition requirements, (2) makes the Bureau of Indian Affairs the enforcement office for such violations, and (3) deems information that is related to the fulfillment of repatriation and disposition obligations or submitted to the review committee as confidential.

Environmental Justice Legacy Pollution Cleanup Act of 2020 This bill provides for funding and permitting restrictions in relation to environmental cleanup and remediation of areas with public health threats. Specifically, the bill provides supplemental appropriations for FY2020 to the Department of the Interior, the Environmental Protection Agency (EPA), the Department of Housing and Urban Development (HUD), the Army Corps of Engineers, the Department of Agriculture, and the Indian Health Service for various environmental cleanup and remediation projects, including those that affect low-income and tribal communities. For example, the bill appropriates $30 billion to HUD to provide grants to local governments to evaluate and reduce lead-based paint hazards and other housing-related health and safety hazards in low-income housing. The bill immediately prohibits the granting of a Title V permit for a major proposed source (relating to air pollution control requirements) for an overburdened census tract, which is an area that has been identified as having a specified amount of particulate matter and an identified heightened risk of cancer due to air pollution. The EPA must publish a list of overburdened census tracts and update the list annually based on the most recently available modeling and monitoring data. After January 1, 2025, the bill also prohibits the renewal of Title V permits for major sources in an overburdened census tract.

I Am Vanessa Guillen Act of 2020 This bill addresses the response of the Department of Defense to sex-related offenses committed against members of the Armed Forces, including allowing a member to confidentially allege a complaint of sexual harassment to an individual outside the immediate chain of command of that member.

This bill directs the U.S. Fish and Wildlife Service, to ensure opportunities for participation by the Department of Defense in wildlife conservation banking programs, to issue regulations that establish objectives, measurable performance standards, and criteria for use with respect to such programs. Mitigation banking is a method of offsetting the effects of development on a species, or habitat of such species, that is endangered, threatened, or otherwise at risk. The bill requires the regulatory standards and criteria, to the extent practicable, to maximize available credits and opportunities for mitigation, provide flexibility for characteristics of various species, and apply equivalent standards and criteria to all mitigation banks.

This resolution supports the announcements of (1) the establishment of full diplomatic relations between Israel and the United Arab Emirates and between Israel and Bahrain, and (2) the suspension of Israeli actions to apply sovereignty in parts of the West Bank. Further, it calls on each of these countries to encourage greater people-to-people normalization, and it calls on other Arab and Muslim countries to establish full relations with Israel. It also reaffirms the House of Representatives' support for a negotiated, two-state solution to the Israeli-Palestinian conflict.

The Dr. Joseph Costa Honoring Essential Americans Risking Their Safety Act of 2020 This bill establishes a compensation program for, and registry to monitor the health of, certain individuals who worked in hospitals during the COVID-19 (i.e., coronavirus disease 2019) emergency. It also establishes educational benefits for eligible individuals who provided care to residents of long-term care, skilled nursing, post-acute care, and other nursing facilities during the emergency. With respect to hospital workers, the Department of Health and Human Services (HHS) must provide funds to hospitals in COVID-19 hot spots for supplemental payments for workers who provide direct care, which may include cleaning and other nonmedical activities, to COVID-19 patients during the emergency. Additionally, the National Institute for Occupational Safety and Health (NIOSH) must develop a voluntary registry of physicians, nurses, and non-physician health care specialists who worked at a hospital or other care site during the emergency and must monitor the long-term health status of individuals on this registry who test positive for COVID-19. NIOSH must also make the registry available to public health researchers and may award grants to states to facilitate its development. With respect to the educational benefits, the Department of Education or HHS must repay or cancel a percentage of certain loans for each six-month period an individual works in a qualifying facility, subject to a maximum percentage cap. HHS must also provide eligible individuals with an educational grant, subject to certain conditions, to obtain post-secondary credentials for health care careers in nursing care facilities.

National Women's Hall of Fame Commemorative Coin Act of 2020 This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, half-dollar clad coins, and proof silver $1 coins in recognition and celebration of the National Women's Hall of Fame in Seneca Falls, New York. All minted coins shall include a specified surcharge, which shall be paid to the National Women's Hall of Fame Foundation to establish an endowment fund to provide for the long-term financing of the hall's operations.

Ensuring Transparent Honest Information on COVID-19 Act or the ETHIC Act This bill retroactively requires states and other jurisdictions to report specified COVID-19 (i.e., coronavirus disease 2019) data to the Centers for Disease Control and Prevention (CDC) as a condition of receiving certain COVID-19 funding. It also directs the CDC and others to take additional actions to address public health data systems, public health infrastructure, and health disparities. Specifically, the bill directs the CDC to improve its data systems, develop relevant data and technology systems, and expand its public health infrastructure. The CDC must also award grants to government health departments to modernize their data systems, infrastructure, and collection of health disparities data. Furthermore, the Department of Health and Human Services must commission a study from the National Academies of Sciences, Engineering, and Medicine on public health data infrastructure, and the Indian Health Service must, as advised by a panel of tribal representatives, conduct research on health inequities among tribal populations, including inequities related to COVID-19.

Ending Health Disparities During COVID-19 Act of 2020 or the EHDC Act of 2020 This bill expands COVID-19 (i.e., coronavirus disease 2019) relief efforts, expands data collection and health literacy, supports research, promotes diversity in the health professional workforce, increases access to telehealth and other health care, and otherwise addresses the health of minority populations and immigrants. For example, the bill provides funding for emergency aid and services, grants to address COVID-19 health inequities, grants to address social determinants of health, and payments for language services. It also expands COVID-19 testing and contact tracing.

Native VetSuccess at Tribal Colleges and Universities Pilot Program Act This bill requires the Department of Veterans Affairs to carry out a five-year pilot program to provide on-campus benefits assistance and counseling to eligible students at tribal colleges and universities. An eligible student is a student who (1) is a veteran, service member, or dependent of a veteran or service member; and (2) is eligible for any service or benefit under the VetSuccess on Campus program.

COVID Community Care Act This bill provides FY2020 supplemental funding for the Department of Health and Human Services and the Indian Health Service to implement programs to prevent and respond to COVID-19 (i.e., coronavirus disease 2019) in medically underserved areas and among tribal populations, respectively. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits.

Save our Social Security Now Act This bill prohibits the Department of the Treasury from implementing the Internal Revenue Service Notice entitled Relief with Respect to Employment Tax Deadlines Applicable to Employers Affected by the Ongoing Coronavirus (COVID-19) Disease 2019 Pandemic and renders such notice null and void.. The notice requires Treasury to defer the withholding, deposit, and payment of certain payroll tax obligations for a specified period.

This joint resolution expresses congressional disapproval of the Internal Revenue Service rule relating to Relief with Respect to Employment Tax Deadlines Applicable to Employers Affected by the Ongoing Coronavirus (COVID-19) Disease 2019 Pandemic . The rule requires the deferral of the payment of employment taxes on wages between September 1, 2020, and December 31, 2020.

Safe Considerations of the Health Of Our Learning Students Act or SCHOOLS Act This bill requires a study on safety precautions to prevent the spread of COVID-19 (i.e., coronavirus disease 2019) in schools. It also establishes a grant program to assist state educational agencies with implementing health and safety measures in schools. Specifically, the Centers for Disease Control and Prevention (CDC) must study and report on the safety precautions necessary to prevent the spread of COVID-19 in schools. The study must address (1) the minimum criteria that a community needs to meet to reopen schools for full-time in-person instruction; and (2) the best practices for such criteria, including with respect to public health capacity to conduct testing and contact tracing in the community. Additionally, the study must address the practices for crisis response personnel in schools, including the designation of at least one staff member to provide crisis response in each school. Further, the study must recommend practices related to staffing, facility conditions, transportation, and the organization of classes and other group settings. Finally, the Department of Education must award grants for state educational agencies to (1) implement guidance from the CDC related to health and safety measures; and (2) carry out certain activities, such as purchasing sanitation supplies. To receive a grant, a state educational agency must, among other things, offer remote digital learning options to students for the 2020-2021 school year. These grants may not be used to support private schools or for vouchers.

Trauma-Informed Investigation Act This bill requires institutions of higher education, in order to receive certain federal funds, to ensure that sexual harassment and sexual misconduct investigations are trauma informed. Specifically, these trauma-informed investigations must (1) be equitable and timely; (2) recognize the emotional, behavioral, developmental, and legal challenges related to trauma exposure; and (3) include evidence-based procedures to minimize further trauma to victims.

Diversity in Defense Act of 2020 This bill adds certain diversity-related requirements for the U.S. Armed Forces, including (1) the appointment of a Chief Diversity Officer in military components of the Department of Defense (DOD) and in the Coast Guard; (2) the establishment of a Diversity and Inclusion Advisory Council in DOD to, among other things, align diversity and inclusion with DOD strategic goals; (3) enhanced reporting on diversity and inclusion; (4) requiring a mentoring and career counseling program; (5) developing plans to increase recruitment and retention of female and minority members in the Armed Forces, (6) establishing in DOD the Office of the Special Inspector General for Racial and Ethnic Disparities in the Armed Forces to examine the effect of military justice and personnel policies on racial and ethnic disparities; (7) tracking investigations of supremacist, violent extremist, and criminal gang activity in the Armed Forces; and (8) improving responses to pregnancy and childbirth for members of the Armed Forces.

Vote By Mail Stamp Act This bill directs the U.S. Postal Service to issue a Voting By Mail Semipostal Stamp and transfer the proceeds from the sale of the stamp to the Election Assistance Commission for providing grants to states to support voting by mail in federal elections.

Rejecting and Eliminating the Foul Use of Symbols Exulting Confederate Principles Act or the REFUSE Confederate Principles Act This bill directs the Department of the Interior to establish, within the National Park Service (NPS), a program to be known as the Emancipation Historic Preservation Program to award grants to states and other eligible entities to remove a Confederate symbol; remove and replace a Confederate symbol with an alternative monument, memorial, statue, commemorative structure, symbol, or signage; remove and replace a Confederate symbol with an alternative monument, memorial, statue, commemorative structure, symbol, or signage to commemorate or depict the freedom of enslaved African Americans; and remove and transfer a Confederate symbol to a state historic preservation program. Interior shall also provide technical assistance to eligible entities related to these activities. None of the funds made available by this bill may be used by Interior, the NPS, or an eligible entity for the preservation, rehabilitation, restoration, reconstruction, or new construction of a Confederate symbol.

Uniform National Guard Implementation To End this Disaster Act or the UNITED Act This bill requires the federal government to pay states for 100% of the cost of National Guard duty in connection with the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The requirement applies retroactively. Presidential memoranda issued on August 3, 2020, required most states to pay 25% of the cost for such duty beginning on August 21, 2020, but maintained a 100% federal cost share for Texas and Florida.

Protect the Youth Vote Act of 2020 This bill outlines specific practices that violate the Twenty-Sixth Amendment to the Constitution and establishes procedures to enforce the amendment. The Twenty-Sixth Amendment established 18 as the legal voting age and prohibits denying or abridging the right to vote based on age.

Community Immunity During COVID-19 Act of 2020 This bill requires the Centers for Disease Control and Prevention (CDC) to award grants to governmental health departments to increase rates of recommended immunizations during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The CDC must also develop, in consultation with specified entities, guidance for health care providers on counseling patients about COVID-19 vaccines.

Delivering for America Act This bill prohibits the U.S. Postal Service (USPS) from making changes to operations or levels of service from those that were in effect on January 1, 2020. Specifically, the USPS may not, during the period beginning on enactment of this bill and ending on the last day of the COVID-19 (i.e., coronavirus disease 2019) public health emergency or January 1, 2021, whichever is later, implement or approve any change to the operations or the level of service that would impede prompt, reliable, and efficient services, including changes in the nature of services that will generally affect service on a nationwide basis; revisions of service standards; closures or consolidations of post offices or reduction of facility hours; prohibitions on payment of overtime pay to USPS officers or employees; changes that would prevent the USPS from meeting its service standards or that would reduce measurements of performance concerning those standards; changes that would have the effect of delaying mail, allowing non-delivery to a delivery route, or increasing the volume of undelivered mail.

This resolution expresses the sense of the House of Representatives that the Department of Justice (DOJ) should defend the Patient Protection and Affordable Care Act (PPACA) in ongoing litigation. Currently, DOJ supports the ruling by the U.S. Court of Appeals for the Fifth Circuit that upheld a district court ruling that certain provisions of the PPACA are not severable from the remainder of the Act and therefore that the entire law is invalid. The Fifth Circuit's ruling is currently pending appeal before the U.S. Supreme Court.

Fair and Accurate Census Act This bill extends the deadline for the U.S. Census Bureau to complete the 2020 decennial census of population and related tabulations. The bill requires the bureau to report specified information, such as (1) the total number of field staff, sorted by category; (2) the anticipated schedule of census operations; and (3) total spending on media, advertisements, and partnership specialists. An institution of higher education may provide to the bureau information requested for purposes of enumeration for the 2020 decennial census of population. The bureau may not compile, produce, or publish any data product or tabulation as part of, in combination with, or in connection with the 2020 decennial census of population or any such census data that includes topics specific to the 2020 census that were not part of a report submitted on March 28, 2017, and the 2018 End-to-End Census Test conducted in Providence County, Rhode Island. For the 2020 decennial census, the bureau shall conclude the nonresponse follow-up operation and the self-response operation no earlier than October 31, 2020.

Crisis Assistance Helping Out On The Streets Act or the CAHOOTS Act This bill allows state Medicaid programs to cover certain community-based mobile crisis intervention services for individuals experiencing a mental health or substance-use disorder crisis outside of a facility setting. Among other requirements, such services must be (1) provided by multidisciplinary teams composed of behavioral health professionals who are trained in trauma care and de-escalation techniques, (2) available 24-7, and (3) voluntary for the individual experiencing the mental health or substance-use disorder crisis. The bill provides an enhanced Federal Medical Assistance Percentage (i.e., federal matching rate) for such services, as well as specified funds for state planning and evaluation grants.

Protect America's Children from Toxic Pesticides Act This bill modifies provisions related to the distribution, sale, and use of pesticides, including by cancelling the registration of organophosphates, neonicotinoids, and paraquat and by creating a process for interested individuals to submit a petition to designate an active ingredient or pesticide as a dangerous pesticide.

Removing Barriers to Basic Needs Act of 2020 This bill modifies eligibility requirements under the Temporary Assistance for Needy Families (TANF) program and the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) to temporarily waive requirements related to the denial of assistance and benefits for certain drug-related convictions. Any state law, policy, or regulation that imposes conditions on eligibility for SNAP and TANF based on an individual's conviction of an offense related to a controlled substance shall have no force or effect until December 31, 2022.

This resolution remembers the victims, survivors, and the El Paso community on the one-year anniversary of the deadliest attack against Latinos in recent history. The resolution offers condolences and support for everyone impacted by the tragedy. The resolution thanks the first responders and law enforcement for their swift action. The resolution acknowledges the work that remains to combat racism, xenophobia, terrorism, and hate crimes, including by passing legislation to curb gun violence. Finally, the resolution commits to ensuring that another tragedy such as this never happens again.
