Feed America by Incentivizing Rural Meat Packing Act or the FAIR Meat Packing Act This bill allows an investment tax credit through 2025 for 25% of the basis of each livestock processing facility property placed in service during the taxable year. The amount of the credit may not exceed $250,000 in any taxable year and is not available to taxpayers whose gross receipts exceed $100 million in a taxable year. The bill defines livestock processing facility as a facility that slaughters livestock (i.e., cattle, sheep, goats, bison, swine, and poultry) for processing into meat and meat products and participates in a meat and poultry inspection program, The facility must employ an average of fewer than 500 employees and include property used for the intake or storage of livestock, the disposal or management of livestock waste, or the packaging, handling, warehousing, or storage of meat products. The bill also allows a refundable income tax credit for the startup and organizational expenditures of livestock processing facilities.

Accelerating Access to Critical Therapies for ALS Act This bill establishes grant programs to address neurodegenerative diseases, such as amyotrophic lateral sclerosis (also known as ALS or Lou Gehrig's disease), and contains other related provisions. The Department of Health and Human Services (HHS) shall award grants to eligible entities to support research on and facilitate access to investigational drugs that diagnose or treat ALS. The Food and Drug Administration shall award grants to public and private entities to cover the costs of research and development of drugs that diagnose or treat ALS and other severely debilitating neurodegenerative diseases. HHS shall also establish the Collaborative for Neurodegenerative Diseases, which shall support the development and regulatory approval of drugs that address ALS and other rare neurodegenerative diseases.

Protect Speech Act This bill modifies the immunity from liability of a provider or user of an interactive computer service (e.g., a social media company) for screening and blocking offensive content on its platform. Specifically, the bill provides that this immunity shall not apply to any action taken to restrict access to or availability of material provided by another information content provider unless the action is taken in good faith based on an objectively reasonable belief that the material is (1) obscene, lewd, lascivious, filthy, excessively violent, promoting terrorism or violent extremism, harassing, promoting self-harm, or unlawful; or (2) violates the applicable terms of service or use. In order to avoid liability for taking action based on either belief, certain good faith requirements must be met, such as (1) making publicly available terms of service or use that plainly state the criteria for content moderation practices, and (2) not restricting access to or availability of material on deceptive grounds. Further, the bill specifies that being responsible in whole or in part for the creation or development of information includes instances in which a person or entity solicits, comments upon, funds, or affirmatively and substantively contributes to, modifies, or alters information provided by another person or entity.

Price Reform In Cattle Economics Act or the PRICE Act This bill revises provisions related to meat and poultry processing facilities, including by directing the National Institute of Food and Agriculture to provide competitive grants to land-grant colleges and universities to conduct and publish research on the feasibility of establishing new and expanding existing meat and poultry processing facilities.

Preventing SBA Assistance from Going to China Act This bill prohibits the Small Business Administration from providing aid, counsel, or assistance to a small business concern that (1) is headquartered in China, or (2) has more than 25% of voting stock owned by citizens of China.

Informed Consent Act This bill establishes a new criminal offense for knowingly performing an abortion or sterilization procedure without obtaining informed consent, unless the procedure is necessary to save an individual's life or otherwise prevent substantial impairment of a major bodily function. An individual who performs these procedures absent informed consent is subject to criminal penalties—a fine, a prison term of up to 10 years, or both.

Women's Public Health and Safety Act This bill allows a state to exclude from participation in the state's Medicaid program a provider that performs an abortion, unless (1) the pregnancy is the result of rape or incest, or (2) the woman suffers from a physical issue that would place her in danger of death unless an abortion is performed. (Under current law, a state plan for medical assistance must provide that any individual eligible for medical assistance may obtain required services from any provider qualified to perform them.)

Farm and Agricultural Worker Safety Education Act This bill expands the Rural Health and Safety Education Competitive Grants Program of the Department of Agriculture (USDA) to authorize USDA to provide grants for the dissemination to farm, agricultural workers, and others in the agricultural supply chain of information and training concerning best practices, relevant health and safety guidance, guidelines, requirements, or information related to the COVID-19 pandemic. Additionally, the bill provides additional prioritization flexibility through FY2025 for USDA to combat substance use disorder in rural America.

This bill establishes funding for, expands, and provides additional economic assistance to small businesses in response to COVID-19 (i.e., coronavirus disease 2019). Specifically, the Small Business Administration is authorized to provide second draw loans of up to $2 million under the Paycheck Protection Program. A recipient shall be eligible for forgiveness of a second draw loan in the same manner as an initial paycheck protection loan. Further the bill modifies the Paycheck Protection Program by, among other things, (1) expanding forgivable expenses, (2) allowing borrowers to select an eight-week period through December 31, 2020, to use their paycheck protection loan, (3) simplifying the forgiveness application for smaller loans, (4) expanding eligibility to certain chambers of commerce and destination marketing organizations, and (5) establishing a specific loan calculation for farmers and ranchers.

I Am Vanessa Guillen Act of 2020 This bill addresses the response of the Department of Defense to sex-related offenses committed against members of the Armed Forces, including allowing a member to confidentially allege a complaint of sexual harassment to an individual outside the immediate chain of command of that member.

This resolution supports the announcements of (1) the establishment of full diplomatic relations between Israel and the United Arab Emirates and between Israel and Bahrain, and (2) the suspension of Israeli actions to apply sovereignty in parts of the West Bank. Further, it calls on each of these countries to encourage greater people-to-people normalization, and it calls on other Arab and Muslim countries to establish full relations with Israel. It also reaffirms the House of Representatives' support for a negotiated, two-state solution to the Israeli-Palestinian conflict.

Support Peaceful Protest Act This bill requires an individual who is convicted of a federal offense related to the individual's conduct (e.g., rioting) during the course of a protest to pay the cost of federal policing activity during the protest. In addition, such an individual is ineligible for pandemic unemployment assistance.

This concurrent resolution (1) recognizes the 130 years of significant and meaningful contributions the 1890 Institutions (i.e., historically Black universities established under the Second Morrill Act of 1890) have made to the United States, (2) supports the efforts of the Department of Agriculture and other federal agencies to build stronger partnerships with such institutions, and (3) commits to working in a bipartisan way to address the past funding and program inequities of such institutions.

Agricultural Fairs Rescue Act This bill directs the Agricultural Marketing Service of the Department of Agriculture to establish a program to award grants to states or state departments of agriculture to provide support to agricultural fairs for losses sustained by such fairs due to COVID-19 (i.e., coronavirus disease 2019). Grant amounts shall be based on the difference between the average attendance at agricultural fairs in the state for a month occurring in 2019 compared to the corresponding month in 2020. As a condition of receiving a grant, recipients shall agree to (1) prioritize supporting agricultural fairs in the state facing the greatest financial hardship, and (2) use not more than 1% of grant funds for administrative costs incurred in providing support to agricultural fairs.

Emergency Rural Community Relief Act This bill authorizes the Department of Agriculture to provide emergency grants to associations, local governments, nonprofit corporations, and Indian Tribes to purchase vehicles, equipment, or services needed for the immediate safe operation of an essential community facility or a temporary installation necessary to support the public response to an emergency in a rural area.

Helping Open Properties Endeavor Act of 2020 or the HOPE Act of 2020 This bill establishes an equity facility in the Department of the Treasury to assist commercial mortgage borrowers. Specifically, Treasury must guarantee the purchase by financial institutions of certain equity instruments backed by a commercial mortgage. The bill defines commercial mortgage as a mortgage loan secured by an interest in real property owned for rental income. Borrowers with reduced revenues from their commercial property may qualify for an amount not to exceed 10% of the outstanding amount owed on their commercial mortgage. The bill sets forth eligibility requirements for borrowers, as well as requirements for the equity instruments, including rates, fees, repayment, and the rights of purchasers.

Back to Work Child Care Grants Act of 2020 This bill establishes a grants program for licensed child care providers that were in continuous operation immediately prior to March 1, 2020, to pay for specified fixed costs and operating expenses for a period of not more than nine months.

Assistance for Rural Health, Safety and Educational Facilities Act This bill authorizes and provides funding for Department of Agriculture (USDA) assistance to rural hospital, health, public safety, and education facilities affected by the COVID-19 (i.e., coronavirus disease 2019) public health emergency. USDA may (1) provide grants to such entities; (2) provide a zero or 1% interest loan, loan forgiveness, or loan modifications to such entities; and (3) reduce or eliminate any fee that would otherwise be required to be paid with respect to a loan guarantee provided to such entities. Such assistance may be provided to (1) ensure that such entities have the necessary resources to maintain public health, safety, or order; (2) address financial hardships of such entities due to COVID-19; and (3) promote the financial stability of such entities.

Saving Rural Hospitals from Closure Act This bill modifies requirements for the Medicare Accelerated and Advance Payment Program during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). The program provides Medicare payments in advance to eligible providers experiencing claims or cash flow disruptions, such as during national emergencies; the program was specifically expanded in response to COVID-19 to encompass more types of providers, subject to certain recoupment and repayment provisions. The bill allows the Centers for Medicare & Medicaid Services to forgive repayment, extend the recoupment timeline, and lower applicable interest rates for hospitals experiencing significant financial hardship (e.g., impending bankruptcy).

Open Schools Responsibly Act This bill limits civil liability for elementary and secondary schools and institutions of higher education relating to any harm arising from exposure to, or infection by, coronavirus (i.e., the virus that causes COVID-19) suffered by a student, employee, or visitor. Specifically, a school or institution shall not be liable for such harm if the school or institution was in compliance with applicable state and federal guidelines. However, a school or institution may be liable for acts or omissions that constitute willful or criminal misconduct, gross negligence, reckless misconduct, or a conscious flagrant indifference to the rights or safety of the individual harmed.

Reinforcing Utility Restoration After Losses (RURAL) Act This bill provides authority and funding for the Department of Agriculture to establish a loan program for certain rural utility service providers (e.g., electric, telecommunications, or waste disposal service providers) to replace specified losses during a federally declared disaster or emergency. During such a disaster or emergency, interest on the loan shall not accrue, and repayment of principal shall not be required. Borrowers may qualify for partial loan forgiveness if certain requirements are met. The bill also establishes and provides funding for a Rural Utility Bridge Loan Fund to implement the program.

Affordable Child Care for Economic Strategies and Success Act or the ACCESS Act This bill authorizes the Department of Commerce to provide grants for public works and economic development projects that will directly or indirectly increase the accessibility of affordable, quality child care, including grants for planning, and training, research, and technical assistance related to such projects. Commerce must issue regulations to establish criteria for whether a project directly or indirectly increases the accessibility of affordable, quality child care. Such criteria shall consider (1) the availability, validity, and accessibility of timely data, (2) the extent to which a project contributes to a family's financial security, and (3) the extent to which a project addresses child care needs in child care deserts or areas otherwise recognized as being in shortage. A child care desert is an area in which the number of children who are under age five is more than three times the number of slots provided by child care providers who are licensed or registered by the state involved, or a community that the state or tribal entity involved determines has a low supply of quality, affordable child care. Commerce must also issue guidance on how to include the accessibility of affordable, quality child care in a comprehensive economic development strategy.

Protecting Access to Post-COVID–19 Telehealth Act of 2020 This bill modifies requirements relating to coverage of telehealth services under Medicare. Specifically, the bill (1) authorizes the Centers for Medicare & Medicaid Services (CMS) to generally waive coverage restrictions during national emergencies, (2) allows rural health clinics and federally qualified health centers to serve as the distant site (i.e., the location of the health care practitioner), (3) removes restrictions that require the originating site (i.e., the location of the beneficiary) to be in a rural area, and (3) allows the home of a beneficiary to serve as the originating site for all services (rather than for only certain services). Additionally, the CMS must report on the utilization of telehealth services specifically during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019).

Coronavirus Economic Relief for Transportation Services Act This bill requires the Department of the Treasury to provide grants and other forms of emergency assistance to certain providers of transportation services that have experienced a significant revenue loss as a direct or indirect result of COVID-19 (i.e., coronavirus disease 2019). Treasury must ensure equal access to the assistance for small, minority-owned, and women-owned businesses. As a condition of receipt of assistance, Treasury must require that a provider of transportation services agree to (1) use the funds, on a priority basis, to maintain through December 31, 2020, pay, paid administrative leave, and benefits to all employees after making any adjustments required for retirement or voluntary employee separation; and (2) recall or rehire any employee laid off, furloughed, or terminated because of reduced service as a result of COVID-19, to the extent warranted by increased service levels.

Reviewing Urban and Rural Adjustments to Level Hospital Expenses and Lopsided Payments Act of 2020 or the RURAL HELP Act of 2020 This bill requires the Centers for Medicare & Medicaid Services to determine whether costs incurred by rural hospitals exceed costs incurred by urban hospitals under the Medicare inpatient prospective payment system and to adjust payments accordingly.

Providing Resources for Emergency Preparedness and Resilient Enterprises Act or the PREPARE Act This bill permanently reauthorizes the pre-disaster mitigation loan program of the Small Business Administration (SBA). Under this program, the SBA may loan up to $500,000 in a 12-month period to small businesses so that such businesses may use mitigation techniques to protect their commercial real estate, equipment, inventory, supplies, and materials from damages related to disasters. The SBA must submit a report on the program that includes information such as (1) the geographic areas in which loan recipients are located, (2) the number and dollar value of loans made, and (3) the estimated aggregate value resulting from the use of funded mitigation techniques.

Requiring Assistance to Meat Processors for Upgrading Plants Act or the RAMP-UP Act This bill directs the Agricultural Marketing Service of the Department of Agriculture to provide grants to meat and poultry processing facilities for assistance with costs incurred in making improvements to such facilities and carrying out other planning activities necessary to be subject to inspection and allow for interstate shipment of their products. Each grant shall not exceed $100,000. Grant recipients must provide matching nonfederal funds in an amount equal to the amount of a grant, except for grants awarded in FY2020 or FY2021.

Flexible Financing for Rural America Act of 2020 This bill allows rural utility service providers to submit to the Department of Agriculture (USDA) a request to adjust the interest rate or modify the terms of certain loans. The request shall include a report summarizing how the adjustment or modification will assist the borrower in providing critical utility services to a rural community. Specifically, on receipt of a request, USDA must adjust the interest rate on the loan to match certain interest rates in effect when the bill is enacted for obligations of comparable maturity to the term remaining on the loan (or a higher rate requested by the borrower), and make modifications to the loan terms as necessary to address changes in the financial position of the borrower due to the COVID-19 (i.e., coronavirus disease 2019) public health emergency and to promote the financial sustainability of the borrower. In carrying out the adjustments or modifications, USDA shall not impose or collect any fee from, or impose any penalty on, a borrower. The bill also provides funding to implement the adjustments and modifications.

Reviving the Economy Sustainably Towards A Recovery in Twenty-twenty Act or the RESTART Act This bill establishes a loan program whereby the Small Business Administration (SBA) shall guarantee loan amounts to certain businesses affected by COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill requires the SBA to guarantee 100% of program loan amounts made to certain small businesses that have not more than than 5,000 full-time employees. The terms for such loans shall include (1) a maximum duration of not more than seven years; (2) an amount that is not greater than 45% of 2019 gross receipts, up to $12 million; and (3) no payment on principal for the first two years of the loan. A lender that is otherwise approved to make paycheck protection loans may make and approve loans established by the bill, and a recipient may use loan funds for specified allowable expenses including payroll costs, rent, utilities, and personal protective equipment. Such loans may be forgiven up to the amount of total losses incurred by the recipient in the taxable year 2020.

Veterans Claim Transparency Act of 2020 This bill requires the Department of Veterans Affairs (VA) to provide the representative of a veteran with an opportunity to review a proposed determination regarding a claim for compensation or benefits before such determination becomes final. The VA must notify the representative in writing that a proposed determination is ready for review and may not make a final determination until the review period has ended. Under the bill, a representative has up to 48 hours to review the proposed determination.

U.S. Pork Producer Assistance Act of 2020 This bill provides supplemental funding for the Department of Agriculture to provide support payments to domestic pork producers with losses of market-ready hogs due to the COVID-19 (i.e., coronavirus disease 2019) pandemic.

Direct Interstate Retail Exemption for Certain Transactions Act or the DIRECT Act This bill allows meat and poultry products inspected by State Meat and Poultry Inspection programs to be sold by retail stores, restaurants, or similar retail-type establishments over the internet and shipped by a carrier in commerce (other than for export to a foreign country), provided the meat and poultry products so inspected are shipped directly to household consumers and in normal retail quantities. (Under the inspection programs, the Department of Agriculture Food Safety and Inspection Service allows states that meet certain requirements to inspect meat and poultry. The state-inspected products are currently limited to intrastate commerce, unless a state opts into a separate Cooperative Interstate Shipment Program.)

Reinvigorating Lending for the Future Act or the RLF Act This bill reduces reporting requirements for recipients of Revolving Loan Fund grants, which provide funds to capitalize lending programs for businesses that cannot obtain traditional bank financing. Specifically, upon request by a qualifying grantee, the Economic Development Administration (EDA) must release any federal interest in a grant—thereby relieving the grantee of associated federal reporting requirements—if the request is made at least seven years after the final disbursement of the original grant. Currently, the EDA may release the federal interest in a grant beginning 20 years after the grant was awarded.

The bill funds state and local grants, incentivizes state and local reporting on the use of certain policing practices, creates new federal offenses for certain misconduct, establishes a commission to study the conditions affecting Black men and boys, and establishes best practices and training requirements.

Small Business PPE Tax Credit Act This bill allows certain small businesses a tax credit for the cost of qualified personal protective equipment, up to $25,000 in a taxable year. The entities eligible for such credit include farms, nonprofit organizations, veterans organizations, and Tribal business concerns. The bill defines qualified personal protective equipment to include the cost of equipment for reducing the risk of coronavirus (i.e., the virus that causes COVID-19) transmission. including gloves, facial masks and protective gear, and cleaning supplies.

Pandemic Liability Protection Act This bill exempts certain health care and food providers from liability for any act or omission relating to harm arising from exposure to, or infection by, the coronavirus (i.e., the virus that causes COVID-19) during the COVID-19 public health emergency. However, this prohibition does not apply with respect to acts or omissions that constitute willful or criminal misconduct, gross negligence, reckless misconduct, or conscious and flagrant indifference to the rights or safety of the individual harmed.

Paycheck Protection for Producers Act This bill modifies the Paycheck Protection Program, established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019), by allowing certain farmers to calculate (or recalculate) their paycheck protection loan amount based on 2019 gross income. Under current law, such farmers must calculate their paycheck protection loan amount based on net income.

Helping Ensure Access to Local TeleHealth Act of 2020 or the HEALTH Act of 2020 This bill modifies requirements relating to Medicare coverage of telehealth services that are furnished by federally qualified health centers (FQHCs) and rural health clinics (RHCs). Specifically, the bill permanently allows FQHCs and RHCs to serve as the distant site (i.e., the location of the health care practitioner) for telehealth services and excludes such services from certain geographic restrictions. Payment must be made in the same manner as for non-telehealth services, rather than in accordance with a separate methodology determined by the Centers for Medicare & Medicaid Services.

This bill requires flexible spending arrangements established for 2020 to provide for the rollover of unused benefits or contributions to 2021. It also permits plan participants to modify their election amount and extends the grace period for the 2020 plan year to 12 months after the end of such plan year.

Reopening America by Supporting Workers and Businesses Act of 2020 This bill permits states to provide not more than two weekly payments of $600 to individuals who were eligible for pandemic unemployment compensation during any week after the enactment of this bill but who are no longer eligible as a result of becoming thereafter reemployed. A state may make such payments as a lump sum. Additionally, states participating in pandemic unemployment programs must (1) establish a process for employers to report when an individual refuses an offer of employment; and (2) provide individuals claiming unemployment benefits with notice of the state’s laws with respect to returning, or refusing to return, to work.

Accelerating Access to Critical Therapies for ALS Act This bill establishes a grant program, as well as a new center within the Food and Drug Administration (FDA), to facilitate access to investigational therapies for neurodegenerative diseases such as amyotrophic lateral sclerosis (i.e., ALS, also known as Lou Gehrig's disease, a progressive and fatal disease). Specifically, the Department of Health and Human Services (HHS) must award grants for the provision of investigational drugs for ALS and other rapidly progressing neurodegenerative diseases through an expanded access (i.e., compassionate use) program. HHS may award these grants to (1) a small business that is the sponsor of an investigational new drug application, or (2) a participating clinical trial site for such a sponsor. Additionally, HHS must establish within the FDA a Center of Excellence for Neurodegenerative Diseases. The center shall have duties and authorities similar to those of the FDA's Oncology Center of Excellence, which helps expedite the development of medical products and assists providers in requesting access to investigational drugs.

This bill directs the Department of Agriculture to use $1.2 billion of the funds of the Commodity Credit Corporation to provide emergency relief to swine producers to aid in the reduction of intentional depopulation losses of swine due to the closure or the reduction in processing capacity of a processing plant related to the COVID-19 (i.e., coronavirus disease 2019) pandemic. Producers shall be eligible for payments based on losses incurred on or after April 19, 2020.
