Real Marketing Edible Artificials Truthfully Act of 2019 or the Real MEAT Act of 2019 This bill prohibits the sale of any imitation meat food product unless its label includes (1) the word imitation , and (2) a statement that clearly indicates the product is not derived from or does not contain meat.

Seeding Rural Resilience Act This bill directs the Department of Agriculture (USDA) to implement a public service announcement campaign to address the mental health of farmers and ranchers, including television, radio, print, outdoor, and digital public service announcements. Additionally, USDA must establish a voluntary program to train employees of the Farm Service Agency, the Risk Management Agency, and the Natural Resources Conservation Service in the management of stress experienced by farmers and ranchers, including the detection of stress and suicide prevention; and convene a task force of agricultural and rural stakeholders at the federal, state, and local levels to assess the causes of mental stress in farmers and ranchers and identify best practices for responding to such stress.

Protecting Europe's Energy Security Act of 2019 This bill establishes sanctions related to the provision of vessels for the construction of Russian energy export pipelines. The Department of State must report to Congress (1) a list of vessels engaged in below sea-level pipe laying for the construction of Russian energy export pipelines, and (2) a list of foreign individuals and entities that provided or facilitated the provision of the vessels for such pipeline construction. The State Department shall impose property- and visa-blocking sanctions on (1) the identified foreign individuals and entities, and (2) each corporate officer and principal shareholder with a controlling interest in the identified vessels. The President may impose various sanctions on foreign individuals and entities that knowingly provide underwriting, insurance, or reinsurance for the identified vessels. The sanctions may include prohibitions from (1) receiving Export-Import Bank export assistance, (2) being designated as a primary dealer of U.S. government debt instruments, or (3) receiving U.S. government procurement contracts. The State Department shall develop a strategy on improving the energy security of U.S. allies in Europe. The State Department shall also report to Congress (1) on the effects of Russia's Nord Stream 2 natural gas pipeline on U.S. national security; and (2) a periodically updated list of entities providing goods, services, or technology for the construction or repair of the pipeline and whether such transactions are prohibited under certain U.S. laws.

Expositions Provide Opportunities Act of 2019 or EXPO Act of 2019 This bill authorizes the Department of State to provide funds for a pavilion at Expo 2020 Dubai. Before providing such funds, the State Department shall report to Congress on various related topics, including the source of such funds, an analysis of the human rights record of the United Arab Emirates (UAE), and a certification that each entity receiving such funds is not violating UAE labor laws or utilizing a victim of trafficking.

Livestock Risk Management and Education Act This bill directs the Department of Agriculture (USDA) to provide competitive grants to improve the farm management knowledge and skills of livestock producers. USDA must give priority to applicants that (1) demonstrate an ability to work directly with livestock producers, (2) collaborate with farm management educational programs and associations, and (3) include in their application a description of the curriculum the applicant is seeking to carry out to educate livestock producers on risk management through futures market participation and hedging strategies.

Sexual Assault Victims Protection Act of 2019 This bill requires the Department of Health and Human Services (HHS) to conduct a series of activities relating to sexual assault evidence and treatment. Among other things, HHS must establish a task force to improve forensic evidence collection related to sexual assault, maintain a website with resources and best practices related to the treatment of individuals for sexual assault, and host an annual meeting to address gaps in health care relating to sexual assault. In addition, the Centers for Medicare & Medicaid Services must require Medicare-participating hospitals, in their community call plans relating to on-call coverage, to specifically delineate coverage responsibilities with respect to screening and treatment related to sexual assault.

The Prairie Island Indian Community Land Claim Settlement Act This bill takes into trust approximately 1,244.75 acres of specified lands in Minnesota for the benefit of the Prairie Island Indian Community. Lands taken into trust shall be part of the tribe's reservation. The bill also outlines waivers, releases, and retentions of claims by the tribe and the United States under the settlement agreement.

Honest Elections Act This bill modifies registration requirements for foreign agents who engage in political activities, requires that certain disclosures be made in online political communications, and prohibits a state from receiving certain election assistance funds if the state allows ballot harvesting or voting by noncitizens.

Pharmaceutical Independence Long-Term Readiness Reform Act This bill generally requires the Department of Defense (DOD) and the Department of Veterans Affairs to only purchase American-made medicines and vaccines. DOD must also (1) report to Congress on medicine supply-chain vulnerabilities, and (2) establish strategies to assure the provision of medicines to enable combat readiness and force health protection.

Countering Turkish Aggression Act of 2019 This bill directs the President to impose sanctions related to Turkey. The President shall impose property- and visa-blocking sanctions on (1) specified officials of Turkey's government, such as the president and vice president of Turkey; (2) any foreign person that knowingly sells to, provides support to, or conducts a transaction with Turkey's armed forces; and (3) any foreign person that supplies goods or services that support petroleum production for use by Turkey's armed forces. The President may temporarily stop the application of such sanctions upon certifying to Congress that Turkey (1) is not operating in certain parts of Syria without U.S. support, and (2) has withdrawn its troops and Turkey-supported rebel groups from occupied areas. The President shall impose additional sanctions on Turkey based on Turkey's purchase of a surface-to-air defense system from Russia. No funds may be obligated or expended to transfer to Turkey's armed forces any U.S. defense articles, services, or technology.

United States-Turkey Relations Review Act of 2019 This bill directs the Department of State to report to Congress an assessment of Turkey. The report shall include (1) an assessment conducted with North Atlantic Treaty Organization (NATO) member states as to Turkey's ability and willingness to fulfill its NATO obligations, (2) a review of the bilateral U.S.-Turkey relationship, and (3) an assessment of the posture of U.S. forces in Turkey and the surrounding region.

Sami's Law This bill directs the Department of Transportation to withhold specified graduated percentages of a state's apportionment of certain federal-aid highway funds if the state has not enacted and is not enforcing certain transportation network company (TNC) vehicle identification laws. A "transportation network company" is an entity that uses a digital network to connect riders to drivers affiliated with the entity to transport the rider using a vehicle owned, leased, or otherwise authorized for use by the driver to a point chosen by the rider. States must require TNC drivers to display (1) a front and rear license plate; (2) a scannable quick response or similar code on the windows for riders to verify that they are entering the correct authorized vehicle; and (3) illuminated signs that are visible in both day and night, and readable from fifty feet. Drivers must also get periodic safety inspections of their ride-hailing vehicle. The bill prohibits the sale of illuminated TNC vehicle signs by any person other than a transportation network company and the display of such signs by individuals who are not authorized drivers.

Protecting America's Food and Agriculture Act of 2019 This bill authorizes U.S. Customs and Border Protection (CBP), every fiscal year, to hire, train, and assign 240 new agricultural specialists until the total number of specialists equals and sustains the requirements identified each year in the Agriculture Resource Allocation Model. The CBP may also hire, train, and assign support staff to assist the specialists and specified levels of agricultural canine teams. In calculating the number of specialists needed at each port of entry through the Agriculture Resource Allocation Model, the Office of Field Operations of the CBP must (1) rely on data collected regarding the inspections and other activities conducted at each such port of entry; and (2) consider volume from seasonal surges, other projected changes in commercial and passenger volumes, the most current commercial forecasts, and other relevant information.

Small Business Credit Protection Act of 2019 This bill establishes requirements related to breaches of data belonging to small businesses. Specifically, a consumer reporting agency must promptly report any breach of nonpublic small business data. In the event of a breach, a consumer reporting agency may not charge a small business for a credit report. Additionally, the Government Accountability Office must report on the economic harm to small businesses resulting from data breaches at consumer reporting agencies.

SCORE for Small Business Act of 2019 This bill reauthorizes through FY2022 the Service Corps of Retired Executives (SCORE) program, outlines the duties of the SCORE Association, and requires the Small Business Administration (SBA) to cooperate with the association to carry out the program. Specifically, the bill requires the association to manage nationwide chapters of the program to enable volunteers participating in the program to provide personal, cost-free business expertise and facilitate education workshops to small businesses. The association must also offer online counseling through web-based platforms to small businesses. In consultation with the association, the SBA must ensure that the program (1) recruits diverse volunteers for each chapter of the program, and (2) provides services to rural and underserved communities.

Small Business Development Centers Improvement Act of 2019 This bill reauthorizes the Small Business Development Center Program through FY2023 and otherwise revises the program. Specifically, the bill (1) generally prohibits entities other than institutions of higher education from receiving grants under the program; (2) allows centers to collect fees related to partnerships or sponsorships; (3) authorizes centers to market their services directly to small businesses; and (4) modifies or establishes provisions related to program funding, operations, data collection, and reporting.

Women's Business Centers Improvements Act of 2019 This bill reauthorizes the Women's Business Center Program through FY2023, raises the cap on individual center grants, establishes an accreditation program for grant recipients, and revises the duties of the Office of Women's Business Ownership. Specifically, the bill modifies the Women's Business Center Program to enable the Small Business Administration (SBA) to provide initial and continuation grants to eligible entities to operate women's business centers for the benefit of women-owned small businesses. An entity must agree to obtain matching, non-federal funds, and the SBA must (1) ensure an applicant has sufficient resources to provide the services for which the grant is being made, and (2) conduct an annual compliance review. The SBA must also publish standards for a program to accredit entities that receive grants from the Women's Business Center Program, and such entities' receipt of continuation grants shall be contingent upon their obtaining accreditation.

Support And Value Expectant Moms and Babies Act of 2019 or the SAVE Moms and Babies Act of 2019 This bill prohibits the Food and Drug Administration (FDA) from approving any new drug (either as a brand-name drug or a generic) intended to terminate a pregnancy and imposes additional restrictions on such drugs that are already approved. Under the bill, an already-approved drug intended to terminate a pregnancy may be dispensed to a patient only with a prescription. Furthermore, the FDA may not approve any labeling change that would authorize (1) using the drug after 70 days of gestation, or (2) dispensing the drug by any means other than in-person administration by the prescribing health care practitioner. The FDA must also impose additional restrictions on such already-approved drugs, including by (1) requiring the prescribing health care practitioner to receive a special certification, (2) prohibiting the practitioner to also act as the dispensing pharmacist, and (3) requiring the practitioner to have the ability to provide surgical intervention to the patient. The bill also rescinds any investigational use exemption already granted to such a drug if the bill would have prohibited the FDA from granting the exemption. (Currently, the FDA may grant an exemption to certain market approval requirements if a drug is intended solely for use in safety and effectiveness investigations.)

This bill provides statutory authority for the Growth Accelerator Fund Competition program within the Small Business Administration (SBA). Specifically, the bill requires the SBA, prioritizing small business concerns in underserved communities, to award prizes on a competitive basis to U.S. private entities that (1) assist small business concerns in accessing capital, mentors, and networking opportunities; and (2) advise small business concerns on topics such as market analysis, company strategy, revenue growth, and securing funding. The SBA must also develop metrics to evaluate the the program's effectiveness and benefits to the people of the United States that (1) are science-based and statistically driven, (2) reflect the SBA's mission, and (3) include factors relating to the program's economic impact.

Small Refinery Exemption Fairness Act of 2019 This bill revises requirements under the renewable fuel program to adjust the renewable fuel obligation to account for the full volume of gasoline and diesel produced by exempted small refineries of crude oil. The renewable fuel program requires transportation fuel to contain a minimum volume of renewable fuel.

Puppies Assisting Wounded Servicemembers for Veterans Therapy Act or the PAWS for Veterans Therapy Act This bill requires the Department of Veterans Affairs to implement a pilot program to assess the effectiveness of addressing post-deployment mental health and post-traumatic stress disorder through a method where veterans train service dogs for veterans with disabilities.

Regulations From the Executive in Need of Scrutiny Act of 2019 This bill revises provisions relating to congressional review of agency rulemaking. Specifically, the bill establishes a congressional approval process for a major rule. A major rule may only take effect if Congress approves of the rule. A major rule is a rule that results in (1) an annual effect on the economy of $100 million or more; (2) a major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or (3) significant adverse effects on competition, employment, investment, productivity, innovation, or the ability of U.S.-based enterprises to compete with foreign-based enterprises. In addition, the bill establishes a congressional disapproval process for a nonmajor rule. A nonmajor rule may only take effect if Congress does not disapprove of the rule.

Advancing Emergency Preparedness Through One Health Act of 2019 This bill requires the Department of Health and Human Services and the Department of Agriculture, in coordination with other specified agencies and departments, to develop, publish, and submit to Congress a national One Health Framework for coordinated federal activities under the One Health Program, which encourages collaborative efforts to help better prevent, prepare for, and respond to zoonotic disease outbreaks. The framework must (1) describe existing efforts and contain recommendations for building upon and complementing the activities of federal entities; and (2) establish specified goals, including advancing the scientific understanding of the connections among human, animal, and environmental health.

This resolution reaffirms the U.S. commitment to promoting religious freedom in China and urges U.S. officials to make concerted efforts to address the issue of religious persecution in China. Helping Families Fly Act of 2019 This bill directs the Transportation Security Administration (TSA) to implement training for its frontline personnel regarding the screening of pregnant women and families with young children at passenger screening checkpoints, including (1) information related the use of advanced imaging technology on pregnant women, as well as opt-out and alternative screening procedures; and (2) guidelines and procedures for efficiently and respectfully screening pregnant women and families with young children. The TSA must also create a strategy for communicating procedures and guidelines to pregnant women and families with young children, including through social media, and its customer service call center; make passenger support specialists available to assist such women and families with screening checkpoint information; and assess the feasibility of developing dedicated screening lanes for such families.

Chiropractic Medicare Coverage Modernization Act of 2019 This bill expands Medicare coverage of chiropractic services to include all services provided by chiropractors, rather than only subluxation corrections through manual manipulation of the spine.

Ensuring Accurate and Complete Abortion Data Reporting Act of 2019 This bill requires states, as a condition of federal payment under Medicaid for family planning services, to report certain abortion data to the Centers for Disease Control and Prevention (CDC). (Currently, reporting is voluntary.) The CDC must develop standardized questions for states with respect to specified variables (e.g., maternal demographics and methods of abortion).

China Technology Transfer Control Act of 2019 This bill controls exports of certain national interest technology and intellectual property to China. Specifically, covered technology or intellectual property includes items that (1) would contribute significantly to the Chinese military to the detriment of U.S. national security, (2) are included in a designated list of product components compiled by the U.S. Trade Representative (USTR), or (3) are used by China to violate human rights or religious liberties. The bill requires the President to control exports to China of any covered technology or intellectual property. Additionally, the President must sanction (1) any foreign person who sells to, or purchases from, China any covered item; and (2) any Chinese person who knowingly uses a covered item provided to them in violation of U.S. export control law. In addition to a specified list of industries subject to the bill, the USTR must identify products manufactured or produced in, or exported from, China that either receive certain support from China or are used by China to violate human rights or religious liberties.

Improve Well-Being for Veterans Act This bill requires the Department of Veterans Affairs (VA) to award grants for a period of three years to eligible entities for the provision of suicide prevention services to veterans and their families. Under the bill, eligible entities include tribally designated housing entities, community-based organizations, and other private entities that meet certain requirements. Entities must submit an application to receive financial assistance that includes a description of the services they propose to provide, among other elements. The bill requires the VA to equitably distribute grants across geographic regions and areas with the most need. Additionally, the VA shall give preference to entities that are experienced in providing suicide prevention services. Entities receiving funding must notify service recipients that funding is wholly or partially from the VA.

Protecting People From Surprise Medical Bills Act This bill makes a series of changes relating to health care costs and billing practices. Among other things, the bill applies in-network cost-sharing requirements to certain emergency and related non-emergency services that are provided out-of-network; requires health insurers to include in-network and out-of-network deductibles, as well as out-of-pocket maximum limitations, on enrollee insurance cards; requires health insurers to provide online and print directories of in-network health care providers; and prohibits health care providers from billing individuals for services more than a year after such services are provided.

Wage Increase Fairness Act This bill prohibits any limitation on the amount of a minimum wage set pursuant to the Fair Labor Standards Act of 1938, or of one set by a state or municipality pursuant to such Act. Furthermore, no state or municipality shall adopt any law or ordinance which has the purpose or effect of establishing a minimum wage that distinguishes, classifies, or establishes any requirement on an employer based on its status as excluded from the definition of enterprise under such Act.

Jumpstart Our Businesses by Supporting Students Act of 2019 or the JOBS Act of 2019 This bill expands student eligibility for Pell Grants by establishing the Job Training Federal Pell Grant program. Specifically, the bill requires the Department of Education to award a job training Pell Grant to a student who does not have a degree; attends an institution of higher education (IHE); is enrolled in a career and technical education program at an IHE that provides 150 to 600 clock hours of instructional time over a period of 8 to 15 weeks and provides training aligned with high-skill, high-wage, or in-demand industry sectors (i.e., job training programs); and meets all other eligibility requirements for a Pell Grant. It also specifies that any period during which a student receives a job training Pell Grant counts toward that student's Pell Grant eligibility period.

DHS Acquisition Reform Act of 2019 This bill revises acquisition and procurement programs and activities of the Department of Homeland Security (DHS). The bill (1) designates the DHS Under Secretary for Management as the DHS Chief Acquisition Officer and sets forth the Under Secretary's acquisition-related duties, (2) sets forth new acquisition responsibilities of the DHS Chief Financial Officer and the DHS Chief Information Officer, and (3) establishes within the Management Directorate of DHS a Program Accountability and Risk Management office and sets forth the responsibilities of its Executive Director.

Election Security Assistance Act This bill addresses security threats to federal elections. Specifically, the bill authorizes grants to states for election technology and security, requires election poll books to meet voting system standards, allows for expedited security clearances for certain state election officials and officials with the Election Assistance Commission, requires federal entities to share information with the Department of Homeland Security (DHS) regarding election cybersecurity incidents, and requires DHS to share information with state and local officials regarding election cybersecurity incidents.

Stopping Bad Robocalls Act This bill updates various policies and regulations relating to robocalls. Specifically, the bill requires the Federal Communications Commission (FCC) to protect consumer privacy as it relates to robocalls. The FCC must update regulations involving certain robocalls that are exempt from criminal liability to include specific requirements identifying classes of parties who may make such calls, parties who may be called, and how many times they may be called. Additionally, the bill removes the requirement that a citation be issued prior to a forfeiture penalty being imposed in cases where violations involving illegal robocalls have been intentional and where inaccurate caller identification information has been provided. The bill also implements a three-year statute of limitation for such violations requiring notice, and a four-year statute of limitation where an intentional violation has occurred. The FCC must promulgate regulations to address requirements for effective call authentication technology as well as to establish a process to streamline the ways in which a private entity may voluntarily share with FCC information relating to an illegal call or text or for calls with misleading or inaccurate caller identification information. Finally, the bill requires the FCC to ensure robocall blocking services provided on an opt-out basis are provided free of cost with transparency and redress options for consumers and callers.

Emerging Transportation Security Threats Act of 2019 This bill directs the Transportation Security Administration (TSA) to establish a task force to conduct an analysis of emerging and potential future threats to transportation security, including threats posed by the release of chemical or biological agents in aviation or surface transportation systems. The TSA must develop a threat mitigation strategy for each of the threats the task force examines in its analysis.

Securing the Homeland Security Supply Chain Act of 2019 This bill authorizes the Department of Homeland Security (DHS) to restrict procurement of information technology, telecommunications equipment and services, and related products or services from a vendor that poses a risk to the DHS supply chain. A vendor poses a risk if a malicious actor may manipulate the design, integrity, manufacturing, production, distribution, installation, operation, or maintenance of a vendor's covered article.

Traveling Parents Screening Consistency Act of 2019 This bill directs the Government Accountability Office to review implementation of requirements regarding screening by the Transportation Security Administration of baby formula, breast milk, purified deionized water for infants, and juice on airlines.

End Sanctuaries and Help Our American Homeless and Veterans Act or the Diamond and Silk Act This bill imposes penalties on any state or local jurisdiction that has an ordinance, policy, or practice that prohibits or restricts federal, state, or local government entities, officials, or other personnel from enforcing or assisting with enforcing immigration laws. Such a jurisdiction shall be barred from receiving any federal financial assistance, and certain funds that would have gone to the jurisdiction shall be reallocated to programs to reduce homelessness and address mental illness. A victim (or certain family members if the victim is deceased) of any felony for which an alien was convicted and sentenced to at least one year in prison may sue a state or local jurisdiction if (1) the jurisdiction knew the alien was unlawfully present in the United States and released the alien prior to the crime's commission, or (2) the crime was a consequence of the jurisdiction refusing to honor a detainer or warrant issued for an alien believed to be unlawfully present and in violation of controlled substances laws. A prevailing plaintiff shall be entitled to reasonable attorney's fees and costs. A jurisdiction that receives federal financial assistance shall waive sovereign immunity against such lawsuits.
