Visa Improvements to Stimulate International Tourism to the United States of America Act or the VISIT USA Act - Amends the Immigration and Nationality Act to provide qualifying nationals of China (PRC) with a five-year multiple entry/exit visitor visa. Requires such persons to be screened through the automated electronic travel authorization system. Transfers authority to establish and collect the premium fee for employment-based petitions and applications from the Attorney General (DOJ) to the Secretary of Homeland Security (DHS). Directs the Secretary of State to: (1) offer for a fee premium visitor visa processing; (2) develop, subject to security concerns, a pilot program for processing visitor visas using secure remote videoconferencing technology to conduct visa interviews; and (3) decrease nonimmigrant visa application and issuance fees in selected countries when there is a low demand from such countries for visitor visas. Establishes a W (nonimmigrant)-visa for: (1) a Canadian citizen who is older than 50 years of age and owns a U.S. residence or has rented a U.S. accommodation for the duration of his or her stay; and (2) such alien's accompanying spouse and children. Makes such visa renewable every three years with a maximum stay of 240 consecutive days in each authorized period. Revises the visa waiver program to: (1) authorize the Secretary of Homeland Security to designate any country as a program country; (2) adjust visa refusal rate criteria, including addition of a 3% maximum overstay rate; and (3) revise probationary and termination provisions. Establishes an X (nonimmigrant)-visa for: (1) an alien who invests (and maintains) at least $500,000 in U.S. residential real estate, of which at least $250,000 must be for a U.S. primary residence where such person will reside for more than 180 days per year; and (2) such alien's accompanying spouse and children. Makes such visa renewable every three years. Amends the Intelligence Reform and Terrorism Prevention Act of 2004 to direct the Secretary of Homeland Security to include in the Global Entry Trusted Traveler Network individuals who meet security requirements and are employed and sponsored by an international organization which maintains a strong working relationship with the United States.

Directs the Secretary to provide for periodic enumerations of qualified nonimmigrants in Guam, Hawaii, the Commonwealth of the Northern Mariana Islands, and American Samoa. Defines "qualified nonimmigrant" as a person admitted to the United States pursuant to: (1) section 141 of the Compact of Free Association set forth in title II, or (2) section 141 of the Compact of Free Association between the United States and the government of Palau.

Incentivizing Offshore Wind Power Act - Amends the Internal Revenue Code to: (1)  allow a 30% tax credit for investment in a qualifying offshore wind facility (an offshore facility using wind to produce electricity), and (2) direct the Secretary of the Treasury to establish a qualifying credit for offshore wind facilities program to consider and award certifications for investments eligible for such a credit to qualifying offshore wind facility sponsors. Requires the Secretary to review credits allocated under this Act and authorizes the Secretary to reallocate such credits upon determining that: (1) there is an insufficient quantity of qualifying applications for certification pending at the time of the review, or (2) scheduled placed-in-service dates of previously certified facilities have been significantly delayed and the applicant will not meet the required timeline.

Marketplace Equity Act of 2011 - Authorizes states to require all sellers making remote sales to collect and remit sales and use taxes with respect to such sales into the state, without regard to the location of the seller, if such states implement a simplified system for administration of sales and use tax collection for remote sellers. Requires such a system to include, at a minimum: (1) an exception for remote sellers with gross annual receipts in the preceding calendar year from remote sales not exceeding $1 million in the United States or not exceeding $100,000 in the state, (2) a single sales and use tax return for use by remote sellers and a single revenue authority within the state with which remote sellers are required to file a tax return, and (3) a uniform tax base throughout the state. Defines "remote sale" as a sale of goods or services attributed to a state with respect to which a seller does not have adequate physical presence to establish a nexus so as to allow such state to require such seller to collect and remit taxes.

Local Flexibility for Transit Assistance Act - Authorizes the Secretary of Transportation (DOT) to make urbanized area formula grants for the operating costs of equipment and facilities for use in public transportation in an urbanized area with a population over 200,000 to a designated recipient, direct recipient, or subrecipient that provides public transportation in the area operating less than 100 buses in fixed-route service in the area during peak service hours. Authorizes a designated recipient or direct recipient that operates at least 100 buses in fixed-route service during peak service hours in an urbanized area with a population of more than 200,000 to use grant funds for the operating costs of public transportation equipment and facilities in such projects if: (1) the recipients are certified by the Secretary as being in a crisis period; and (2) the recipients' percentage of revenue for the operating costs of public transportation equipment and facilities from non-federal sources (excluding system-generated revenue) is equal to the previous fiscal year's revenue, or the revenue is derived from dedicated sources. Specifies percentage limitations on the use of funds for urbanized areas with populations between 200,000 and 500,000, between 500,000 and 1 million, and over 1 million. Defines "crisis period" to mean that: (1) the unemployment rate within the recipients' service area is 7% or higher for the preceding month, or (2) the national average retail price of regular gasoline during a quarter has increased by more than 10%.

Welcoming Business Travelers and Tourists to America Act of 2011 - Directs the Secretary of State to: (1) set a visa processing standard of 12 or fewer calendar days at U.S. diplomatic and consular missions in China, Brazil, and India; and (2) use machine readable nonimmigrant visa fees to hire a sufficient number of Foreign Service officers and limited non-career appointment consular officers to maintain such standard. Directs the Secretary to: (1) conduct a two-year pilot program for the processing of nonimmigrant visas using secure remote video-conferencing technology for visa interviews, and (2) work with other federal agencies that use such secure communications to help ensure security of the video-conferencing transmission and encryption. Directs the Secretary to provide Congress with an annual forecast of demand through 2020 for nonimmigrant visas in the high-growth markets of Brazil, China, and India. Authorizes the Secretary to modify or enter into agreements with certain countries on a non-reciprocal basis to allow for longer visa validity periods if doing so causes no adverse effects to the United States.

Flexibility and Access in Rebuilding American Fisheries Act of 2011 - Amends the Magnuson-Stevens Fishery Conservation and Management Act to require fishery management plans, amendments, or regulations for overfished fisheries to specify a time period for ending overfishing and rebuilding the fishery that is as short as practicable (under current law, as short as possible). Modifies the exceptions to the requirement that such period not exceed 10 years. Requires consideration, in evaluating progress to end overfishing and rebuild overfished stocks, of factors other than commercial and recreational fishing. Requires, when the Secretary of Commerce extends the period under specified provisions, that the maximum rebuilding time not exceed the sum of the initial 10-year period, the expected time to rebuild the stock absent any fishing mortality and under prevailing environmental conditions, and the mean generation time of the stock. Directs Regional Fishery Management Councils to consider data on recreational fishermen when specifying annual catch limits in a fishery management plan. Authorizes the Secretary to suspend application of the annual catch limits to a fishery for any period that: (1) the fishery is neither overfished nor approaching such condition, (2) any stock previously affected by overfishing is rebuilt, and (3) scientific advice of the relevant Council committee is insufficient to ensure consistency with the national standard. Requires the fishery impact statement of a fishery management plan to address the impacts and possible mitigation measures for coastal businesses dependent on recreational and commercial fishing industries. Directs: (1) each Council to submit an annual impact statement to the Secretary describing whether each fishery management plan is projected to have any adverse economic impact (and the estimated dollar amount of any impact) on such recreational and commercial fishermen and coastal businesses, and (2) the Secretary to mitigate any such impacts.

Authorizes the Secretary of Agriculture to detain for examination, testing, or the taking of evidence: (1) any horse at any horse show, horse exhibition, or horse sale or auction that is sore or which the Secretary has probable cause to believe is sore; and (2) any horse or other equine that the Secretary has probable cause to believe is being shipped, transported, moved, delivered, received, possessed, purchased, sold, or donated in violation of such prohibition. Increases the cap on the amount of appropriations that may be used to carry out such Act.

Health Equity and Accountability Act of 2011 - Amends the Public Health Service Act, the Social Security Act, and the Federal Food, Drug, and Cosmetic Act to expand the collection and analysis of data in programs of the Department of Health and Human Services (HHS). Sets forth provisions to improve cultural competence in federal health care programs and services, including by establishing the Robert T. Matsui Center for Cultural and Linguistic Competence in Health Care. Requires the Secretary of Health and Human Services (Secretary) to engage in activities to improve health workforce diversity, including by: (1) establishing a working group, a technical clearinghouse, and an advisory committee; (2) awarding grants to academic institutions, (3) establishing a health and health care disparities education program, and (4) providing for scholarships, loan repayment and loan forgiveness, and research fellowships. Health Empowerment Zone Act of 2011 - Provides for the establishment of health empowerment zones in communities that experience disproportionate disparities in health status and health care. Requires the Secretary to engage in activities to improve the quality of and access to health care, including by expanding access to health care and health care insurance for immigrants, increasing Medicaid payments to territories and to Native Hawaiian health centers, and providing for border health grants. Sets forth programs to reduce health disparities affecting minorities and rural residents. Establishes an Office of Minority Health in the Department of Veterans Affairs Sets forth provisions to improve health for women and children, including by expanding access to federal programs for immigrant women and children, creating public awareness campaigns, engaging in activities to eliminate disparities in maternal health outcomes, and establishing programs to reduce teenage pregnancies. Expands Medicare coverage of marriage and family therapist services and mental health counselor services. Provides for community mental health services to be offered through federally-qualified behavioral health centers. Lung Cancer Mortality Reduction Act of 2011 - Requires the Secretary to implement the Lung Cancer Mortality Reduction Program to achieve a reduction of at least 25% in the mortality rate of lung cancer by 2017. Prostate Research, Outreach, Screening, Testing, Access, and Treatment Effectiveness Act of 2011 or the PROSTATE Act - Requires the Secretary of Veterans Affairs (VA) to take action to address prostate cancer, including by establishing the Interagency Prostate Cancer Coordination and Education Task Force. Viral Hepatitis and Liver Cancer Control and Prevention Act of 2011 - Requires the Secretary to implement programs to address hepatitis B and hepatitis C. Bone Marrow Failure Disease Research and Treatment Act of 2011 - Requires the Secretary to establish the National Acquired Bone Marrow Failure Disease Registry. Requires the Secretary to carry out activities to expand the Minority HIV/AIDS Initiative. National Black Clergy for the Elimination of HIV/AIDS Act of 2011 - Provides for a program of grants to public health agencies and faith-based organizations to address HIV/AIDS in the African-American community. Justice for the Unprotected Against Sexually Transmitted Infections among the Confined and Exposed Act or the JUSTICE Act - Permits community organizations to distribute sexual barrier protection devices (e.g., condoms) and to engage in sexually transmitted infection counseling and prevention education in federal correctional facilities. Stop AIDS in Prison Act of 2011 - Requires the Bureau of Prisons to develop a comprehensive policy to provide HIV testing, treatment, and prevention for inmates. Minority Diabetes Initiative Act - Requires the Secretary to conduct research and other activities with respect to diabetes in minority populations. Sets forth provisions regarding the use of health information technology to reduce health disparities. Prohibits discrimination in federal health programs or activities. Requires the Secretary to establish the Office of Health Disparities in the Office for Civil Rights and to establish civil rights compliance offices in each HHS agency that administers health programs. Directs the President to enforce Executive Order 12898 (requires federal agencies to take actions to achieve environmental justice) as federal law. Amends the Department of Agriculture Reorganization Act of 1994 to establish in the Department of Agriculture (USDA) a Healthy Food Financing Initiative.

Amends the Securities Exchange Act of 1934, as amended by Dodd-Frank Wall Street Reform and Consumer Protection Act, with respect to the regulation and registration of municipal advisors. Limits the term "municipal advisor" to such advisors formally engaged, in writing and for compensation, by a municipal entity. (Current law pertains to persons who provide advice to or on behalf of a municipal entity or obligated person.) Adds to the list of entities excluded from such registration and related requirements: (1) brokers, dealers, or municipal securities dealers (currently, only those serving as underwriters); (2) investment advisers registered with a state (currently, only advisers registered under the Investment Advisers Act of 1940); (3) swap dealers, major swap participants, futures commission merchants or introducing brokers registered under the Commodity Exchange Act (currently, only commodity trading advisors registered under that Act); (4) security-based swap dealers or major security-based swap participants registered under the Securities Exchange Act of 1934 who are providing advice related to, engaging in, or arranging any security-based swap; (5) persons associated with such newly added entities; (6) any financial institution or person associated with a financial institution; and (7) any elected or appointed member of a governing body of a municipal entity, with respect to such member's role on the governing body. Excludes certain activities related to investment strategies from such requirements. Revises the definition of "solicitation of a municipal entity" to specify that communications on behalf of a fund or other collective investment vehicle shall not be deemed to be on behalf of any investment adviser that advises or manages such fund or investment vehicle. Eliminates fiduciary duty standards for municipal advisors under the Securities Exchange Act of 1934 (thereby eliminating federal standards while existing state and local fiduciary duties would remain). Directs the Municipal Securities Rulemaking Board to: (1) limit the duties of municipal advisors in relation to municipal entities to the activities specified in this Act, (2) specify when such duties begin and terminate, and (3) not prohibit principal transactions by municipal advisors.

Continuum of Learning Act of 2011 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to coordinate school improvement and professional development activities with early childhood development and education programs. Amends the school improvement program under part A of title I of the ESEA to require states to create or revise early learning guidelines for preschool age children and early learning standards for children in kindergarten through grade three. Requires the guidelines and standards to be developmentally appropriate and cover all domains of child development and learning. Requires states to encourage local educational agencies (LEAs) and elementary schools to use school improvement funds to offer early childhood education programs from birth to school entry. Requires LEAs to: (1) assist their elementary schools in conducting a ready school needs review, at least once every three years, that is used to create a school environment that supports children's transition to school and achievement of state and grade level expectations; (2) ensure, to the extent feasible, starting with the 2015-2016 school year, that teachers placed in the early elementary school grades have a specialized early childhood education teaching license, credential, or endorsement; and (3) work with early childhood education programs to establish a continuity of curricular objectives and developmental expectations that support children's transition to school. Limits the use of child assessments for children from birth through grade two. Amends part A (Teacher and Principal Training and Recruiting Fund) of title II of the ESEA to require states to incorporate knowledge regarding early childhood development and learning into teacher and principal certification or licensing requirements. Requires professional development activities to include: (1) training in early child development and learning, and (2) joint training for elementary school staff and early childhood education program staff.

PREEMIE Reauthorization Act

Prematurity Research Expansion and Education for Mothers who deliver Infants Early Reauthorization Act or the PREEMIE Reauthorization Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Director of the National Institutes of Health (NIH), to expand, intensify, and coordinate NIH activities with respect to research on the causes of preterm labor and delivery, tools to detect, prevent, or reduce prevalence of preterm labor and delivery, and the care and treatment of preterm infants. Establishes within NIH a multicenter clinical program to investigate problems in clinical obstetrics, improve the care and outcomes of neonates, and enhance the understanding of DNA and proteins as they relate to the underlying processes that lead to preterm birth. Requires the Director to award grants for planning, establishing, improving, and providing basic operating support for transdisciplinary research centers for prematurity. Requires the Secretary, acting through the Surgeon General, to establish and implement a national science-based provider and consumer education campaign on promoting healthy pregnancies and preventing preterm birth. Reauthorizes provisions related to research on prematurity and preterm births and sets forth specific areas for such research. Requires the Director of the Office for the Advancement of Telehealth to award grants to establish demonstration projects for: (1) obstetrical services for high risk women of child bearing age remotely using telehealth; and (2) educational activities regarding risk factors for preterm birth. Expands a demonstration project to inform health care providers and the public and improve treatment and outcome for babies born preterm. Requires the Secretary to establish the Advisory Committee on Infant Mortality. Requires a study on hospital readmissions of preterm births.

Directs the Secretary to extend through September 30, 2011, the termination date of insurance coverage for domestic or foreign-flag aircraft. Grants the Secretary discretionary authority to further extend such coverage through December 31, 2011. Extends through December 31, 2011, the authority of the Secretary to limit air carrier liability for claims arising out of acts of terrorism. Extends through September 30, 2011: (1) grant eligibility for airports located in the Marshall Islands, Micronesia, and Palau; (2) grants to state and local governments for land use compatibility AIPs; and (3) authority for approving an application of the Metropolitan Washington Airports Authority for an airport development grant or for permission to impose a passenger facility fee. Amends the Vision 100 - Century of Aviation Reauthorization Act to extend through September 30, 2011: (1) the temporary increase to 95% of the federal government's share of certain AIP costs, and (2) funding for airport development at Midway Island Airport.

Requires student borrowers to receive at least four hours of counseling on each occasion. Makes such counseling requirements inapplicable to borrowers of consolidation loans. Requires financial literacy counseling to include information on student financial aid, banking, budgeting and saving, credit and debt management, credit cards and products, investing, credit scores, housing, taxes, and responsible financial decision making. Directs the Secretary of Education to develop a curriculum that IHEs may use to fulfill this Act's requirements.

Requires the Secretary, acting through the Director, to conduct a preliminary health survey to identify the major areas and regions in which NHOPI people reside. Requires the survey to include health data and other data the Secretary determines to be: (1) useful in determining health status and health care needs, or (2) required for developing or implementing the national strategy. Directs the Secretary to enter into an agreement with the Institute of Medicine to conduct a study on: (1) the standards and definitions of health care applied to health care systems in insular areas; (2) the status and performance of health care systems in such areas; (3) the effectiveness of donor aid in addressing health care needs and priorities in such areas; and (4) progress toward implementing recommendations of the Institute's Committee on Health Care Services in the United States-Associated Pacific Basin that are set forth in the 1998 report, "Pacific Partnerships for Health; Charting a New Course for the 21st Century."

Prescribes single transformation duty-free rules for specified apparel articles, regardless of the source of the fabric, fabric components, components knit-to-shape, or yarns from which the articles are made, if they: (1) are cut and wholly assembled, or knit-to-shape, in the Philippines from any combination of such components; and (2) are imported directly into the United States from the Philippines. Prescribes requirements for review and enforcement of the program. Prescribes penalties for exporters and importers who engage in the transshipment of apparel that has been afforded preferential treatment under this Act.
