Augmenting Research and Educational Sites to Ensure Agriculture Remains Cutting-Edge and Helpful Act or the AG RESEARCH Act This bill amends the Agricultural Research, Extension, and Education Reform Act of 1998 to provide funding for maintenance at agricultural research facilities. The bill requires the Department of Agriculture to: (1) establish a grant program within the National Institute of Food and Agriculture to provide agricultural research facilities with a federal share of the cost for the alteration, modernization, renovation, or remodeling of the research facilities or the equipment necessary for agricultural research; and (2) use specified Commodity Credit Corporation funds to provide direct payments to research facilities of the Agricultural Research Service for addressing deferred maintenance.

Reliable Emergency Alert Distribution Improvement Act of 2018 or the READI Act This bill amends the Warning, Alert, and Response Network Act to include emergency alerts from the Federal Emergency Management Agency (FEMA) as a type of alert that subscribers of commercial mobile service licensees may not block from their devices (currently, alerts from the President may not be blocked). The Federal Communications Commission (FCC) must adopt regulations that encourage states to establish a State Emergency Communications Commission (SECC) and provide that each SECC meet at least annually to review and update its Emergency Alert System Plan (State EAS Plan). The FCC must approve or disapprove the updated plan. FEMA shall develop and issue guidance for state, tribal, and local governments relating to emergency alerts. The FCC shall complete: (1) a rulemaking proceeding to establish a system to receive from FEMA or state, tribal, or local governments reports of false alerts under the emergency alert system (EAS) or the Wireless EAS to record such false alerts and examine their causes; (2) a rulemaking proceeding to modify the EAS to provide for repeating messages while an alert remains pending; and (3) an inquiry to examine the feasibility of establishing systems and signaling to offer EAS alerts to audio and video streaming services delivered over the Internet.

America's Natural Treasures of Immeasurable Quality Unite, Inspire, and Together Improve the Economies of States Act of 2018 or the ANTIQUITIES Act of 2018. This bill directs the National Park Service, Bureau of Land Management (BLM), U.S. Fish and Wildlife Service, Forest Service, and National Oceanic and Atmospheric Administration to administer each specified national monument under their joint or exclusive jurisdiction, including the Bears Ears, Grand Staircase-Escalante, Gold Butte, Cascade-Siskiyou National Monuments and the Rose Atoll and Pacific Remote Islands Marine National Monuments in accordance with: (1) the one or more presidential proclamations that apply to the applicable covered monument; (2) any Act of Congress enacted before December 4, 2017, that provides for an adjustment to the boundary or administration of such monument; and (3) this bill. The bill establishes the National Monument Enhancement Fund to furnish funding: (1) to such federal agencies to develop management plans for their national monuments that were designated under current federal law, (2) for federal acquisition and development of certain land and other areas, and (3) to develop and enhance recreational infrastructure on such designated lands. The bill designates: (1) specified BLM lands within the Organ Mountains-Desert Peaks and Rio Grande del Norte National Monuments in New Mexico and in the Gold Butte National Conservation Area in Nevada as wilderness and as components of the National Wilderness Preservation System; and (2) approximately 100 acres of BLM land in New Mexico as a potential wilderness area and, when specified conditions have been met, for incorporation into the Robledo Mountains Wilderness.

Gay and Trans Panic Defense Prohibition Act of 2018 This bill generally prohibits a federal criminal defendant from asserting, as a defense, that the nonviolent sexual advance of an individual or a perception or belief of the gender, gender identify or expression, or sexual orientation of an individual excuses or justifies conduct or mitigates the severity of an offense.

Electric Credit Access Ready at Sale Act of 2018 or the Electric CARS Act of 2018 This bill amends the Internal Revenue Code to modify and extend several tax credits related to electric cars. The bill extends the tax credit for new qualified plug-in electric drive motor vehicles through 2028. In addition, the bill modifies the credit to: (1) remove the limitation on the number of vehicles per manufacturer that are eligible for the credit, and (2) allow a taxpayer to assign the credit to a financing entity. The bill also extends through 2028 the tax credits for: (1) alternative fuel vehicle refueling property, and (2) alternative motor vehicles.

Family Unity Rights and Protection Act This bill requires the Departments of Health and Human Services, Homeland Security, State, and Defense to ensure that alien children (i.e., children under the age of 18 removed from their parents or legal guardians at or near a port of entry or within 100 miles of the U.S. border pursuant to a zero tolerance policy for criminal illegal reentry) are reunited at the earliest possible date with their parents and guardians from whom they were separated. It also requires notification of parents and guardians of procedures for reuniting with such children and for the location of such children. The bill requires the creation of an electronic registry for information used to locate such alien children and their parents and guardians. The information in such registry may only be used for locating such children and may not be used in any criminal prosecution or other immigration proceeding. The bill also sets forth conditions on the termination of parental rights in immigration proceedings and requires the consolidation of asylum and immigration proceedings involving alien children.

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2018 or the DISCLOSE Act of 2018 This bill expands the ban on election contributions by foreign nationals to include corporations subject to specified levels of ownership or control by foreign nationals. The bill also expands (1) reporting requirements related to campaign contributions, and (2) disclosure requirements related to the funding sources of political advertisements.

Public Service Freedom to Negotiate Act of 2018 This bill requires the Federal Labor Relations Authority (FLRA) to make a determination as to whether a state substantially provides for certain rights and responsibilities applicable to public employees, such as granting such employees the right to form or join a labor organization and to bargain collectively, and if the state does not substantially provide for such rights and responsibilities, then such state shall be subject to nationwide standards prescribed by the FLRA to protect public employee rights. No employer, emergency services employee, or law enforcement officer may engage in a lockout, strike, or any other organized job action of which a reasonably probable result is a measurable disruption of the delivery of emergency or public safety services. No labor organization may violate or attempt to violate this prohibition.

National Quantum Initiative Act This bill directs the President to implement a National Quantum Initiative Program to, among other things, establish the goals and priorities for a 10-year plan to accelerate the development of quantum information science and technology applications. The bill defines "quantum information science" as the storage, transmission, manipulation, or measurement of information that is encoded in systems that can only be described by the laws of quantum physics. The National Science and Technology Council shall establish a Subcommittee on Quantum Information Science, including membership from the National Institute of Standards and Technology (NIST) and the National Aeronautics and Space Administration (NASA), to guide program activities. The President must establish a National Quantum Initiative Advisory Committee to advise the President and subcommittee on quantum information science and technology research and development. NIST shall carry out specified quantum science activities and convene a workshop to discuss the development of a quantum information science and technology industry. The National Science Foundation shall: carry out a basic research and education program on quantum information science and engineering, and award grants for the establishment of Multidisciplinary Centers for Quantum Research and Education. The Department of Energy (DOE) shall carry out a basic research program on quantum information science. The Office of Science of DOE shall establish and operate National Quantum Information Science Research Centers to conduct basic research to accelerate scientific breakthroughs in quantum information science and technology.

Fairness for Farm Workers Act This bill amends the Fair Labor Standards Act of 1938 with respect to agricultural workers. The bill requires employers, beginning in 2019, to compensate agricultural workers for hours worked in excess of their regular hours (i.e., 55 hours in 2019, 50 hours in 2020, 45 hours in 2021, and 40 hours in 2022) at not less than one and one-half times the employee's regular rate. For employers with 25 or fewer employees, the overtime pay requirements begin in 2022. These overtime pay requirements do not apply, as in current law, to employees who are the parent, spouse, child, or other member of the employer's immediate family. The bill also repeals the exemption from overtime pay requirements for employers in various agriculture-related industries, including certain small farms, irrigation projects, sugar processing, and cotton ginning and compressing.

Central America Family Protection and Reunification Act This bill states that it shall be: (1) U.S. policy to not separate immigrant families as a deterrent and to reunite families that were separated due to the criminal prosecution of parents for illegal entry, and (2) Department of State policy to prioritize supporting governments and citizens to facilitate reunification of such families. The State Department shall submit to Congress: reports concerning gender-based violence in the Northern Triangle (the region encompassing Guatemala, Honduras, and El Salvador); reports concerning gang and organized-crime related violence in the Northern Triangle; strategies to use portions of funds for the U.S. Strategy for Engagement in Central America to combat gender-based violence in the Northern Triangle, as well as to address the damage to the health and well-being of children and caregivers caused by separating children from their families at the U.S.-Mexico border. The State Department shall establish an office to study serious crimes committed against aliens who were removed from the United States and against U.S. citizens who left the United States because of having an alien parent who was removed from the United States.

Patsy T. Mink and Louise M. Slaughter Gender Equity in Education Act of 2018 This bill requires the Department of Education (ED) to establish an Office for Gender Equity to support state and local educational agencies, institutions of higher education, and elementary and secondary schools in fully implementing title IX of the Education Amendments of 1972, which prohibits discrimination on the basis of sex in federally funded education programs or activities. The office may provide grants and perform activities to reduce or prevent discrimination, bias, harassment, or violence based on actual or perceived sex, sexual orientation, gender, gender identity, pregnancy, childbirth, or related medical conditions or stereotypes in all areas of education. The office must provide technical assistance and annual training to title IX coordinators and develop a handbook for conducting self-evaluations of title IX compliance. The training must address "compound discrimination" (defined as discrimination based on sex and other characteristics, including race, ethnicity, national origin, disability status, religion, age, perceived sex, sexual orientation, gender or gender identity, and related stereotypes). The office may award grants to eligible entities and partnerships to: train students, teachers, faculty, and personnel; increase campus resources, facilities, and course offerings; support title IX coordinators in performing outreach, advocacy, and education; identify patterns or systemic problems in title IX compliance; strengthen prevention education and awareness programs; conduct campus climate and victimization surveys; identify gender inequities; and improve data collection and reporting of gender equity indicators from academic assessments, civil rights data, campus data, employment data, attendance and absenteeism data, or title IX coordinator-to-student ratios. ED must coordinate with the Institute of Education Sciences and other federal offices and entities to investigate, identify, and disseminate best practices to: (1) reduce and prevent sex stereotyping, bias, and discrimination in curricula and educational materials; (2) address sex-based harassment and violence on campuses; (3) develop counseling and career guidance training; (4) mitigate implicit bias in teaching and discipline; and (5) address the needs of students who face compound discrimination.

Keep Families Together Act This bill prohibits an agent or contractor of the Department of Homeland Security, the Department of Justice, or the Department of Health and Human Services from removing a child who is under the age of 18 and has no permanent immigration status from his or her parent or legal guardian at or near the port of entry or within 100 miles of the U.S. border unless: an authorized state court determines that it is in the child's best interests to be removed; a state or county child welfare official with expertise in child trauma and development determines that it is in the child's best interests to be removed because of abuse or neglect; or the Chief Patrol Agent or the Area Port Director authorizes separation based on a documented finding that the child is a trafficking victim or is at significant risk of becoming a victim, a strong likelihood exists that the adult is not the parent or legal guardian, or the child is in danger of abuse or neglect. A child may not be removed from a parent or guardian unless an independent licensed child welfare expert authorizes the separation within 48 hours of such removal. An agency may not remove a child from a parent or legal guardian solely for the policy goals of deterring migration to the United States or of promoting immigration law compliance. The bill sets forth presumptions: (1) in favor of family and sibling unity and parental rights, and (2) that detention is not in the best interests of families and children. The bill limits the prosecution of asylum seekers.

Preserving America's Battlefields Act This bill reauthorizes though FY2028 the Battlefield Acquisition Grant Program and expands the purposes of the Civil War Battlefield Preservation Act of 2002. Specifically, the Act's purposes shall include: the preservation and protection of nationally significant battlefields of not only the Civil War but also the American Revolution and the War of 1812, and the enhancement of visitors' experiences at those battlefields.

Workers' Freedom to Negotiate Act of 2018 This bill amends the National Labor Relations Act (NRLA) and related labor laws to extend protections to union workers. Specifically, it: revises the definition of "employee" and "supervisor" to prevent employers from removing employees from the protections of the labor laws, prohibits employers from interfering with certain rights granted to employees under the NLRA, expands unfair labor practices to include prohibitions against replacement of worker who strike or discrimination against them, imposes new penalties against employers who violate labor law requirements, allows workers to bring civil actions against employers for labor law violations and unfair labor practices, requires certain disclosures with respect to worker wages, and requires contractors seeking federal contracts over $500,000 to disclose labor law violations when applying for such contracts.

Counting Our Unexpected Natural Tragedies' Victims Act of 2018 or the COUNT Victims Act This bill directs the Federal Emergency Management Agency (FEMA) to contract with the National Academy of Medicine to conduct a study of matters concerning best practices in mortality counts as a result of a major disaster. A report on the study must be completed and transmitted to FEMA within two years after the contract date of September 30, 2018. The study shall address approaches to quantifying mortality and significant morbidity among populations affected by major disasters and shall include best practices and policy recommendations.

International Human Rights Defense Act of 2018 This bill establishes in the Department of State a permanent Special Envoy for the Human Rights of LGBTI (lesbian, gay, bisexual, transgender, or intersex) Peoples who shall serve as the principal State Department advisor regarding human rights for LGBTI people and represent the United States in diplomatic matters relevant to the human rights of LGBTI people. The special envoy shall periodically provide Congress with a U.S. global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTI people. The State Department and the U.S. Agency for International Development may provide assistance to prevent and respond to such activities against LGBTI people. The Foreign Assistance Act of 1961 is amended to require that annual country reports on human rights practices include information on criminalization, discrimination, and violence based on sexual orientation and gender identity.

Coral Reef Conservation Reauthorization Act of 2018 This bill addresses the conservation and sustainability of coral reef ecosystems, including by reauthorizing and expanding the Coral Reef Conservation Act of 2000; authorizing the Department of the Interior to conduct activities to conserve coral reefs and coral reef ecosystems within national parks, national wildlife refuges, national monuments, and other federal land under its jurisdiction; authorizing Interior to offer financial assistance grants for coral reef conservation projects; establishing the Coral Reef Ecosystem Studies Program; directing the Department of Commerce to develop national guidelines for man-made structures that are suitable as artificial reef habitat for coral and other associated marine species; and ensuring that Commerce places an emphasis on stock assessments for fisheries associated with coral reefs.

Victims of Child Abuse Act Reauthorization Act of 2018 This bill reauthorizes for FY2019-FY2023 grants for local and regional children's advocacy centers (CACs), as well as for technical assistance and training. CACs coordinate a multidisciplinary response to child abuse.

Improving the Federal Response to Families Impacted by Substance Use Disorder Act This bill establishes the Interagency Task Force to Improve the Federal Response to Families Impacted by Substance Use Disorders to recommend ways to better coordinate the responses of federal agencies to substance use disorders and the opioid crisis. Specifically, the task force must: (1) identify options to coordinate existing grants and other resources relating to the effect of substance use disorders on youth and families; (2) identify opportunities for state and local partnerships to improve prevention and treatment services; and (3) publish an action plan, including a timeline for implementation, within nine months after enactment of this bill.

Energizing American Shipbuilding Act This bill amends (1) the Natural Gas Act to direct the Department of Energy (DOE) to require specified percentages of liquefied natural gas exports to be transported on vessels built in the United States and documented under its laws, and (2) the Consolidated Appropriations Act, 2016 to direct the President to require specified percentages of crude oil exports to be transported on vessels built in the United States and documented under its laws. DOE and the President may waive these requirements under specified circumstances.

Burma Unified through Rigorous Military Accountability Act of 2018 or the BURMA Act of 2018 This bill provides humanitarian assistance for Burma (Myanmar) and Bangladesh and imposes sanctions on Burmese military or security officials responsible for serious human rights abuses. The bill provides humanitarian assistance for Burma, Bangladesh, and the surrounding region, including assistance for the Rohingya minority. The Department of State, the Department of the Treasury, and the U.S. Agency for International Development shall jointly submit to Congress a strategy for promoting economic growth in Burma.

Educators Expense Deduction Modernization Act This bill amends the Internal Revenue Code, with respect to the deduction from gross income for certain expenses of elementary and secondary school teachers, to: (1) increase from $250 to $500 the annual limit on the expenses that may be deducted, and (2) require the limit to be adjusted for inflation after 2019.

Comprehensive TB Elimination Act of 2018 This bill amends the Public Health Service Act to reauthorize for FY2018-FY2023 and revise the tuberculosis (TB) prevention and treatment grant program administered by the Centers for Disease Control and Prevention. The Health Resources and Services Administration may also award grants to state and local governments and federally-qualified health centers for TB prevention and treatment efforts. Additionally, the Government Accountability Office must report on national TB prevention and treatment efforts.

Ending Maternal Mortality Act of 2018 This bill amends the Public Health Service Act to require the Department of Health and Human Services to publish every two years a national plan to reduce the rate of preventable maternal mortality (maternal deaths that occur during or within 12 months of pregnancy). Each plan must address specific issues relating to maternal mortality and severe maternal morbidity (unexpected outcomes of labor and delivery that result in significant short- or long-term consequences to a woman's health), such as issues surrounding public awareness, at-risk populations and disparities, and quality of care.

Offering Promising Persons Occupations Relevant To Upholding National Interests For Years Act of 2018 or the OPPORTUNITY Act of 2018 This bill revises the Cyber Scholarship Program of the Department of Defense (DOD). In awarding grants and scholarships under the program, DOD must give special consideration to minority-serving institutions of higher education (IHEs) and the students who attend such IHEs.

Emery County Public Land Management Act of 2018 This bill establishes the San Rafael Swell Western Heritage and Historic Mining National Conservation Area, consisting of 336,467 acres in Utah. The bill also amends the Wild and Scenic Rivers Act to designate a 54-mile segment of Green River, which is located in the area, as a component of the national wild and scenic rivers system. Over 500,000 acres in Utah are designated as national wilderness areas, including Candland Mountain, Crack Canyon, Desolation Canyon, Devil's Canyon, Horseshoe Canyon (North), Mexican Mountain, Muddy Creek, Nelson Mountain, San Rafael Reef, and Sid's Mountain. With respect to the newly established conservation area and wilderness areas, the bill: allows for commercial services to the extent necessary to fulfill the areas' recreational or other purposes; allows the grazing of livestock, if already established, to continue; allows for the "casual collection" (for noncommercial use) of plants, rocks, and minerals; and otherwise provides for management by the Department of the Interior. In addition, with respect to other land in Utah, the bill provides for: the cooperative (state and federal) management of the Temple Mountain Cooperative Management Area (7,792 acres); the management of the Goblin Valley State Park Expansion as a state park; the establishment and management of the Jurassic National Monument (2,534 acres); and public purpose conveyances, by Interior to the applicable local government entity, of the Huntington Airport (1,400 acres), the Emery City Recreation Area (640 acres), the State Road 6 Emery Sheriff's Office substation site (640 acres), and the Buckhorn Information Center (65 acres).

World War II Pacific Sites Establishment Act This bill establishes in Hawaii (1) the Pearl Harbor National Memorial as a unit of the National Park System (NPS) to preserve, interpret, and commemorate the history of World War II in the Pacific; and (2) the Honouliuli National Historic Site as a unit of the NPS to preserve and interpret the history associated with the internment and detention of civilians of Japanese and other ancestries during World War II in Hawaii, the impact of war and martial law on society in the Hawaiian Islands, and the co-location and diverse experiences of Prisoners of War at the Honouliuli Internment Camp Site.

Encourages each state, city, and local educational agency to adopt laws and policies to prohibit name-calling, bullying, harassment, and discrimination against students, teachers, and other school staff regardless of their sexual orientation and gender identity or gender expression.

Supports: (1) the designation of National Small Business Week, (2) efforts to encourage consumers to shop locally, and (3) efforts to increase awareness of the value of locally owned small businesses and the impact of locally owned small business on the U.S. economy. Honors the vital role of small business and entrepreneurs in the United States during such week. Recognizes: (1) the important role of the Small Business Administration as a valuable resource for the U.S. entrepreneur, (2) the importance of creating policies that promote a business friendly environment for small business owners free of unnecessary regulations, and (3) the National Small Business Person of the Year and the National Lender of the Year. Encourages young entrepreneurs to pursue their passions and create more start-up businesses.

Expresses the sense of the House of Representatives that: (1) the legislative process would greatly benefit from once again having an office dedicated to giving nonpartisan, technical advice to Congress; (2) the Office of Technology Assessment (OTA) represents a cost-effective improvement to the governance of the United States; and (3) funding should be restored for the OTA.
