Compact Impact Relief Act This bill provides additional aid to American Samoa, Guam, the Northern Mariana Islands, and Hawaii for providing health care, education, and other services to qualified migrants from the Marshall Islands, Micronesia, and Palau. The bill also makes such migrants eligible for assistance under the Social Services Block Grant and Temporary Assistance for Needy Families programs.

Stands with the people of Iran who are engaged in legitimate and peaceful protests against an oppressive, corrupt regime. Condemns the Iranian regime's human rights abuses, corruption, and destabilizing activities abroad. Notes the statements of support for the protestors from key allies and calls on all democratic governments and institutions to support the Iranian people's right to live in a free society. Demands that the Iranian regime abide by its international obligations with respect to human rights and civil liberties. Urges the Administration to use targeted sanctions and work to convene United Nations Security Council and United Nations Human Rights Council emergency sessions to condemn the Iranian regime's human rights violations and establish a mechanism by which the Security Council can monitor such violations. Encourages the Administration to expedite the license of communications technology to Iran to improve the Iranian people's ability to speak freely. Calls on companies to reject regime requests to cut off the Iranian people from social media and other communications platforms. Supports efforts by the people of Iran to promote the establishment of basic freedoms that build a freely elected and democratic political system. Urges the President and the Department of State to work with the international community to ensure that human rights violations are part of all multilateral or bilateral discussions with and regarding Iran.

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in Washington, DC, and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

Welfare of Our Friends Act of 2017 or the WOOF! Act This bill amends the Animal Welfare Act to prohibit the Department of Agriculture (USDA) from licensing a dealer of dogs whose previous licenses have been suspended or revoked in the last 10 years if the license is for operating a facility that the dealer previously used. Further, USDA may not issue or renew a license to: (1) the dog dealer's immediate family members, (2) a person who resides at the same address as the dog dealer, or (3) certain legal entities if such dealer holds an ownership interest in the entity.

Korematsu-Takai Civil Liberties Protection Act of 2017 This bill amends the federal criminal code to modify the detention authority of the United States. Specifically, it adds a provision to prohibit the detention or imprisonment of an individual based solely on an actual or perceived protected characteristic of that individual. A protected characteristic includes race, ethnicity, national origin, religion, gender, gender identity, and sexual orientation.

Save Net Neutrality Act of 2017 This bill prevents the Federal Communications Commission (FCC) from using the Notice of Proposed Rulemaking in the matter of restoring Internet freedom adopted by the FCC on May 18, 2017, to satisfy the general notice requirement for ending the FCC's public-utility regulation of the Internet.

Supporting Children of the National Guard and Reserve Act This bill amends the Elementary and Secondary Education Act of 1965 to include students with a parent who serves in the reserve component of the Armed Forces under the military student identifier program. Thus, schools must assign those students identification numbers that allow the schools to monitor their achievement on academic assessments.

Workplace Action for a Growing Economy Act or the WAGE Act This bill amends the National Labor Relations Act (NLRA) to require the National Labor Relations Board (NLRB) to award back pay and additional damages to any employee whose rights under the NLRA have been violated by an employer; impose penalties upon an employer for failing to post a notice of the rights of their employees under the NLRA; impose penalties upon an employer whose violations of the NLRA result in the discharge of an employee or other serious economic harm to the employee; provide civil remedies, including restraining orders, and a private right of action for violations of the NLRA; require the NLRB to issue an order requiring collective bargaining when a majority of valid ballots have been cast in favor of union representation; prevent the classification of employees as supervisors for the purpose of denying such employees the protections of the NLRA; and expedite the establishment of initial collective bargaining agreements. The bill empowers the NLRB to enforce its own orders without petitioning a court for enforcement.

Continuing Community Health and Medical Professional Programs to Improve Our Nation and Keep Insurance Delivery Stable Act of 2017 or the CHAMPION KIDS Act of 2017 This bill extends funding for the Children's Health Insurance Program (CHIP), community health centers, and other specified public health programs, and otherwise modifies provisions related to Medicaid, CHIP, and public health.

Commends the President and state and local governments for recognizing such day and encouraging individuals to undergo testing for HIV. Supports: the goal of ending HIV/AIDS; continued funding for prevention, care, treatment services, and research programs for persons living with HIV/AIDS in the United States; the implementation of the National HIV/AIDS Strategy for the United States: Updated to 2020 (NHAS) and achieving the goals within the NHAS Federal Action Plan; continued funding for the President's Emergency Plan For AIDS Relief and the Global Fund to Fight AIDS, Tuberculosis, and Malaria; the goal of improving access to comprehensive HIV/AIDS prevention, treatment, care, and support programs; the goal of protecting human rights for all people; and efforts to address the factors that make populations vulnerable to HIV/AIDS by combatting poverty and hunger, expanding educational opportunities for children, and empowering women and girls.

Living Shorelines Act of 2017 This bill requires the National Oceanic and Atmospheric Administration to provide grants for climate resilient living shoreline projects and to encourage innovation in the use of natural materials to protect coastal communities.

Restoring Overtime Pay Act of 2017 This bill requires the Department of Labor to update the salary threshold applicable to bona fide executive, administrative, and professional employees for purposes of determining eligibility for overtime pay. The bill adopts rulemaking promulgated by Labor in 2016 that established the threshold for exempting such employees from overtime requirements at the 40th percentile of earnings for full-time salaried employees in the lowest-wage census region. The bill also requires updates to the threshold amount every three years.

Safeguarding America's Future and Environment Act or the SAFE Act This bill requires the President to establish a National Fish, Wildlife, and Plants Climate Adaptation Strategy Joint Implementation Working Group to address the effects of extreme weather and climate change on fish, wildlife, and plants, including by adopting a national strategy and completing strategy implementation plans. Federal agencies must integrate the elements of the national strategy that relate to conservation, management, and protection of fish, wildlife, and plants into their plans, environmental reviews, and programs. The Department of the Interior must establish: (1) a National Climate Change and Wildlife Science Center to assess and develop scientific information, tools, strategies, and techniques to support interested parties in addressing the effects of extreme weather and climate change on fish, wildlife, and plants; and (2) an Advisory Committee on Climate Change and Natural Resource Sciences to advise the working group. In order to be eligible to receive funds under this bill, a state must submit to Interior and the Department of Commerce a fish, wildlife, and plant adaptation plan detailing efforts to address the effects of climate change on fish, wildlife, and plants and coastal areas within the state's jurisdiction.

Savanna's Act This bill requires the Department of Justice (DOJ) to update the online data entry format for federal databases relevant to cases of missing and murdered Indians to include a new data field for users to input the victim's tribal enrollment information or affiliation. In addition, DOJ must: make standardized law enforcement and justice protocols that serve as guidelines for law enforcement agencies with respect to missing and murdered Indians, develop protocols to investigate those cases that are guided by the standardized protocols, meet certain requirements to consult with Indian tribes, and provide tribes and law enforcement agencies with training and technical assistance relating to the development and implementation of the law enforcement and justice protocols. Federal law enforcement agencies that investigate and prosecute crimes related to missing and murdered Indians must modify their law enforcement and justice protocols to comply with the standardized protocols.

Directs the Committee on House Administration to issue regulations requiring Members, officers, and employees of the House of Representatives to complete a training program on workplace rights and responsibilities, including anti-discrimination and anti-harassment training, during each congressional session. Requires Members, officers, or employees to certify completion of such training within 90 days after a congressional session begins or within 90 days after beginning service during a session. (Sets forth a special rule requiring such training to be completed within 180 days after the beginning of the second session of the 115th Congress.) Directs the committee to issue regulations requiring that each House employing office post in a prominent location in its office and in each Member's congressional district office a statement of rights and protections provided to House employees under the Congressional Accountability Act of 1995, including procedures for responding to and adjudicating allegations of violations of such rights and protections.

Rehabilitation for Multiemployer Pensions Act This bill establishes the Pension Rehabilitation Administration within the Department of the Treasury and a related trust fund to make loans to certain multiemployer defined benefit pension plans. To receive a loan, a plan must be either in critical and declining status (including any plan with respect to which a suspension of benefits has been approved) or insolvent, if the plan became insolvent after December 16, 2014, and has not been terminated. Treasury must issue bonds to fund the loan program and transfer amounts equal to the proceeds to the trust fund established by this bill. The Pension Rehabilitation Administration may use the funds, without a further appropriation, to make loans, pay principal and interest on the bonds, or for administrative and operating expenses. The bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to allow the sponsor of a multiemployer pension plan that is applying for a loan under this bill to also apply to the Pension Benefit Guaranty Corporation (PBGC) for financial assistance if, after receiving the loan, the plan will still become (or remain) insolvent within the 30-year period beginning on the date of the loan. The bill also appropriates to the PBGC the funds that are necessary to provide the financial assistance required by this bill.

Member and Employee Training and Oversight On Congress Act or the ME TOO Congress Act This bill amends the Congressional Accountability Act of 1995 (CAA) to revise procedures for reporting, investigating, and resolving allegations of legislative branch employees that their rights and protections under the CAA, such as protections against sexual harassment and discrimination, have been violated.

Supports: (1) the designation of National Apprenticeship Week; (2) the expansion of apprenticeships in in-demand industry sectors and occupations; (3) the development and expansion of effective preapprenticeship programs that lead to success in a registered apprenticeship program; and (4) a closer alignment between registered apprenticeship programs, the workforce development system, career and technical education, and postsecondary education. Calls for increased awareness about the value of the registered apprenticeship program model as an effective earn-and-learn model. Recognizes the importance of apprenticeships in developing a well-trained, highly skilled, and more diverse workforce. Commends organizations and employers that actively support apprenticeship programs.

Veterans Conservation Corps Act of 2017 This bill directs the Department of Veterans Affairs (VA) to establish a veterans conservation corps to assist unemployed veterans in the transition from service in the Armed Forces to civilian life and to employ such veterans: (1) in conservation, resource management, fire fighting, law enforcement, and historic preservation projects on public lands; (2) in maintenance and improvement projects for cemeteries under the jurisdiction of the National Cemetery Administration; and (3) as firefighters, law enforcement officers, and disaster relief personnel.

Improving Oversight of Women Veterans' Care Act of 2017 This bill requires the Department of Veterans Affairs (VA) to report to Congress annually on the access of women veterans to gender-specific medical care (mammograms, maternity care, and gynecological care) provided by contracting non-VA medical providers. Each VA medical facility must report quarterly to the VA on the facility's compliance with the environment of care standards for women veterans, which are standards intended to protect the privacy, safety, and dignity of women veterans when they receive medical care. The VA must report to Congress with a plan to strengthen such standards.

Honoring World War I Memorials Act of 2017 This bill directs the Department of Veterans Affairs to make grants to rehabilitate World War I memorials. Grant priority shall be given to memorials listed on the National Register of Historic Places and then to memorials listed on a state register of historic places.

Admiral Lloyd R. "Joe" Vasey Pacific War Commemorative Display Establishment Act This bill authorizes the Pacific Historic Parks to establish and maintain a commemorative display to honor the members of the U.S. Armed Forces and Allies who served in the Pacific Theater during World War II. Federal funds may not be used to design, procure, prepare, install, or maintain the commemorative display, but the National Park Service may accept and expend contributions of nonfederal funds and resources for such purposes.

National Sea Grant College Program Amendments Act of 2017 This bill amends the National Sea Grant College Program Act to reauthorize through FY2023 the National Sea Grant College Program. The bill requires the National Oceanic and Atmospheric Administration (NOAA) to award Dean John A. Knauss Marine Policy Fellowships. Currently, NOAA has discretion in awarding such fellowships. Those fellowships support the placement of graduate students in fields related to ocean, coastal, and Great Lakes resources in positions with the executive and legislative branches. NOAA must establish priorities for the use of donations given for the National Sea Grant Program. An agency may appoint a recipient of a Dean John A. Knauss Marine Policy Fellowship to a federal position within five years after such recipient successfully completes a fellowship. The bill authorizes through FY2023 grants for university research on: (1) the biology, prevention, and control of aquatic nonnative species; (2) oyster diseases, oyster restoration, and oyster-related human health risks; (3) the biology, prevention, and forecasting of harmful algal blooms; and (4) sustainable aquaculture techniques and technologies. The bill also authorizes through FY2023 grants for: (1) fishery extension activities conducted by sea grant colleges or sea grant institutes to enhance existing core program funding; and (2) priority issues identified in the National Sea Grant Program's strategic plan.

This bill prohibits any federal agency funds, resources, or fees from being used to implement or enforce Executive Order 13780 and the presidential proclamation of September 24, 2017. Among the order's major provisions are restrictions on the entry of nationals from Iran, Libya, Somalia, Sudan, Syria, and Yemen and additional limitations on refugee admissions to the United States. The proclamation revised such order to include entry restrictions on nationals from Chad, North Korea, and Venezuela, and remove such restrictions on nationals of Sudan. The proclamation additionally provides for enhanced U.S. vetting capacities.

Building Our Largest Dementia Infrastructure for Alzheimer's Act or the BOLD Infrastructure for Alzheimer's Act This bill requires the Department of Health and Human Services to award cooperative agreements to state and local health departments to expand activities related to Alzheimer's disease, including activities involving early detection, support for caregivers, and public awareness.

Public Safety and Second Amendment Rights Protection Act of 2017 This bill modifies various provisions of federal firearms laws. Among other things, it does the following: prohibits certain firearm transfers between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check; and requires states to implement plans to improve the submission of mental health and criminal history records to the national instant criminal background check system.

American Promise Act of 2017 This bill amends the Immigration and Nationality Act to permit an alien who is in temporary protected status (TPS) or deferred enforced departure (DED) status to apply for legal permanent resident status if such alien: is eligible for permanent resident status, applies for adjustment within three years, was granted or was eligible for TPS or DED status on or before October 1, 2017, and has been continuously physically present in the U.S. for at least three years. (TPS designations permit eligible nationals of designated counties affected by armed conflict or natural disasters to temporarily reside and work in the United States. DED designations permit eligible nationals of presidentially-designated counties to be temporarily not subject to removal from the United States.) The bill: waives certain grounds of inadmissibility; authorizes the waiver of the continuous physical presence requirement if an alien's removal would cause extreme hardship to the alien or to the alien's spouse, children, parents, or domestic partner; authorizes an alien who has applied for status adjustment to work; and authorizes an alien who has been ordered removed or granted voluntary departure to apply for status adjustment. An alien's spouse, parent, or unmarried child shall have his or her status adjusted to legal permanent resident if such person is eligible for status adjustment and applies within three years. Aliens from countries that no longer have valid TPS designation and aliens who no longer have valid DED status are not included in this bill unless such TSP or DED status expires on or after January 1, 2017.

Kevin and Avonte's Law of 2017 Missing Americans Alert Program Act of 2017 This bill amends the Violent Crime Control and Law Enforcement Act of 1994 to revise, rename, and reauthorize through FY2022 the Missing Alzheimer's Disease Patient Alert Program. It directs the Department of Justice's (DOJ's) Bureau of Justice Assistance to award grants: to develop or operate programs to prevent wandering and locate missing individuals with dementia or children with developmental disabilities, and to develop tracking technology programs to locate missing individuals with dementia or children with developmental disabilities. The bill amends the Missing Children's Assistance Act to specify that, with respect to training and technical assistance provided by the National Center for Missing and Exploited Children, cases involving missing and exploited children include cases involving children with developmental disabilities such as autism. DOJ must establish and certain grant recipients must comply with standards and best practices related to the use of tracking technology to locate missing individuals with dementia or developmental disabilities. The bill prohibits the use of data from tracking devices to create a federal database. It also prohibits construing this bill to require a parent or guardian to use a tracking device.

Sustainable Fishing Workforce Protection Act This bill amends the Immigration and Nationality Act to establish a nonimmigrant renewable three-year visa (D-3 visa) for alien crewmembers employed on Hawaii-based longline fishing vessels. The bill sets forth employer petition requirements and responsibilities, including requiring employers to enter into enforceable labor agreements with each approved D-3 alien prior to a fishing voyage. The Coast Guard shall perform dockside examinations of ships employing D-3 aliens to ensure compliance with health and safety laws and regulations affecting seamen.

LWCF Parity for Territories and DC Act This bill repeals the requirement that the District of Columbia, Puerto Rico, Guam, American Samoa, the U.S. Virgin Islands, and the Northern Mariana Islands be deemed as one state, receiving, of the amounts apportioned as financial assistance from the Land and Water Conservation Fund for state purposes, shares in proportion to their populations.

Congressional Sexual Harassment Training Act This bill amends the Congressional Accountability Act of 1995 to require each employing office under the Act to ensure that its covered employees enroll in the Office of Compliance's program of education that informs employees of the rights provided under the Act against sexual harassment: (1) within 60 days after first becoming an employee; (2) for existing employees, within 90 days after enactment of this bill; and (3) every two years.

No Unconstitutional Strike against North Korea Act This bill expresses the sense of Congress that: (1) a conflict on the Korean peninsula would have catastrophic consequences; (2) actions and statements that increase tensions between the United States and North Korea should be avoided; and (3) the President should engage in talks with North Korea to reduce tensions and improve communication, initiate negotiations to achieve a diplomatic agreement to halt and eventually reverse North Korea's nuclear pursuits, and move toward denuclearization and a permanent peace in the Korean peninsula. Funds available to the Department of Defense or to any other federal department or agency may not be used to launch a military strike against North Korea or otherwise introduce U.S. Armed Forces into hostilities in North Korea before the earlier of: (1) the date on which Congress declares war on North Korea, or (2) the date of an authorization that meets the requirements of the War Powers Resolution and that is enacted after the enactment of this bill. Such prohibition shall not apply to military force used to: (1) repel a sudden attack on the United States, its territories or possessions, its Armed Forces, or its allies; or (2) rescue or remove U. S. personnel.

Grid Cybersecurity Research and Development Act This bill requires the Department of Energy (DOE) to develop an initiative to mitigate the consequences on the electric grid from the results of cyberattacks by increasing cybersecurity capabilities of the electricity sector. Additionally, DOE must collaborate with other federal agencies, state agencies, and the private sector to develop guidance for research and demonstration activities to improve cybersecurity capabilities of the electricity sector. The National Institute of Standards and Technology must develop voluntary cybersecurity training standards that minimize duplication and maintain a public database of cybersecurity training programs. The Energy Sector Government Coordinating Council must develop a coordinated interagency strategic plan to advance cybersecurity capabilities in the electricity sector.

USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis, in recognition of their perseverance, bravery, and service. Following the award of the gold medal, it shall be given to the Indiana War Museum in Indianapolis, Indiana, where it will be displayed and made available for research. The bill expresses the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

This bill provides that the Department of Veterans Affairs per diem payment calculation for an entity receiving homeless veterans shelter grants for a homeless veteran who has care of a minor dependent while receiving services from such entity shall be the sum of the daily cost of care for the veteran plus, for each minor dependent, an amount that equals 50% of the veteran's daily cost of care.

Protect Access to Birth Control Act This bill nullifies interim final rules issued by the Department of Labor, the Department of the Treasury, and the Department of Health and Human Services that allow employers with religious or moral objections to be exempt from the requirement in the Patient Protection and Affordable Care Act to cover contraceptive services without cost-sharing.

Reach Every Mother and Child Act of 2017 This bill directs the President to establish a five-year strategy to accelerate progress toward ending preventable child and maternal deaths within a generation and ensure healthy and productive lives for women and children. The U.S. Agency for International Development (USAID) shall: (1) identify target countries with the greatest need and the highest burden of preventable child and maternal deaths, and (2) designate a current USAID employee serving in the Senior Executive Service or at the level of a Deputy Assistant Administrator or higher to serve concurrently as the Senior Coordinator for Child and Maternal Survival.

This bill amends the Export-Import Bank Act of 1945 to revise the quorum requirement for the Board of Directors of the Export-Import Bank of the United States to require the lesser of three members or the number of members holding office on the board (currently, at least three members) for there to be a quorum.

Hate Crimes Commission Act of 2017 This bill establishes the United States Commission on Hate Crimes to investigate and report on: whether hate crimes have increased; factors that contributed to an increase in hate crimes, if one is determined to exist; policies or actions by law enforcement agencies to reduce hate crimes; and the impact of underreporting on hate crimes statistics and prevention.

Access to Marketplace Insurance Act This bill requires health insurers to accept, on behalf of individuals enrolled in qualified health plans, cost-sharing payments made by certain third parties (e.g., state and federal government programs) and count such payments toward annual cost-sharing limitations. (Qualified health plans are eligible for subsidies and fulfill an individual's requirement to maintain minimum essential coverage.)
