Amends the Woodrow Wilson Memorial Act of 1968 to establish a Hubert H. Humphrey Fellowship in Social and Political Thought at the Woodrow Wilson International Center for Scholars at the Smithsonian Institution. Establishes the Hubert H. Humphrey Fellowship Trust Fund in the Treasury.

National Educational Opportunities Act - Title I: Definition and Guarantee of a Unitary School System and Equal Educational Opportunity - Establishes procedures and guidelines for the establishment of equal education opportunities for students in elementary and secondary schools. Title II: State Equal Educational Opportunities Plans - Requires that States submit equal education opportunities plans to the Secretary of Health, Education, and Welfare for approval. Establishes criteria for approval of such plans and eligibility for Federal assistance. Title III: General Provisions and Definitions - Defines the terms used in this Act.

Prohibits commerce in contraband cigarettes. Defines "contraband cigarettes" as a quantity of more than 20, with respect to which the applicable State cigarette taxes which have not been paid and which are in the possession of any person other than: (1) a person licensed by the State where the cigarettes are found or by the Internal Revenue Service; (2) a common or contract carrier; or (3) a government agent in the performance of duties. Subjects dealers in cigarettes to such reporting requirements as the Secretary of the Treasury may prescribe.

Expresses the sense of the House of Representatives that the Secretary of the Department of Housing and Urban Development should not implement the proposed reorganization of the field and insuring offices of the Department of Housing and Urban Development prior to the time when the appropriate committees of the Congress have had an opportunity to hold hearings on such reorganization.

Amends the Federal Home Loan Mortgage Corporation Act to prohibit the Federal Home Loan Mortgage Corporation from issuing or applying rules or regulations which have the effect of excluding mortgagees approved by the Secretary of the Department of Housing and Urban Development for participation in specified mortgage insurance programs from the servicing of mortgages sold to the Corporation.

Interstate Taxation of Depositories Act - Title I: Jurisdiction to Tax - Allows States and political subdivisions to impose a doing-business tax on a depository bank which has a business location in the State or political subdivision during the taxable year. Title II: Maximum Percentage of Income, Receipts, or Capital Attributable to Taxing Jurisdiction - Sets forth an optional formula for apportioning such interstate tax, whereby a State may not impose, for any taxable year on a depository taxable in more than one State, a doing-business tax measured by an amount of net income, gross receipts, or capital in excess of the amount determined by multiplying the depository's base by an apportionment fraction; the numerator of which is the sum of the payroll factor and the receipts factor and the denominator of which is two. Provides that a depository may be taxed in more than one State if the requisite jurisdiction exists. Allows States to require combined reporting, including the combined base and apportionment factors of all corporations affiliated with such depository. Sets forth exceptions to this reporting requirement, including corporations incorporated outside of the United States. Defines the payroll and receipts factors which constitute the apportionment fraction. Excludes from net income and gross receipts; (1) dividends received from a corporation in which such depository owns at least 80 percent of the voting stock, or (2) all income which is considered income from sources outside the United States. Excludes from the capital of a depository, investments in, and advancements to, affiliated corporations. Title III: Definitions and Miscellaneous Provisions - Defines the terms used in this Act. Prohibits discriminatory imposition of a doing-business tax on specified depositories.

Veterans' Educational Equity Act - Provides for payment of a supplemental tuition allowance to each qualified veteran upon application to the Administrator of Veterans' Affairs. Extends the delimiting period for completing a veteran's education program for up to two years if at the close of the ordinary ten-year delimiting period the veteran is enrolled in a program.

Tuition Tax Relief Act - Amends the Internal Revenue Code to allow individuals alternative, limited income tax credits or deductions for the tuition paid for the primary, secondary or higher education of the taxpayer, his spouse, or his dependents.

Amends the Local Public Works Capital Development and Investment Act of 1976 to authorize the Secretary of Commerce to make grants to certain cities or townships for construction of local public works projects. Sets forth limitations on the amount of such grants. Authorizes the appropriation of $196,927,000 to carry out this Act.

Declares that the President should establish a Commission on Domestic and International Hunger and Malnutrition which should: (1) collect and generate information and resources on food, hunger, malnutrition and related concerns; (2) assess current programs affecting domestic and international hunger and malnutrition; (3) analyze and report its findings and recommendations to the President, the Congress, and the public; and (4) assist the President and the Congress in implementing its recommendations.

National Crude Oil Supply and Transportation Act -- Expresses the intent of Congress that the continuation of a transportation system to deliver Alaskan crude oil to Northern Tier or inland States be accomplished through expedited administrative procedures. Directs the Secretary of the Interior to establish a time schedule for the completion of required environmental impact statements in order to select a crude oil transportation system by February 1, 1978. Establishes criteria to be considered by the Secretary in selecting a transportation route. Establishes procedures for Congressional review and disapproval of the Secretary's decision. Directs the Secretary and other appropriate Federal officials to take all actions necessary to provide rights of-way, permits, leases, and other authorizations necessary for the instruction, operation and maintenance of the transportation system approved under this Act. Declares that the actions of Federal officers and agencies under this Act shall not be subject to judicial review by the courts. Allows for claims that: (1) actions under this Act will deny Constitutional rights; and (2) actions taken are beyond the scope of authority conferred by this Act, provided that such claims are filed within 60 days following the date of the challenged action. Vests exclusive jurisdiction to hear such claims in the United States Court of Appeals for the District of Columbia, acting as a special court. Stipulates that any judicial proceedings should be completed at the earliest possible date. Declares that nothing in this Act shall authorize or imply an exemption from any provision of the antitrust laws.

Establishes procedures for taking the decennial census. Establishes a decennial census period beginning two years prior to the decennial census date and ending three years after such date. Authorizes the Secretary of Commerce during this period to conduct a trial census which shall be the final test of all the procedures to be used in taking the decennial census. Requires the Secretary to submit a report regarding such trial census to specified committees in Congress prior to conducting such a census. Stipulates that no changes may be made in the content or procedures to be used in taking a decennial census after four months following the date of a trial census. Stipulates that the decennial census shall consist only of: (1) an enumeration of the population; (2) sample surveys of the characteristics of the population and housing of the United States; and (3) supplemental surveys necessary to meet the needs of the Federal, State, or local government for economic and social data. Sets forth restrictions regarding the collection of such data. Allows employees conducting the enumeration of population access to the records of the Federal Government and of State or local governments which are necessary to insure that all individuals and households are counted. Stipulates that such employees may obtain only names and addresses from such records and that such information may only be used for purposes of the enumeration. Authorizes the Secretary to conduct special surveys in a State for the purpose of clarifying the findings of decennial supplemental surveys. Directs the Secretary to prepare a plan specifying procedures to be used for correcting errors in census counts and to submit such plan to specified committees in Congress. Directs the Secretary, beginning in 1985, to conduct a mid-decade census of population. Requires the use of the most recent data, either from the decennial or mid-decade census, in determining eligibility for benefits under Federal programs in which census data is a factor. Requires the Secretary to submit specified reports to Congress prior to the taking of a decennial or mid-decade census. Directs the Secretary to insure that the language and categories of questions used on census forms take into account the needs and preferences of the public and to establish a program to provide information to the public regarding the need for, and operation of, the decennial census. Authorizes the Secretary to establish a program for the training and selection of supervisory employees engaged in decennial census activities. Directs the Secretary to prepare a plan for conducting censuses other than the decennial or mid- decade census and to submit such plan to Congress at least 60 days before the census is begun. Authorizes the Secretary to issue "determination estimates," defined as estimates derived from any data which (1) is not produced as an activity of the decennial census period and (2) is produced to enable the executive branch of the Federal Government to determine the amount of benefit received under a Federal law by a State or local government. Sets forth procedures by which a State or local government may challenge such an estimate. Directs the Secretary to establish a Division of Evaluation within the Bureau of the Census to evaluate censuses and to submit the results of such evaluation to the Secretary and the Director of the Census. Directs the General Accounting Office to review evaluations made by the Division every three years. Directs the Secretary in 1979, in 1983, and in every fifth year thereafter, to conduct a census of agriculture. Directs the Secretary to conduct a census of irrigation and drainage in 1979, 1983, and every tenth year after 1983.

Directs the Postal Service to submit to Congress any proposed change in the level or types of postal service which has nationwide impact rather than to the Postal Rate Commission. Requires any statement of proposed change so submitted to include an estimate of the impact of such change upon the public, business mail users, service levels, postal finances, and postal employment.

Amends the Appalachian Regional Development Act of 1965 to authorize the Secretary of Health, Education, and Welfare to continue for two years assistance to child development programs under such Act. Directs the Appalachian Regional Commission to conduct a study of such programs with special regard to a procedure to transfer complete sponsorship of such programs from the Commission to State or private agencies. Directs the Commission to report its findings to the Congress within one year after enactment of this Act.

Amends the Internal Revenue Code to authorize any taxpayer to elect to have any portion of any overpayment of tax or any contribution in money which the taxpayer forwards with the return for such taxable year be available, as the taxpayer may designate on such return, for the National Endowment for the Arts or the National Endowment for the Humanities.

Postal Service Act - Provides for congressional oversight of decisions of the Postal Rate Commission respecting rates and fees for postal service and mail classification. Limits to two percent of its operating expenses the amount of expenditures which the Postal Service may make for contingencies and prohibits the use of such contingency fund for repayment of past losses. Authorizes appropriations to offset any revenue loss caused by a failure of Congress to authorize postal rates proposed by the Commission, to continue post offices which are no longer self sustaining, to pay for research and development, and to continue the frequency of mail delivery service in effect on June 1, 1977. Sets the maximum size and weight for all parcel mail at 100 inches in girth and length combined and 70 pounds. Abolishes the Board of Governors of the Service and transfers the duties and responsibilities of such Board to the Postmaster General. Makes the Postmaster General an officer appointed by the President with the advice and consent of the Senate and makes the Deputy Postmaster General an officer appointed by the Postmaster General. Subjects the management and disposal of surplus property by the Service to the same regulations controlling the management and disposal of surplus property applicable to other government agencies. Prohibits the Service from commencing any capital investment project costing more than $200,000,000 until the Service transmits a report on such project to specified congressional committees and has received the recommendations of such committees concerning such project.

Public Housing Security Act - Directs the Secretary of Housing and Urban Development to monitor the planning and implementation of public housing construction, rehabilitation, or modernization projects to assure that crime prevention is taken into account in the design of such housing. Directs the Secretary to make funds available for citizen crime prevention programs.

Stocks Management and Reserve Act -- Title I: Amends the Agricultural Act of 1949 to direct the Secretary of Agriculture to establish, maintain and dispose of a separate reserve of wheat, corn and other enumerated feed grains through storage contracts with producers. Limits such reserves to no less than 25 million tons nor more than 35 million tons. Specifies how the Secretary may establish such reserves through the Commodity Credit Corporation. Title II: Amends the Agriculture Act of 1949 to set the loan level per bushel of wheat at $2.25 for the 1977 crop and $2.35 for the 1978 through 1981 crops. Sets the loan level per bushel of corn at $1.75 for the 1977 crop and $2.00 for the 1978 through 1981 crops. Sets a formula for the adjustment of the respective loan rates under specified circumstances. Requires the Secretary to set a fair and reasonable loan level on each crop of barley, oats, and rye. Title III: Amends the Agriculture Act of 1949 to authorize the President (1) to enter into negotiations with other nations to develop an international system of food reserves to provide for humanitarian food relief needs, and (2) to establish and maintain an International Emergency Food Reserve, as a contribution of the United States toward the development of such a system, to be made available in the event of food emergencies in foreign countries. Requires for such reserve minimum stocks of two million tons, allowing an increase up to six million tons pursuant to an international agreement. Requires periodic rotation of such stocks to avoid spoilage and deterioration.

Limousine Limitation Act - Prohibits Government use of any limousine, use of any Government motor vehicle to transport any official between his place of employment and his dwelling place, and Government employment of any chauffeur. Excepts from this Act limousines for the President, Ambassadors, and specified other persons whose personal safety depends upon the use of such limousines.

Federal Mutual Savings Bank Act - Amends the Home Owners' Loan Act to authorize the Federal Home Loan Bank Board to provide for the organization, conversion, operation, and regulation of associations which may be known as Federal Savings and Loan Associations or Federal Savings Banks. Allows for the chartering of such associations. Amends the Federal Deposit Insurance Act to provide that whenever a State-chartered mutual savings bank which is insured by the Federal Deposit Insurance Corporation is converted into a Federal Savings Bank, the Federal Deposit Insurance Corporation shall calculate the amount in its capital account attributable to such mutual savings bank and shall transfer to each Federal Savings Bank the amount calculated in accordance with this Act. Requires the Federal Savings and Loan Insurance Corporation to insure the accounts of all Federal Savings Banks. Allows for the conversion of a State-chartered mutual savings bank into a Federal savings and loan association or a Federal Savings Bank to the extent authorized by the Federal Home Loan Bank Board.

Citizens' Postal Rate Relief Act - Sets the postal rate for personal mail of individuals sealed against inspection and mailed in the United States at 13 cents for the first ounce for each piece and 11 cents for each additional ounce for each piece. Permits the Postal Service to adjust such rate annually in the proportion to the increase in the Consumer Price Index since the previous rate adjustment but not to an amount exceeding the current rate for first class mail. (Adds 39 U.S.C. 3629; Amends 39 U.S.C. 2401)

Investment Policy Act - Title I: Findings and Definitions - States that the lack of a national policy on investment can adversely affect the economic health and well-being of the Nation. Title II: Declaration of National Policy - Declares that it is the policy and responsibility of the Federal Government to provide incentives to assure maximum investment in private enterprise. Title III: Federal Agency Coordination and Cooperation - Requires the Council on Wage and Price Stability shall submit an Investment Policy Report to Congress which shall include information on levels of capital investment available, trends in such levels, and reviews of economic programs affecting capital investment. Requires the President to transmit to Congress as a part of the economic report such other recommendations as desirable or necessary to achieve the policy declared in this Act.

Small Business Impact Statement Act - Directs the head of each Federal agency to prepare a small business impact statement in connection with each rule made by such agency unless the agency head, with the approval of the Office of Advocacy of the Small Business Administration determines that such rule will not have a substantial effect on a significant number of small business. Sets forth information which must be present in each small business impact statement. Prescribes steps which each agency head must follow in preparing any small business impact statement including publication of the statement in the Federal Register.

National Weatherization Act - Title I: Utility Program - Amends the Energy Policy and Conservation Act to promote the voluntary submission by a State to the Administrator of the Federal Energy Administration of a residential energy conservation plan for utilities in such State. Requires such plan to direct utilities to implement a program informing residential customers of suggested measures for saving home heating and cooling costs. Permits the Administrator to require a regulated or unregulated utility in a State to offer such program upon the Administrator's determination that such State has not offered such plan for approval or implemented such plan. Title II: Weatherization Grants for the Benefit of Low-Income Families - Amends the Energy Conservation in Existing Buildings Act of 1976 to permit a raise in the eligible income level for weatherization grants to low-income families. Expands the definition of the term "weatherization materials" in such Act to include additional devices and technologies. Limits the amount of financial assistance available under such Act that may be spent on weatherization materials and specified accompanying costs. Amends the Housing Act of 1949 to require the Secretary of Agriculture to conduct a weatherization program financing the installation of weatherization materials in farm residences occupied by low-income people. Title III: Secondary Financing and Loan Insurance for Energy Conserving Improvements - Amends the Federal National Mortgage Association Charter Act to direct the Federal National Mortgage Association to purchase loans insured under the National Housing Act and made to low- and moderate-income families for the installation of energy conserving improvements in residences owned by such families. Permits the Secretary of Housing and Urban Development to insure a loan for the installation of energy conserving improvements. Specifies the eligibility conditions of such loan. Allows the Government National Mortgage Association to have standby authority to purchase loans for energy-conserving improvements. Title IV: Miscellaneous - Permits the Secretary of Housing and Urban Development to enter into annual contributions contracts for low-income projects to finance the installation of energy- conserving improvements. Directs the Secretary of Agriculture to promote the use of energy saving techniques through minimum property standards established for new rural residential housing assisted under the Housing Act of 1949. Amends the National Housing Act to permit specified increased amounts of assistance if such increase results from increased cost of a residence or project due to the installation of a solar energy system. Directs the Secretary of Housing and Urban Development to conduct a study for determining the necessity of a mandatory Federal requirement that all residential dwelling units meet energy efficient standards.

Small Hydroelectric Power Projects Act - Amends the Federal Power Act to direct the Federal Power Commission to establish a program of grants and low-interest loans to assist in the development of small hydroelectric power projects by municipalities, electric cooperatives, industrial development agencies, nonprofit organizations, and other persons. Details procedures and eligibility criteria for such financial assistance programs. Authorizes the appropriation of $50,000,000 per fiscal year for grants under this Act and $50,000,000 per fiscal year for loans under this Act, for each of the fiscal years through fiscal year 1980. Revises licensing requirements to reduce the maximum annual charges for licenses involving Government dams issued after December 31, 1975, to $1 per kilowatt of installed capacity.

Comprehensive Health Care Insurance Act - Requires every employer to offer each of his employees and their families qualified health care insurance. States that such coverage shall be optional with the employee. Requires an employer to contribute to the cost of such coverage for the benefit of an electing employee and his family at least 65 percent of the premium, with the employee contributing the balance. Establishes, for low-income employees, a program of certificates of entitlement or income tax credit in the amount by which the portion of the premium payable by such an employee exceeds the premium for which he would be liable under the program of health insurance for the unemployed or self-employed as established by this Act. Authorizes the Attorney General to bring suit to compel an employer to comply with the provisions of this Act. Stipulates that employers experiencing substantial increases in payroll cost due to the provisions of this Act will be entitled to a cash payment by the Secretary of Health, Education, and Welfare or a credit against income tax. States that premiums for employee groups of one to 100 persons and self-employed persons shall not exceed 125 percent of the estimated average in the State of the annual premium for employee groups of more than 100 persons. Sets forth a plan of health insurance providing hospital, medical, dental, and other health care services for non-employed and self-employed individuals and their families. Establishes, as a means of implementing such plan, a program of certificates of entitlement issued by the Secretary and credits against income tax for the premium for qualified health care insurance. States that the amount of Federal participation shall be related to the income of the individual or family, the Government to pay the full premium for those whose annual incomes are insufficient to create income tax liability, and to pay a gradually smaller proportion of the premium for others in relation to increasing amounts of income tax liability. Provides qualified health care insurance for an individual or family with no tax liability for the base year. Stipulates that the premium rate to be charged for a qualified health care insurance policy offered under such plan for any year shall in no case exceed 125 percent of the estimated average of premiums paid in the State for qualified health care insurance for groups of employees with more than 100 members. Excludes from qualified health care insurance coverage payment for stipulated items, including: (1) personal comfort items; (2) eyeglasses, hearing aids, or orthopedic shoes; and (3) private room inpatient hospital accommodations. Limits the aggregate amount of expenditures for catastrophic illness expenses. Sets forth requirements which must be met by qualified health care insurance plans. Establishes the Federal Health Insurance Redemption Fund. Authorizes appropriations to the fund of amounts equal to the aggregate amount of premiums paid under this Act. Requires carriers offering qualified health care insurance policies to participate in an assigned-risk pool which may be established in such State by the State insurance department or by such agency as may be authorized by the State. Establishes a Health Insurance Advisory Board to: (1) prescribe such regulations as may be necessary to carry out the purposes and provisions of this Act; (2) establish minimum Federal standards for the use of State insurance departments in determining whether an insurance company and plan are qualified under this Act; (3) in consultation with carriers, providers of services, and consumers, plan, review, and develop, where necessary, programs whose purposes are to provide for maintaining the quality of medical care; and (4) review the effectiveness of the program established by this Act. Stipulates that individuals collecting unemployment compensation are eligible for coverage under this Act, unless covered through an employed member of his family. Permits an income tax credit for premiums paid for qualified insurance plans under this Act.

Declares that it is the sense of the Congress that the United States Postal Services should not reduce the frequency of mail delivery service for any user of the mails below the frequency of such service which was in effect for such user of June 1, 1977.

Franchising Termination Practices Reform Act - Requires a franchisor to notify a franchisee at least 90 days in advance of the franchisor's intention to terminate the franchise and to state the reasons for termination. Prohibits a franchisor from cancelling a franchise or failing to renew a franchise unless the franchisor is effecting a market area withdrawal or the franchisor has good cause for failure to renew and has given proper notice. Makes any franchisor who has violated the requirements of this Act civilly liable to the aggrieved franchisee.

Sales Representatives Protection Act - Requires a principal who, without good cause, terminates or fails to renew a contract between such principal and a sales representative, or reduces the rate of commission for orders solicited on behalf of such principal, to indemnify the representative according to this Act. Requires a principal who reduces the size of the geographic territory assigned to a representative for a specified account, which results in a specified reduction in commissions, to indemnify such representative. Sets forth formulae for the indemnification of such representatives. Requires a principal to furnish specified information to a sales representative concerning orders placed through the representative's account and a monthly accounting of commissions due such representative. Allows a plaintiff to bring an action to enforce any rights or liabilities created by this Act in a United States district court. Stipulates the procedure for such action.

Tuition Tax Relief Act - Amends the Internal Revenue Code to allow individuals alternative, limited income tax credits or deductions for the tuition paid for the primary, secondary or higher education of the taxpayer, or the taxpayer's spouse spouse and dependents.

International Banking Act - Amends the Federal Reserve Act to permit foreign banks to establish and operate Federal branches in any State in which it is not prohibited for a foreign bank to establish such a branch upon receipt of approval from the Comptroller of the Currency. Sets forth considerations which the Comptroller must take into account in determining whether to permit foreign banks to operate under this Act. Permits the Comptroller, in his discretion to waive specified citizenship requirements with respect to directors of associations which are subsidiaries or affiliates of foreign banks. Permits a foreign bank, with the approval of the Comptroller, to convert any branch operated pursuant to State law into a Federal branch or agency. Terminates the authority to operate a Federal Federal branch when (1) the parent bank voluntarily relinquishes it; (2) the parent bank is dissolved; (3) the Comptroller has reasonable cause to believe that a foreign bank has not complied with the provisions of this Act and revokes the authority to operate a Federal branch; or (4) when a conservator is appointed for such foreign bank. Prohibits any branch from accepting deposits of United States citizens, residents, or businesses whose principal place of business is in the United States unless the branch maintains a surety bond or pledge of assets with the Federal Deposit Insurance Corporation. Sets forth the assets which foreign banks are required to keep or deposit before the Federal branch may accept deposits of United States residents or businesses. Prohibits foreign banks from retaining interests in non-banking companies or from participating in non-banking activities with specified exceptions. Requires the Secretary of the Treasury (1) to issue guidelines with respect to the entry of foreign banking organizations into banking in the United States; and (2) to assist Federal and State banking agencies in acting on applications for the establishment of branches by foreign banks. Requires each foreign bank that maintains an office other than a branch in an State to register with the Secretary of the Treasury; the Secretary of State, and the Board of Governors of the Federal Reserve System. Makes provisions for the enforcement of this Act.

Federal Mutual Savings Bank Act - Amends the Home Owners' Loan Act to authorize the Federal Home Loan Bank Board to provide for the organization, conversion, operation, and regulation of associations which may be known as Federal Savings and Loan Associations or Federal Savings Banks. Allows for the chartering of such associations. Amends the Federal Deposit Insurance Act to provide that whenever a State-chartered mutual savings bank which is insured by the Federal Deposit Insurance Corporation is converted into a Federal Savings Bank, the Federal Deposit Insurance Corporation shall calculate the amount in its capital account attributable to such mutual savings bank and shall transfer to each Federal Savings Bank the amount calculated in accordance with this Act. Requires the Federal Savings and Loan Insurance Corporation to insure the accounts of all Federal Savings Banks. Allows for the conversion of a State-chartered mutual savings bank into a Federal savings and loan association or a Federal Savings Bank to the extent authorized by the Federal Home Loan Bank Board.
