Title III: Federal Agency Coordination and Cooperation - Requires the Council on Wage and Price Stability shall submit an Investment Policy Report to Congress which shall include information on levels of capital investment available, trends in such levels, and reviews of economic programs affecting capital investment. Requires the President to transmit to Congress as a part of the economic report such other recommendations as desirable or necessary to achieve the policy declared in this Act.

Directs the Departments of Commerce, Labor, Agriculture, and Health, Education, and Welfare to collect and publish statistics regarding the social, health, and economic conditions of such individuals. Requires the Director of the Office of Management and Budget, in conjunction with the heads of other data- gathering Federal agencies, to develop a Government-wide program for the collection and publication of data regarding such individuals. Requires the Department of Commerce to implement an affirmative action program within the Bureau of the Census for the employment of personnel of East Asian or Pacific Island origin or descent. Requires the Department to submit a report to Congress within one year after the enactment of this Act on the progress of such program.

Title II: Educational Assistance Program Adjustments - Excludes from the computation, pursuant to the "85-15" rule, of the percentage of students in a course who are receiving Government educational assistance those students whose fees are paid by Federal agencies other than the Veterans' Administration. Exempts from the two-year minimum period of operation rule courses offered on or immediately adjacent to a military base which are available to civilians as well as to active duty military personnel and their dependents, but only when such courses are offered outside the United States. Permits waiver of the two-year minimum period of operation rule for courses offered by branches or extensions of specified educational institutions where the Administrator finds it to be in the best interest of the eligible veteran and the Federal Government. Authorizes the Administrator to permit a person's educational progress to extend a reasonable time beyond the approved length of time without being declared unsatisfactory progress. Lowers from 30 percent to ten percent the disability rating necessary to qualify a disabled veteran for employment and training assistance. Title III: Effective Date - Makes October 1, 1977, the effective date of this Act.

Establishes a National Office of Adoption Information and Services. Requires the establishment of a national adoption data, tracking, and analysis system utilizing computers.

Sets forth requirements which the State plans must meet before receiving such grants, including: comprehensive health care to school-age girls (associated with the continuation of pregnancy) and to their children, family planning and counseling, infant and child day care and a coordinated program of social services. Prohibits the collection by, or submission to, the Federal or State Government of identifying information of persons receiving services under this program. Establishes a unit within the Maternal and Child Health Service of the Department of Health, Education, and Welfare to administer and coordinate the program established by this Act.

Requires allocation of State convention delegates on the basis of percentage of votes received within the State. Requires each delegate to vote for the candidate for whom he was appointed until: (1) two ballots have been taken; (2) such candidate receives less than 20 percent of votes cast; or (3) such candidate releases him.

Exempts courses which lead to a standard college degree from the "85-15" rule whereby the Administrator of Veterans' Affairs is required to disapprove enrollment of any eligible veteran, not already enrolled, in any course offered by an educational institution where more than 85 percent of the students enrolled have their fees paid by either the Veterans' Administration or the institution itself. Limits application of the "85-15" rule to proprietary (that is, private) profit or proprietary nonprofit educational institutions. Grants the Administrator discretion to permit a veteran or an eligible person to continue a course of training, without mitigating circumstances, for a reasonable length of time beyond the approved length for the course before progress will be considered unsatisfactory. Consolidates existing provisions of title 38, United States Code, relating to the certification of courses required before educational assistance allowances will be paid to otherwise eligible veterans or eligible persons. Exempts from the required two-year minimum of operation prior to approval: (1) any course which is available only to active duty military personnel, civilian employees of the military departments, and dependents of such personnel and employees; (2) any course meeting general criteria of past compliance with regulations, specified academic standards, a 50-percent placement rate (if vocational), and recommendation by the appropriate State approving agency, if the Administrator determines such course should be approved; and (3) any course offered by a branch or extension of an approved institution if the course is identical to a course offered at the main campus of the institution. Prohibits, as of December 1, 1976, the execution of a power of attorney, by an educational assistance allowance payee, giving an attorney-in-fact authority to negotiate a benefit check.

National Home Health Care Act

National Home Health Care Act - Broadens the coverage of home health services under Title XVIII (Medicare) of the Social Security Act and removes the 100-visit limitation presently applicable to the home health service program. Extends the coverage of posthospital home health services to include payment for items and services which the individual could otherwise obtain in a skilled nursing facility. Amends Title XIX (Medicaid) of the Social Security Act to require the inclusion of home health services in a State's Medicaid program and permit the payment of rent under such program for elderly and handicapped persons who would otherwise require nursing home care. Provides expanded Federal funding for congregate housing for the displaced and the elderly by increasing the amount available for such housing under the low-income housing program. Establishes, in the Department of Health, Education, and Welfare, a Home Health Patient Ombudsman, who shall be appointed and provided with adequate staff and facilities by the Secretary. Makes it the duty and responsibility of the ombudsman to monitor specified programs under the Social Security and the various medical assistance programs under the State plans approved pursuant to such Act, and to maintain such oversight of those programs and their operation and administration as may be necessary to: (1) assure that home health patients under such programs are receiving the care to which they are entitled: (2) provide safeguards against over-charging for home health services; (3) identify abuses against home health patients; (4) receive, handle, and expedite complaints by home health patients; (5) recommend to the Secretary any changes in the regulations affecting home health services which may appear necessary or desirable; and (6) take appropriate action (including the transmission of findings to the Attorney General) with respect to abuses and violations of law affecting the provision or receipt of home health services under such programs. Requires the Secretary of Health, Education, and Welfare to conduct a study and report to the Congress on the feasibility of extending to the Medicare program the prospective cost-related method of computing payments to nursing homes and home health agencies which is currently provided under the Medicaid program.

Occupational Alcoholism Prevention and Treatment Act - Authorizes the Secretary of Health, Education, and Welfare, acting through the National Institute on Alcohol Abuse and Alcoholism, to make grants to employers, labor organizations, consortiums of employees or labor organizations, and to public or private nonprofit agencies and organizations to pay no more than 50 percent of the cost of establishing, and operating occupational alcoholism programs. Authorizes the appropriation of a specified percentage of Federal taxes collected on alcohol to finance such assistance. Allots such fund among the States. Requires any individual or organization desiring to receive funds to submit an annual application for approval by the Secretary. Makes applicants approved by the Secretary eligible to receive grants from the State allotment.

Denies the Administrator any authority to prescribe educational standards or practices with respect to any institution of higher learning empowered to award a standard college degree. Requires the Administrator to provide individual educational and career counseling and other appropriate services to facilitate the education of any veteran or person whose educational assistance has been discontinued under this Act.

Voluntary Standards and Accreditation Act

Voluntary Standards and Accreditation Act - Title I: National Standardization - Requires the Federal Trade Commission to promulgate rules relating to the procedures and practices of standards-development organizations, testing laboratories, and certification agencies, and the use of product listings and certificates of approval in marketing. Requires the Commission, when promulgating rules under this title, to give all interested persons an opportunity for oral presentations of data, views, and arguments, and a single opportunity to present rebuttal testimony in writing. Permits the Commission to exempt the activities of a standards-development organization, testing laboratory, or certification agency from the requirements of the newly promulgated rules. Permits the Commission to enforce the procedures set forth pursuant to this Act upon its own initiative or upon a written petition filed with it by any interested person. States that any violation of this title or failure to comply with any Commission rule promulgated under this title shall be prosecuted as an unfair trade practice pursuant to the Federal Trade Commission Act. Directs the Commission to notify by publication in the Federal Register, the Secretary of Commerce and all Federal departments and agencies which use the publications of a standards-development organization, of any violation of this title by such an organization or by a certification agency. Directs a department or agency notified by the Commission that an organization is in violation of this title to cease using the services of such organization unless such organization complies within a period determined by the Commission. Subjects to the provisions of this Act any private organization that: (1) develops standards; (2) sponsors the activity of developing or adopting standards; (3) tests, inspects, or certifies products; or (4) sells or uses standards, product listings, or certificates of approval. Directs the Commission to specifically advise an organization that voluntarily submitted its rules for review and does not comply with the new rules, on the procedure such organization may undertake to come into compliance. Authorizes the Secretary to grant financial assistance to nonprofit standards-development organizations to insure representation of consumer, small business, and other interests in decisions. Requires all Federal agencies to utilize standards set by certified private agencies whenever possible in order to avoid duplication of effort. Directs all standards-development organizations, testing laboratories, and certification agencies subject to regulation by the Commission to establish appeals bodies to consider complaints filed by interested persons. States that such appeals bodies shall have no powers of enforcement except those given to them by the organizations' creating such bodies. Title II: International Standardization - Establishes an Institute of Standards and Accreditation within the National Bureau of Standards of the Department of Commerce to develop the resources, facilities, and expertise necessary to assist the Secretary and the Commission in the exercise of their responsibilities under this Act. Requires the Secretary, through the Institute, to provide for and assist appropriate participation by private nonprofit organizations in international standardization activities as representatives of the United States. Requires the Secretary to make arrangements for direct governmental participation in such international standardization activities where the Secretary determines private participation is insufficient or cannot be established. Directs the Secretary to list each international standards and certification agreement developed pursuant to this title unless to do so would not be in the public interest. Establishes an interagency committee on international standardization policy and a public committee on international standardization policy to provide policy guidance to the Secretary in carrying out his duties under this title. Establishes procedures for petitioning the Secretary to delist a particular international standard or certification and for judicial review of the Secretary's determinations. Title III: Testing Laboratory Accreditation - Requires the Secretary, through the Institute, to set forth procedures to establish a voluntary national laboratory accreditation program to accredit certification laboratories for a class of technology or a specific product if the establishment of such laboratory is found to be in the public interest. Directs the Secretary to establish criteria committees to establish criteria to accredit such laboratories. Sets forth procedures for the development of such criteria and the accreditation of such laboratories. Establishes procedures for the removal, withdrawal, or termination of accreditation. Title IV: National Standards Management Board - Establishes as an independent instrumentality in the executive branch, a National Standards Management Board to develop the necessary rules, procedures, policies, and criteria to manage and coordinate national standards-development activities. Directs the Board to develop rules and policies to be used by the Institute when accrediting standards-development organizations and approving national standards. Title V: Miscellaneous Provisions - Directs the Secretary to appoint a Director of the Institute of Standards and Accreditation to supervise the Institute, its equipment, and its functions.

Federal Mutual Savings Bank Act

Federal Mutual Savings Bank Act - Amends the Home Owners' Loan Act to authorize the Federal Home Loan Bank Board to provide for the organization, conversion, operation, and regulation of associations which may be known as Federal Savings and Loan Associations or Federal Savings Banks. Allows for the chartering of such associations. Amends the Federal Deposit Insurance Act to provide that whenever a State-chartered mutual savings bank which is insured by the Federal Deposit Insurance Corporation is converted into a Federal Savings Bank, the Federal Deposit Insurance Corporation shall calculate the amount in its capital account attributable to such mutual savings bank and shall transfer to each Federal Savings Bank the amount calculated in accordance with this Act. Requires the Federal Savings and Loan Insurance Corporation to insure the accounts of all Federal Savings Banks. Allows for the conversion of a State-chartered mutual savings bank into a Federal savings and loan association or a Federal Savings Bank to the extent authorized by the Federal Home Loan Bank Board.

Right to Financial Privacy Act - States that the purposes of this Act are to protect and preserve the confidential relationship between financial institutions and their customers and the constitutional rights of those customers, and to promote commerce by prescribing policies and procedures to insure that customers have the same right to protection against unwarranted disclosure of customer records as if the records were in their possession. Prohibits any Federal agency or employee, or any State or local government, from obtaining copies of, access to, or the information contained in, the financial records of any customer from a financial institution unless such records are described with particularity and: (1) such customer has authorized such disclosure in accordance with this Act; (2) such records are disclosed in response to an administrative subpena or summons; (3) such records are disclosed in response to a court order; or (4) such records are disclosed in response to a judicial subpena. States that no financial institution may provide to a Federal agency or employee, or to any State or local government, copies of or the information contained in the financial records of any customer except in accordance with the requirements of this Act. Sets forth provisions governing customer authorization, administrative subpenas and summons, and judicial subpenas. Prescribes civil and criminal penalties for violation of the provisions of this Title.

National Weatherization Act

National Weatherization Act - Title I: Utility Program - Amends the Energy Policy and Conservation Act to promote the voluntary submission by a State to the Administrator of the Federal Energy Administration of a residential energy conservation plan for utilities in such State. Requires such plan to direct utilities to implement a program informing residential customers of suggested measures for saving home heating and cooling costs. Permits the Administrator to require a regulated or unregulated utility in a State to offer such program upon the Administrator's determination that such State has not offered such plan for approval or implemented such plan. Title II: Weatherization Grants for the Benefit of Low-Income Families - Amends the Energy Conservation in Existing Buildings Act of 1976 to permit a raise in the eligible income level for weatherization grants to low-income families. Expands the definition of the term "weatherization materials" in such Act to include additional devices and technologies. Limits the amount of financial assistance available under such Act that may be spent on weatherization materials and specified accompanying costs. Amends the Housing Act of 1949 to require the Secretary of Agriculture to conduct a weatherization program financing the installation of weatherization materials in farm residences occupied by low-income people. Title III: Secondary Financing and Loan Insurance for Energy Conserving Improvements - Amends the Federal National Mortgage Association Charter Act to direct the Federal National Mortgage Association to purchase loans insured under the National Housing Act and made to low- and moderate-income families for the installation of energy conserving improvements in residences owned by such families. Permits the Secretary of Housing and Urban Development to insure a loan for the installation of energy conserving improvements. Specifies the eligibility conditions of such loan. Allows the Government National Mortgage Association to have standby authority to purchase loans for energy-conserving improvements. Title IV: Miscellaneous - Permits the Secretary of Housing and Urban Development to enter into annual contributions contracts for low-income projects to finance the installation of energy- conserving improvements. Directs the Secretary of Agriculture to promote the use of energy saving techniques through minimum property standards established for new rural residential housing assisted under the Housing Act of 1949. Amends the National Housing Act to permit specified increased amounts of assistance if such increase results from increased cost of a residence or project due to the installation of a solar energy system. Directs the Secretary of Housing and Urban Development to conduct a study for determining the necessity of a mandatory Federal requirement that all residential dwelling units meet energy efficient standards.

Drought Emergency Relief Act -- Title I: Amendments to the Disaster Relief Act of 1974 -- Extends the provisions of the Disaster Relief Act of 1974 to cover any emergency caused by drought. Authorizes Federal agencies to provide emergency range seeding, install irrigation pipes, and establish comprehensive employment and manpower programs in any major disaster or drought emergency. Authorizes the President to provide temporary assistance in the form of mortgage or rental payments to or on behalf of individuals who, as a result of financial hardship caused by drought, face any mortgage or lien foreclosure, lease termination, or cancellation of any contract of sale. Title II: Amendments to the Public Works and Economic Development Policy Act of 1965 -- Extends the provisions of the Public Works and Economic Development Act of 1965 as amended respecting economic recovery for disaster areas to cover economic recovery from drought emergencies. Title III: Miscellaneous Provisions -- Authorizes assistance for current expenditures to schools located at drought emergency area, and amends the Small Business and Consolidated Farm and Rural Development Acts to authorize the making and insuring of small business and farm loans for persons suffering damages caused by drought. Limits the interest rate of small business loans made by the Government and farm loans made or insured by the Government to one percent per year.

Requires agencies enforcing such Act to obtain compliance by notifying the debtor of rights under such Act when the creditor fails to comply with its provisions or by publicizing the fact of a creditor's sustained and substantial violations. Grants such agencies the authority to assess civil penalties and to issue cease-and-desist orders. Sets limitations on the time within which civil actions may be brought to enforce such Act. Directs the Board of Governors of the Federal Reserve System to issue model forms and clauses, for use in common transactions, describing the transaction in understandable language. Exempts creditors who use such forms from liability under such Act.

Title III: Federal Agency Coordination and Cooperation - Requires the Council on Wage and Price Stability shall submit an Investment Policy Report to Congress which shall include information on levels of capital investment available, trends in such levels, and reviews of economic programs affecting capital investment. Requires the President to transmit to Congress as a part of the economic report such other recommendations as desirable or necessary to achieve the policy declared in this Act.
