Amends the Appalachian Regional Development Act of 1965 to increase to 70 percent the limitation on Federal assistance to an Appalachian highway construction project, unless a State uses between 45 and 60 percent of such funds for a development highway project to increase Federal assistance to 90 percent.

Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to reduce the requirements for eligibility for disability benefits for blind persons. Requires that a blind individual have at least six quarters of coverage to be eligible for disability benefits. Sets forth a method of computing the average monthly wage of a blind individual for the purpose of determining such individual's primary insurance amount. Provides that in no case shall such amount be less than the amount which would be determined without regard to an individual's blindness. States that no reductions will be made from the benefits to which a person is entitled because of such person's refusal to accept State-approved rehabilitative services under the Vocational Rehabilitation Act. Continues the payment of such benefits as long as blindness lasts, the amount of an individual's earnings notwithstanding.

Stipulates that sales of natural gas by small, independent producers shall be exempt from regulation by the Federal Power Commission. Requires that prices of such sales be at a level which adequately compensates the seller for current costs, including an adequate return on investment. Defines the term "small producer" to include independent producers (1) not affiliated with natural gas pipeline companies or larger producers; (2) whose total sales do not exceed 10 million Mcf per year, and (3) whose average production per well does not exceed 100 Mcf per day on an annual basis.

Provides that recipients of veterans' pension and compensation will not have the amount of such pension or compensation reduced, or entitlement thereto discontinued, because of increases in monthly social security benefits. Applies these amendments to annual income determinations made for calendar years after 1972. (Amends 38 U.S.C. 415(g), adds 38 U.S.C. 503(d))

Union Station Improvement Act - Amends the National Visitor Center Facilities Act of 1968 to direct the Secretary of the Interior to assign the lease and purchase option on Union Station, Washington, D. C., entered into pursuant to such Act to the Secretary of Transportation and to sublease that portion of Union Station which is required for the continued operation of the National Visitor Center. Authorizes the Secretary of Transportation to renegotiate the lease of Union Station and to exercise the purchase option included in such lease at the earliest practicable date. Authorizes the Secretary to acquire additional property interests not held by the United States for the development of Union Station. Directs the Secretary of the Interior to promptly complete all the improvements undertaken pursuant to such Act except the parking facility and the Southeast Ramp mass transit facility. Directs the Secretary to require the Washington Terminal Company to promptly complete the new railroad passenger station constructed under such Act.

Consumer Communications Reform Act - Expresses the sense of Congress that the authorization of lines, facilities, or services of specialized carriers which duplicate the lines, facilities, or services of other telecommunications common carriers is contrary to the public interest. Reaffirms the intent of Congress that the complete authority to regulate terminal and station equipment used for telephone exchange service shall rest with the States even though such terminal and station equipment also may be used in connection with interstate services. Amends the Communications Act of 1934 to provide that no compensatory charges for or in connection with such communication service may be found to be unjust or unreasonable on the ground that it is too low. Prohibits the Federal Communications Commission from holding the charge of a carrier up to a particular level to protect the traffic or revenues from a communication service offered or provided by another carrier if such charge proposed by the carrier is compensatory. Provides that the Commission shall not grant or authorize any construction permit, license, or certificate for the construction, acquisition, or operation of any communication or transmission line or facility, or extension thereof, or any modification or renewal thereof, unless the Commission shall find, after full opportunity for evidentiary hearing on the record, that such permit, license, or certificate, will not result in increased charges or unnecessary duplication of communication lines.

World War I Pension Act - Requires the Administrator of Veterans' Affairs to pay (in addition to any already paid) a monthly pension of $150 to each veteran of World War I who meets specified service requirements, or to the surviving spouse of each such veteran, or when there is no surviving spouse, to the child or children of each such veteran.

Constitutional Amendment - Provides that total appropriations shall not exceed estimated revenues. Authorizes the suspension of such prohibition in time of war or national emergency. Prohibits any increase in the national debt as it exists on the date this article is ratified. Sets forth a schedule for repayment of the national debt.

Federal-Aid Highway Act Amendments - Amends the Federal-Aid Highway Act of 1976 to increase and extend the appropriations authorized under such Act for the fiscal years 1977 and 1978 for the Federal-aid primary system to $3,350,000,000 for each of the fiscal years 1978 through 1990. Increases the Federal share for projects financed with primary funds on the Federal-aid primary system from 70 percent of its cost to 80 pecent, or to 95 percent under specified circumstances. Prohibits the Secretary of Transportation from approving projects on such system if the portion of the project that is on a new location does not provide for complete control of access. (Amends 23 U.S.C. 109, 120)

Directs the Secretary of Agriculture to study the impact of the development of the foreign palm oil industry on the domestic vegetable oil industry and submit his recommendations to the National Advisory Council on International Monetary and Financial Policies. Requires the Secretary of the Treasury to instruct the United States Executive Director in each of the international financial institutions to oppose new proposals for palm oil development loans.

Amends the Public Health Service Act to direct the Secretary of Health, Education, and Welfare to indemnify physicians, health care personnel, and health facilities providing nonprofit professional services in connection with the national influenza immunization program against civil claims resulting therefrom, except in cases of gross negligence.

Amends the Streambank Erosion Control Evaluation and Demonstration Act of 1974 to direct the Secretary of the Army, acting through the Chief of Engineers, to designate areas along the streambank of the Ohio River which are susceptible to erosion. Requires that the Secretary prohibit vessels from operating within 200 feet of such shorelines.

Energy Conservation in Buildings Act - Title I: Research, Development, and Demonstration - Directs the Administrator of the Energy Research and Development Administration to initiate a program for the development of methods to calculate energy consumption costs associated with residential, commercial, and industrial buildings. Directs the Administrator to develop a program for the development of improved energy conservation technologies for use in buildings. Authorizes the Administrator to cooperate with Federal agencies in order to improve the design and energy efficiency of Federal buildings. Authorizes the establishment of educational and training programs to incorporate the concept of life cycle cost analysis into the fields of engineering and building analysis. Authorizes the appropriation of $12,000,000 for fiscal year 1977 to carry out the provisions of this title. Title II: Demonstration and Standards - Directs the Administrator of General Services to promote energy efficiency in Federal buildings through the use of improved energy conservation technologies, solar heating and cooling, and total energy systems. Requires that all proposed construction and renovation of Federal office buildings include optional energy features. Requires that all such construction projects include a life cycle analysis in the design and planning stages . Directs the Administrator of General Services to develop standards for the use of energy-conserving technologies in Federal buildings. Directs the Administrator of General Services to conduct biennial design competitions for energy conservation features in commercial and industrial buildings. Requires semiannual reports to Congress on activities conducted under this title. Authorizes the appropriation of $25,000,000 for fiscal year 1977 to carry out the provisions of this title.

Amends the John F. Kennedy Center Act to authorize the appropriation of funds for the repair and reconstruction of the John F. Kennedy Center for the Performing Arts. Directs the trustees of the John F. Kennedy Center to appoint a comptroller as disbursing officer for all funds appropriated pursuant to this Act. Specifies the powers and duties of such officer.

Emergency Compensation Extension Act - Extends the emergency unemployment compensation program authorized under the Emergency Unemployment Compensation Act of 1974 until September 30,1977. Revises the trigger provisions for initiating Federal assistance under such Act. Sets forth a formula for determining the amount of compensation available to individual accounts. Provides additional assistance for periods during which the unemployment rate exceeds six percent.

Public Works and Economic Development Act Amendments - Amends the Public Works and Economic Development Act of 1965 to extend the authorizations for financial assistance to States and localities under the Act through September 30, 1979. Removes the prohibition on Federal assistance to competitors of regulated public utilities. Requires a decrease in the amount of Federal assistance to States and localities which have exhausted their effective taxing and borrowing capacity. Increases from ten percent to 25 percent the minimum amount of Federal funds that must be expended on redevelopment areas under the Act. Allows for additional funds to cover increased construction costs, provided the percentage of the Federal share for such project is not increased. Authorizes the Secretary of Commerce to agree to pay a portion of the interest on loans guaranteed under this Act. Revises the criteria for designation of redevelopment areas to include all municipalities with a population of 50,000 or more as eligible for such designation. Establishes a program of urban economic development and redevelopment to allievate problems of unemployment, migration, and long-term economic deterioration in urban areas. Details requirements for Federal assistance under such program. Authorizes annual appropriations of $200,000,000 per fiscal year from fiscal year 1977 through 1979. Authorizes an initial appropriation of $50,000,000 for the transitional period from July 1, 1976, through September 30, 1976. Authorizes the Secretary of Commerce or the Secretary of Labor to take steps to assure the validity of unemployment rate information. Repeals the prohibition on financial assistance for electric energy generating and transmission facilities. Authorizes additional assistance to areas suffering from long-term economic deterioration under the special economic development assistance program under Title IX of the Act.

Lifeline Rate Act - Stipulates that no rate schedule of an electric utility shall result in a greater per kilowatt-hour charge to residential electric consumers for a subsistence quantity of electric energy than the lowest charge to any other electric consumer. Sets forth procedures for civil suits and judicial review where violations by utilities as regulatory authorities are alleged under this Act.

Authorizes the appropriation of $65,000,000 for fiscal year 1977 to pay the unfunded obligations of the District of Columbia for annuities and other retirement benefits of the following individuals, their survivors, and other beneficiaries: (1) specified members and former members of the metropolitan Police Force; (2) specified members and former members of the Fire Department of the District of Columbia; (3) specified judges and former judges; and (4) specified teachers and former teachers. Requires a study to be conducted by a person selected jointly by designated officials to determine the amount of such obligations which will be incurred during fiscal year 1978 and thereafter, to suggest methods of financing those obligations, and to determine whether any changes are needed in existing retirement programs.

Authorizes $2,209,424 for the further expenses of investigations and studies to be conducted by the House Committee on Public Works and Transportation for the employment of investigators, attorneys, and clerical, stenographic, and other assistants; for the procurement of services of individual consultants or organizations; and for specialized training. Stipulates that not to exceed $70,000 of the total amount provided by this resolution may be used to procure the temporary or intermittent services of individual consultants or organizations thereof, and not to exceed $20,000 of such total amount may be used to provide for specialized training.

Extends the protection of the Executive Protective Service to foreign diplomatic missions located outside the District of Columbia, in metropolitan areas where there are 20 or more such missions headed by full-time career officers. Increases the maximum number of Executive Protective Service Officers from 850 to 1200. Allows the Secretary of the Treasury to utilize the services, personnel, equipment, and facilities of State and local governments to carry out the functions of the Executive Protective Service. Limits appropriations for reimbursement to such government to $3,500,000 for any fiscal year.

Grants the Federal Power Commission emergency authority to exempt temporarily any activities or operations relating to the sale, transportation, transfer, or exchange in interstate commerce of natural gas or of commingled natural gas and synthetic natural gas, from the provisions of the Natural Gas Act, in order to alleviate the hardships caused by the natural gas shortage. Stipulates that no such exemption shall exceed 180 days. Directs that the Commission shall not deny the purchase price paid by an interstate natural gas pipeline company for gas exempted under this Act.

Aviation Act - Provides that an applicationn with respect to air transportation under the Federal Aviation Act shall be set for hearing within 60 days from the date the application is filed with the Civil Aeronautics Board, and provides for the expedition of the hearing procedure. Authorizes the Board to issue a certificate for interstate air transportation between any two cities not receiving nonstop scheduled air transportation by an air carrier holding a certificate of public convenience and necessity to an applicant if it finds the applicant is fit, willing, and able to perform such transportation properly. States that any air carrier that engages in interstate air transportation solely with aircraft having a capacity of less than fifty-six passengers or sixteen thousand pounds of property shall not be required to obtain a certificate of public convenience and necessity if that carrier conforms to such financial responsibility requirements as the Board may by regulation impose. States that the Board shall not impose close-door, single plane service, mandatory stop, long-haul restrictions, or similar restrictions, on any new certificate or amendment to any existing certificate and that by January 1, 1981, the Board shall reissue all certificates for interstate air transportation in the form of an unduplicated list of city pairs that each certificated air carrier is authorized to serve. Requires, by January 1, 1978, the Board to prepare an unduplicated list of city pairs that each interstate certificated air carrier will be authorized to serve on January 1, 1981. Provides that on or after January 1, 1981, each air carrier engaged in interstate scheduled air transportation may engage in nonstop scheduled air transportation without regard to any certificate limitations or other restrictions between any points in the United States named in its certificate or certificates on January 1, 1975. Prohibits consolidation, merger, or acquisition of control with respect to air carriers if such action would result in (1) monopoly or be in furtherance of any combination or conspiracy to monopolize; or (2) the possibility of substantial lessening of competition or other restraint of trade. Provides that no air transportation rate above direct costs may be found to be unjust or unreasonable on the basis that it is too low, and the Board may not require an air carrier to charge, demand, collect, or receive compensation in excess of that air carrier's direct costs for the service at issue. Directs the Secretary of Transportation to undertake a study of the local service air carrier subsidy program and make recommendations to Congress for any necessary changes in the subsidy system within one year of the date of enactment of this Act.
