Shared Housing Resident Assistance Act - Amends the United States Housing Act of 1937 and the Housing Act of 1949 to prohibit the Secretary of Housing and Urban Development and the Secretary of Agriculture from requiring that a dwelling unit in a shared housing project for the elderly or handicapped contain more than one sanitary facility or item of equipment for food preparation or storage for all residents as a condition of eligibility for low-income housing assistance.

Amends rule X of the Rules of the House of Representatives to establish the Select Committee on Children, Youth, and Families to conduct a comprehensive study on their problems and to develop policies to coordinate governmental and private programs to address such problems. Provides that the committee shall not have legislative jurisdiction and shall terminate at the close of the Ninety-ninth Congress.

Congressional Salary Act of 1982 - Amends the Federal Salary Act of 1967 to make any recommendations of the President relating to the salaries of Members of Congress, Delegates to the House of Representatives, and the Resident Commissioner from Puerto Rico purely advisory. Amends the Legislative Reorganization Act of 1946 to require that the annual rate of pay for Members of Congress, Delegates to the House of Representatives, the Resident Commissioner from Puerto Rico, and the Senate and House leadership be the rate payable for such positions on the date of enactment of this Act unless otherwise established by law. Prohibits any law increasing such rates of pay from taking effect before the first day of the Congress following the Congress during which such law is enacted. Provides that any legislation increasing such rates of pay may be adopted only by a record vote in each House.

Amends rule VIII of the House of Representatives to require a recorded vote on final passage of legislation that adjusts the pay of Members, affects limitations on outside earned income, or provides tax credits or deductions for Members as a separate or distinct class. Makes it out of order in the House to consider any bill, resolution, or conference report subject to such amended rule unless it takes effect at the beginning of the subsequent Congress.

Extends for one year the authority of the Administrator of Veterans' Affairs to contract for hospital care or medical services in Puerto Rico and the Virgin Islands without reference to patient loads or incidence of provision of medical services for veterans treated by the Veterans' Administration in the contiguous 48 states.

Family Housing Production Act of 1982 - Requires the Secretary of Housing and Urban Development, through the Government National Mortgage Association, to enter into five-year contracts to provide periodic assistance payments on behalf of homeowners to mortgagees and other lenders. Directs the Secretary to give priority to assisting persons who have not owned a home within the last three years. Permits payments to be made only to a mortgagor who satisfies requirements for creditworthiness and has a family income not exceeding 140 percent of the area median income and who: (1) is the original owner of a manufactured home the loan for which is incurred under the National Housing Act; or (2) has a fixed-rate 30-year mortgage which is secured by a home built after enactment of this Act, has no prepayment penalty, and requires increased payments beginning with the second year which shall be applied to the principal obligation until it is paid off. Limits the amount of assistance payments to the difference between the amount of the monthly payment for principal, interest, and loan insurance under the first year of the loan and the amount the monthly payment for principal and interest would be if the interest rate on the loan were: (1) ten percent (12 percent for a manufactured home); or (2) four percentage points less than the rate specified in the loan, whichever rate is higher. Requires that the mortgagor pay at least 25 percent of his or her income toward the monthly loan payment. Declares that manufactured homes shall comprise not more than 20 percent of the units assisted under this Act. Directs the Secretary to allocate the amount available to carry out this Act on the basis of the population, decline in housing starts, and unemployment rate in each State relative to all States. Directs the Secretary to recapture the lesser of the amount of assistance provided under this Act or an amount equal to 50 percent of the net appreciation of the property whenever the mortgagor sells the property or rents it for a period exceeding one year. Authorizes the Secretary to insure mortgages assisted under this Act.

Declares that if Israel or any other democratic state is denied its rights and privileges in the United Nations General Assembly the United States will suspend its participation in the General Assembly and will withhold its contribution to the United Nations until the action is reversed.

National Diffusion Network Act - Directs the Secretary of Education to carry out a program to promote the spread of exemplary educational programs, products, and practices to interested elementary and secondary schools. Requires the Secretary to provide information, materials, training, technical assistance, and evaluations. Authorizes the Secretary to make grants to, and contracts with, public and nonprofit private educational institutions and organizations to carry out such program. Declares that such program shall be deemed to be a continuation of the National Diffusion Network for which provision is made under the Education Consolidation and Improvement Act of 1981. Directs the Secretary to allocate funds available under such Act to such program. Authorizes additional appropriations, if necessary, to carry out such program in FY 1983 through FY 1986.

States that the United States and the Soviet Union should: (1) pursue a complete halt to the nuclear arms race; (2) decide when and how to achieve a mutual and verifiable freeze on the testing, production, and further deployment of nuclear warheads, missiles, and other delivery systems; (3) give special attention to destabilizing weapons; and (4) proceeding from this freeze, pursue major, mutual, and verifiable reductions in nuclear warheads, missiles, and other delivery systems.

Increases the monthly rate of dependency and indemnity compensation payable to the surviving spouse of a veteran who died from a service-connected or compensable disability by the amount such spouse would have received under the Social Security Act were she caring for a child under 16 (when such child is actually between 16 and 18 years of age). Directs the Administrator to make monthly payments equivalent to the child's insurance benefit under the Social Security Act before the Omnibus Budget Reconciliation Act of 1981 to children of such deceased veterans between the ages of 18 and 22 attending institutions of higher learning.

Urges the President to: (1) take actions to ensure the release of all Americans who remain captive; and (2) obtain from Vietnam, Laos, and Kampuchea a complete accounting of all the Americans who are missing, including a returning of the remains of the dead.

Technology Education Act of 1982 - Amends the Internal Revenue Code to increase for one year the maximum allowable charitable contribution income tax deduction for corporations which donate computers during 1983 to primary and secondary schools. Increases the income tax deduction from 10 to 30 percent of a corporation's taxable income.

Community Home Health Services Act of 1982 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to make grants to public and nonprofit private entities and loans to proprietary entities to establish and operate home health programs, including professional and paraprofessional training. Limits such grants and loans to areas without adequate services, including inadequate transportation services. Sets forth assistance priority factors. Authorizes appropriations for FY 1983-1984. Requires the Secretary to report to specified congressional committees by January 1, 1984. Amends titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act to expand home health care coverage, including coverage for homemaker-home health services, nonprofit hospitals, and transportation. Revises related payment provisions. Directs the Secretary to: (1) analyze and make recommendations regarding alternative reimbursement methods for home health services; (2) implement the most cost effective method within 180 days; (3) carry out reimbursement demonstration projects and report to the Congress by January 1, 1984, and (4) investigate Medicare and Medicaid fraud and report to the Congress within 18 months. Amends the Internal Revenue Code to provide a tax credit for households with qualifying dependents receiving home health care services. Limits such tax credit to 1983-1984. Requires the Secretary of the Treasury to report to Congress by September 30, 1984, regarding the number of such credits taken and their effect on tax revenues.

Brown Lung Benefits and Prevention Act of 1982 - Provides brown lung benefits to individuals who are totally disabled and surviving dependents of such individuals when existing State worker's compensation laws are inadequate (as determined by the Secretary of Labor). Sets forth a benefits entitlement schedule. Requires claims under this Act to be filed within four years of a medical determination of brown lung disability. Requires survivors' claims to be filed within four years after enactment of this Act, or three years after the date of death, whichever is later. States that an employer shall be liable for the securing of employees benefits equal to or greater than those provided by this Act, including acquiring insurance or qualifying as a self-insurer under specified conditions. Makes an employer liable to the United States for nonpayment of benefits paid on his or her behalf by the Secretary (as required by this Act). Requires the Secretary to report annually to the Congress. Authorizes the Secretary to make grants and enter into contracts for employment-related respiratory and pulmonary research. Authorizes appropriations.

Amends the Omnibus Budget Reconciliation Act of 1981 to extend by five months (until September 30, 1982) the period within which an individual must have become a full-time student at a postsecondary educational institution in order to receive, after July 1982, child's insurance benefits on the basis of student status under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act.

Authorizes the Speaker of the House of Representatives and the President pro tempore of the Senate to present, on behalf of Congress, a gold medal to Admiral Hyman George Rickover in recognition of his distinguished service and for his contributions to the development of safe nuclear energy and to the defense of the United States. Directs the Secretary of the Treasury to provide for a gold medal with suitable emblems, devices, and inscriptions. Authorizes appropriations to carry out such provision. Authorizes the Secretary to make available bronze duplicates of such medal for sale under regulations he prescribes and in accordance with provisions of this Act.

Small Business Procurement Reform Act of 1981 - Requires that any Government procurement contract for which a notice for bidding is published in the Commerce Business Daily remain open for bidding for at least 45 days. Establishes exceptions to such requirement in specified circumstances. Amends the Small Business Act to establish a goal of 35 percent participation by small business concerns with each Federal agency for the procurement of items which the Small Business Administration (SBA) determines can be produced by small business. Directs each Federal agency to take all feasible steps to subdivide large procurements into smaller components on which small businesses can bid. Requires any Federal agency to provide small business concerns, upon request, with copies and summaries of laws and regulations materially affecting the performance of contracts open for bids under $100,000. Establishes Government procurement contract arbitration panels within the SBA to facilitate the resolution of contract disputes between any small business concern and any Federal agency having procurement authority. Establishes the Small Business Procurement Advisory Committee to advise the Administrator of the SBA and Congress on Government procurement contracts awarded to or set aside for small business concerns.

Requests the President to present, on behalf of Congress, a gold medal to Lenny Skutnik, in recognition of his heroic rescue of one of the victims of the airline crash into the Potomac River on January 13, 1982. Authorizes appropriations. Authorizes the Secretary of the Treasury to cause bronze duplicates of such medal to be coined for sale to the general public.
